    Randonautica (a portmanteau of "random" + "nautica") is an app launched on February 22, 2020 founded by Auburn Salcedo and Joshua Lengfelder. It randomly generates coordinates that encourages the user to explore their local area and report what is found. According to its creators, the app is "an attractor of strange things," letting one choose specific coordinates based on a specific theme. It gained controversy after a report of two teenagers coincidentally finding a corpse while using the application. == Overview == The app, which creators claim to be inspired by chaos theory and Guy Debord's Theory of the Dérive, offers its users three types of coordinates to choose from: an attractor, a void, or an anomaly. The app has a cult following on YouTube and TikTok and there is a subreddit made by the creators for users of the app. == History == 29-year-old circus performer Joshua Lengfelder discovered a bot called Fatum Project in a fringe science chat group on Telegram in January 2019. According to The New York Times, "He absorbed the project’s theories about how random exploration could break people out of their predetermined realities, and how people could influence random outcomes with their minds." Lengfelder then created a Telegram bot using Fatum Project's code, generating coordinates. He then created the subreddit r/randonauts in March. In October, developer Simon Nishi McCorkindale made the bot's webpage. With the help of Auburn Salcedo, chief executive of a TV agency, both created Randonauts LLC. Salcedo became the chief operating officer while Lengfelder was the CEO. The app, called Randonautica, was launched on February 22, 2020. Later the same year the app and back-end got completely overhauled by a new team of developers and got a more visual and friendlier design and logo. In April 2022 Lengfelder exited Randonauts LLC and Auburn Salcedo became CEO. == Reception == The app has as many as 10.8 million users as of July 2020, gaining popularity amid the COVID-19 pandemic in the United States as restrictions have been lightened. Emma Chamberlain made a YouTube video about the app that helped increase its following. i-D reported that the hashtag #randonautica has gained 176.5 million views on TikTok, although it has not marketed itself yet. === Controversy === With the app's popularity, users started reporting coincidences which many find unsettling. The majority of reports were from TikTok and Reddit, as well as Telegram. The most notable controversy involved a group of people heading to a beach in Duwamish Head, Puget Sound, West Seattle per the app, where they found a bag with two dead bodies, a 27-year-old male and a 36-year-old female, as reported by the Seattle Police homicide detectives. In August 2020, police arrested and charged their landlord, Michael Lee Dudley, in connection with the murders. In March 2021, Dudley was denied bail while other people were under suspicion of aiding Dudley in the dismemberment and disposal of the bodies, but no one else had been charged. This has caused speculation that the app has an intended, puzzle-like theme. However, Lengfelder stated that it is "a shocking coincidence." Salcedo called the videos fake, and that "It’s so hard to manage, because people are really taking creative liberties after seeing how much traction the app is getting in that fear factor." In 2022, Michael Dudley was convicted of second degree murder for killing both victims, who were identified as Jessica Lewis and Austin Wenner. He was sentenced to 46 years in prison the following year. In their questions page, Randonautica's creators have said that if the app generates coordinates inside a private property, it is a violation of their terms and conditions to trespass. In addition, Randonautica has also received allegations that the app is used for human trafficking, which its creators have denied, saying that data collected by the app are anonymous. It also ensured that the app is not designed to violate religious customs, saying that "the app is simply a tool. Just as a knife can be used either to prepare dinner or to cut somebody."

    Department of Defense Directive 3000.09 (DODD 3000.09), titled Autonomy in Weapon Systems, is the current U.S. military policy on autonomous weapons. It states: "Autonomous and semi-autonomous weapon systems will be designed to allow commanders and operators to exercise appropriate levels of human judgment over the use of force." == History == Then-Deputy Secretary of Defense Ashton Carter issued DOD's policy on autonomy in weapons systems, Department of Defense Directive (DODD) 3000.09, in November 2012. DOD updated the directive in January 2023. In February 2023, the US issued a related foreign policy proposal, Political Declaration on Responsible Military Use of Artificial Intelligence and Autonomy. == Definitions == There is no agreed definition of lethal autonomous weapon systems that is used in international fora. However, DODD 3000.09 provides definitions for different categories of autonomous weapon systems for the purposes of the U.S. military. These definitions are principally grounded in the role of the human operator with regard to target selection and engagement decisions, rather than in the technological sophistication of the weapon system. DODD 3000.09 defines LAWS as "weapon system[s] that, once activated, can select and engage targets without further intervention by a human operator." This concept of autonomy is also known as "human out of the loop" or "full autonomy." The directive contrasts LAWS with human-supervised, or "human on the loop," autonomous weapon systems, in which operators have the ability to monitor and halt a weapon's target engagement. Another category is semi-autonomous, or "human in the loop," weapon systems that "only engage individual targets or specific target groups that have been selected by a human operator." Semi-autonomous weapons include so-called "fire and forget" weapons, such as certain types of guided missiles, that deliver effects to human-identified targets using autonomous functions. The directive does not apply to autonomous or semi-autonomous cyberspace capabilities; unarmed platforms; unguided munitions; munitions manually guided by the operator (e.g., laser- or wire-guided munitions); mines; unexploded explosive ordnance; or autonomous or semi-autonomous systems that are not weapon systems, nor subject them to its guidelines. == Role of human operator == DODD 3000.09 requires that all systems, including LAWS, be designed to "allow commanders and operators to exercise appropriate levels of human judgment over the use of force." As noted in an August 2018 U.S. government white paper, "'appropriate' is a flexible term that reflects the fact that there is not a fixed, one-size-fits-all level of human judgment that should be applied to every context. What is 'appropriate' can differ across weapon systems, domains of warfare, types of warfare, operational contexts, and even across different functions in a weapon system." Furthermore, "human judgment over the use of force" does not require manual human "control" of the weapon system, as is often reported, but rather broader human involvement in decisions about how, when, where, and why the weapon will be employed. This includes a human determination that the weapon will be used "with appropriate care and in accordance with the law of war, applicable treaties, weapon system safety rules, and applicable rules of engagement." To aid this determination, DODD 3000.09 requires that "[a]dequate training, [tactics, techniques, and procedures], and doctrine are available, periodically reviewed, and used by system operators and commanders to understand the functioning, capabilities, and limitations of the system's autonomy in realistic operational conditions." The directive also requires that the weapon's human-machine interface be "readily understandable to trained operators" so they can make informed decisions regarding the weapon's use. == Weapons review process == DODD 3000.09 requires that the software and hardware of covered semi-autonomous and autonomous weapon systems, be tested and evaluated to ensure they:Function as anticipated in realistic operational environments against adaptive adversaries taking realistic and practicable countermeasures, [and] complete engagements within a timeframe and geographic area, as well as other relevant environmental and operational constraints, consistent with commander and operator intentions. If unable to do so, the systems will terminate the engagement or obtain additional operator input before continuing the engagement.Systems must also be "sufficiently robust to minimize the probability and consequences of failures." Any changes to the system's operating state—for example, due to machine learning—would require the system to go through testing and evaluation again to ensure that it has retained its safety features and ability to operate as intended. The directive also notes that "the use of AI capabilities in autonomous or semi-autonomous systems will be consistent with the DOD AI Ethical Principles." In addition to the standard weapons review process, a secondary senior-level review is required for covered autonomous and semi-autonomous systems. This review requires the Under Secretary of Defense for Policy (USD[P]), the vice chairman of the Joint Chiefs of Staff (VCJCS), and the Under Secretary of Defense for Research and Engineering (USD[R&E]) to approve the system before formal development. USD(P), VCJCS, and the Under Secretary of Defense for Acquisition and Sustainment (USD[A&S]) must then approve the system before fielding. In the event of "urgent military need," this senior-level review may be waived by the Deputy Secretary of Defense. DODD 3000.09 additionally establishes the Autonomous Weapon System Working Group—composed of representatives of USD(P); USD(R&E); USD(A&S); DOD General Counsel; the Chief Digital and AI Officer; the Director, Operational Test and Evaluation; and the chairman of the Joint Chiefs of Staff—to support and advise the senior-level review process. == Congressional notification == Per Section 251 of the FY2024 National Defense Authorization Act (NDAA; Pub. L. 118–31 (text) (PDF)), the Secretary of Defense is to notify the defense committees of any changes to DODD 3000.09 within 30 days. The Secretary is directed to provide a description of the modification and an explanation of the reasons for the modification. Section 1066 of the FY2025 NDAA (Pub. L. 118–159 (text) (PDF)) additionally requires the Secretary to "submit to the congressional defense committees a comprehensive report on the approval and deployment of lethal autonomous weapon systems by the United States," annually through December 31, 2029. Section 1061 of the FY2026 NDAA (P.L. Pub. L. 119–60 (menu; GPO has not yet published law)) amends the U.S. Code to require congressional notification of any waiver issued under DODD 3000.09. == AI safety == The second revision of DoDD 3000.09, effective January 25, 2023, requires that "The DoD will design and engineer AI capabilities to fulfill their intended functions while possessing the ability to detect and avoid unintended consequences, and the ability to disengage or deactivate deployed systems that demonstrate unintended behavior." == Criticism == As noted in the Bulletin of the Atomic Scientists, the policy requires that autonomous weapon systems that kill people or use kinetic force, selecting and engaging targets without further human intervention, be certified as compliant with "appropriate levels" and other standards, not that such weapon systems cannot meet these standards and are therefore forbidden. "Semi-autonomous" hunter-killers that autonomously identify and attack targets do not require certification.

    Leabra stands for local, error-driven and associative, biologically realistic algorithm. It is a model of learning which is a balance between Hebbian and error-driven learning with other network-derived characteristics. This model is used to mathematically predict outcomes based on inputs and previous learning influences. Leabra is heavily influenced by and contributes to neural network designs and models, including emergent. == Background == It is the default algorithm in emergent (successor of PDP++) when making a new project, and is extensively used in various simulations. Hebbian learning is performed using conditional principal components analysis (CPCA) algorithm with correction factor for sparse expected activity levels. Error-driven learning is performed using GeneRec, which is a generalization of the recirculation algorithm, and approximates Almeida–Pineda recurrent backpropagation. The symmetric, midpoint version of GeneRec is used, which is equivalent to the contrastive Hebbian learning algorithm (CHL). See O'Reilly (1996; Neural Computation) for more details. The activation function is a point-neuron approximation with both discrete spiking and continuous rate-code output. Layer or unit-group level inhibition can be computed directly using a k-winners-take-all (KWTA) function, producing sparse distributed representations. A feedforward and feedback (FFFB) form of inhibition has now replaced the KWTA form of inhibition. FFFB inhibition can be efficiently implemented by using the average excitatory input and activity levels in a given layer. The net input is computed as an average, not a sum, over connections, based on normalized, sigmoidally transformed weight values, which are subject to scaling on a connection-group level to alter relative contributions. Automatic scaling is performed to compensate for differences in expected activity level in the different projections. After both phases update the weights (based on linear current weight values), for all connections: o Compute error-driven weight changes with CHL with soft weight bounding o Compute Hebbian weight changes with CPCA from plus-phase activations o Compute net weight change as weighted sum of error-driven and Hebbian o Increment the weights according to net weight change. == Implementations == Emergent Archived 2015-10-03 at the Wayback Machine is the original implementation of Leabra; its most recent implementation is written in Go. It was written chiefly by Dr. O'Reilly, but professional software engineers were recently hired to improve the existing codebase. This is the fastest implementation, suitable for constructing large networks. Although emergent has a graphical user interface, it is very complex and has a steep learning curve. If you want to understand the algorithm in detail, it will be easier to read non-optimized code. For this purpose, check out the MATLAB version. There is also an R version available, that can be easily installed via install.packages("leabRa") in R and has a short introduction to how the package is used. The MATLAB and R versions are not suited for constructing very large networks, but they can be installed quickly and (with some programming background) are easy to use. Temporal differences (TD) is widely used as a model of midbrain dopaminergic firing. Primary value learned value (PVLV). PVLV simulates behavioral and neural data on Pavlovian conditioning and the midbrain dopaminergic neurons that fire in proportion to unexpected rewards (an alternative to TD). As of 2025 the company has a valuation of more than US$14 billion. == Namesake == The company is named after the mistral, a powerful, cold wind in southern France, a term which originates from the Occitan language. == History == Mistral AI was established in April 2023 by three French AI researchers, Arthur Mensch, Guillaume Lample and Timothée Lacroix. Mensch, an expert in advanced AI systems, is a former employee of Google DeepMind; Lample and Lacroix, meanwhile, are large-scale AI models specialists who had worked for Meta Platforms. The trio originally met during their studies at École Polytechnique. == Company operation == === Funding === In June 2023, the start-up carried out a first fundraising of €105 million ($117 million) with investors including the American fund Lightspeed Venture Partners, Eric Schmidt, Xavier Niel and JCDecaux. The valuation was then estimated by the Financial Times at €240 million ($267 million). On 10 December 2023, Mistral AI announced that it had raised €385 million ($428 million) as part of its second fundraising. This round of financing involves the Californian fund Andreessen Horowitz, BNP Paribas and the software publisher Salesforce. It was valued at over €2 billion.     The type–token distinction is the difference between a type of objects (analogous to a class) and the individual tokens of that type (analogous to instances). Since each type may be instantiated by multiple tokens, there are generally more tokens than types of an object. For example, the sentence "A rose is a rose is a rose" contains three word types: three word tokens of the type a, two word tokens of the type is, and three word tokens of the type rose. The distinction is important in disciplines such as logic, linguistics, metalogic, typography, and computer programming. == Overview == The type–token distinction separates types (abstract descriptive concepts) from tokens (objects that instantiate concepts). For example, in the sentence "the bicycle is becoming more popular" the word bicycle represents the abstract concept of bicycles and this abstract concept is a type, whereas in the sentence "the bicycle is in the garage", it represents a particular object and this particular object is a token. Similarly, the word type 'letter' uses only four letter types: L, E, T and R. Nevertheless, it uses both E and T twice. One can say that the word type 'letter' has six letter tokens, with two tokens each of the letter types E and T. Whenever a word type is inscribed, the number of letter tokens created equals the number of letter occurrences in the word type. Some logicians consider a word type to be the class of its tokens. Other logicians counter that the word type has a permanence and constancy not found in the class of its tokens. The type remains the same while the class of its tokens is continually gaining new members and losing old members. == Typography == In typography, the type–token distinction is used to determine the presence of a text printed by movable type: The defining criteria which a typographic print has to fulfill is that of the type identity of the various letter forms which make up the printed text. In other words: each letter form which appears in the text has to be shown as a particular instance ("token") of one and the same type which contains a reverse image of the printed letter. == Charles Sanders Peirce == The distinctions between using words as types or tokens were first made by American logician and philosopher Charles Sanders Peirce in 1906 using terminology that he established.     Engineering Historical Memory (EHM) is an online database in the digital humanities, serving as an open-access research tool for primary historical materials focused on 11th to 15th century Afro-Eurasia. It adopts computational methods to make historical documents machine-understandable. EHM parses traditional artifacts such as historical maps, travel accounts, chronicles and codices into computer-readable formats, and links them to secondary multi-media references, a process referred to as the "automatic narrative generation". This approach generates cultural narratives and facilitates interaction with the historical artifacts, making them accessible to audiences from various backgrounds. == History == EHM was first theorised in 2007 by researcher Andrea Nanetti when he was a visiting scholar at Princeton University, and the preliminary test results were published between 2008 and 2011. In 2013, the EHM research team was set up in Singapore following Nanetti's professorship at Nanyang Technological University (NTU). Two years later, after receiving several Microsoft research grants, EHM went live on Microsoft Azure. In 2018, the College of Humanities, Arts and Social Sciences (CoHASS) at NTU Singapore formed the Digital Humanities Research Cluster, as part of which, EHM has been an ongoing interdisciplinary research project led by Nanetti. Partnering with international educational and cultural institutions such as Ca' Foscari University of Venice, University of Florence, Taylor & Francis Group, Delft University of Technology (TUDelft), and SenticNet, EHM has been supported by over 130 scholars and engineers. == Applications == Primary historical materials on EHM are curated into several categories, including maps, travel accounts, chronicles, codices, sites, archival documents, and paintings, such as the Morosini Codex (listed under Chronicles) and Pope Gregory X's Privilege for the Holy Monastery of St Catherine of Sinai (listed under Archival Documents). EHM has been adopted by cultural organisations as an exhibition and research tool in the digital humanities field. An example is the publication of a digital interactive edition of Fra Mauro's Map of the World on EHM, a collaboration project between NTU Singapore and the Biblioteca Nazionale Marciana of Venice. The digitisation process of the map on EHM involved transcribing and geo-referencing the textual content in the 15th-century map, followed by creating semantic annotations to connect the map's content with related secondary data sources. The e-map was subsequently adopted and launched online by Museo Galileo in March 2022 and incorporated into the virtual exhibition "Venezia and Suzhou: Water Cities along the Silk Roads" (online, September-December 2022). In 2024, the Fra Mauro's Map of the World application on EHM was awarded the Digital Humanities and Multimedia Studies Prize (DHMS) by the Medieval Academy of America. Image-Based Video Search Engine is another experimental project under the EHM scope led by the research teams at Delft University of Technology (TUDelft) and NTU Singapore. This ongoing project aims to improve the efficiency of retrieving targeted objects from audio-visuals. == Awards == In 2021, EHM won the GLAMi Awards (MuseWeb Conference - Galleries, Libraries, Archives, and Museums Innovation awards) in the "Resources for Scholars and Researchers" category. In the same year, EHM was a Falling Walls finalist for Science Breakthrough of the Year in the category Social Sciences and Humanities after nominated by the School of Advanced Study at the University of London. In April 2022, the Italian National Commission for UNESCO has selected and sent the EHM project to the organisers of the "Jikji Memory of the World" Award for final evaluation. Representative Justin J. Pearson acknowledged Waddell's pivotal role during the March 4 House Floor Session on the bill. Leading Tennessee musicians supported the ELVIS Act. Tennessee Governor Bill Lee endorsed it as a Governor's Bill, and it was introduced in the Tennessee Legislature as House Bill 2091 by William Lamberth (R-44) and Senate Bill 2096 by Jack Johnson (R-27). The ELVIS Act is an amendment to a 1984 law that was the result of the Elvis Presley estate litigation for controlling how his likeness could be used after death. == Lobbying from the recording industry == The legislative journey of the ELVIS Act included a broad coalition of music industry stakeholders, including: These organizations, led by the Recording Academy and the RIAA, played roles in drafting the legislation, advocating for passage, and rallying support among the industry and legislators. This collaborative process led to a proposal that specifically targets the use of AI to create unauthorized reproductions of artists' voices and images. == Opposition == The ELVIS Act saw industry opposition from the Motion Picture Association, including testimony in the House Banking & Consumer Affairs Subcommittee, including remarks that the law risks "interference with our members’ ability to portray real people and events." TechNet, representing companies such as OpenAI, Google and Amazon, expressed their opposition in the hearing to the bill as drafted, asserting that the language was too broadly written and could have unintended consequences. Other concerns included its potential application to cover bands, but lawmakers assured people that this was not the intention. The bill passed the Tennessee House and Senate with a unanimous, bi-partisan vote including 93 ayes and 0 Noes in the House, and 30 ayes and 0 noes in the Senate. == Passage == By explicitly addressing AI impersonation, the ELVIS Act originated a legal approach to safeguarding personal rights, in the context of digital and technological advancements.     The Emperor's New Mind

    The Emperor's New Mind: Concerning Computers, Minds and The Laws of Physics is a 1989 book by the mathematical physicist Roger Penrose that posits a quantum mind theory. Penrose argues that human consciousness is non-algorithmic, and thus is not capable of being modeled by a conventional Turing machine, which includes a digital computer. Penrose hypothesizes that quantum mechanics plays an essential role in the understanding of human consciousness. The collapse of the quantum wavefunction is seen as playing an important role in brain function. Most of the book is spent reviewing, for the scientifically-minded lay-reader, a plethora of interrelated subjects such as Newtonian physics, special and general relativity, the philosophy and limitations of mathematics, quantum physics, cosmology, and the nature of time. Penrose intermittently describes how each of these bears on his developing theme: that consciousness is not "algorithmic". Only the later portions of the book address the thesis directly. == Overview == Penrose states that his ideas on the nature of consciousness are speculative, and his thesis is considered erroneous by some experts in the fields of philosophy, computer science, and robotics. The Emperor's New Mind attacks the claims of artificial intelligence using the physics of computing: Penrose notes that the present home of computing lies more in the tangible world of classical mechanics than in the imponderable realm of quantum mechanics. The modern computer is a deterministic system that for the most part simply executes algorithms. Penrose shows that, by reconfiguring the boundaries of a billiard table, one might make a computer in which the billiard balls act as message carriers and their interactions act as logical decisions. The billiard-ball computer was first designed some years ago by Edward Fredkin and Tommaso Toffoli of the Massachusetts Institute of Technology. == Reception == Following the publication of the book, Penrose began to collaborate with Stuart Hameroff on a biological analog to quantum computation involving microtubules, which became the foundation for his subsequent book, Shadows of the Mind: A Search for the Missing Science of Consciousness. Penrose won the Science Book Prize in 1990 for The Emperor's New Mind. According to an article in the American Journal of Physics, Penrose incorrectly claims a barrier far away from a localized particle can affect the particle.

    A screen generator, also known as a screen painter, screen mapper, or forms generator is a software package (or component thereof) which enables data entry screens to be generated declaratively, by "painting" them on the screen WYSIWYG-style, or through filling-in forms, rather than requiring writing of code to display them manually. 4GLs commonly incorporate a screen generator feature. They are also commonly found bundled with database systems, especially entry-level databases. A screen generator is one aspect of an application generator, which can also include other functions such as report generation and a data dictionary. The earliest screen generators were character-based; by the 1990s, GUI support became common, and then support for generating HTML forms as well. Some screen generators work by generating code to display the screen in a high-level language (for example, COBOL); others store the screen definition in a data file or in database tables, and then have a runtime component responsible for actually displaying the form and receiving and validating user input. == Examples == Examples of screen generators include: IBM Screen Definition Facility II: generates screens for CICS BMS, IMS MFS, ISPF, GDDM and CSP/AD.     An artificial neural network's learning rule or learning process is a method, mathematical logic or algorithm which improves the network's performance and/or training time. Usually, this rule is applied repeatedly over the network. It is done by updating the weight and bias levels of a network when it is simulated in a specific data environment. A learning rule may accept existing conditions (weights and biases) of the network, and will compare the expected result and actual result of the network to give new and improved values for the weights and biases. Depending on the complexity of the model being simulated, the learning rule of the network can be as simple as an XOR gate or mean squared error, or as complex as the result of a system of differential equations. The learning rule is one of the factors which decides how fast or how accurately the neural network can be developed. Depending on the process to develop the network, there are three main paradigms of machine learning: supervised learning, unsupervised learning, and reinforcement learning. == Background == A lot of the learning methods in machine learning work similar to each other, and are based on each other, which makes it difficult to classify them in clear categories. But they can be broadly understood in 4 categories of learning methods, though these categories don't have clear boundaries and they tend to belong to multiple categories of learning methods - Hebbian - Neocognitron, Brain-state-in-a-box Gradient Descent - ADALINE, Hopfield Network, Recurrent Neural Network Competitive - Learning Vector Quantisation, Self-Organising Feature Map, Adaptive Resonance Theory Stochastic - Boltzmann Machine, Cauchy Machine Though these learning rules might appear to be based on similar ideas, they do have subtle differences, as they are a generalisation or application over the previous rule, and hence it makes sense to study them separately based on their origins and intents. === Hebbian Learning === Developed by Donald Hebb in 1949 to describe biological neuron firing. In the mid-1950s it was also applied to computer simulations of neural networks. Δ w i = η x i y {\displaystyle \Delta w_{i}=\eta x_{i}y} Where η {\displaystyle \eta } represents the learning rate, x i {\displaystyle x_{i}} represents the input of neuron i, and y is the output of the neuron. It has been shown that Hebb's rule in its basic form is unstable. Oja's Rule, BCM Theory are other learning rules built on top of or alongside Hebb's Rule in the study of biological neurons. ==== Perceptron Learning Rule (PLR) ==== The perceptron learning rule originates from the Hebbian assumption, and was used by Frank Rosenblatt in his perceptron in 1958. The net is passed to the activation (transfer) function and the function's output is used for adjusting the weights. The learning signal is the difference between the desired response and the actual response of a neuron. The step function is often used as an activation function, and the outputs are generally restricted to -1, 0, or 1. The weights are updated with w new = w old + η ( t − o ) x i {\displaystyle w_{\text{new}}=w_{\text{old}}+\eta (t-o)x_{i}} where "t" is the target value and "o" is the output of the perceptron, and η {\displaystyle \eta } is called the learning rate. The algorithm converges to the correct classification if: the training data is linearly separable η {\displaystyle \eta } is sufficiently small (though smaller η {\displaystyle \eta } generally means a longer learning time and more epochs) It should also be noted that a single layer perceptron with this learning rule is incapable of working on linearly non-separable inputs, and hence the XOR problem cannot be solved using this rule alone === Backpropagation === Seppo Linnainmaa in 1970 is said to have developed the Backpropagation Algorithm but the origins of the algorithm go back to the 1960s with many contributors. It is a generalisation of the least mean squares algorithm in the linear perceptron and the Delta Learning Rule. It implements gradient descent search through the space possible network weights, iteratively reducing the error, between the target values and the network outputs. ==== Widrow-Hoff Learning (Delta Learning Rule) ==== Similar to the perceptron learning rule but with different origin. It was developed for use in the ADALINE network, which differs from the Perceptron mainly in terms of the training. The weights are adjusted according to the weighted sum of the inputs (the net), whereas in perceptron the sign of the weighted sum was useful for determining the output as the threshold was set to 0, -1, or +1. This makes ADALINE different from the normal perceptron. Delta rule (DR) is similar to the Perceptron Learning Rule (PLR), with some differences: Error (δ) in DR is not restricted to having values of 0, 1, or -1 (as in PLR), but may have any value DR can be derived for any differentiable output/activation function f, whereas in PLR only works for threshold output function Sometimes only when the Widrow-Hoff is applied to binary targets specifically, it is referred to as Delta Rule, but the terms seem to be used often interchangeably. The delta rule is considered to a special case of the back-propagation algorithm. Delta rule also closely resembles the Rescorla-Wagner model under which Pavlovian conditioning occurs. === Competitive Learning === Competitive learning is considered a variant of Hebbian learning, but it is special enough to be discussed separately. Competitive learning works by increasing the specialization of each node in the network. It is well suited to finding clusters within data. Models and algorithms based on the principle of competitive learning include vector quantization and self-organizing maps (Kohonen maps).

    The Global Partnership on Artificial Intelligence (GPAI, pronounced "gee-pay") is an international initiative established to guide the responsible development and use of artificial intelligence (AI) in a manner that respects human rights and the shared democratic values of its members. The partnership was first proposed by Canada and France at the 2018 44th G7 summit, and officially launched in June 2020. GPAI is hosted by the Organisation for Economic Co-operation and Development (OECD). GPAI seeks to bridge the gap between theory and practice by supporting research and applied activities in areas that are directly relevant to policymakers in the realm of AI. It brings together experts from industry, civil society, governments, and academia to collaborate on the challenges and opportunities presented by artificial intelligence. == History == The Global Partnership on Artificial Intelligence was announced on the margins of the 2018 G7 Summit by Canadian Prime Minister Justin Trudeau and French President Emmanuel Macron. It officially launched on June 15, 2020 with fifteen founding members: Australia, Canada, France, Germany, India, Italy, Japan, Mexico, New Zealand, the Republic of Korea, Singapore, Slovenia, the United Kingdom, the United States, and the European Union. The Organisation for Economic Co-operation and Development (OECD) hosts a dedicated secretariat to support GPAI's governing bodies and activities. UNESCO joined the partnership in December 2020 as an observer. On November 11, 2021, Czechia, Israel and few more EU countries also joined the GPAI, bringing the total membership to 25 countries. Since the November 2022 summit, the list of members stands at 29. Austria, Chile, Finland, Malaysia, Norway, Slovakia and Switzerland were invited.
