    ChessMachine

    The ChessMachine was a chess computer sold between 1991 and 1995 by TASC (The Advanced Software Company). It was unique at the time for incorporating both an ARM2 coprocessor for the chess engine on an ISA card which plugged into an IBM PC and a software interface running on the PC to display a chess board and control the engine. The ISA card was sold with a CPU running at either 16 MHz or 32 MHz, and 128 KB, 512 KB, or 1 MB of onboard memory for transposition tables. This made economic sense at the time of introduction because mainstream PCs were only running from 10 MHz to 25 MHz. Two engines were sold with the card: The King by Johann de Koning and Gideon by Ed Schröder. Gideon was famed for winning two World Computer Chess Championships on this hardware. The King later became the engine used in the popular Chessmaster series of chess programs. TASC later incorporated the technology into a dedicated unit, sold from 1993 to 1997. There were two models, the R30 and R40, running at 30 MHz and 40 MHz respectively, and having 512 KB and 1 MB of transposition tables, respectively. The SmartBoard, a wooden sensory board, was connected to the units, which were in tiny boxes approximately the size of chess clocks. They were only sold with The King chess engine. This was the end of the era of strong dedicated chess computers, and these two models are acknowledged as the strongest dedicated chess computers that were ever sold. At the height of its strength, the R30 attained a rating over 2350 on computer rating lists, higher than any other dedicated unit. According to the SSDF rating list, the R30 held its own against its contemporary programs running a Pentium-90 MHz and won against other dedicated units.

    Catastrophic interference

    Catastrophic interference, also known as catastrophic forgetting, is the tendency of an artificial neural network to abruptly and drastically forget previously learned information upon learning new information. Neural networks are an important part of the connectionist approach to cognitive science. The issue of catastrophic interference when modeling human memory with connectionist models was originally brought to the attention of the scientific community by research from McCloskey and Cohen (1989), and Ratcliff (1990). It is a radical manifestation of the 'sensitivity-stability' dilemma or the 'stability-plasticity' dilemma. Specifically, these problems refer to the challenge of making an artificial neural network that is sensitive to, but not disrupted by, new information. Lookup tables and connectionist networks lie on the opposite sides of the stability plasticity spectrum. The former remains completely stable in the presence of new information but lacks the ability to generalize, i.e. infer general principles, from new inputs. On the other hand, connectionist networks like the standard backpropagation network can generalize to unseen inputs, but they are sensitive to new information. Backpropagation models can be analogized to human memory insofar as they have a similar ability to generalize, but these networks often exhibit less stability than human memory. Notably, these backpropagation networks are susceptible to catastrophic interference. This is an issue when modelling human memory, because unlike these networks, humans typically do not show catastrophic forgetting. == Discovery == The term catastrophic interference was originally coined by McCloskey and Cohen (1989) but was also brought to the attention of the scientific community by research from Ratcliff (1990). === The Sequential Learning Problem: McCloskey and Cohen (1989) === McCloskey and Cohen (1989) noted the problem of catastrophic interference during two different experiments with backpropagation neural network modelling. Experiment 1: Learning the ones and twos addition facts In their first experiment they trained a standard backpropagation neural network on a single training set consisting of 17 single-digit ones problems (i.e., 1 + 1 through 9 + 1, and 1 + 2 through 1 + 9) until the network could represent and respond properly to all of them. The error between the actual output and the desired output steadily declined across training sessions, which reflected that the network learned to represent the target outputs better across trials. Next, they trained the network on a single training set consisting of 17 single-digit twos problems (i.e., 2 + 1 through 2 + 9, and 1 + 2 through 9 + 2) until the network could represent, respond properly to all of them. They noted that their procedure was similar to how a child would learn their addition facts. Following each learning trial on the twos facts, the network was tested for its knowledge on both the ones and twos addition facts. Like the ones facts, the twos facts were readily learned by the network. However, McCloskey and Cohen noted the network was no longer able to properly answer the ones addition problems even after one learning trial of the twos addition problems. The output pattern produced in response to the ones facts often resembled an output pattern for an incorrect number more closely than the output pattern for a correct number. This is considered to be a drastic amount of error. Furthermore, the problems 2+1 and 1+2, which were included in both training sets, even showed dramatic disruption during the first learning trials of the twos facts. Experiment 2: Replication of Barnes and Underwood (1959) study In their second connectionist model, McCloskey and Cohen attempted to replicate the study on retroactive interference in humans by Barnes and Underwood (1959). They trained the model on A-B and A-C lists and used a context pattern in the input vector (input pattern), to differentiate between the lists. Specifically the network was trained to respond with the right B response when shown the A stimulus and A-B context pattern and to respond with the correct C response when shown the A stimulus and the A-C context pattern. When the model was trained concurrently on the A-B and A-C items then the network readily learned all of the associations correctly. In sequential training the A-B list was trained first, followed by the A-C list. After each presentation of the A-C list, performance was measured for both the A-B and A-C lists. They found that the amount of training on the A-C list in Barnes and Underwood study that lead to 50% correct responses, lead to nearly 0% correct responses by the backpropagation network. Furthermore, they found that the network tended to show responses that looked like the C response pattern when the network was prompted to give the B response pattern. This indicated that the A-C list apparently had overwritten the A-B list. This could be likened to learning the word dog, followed by learning the word stool and then finding that you think of the word stool when presented with the word dog. McCloskey and Cohen tried to reduce interference through a number of manipulations including changing the number of hidden units, changing the value of the learning rate parameter, overtraining on the A-B list, freezing certain connection weights, changing target values 0 and 1 instead 0.1 and 0.9. However, none of these manipulations satisfactorily reduced the catastrophic interference exhibited by the networks. Overall, McCloskey and Cohen (1989) concluded that: at least some interference will occur whenever new learning alters the weights involved in representing old learning the greater the amount of new learning, the greater the disruption in old knowledge interference was catastrophic in the backpropagation networks when learning was sequential but not concurrent === Constraints Imposed by Learning and Forgetting Functions: Ratcliff (1990) === Ratcliff (1990) used multiple sets of backpropagation models applied to standard recognition memory procedures, in which the items were sequentially learned. After inspecting the recognition performance models he found two major problems: Well-learned information was catastrophically forgotten as new information was learned in both small and large backpropagation networks. Even one learning trial with new information resulted in a significant loss of the old information, paralleling the findings of McCloskey and Cohen (1989). Ratcliff also found that the resulting outputs were often a blend of the previous input and the new input. In larger networks, items learned in groups (e.g. AB then CD) were more resistant to forgetting than were items learned singly (e.g. A then B then C...). However, the forgetting for items learned in groups was still large. Adding new hidden units to the network did not reduce interference. Discrimination between the studied items and previously unseen items decreased as the network learned more. This finding contradicts studies on human memory, which indicated that discrimination increases with learning. Ratcliff attempted to alleviate this problem by adding 'response nodes' that would selectively respond to old and new inputs. However, this method did not work as these response nodes would become active for all inputs. A model which used a context pattern also failed to increase discrimination between new and old items. == Proposed solutions == The main cause of catastrophic interference seems to be overlap in the representations at the hidden layer of distributed neural networks. In a distributed representation, each input tends to create changes in the weights of many of the nodes. Catastrophic forgetting occurs because when many of the weights where "knowledge is stored" are changed, it is unlikely for prior knowledge to be kept intact. During sequential learning, the inputs become mixed, with the new inputs being superimposed on top of the old ones. Another way to conceptualize this is by visualizing learning as a movement through a weight space. This weight space can be likened to a spatial representation of all of the possible combinations of weights that the network could possess. When a network first learns to represent a set of patterns, it finds a point in the weight space that allows it to recognize all of those patterns. However, when the network then learns a new set of patterns, it will move to a place in the weight space for which the only concern is the recognition of the new patterns. To recognize both sets of patterns, the network must find a place in the weight space suitable for recognizing both the new and the old patterns.     The Fifth Generation Computer Systems (FGCS; Japanese: 第五世代コンピュータ, romanized: daigosedai konpyūta) was a 10-year initiative launched in 1982 by Japan's Ministry of International Trade and Industry (MITI) to develop computers based on massively parallel computing and logic programming. The project aimed to create an "epoch-making computer" with supercomputer-like performance and to establish a platform for future advancements in artificial intelligence. Although FGCS was noted as ahead of its time, and its ambitious goals contributed significantly to the development of concurrent logic programming, it ultimately ended in commercial failure. The term "fifth generation" was chosen to emphasize the system's advanced nature. In the history of computing hardware, there had been four prior "generations" of computers: the first generation utilized vacuum tubes; the second, transistors and diodes; the third, integrated circuits; and the fourth, microprocessors. While earlier generations focused on increasing the number of logic elements within a single CPU, it was widely believed at the time that the fifth generation would achieve enhanced performance through the use of massive numbers of CPUs. == Background == In the late 1960s until the early 1970s, there was much talk about "generations" of computer hardware, then usually organized into three generations First generation: Thermionic vacuum tubes. Mid-1940s. IBM pioneered the arrangement of vacuum tubes in pluggable modules. The IBM 650 was a first-generation computer. Second generation: Transistors. 1956. The era of miniaturization begins. Transistors are much smaller than vacuum tubes, draw less power, and generate less heat. Discrete transistors are soldered to circuit boards, with interconnections accomplished by stencil-screened conductive patterns on the reverse side. The IBM 7090 was a second-generation computer. Third generation: Integrated circuits (silicon chips containing multiple transistors). 1964. A pioneering example is the ACPX module used in the IBM 360/91, which, by stacking layers of silicon over a ceramic substrate, accommodated over 20 transistors per chip; the chips could be packed together onto a circuit board to achieve unprecedented logic densities. The IBM 360/91 was a hybrid second and third-generation computer. Omitted from this taxonomy is the "zeroth-generation" computer based on metal gears (such as the IBM 407) or mechanical relays (such as the Mark I), and the post-third-generation computers based on Very Large Scale Integrated (VLSI) circuits. There was also a parallel set of generations for software: First generation: Machine language. Second generation: Low-level programming languages such as Assembly language. Third generation: Structured high-level programming languages such as C, COBOL and FORTRAN. Fourth generation: "Non-procedural" high-level programming languages (such as object-oriented languages). Throughout these multiple generations up to the 1970s, Japan built computers following U.S. and British leads. In the mid-1970s, the Ministry of International Trade and Industry stopped following western leads and started looking into the future of computing on a small scale. They asked the Japan Information Processing Development Center (JIPDEC) to indicate a number of future directions, and in 1979 offered a three-year contract to carry out more in-depth studies along with industry and academia. It was during this period that the term "fifth-generation computer" started to be used. Prior to the 1970s, MITI guidance had successes such as an improved steel industry, the creation of the oil supertanker, the automotive industry, consumer electronics, and computer memory. MITI decided that the future was going to be information technology. However, the Japanese language, particularly in its written form, presented and still presents obstacles for computers. As a result of these hurdles, MITI held a conference to seek assistance from experts. The primary fields for investigation from this initial project were: Inference computer technologies for knowledge processing Computer technologies to process large-scale data bases and knowledge bases High-performance workstations Distributed functional computer technologies Super-computers for scientific calculation == Project launch == The aim was to build parallel computers for artificial intelligence applications using concurrent logic programming. The project imagined an "epoch-making" computer with supercomputer-like performance running on top of large databases (as opposed to a traditional filesystem) using a logic programming language to define and access the data using massively parallel computing/processing. They envisioned building a prototype machine with performance between 100M and 1G LIPS, where a LIPS is a Logical Inference Per Second. At the time typical workstation machines were capable of about 100k LIPS. They proposed to build this machine over a ten-year period, 3 years for initial R&D, 4 years for building various subsystems, and a final 3 years to complete a working prototype system. In 1982 the government decided to go ahead with the project, and established the Institute for New Generation Computer Technology (ICOT) through joint investment with various Japanese computer companies. After the project ended, MITI would consider an investment in a new "sixth generation" project. Ehud Shapiro captured the rationale and motivations driving this project: "As part of Japan's effort to become a leader in the computer industry, the Institute for New Generation Computer Technology has launched a revolutionary ten-year plan for the development of large computer systems which will be applicable to knowledge information processing systems. These Fifth Generation computers will be built around the concepts of logic programming. In order to refute the accusation that Japan exploits knowledge from abroad without contributing any of its own, this project will stimulate original research and will make its results available to the international research community." === Logic programming === The target defined by the FGCS project was to develop "Knowledge Information Processing systems" (roughly meaning, applied Artificial Intelligence). The chosen tool to implement this goal was logic programming. Logic programming approach as was characterized by Maarten Van Emden – one of its founders – as: The use of logic to express information in a computer. The use of logic to present problems to a computer. The use of logical inference to solve these problems. More technically, it can be summed up in two equations: Program = Set of axioms. Computation = Proof of a statement from axioms. The Axioms typically used are universal axioms of a restricted form, called Horn-clauses or definite-clauses. The statement proved in a computation is an existential statement. The proof is constructive, and provides values for the existentially quantified variables: these values constitute the output of the computation. Logic programming was thought of as something that unified various gradients of computer science (software engineering, databases, computer architecture and artificial intelligence). It seemed that logic programming was a key missing connection between knowledge engineering and parallel computer architectures. == Results == After having influenced the consumer electronics field during the 1970s and the automotive world during the 1980s, the Japanese had developed a strong reputation. The launch of the FGCS project spread the belief that parallel computing was the future of all performance gains, producing a wave of apprehension in the computer field. Soon parallel projects were set up in the US as the Strategic Computing Initiative and the Microelectronics and Computer Technology Corporation (MCC), in the UK as Alvey, and in Europe as the European Strategic Program on Research in Information Technology (ESPRIT), as well as the European Computer‐Industry Research Centre (ECRC) in Munich, a collaboration between ICL in Britain, Bull in France, and Siemens in Germany. The project ran from 1982 to 1994, spending a little less than ¥57 billion (about US$320 million) total. After the FGCS Project, MITI stopped funding large-scale computer research projects, and the research momentum developed by the FGCS Project dissipated. However MITI/ICOT embarked on a neural-net project which some called the Sixth Generation Project in the 1990s, with a similar level of funding. Per-year spending was less than 1% of the entire R&D expenditure of the electronics and communications equipment industry.     In machine learning, a neural scaling law is an empirical scaling law that describes how neural network performance changes as key factors are scaled up or down. These factors typically include the number of parameters, training dataset size, and training cost. Some models also exhibit performance gains by scaling inference through increased test-time compute (TTC), extending neural scaling laws beyond training to the deployment phase. == Introduction == In general, a deep learning model can be characterized by four parameters: model size, training dataset size, training cost, and the post-training error rate (e.g., the test set error rate). Each of these variables can be defined as a real number, usually written as N , D , C , L {\displaystyle N,D,C,L} (respectively: parameter count, dataset size, computing cost, and loss). A neural scaling law is a theoretical or empirical statistical law between these parameters. There are also other parameters with other scaling laws. === Size of the model === In most cases, the model's size is simply the number of parameters. However, one complication arises with the use of sparse models, such as mixture-of-expert models. With sparse models, during inference, only a fraction of their parameters are used. In comparison, most other kinds of neural networks, such as transformer models, always use all their parameters during inference. === Size of the training dataset === The size of the training dataset is usually quantified by the number of data points within it. Larger training datasets are typically preferred, as they provide a richer and more diverse source of information from which the model can learn. This can lead to improved generalization performance when the model is applied to new, unseen data. However, increasing the size of the training dataset also increases the computational resources and time required for model training. With the "pretrain, then finetune" method used for most large language models, there are two kinds of training dataset: the pretraining dataset and the finetuning dataset. Their sizes have different effects on model performance. Generally, the finetuning dataset is less than 1% the size of pretraining dataset. In some cases, a small amount of high quality data suffices for finetuning, and more data does not necessarily improve performance. Many scaling laws, due to their inherent diminishing returns nature, value data based on a submodular set function which was shown in a paper on this topic. === Cost of training === Training cost is typically measured in terms of time (how long it takes to train the model) and computational resources (how much processing power and memory are required). It is important to note that the cost of training can be significantly reduced with efficient training algorithms, optimized software libraries, and parallel computing on specialized hardware such as GPUs or TPUs. The cost of training a neural network model is a function of several factors, including model size, training dataset size, the training algorithm complexity, and the computational resources available. In particular, doubling the training dataset size does not necessarily double the cost of training, because one may train the model for several times over the same dataset (each being an "epoch"). === Performance === The performance of a neural network model is evaluated based on its ability to accurately predict the output given some input data. Common metrics for evaluating model performance include: Negative log-likelihood per token (logarithm of perplexity) for language modeling; Accuracy, precision, recall, and F1 score for classification tasks; Mean squared error (MSE) or mean absolute error (MAE) for regression tasks; Elo rating in a competition against other models, such as gameplay or preference by a human judge. Performance can be improved by using more data, larger models, different training algorithms, regularizing the model to prevent overfitting, and early stopping using a validation set. When the performance is a number bounded within the range of [ 0 , 1 ] {\displaystyle [0,1]} , such as accuracy, precision, etc., it often scales as a sigmoid function of cost, as seen in the figures. == Examples == === (Hestness, Narang, et al, 2017) === The 2017 paper is a common reference point for neural scaling laws fitted by statistical analysis on experimental data. Previous works before the 2000s, as cited in the paper, were either theoretical or orders of magnitude smaller in scale. Whereas previous works generally found the scaling exponent to scale like L ∝ D − α {\displaystyle L\propto D^{-\alpha }} , with α ∈ { 0.5 , 1 , 2 } {\displaystyle \alpha \in \{0.5,1,2\}} , the paper found that α ∈ [ 0.07 , 0.35 ] {\displaystyle \alpha \in [0.07,0.35]} . Of the factors they varied, only task can change the exponent α {\displaystyle \alpha } . Changing the architecture optimizers, regularizers, and loss functions, would only change the proportionality factor, not the exponent. For example, for the same task, one architecture might have L = 1000 D − 0.3 {\displaystyle L=1000D^{-0.3}} while another might have L = 500 D − 0.3 {\displaystyle L=500D^{-0.3}} . They also found that for a given architecture, the number of parameters necessary to reach lowest levels of loss, given a fixed dataset size, grows like N ∝ D β {\displaystyle N\propto D^{\beta }} for another exponent β {\displaystyle \beta } .     The General Data Protection Regulation (Regulation (EU) 2016/679), abbreviated GDPR, is a European Union regulation on information privacy in the European Union (EU) and the European Economic Area (EEA). The GDPR is an important component of EU privacy law and human rights law, in particular Article 8(1) of the Charter of Fundamental Rights of the European Union. It also governs the transfer of personal data outside the EU and EEA. The GDPR's goals are to enhance individuals' control and rights over their personal information and to simplify the regulations for international business. It supersedes the Data Protection Directive 95/46/EC and, among other things, simplifies the terminology. The European Parliament and Council of the European Union adopted the GDPR on 14 April 2016, to become effective on 25 May 2018. As an EU regulation (instead of a directive), the GDPR has direct legal effect and does not require transposition into national law. However, it also provides flexibility for individual member states to modify (derogate from) some of its provisions. As an example of the Brussels effect, the regulation became a model for many other laws around the world, including in Brazil, Japan, Singapore, South Africa, South Korea, Sri Lanka, and Thailand. After leaving the European Union, the United Kingdom enacted its "UK GDPR", identical to the GDPR. The California Consumer Privacy Act (CCPA), adopted on 28 June 2018, has many similarities with the GDPR. == Contents == The GDPR 2016 has eleven chapters, concerning general provisions, principles, rights of the data subject, duties of data controllers or processors, transfers of personal data to third-party countries, supervisory authorities, cooperation among member states, remedies, liability or penalties for breach of rights, provisions related to specific processing situations, and miscellaneous final provisions. The GDPR also contains 173 recitals purposed to clarify scope and rationale for the regulatory provisions, as well as its legislative intents – Recital 4, for instance, begins by saying that the processing of personal data should be "designed to serve mankind". === General provisions === The regulation applies if the data controller, or processor, or the data subject (person) is based in the EU. The regulation also applies to organisations based outside the EU if they collect or process personal data of individuals located inside the EU. The regulation does not apply to the processing of data by private persons provided that the purpose has no connection to a professional or commercial activity." (Recital 18). According to the European Commission, "Personal data is information that relates to an identified or identifiable individual. If you cannot directly identify an individual from that information, then you need to consider whether the individual is still identifiable. You should take into account the information you are processing together with all the means reasonably likely to be used by either you or any other person to identify that individual." The precise definitions of terms such as "personal data", "processing", "data subject", "controller", and "processor" are stated in Article 4. The regulation does not purport to apply to the processing of personal data for national security activities or law enforcement of the EU; however, industry groups concerned about facing a potential conflict of laws have questioned whether Article 48 could be invoked to seek to prevent a data controller subject to a third country's laws from complying with a legal order from that country's law enforcement, judicial, or national security authorities to disclose to such authorities the personal data of an EU person, regardless of whether the data resides in or out of the EU. Article 48 states that any judgement of a court or tribunal and any decision of an administrative authority of a third country requiring a controller or processor to transfer or disclose personal data may not be recognised or enforceable in any manner unless based on an international agreement, like a mutual legal assistance treaty in force between the requesting third (non-EU) country and the EU or a member state. The data protection reform package also includes a separate Data Protection Directive for the police and criminal justice sector that provides rules on personal data exchanges at State level, Union level, and international levels. A single set of rules applies to all EU member states. Each member state establishes an independent supervisory authority (SA) to hear and investigate complaints, sanction administrative offences, etc. SAs in each member state co-operate with other SAs, providing mutual assistance and organising joint operations. If a business has multiple establishments in the EU, it must have a single SA as its "lead authority", based on the location of its "main establishment" where the main processing activities take place. The lead authority thus acts as a "one-stop shop" to supervise all the processing activities of that business throughout the EU. A European Data Protection Board (EDPB) co-ordinates the SAs. EDPB thus replaces the Article 29 Data Protection Working Party. There are exceptions for data processed in an employment context or in national security that still might be subject to individual country regulations. === Principles and lawful purposes === Article 5 sets out six principles relating to the lawfulness of processing personal data. The first of these specifies that data must be processed lawfully, fairly and in a transparent manner. Article 6 develops this principle by specifying that personal data may not be processed unless there is at least one legal basis for doing so. The other principles refer to "purpose limitation", "data minimisation", "accuracy", "storage limitation", and "integrity and confidentiality". Article 6 states that the lawful purposes are: (a) If the data subject has given consent to the processing of his or her personal data; (b) To fulfill contractual obligations with a data subject, or for tasks at the request of a data subject who is in the process of entering into a contract; (c) To comply with a data controller's legal obligations; (d) To protect the vital interests of a data subject or another individual; (e) To perform a task in the public interest or in official authority; (f) For the legitimate interests of a data controller or a third party, unless these interests are overridden by interests of the data subject or her or his rights according to the Charter of Fundamental Rights (especially in the case of children). If informed consent is used as the lawful basis for processing, consent must have been explicit for data collected and each purpose data is used for. Consent must be a specific, freely given, plainly worded, and unambiguous affirmation given by the data subject; an online form which has consent options structured as an opt-out selected by default is a violation of the GDPR, as the consent is not unambiguously affirmed by the user. In addition, multiple types of processing may not be "bundled" together into a single affirmation prompt, as this is not specific to each use of data, and the individual permissions are not freely given. (Recital 32). Data subjects must be allowed to withdraw this consent at any time, and the process of doing so must not be harder than it was to opt in. A data controller may not refuse service to users who decline consent to processing that is not strictly necessary in order to use the service. Consent for children, defined in the regulation as being less than 16 years old (although with the option for member states to individually make it as low as 13 years old), must be given by the child's parent or custodian, and verifiable.     Noam Shazeer (born 1975 or 1976) is an American computer scientist and entrepreneur known for his contributions to the field of artificial intelligence and deep learning, particularly in the development of transformer models and natural language processing. He lives in Palo Alto, California. == Career == Noam Shazeer joined Google in 2000. One of his first major achievements was improving the spelling corrector of Google's search engine. In 2017, Shazeer was one of the lead authors of the seminal paper "Attention Is All You Need", which introduced the transformer architecture. At Google, Shazeer and his colleague Daniel de Freitas built a chatbot named Meena. Following the refusal of Google to release the chatbot to the public, Shazeer and Freitas left the company in 2021 to found Character.AI. In September 2023, Time Magazine chose Shazeer as one of the 100 most influential people in the AI world. In August 2024, it was reported that Shazeer would be returning to Google to co-lead the Gemini AI project. Shazeer was appointed as technical lead on Gemini, along with Jeff Dean and Oriol Vinyals. It was part of a $2.7 billion deal for Google to license Character's technology. Since he owns 30-40% of the company, it is estimated he netted $750 million-$1 billion. In 2026, he was elected a member of the National Academy of Engineering. == Views == Shazeer said about artificial general intelligence that he doesn't "particularly care about AGI in the sense of wanting something that can do absolutely everything a person can do”. When asked in 2023 if he is afraid that AGI will destroy the world, he said: "No. Not yet. [...] We’re going to work on it as the technology improves". When asked why do large language models work he answered: "My best guess is divine benevolence [...] Nobody really understands what’s going on. This is a very experimental science [...] It’s more like alchemy or whatever chemistry was in the Middle Ages.” Shazeer has stated, "I do not believe that humans have an attribute called gender... I do not believe that G-d puts people in the wrong bodies. I do not believe that it is okay to sterilize children." == Personal life == Shazeer is an orthodox Jew. His grandparents escaped the Holocaust into the Soviet Union and later lived some time in Israel before emigrating to the USA. His father, Dov Shazeer, was a math teacher who became an engineer and his mother was a homemaker. His sister was ordained as a rabbi by Hebrew College. Shazeer was born in Philadelphia, attended grade school at Cohen Hillel Academy in Marblehead, Massachusetts, and attended Swampscott High School in Swampscott, Massachusetts. He won a gold medal with perfect score at International Mathematical Olympiad 1994 as a member of the USA team.     EmoSpark is an artificial intelligence console created in London, United Kingdom by Patrick Levy-Rosenthal. The device uses facial recognition and language analysis to evaluate human emotion and convey responsive content according to the emotion. The console measures 90 mm x 90 mm x 90 mm and is cube shaped. It operates on an "Emotional Processing Unit", an emotion chip developed by Emoshape Inc. that enables the system to create emotional profile graphs of its surroundings. The emotional processing unit is a patent pending technology that is said to create synthesised emotional responses in machines. EmoSpark was funded through an Indiegogo campaign which aimed to raise $200,000. == Product overview == EmoSpark was created by French inventor Patrick Levy-Rosenthal, as an emotionally intelligent artificial life unit for the home that can interact with people. It is powered by Android and can communicate with users through typed input from a computer, tablet, smartphone or TV as well as through spoken commands. The EmoSpark's features are categorized into two types: functional and emotional. EmoSpark is said to have the ability to perform practical software-based tasks. Through the smartphone interface, it is able to gauge a person’s emotions and is reported to have a conversational library of over 2 million sentences. The face-tracking technology identifies users likes and dislikes to categorize their emotional responses to stimuli such as videos and music. The device has an emotional spectrum that is composed of eight emotions which are surprise, sadness, joy, trust, fear, disgust, anger and anticipation. EmoSpark monitors a person's facial expressions and emotions through images from an external camera, which are then processed through an emotion text analysis and content analysis. The New Scientist reported that EmoSpark had the ability to work on the best way to cheer up its users, emotionally. === Connectivity === EmoSpark is able to connect to Facebook and YouTube to present users with content designed to improve their mood, or to Wikipedia for collaborative knowledge that can be shared when users ask questions of it. Through Android OS, EmoSpark is able to be customized with Google Play store apps. The cube is expected to develop its own personality based on the communications it has had with the people using it. == EmoShape == The Emotion Chip (EPU) used in the cube is created by the US company Emoshape Inc, founded by Levy-Rosenthal.     In computer vision and image processing a neighborhood operation is a commonly used class of computations on image data which implies that it is processed according to the following pseudo code: Visit each point p in the image data and do { N = a neighborhood or region of the image data around the point p result(p) = f(N) } This general procedure can be applied to image data of arbitrary dimensionality. Also, the image data on which the operation is applied does not have to be defined in terms of intensity or color, it can be any type of information which is organized as a function of spatial (and possibly temporal) variables in p. The result of applying a neighborhood operation on an image is again something which can be interpreted as an image, it has the same dimension as the original data. The value at each image point, however, does not have to be directly related to intensity or color. Instead it is an element in the range of the function f, which can be of arbitrary type. Normally the neighborhood N is of fixed size and is a square (or a cube, depending on the dimensionality of the image data) centered on the point p. Also the function f is fixed, but may in some cases have parameters which can vary with p, see below. In the simplest case, the neighborhood N may be only a single point. This type of operation is often referred to as a point-wise operation. == Examples == The most common examples of a neighborhood operation use a fixed function f which in addition is linear, that is, the computation consists of a linear shift invariant operation. In this case, the neighborhood operation corresponds to the convolution operation. A typical example is convolution with a low-pass filter, where the result can be interpreted in terms of local averages of the image data around each image point. Other examples are computation of local derivatives of the image data. It is also rather common to use a fixed but non-linear function f. This includes median filtering, and computation of local variances. The Nagao-Matsuyama filter is an example of a complex local neighbourhood operation that uses variance as an indicator of the uniformity within a pixel group. The result is similar to a convolution with a low-pass filter with the added effect of preserving sharp edges. There is also a class of neighborhood operations in which the function f has additional parameters which can vary with p: Visit each point p in the image data and do { N = a neighborhood or region of the image data around the point p result(p) = f(N, parameters(p)) } This implies that the result is not shift invariant. Examples are adaptive Wiener filters. == Implementation aspects == The pseudo code given above suggests that a neighborhood operation is implemented in terms of an outer loop over all image points. However, since the results are independent, the image points can be visited in arbitrary order, or can even be processed in parallel. Furthermore, in the case of linear shift-invariant operations, the computation of f at each point implies a summation of products between the image data and the filter coefficients. The implementation of this neighborhood operation can then be made by having the summation loop outside the loop over all image points. An important issue related to neighborhood operation is how to deal with the fact that the neighborhood N becomes more or less undefined for points p close to the edge or border of the image data. Several strategies have been proposed: Compute result only for points p for which the corresponding neighborhood is well-defined. This implies that the output image will be somewhat smaller than the input image. Zero padding: Extend the input image sufficiently by adding extra points outside the original image which are set to zero. The loops over the image points described above visit only the original image points. Border extension: Extend the input image sufficiently by adding extra points outside the original image which are set to the image value at the closest image point. The loops over the image points described above visit only the original image points. Mirror extension: Extend the image sufficiently much by mirroring the image at the image boundaries. This method is less sensitive to local variations at the image boundary than border extension. Wrapping: The image is tiled, so that going off one edge wraps around to the opposite side of the image. This method assumes that the image is largely homogeneous, for example a stochastic image texture without large textons.

    In mathematical modeling, resilience refers to the ability of a dynamical system to recover from perturbations and return to its original stable steady state. It is a measure of the stability and robustness of a system in the face of changes or disturbances. If a system is not resilient enough, it is more susceptible to perturbations and can more easily undergo a critical transition. A common analogy used to explain the concept of resilience of an equilibrium is one of a ball in a valley. A resilient steady state corresponds to a ball in a deep valley, so any push or perturbation will very quickly lead the ball to return to the resting point where it started. On the other hand, a less resilient steady state corresponds to a ball in a shallow valley, so the ball will take a much longer time to return to the equilibrium after a perturbation. The concept of resilience is particularly useful in systems that exhibit tipping points, whose study has a long history that can be traced back to catastrophe theory. While this theory was initially overhyped and fell out of favor, its mathematical foundation remains strong and is now recognized as relevant to many different systems. == History == In 1973, Canadian ecologist C. S. Holling proposed a definition of resilience in the context of ecological systems. According to Holling, resilience is "a measure of the persistence of systems and of their ability to absorb change and disturbance and still maintain the same relationships between populations or state variables". Holling distinguished two types of resilience: engineering resilience and ecological resilience. Engineering resilience refers to the ability of a system to return to its original state after a disturbance, such as a bridge that can be repaired after an earthquake. Ecological resilience, on the other hand, refers to the ability of a system to maintain its identity and function despite a disturbance, such as a forest that can regenerate after a wildfire while maintaining its biodiversity and ecosystem services. A resilient ecosystem would be one that is able to adapt to these changes and continue functioning, while a less resilient ecosystem might experience irreversible damage or collapse. The exact definition of resilience has remained vague for practical matters, which has led to a slow and proper application of its insights for management of ecosystems. In epidemiology, resilience may refer to the ability of a healthy community to recover from the introduction of infected individuals. That is, a resilient system is more likely to remain at the disease-free equilibrium after the invasion of a new infection. Some stable systems exhibit critical slowing down where, as they approach a basic reproduction number of 1, their resilience decreases, hence taking a longer time to return to the disease-free steady state. Resilience is an important concept in the study of complex systems, where there are many interacting components that can affect each other in unpredictable ways. Mathematical models can be used to explore the resilience of such systems and to identify strategies for improving their resilience in the face of environmental or other changes. For example, when modelling networks it is often important to be able to quantify network resilience, or network robustness, to the loss of nodes. In January 2025, the Church issued the doctrinal note Antiqua et nova co-issued by the Dicastery for the Doctrine of the Faith and the Dicastery for Culture and Education. It addresses the "relationship between artificial intelligence and human intelligence" and offers reflections on the "anthropological and ethical challenges raised by AI". In August 2025, Time magazine included Pope Leo XIV in its 2025 list of the World’s Most Influential People in Artificial Intelligence. Other important capabilities include data import and export, data encryption for security, multiple data access command sets, materialized view and temporary tables, and others. == History == From 1991 through 1997 the Mr. RT project was an in-memory database research project, conducted by the Electronics and Telecommunications Research Institute a government-funded research organization in South Korea. Altibase was incorporated in 1999. Altibase acquired an in-memory database engine from the Electronics and Telecommunications Research Institute in February 2000, and commercialized the database in October of the same year. In 2001, Altibase changed the name of the in-memory database product from "Spiner" to "Altibase" in 2001. In 2004, Altibase integrated the in-memory database with a disk-resident database to create a hybrid DBMS, released version 4.0 and renamed it as ALTIBASE HDB. Altibase released version 5.5.1 and 6.1.1 in 2012, version 6.3.1 in November 2013, and 6.5.1 in May 2015. Altibase claims that this is the world's first hybrid DBMS. Altibase released its open source edition version 7.1, however, closed the source in 2023. Altibase Corp has made the decision to discontinue the Altibase 7.1 open source edition, effective March 17, 2023. As a result, the open-source edition of Altibase 7.1 will no longer be available for download or use. Altibase released version 7.3 in September, 2023, its notable feature is the world’s first hybrid partition, allowing data to be stored in both memory and on disk at the partition level. Version 7.3 also added parallel processing capabilities for high-speed performance in both partitioned and non-partitioned scenarios. The Center for the Study of Language and Information (CSLI) was founded at Stanford University in 1983 by philosophers, computer scientists, linguists, and psychologists, under the direction of John Perry and Jon Barwise. === P.I. === More recently this field has become known as the philosophy of information. The expression was coined in the 1990s by Luciano Floridi, who has published prolifically in this area with the intention of elaborating a unified and coherent, conceptual frame for the whole subject. == Definitions of "information" == The concept information has been defined by several theorists. Charles S. Peirce's theory of information was embedded in his wider theory of symbolic communication he called the semiotic, now a major part of semiotics. For Peirce, information integrates the aspects of signs and expressions separately covered by the concepts of denotation and extension, on the one hand, and by connotation and comprehension on the other. Donald M. MacKay says that information is a distinction that makes a difference. While computer science brings new opportunities and challenges to traditional philosophical studies, and changes the ways philosophers understand foundational concepts in philosophy, further major progress in computer science would only be feasible when philosophy provides sound foundations for areas such as bioinformatics, software engineering, knowledge engineering, and ontologies. Classical topics in philosophy, namely, mind, consciousness, experience, reasoning, knowledge, truth, morality and creativity are rapidly becoming common concerns and foci of investigation in computer science, e.g., in areas such as agent computing, software agents, and intelligent mobile agent technologies. Pancomputationalism: On this view, computational and informational concepts are considered to be so powerful that given the right level of abstraction, anything in the world could be modeled and represented as a computational system, and any process could be simulated computationally. Then, however, pancomputationalists have the hard task of providing credible answers to the following two questions: how can one avoid blurring all differences among systems? what would it mean for the system under investigation not to be an informational system (or a computational system, if computation is the same as information processing)?

    Department of Defense Directive 3000.09 (DODD 3000.09), titled Autonomy in Weapon Systems, is the current U.S. military policy on autonomous weapons. It states: "Autonomous and semi-autonomous weapon systems will be designed to allow commanders and operators to exercise appropriate levels of human judgment over the use of force." == History == Then-Deputy Secretary of Defense Ashton Carter issued DOD's policy on autonomy in weapons systems, Department of Defense Directive (DODD) 3000.09, in November 2012. DOD updated the directive in January 2023. In February 2023, the US issued a related foreign policy proposal, Political Declaration on Responsible Military Use of Artificial Intelligence and Autonomy. == Definitions == There is no agreed definition of lethal autonomous weapon systems that is used in international fora. However, DODD 3000.09 provides definitions for different categories of autonomous weapon systems for the purposes of the U.S. military. These definitions are principally grounded in the role of the human operator with regard to target selection and engagement decisions, rather than in the technological sophistication of the weapon system. DODD 3000.09 defines LAWS as "weapon system[s] that, once activated, can select and engage targets without further intervention by a human operator." This concept of autonomy is also known as "human out of the loop" or "full autonomy." The directive contrasts LAWS with human-supervised, or "human on the loop," autonomous weapon systems, in which operators have the ability to monitor and halt a weapon's target engagement. Another category is semi-autonomous, or "human in the loop," weapon systems that "only engage individual targets or specific target groups that have been selected by a human operator." Semi-autonomous weapons include so-called "fire and forget" weapons, such as certain types of guided missiles, that deliver effects to human-identified targets using autonomous functions. The directive does not apply to autonomous or semi-autonomous cyberspace capabilities; unarmed platforms; unguided munitions; munitions manually guided by the operator (e.g., laser- or wire-guided munitions); mines; unexploded explosive ordnance; or autonomous or semi-autonomous systems that are not weapon systems, nor subject them to its guidelines. == Role of human operator == DODD 3000.09 requires that all systems, including LAWS, be designed to "allow commanders and operators to exercise appropriate levels of human judgment over the use of force." As noted in an August 2018 U.S. government white paper, "'appropriate' is a flexible term that reflects the fact that there is not a fixed, one-size-fits-all level of human judgment that should be applied to every context. What is 'appropriate' can differ across weapon systems, domains of warfare, types of warfare, operational contexts, and even across different functions in a weapon system." Furthermore, "human judgment over the use of force" does not require manual human "control" of the weapon system, as is often reported, but rather broader human involvement in decisions about how, when, where, and why the weapon will be employed. This includes a human determination that the weapon will be used "with appropriate care and in accordance with the law of war, applicable treaties, weapon system safety rules, and applicable rules of engagement." To aid this determination, DODD 3000.09 requires that "[a]dequate training, [tactics, techniques, and procedures], and doctrine are available, periodically reviewed, and used by system operators and commanders to understand the functioning, capabilities, and limitations of the system's autonomy in realistic operational conditions." The directive also requires that the weapon's human-machine interface be "readily understandable to trained operators" so they can make informed decisions regarding the weapon's use. == Weapons review process == DODD 3000.09 requires that the software and hardware of covered semi-autonomous and autonomous weapon systems, be tested and evaluated to ensure they:Function as anticipated in realistic operational environments against adaptive adversaries taking realistic and practicable countermeasures, [and] complete engagements within a timeframe and geographic area, as well as other relevant environmental and operational constraints, consistent with commander and operator intentions. If unable to do so, the systems will terminate the engagement or obtain additional operator input before continuing the engagement.Systems must also be "sufficiently robust to minimize the probability and consequences of failures." Any changes to the system's operating state—for example, due to machine learning—would require the system to go through testing and evaluation again to ensure that it has retained its safety features and ability to operate as intended. The directive also notes that "the use of AI capabilities in autonomous or semi-autonomous systems will be consistent with the DOD AI Ethical Principles." In addition to the standard weapons review process, a secondary senior-level review is required for covered autonomous and semi-autonomous systems. This review requires the Under Secretary of Defense for Policy (USD[P]), the vice chairman of the Joint Chiefs of Staff (VCJCS), and the Under Secretary of Defense for Research and Engineering (USD[R&E]) to approve the system before formal development. USD(P), VCJCS, and the Under Secretary of Defense for Acquisition and Sustainment (USD[A&S]) must then approve the system before fielding. In the event of "urgent military need," this senior-level review may be waived by the Deputy Secretary of Defense. DODD 3000.09 additionally establishes the Autonomous Weapon System Working Group—composed of representatives of USD(P); USD(R&E); USD(A&S); DOD General Counsel; the Chief Digital and AI Officer; the Director, Operational Test and Evaluation; and the chairman of the Joint Chiefs of Staff—to support and advise the senior-level review process. == Congressional notification == Per Section 251 of the FY2024 National Defense Authorization Act (NDAA; Pub. L. 118–31 (text) (PDF)), the Secretary of Defense is to notify the defense committees of any changes to DODD 3000.09 within 30 days. The Secretary is directed to provide a description of the modification and an explanation of the reasons for the modification. Section 1066 of the FY2025 NDAA (Pub. L. 118–159 (text) (PDF)) additionally requires the Secretary to "submit to the congressional defense committees a comprehensive report on the approval and deployment of lethal autonomous weapon systems by the United States," annually through December 31, 2029. Section 1061 of the FY2026 NDAA (P.L. Pub. L. 119–60 (menu; GPO has not yet published law)) amends the U.S. Code to require congressional notification of any waiver issued under DODD 3000.09. == AI safety == The second revision of DoDD 3000.09, effective January 25, 2023, requires that "The DoD will design and engineer AI capabilities to fulfill their intended functions while possessing the ability to detect and avoid unintended consequences, and the ability to disengage or deactivate deployed systems that demonstrate unintended behavior." == Criticism == As noted in the Bulletin of the Atomic Scientists, the policy requires that autonomous weapon systems that kill people or use kinetic force, selecting and engaging targets without further human intervention, be certified as compliant with "appropriate levels" and other standards, not that such weapon systems cannot meet these standards and are therefore forbidden. "Semi-autonomous" hunter-killers that autonomously identify and attack targets do not require certification.
