The philosophy of information (PI) is a branch of philosophy that studies topics relevant to information processing, representational system and consciousness, cognitive science, computer science, information science and information technology. The Center for the Study of Language and Information (CSLI) was founded at Stanford University in 1983 by philosophers, computer scientists, linguists, and psychologists, under the direction of John Perry and Jon Barwise. === P.I. === More recently this field has become known as the philosophy of information. The expression was coined in the 1990s by Luciano Floridi, who has published prolifically in this area with the intention of elaborating a unified and coherent, conceptual frame for the whole subject. == Definitions of "information" == The concept information has been defined by several theorists. Charles S. Peirce's theory of information was embedded in his wider theory of symbolic communication he called the semiotic, now a major part of semiotics. For Peirce, information integrates the aspects of signs and expressions separately covered by the concepts of denotation and extension, on the one hand, and by connotation and comprehension on the other. Donald M. MacKay says that information is a distinction that makes a difference. According to Luciano Floridi, four kinds of mutually compatible phenomena are commonly referred to as "information": Information about something (e.g. a train timetable) Information as something (e.g. DNA, or fingerprints) Information for something (e.g. algorithms or instructions) Information in something (e.g. a pattern or a constraint). == Philosophical directions == === Computing and philosophy === Recent creative advances and efforts in computing, such as semantic web, ontology engineering, knowledge engineering, and modern artificial intelligence provide philosophy with fertile ideas, new and evolving subject matters, methodologies, and models for philosophical inquiry. While computer science brings new opportunities and challenges to traditional philosophical studies, and changes the ways philosophers understand foundational concepts in philosophy, further major progress in computer science would only be feasible when philosophy provides sound foundations for areas such as bioinformatics, software engineering, knowledge engineering, and ontologies. Classical topics in philosophy, namely, mind, consciousness, experience, reasoning, knowledge, truth, morality and creativity are rapidly becoming common concerns and foci of investigation in computer science, e.g., in areas such as agent computing, software agents, and intelligent mobile agent technologies. According to Luciano Floridi " one can think of several ways for applying computational methods towards philosophical matters: Conceptual experiments in silico: As an innovative extension of an ancient tradition of thought experiment, a trend has begun in philosophy to apply computational modeling schemes to questions in logic, epistemology, philosophy of science, philosophy of biology, philosophy of mind, and so on. Pancomputationalism: On this view, computational and informational concepts are considered to be so powerful that given the right level of abstraction, anything in the world could be modeled and represented as a computational system, and any process could be simulated computationally. Then, however, pancomputationalists have the hard task of providing credible answers to the following two questions: how can one avoid blurring all differences among systems? what would it mean for the system under investigation not to be an informational system (or a computational system, if computation is the same as information processing)?

Immuni
Immuni was an open-source COVID-19 contact tracing app used for digital contact tracing in Italy, dismissed on 31 December 2022, after a long and debated criticism for having been a failure due to the lack of trust placed by citizens. Immuni COVID-19 contact-tracing app had in fact been downloaded only by 12% of Italians between 14 and 75 years old (the government had previously stated that, in order for the app to work properly, it should have been downloaded by at least 60% of Italians). It makes use of the Apple/Google Exposure Notification system. == Development == It was developed by Bending Spoons and released by the Italian Ministry of Health on 1 June 2020. After a testing phase in 4 Italian regions (Abruzzo, Apulia, Liguria, Marche), the app started being active in the whole country on 15 June 2020. The app was initially released on App Store and Google Play, and since 1 February 2021 it is available on the Huawei AppGallery as well. === Source code === The source code was published on GitHub on the 25 May. The app only works in Italy, but compatibility with other European contact tracing apps was a goal. Since 19 October 2020 the app supports key-exchanges with the EU Interoperability Gateway and is therefore able to communicate with contact tracing apps of other EU countries. == Shutdown == As of 16 December 2020, the app was downloaded more than 10 million times, a number which increased to 21.882.502 downloads the day before the app's shutdown. On 27 December 2022 the Italian Ministry of Health announced that the app and its infrastructures will be dismissed on the 31 December of the same year.
Mark V. Shaney
Mark V. Shaney is a synthetic Usenet user whose postings in the net.singles newsgroups were generated by Markov chain techniques, based on text from other postings. The username is a play on the words "Markov chain". Many readers were fooled into thinking that the quirky, sometimes uncannily topical posts were written by a real person. The system was designed by Rob Pike with coding by Bruce Ellis. Don P. Mitchell wrote the Markov chain code, initially demonstrating it to Pike and Ellis using the Tao Te Ching as a basis. They chose to apply it to the net.singles netnews group. The program is fairly simple. It ingests the sample text (the Tao Te Ching, or the posts of a Usenet group) and creates a massive list of every sequence of three successive words (triplet) which occurs in the text. It then chooses two words at random, and looks for a word which follows those two in one of the triplets in its massive list. If there is more than one, it picks at random (identical triplets count separately, so a sequence which occurs twice is twice as likely to be picked as one which only occurs once). It then adds that word to the generated text. Then, in the same way, it picks a triplet that starts with the second and third words in the generated text, and that gives a fourth word. It adds the fourth word, then repeats with the third and fourth words, and so on. (see also sour grapes) == History == In The Usenet Handbook Mark Harrison writes that after September 1981, students joined Usenet en masse, "creating the USENET we know today: endless dumb questions, endless idiots posing as savants, and (of course) endless victims for practical jokes." In December, Rob Pike created the netnews group net.suicide as prank, "a forum for bad jokes". Some users thought it was a legitimate forum, some discussed "riding motorcycles without helmets". At first, most posters were "real people", but soon "characters" began posting. Pike created a "vicious" character named Bimmler. At its peak, net.suicide had ten frequent posters; nine were "known to be characters." But ultimately, Pike deleted the newsgroup because it was too much work to maintain; Bimmler messages were created "by hand". The "obvious alternative" was software, running on a Bell Labs computer created by Bruce Ellis, based on the Markov code by Don Mitchell, which became the online character Mark V. Shaney. Kernighan and Pike listed Mark V. Shaney in the acknowledgements in The Practice of Programming, noting its roots in Mitchell's markov, which, adapted as shaney, was used for "humorous deconstructionist activities" in the 1980s. Dewdney pointed out "perhaps Mark V. Shaney's magnum opus: a 20-page commentary on the deconstructionist philosophy of Jean Baudrillard" directed by Pike, with assistance from Henry S. Baird and Catherine Richards, to be distributed by email. The piece was based on Jean Baudrillard's "The Precession of Simulacra", published in Simulacra and Simulation (1981). == Reception == The program was discussed by A. K. Dewdney in the Scientific American "Computer Recreations" column in 1989, by Penn Jillette in his PC Computing column in 1991, and in several books, including the Usenet Handbook, Bots: the Origin of New Species, Hippo Eats Dwarf: A Field Guide to Hoaxes and Other B.S., and non-computer-related journals such as Texas Studies in Literature and Language. Dewdney wrote about the program's output, "The overall impression is not unlike what remains in the brain of an inattentive student after a late-night study session. Indeed, after reading the output of Mark V. Shaney, I find ordinary writing almost equally strange and incomprehensible!" He noted the reactions of newsgroup users, who have "shuddered at Mark V. Shaney's reflections, some with rage and others with laughter:" The opinions of the new net.singles correspondent drew mixed reviews. Serious users of the bulletin board's services sensed satire. Outraged, they urged that someone "pull the plug" on Mark V. Shaney's monstrous rantings. Others inquired almost admiringly whether the program was a secret artificial intelligence project that was being tested in a human conversational environment. A few may even have thought that Mark V. Shaney was a real person, a tortured schizophrenic desperately seeking a like-minded companion. Concluding, Dewdney wrote, "If the purpose of computer prose is to fool people into thinking that it was written by a sane person, Mark V. Shaney probably falls short." A 2012 article in Observer compared Mark V. Shaney's "strangely beautiful" postings to the Horse_ebooks account on Twitter and music reviews at Pitchfork, saying that "this mash-up of gibberish and human sentiment" is what "made Mark V. Shaney so endlessly fascinating".
Celia (virtual assistant)
Celia is an artificially intelligent virtual assistant developed by Huawei for their latest HarmonyOS and Android-based EMUI smartphones that lack Google Services and a Google Assistant. The assistant can perform day-to-day tasks, which include making a phone call, setting a reminder and checking the weather. It was unveiled on 7 April 2020 and got publicly released on 27 April 2020 via an OTA update solely to selected devices that can update their software to EMUI 10.1. Huawei had initially referred to the new assistant in late 2019 by having announced that there would be an English version of their already 2018 Chinese speaker assistant—Xiaoyi—to be released into the European markets. Due to the on-going China–United States trade war, the company's newly released smartphones were left without any Google services, including the loss of Google Assistant. This subsequently led to the development and release of Celia. AI technology is integrated into the software of Celia, which allows it to translate text using a phones camera and to identify everyday objects — similar to that of Google Lens. == Features == Celia has many features that are similar to that of its rivals: the Google Assistant and Siri. It can be triggered by the words, 'Hey Celia' or be summoned by pressing and holding down on the power button. The default search engine for Celia is Bing, but this can be changed in settings. Celia can make calls, check the agenda, send a message, show the weather, set alarms and control home appliances. The assistant also has the ability to integrate itself with the stock apps of the EMUI software and toggle with the device's settings, such as by turning on the flashlight and playing multimedia content, but with the users command. With the AI that is installed in Celia, it can identify food, everyday objects and translate text using the phones camera. In China, Chinese Xiaoyi packs with an LLM model called PanGu-Σ 3.0 AI on HarmonyOS 4.0 major upgrade improvements from Celia, making the assistant smarter and more advanced compared to when it was launched in 2020 on EMUI handsets in China and internationally, surpassing Apple and Google by the being the first in the AI industry, with a dedicated AI system framework of APIs on the latest operating system that evolves to a complete large dedicated AI software stack called Harmony Intelligence of Pangu Embedded variant model and MindSpore AI framework with Neural Network Runtime on OpenHarmony-based HarmonyOS NEXT base system to replace the dual framework system with a single frame HarmonyOS 5.0 version by Q4 2024, first introduced on June 21, 2024, in Developer Beta 1 preview release at HDC 2024. == Availability by country and language == Currently, Celia is available only in German, English, French and Spanish, and has been released in Germany, the UK, France, Spain, Chile, Mexico and Colombia. Huawei has said, that there will be more regions and languages to come. == Compatible devices == Celia only became available with the EMUI 10.1 update that was released in April, which means that a limited number of devices are compatible with it. BabyCenter is an online media company based in San Francisco, New York City, Chicago, and Los Angeles that provides information on conception, pregnancy, birth, and early childhood development for parents and expecting parents. BabyCenter operates 8 country and region specific properties including websites, apps, emails, print publications, and an online community where parents can connect on a variety of topics. The visitors of website and the users of the app can sign up for free weekly email newsletters that guide them through pregnancy and their child's development. In addition to publishing detailed, medically reviewed information about pregnancy and parenting, BabyCenter, under its Mission Motherhood initiative, ran numerous social programs and has participated in public health initiatives in partnership with hospitals, healthcare agencies, nonprofits, NGOs, and government agencies to provide pregnancy and parenting advice. It also annually publishes the most popular baby names. BabyCenter LLC is part of the Everyday Health Group, a division of Ziff Davis. == History == BabyCenter was founded in October 1997 by Stanford University MBA graduates Matt Glickman and Mark Selcow, who recognized a need for information about pregnancy and parenting on the internet. BabyCenter was initially funded through $13.5 million in startup capital funding from venture capital firms, including Bessemer Venture Partners, Intel, and Trinity Ventures. The funds were used to open the BabyCenter Store in October 1998. In the early years of its operation, BabyCenter offered multiple resources and services for parents, including a website that provided medically reviewed information and guidance to new and expectant parents on such topics as fertility, labor, and childcare; a weekly email for pregnant women tailored to their week of pregnancy (based on their pregnancy due date); and community groups and chat rooms for pregnant couples and parents to discuss pregnancy and child-rearing strategies. The site grew quickly, and by early 1999 had 175 employees and an annual revenue of $35 million. In April of that year, the two founders sold BabyCenter to another website, eToys.com, for $190 million in stock. BabyCenter's Mission Motherhood Messages were available to qualifying organizations on the BabyCenter website. BabyCenter contributed websites for Free Basics. These websites featured age and stage-based pregnancy and baby articles targeted to low-income, lower-education women who would not otherwise have access to health information. Content developed for this program was also used to support a UNICEF SMS program during the 2016 Zika outbreak. == Awards and recognition == In 1998, BabyCenter won a Webby Award for Best Home Site. Since then, it has been nominated for a Webby Award 19 times and won either a Webby or a People's Choice Webby Award 12 times – including a People's Voice win in 2021 for Lifestyle websites and mobile sites. Image destriping
Image destriping is the process of removing stripes or streaks from images and videos without disrupting the original image/video. These artifacts plague a range of fields in scientific imaging including atomic force microscopy, light sheet fluorescence microscopy, and planetary satellite imaging. The most common image processing techniques to reduce stripe artifacts is with Fourier filtering. Unfortunately, filtering methods risk altering or suppressing useful image data. Methods developed for multiple-sensor imaging systems in planetary satellites use statistical-based methods to match signal distribution across multiple sensors. More recently, a new class of approaches leverage compressed sensing, to regularize an optimization problem, and recover stripe free images. In many cases, these destriped images have little to no artifacts, even at low signal to noise ratios.
