In neuroscience and machine learning, three-factor learning is the combination of Hebbian plasticity with a third modulatory factor to stabilise and enhance synaptic learning. This third factor can represent various signals such as reward, punishment, error, surprise, or novelty, often implemented through neuromodulators. == Description == Three-factor learning introduces the concept of eligibility traces, which flag synapses for potential modification pending the arrival of the third factor, and helps temporal credit assignement by bridging the gap between rapid neuronal firing and slower behavioral timescales, from which learning can be done. Biological basis for Three-factor learning rules have been supported by experimental evidence. This approach addresses the instability of classical Hebbian learning by minimizing autocorrelation and maximizing cross-correlation between inputs.
Owain Evans
Owain Rhys Evans is a British artificial intelligence researcher who works on AI alignment and machine learning safety. He founded Truthful AI, a research group based in Berkeley, California, and is an affiliate of the Center for Human Compatible AI (CHAI) at the University of California, Berkeley. His research addresses AI truthfulness, emergent behaviors in large language models, and the alignment of AI systems with human values. == Education == Evans earned a Bachelor of Arts in philosophy and mathematics from Columbia University in 2008 and a PhD in philosophy from the Massachusetts Institute of Technology in 2015. His doctoral research focused on Bayesian computational models of human preferences and decision-making. == Career == After completing his doctorate, Evans held positions at the Future of Humanity Institute (FHI) at the University of Oxford, first as a postdoctoral research fellow and later as a research scientist. While at FHI, he co-authored a survey of machine learning researchers on timelines for human-level AI, published in the Journal of Artificial Intelligence Research. The survey was reported on by Newsweek, New Scientist, the BBC, and The Economist. He was also among the co-authors of a 2018 report on the potential for misuse of AI technologies, published by researchers at Oxford, Cambridge, and other institutions. Since 2022, Evans has been based in Berkeley, where he founded Truthful AI, a non-profit research group that studies AI truthfulness, deception, and emergent behaviors in large language models. == Research == Evans's early work examined challenges in inverse reinforcement learning when human behavior is irrational or biased, proposing methods for AI systems to infer preferences from imperfect human demonstrations. He co-developed TruthfulQA (2021), a benchmark that tests whether language models give truthful answers rather than repeating common misconceptions. Initial evaluations found that larger models were not more truthful, suggesting that scaling alone does not improve factual accuracy. The benchmark has since been used by AI developers to evaluate large language models. He also co-authored a paper proposing design and governance strategies for building AI systems that do not deceive or hallucinate. In 2023, Evans and collaborators described the "reversal curse", showing that language models trained on a fact in one direction (e.g. "A is B") often cannot answer the corresponding reverse query ("B is A"). His group also developed a benchmark for evaluating situational awareness in language models. In 2025, Evans and colleagues published a study in Nature on what they termed "emergent misalignment": fine-tuning a language model on a narrow task (writing insecure code) caused it to produce unrelated harmful outputs without explicit instruction to do so. Later that year, Evans and collaborators (including researchers at Anthropic) reported that hidden behavioral traits can transfer between language models through training data, even when those traits are not explicitly present in the data, a phenomenon they called "subliminal learning". == Public engagement == In November 2025, Evans delivered the Hinton Lectures, a keynote lecture series on AI safety co-founded by Geoffrey Hinton and the Global Risk Institute.
Computer-aided software engineering
Computer-aided software engineering (CASE) is a domain of software tools used to design and implement applications. CASE tools are similar to and are partly inspired by computer-aided design (CAD) tools used for designing hardware products. CASE tools are intended to help develop high-quality, defect-free, and maintainable software. CASE software was often associated with methods for the development of information systems together with automated tools that could be used in the software development process. == History == The Information System Design and Optimization System (ISDOS) project, started in 1968 at the University of Michigan, initiated a great deal of interest in the whole concept of using computer systems to help analysts in the very difficult process of analysing requirements and developing systems. Several papers by Daniel Teichroew fired a whole generation of enthusiasts with the potential of automated systems development. His Problem Statement Language / Problem Statement Analyzer (PSL/PSA) tool was a CASE tool although it predated the term. Another major thread emerged as a logical extension to the data dictionary of a database. By extending the range of metadata held, the attributes of an application could be held within a dictionary and used at runtime. This "active dictionary" became the precursor to the more modern model-driven engineering capability. However, the active dictionary did not provide a graphical representation of any of the metadata. It was the linking of the concept of a dictionary holding analysts' metadata, as derived from the use of an integrated set of techniques, together with the graphical representation of such data that gave rise to the earlier versions of CASE. The next entrant into the market was Excelerator from Index Technology in Cambridge, Mass. While DesignAid ran on Convergent Technologies and later Burroughs Ngen networked microcomputers, Index launched Excelerator on the IBM PC/AT platform. While, at the time of launch, and for several years, the IBM platform did not support networking or a centralized database as did the Convergent Technologies or Burroughs machines, the allure of IBM was strong, and Excelerator came to prominence. Hot on the heels of Excelerator were a rash of offerings from companies such as Knowledgeware (James Martin, Fran Tarkenton and Don Addington), Texas Instrument's CA Gen and Andersen Consulting's FOUNDATION toolset (DESIGN/1, INSTALL/1, FCP). CASE tools were at their peak in the early 1990s. According to the PC Magazine of January 1990, over 100 companies were offering nearly 200 different CASE tools. At the time IBM had proposed AD/Cycle, which was an alliance of software vendors centered on IBM's Software repository using IBM DB2 in mainframe and OS/2: The application development tools can be from several sources: from IBM, from vendors, and from the customers themselves. IBM has entered into relationships with Bachman Information Systems, Index Technology Corporation, and Knowledgeware wherein selected products from these vendors will be marketed through an IBM complementary marketing program to provide offerings that will help to achieve complete life-cycle coverage. With the decline of the mainframe, AD/Cycle and the Big CASE tools died off, opening the market for the mainstream CASE tools of today. Many of the leaders of the CASE market of the early 1990s ended up being purchased by Computer Associates, including IEW, IEF, ADW, Cayenne, and Learmonth & Burchett Management Systems (LBMS). The other trend that led to the evolution of CASE tools was the rise of object-oriented methods and tools. Most of the various tool vendors added some support for object-oriented methods and tools. In addition new products arose that were designed from the bottom up to support the object-oriented approach. Andersen developed its project Eagle as an alternative to Foundation. Several of the thought leaders in object-oriented development each developed their own methodology and CASE tool set: Jacobson, Rumbaugh, Booch, etc. Eventually, these diverse tool sets and methods were consolidated via standards led by the Object Management Group (OMG). The OMG's Unified Modelling Language (UML) is currently widely accepted as the industry standard for object-oriented modeling. == CASE software == === Tools === CASE tools support specific tasks in the software development life-cycle. They can be divided into the following categories: Business and analysis modeling: Graphical modeling tools. E.g., E/R modeling, object modeling, etc. Development: Design and construction phases of the life-cycle. Debugging environments. E.g., IISE LKO. Verification and validation: Analyze code and specifications for correctness, performance, etc. Configuration management: Control the check-in and check-out of repository objects and files. E.g., SCCS, IISE. Metrics and measurement: Analyze code for complexity, modularity (e.g., no "go to's"), performance, etc. Project management: Manage project plans, task assignments, scheduling. Another common way to distinguish CASE tools is the distinction between Upper CASE and Lower CASE. Upper CASE Tools support business and analysis modeling. They support traditional diagrammatic languages such as ER diagrams, Data flow diagram, Structure charts, Decision Trees, Decision tables, etc. Lower CASE Tools support development activities, such as physical design, debugging, construction, testing, component integration, maintenance, and reverse engineering. All other activities span the entire life-cycle and apply equally to upper and lower CASE. === Workbenches === Workbenches integrate two or more CASE tools and support specific software-process activities. Hence they achieve: A homogeneous and consistent interface (presentation integration) Seamless integration of tools and toolchains (control and data integration) An example workbench is Microsoft's Visual Basic programming environment. It incorporates several development tools: a GUI builder, a smart code editor, debugger, etc. Most commercial CASE products tended to be such workbenches that seamlessly integrated two or more tools. Workbenches also can be classified in the same manner as tools; as focusing on Analysis, Development, Verification, etc. as well as being focused on the upper case, lower case, or processes such as configuration management that span the complete life-cycle. === Environments === An environment is a collection of CASE tools or workbenches that attempts to support the complete software process. This contrasts with tools that focus on one specific task or a specific part of the life-cycle. CASE environments are classified by Fuggetta as follows: Toolkits: Loosely coupled collections of tools. These typically build on operating system workbenches such as the Unix Programmer's Workbench or the VMS VAX set. They typically perform integration via piping or some other basic mechanism to share data and pass control. The strength of easy integration is also one of the drawbacks. Simple passing of parameters via technologies such as shell scripting can't provide the kind of sophisticated integration that a common repository database can. Fourth generation: These environments are also known as 4GL standing for fourth generation language environments due to the fact that the early environments were designed around specific languages such as Visual Basic. They were the first environments to provide deep integration of multiple tools. Typically these environments were focused on specific types of applications. For example, user-interface driven applications that did standard atomic transactions to a relational database. Examples are Informix 4GL, and Focus. Language-centered: Environments based on a single often object-oriented language such as the Symbolics Lisp Genera environment or VisualWorks Smalltalk from Parcplace. In these environments all the operating system resources were objects in the object-oriented language. This provides powerful debugging and graphical opportunities but the code developed is mostly limited to the specific language. For this reason, these environments were mostly a niche within CASE. Their use was mostly for prototyping and R&D projects. A common core idea for these environments was the model–view–controller user interface that facilitated keeping multiple presentations of the same design consistent with the underlying model. The MVC architecture was adopted by the other types of CASE environments as well as many of the applications that were built with them. Integrated: These environments are an example of what most IT people tend to think of first when they think of CASE. Government Secure Intranet
Government Secure Intranet (GSi) was a United Kingdom government wide area network, whose main purpose was to enable connected organisations to communicate electronically and securely at low protective marking levels. It was known for the '.gsi.gov.uk' family of domains for government email. Migration away from these domains began in 2019 and was completed in 2023. == History == === Use === Many UK government organisations used the GSi to transfer files on a peer-to-peer (P2P) basis between similarly accredited networks. The network itself was open within the context of its accreditation – it imposed no restrictions on traffic types carried across the network, restrictions and policy control were left to the connecting departments. Email traffic in and out of the network was filtered by an external provider. === Origin === The concept of GSi was defined by the Cabinet Office, and was turned into practical reality by the Internet Special Products group of Cable & Wireless (then known as Mercury Communications) at their Brentford premises. GSi development started late 1996, and can be roughly dated by checking the registration date of its first domain name, 'gsi.net', registered 30 May 1997. The formal go-live date was several months later (according to the Central Computer and Telecommunications Agency (CCTA) this was February 1998). The main drivers behind the development of GSi was the plethora of inter-agency connections in UK government which made managing security and connectivity budgets problematic. GSi not only provided better oversight, it also normalised connectivity. GSi was designed as an accredited, dual link connected Internet Protocol backbone, it imposed no restrictions on what type of traffic it carried; any restrictions were considered a policy decision for each connecting department. The design of GSi partly supported the then developing eGIF interoperability standards. This was a direct consequence of the two key technical people driving the project, one from Cable & Wireless, one from the UK government in the form of the CCTA. GSi used SMTP as mail transport protocol, and the conversion from the then prevalent X.400 email facilities to SMTP proved for many departments an improvement in reliability and speed. In the case of X.400, this conversion also cut email costs substantially as X.400 message conversions were still chargeable even if the conversion failed due to message size. In some cases, the ROI of such an email conversion was as short as two months. The creation of GSi handed Cable & Wireless a monopoly on UK government data connectivity. GSi can be considered one of the more successful UK government IT projects from the point of view of take up - even when still in pilot phase, demand increased to a point where service windows had to be imposed to continue building the platform to full strength. The development of GSi was also the root of the creation of the CESG Listed Adviser Scheme (CLAS). During the build of GSi, the need for accredited advisers became clear as advice on connectivity invariably involved discussing government confidential matters. CESG eventually responded with the above CLAS scheme. === Operations contract === GSi was operated on a five-year renewable contract basis. Energis won this contract from Cable & Wireless in August 2003. Cable & Wireless then bought Energis in 2005, thus regaining control over the platform. Cable and Wireless Worldwide won the GSi Convergence Framework (GCF) contract in 2011. The GSi and Managed Telecommunications Service (MTS) framework agreements finished in August 2011 with contracts running on to 12 February 2012. GCF is intended to facilitate the migration to the Public Services Network. === Previous developments === Government Connect went live across local authorities in England and Wales. Government Connect is a pan-government programme providing an accredited and secure network between central government and every local authority in England and Wales and allows exchange of RESTRICTED information between authorities. The GCSX network is part of the wider GSi and provides connectivity to nearly all central departments. Scottish local authorities have already established a similar network known as the Government Secure Extranet (GSX). Local authorities with a GCSX connection can now use a GCSX email account to exchange sensitive data, including DWP benefits data, patient identifiable data, with health sector staff who have a NHS.net email address, e.g. PCT staff and GPs. As both GCSX and the Police National Network (PNN) are both connected to the wider Government Secure Intranet (GSi), data can be transferred securely between local authorities and the Police. GC Mail can be used now to replace the existing less efficient and less secure methods of exchanging data between local authorities and the Police. Local authorities that deliver Housing and Council Tax benefits are taking part in the e-Transfers programme, which is e-enabling the process for delivery of Local Authority Input Documents (LAIDs) and Local Authority Claim Information (LACIs). Version 4.1 of the Code of Connection for compliance was introduced in 2010. Compared with version 3.2 the main Code of Connection version 4.1 areas of are: Mobile working - full implementation of compliant service Firewall specification (EAL 4) Execution of unauthorised software Requirement for IT Healthchecks (CHECK / CREST / TigerScheme) Labelling e-mails with protective markings. == Public Services Network == The Public Services Network is a UK Government programme that unified the provision of network infrastructure across the United Kingdom public sector into an interconnected "network of networks". This included large elements of GSi. It is now a legacy network. Centrally procured public sector networks migrated across to the PSN framework as they reached the end of their contract terms, either through an interim framework or directly. The Government Secure Intranet (GSi) contracts expired in September 2011, running on to 12 February 2012 and were replaced by the transitional Government Secure Intranet Convergence Framework (GCF).
Cognos ReportNet
Cognos ReportNet (CRN) was a web-based software product for creating and managing ad hoc and custom-made reports. ReportNet was developed by the Ottawa-based company Cognos (formerly Cognos Incorporated), an IBM company. The web-based reporting tool was launched in September 2003. Since IBM's acquisition of Cognos, ReportNet has been renamed IBM Cognos ReportNet like all other Cognos products. ReportNet uses web services standards such as XML and Simple Object Access Protocol and also supports dynamic HTML and Java. ReportNet is compatible with multiple databases including Oracle, SAP, Teradata, Microsoft SQL server, DB2 and Sybase. The product provides interface in over 10 languages, has Web Services architecture to meet the needs of multi-national, diversified enterprises and helps reduce total cost of ownership. Multiple versions of Cognos ReportNet have since been released by the company. Cognos ReportNet was awarded the Software and Information Industry Association (SIIA) 2005 Codie awards for the "Best Business Intelligence or Knowledge Management Solution" category. CRN's capabilities have been further used in IBM Cognos 8 BI (2005), the latest reporting tool. CRN comes with its own software development kit (SDK). == Launch == Early adopters of Cognos ReportNet for their corporate reporting needs included Bear Stearns, BMW and Alfred Publishing. Around this same time of launch, Cognos competitor Business Objects released version 6.1 of its enterprise reporting tool. Cognos ReportNet has been successful since its launch, raising revenues in 2004 from licensing fees. == Controversy == Cognos rival Business Objects announced in 2005 that BusinessObjects XI significantly outperformed Cognos ReportNet in benchmark tests conducted by VeriTest, an independent software testing firm. The tests performed showed Cognos ReportNet performed poorly when processing styled reports, complex business reports and combination of both. The tests reported a massive 21 times higher report throughput for BusinessObjects XI than Cognos ReportNet at capacity loads. Cognos soon dismissed the claims by stating Business Objects dictated the environment and testing criteria and Cognos did not provide the software to participate in benchmark test. Cognos later performed their own test to demonstrate Cognos ReportNet capabilities. == Components == Cognos Report Studio – A Web-based product for creating complex professional looking reports. Digital on-screen graphics by country are the varying logos and differences of digital on-screen graphics in different countries and regions. == Overview == Digital on-screen graphics (DOGs; also called a digitally originated graphic, bug, network bug, on-screen bug, or screenbug) are almost always placed in one of four corners: the top left, the top right, the bottom left, or the bottom right. There are few exceptions to this rule: most notably, Saturday! in Russia, which places their DOG in the top center. Many news broadcasters, as well as a few television networks, also place a clock alongside their bug. In the United States, Canada, Australia, and New Zealand, DOGs may also include the show's parental guideline rating. In Australia, this is known as a Program Return Graphic (PRG). It has become common to place text above the station's logo advertising other programs on the network. In many countries, some TV networks insert the word "live" near the DOG to advise viewers that the program is live, rather than pre-recorded. During televised sports events, a DOG may also display game-related statistics such as the current score. This has led people in Canada and the United States to refer to such a DOG as a score bug. In many countries, DOGs are removed in non-program sections such as commercials and program trailers, but TV channels in some other countries have retained in full color or instead replaced them in either of these sections or in both sections (like Turkey, Indonesia, Italy, the entirety of South Asia, Vietnam, Taiwan, and Russia). == MENA == === Arab world === Arabic TV logos are placed in the top-right and top-left except for Al-Jazeera, whose logo appears on the bottom-right of the screen. Some Arabian TV stations hide their logos during commercial breaks and promos/trailers, such as Dubai TV, Dubai One, Funoon, the Egyptian CBC and Nile TV networks, ART Hekayat, ART Hekayat 2, Iqraa, and Al-Jazeera. Abu Dhabi TV and MBC1 initially had their logos at the bottom-right corner from their launch until the mid-2000s, when they were moved to the top-right corner. === Iran === Iranian broadcaster IRIB introduced DOGs in early 2000s. Unlike other Middle Eastern nations that introduced DOGs on their TV networks in 1990s, Iran was very late in this practice. Almost all Iranian TV channels display DOGs at top-left corner of the screen. The few exception is IRIB-owned channels remove DOGs during news broadcasts. === Israel === In Israel, Television DOGs were first introduced in 1991. Israeli channel watermarks most often appear on the top left or the top right corner since Israeli cable and satellite-based services often have the channel description and programming (OSD) on the bottom of the screen. Most channels have an opaque, full-color watermark, though exceptions exist, for example Channel 9, which displays a blue-tinted semi-transparent logo. In ad breaks, it is required to replace the channel watermark with another symbol – sometimes on the other edge of the screen – indicating there are ads at the moment. The Israel Broadcasting Authority, whose channels placed their logos in the top left corner, ceased broadcasting in May 2017. The new public broadcaster, the Israeli Public Broadcasting Corporation, displays its logos at the top right instead. The erstwhile Channel 2 as well as its successors, Keshet 12 and Reshet 13, also use the top right corner. However, Channel 10 used the top left corner before rebranding to Eser (Literally "Ten") in 2017 and simultaneously moving its logo to the top right (Not long after, in January 2019, it ceased broadcasting as it merged with Reshet 13). Channel 14 as well as its predecessor Channel 20 use the top right corner as well. The Knesset Channel, however, uses the top left corner. === Morocco === The SNRT and 2M And Al-Aoula Uses permanent on-screen DOGs for their TV channels. In contrast, other channels such as Medi 1 TV hide their DOGs during commercial breaks. == Asia == === Brunei === Radio Television Brunei introduced DOGs in 1994. Like TV channels from neighbouring Malaysia, all DOGs are removed during advertisement breaks. === Cambodia === Cambodian TV channels introduced DOGs in 1995. Like Thailand, all logos are full-color and displayed on the top-right corner of the screen. Some channels such as TV5 hide their logos during commercial breaks. Hang Meas HDTV Logo on the top-left corner of the screen, CTN (Cambodian Television Network), MyTV, Bayon TV, PNN, Logo on the top-right corner of the screen. === China === TV stations in mainland China always place their logo (usually semi-transparent and sometimes animated) in the top-left corner of the screen in full-color or grey-scale. Regardless of the content being broadcast (program or advertisements), some channels like Phoenix Television hide their logos during commercial breaks; although in some rare cases, the DOG may be placed elsewhere to avoid covering the score bug during the broadcast of a sporting event. China introduced logos in 1983 on the bottom-left corner of the screen, but they were used only during commercial breaks and clock idents. Later China Central Television (CCTV) introduced permanent DOGs for all programs in 1992, on the top-left corner of the screen. China also displays a clock on top-right corner of the screen for 1 minute between 59:30–00:30 & 29:30–30:30 time in transition between programs. === Hong Kong === Hong Kong TV introduced DOGs in 1994. Hong Kong DOGs can be either of full color or semi-transparent and (except for RTHK 31) always be hidden during commercial breaks. Television Broadcasts Limited (TVB) placed their logos at the top-right corner of the screen while now-defunct Asia Television and other channels placed their logos at the top-left corner of the screen. Sometimes, weather information, date, and time clocks had been used alongside DOGs in news programs, continuity & live broadcasts. === India === The first on-screen logo in India was introduced in 1984 by DD2 Metro (now DD News). It was white and slightly transparent. All Indian TV channels have on-screen logos. They are always full-colors, never transparent, and they are almost never removed during commercial breaks (though the channels of the South Indian Sun TV Network did so until 2015). The great majority of Indian TV channels place their logos in the top right corner of the screen, though there are exceptions. The corner used may be broadcaster-dependent. Among the big national broadcasters: Channels from the Sony network always use the top right corner, without exception. Star channels also use the top right, with the exception of National Geographic and Nat Geo Wild, which use the top left corner in line with their international counterparts. Past exceptions include The History Channel, whose logo was placed in the top left until it rebranded to Fox History & Entertainment in 2008; the now-defunct Channel V, which used the top left between 2013 and 2016; and Nat Geo People, Nat Geo Music and BabyTV, were withdrawn from India in June 2019. TV18 and Viacom18 channels use the top right corner as well, with the exceptions of regional-language movie channels (e.g., Colors Kannada Cinema and Colors Gujarati Cinema) as well as Colors Super, which have shown their logos at the top left corner since 2018; and VH1, which has always used the bottom right corner. Also, CNBC-TV18, CNBC Awaaz and CNBC Bajar use the bottom right. Moreover, MTV showed its logo in the top left corner until 23 April 2018, when it was moved to the top right (its HD version, launched in 2017, has always used the top right). Unlike most other major networks, the Zee Network's non-news channels containing 'Zee' in their name display their logos at the top left corner and not the top right. This has been the case since 15 October 2017, when almost all the Zee-branded TV channels of the Zee network rebranded with a new logo and, in many cases, a new graphics package and look. Before then, the logos were shown at the top right, as with other broadcasters. (News channels' logos—i.e., logos of channels owned by Zee Media Corporation—stayed put at the top right corner, with the exception of WION, which uses the bottom left.) All the major Zee-branded channels—such as Zee TV, Zee Cinema, Zee Café and the regional-language channels like Zee Tamil, Zee Telugu, Zee Marathi and Zee Bangla—show their logos at the top left; moreover, the Odia-language channel Sarthak TV rebranded to Zee Sarthak and moved its logo to the top left. Among the Zee channels not containing the word 'Zee' that moved their logos to the top left during the big rebrand in 2017 was English movie channel Zee Studio; when it was renamed to &flix on 3 June 2018, the logo remained at the top left. Personal web pages are primarily used for informative or entertainment purposes but can also be used for personal career marketing (by containing a list of the individual's skills, experience and a CV), social networking with other people with shared interests, or as a space for personal expression. These terms do not usually refer to just a single "page" or HTML file, but to a website—a collection of webpages and related files under a common URL or Web address. In strictly technical terms, a site's actual home page (index page) often only contains sparse content with some catchy introductory material and serves mostly as a pointer or table of contents to the more content-rich pages inside, such as résumés, family, hobbies, family genealogy, a web log/diary ("blog"), opinions, online journals and diaries or other writing, examples of written work, digital audio sound clips, digital video clips, digital photos, or information about a user's other interests. Many personal pages only include information of interest to friends and family of the author. However, some webpages set up by hobbyists or enthusiasts of certain subject areas can be valuable topical web directories. == History == In the 1990s, most Internet service providers (ISPs) provided a free small personal, user-created webpage along with free Usenet News service. These were all considered part of full Internet service. Also several free web hosting services such as GeoCities provided free web space for personal web pages. These free web hosting services would typically include web-based site management and a few pre-configured scripts to easily integrate an input form or guestbook script into the user's site. Early personal web pages were often called "home pages" and were intended to be set as a default page in a web browser's preferences, usually by their owner. These pages would often contain links, to-do lists, and other information their author found useful. In the days when search engines were in their infancy, these pages (and the links they contained) could be an important resource in navigating the web. Since the early 2000s, the rise of blogging and the development of user friendly web page designing software made it easier for amateur users who did not have computer programming or website designer training to create personal web pages. Some website design websites provided free ready-made blogging scripts, where all the user had to do was input their content into a template. At the same time, a personal web presence became easier with the increased popularity of social networking services, some with blogging platforms such as LiveJournal and Blogger. These websites provided an attractive and easy-to-use content management system for regular users. Most of the early personal websites were Web 1.0 style, in which a static display of text and images or photos was displayed to individuals who came to the page. About the only interaction that was possible on these early websites was signing the virtual "guestbook". With the collapse of the dot-com bubble in the late 1990s, the ISP industry consolidated, and the focus of web hosting services shifted away from the surviving ISP companies to independent Internet hosting services and to ones with other affiliations. For example, many university departments provided personal pages for professors and television broadcasters provided them for their on-air personalities. These free webpages served as a perquisite ("perk") for staff, while at the same time boosting the Web visibility of the parent organization. Web hosting companies either charge a monthly fee, or provide service that is "free" (advertising based) for personal web pages. These are priced or limited according to the total size of all files in bytes on the host's hard drive, or by bandwidth, (traffic), or by some combination of both. For those customers who continue to use their ISP for these services, national ISPs commonly continue to provide both disk space and help including ready-made drop-in scripts. With the rise of Web 2.0-style websites, both professional websites and user-created, amateur websites tended to contain interactive features, such as "clickable" links to online newspaper articles or favourite websites, the option to comment on content displayed on the website, the option to "tag" images, videos or links on the site, the option of "clicking" on an image to enlarge it or find out more information, the option of user participation for website guests to evaluate or review the pages, or even the option to create new user-generated content for others to see. A key difference between Web 1.0 personal webpages and Web 2.0 personal pages was while the former tended to be created by hackers, computer programmers and computer hobbyists, the latter were created by a much wider variety of users, including individuals whose main interests lay in hobbies or topics outside of computers (e.g., indie music fans, political activists, and social entrepreneurs). == Motivations == In a study done by Zinkhan, participants had four main reasons to create personal web pages. First, people use personal web pages as a portrayal of self, in a sense marketing themselves, since creators have the freedom to portray their own identities. Second, personal web pages are a way to interact with people who have similar interests as the creator, possible employers, or colleagues. Third, personal web pages can gain social acceptance with groups that the creator is interested in depending on the information that the creator reveals about themselves. Fourth, personal web pages can give creators a sense of connection to the world since these web pages are public and a way to introduce oneself to other people around the globe. People may maintain personal web pages to serve as a showcase for their skills in professional life, creative skills or self promotion of their business, charity or band. The use of personal web pages to display an individual's professional life has become more common in the 21st century. Mary Madden, an expert researcher on privacy and technology, did a study that found a tenth of American jobs require Personal web pages that advertise an individual online. Personal web pages have become a source of initial impression of possible employees used by employers. It can also be used to express opinions on issues ranging from news and politics to movies. Others may use their personal web page as a communication method. For example, an aspiring artist might give out business cards with their personal web page, and invite people to visit their page and see their artwork, "like" their page or sign their guestbook. A personal web page gives the owner generally more control on presence in search results and how they wish to be viewed online. It also allows more freedom in types and quantity of content than a social network profile offers, and can link various social media profiles with each other. It can be used to correct the record on something, or clear up potential confusion between you and someone with the same name. In the 2010s, some amateur writers, bands and filmmakers release digital versions of their stories, songs and short films online, with the aim of gaining an audience and becoming more well-known. While the huge number of aspiring artists posting their work online makes it unlikely for individuals and groups to become popular via the Internet, there are a small number of YouTube stars who were unknown until their online performances garnered them a huge audience. == Sites of academics == Academic professionals (especially at the college and university level), including professors and researchers, are often given online space for creating and storing personal web documents, including personal web pages, CVs and a list of their books, academic papers and conference presentations, on the websites of their employers. This goes back to the early decade of the World Wide Web and its original purpose of providing a quick and easy way for academics to share research papers and data. Researchers may have a personal website to share more information about themselves, about their academic activities and for sharing (unpublished) results of their research. This has been noted as part of the success of open-access repositories such as arXiv.
