    Pyramid, or pyramid representation, is a type of multi-scale signal representation developed by the computer vision, image processing and signal processing communities, in which a signal or an image is subject to repeated smoothing and subsampling. Pyramid representation is a predecessor to scale-space representation and multiresolution analysis. == Pyramid generation == There are two main types of pyramids: lowpass and bandpass. A lowpass pyramid is made by smoothing the image with an appropriate smoothing filter and then subsampling the smoothed image, usually by a factor of 2 along each coordinate direction. The resulting image is then subjected to the same procedure, and the cycle is repeated multiple times. Each cycle of this process results in a smaller image with increased smoothing, but with decreased spatial sampling density (that is, decreased image resolution). If illustrated graphically, the entire multi-scale representation will look like a pyramid, with the original image on the bottom and each cycle's resulting smaller image stacked one atop the other. A bandpass pyramid is made by forming the difference between images at adjacent levels in the pyramid and performing image interpolation between adjacent levels of resolution, to enable computation of pixelwise differences. == Pyramid generation kernels == A variety of different smoothing kernels have been proposed for generating pyramids. Among the suggestions that have been given, the binomial kernels arising from the binomial coefficients stand out as a particularly useful and theoretically well-founded class. Thus, given a two-dimensional image, we may apply the (normalized) binomial filter (1/4, 1/2, 1/4) typically twice or more along each spatial dimension and then subsample the image by a factor of two. This operation may then proceed as many times as desired, leading to a compact and efficient multi-scale representation. If motivated by specific requirements, intermediate scale levels may also be generated where the subsampling stage is sometimes left out, leading to an oversampled or hybrid pyramid. With the increasing computational efficiency of CPUs available today, it is in some situations also feasible to use wider supported Gaussian filters as smoothing kernels in the pyramid generation steps. === Gaussian pyramid === In a Gaussian pyramid, subsequent images are weighted down using a Gaussian average (Gaussian blur) and scaled down. Each pixel containing a local average corresponds to a neighborhood pixel on a lower level of the pyramid. This technique is used especially in texture synthesis. === Laplacian pyramid === A Laplacian pyramid is very similar to a Gaussian pyramid but saves the difference image of the blurred versions between each levels. Only the smallest level is not a difference image to enable reconstruction of the high resolution image using the difference images on higher levels. This technique can be used in image compression. === Steerable pyramid === A steerable pyramid, developed by Simoncelli and others, is an implementation of a multi-scale, multi-orientation band-pass filter bank used for applications including image compression, texture synthesis, and object recognition. It can be thought of as an orientation selective version of a Laplacian pyramid, in which a bank of steerable filters are used at each level of the pyramid instead of a single Laplacian or Gaussian filter. == Applications of pyramids == === Alternative representation === In the early days of computer vision, pyramids were used as the main type of multi-scale representation for computing multi-scale image features from real-world image data. More recent techniques include scale-space representation, which has been popular among some researchers due to its theoretical foundation, the ability to decouple the subsampling stage from the multi-scale representation, the more powerful tools for theoretical analysis as well as the ability to compute a representation at any desired scale, thus avoiding the algorithmic problems of relating image representations at different resolution. Nevertheless, pyramids are still frequently used for expressing computationally efficient approximations to scale-space representation. === Detail manipulation === Levels of a Laplacian pyramid can be added to or removed from the original image to amplify or reduce detail at different scales. However, detail manipulation of this form is known to produce halo artifacts in many cases, leading to the development of alternatives such as the bilateral filter. Some image compression file formats use the Adam7 algorithm or some other interlacing technique. These can be seen as a kind of image pyramid. Because those file format store the "large-scale" features first, and fine-grain details later in the file, a particular viewer displaying a small "thumbnail" or on a small screen can quickly download just enough of the image to display it in the available pixels—so one file can support many viewer resolutions, rather than having to store or generate a different file for each resolution.

Publishing rights for the book were acquired by Hachette Book Group, which released the book in the United Kingdom in November 2025 and planned to publish it in the United States in 2026. Its US release was cancelled and its UK release was discontinued after it faced accusations of being created with generative AI. Ballard denied having personally used AI in the book's writing, claiming that a freelance editor had introduced AI-generated changes. She also stated that she would take legal action against the editor. == Premise == The novel follows Gia, a depressed woman with obsessive–compulsive disorder, who encounters a mysterious man named Nathan while looking for a sugar daddy to ease her financial troubles. Nathan offers to erase all of Gia's debts in exchange for her agreeing to live as his pet. Living like an animal convinces her that she is becoming an animal, making her behave like one. == Publication and cancellation == Shy Girl was first self-published online by Mia Ballard in February 2025. Marketing material described the book as a "buzzy BookTok sensation" and "bloody and unforgiving". The self-published edition of the book was highly successful and had over 4,900 ratings on Goodreads and an average score of 3.52 stars. In an interview, Ballard described her writing style as lyrical, feverish, and introspective, and stated she was more interested in "what it feels like to live inside a body" than in plot-driven storylines. Publishing rights were acquired by Hachette Book Group and it was published by its Wildfire imprint in the United Kingdom in November 2025. By March 2026, the book had sold 1,800 copies in the United Kingdom. A US release was planned for 2026 by the imprint Orbit Books. After the British publication, critics and readers began to make claims that the book appeared to have been written by generative AI. A January 2026 post on Reddit claimed that the book had many of the hallmarks of having been written with a large language model, and stated that it was "repulsive" that the book was accepted by Hachette. A two-and-a-half-hour video essay covering the book, titled "i'm pretty sure this book is ai slop", received 1.2 million views on YouTube by March 2026. In response, Hachette Book Group announced in March 2026 that it would cancel the book's US publication and discontinue its UK publication. It told The Wall Street Journal that it had made "a lengthy investigation" before deciding to cancel the book. Ballard told The New York Times that she had not used AI when writing the book, but that AI-generated elements were added by a freelance editor without her knowledge. She also stated that she could not elaborate on her claim because she was pursuing legal action against the editor. Writer Andrea Bartz opined that the situation "raises many concerns about trust, authenticity and publishing's readiness for a new, A.I.-assisted world", but that "readers made it abundantly clear they want books by humans, not machines".

    The Conference on Neural Information Processing Systems (abbreviated as NeurIPS and formerly NIPS) is a machine learning and computational neuroscience conference held annually in December. Along with ICLR and ICML, it is one of the three primary conferences of high impact in machine learning and artificial intelligence research. The conference includes three days of invited talks along with oral and poster presentations of refereed papers, followed by two days of workshops and competitions. == History == The NeurIPS meeting was first proposed in 1986 at the annual invitation-only Snowbird Meeting on Neural Networks for Computing organized by The California Institute of Technology and Bell Laboratories. NeurIPS was designed as a complementary open interdisciplinary meeting for researchers exploring biological and artificial Neural Networks. Reflecting this multidisciplinary approach, NeurIPS began in 1987 with information theorist Ed Posner as the conference president and learning theorist Yaser Abu-Mostafa as program chairman. Research presented in the early NeurIPS meetings included a wide range of topics from efforts to solve purely engineering problems to the use of computer models as a tool for understanding biological nervous systems. Since then, the biological and artificial systems research streams have diverged, and recent NeurIPS proceedings have been dominated by papers on machine learning, artificial intelligence and statistics. It is, however, quite notable that 60% is much closer to 78% than 0%." He concludes that the result of the reviewing process is mostly arbitrary.     Outlook on the web (formerly Outlook Web App and Outlook Web Access) is a personal information manager web app from Microsoft. It is a web-based version of Microsoft Outlook, and is included in Exchange Server and Exchange Online (a component of Microsoft 365). It can be freely accessed from any web browser whether inside or outside an organization's network, and includes a web email client, a calendar tool, a contact manager, and a task manager. It also includes add-in integration, Skype on the web, and alerts as well as unified themes that span across all the web apps. == Purpose == Outlook on the web is available to Microsoft 365 (formerly Office 365) and Exchange Online subscribers, and is included with the on-premises Exchange Server, to enable users to connect to their email accounts via a web browser, without requiring the installation of Microsoft Outlook or other email clients. In case of Exchange Server, it is hosted on a local intranet and requires a network connection to the Exchange Server for users to work with e-mail, address book, calendars and task. The Exchange Online version, which can be bought either independently or through Office 365 licensing program, is hosted on Microsoft servers on the World Wide Web. == History == Outlook Web Access was created in 1995 by Microsoft Program Manager Thom McCann on the Exchange Server team. An early working version was demonstrated by Microsoft Vice President Paul Maritz at Microsoft's famous Internet summit in Seattle on December 27, 1995. The first customer version was shipped as part of the Exchange Server 5.0 release in early 1997. The first component to allow client-side scripts to issue HTTP requests (XMLHTTP) was originally written by the Outlook Web Access team. It soon became a part of Internet Explorer 5. Renamed XMLHttpRequest and standardized by the World Wide Web Consortium, it has since become one of the cornerstones of the Ajax technology used to build advanced web apps. The default view is a three column view with folders and groups on the left, an email message list in the middle, and the selected message on the right. With the 2015 update, Microsoft introduced the ability to pin, sweep and archive messages, and undo the last action, as well as richer image editing features. It can connect to other services such as GitHub and Twitter through Office 365 Connectors. Actionable Messages in emails allows a user to complete a task from within the email, such as retweeting a Tweet on Twitter or setting a meeting date on a calendar. Outlook on the web supports S/MIME and includes features for managing calendars, contacts, tasks, documents (used with SharePoint or Office Web Apps), and other mailbox content. In the Exchange 2007 release, Outlook on the web (still called Outlook Web App at the time) also offers read-only access to documents stored in SharePoint sites and network UNC shares. === Calendar === Calendar is the calendaring component of Outlook on the web. With the update, Microsoft added a weather forecast directly in the Calendar, as well as icons (or "charms") as visual cues for an event. In addition, email reminders came to all events, and a special Birthday and Holiday event calendars are created automatically. Calendars can be shared and there are multiple views such as day, week, month, and today. Another view is work week which includes Mondays through Fridays in the calendar view. Calendar's "Board View" feature allows for a customizable calendar with widgets such as Goal, Calendar, Tasks and Tips. Calendar details can be added with HTML and rich-text editing, and files can be attached to calendar events and appointments. === People === People is the contact manager component of Outlook on the web. A user can search and edit existing contacts, as well as create new ones. Contacts can be placed into folders and duplicate contacts can be linked from multiple sources such as LinkedIn or Twitter. In Outlook Mail, a contact can be created by clicking on an email address sender, which pulls down a contact card with an add button to add to Outlook People. Contacts can be imported as well as placed into a list that can be utilized when composing an email in Outlook Mail. People can also sync with friends and connections lists on LinkedIn, Facebook, and Twitter. === To Do === To Do was originally launched as Tasks for Outlook Web App. Microsoft was slowly rolling out a preview of Tasks to its consumer-based Outlook.com service that in May 2015, was announced to be moving to the Office 365 infrastructure. It was initially a part of Calendar as a view. Microsoft has separated the services into its own web app in Outlook on the web. In a post on the Office Blogs in 2015, Microsoft announced that Outlook Web App would be renamed Outlook on the web and that Tasks would move under that brand. A user can create tasks, put them into categories, and move them to another folder. A feature added was the ability to set due days and sort and filter the tasks according to those criteria. The app provides the user with fields such as subject, start and end dates, percent complete, priority, and how much work was put into each task. Rich editing features like bold, italic, underline, numbering, and bullet points were also introduced. Tasks can be edited and categorized according to how the user wishes them to be sorted. == Removed features == Outlook on the web has had two interfaces available: one with a complete feature set (known as Premium) and one with reduced functionality (known as Light or sometimes Lite). Prior to Exchange 2010, the Premium client required Internet Explorer. Exchange 2000 and 2003 require Internet Explorer 5 and later, and Exchange 2007 requires Internet Explorer 6 and later. Exchange 2010 supports a wider range of web browsers: Internet Explorer 7 or later, Firefox 3.01 or later, Chrome, or Safari 3.1 or later. However, Exchange 2010 restricts its Firefox and Safari support to macOS and Linux. In Exchange 2013, these browser restrictions were lifted. In Exchange 2010 and earlier, the Light user interface is rendered for browsers other than Internet Explorer. The basic interface did not support search on Exchange Server 2003. In Exchange Server 2007, the Light interface supported searching mail items; managing contacts and the calendar was also improved. The 2010 version can connect to an external email account. The ability to add new accounts to Outlook on the web using the Connected accounts feature was removed in September 2018 and all connected accounts stopped synchronizing email the following month.

    In logic, a predicate is a non-logical symbol that represents a property or a relation, though, formally, does not need to represent anything at all. For instance, in the first-order formula P ( a ) {\displaystyle P(a)} , the symbol P {\displaystyle P} is a predicate that applies to the individual constant a {\displaystyle a} which evaluates to either true or false. Similarly, in the formula R ( a , b ) {\displaystyle R(a,b)} , the symbol R {\displaystyle R} is a predicate that applies to the individual constants a {\displaystyle a} and b {\displaystyle b} . Predicates are considered a primitive notion of first-order, and higher-order logic and are therefore not defined in terms of other more basic concepts. The term derives from the grammatical term "predicate", meaning a word or phrase that represents a property or relation. In the semantics of logic, predicates are interpreted as relations. For instance, in a standard semantics for first-order logic, the formula R ( a , b ) {\displaystyle R(a,b)} would be true on an interpretation if the entities denoted by a {\displaystyle a} and b {\displaystyle b} stand in the relation denoted by R {\displaystyle R} . Since predicates are non-logical symbols, they can denote different relations depending on the interpretation given to them. While first-order logic only includes predicates that apply to individual objects, other logics may allow predicates that apply to collections of objects defined by other predicates. In propositional logic, atomic formulas are sometimes regarded as zero-place predicates. In a sense, these are nullary (i.e. 0-arity) predicates. In first-order logic, a predicate is a non-logical relation symbol, which forms an atomic formula when applied to an appropriate number of terms. In set theory with the law of excluded middle, predicates are understood to be characteristic functions or set indicator functions (i.e., functions from a set element to a truth value). Set-builder notation makes use of predicates to define sets. In autoepistemic logic, which rejects the law of excluded middle, predicates may be true, false, or simply unknown. In particular, a given collection of facts may be insufficient to determine the truth or falsehood of a predicate. It offers an extensive range of web services for interacting with stored argument data, while also offering search and argument visualisation features that are all consistent with the formal ontology of AIF. At a basic level, the AIFdb web services allow for the insertion and querying of basic components of an AIF argument, such as nodes, edges and schemes. Building upon this basis, it also facilitates more complex interactions with these AIF argument structures. Such complex queries could make it possible, for example, to determine all the statements made by a particular person in support a given I-Node.     Micah Xavier Johnson (July 2, 1991 – July 8, 2016) was an American Army reserve Afghan war veteran, black nationalist, and mass murderer who perpetrated the 2016 shooting of Dallas police officers during a Black Lives Matter protest. He ambushed and killed five officers and wounded eleven others in Downtown, Dallas, Texas. He was killed by police during a standoff after expressing anger over police killings of black men. The shootings were the second-deadliest targeted attack on law enforcement officers in U.S. history, surpassed only by the September 11 attacks. == Early life == Micah Xavier Johnson was born in Magee, Mississippi, on July 2, 1991, and he was raised in Mesquite, Texas. When he was four years old, his parents divorced. At 17, Johnson enrolled at John Horn High School, where he joined the Junior Reserve Officers' Training Corps, as reported by the Mesquite Independent school district. He faced academic challenges, graduating in 2009 with a 1.98 GPA and ranking 430th out of 453 students in his class. In Spring 2011, Johnson registered for four courses at Richland college but did not complete any. Evidence suggests his enrollment at Richland gave him access to El Centro College, due to his pre-planned and coordinated movements throughout Building B during his standoff with police in 2016. == Military service == === Enlistment and early service === Micah Xavier Johnson enlisted in the U.S. Army Reserve in March 2009 at the age of 18, shortly after graduating high school in Mesquite, Texas. His initial service was primarily stateside, where he trained as a carpentry and masonry specialist (military occupational specialty 51B). This role involved engineering tasks such as construction and repair in support of military operations. During his reserve tenure, Johnson served part-time while living at home, and he was described by family and friends as initially idealistic about the military, even aspiring to become a police officer. === Deployment to Afghanistan === In September 2013, Johnson was activated for full-time duty and deployed to Afghanistan as part of the 420th Engineer Brigade, a unit based in Seagoville, Texas. His tour began in November 2013 and lasted approximately eight months, ending in July 2014. During this period, he performed non-combat engineering duties, though the stresses of serving in a combat zone were noted by those close to him. Associates from his service later suggested he experienced significant psychological strain, including the loss of friends and general disillusionment with military life, which contrasted with his pre-deployment enthusiasm. His mother later reflected that "the military was not what Micah thought it would be." === Sexual harassment allegation and early return === About six months into his deployment, in May 2014, Johnson faced a serious accusation of sexual harassment from a higher-ranking female soldier. She filed for a military protective order against him, prompting an investigation. As a result, his chain of command recommended an "other than honorable" discharge—the second (more severe is a dishonorable discharge, which does not require a court martial) most severe administrative separation short of a court-martial—and he was sent back to the United States ahead of schedule. Despite this, Johnson was not court-martialed, and the case did not lead to criminal charges. A military lawyer who represented him described the handling as unusual, noting that "someone really screwed up" in allowing him to avoid harsher consequences. === Post-deployment and discharge === Upon returning stateside in August 2014, Johnson resumed reserve duties with his engineering brigade until April 2015. He was honorably discharged at the rank of private first class (E-3), a relatively low junior enlisted rank after six years of service, which military sources attributed partly to the unresolved harassment allegation impacting his promotions and evaluations. Friends and family observed a marked change in his demeanor post-deployment: he became more reclusive, resentful toward the government, and withdrawn, with some speculating that the Afghanistan experience and the scandal contributed to a "small breakdown." In July 2016, following the Dallas shooting, the U.S. Army launched an internal review of his service record, including the harassment claims, to assess whether all misconduct allegations had been fully investigated. == Shootings == On July 7, 2016, a peaceful Black Lives Matter protest marched through downtown Dallas, Texas, drawing about 800 demonstrators. The event responded to the recent police killings of Alton Sterling in Baton Rouge, Louisiana, on July 5, and Philando Castile in Falcon Heights, Minnesota, on July 6—both black men shot during encounters captured on video. Around 100 officers monitored the march, which passed near El Centro College without incident until gunfire erupted around 8:45 p.m. Johnson arrived in a dark SUV, armed with an SKS semi-automatic rifle, a handgun, extra ammunition, and ballistic vests. He parked near the protest's end, chatted briefly with two officers, then opened fire on police from an elevated position on Lamar Street (now Botham Jean Boulevard). He shot from behind barriers, through windows, and while moving, targeting white officers specifically. The ambush killed five officers and wounded seven more, plus two civilians. Gunfire scattered protesters in panic as Johnson used military-style tactics, like quick position changes, to prolong the assault. === Standoff and Johnson's end === Johnson fled into El Centro College's Building C, then Building B, navigating pre-planned routes with familiarity from prior enrollment at nearby Richland College. He barricaded in a parking garage, wounding more officers in close-range fights. During two-hour negotiations, he taunted police via phone—laughing, singing, asking kill counts, and claiming planted bombs (none found). He admitted solo action, rage at White officers, and no group ties. At 2:30 a.m. on July 8, SWAT ended the standoff by detonating a bomb via remote-controlled robot in the garage, killing Johnson. This marked the first U.S. police use of such a tactic. === Victims and investigation findings === The slain officers were: Brent Thompson (Transit Authority, 36), Patrick Zamarripa (Dallas PD, 33), Michael Krol (Dallas PD, 40), Lorne Ahrens (Dallas PD, 48), and Michael Smith (Dallas PD, 55). Wounded officers included Sheik Smith, John Mitchell, and others; civilians She Tamara El-Sobky and Hillary Castro. Searches of Johnson's home revealed bomb-making materials, rifles, vests, and notes on tactics, suggesting plans for a larger attack. He had practiced explosions and honed skills post-discharge, including marksmanship. === Aftermath and impact === Dallas mourned with vigils and memorials, while national protests against police violence continued amid grief. President Barack Obama, the first African American president of the United States, called Johnson a "demented individual" and formed a task force on race and policing. The incident fueled debates on gun control, race relations, and veteran mental health—Johnson had sought VA treatment for stress and anxiety but showed no prior violent signs to friends. El Centro College canceled all classes on July 8. Police barricaded the perimeter and began canvassing the crime scene. The explosion that killed Johnson also destroyed the school's servers, further delaying reopening. The school partially reopened on July 20, with staff returning that day and students on the following day. Buildings A, B, and C remained closed pending the FBI investigation. == Motive == An investigation into his online activities uncovered his interest in black nationalist groups. The Southern Poverty Law Center (SPLC), and news outlets reported that Johnson "liked" the Facebook pages of black nationalist organizations such as the New Black Panther Party (NBPP), Nation of Islam, and Black Riders Liberation Party, three groups which are listed by the SPLC as hate groups. On Facebook, Johnson posted an angry and "disjointed" post against White people on July 2, several days before the attack. NBPP head Quanell X said after the shooting that Johnson had been a member of the NBPP's Houston chapter for about six months, several years before. Quanell X added that Johnson had been "asked to leave" the group for violating the organization's "chain of command" and espousing dangerous rhetoric, such as asking the NBPP why they had not purchased more weapons and ammunition, and expressing his desire to harm black church preachers because he believed they were more interested in money than God. Following the shooting, a national NBPP leader distanced the group from Johnson, saying that he "was not a member of" the party. Avianca, Inc. was a U.S. District Court for the Southern District of New York case in which the Court dismissed a personal injury case against the airline Avianca and issued a $5,000 fine to the plaintiffs' lawyers who had submitted fake precedents generated by ChatGPT in their legal briefs. == Background == In February 2022, Roberto Mata filed a personal injury lawsuit in the U.S. District Court for the Southern District of New York against Avianca, alleging that he was injured when a metal serving cart struck his knee during an international flight. The plaintiff's lawyers used ChatGPT to generate a legal motion, which contained numerous fake legal cases involving fictitious airlines with fabricated quotations and internal citations. Avianca's lawyers notified the Court that they had been "unable to locate" a few legal cases cited in the legal motion. The Court could not locate the cases either and ordered the plaintiff's lawyers to provide copies of the cited legal cases. Mata's lawyers provided copies of documents purportedly containing all but one of the legal cases, after ChatGPT assured that the cases "indeed exist" and "can be found in reputable legal databases such as LexisNexis and Westlaw." == Opinion == In May 2023, Judge P. Kevin Castel dismissed the personal injury case against Avianca and ordered the plaintiff's attorneys to pay a $5,000 fine. Judge Castel noted numerous inconsistencies in the opinion summaries, describing one of the legal analyses as "gibberish." Judge Castel held that Mata's lawyers had acted with "subjective bad faith" sufficient for sanctions under Federal Rule of Civil Procedure Rule 11. == Impact == In July 2024, the American Bar Association issued its first formal ethics opinion on the responsibilities of lawyers using generative AI (GAI). The 15-page opinion outlines how the Rules of Professional Conduct apply to the use of GAI in the practice of law. Experts caution that lawyers cannot reasonably rely on the accuracy, completeness, or validity of content generated by GAI tools. Due to the continued usage of GAI in the practice of law, Mata has been described as a landmark case by legal professionals, as it is frequently cited by courts in cases where usage of GAI during the course of proceedings leads to the creation and citation of nonexistent caselaw.

    Mobile Fortify is a mobile app used by United States Immigration and Customs Enforcement (ICE) on their government-issued phones. The app allows agents to take a photo in order to gather biometrics, including contactless fingerprints and faceprints, for the purpose of identifying an individual and their potential immigration status. The app was created by NEC. == History == In June 2025, use of Mobile Fortify by ICE was uncovered through leaked emails and the user manual, reported by 404 Media. The app is internally developed, and details of the parent company and developer were initially unknown. In January 2026, the DHS's 2025 AI Use Case Inventory revealed the vendor as NEC Corporation, an international conglomerate with subsidiaries in Argentina, Australia, China, India and Malaysia. Later that month, several senators demanded transparency around the app and its origins, and that ICE stop using it. A second letter was sent again in November, after hearing no response to the previous letter from ICE. == Technology == Unlike other facial recognition software, Fortify uses federally linked databases. By contrast, Clearview AI uses public social media databases for biometric scanning. Federal databases include DHS's automated biometric identification system (IDENT), containing more than 270 million biometric records, and Customs and Border Protection's Traveler Verification Service. The State Department's visa and passport photo database, the FBI's National Crime Information Center, National Law Enforcement Telecommunications Systems, and CBP's TECS and Seized Assets and Case Tracing System (SEACATS). == Oversight == Several senators urged ICE to stop using the app for fear of infringing on fourth amendment and first amendment rights, and requested details on who developed the app, when it was deployed, whether the app was tested for accuracy, and policies and practices governing its use. In June 2025, they sent an open letter to Todd Lyons, ICE acting director, signed by senators Cory Booker, Chris Van Hollen, Ed Markey, Bernie Sanders, Adam Schiff, Tina Smith, Elizabeth Warren, and Ron Wyden. On November 3, a second letter was sent to the ICE by senators, after not receiving answers to questions from the previous letter deadlined for October 2. == Criticism == Mobile Fortify, and ICE's use of similar biometric identification technologies (such as Mobile Identify, an app similar to Mobile Fortify to be used by local or regional law enforcement to assist in immigration enforcement ) has faced scrutiny from a variety of digital rights organizations, politicians, and news outlets. The criticism is already considered to potentially be a reason why the similar Mobile Identify app was pulled from the Google Play Store. Facial recognition technologies are known to produce false-positives and generally unreliable results, especially on those with darker skin tones. ICE has already previously mistakenly arrested a U.S. citizen under the belief he was illegally in the country, and later stated that he "could be deported based on biometric confirmation of his identity" prior to his release. U.S. representative Bennie Thompson, ranking member of the House Homeland Security Committee has previously commented that "ICE officials have told us that an apparent biometric match by Mobile Fortify is a ‘definitive’ determination of a person's status and that an ICE officer may ignore evidence of American citizenship—including a birth certificate—if the app says the person is an alien," and that "Mobile Fortify is a dangerous tool in the hands of ICE, and it puts American citizens at risk of detention and even deportation," On January 19, 2026, 404 Media reported on a case where a woman, identified in court documents as "MJMA", was scanned by Mobile Fortify twice in the same interaction, and two entirely different names were provided by the app. According to the Innovation Law Lab, whose attorneys are representing MJMA, both of the names were incorrect. ICE has stated that they will not allow people to decline to be scanned by Mobile Fortify, and that photos taken, even those of U.S. citizens, will be stored for 15 years, something that has been criticized primarily because ICE has not performed a Privacy Impact Assessment (PIA) for Mobile Fortify, the right to decline other forms of biometric verification to the U.S. government is often available under other circumstances, and the 15 year window is viewed as unnecessarily large.

This is achieved by providing a coherent syntax and well-defined semantics to represent legal documents in a digital format. It is designed to be suitable as a common exchange format in all parliamentary, legal and judicial systems around the world. Taking advantage of the shared heritage present in all legal systems, Akoma Ntoso has been developed to have ample flexibility to respond to all the differences in texts, languages, and legal practices. Aiming to expand on certain common practices, the standard therefore has a broad scope. It includes a common extensible model for data (the document content) and metadata (such as bibliographic information and annotations). Specifically, as a common legal document standard for the interchange of legal documents it is designed to be highly flexible in its support of documents and functionalities, maintaining a large set of both structural and semantic building blocks (over 500 entities in version 3.0) for representing this wide variety of document types of virtually all legal traditions. As official self-description, the standard (...) defines a set of simple, technology-neutral electronic representations of parliamentary, legislative and judiciary documents for e-services in a worldwide context and provides an enabling framework for the effective exchange of "machine readable" parliamentary, legislative and judiciary documents such as legislation, debate record, minutes, judgements, etc. Providing access to primary legal materials, parliamentary works and judiciaries documents is not just a matter of giving physical or on-line access to them. "Open access" requires the information to be described and classified in a uniform and organized way so that content is structured into meaningful elements that can be read and understood by software applications, so that the content is made "machine readable" and more sophisticated applications than on-screen display are made possible. The standard is composed of: an XML vocabulary that defines the mapping between the structure of legal documents and their equivalent in XML; specifications of an XML schema that defines the structure of legal documents in XML. They provide rich possibilities of description for several types of parliamentary, legislative and judiciary document, such as bills, acts and parliamentary records, judgments, or gazettes; a recommended naming convention for providing unique identifiers to legal sources based on FRBR model; a MIME type definition. == History and adoption == Akoma Ntoso started as an UNDESA project in 2004 within the initiative "Strengthening Parliaments' Information Systems in Africa". Its core vocabulary was created mostly by Monica Palmirani and Fabio Vitali, two professors from the Centre for Research in the History, Philosophy, and Sociology of Law and in Computer Science and Law (CIRSFID) of the University of Bologna. A first legislative text editor supporting Akoma Ntoso was developed in 2007 on the base of OpenOffice. In 2010 European Parliament developed an open source web-based application called AT4AM based on Akoma Ntoso for facilitating the production and the management of legislative amendments. Thanks to this project, the application of Akoma Ntoso could be extended to new type of documents (e.g. legislative proposal, transcript) and to other scenarios (e.g., multilingual translation process). Akoma Ntoso also was explicitly designed to be compliant with CEN Metalex, one of the other popular legal standards, which is used in the legislation.gov.uk. In 2012, the Akoma Ntoso specifications became the main working base for the activities of the LegalDocML Technical Committee within the LegalXML member section of OASIS. The "United States Legislative Markup" (USLM) schema for the United States Code (the US codified laws), developed in 2013, and the LexML Brasil XML schema for Brazilian legislative and judiciary documents, developed before, in 2008, were both designed to be consistent with Akoma Ntoso. The United States Library of Congress created the Markup of US Legislation in Akoma Ntoso challenge in July 2013 to create representations of selected US bills using the most recent Akoma Ntoso standard within a couple months for a $5000 prize, and the Legislative XML Data Mapping challenge in September 2013 to produce a data map for US bill XML and UK bill XML to the most recent Akoma Ntoso schema within a couple months for a $10000 prize. The National Archives of UK converted all the legislation in AKN in 2014. The availability of bulk legislation "moved the UK's ranking from fourth to first, in the 2014 Global Open Data Index, for legislation". The Senate of Italian Republic provides, since July 2016, all the bills in Akoma Ntoso as bulk in open data repository. The German Federal Ministry of the Interior started the project Elektronische Gesetzgebung ("Electronic Legislation") in 2015/2016 and published Version 1.0 of the German application profile "LegalDocML.de" in March 2020. The projects aim is to digitalize the entire legislative lifecycle from drafting to publication. Germany decided to adopt a model-driven development approach to creating and providing a subschema-based application profile in order to ensure interoperability among organizationally independent actors, each with their respective IT landscapes and tools. In this initial version LegalDocML.de covers draft bills in the form of laws, regulations and general administrative directives. As part of an ongoing development process, the standard could incrementally be expanded in future stages to include all relevant document types of parliamentary, legislative and promulgation processes and tools. The High-Level Committee on Management (HLCM), part of the United Nations System Chief Executives Board for Coordination, set up a Working Group on Document Standards that approved in April 2017 to adopt Akoma Ntoso as standard for modeling its documentation. Akoma Ntoso in its version 1.0 is finally adopted as OASIS standard in the frame of LegalDocML in August 2018.

    DARPA Grand Challenge

    The DARPA Grand Challenge is a prize competition for American autonomous vehicles, funded by the Defense Advanced Research Projects Agency, the most prominent research organization of the United States Department of Defense. Congress has authorized DARPA to award cash prizes to further DARPA's mission to sponsor revolutionary, high-payoff research that bridges the gap between fundamental discoveries and military use. The initial DARPA Grand Challenge in 2004 was created to spur the development of technologies needed to create the first fully autonomous ground vehicles capable of completing a substantial off-road course within a limited time. The third event, the DARPA Urban Challenge in 2007, extended the initial Challenge to autonomous operation in a mock urban environment. The 2012 DARPA Robotics Challenge, focused on autonomous emergency-maintenance robots, and new Challenges are still being conceived. The DARPA Subterranean Challenge was tasked with building robotic teams to autonomously map, navigate, and search subterranean environments. Such teams could be useful in exploring hazardous areas and in search and rescue. In addition to the challenges in autonomous technology, DARPA has also conducted prize competitions in other areas of technology. == History and background == Fully autonomous vehicles have been an international pursuit for many years, from endeavors in Japan (starting in 1977), Germany (Ernst Dickmanns and VaMP), Italy (the ARGO Project), the European Union (EUREKA Prometheus Project), the United States of America, and other countries. DARPA funded the development of the first fully autonomous robot beginning in 1966 with the Shakey the robot project at Stanford Research Institute, now SRI International. The first autonomous ground vehicle capable of driving on and off roads was developed by DARPA as part of the Strategic Computing Initiative beginning in 1984 leading to demonstrations of autonomous navigation by the Autonomous Land Vehicle and the Navlab. The Grand Challenge was the first long distance competition for driverless cars in the world; other research efforts in the field of driverless cars take a more traditional commercial or academic approach. The U.S. Congress authorized DARPA to offer prize money ($1 million) for the first Grand Challenge to facilitate robotic development, with the ultimate goal of making one-third of ground military forces autonomous by 2015. Following the 2004 event, Dr. Tony Tether, the director of DARPA, announced that the prize money had been increased to $2 million for the next event, which was claimed on October 9, 2005. The first, second and third places in the 2007 Urban Challenge received $2 million, $1 million, and $500,000, respectively. 14 new teams have qualified in year 2015. The competition was open to teams and organizations from around the world, as long as there was at least one U.S. citizen on the roster. Teams have participated from high schools, universities, businesses and other organizations. More than 100 teams registered in the first year, bringing a wide variety of technological skills to the race. In the second year, 195 teams from 36 U.S. states and 4 foreign countries entered the race. == 2004 Grand Challenge == The first competition of the DARPA Grand Challenge was held on March 13, 2004 in the Mojave Desert region of the United States, along a 150-mile (240 km) route that follows along the path of Interstate 15 from just before Barstow, California to just past the California–Nevada border in Primm. None of the robot vehicles finished the route. Carnegie Mellon University's Red Team and car Sandstorm (a converted Humvee) traveled the farthest distance, completing 11.78 km (7.32 mi) of the course before getting hung up on a rock after making a switchback turn. No winner was declared, and the cash prize was not given. Therefore, a second DARPA Grand Challenge event was scheduled for 2005. == 2005 Grand Challenge == The second competition of the DARPA Grand Challenge began at 6:40 am on October 8, 2005. All but one of the 23 finalists in the 2005 race surpassed the 11.78 km (7.32 mi) distance completed by the best vehicle in the 2004 race. Five vehicles successfully completed the 212 km (132 mi) course: Vehicles in the 2005 race passed through three narrow tunnels and negotiated more than 100 sharp left and right turns. The race concluded through Beer Bottle Pass, a winding mountain pass with a sheer drop-off on one side and a rock face on the other. Although the 2004 course required more elevation gain and some very sharp switchbacks (Daggett Ridge) were required near the beginning of the route, the course had far fewer curves and generally wider roads than the 2005 course. The natural rivalry between the teams from Stanford and Carnegie Mellon (Sebastian Thrun, head of the Stanford team was previously a faculty member at Carnegie Mellon and colleague of Red Whittaker, head of the CMU team) was played out during the race. Mechanical problems plagued H1ghlander before it was passed by Stanley. Gray Team's entry was a miracle in itself, as the team from the suburbs of New Orleans was caught in Hurricane Katrina a few short weeks before the race. The fifth finisher, Terramax, a 30,000 pound entry from Oshkosh Truck, finished on the second day. The huge truck spent the night idling on the course, but was particularly nimble in carefully picking its way down the narrow roads of Beer Bottle Pass. == 2007 Urban Challenge == The third competition of the DARPA Grand Challenge, known as the "Urban Challenge", took place on November 3, 2007 at the site of the now-closed George Air Force Base (currently used as Southern California Logistics Airport), in Victorville, California (Google map). The course involved a 96 km (60 mi) urban area course, to be completed in less than 6 hours. Rules included obeying all traffic regulations while negotiating with other traffic and obstacles and merging into traffic. Unlike previous challenges, the 2007 Urban Challenge organizers divided competitors into two "tracks", A and B. All Track A and Track B teams were part of the same competition circuit, but the teams chosen for the Track A program received US $1 million in funding. These 11 teams largely represented major universities and large corporate interests such as CMU teaming with GM as Tartan Racing, Stanford teaming with Volkswagen, Virginia Tech teaming with TORC Robotics as VictorTango, Oshkosh Truck, Honeywell, Raytheon, Caltech, Autonomous Solutions, Cornell University, and MIT. One of the few independent entries in Track A was the Golem Group. DARPA has not publicly explained the rationale behind the selection of Track A teams. Teams were given maps sparsely charting the waypoints that defined the competition courses. At least one team, Tartan Racing, enhanced the maps through the insertion of additional extrapolated waypoints for improved navigation. A debriefing paper published by Team Jefferson illustrates graphically the contrast between the course map it was given by DARPA and the course map used by Tartan Racing. Tartan Racing claimed the $2 million prize with their vehicle "Boss", a Chevy Tahoe. The second-place finisher earning the $1 million prize was the Stanford Racing Team with their entry "Junior", a 2006 Volkswagen Passat. Coming in third place was team VictorTango, winning the $500,000 prize with their 2005 Ford Escape hybrid, "Odin". MIT placed 4th, with Cornell University and University of Pennsylvania/Lehigh University also completing the course. The six teams that successfully finished the entire course: While the 2004 and 2005 events were more physically challenging for the vehicles, the robots operated in isolation and only encountered other vehicles on the course when attempting to pass. The Urban Challenge required designers to build vehicles able to obey all traffic laws while they detect and avoid other robots on the course. This is a particular challenge for vehicle software, as vehicles must make "intelligent" decisions in real time based on the actions of other vehicles. Other than previous autonomous vehicle efforts that focused on structured situations such as highway driving with little interaction between the vehicles, this competition operated in a more cluttered urban environment and required the cars to perform sophisticated interactions with each other, such as maintaining precedence at a 4-way stop intersection. == 2012 Robotics Challenge == The DARPA Robotics Challenge is an ongoing competition focusing on humanoid robotics. The primary goal of the program is to develop ground robotic capabilities to execute complex tasks in dangerous, degraded, human-engineered environments.
