Computational Intelligence Journal is a peer-reviewed scientific journal covering research on artificial intelligence and computer science. The journal published novel research as well as innovative applications in a broad range of AI, covering Computational Intelligence is an artificial intelligence journal publishing novel research on a broad range of experimental and theoretical topics in AI and computer science. With a broad scope, the journal covers machine learning, knowledge mining, web intelligence, AI language, and philosophical implications. The journal was established in 1985 and is published by Wiley-Blackwell. Currently, the editors-in-chief is Diane Inkpen. The quality of the journal as an academic publishing venue is evaluated according to public citation impact metrics. in 2022, the Computational Intelligence Journal CiteScore of Scopus was 5.3, while Clarivate's Web of Science gives it 0.39 in the Journal Citation Indicator and 2,8 in the Journal Impact Factor.

Microsoft Fresh Paint

Fresh Paint is a painting app developed by Microsoft and released on May 25, 2012. == History == Fresh Paint originated from a Microsoft Research project known as Project Gustav, an endeavor to reproduce the behavior of physical oil paint on a digital medium. To push the boundaries of simulating oil on a digital medium, the research team created a physics model that precisely replicated on a screen what would happen in the real world if you combined oil, a surface and a tool such as a paint brush. Two publications, Detail-Preserving Paint Modeling for 3D Brushes and Simple Data-Driven Modeling of Brushes, were released as a result of the team’s findings. After a variety of internal testing Project, Gustav was codenamed Digital Art. Partnering with The Museum of Modern Art, Digital Art was tested for a year by 60,000 people. With feedback culled from MoMA, developers expanded the existing physics model, experimenting with how real oil paint blended and reacted to the texture of a canvas. After final adjustments were made, Digital Art was rebranded as Fresh Paint. It was released to the public on 25 May 2012.

Packard Bell Statesman

The Packard Bell Statesman was an economy line of notebook-sized laptops introduced in 1993 by Packard Bell. They were slower in performance and lacked features compared to most competitor products, but they were lower in price. It was created in a collaboration between Packard Bell and Zenith Data Systems. The Statesman series was essentially a rebrand of Zenith Data Systems Z-Star 433 series, with the only notable difference of the logo in the middle and text on the front bezel. == History == In June 1993 Zenith Data Systems announced an alliance with Packard Bell. Zenith acquired about 20% of Packard Bell and they would both now work together to design and build PC's. Zenith would also provide Packard Bell with private-label versions of their portable PC's. The Packard Bell Statesman was a rebrand of the Zenith Z-Star notebook computer series. While the Statesman was being advertised by Packard Bell, the Z-Star series was also still being sold by Zenith. The Statesman was first introduced on October 4, 1993. Prices started at $1,500 for a monochrome or color DSTN model with a 33 MHz Cyrix Cx486SLC, 4 MB of RAM, 200 MB hard disk drive, internal 1.44 MB floppy disk drive, and MS-DOS 6.0 with Windows 3.1 for the included software. A "J mouse" pointing device was included, similar to the TrackPoint. The Statesman was expected to begin shipping within the next few weeks. == Specifications == === Hardware === CPU The first two models, the 200M and 200C, used the Cyrix Cx486SLC. This was Cyrix's first processor, which was a 386SX pin-compatible chip with on-board L1 cache and 486 instructions, being known as a "hybrid chip". The processor was clocked at 33 MHz and had 1 KB of L1 cache. It was a 16-bit processor and was pin compatible with the Intel 80386SX. On the bottom of the unit, the motherboard had an empty socket for a Cyrix FasMath co-processor, which could improve floating-point math performance. The 200M and 200C plus models had a Cyrix Cx486SLC2 clocked at 50 MHz, which was 50% faster than the original 486SLC. The SLC2 similarly had 1 KB of on-board cache and was pin compatible with the previous model. Graphics & Display For video all models used three versions of the Chips & Technologies 655xx, the CT65520, 65525, and 65530. The 65520 was first introduced in early 1992 as the first controller with Super VGA resolution. It supported resolutions up to 1024x768 in 16 colors or shades of gray. If in 800x600 resolution, it can display up to 256 colors. All 3 chips were the same, with the CT65525 identifying as a CT65530. The CT65530 had an ability of 5V and 3.3V mixed operation and linear video memory addressing. All models used a 9.5in 800x600 resolution DSTN LCD. The 200M and 200M Plus had a monochrome display, while the 200C and 200C Plus had a color display. Audio All models had only basic audio available, with just a piezo speaker soldered onto the motherboard and no sound controller. Memory Standard RAM included was 4-8 MB of EDO RAM. The RAM was on a proprietary SIPP package that could only be upgraded to 12 MB maximum if the user had compatible modules. Storage For storage all models used a hard drive with a size of 100 or 200 MB, and all models had an internal 1.44 MB floppy disk drive located on the side of the unit. The maximum capacity hard drive compatible if the user wanted to upgrade was 500 MB.Ports & Expansion For ports all models had 1x serial, 1x parallel, 1x VGA output, and 1x PS/2 keyboard/mouse input. For expansion all models only had one PCMCIA type II slot. Keyboard & Mouse All models used a small-scale keyboard with control keys. One interesting feature of the keyboard is that the J key also acted as a mouse, working similar to IBM's ThinkPad TrackPoint. On some models additional keys such as S, D, F, G and space let you do other mouse actions such as right click, left click, double click, and middle mouse click. === Software === The series shipped with MS-DOS and Windows 3.1 as the included operating system. == Model Comparison == Statesman 200M — The first Statesman model, it came with a DSTN monochrome screen, and a Nickel-cadmium battery pack which could last up to 4 hours. It weighed 7.4 lb and was $1500. Statesman 200C — The second Statesman model, it was the same as the 200M with the only notable differences of a DSTN color display rather than monochrome and a slightly decreased battery life of about 3 hours. It cost $700 more than the 200M at $2200. Statesman 200M/200C Plus — The 200M/200C Plus were both identical to their previous base models, with the only difference of them having a Cx486SLC2 running at 50 MHz. In 1994 it cost around $2,295 for the 200C plus with 4 MB of ram, with 8 MB costing an extra $400. == Reception == The Statesman received fair reception, with most reviewers giving positivity for the low price and high battery life, but mainly criticizing the performance and screen quality of the model line. A review by PC World writer Rex Farrance and Owen Linderholm said the 200M had a good price, being only $1500, and a good battery life which lasted about 4 hours. In benchmarks however, the 200M performed "noticeably below the average". It was noted that the 200M's worst feature was its monochrome display, being "cloudy and a bit dim for our tastes". The J mouse was considered a decent choice, and was said to be "highly usable" after some practice. The 200M was listed as number 3 on PC World's top 20 budget PC list. PC World also reviewed the 200C, saying the color display is only a "marginal, although an improvement on the monochrome version". The 200C placed 9 on the PC World top 20 budget PC list. Compute! Magazine reviewed the 200C Plus in September 1994 stating it "lagged far behind the others, especially the DXs, but then speed isn't everything". It was given pros for low cost and good display, but criticized for its low performance, not having a trackball, and poor external monitor support.

Bare machine

In information technology, a bare machine (or bare-metal computer) is a computer which has no operating system. The software executed by a bare machine, commonly called a bare metal program or bare metal application, is designed to interact directly with hardware. Bare machines are widely used in embedded systems, particularly in cases where resources are limited or high performance is required. == Bare machine computing == Bare Machine Computing is a computing paradigm in which application software runs directly on a bare machine as a single, stand-alone executable, without an operating system or device drivers. The application software has direct access to hardware resources, and there is typically no distinction between user and kernel mode. It is self-managed software that boots, loads and runs without using any other software components. Bare metal programs are typically written in a close-to-hardware language such as C or assembly language. == Advantages == Typically, a bare-metal application will run faster, use less memory and be more power efficient than an equivalent program that relies on an operating system, due to the inherent overhead imposed by system calls. For example, hardware inputs and outputs are directly accessible to bare metal software, whereas they must usually be accessed through system calls when using an OS. It has no OS and therefore has no OS-related vulnerabilities. == Disadvantages == Bare metal applications typically require more effort to develop because operating system services such as memory management and task scheduling are not available. Debugging a bare-metal program may be complicated by factors such as: Lack of a standard output. The target machine may differ from the hardware used for program development (e.g., emulator, simulator). This forces setting up a way to load the bare-metal program onto the target (flashing), start the program execution and access the target resources. == Examples == === Early computers === Early computers, such as the PDP-11, allowed programmers to load a program, supplied in machine code, to RAM. The resulting operation of the program could be monitored by lights, and output derived from magnetic tape, print devices, or storage. Amdahl UTS's performance improves by 25% when run on bare metal without VM, the company said in 1986. === Embedded systems === Bare machine programming is a common practice in embedded systems, in which microcontrollers or microprocessors boot directly into monolithic, single-purpose software without loading an operating system. Such embedded software can vary in structure. For example, one such program paradigm, known as foreground-background or superloop architecture, consists of an infinite main loop in which each task is executed sequentially and must voluntarily return control back to the loop. The loop runs these cooperative background processes that are not time-critical, while interrupt service routines momentarily interrupt the loop to handle time-critical foreground tasks.

Texas House Bill 20

An Act Relating to censorship of or certain other interference with digital expression, including expression on social media platforms or through electronic mail messages, also known as Texas House Bill 20 (HB20), is a Texas anti-deplatforming law enacted on September 9, 2021. It prohibits large social media platforms from removing, moderating, or labeling posts made by users in the state of Texas based on their "viewpoints", unless considered illegal under federal law or otherwise falling into exempted categories. It also requires them to make various public disclosures relating to their business practices (including the impact of algorithmic and moderation decisions on the content that is delivered to users). The bill is part of a wider array of Republican-backed legislation seeking to prohibit the censorship of political speech, based on allegations that the moderation policies of large social media platforms are not politically neutral. It has been challenged in NetChoice, LLC v. Paxton, and is currently the subject of a circuit split between the Fifth Circuit, and a decision by the Eleventh Circuit that struck down a similar bill in the state of Florida. In September 2023, the U.S. Supreme Court agreed to hear NetChoice v. Paxton jointly with NetChoice v. Moody on questions of whether the Florida and Texas state laws are in compliance with the 1st Amendment. == Content == The law applies to "social media platforms" that serve users in the state of Texas, and have more than 50 million monthly active users in the United States. They are defined as any public internet website or application that allows users to "communicate with other users for the primary purpose of posting information, comments, messages, or images", excluding internet service providers, electronic mail, and services where communication features are "incidental to, directly related to, or dependent on" content that is pre-selected by the operator. In the bill, to "censor" is defined as to "block, ban, remove, deplatform, demonetize, de-boost, restrict, deny equal access or visibility to, or otherwise discriminate against" expression. The law prohibits social media platforms from "censoring on the basis of user viewpoint, user expression, or the ability of a user to receive the expression of others", or on the basis of a user's geographic location in Texas. This includes removal or labeling posts with warnings and disclaimers. Social media platforms may only censor content if it is unlawful, they are "specifically authorized" to do so by federal law, based on requests from "an organization with the purpose of preventing the sexual exploitation of children or protecting survivors of sexual abuse from ongoing harassment", or "directly incites" criminal activity or contains threats of violence against persons based on protected categories. It is disputed over whether this provision is actually enforceable, as it may be preempted by Section 230 of the Communications Decency Act (which states that the operators of interactive computer services are not responsible for the actions of their users). Social media platforms must make public disclosures regarding the algorithmic techniques and moderation polices that are used to determine the content provided to users, must publish a compliant acceptable use policy (AUP), and must publish a biannual transparency report containing specific details on all actions made by the service regarding the moderation of users and content. The law also prohibits email providers from "intentionally imped[ing] the transmission of another person's electronic mail message based on the content." == Legislative history == Texas Governor Greg Abbott signed the bill into law on September 9, 2021. Democrat-proposed amendments excluding Holocaust denial, terrorism content, and vaccine misinformation from the bill were rejected. Following a suit by the industry groups Computer & Communications Industry Association (CCIA) and NetChoice, NetChoice, LLC v. Paxton, the bill was blocked by U.S. District Judge Robert Pitman in December 2021, on First Amendment grounds. Texas appealed to the United States Court of Appeals for the Fifth Circuit. Judges Edith Jones, Andrew Oldham, and Leslie H. Southwick, lifted the injunction on May 11, 2022, but the decision was appealed to the Supreme Court which suspended the bill pending a full review in the Fifth Circuit. On September 16, 2022, the Fifth Circuit reversed the injunction, allowing the bill to take effect; Judge Oldham stated that the bill "chills censorship" and "does not chill speech", and accused the plaintiffs of "attempt[ing] to extract a freewheeling censorship right from the Constitution's free speech guarantee. The Platforms are not newspapers. Their censorship is not speech." Southwick dissented, stating that "we are in a new arena, a very extensive one, for speakers and for those who would moderate their speech. None of the precedents fit seamlessly." The CCIA and NetChoice requested a stay on the ruling and that the case be taken to the Supreme Court, arguing that the reversal conflicts with an Eleventh Circuit decision in NetChoice v. Moody which struck down a similar anti-moderation bill imposed by the state of Florida. On October 12, 2022, the Fifth Circuit granted the stay.

Waveform graphics

Waveform graphics is a simple vector graphics system introduced by Digital Equipment Corporation (DEC) on the VT55 and VT105 terminals in the mid-1970s. It was used to produce graphics output from mainframes and minicomputers. DEC used the term "waveform graphics" to refer specifically to the hardware, but it was used more generally to describe the whole system. The system was designed to use as little computer memory as possible. At any given X location it could draw two dots at given Y locations, making it suitable for producing two superimposed waveforms, line charts or histograms. Text and graphics could be mixed, and there were additional tools for drawing axes and markers. The waveform graphics system was used only for a short period of time before it was replaced by the more sophisticated ReGIS system, first introduced on the VT125 in 1981. ReGIS allowed the construction of arbitrary vectors and other shapes. Whereas DEC normally provided a backward compatible solution in newer terminal models, they did not choose to do this when ReGIS was introduced, and waveform graphics disappeared from later terminals. == Description == Waveform graphics was introduced on the VT55 terminal in October 1975, an era when memory was extremely expensive. Although it was technically possible to produce a bitmap display using a framebuffer using technology of the era, the memory needed to do so at a reasonable resolution was typically beyond the price point that made it practical. All sorts of systems were used to replace computer memory with other concepts, like the storage tubes used in the Tektronix 4010 terminals, or the zero memory racing-the-beam system used in the Atari 2600. DEC chose to attack this problem through a clever use of a small buffer representing only the vertical positions on the screen. Such a system could not draw arbitrary shapes, but would allow the display of graph data. The system was based on a 512 by 236 pixel display, producing 512 vertical columns along the X-axis, and 236 horizontal rows on the Y-axis. Y locations were counted up from the bottom, so the coordinate 0,0 was in the lower left, and 511, 235 in the upper right. Had this been implemented using a framebuffer with each location represented by a single bit, 512 × 236 × 1 = 120,832 bits, or 15,104 bytes, would have been required. At the time, memory cost about $50 per kilobyte, so the buffer alone would cost over $700 (equivalent to $4,570 in 2025). Instead, the waveform graphic system used one byte of memory for each X axis location, with the byte's value representing the Y location. This required only 512 bytes for each graph, a total of 1024 bytes for the two graphs. Drawing a line required the programmer to construct a series of Y locations and send them as individual points, the terminal could not connect the dots itself. To make this easier, the terminal automatically incremented the X location every time an Y coordinate was received, so a graph line could be sent as a long string of numbers for subsequent Y locations instead of having to repeatedly send the X location every time. Drawing normally started by sending a single instruction to set the initial X location, often 0 on the left, and then sending in data for the entire curve. The system also included storage for up to 512 markers on both lines. These were always drawn centered on the Y value of the line they were associated with, meaning that a simple on/off indication for X locations was all that was needed, requiring only 1024 bits, or 128 bytes, in total. The markers extended 16 pixels vertically, and could only be aligned on 16-pixel boundaries, so they were not necessarily centered across the underlying graph. Markers were used to indicate important points on the graph, where a symbol of some sort would normally be used. The system also allowed a vertical line to be drawn for every horizontal location and a horizontal one at every vertical location. These were also stored as simple on/off bits, requiring another 128 bytes of memory. These lines were used to draw axes and scale lines, or could be used for a screen-spanning crosshair cursor. A separate set of two 7-bit registers held additional information about the drawing style and other settings. Although complex from the user's perspective, this system was easy to implement in hardware. A cathode ray tube produces a display by scanning the screen in a series of horizontal motions, moving down one vertical line after each horizontal scan. At any given instant during this process, the display hardware examines a few memory locations to see if anything needs to be displayed. For instance, it can determine whether to draw a marker on graph 0 by examining register 1 to see if markers are turned on, looking in the marker buffer to see if there is a 1 at the current X location, and then examining the Y location of graph 0 to see if it is within 16 pixels of the current scan line. If all of these are true, a spot is drawn to present that portion of the marker. As this will be true for 16 vertical locations during the scanning process, a 16-pixel high marker will be drawn. Sold alone, the VT55 was priced at $2,496 (equivalent to $16,295 in 2025),. Like other models of the VT50 series, the terminal could be equipped with an optional wet-paper printer in a panel on the right of the screen. This added $800 (equivalent to $5,223 in 2025) to the price. DEC also offered VT55 in a package with a small model of the PDP-11 to create one model of the DEClab 11/03 system. The DEClab normally sold for $14,000 (equivalent to $91,397 in 2025) with a DECwriter II (LA36) hard-copy terminal for $15,000 (equivalent to $97,925 in 2025), with the VT55. The system had I/O channels for up to 15 lab devices, and included libraries for FORTRAN and BASIC for reading the data and creating graphs. The fairly extensive VT55 Programmers Manual covered the latter in depth. == Commands and data == Data was sent to the terminal using an extended set of codes similar to those introduced on the VT52. VT52 codes generally started with the ESC character (octal 33, decimal 27) and was then followed by a single letter instruction. For instance, the string of four characters ESC H ESC J would reposition the cursor in the upper left (home) and then clear the screen from that point down. These codes were basically modeless; triggered by the ESC the resulting escape mode automatically exited again when the command was complete. Escape codes could be interspersed with display text anywhere in the stream of data. In contrast, the graphics system was entirely modal, with escape sequences being sent to cause the terminal to enter or exit graph drawing mode. Data sent between these two codes were interpreted by the graphics hardware, so text and graphics could not be mixed in a single stream of instructions. Graphics mode was entered by sending the string ESC 1, and exited again with the string ESC 2. Even the commands within the graphics mode were modal; characters were interpreted as being additional data for the previous load character (command) until another load character is seen. Ten load characters were available: @ - no operation, used to tell the terminal the last command is no longer active A - load data into register 0, selecting the drawing mode for the two graphs I - load data into register 1, selecting other drawing options H - load the starting X position (Horizontal) for the following commands B - load data for Y locations for graph 0 starting at the H position selected earlier J - load data for Y locations for graph 1 starting at the H position selected earlier C - store a marker on graph 0 at the following X location K - store a marker on graph 1 at the following X location D - draw a horizontal line at the given Y location L - draw a vertical line at the given X location X and Y locations were sent as 10-bit decimal numbers, encoded as ASCII characters, with 5 bits per character. This means that any number within the 1024 number space (210) can be stored as a string of two characters. To ensure the characters can be transmitted over 7-bit links, the pattern 01 is placed in front of both 5-bit numbers, producing 7-bit ASCII values that are always within the printable range. This results in a somewhat complex encoding algorithm. For instance, if one wanted to encode the decimal value 102, first you convert that to the 10-bit decimal pattern 0010010010. That is then split that into upper and lower 5-bit parts, 00100 and 10010. Then append 01 binary to produce 7-bit numbers 0100100 and 0110010. Individually convert back to decimal 40 and 50, and then look up those characters in an ASCII chart, finding ( and 2. These have to be sent to the terminal least significant character first. Anti-social Media Bill (Nigeria)

Anti-social Media Bill was introduced by the Senate of the Federal Republic of Nigeria on 5 November 2019 to criminalise the use of the social media in peddling false or malicious information. The original title of the bill is Protection from Internet Falsehood and Manipulations Bill 2019. It was sponsored by Senator Mohammed Sani Musa from the largely conservative northern Nigeria. After the bill passed second reading on the floor of the Nigeria Senate and its details were made public, information emerged on the social media accusing the sponsor of the bill of plagiarising a similar law in Singapore which is at the bottom of global ranking in the freedom of speech and of the press. But the senator denied that he plagiarised Singaporean law. == Opposition to the bill == Angry reactions trailed the introduction of the bill, and a number of civil society organisations, human rights activists, and Nigerian citizens unanimously opposed the bill. International rights group, Amnesty International and Human Rights Watch condemned the proposed legislation saying it is aimed at gagging freedom of speech which is a universal right in a country of over two hundred million people. Opposition political parties are very critical of the bill and accused the government of attempting to strip bare, Nigerian citizens of their rights to free speech and destroying same social media on whose power and influence the ruling All Progressives Congress, APC came to power in 2015. Nigeria Information Minister, Lai Mohammed has been at the center of public criticism because he is suspected to be the brain behind the proposed act. Lai was a former spokesman of then opposition All Progressives Congress. A "Stop the Social Media Bill! You can no longer take our rights from us" online petition campaign to force the Nigeria parliament to drop the bill received over 90,000 signatures within 24 hours. In November 2019, after the bill passed second reading in the senate, Akon Eyakenyi, a senator from Akwa Ibom State publicly said he would resist the bill. === Support for the bill === Those who support the proposed act especially Senators have often argued that the law would help curtail hate speech. President Muhammad Buhari who is seen as a beneficiary of the influence and power of the social media and free speech has been mute about it. But the president's senior aides and family members have publicly spoken in support of the bill. In November 2019, the wife of the president, Aisha Buhari, told a gathering at the Nigeria's National Mosque in the capital, Abuja that if China with over one billion people could regulate the social media, Nigeria should do same. But Nigerians reacted saying Nigeria is not a one-party communist state like China. Days later, a daughter to the president, Zahra Indimi told a gathering of young people in Abuja that social media had become a potent weapon for bullying those they thought were doing better than them in terms of social class and called for a critical regulation. == Key provisions of the bill == === Title === Protection from Internet Falsehoods, Manipulations and Other Related Matters Bill 2019. === Explanatory memorandum === This Act is to prevent Falsehoods and Manipulations in Internet transmission and correspondences in Nigeria. To suppress falsehoods and manipulations and counter the effects of such communications and transmissions and to sanction offenders with a view to encouraging and enhancing transparency by Social Media Platforms using the internet correspondences. === Objectives === One objective of the bill is to prevent the transmission of false statements or declaration of facts in Nigeria. Another objective of the bill is to end the financing of online mediums that transmit false statements. Measures will be taken to detect and control inauthentic behaviour and misuse of online accounts (parody accounts). When paid content is posted towards a political end, there will be measures to ensure the poster discloses such information. There will be sanction for offenders. === Transmission of false statement === According to the bill, a person must not: Transmit a statement that is false or, Transmit a statement that might: i. Affect the security or any part of Nigeria. ii. Affect public health, public safety or public finance. iii. Affect Nigeria's relationship with other countries. iv. influence the outcome of an election to any office in a general election. v. Cause enmity or hatred towards a person or group of persons. Anyone guilty of the above is liable to a fine of N300,000 or three years' imprisonment or both (for individual); and a fine not exceeding ten million naira (for corporate organisations). Same punishment applies for fake online accounts that transmit statements listed above. === Parody accounts === The bill says a person shall not open an account to transmit false statement. Anyone found guilty will be fined N200,000 or three years' imprisonment or both (for an individual) or five million naira (for corporate organisations). If such accounts transmit a statement that will affect security or influence the outcome of an election, such a person will be fined N300,000 or three years' imprisonment or both. If a person receives payment or reward to help another to transmit false statements knowingly, he/she is liable to a fine of N150,000 or three years' imprisonment or both. If a person receives payment or reward to help another to transmit a statement affects security or influence the outcome of an election, the fine is N300,000 or three years' imprisonment or both (for individual) and ten million naira for organisations. === Declaration === According to the bill, a law enforcement department can issue a "declaration" to offenders. And this declaration will be issued even if the "false statement" has been corrected or pulled down. The offender will be required to publish a "correction notice" in a specified newspaper, online location or other printed publication of Nigeria. Failure to comply, a person is liable to N200,000 or 12 months' imprisonment or both (for individual) and five million naira for organisations. === Access blocking order === The bill says the law enforcement department will also issue an access blocking order to offenders. The law enforcement department may direct the NCC to order the internet access service provider to disable access by users in Nigeria to the online location and the NCC must give the internet access service provider an access blocking order. An internet access service provider that does not comply with any access blocking order is liable on conviction to a fine not exceeding ten million naira for each day during any part of which that order is not fully complied with, up to a total of five million naira.
