Department of Defense Directive 3000.09 (DODD 3000.09), titled Autonomy in Weapon Systems, is the current U.S. military policy on autonomous weapons. It states: "Autonomous and semi-autonomous weapon systems will be designed to allow commanders and operators to exercise appropriate levels of human judgment over the use of force." == History == Then-Deputy Secretary of Defense Ashton Carter issued DOD's policy on autonomy in weapons systems, Department of Defense Directive (DODD) 3000.09, in November 2012. DOD updated the directive in January 2023. In February 2023, the US issued a related foreign policy proposal, Political Declaration on Responsible Military Use of Artificial Intelligence and Autonomy. == Definitions == There is no agreed definition of lethal autonomous weapon systems that is used in international fora. However, DODD 3000.09 provides definitions for different categories of autonomous weapon systems for the purposes of the U.S. military. These definitions are principally grounded in the role of the human operator with regard to target selection and engagement decisions, rather than in the technological sophistication of the weapon system. DODD 3000.09 defines LAWS as "weapon system[s] that, once activated, can select and engage targets without further intervention by a human operator." This concept of autonomy is also known as "human out of the loop" or "full autonomy." The directive contrasts LAWS with human-supervised, or "human on the loop," autonomous weapon systems, in which operators have the ability to monitor and halt a weapon's target engagement. Another category is semi-autonomous, or "human in the loop," weapon systems that "only engage individual targets or specific target groups that have been selected by a human operator." Semi-autonomous weapons include so-called "fire and forget" weapons, such as certain types of guided missiles, that deliver effects to human-identified targets using autonomous functions. The directive does not apply to autonomous or semi-autonomous cyberspace capabilities; unarmed platforms; unguided munitions; munitions manually guided by the operator (e.g., laser- or wire-guided munitions); mines; unexploded explosive ordnance; or autonomous or semi-autonomous systems that are not weapon systems, nor subject them to its guidelines. == Role of human operator == DODD 3000.09 requires that all systems, including LAWS, be designed to "allow commanders and operators to exercise appropriate levels of human judgment over the use of force." As noted in an August 2018 U.S. government white paper, "'appropriate' is a flexible term that reflects the fact that there is not a fixed, one-size-fits-all level of human judgment that should be applied to every context. What is 'appropriate' can differ across weapon systems, domains of warfare, types of warfare, operational contexts, and even across different functions in a weapon system." Furthermore, "human judgment over the use of force" does not require manual human "control" of the weapon system, as is often reported, but rather broader human involvement in decisions about how, when, where, and why the weapon will be employed. This includes a human determination that the weapon will be used "with appropriate care and in accordance with the law of war, applicable treaties, weapon system safety rules, and applicable rules of engagement." To aid this determination, DODD 3000.09 requires that "[a]dequate training, [tactics, techniques, and procedures], and doctrine are available, periodically reviewed, and used by system operators and commanders to understand the functioning, capabilities, and limitations of the system's autonomy in realistic operational conditions." The directive also requires that the weapon's human-machine interface be "readily understandable to trained operators" so they can make informed decisions regarding the weapon's use. == Weapons review process == DODD 3000.09 requires that the software and hardware of covered semi-autonomous and autonomous weapon systems, be tested and evaluated to ensure they:Function as anticipated in realistic operational environments against adaptive adversaries taking realistic and practicable countermeasures, [and] complete engagements within a timeframe and geographic area, as well as other relevant environmental and operational constraints, consistent with commander and operator intentions. If unable to do so, the systems will terminate the engagement or obtain additional operator input before continuing the engagement.Systems must also be "sufficiently robust to minimize the probability and consequences of failures." Any changes to the system's operating state—for example, due to machine learning—would require the system to go through testing and evaluation again to ensure that it has retained its safety features and ability to operate as intended. The directive also notes that "the use of AI capabilities in autonomous or semi-autonomous systems will be consistent with the DOD AI Ethical Principles." In addition to the standard weapons review process, a secondary senior-level review is required for covered autonomous and semi-autonomous systems. This review requires the Under Secretary of Defense for Policy (USD[P]), the vice chairman of the Joint Chiefs of Staff (VCJCS), and the Under Secretary of Defense for Research and Engineering (USD[R&E]) to approve the system before formal development. USD(P), VCJCS, and the Under Secretary of Defense for Acquisition and Sustainment (USD[A&S]) must then approve the system before fielding. In the event of "urgent military need," this senior-level review may be waived by the Deputy Secretary of Defense. DODD 3000.09 additionally establishes the Autonomous Weapon System Working Group—composed of representatives of USD(P); USD(R&E); USD(A&S); DOD General Counsel; the Chief Digital and AI Officer; the Director, Operational Test and Evaluation; and the chairman of the Joint Chiefs of Staff—to support and advise the senior-level review process. == Congressional notification == Per Section 251 of the FY2024 National Defense Authorization Act (NDAA; Pub. L. 118–31 (text) (PDF)), the Secretary of Defense is to notify the defense committees of any changes to DODD 3000.09 within 30 days. The Secretary is directed to provide a description of the modification and an explanation of the reasons for the modification. Section 1066 of the FY2025 NDAA (Pub. L. 118–159 (text) (PDF)) additionally requires the Secretary to "submit to the congressional defense committees a comprehensive report on the approval and deployment of lethal autonomous weapon systems by the United States," annually through December 31, 2029. Section 1061 of the FY2026 NDAA (P.L. Pub. L. 119–60 (menu; GPO has not yet published law)) amends the U.S. Code to require congressional notification of any waiver issued under DODD 3000.09. == AI safety == The second revision of DoDD 3000.09, effective January 25, 2023, requires that "The DoD will design and engineer AI capabilities to fulfill their intended functions while possessing the ability to detect and avoid unintended consequences, and the ability to disengage or deactivate deployed systems that demonstrate unintended behavior." == Criticism == As noted in the Bulletin of the Atomic Scientists, the policy requires that autonomous weapon systems that kill people or use kinetic force, selecting and engaging targets without further human intervention, be certified as compliant with "appropriate levels" and other standards, not that such weapon systems cannot meet these standards and are therefore forbidden. "Semi-autonomous" hunter-killers that autonomously identify and attack targets do not require certification.

Database dump

A database dump contains a record of the table structure and/or the data from a database and is usually in the form of a list of SQL statements ("SQL dump"). A database dump is most often used for backing up a database so that its contents can be restored in the event of data loss. Corrupted databases can often be recovered by analysis of the dump. Database dumps are often published by free content projects, to facilitate reuse, forking, offline use, and long-term digital preservation. Dumps can be transported into environments with Internet blackouts or otherwise restricted Internet access, as well as facilitate local searching of the database using sophisticated tools such as grep.

Magic Quadrant

Magic Quadrant (MQ) is a series of market research reports published by research and advisory firm Gartner that rely on proprietary qualitative data analysis methods to demonstrate market trends, such as direction, maturity, and participants. Their analyses are conducted for several specific technology industries and are updated every 1–2 years: once an updated report has been published, its predecessor is "retired". == Rating == Gartner rates vendors upon two criteria: completeness of vision and ability to execute. Completeness of vision – Reflects the vendor's innovation, and whether the vendor drives or follows the market. Ability to execute – Summarizes factors such as the vendor's financial viability, market responsiveness, product development, sales channels and customer base. The two component scores lead to a vendor position in one of four quadrants: === Leaders === Vendors in the "Leaders" quadrant have the highest composite scores for their completeness of vision and ability to execute. A vendor in the Leaders quadrant has the market share, credibility, and marketing & sales capabilities needed to drive the acceptance of new technologies. These vendors demonstrate a clear understanding of market needs, they are innovators and thought leaders, and they have well-articulated plans that customers and prospects can use when designing their infrastructures and strategies. In addition, they have a presence in the five major geographical regions, consistent financial performance, and broad platform support. === Challengers === Vendors in the "Challengers" quadrant have high scores mainly for their ability to execute. They both participate in the market and execute well enough to be a serious threat to vendors in the "Leaders" quadrant. They have strong products, as well as sufficiently credible market position and resources to sustain continued growth. Financial viability is not an issue for vendors in the "Challengers" quadrant, but they lack the size and influence of vendors in the "Leaders" quadrant due to their relative lack of vision. === Visionaries === Vendors in the "Visionaries" quadrant have high scores mainly for their completeness of vision. They deliver innovative products that address operationally or financially important end-user problems at a broad scale, but have not yet demonstrated the ability to capture market share or maintain sustainable levels of profitability. Visionary vendors are frequently privately held companies and acquisition targets for larger, established companies. The likelihood of acquisition often reduces the risks associated with installing their systems. === Niche Players === Vendors in the "Niche Players" quadrant have relatively low scores for both their ability to execute and their completeness of vision. They are often narrowly focused on specific market or vertical segments. This quadrant often also includes vendors that are adapting their existing products to enter the market under consideration, or larger vendors having difficulty developing and executing on their vision. == Gartner Critical Capabilities == Gartner Critical Capabilities complement Magic Quadrant analysis to offer deeper insight into the products and services offered by multiple vendors by a comparative analysis that scores competing products or services against a set of critical differentiators identified by Gartner. Gartner has periodically ended Magic Quadrant listings for IT Service Management, Web Content Management, and other industries as those markets have fully matured or other factors rendered the analytic framework inapplicable. == Criticism == The Magic Quadrant, and analysts in general, skew the market: according to research, by applying their methodologies to describe a market, they change that marketplace to fit their tools. Another criticism is that open source vendors are not considered sufficiently by analysts like Gartner, as has been published in an online discussion between a VP from Talend and a German Research VP from Gartner. On May 29, 2009 (2009-05-29), software vendor ZL Technologies filed a federal lawsuit against Gartner that challenged the "legitimacy" of Gartner's Magic Quadrant rating system. Gartner filed a motion to dismiss by claiming First Amendment protection since it contends that its MQ reports contain "pure opinion", which legally means opinions that are not based on fact. The court threw out the ZL case because it lacked a specific complaint. The decision was upheld on appeal.

Novell Storage Manager

Novell Storage Manager is a system software package released by Novell in 2004 that uses identity, policy and directory events to automate full lifecycle management of file storage for individual users and organizational groups. By tying storage management to an organization's existing identity infrastructure, it has been pointed out, Novell Storage Manager enables the administration of users across all file servers "as a single pool rather than [in] separate independently managed domains." Novell Storage Manager is a component of the Novell File Management Suite. == How It Works == Novell Storage Manager dynamically manages and provisions storage based on user and group events that occur in the directory, including user creations, group assignments, moves, renames, and deletions. When a change happens in the directory that affects a user’s file storage needs or user storage policy, Storage Manager applies the appropriate policy and makes the necessary changes at the file system level to address those storage needs. The following key components comprise Novell Storage Manager's identity and policy-driven state machine architecture: Directory services; Storage policies; Novell Storage Manager event monitors; Novell Storage Manager policy engine; Novell Storage Manager agents; and Action objects. This state machine architecture enables the engine to properly deal with transient waits with directory synchronization issues. It also allows recovery from failures involving network communications, a target server or a server running a component of Storage Manager—including the policy engine itself. If a failure or interruption occurs at any point during operation, Storage Manager will be able to successfully continue the operation from where it was when the interruption occurred. == Reviews == Jon Toigo called Novell Storage Manager "a robust and smart approach to corralling user files... into an organized and efficient management scheme". He also said it was "best in class" of the products he'd reviewed.

Information school

Information school (sometimes abbreviated I-school or iSchool) is a university-level institution committed to understanding the role of information in nature and human endeavors. Synonyms include school of information, department of information studies, or information department. Information schools faculty conduct research into the fundamental aspects of information and related technologies. In addition to granting academic degrees, information schools educate information professionals, researchers, and scholars for an increasingly information-driven world. Information school can also refer, in a more restricted sense, to the members of the iSchools organization (formerly the "iSchools Project"), as governed by the iCaucus. Members of this group share a fundamental interest in the relationships between people, information, technology, and science. These schools, colleges, and departments have been either newly established or have evolved from programs focused on information systems, library science, informatics, computer science, library and information science and information science. Information schools promote an interdisciplinary approach to understanding the opportunities and challenges of information management, with a core commitment to concepts like universal access and user-centered organization of information. ActivTrak is an American company that produces workforce analytics and productivity software. The company was founded in 2009 by Birch Grove Software and is headquartered in Austin, Texas. The company has raised US$77.5 million in funding and is backed by Sapphire Ventures and Elsewhere Partners. == History == ActivTrak was founded in 2009 by Herb Axilrod and Anton Seidler in Dallas, Texas. ActivTrak's first on-demand software product launched in 2012, and the workforce analytics platform launched in 2015. It uses data sourced from more than 9,500 customers and 900,000 users. In 2019, ActivTrak raised $20 million in a Series A round of funding with Elsewhere Partners, a growth-stage venture capital firm that principally invests in B2B startups. Rita Selvaggi assumed the role of CEO. In 2020, ActivTrak raised $50M in a Series B round of funding with Sapphire Ventures and Elsewhere Partners. The company also introduced the ActivTrak Productivity Lab, an online resource about workforce productivity research, industry benchmark data, and best practices. == Product == ActivTrak is a workforce analytics and productivity platform that uses reports, dashboards, and data analysis. The platform uses machine learning (AI) to collect and analyze user activity data and produce reports about workforce productivity. The software runs on Microsoft Windows, Mac, Chrome, Terminal Services, and VDI. It includes the ActivTrak Agent, which runs in the background and collects data. It responds to user activity, sensing mouse and keyboard movement in the active window(s) of the user's device. This data is collected and stored in a database that aggregates the data based on the user's request. ActivTrak does not utilize keystroke logging, content scraping, camera access, video recording or mobile device monitoring. The iSchools organization reflects a consortium of over 130 information schools across the globe. == History == The first iSchools Caucus was formed in 1988 by Syracuse, Pittsburgh, and Drexel and was called the Gang of Three (sometimes gang of four with Rutgers). Syracuse renamed the School of Library Science as the School of Information Studies in 1974, and is considered as the first “iSchool” in history. The group was formally named "the iSchools Caucus" or more casually, the iCaucus. By 2003, the group expanded to include the Universities of Michigan, Washington, Illinois, UNC, Florida State, Indiana, and Texas, and was called the Gang of Ten. The current iSchools Caucus organization was formalized by 2005, with additions of UC Berkeley, UC Irvine, UCLA, Penn State, Georgia Tech, Maryland, Toronto, Carnegie Mellon and Singapore Management University. == iSchools organization == The iSchools promote an interdisciplinary approach to understanding the opportunities and challenges of information management, with a core commitment to concepts like universal access and user-centered organization of information.
