Government Secure Intranet

Government Secure Intranet (GSi) was a United Kingdom government wide area network, whose main purpose was to enable connected organisations to communicate electronically and securely at low protective marking levels. It was known for the '.gsi.gov.uk' family of domains for government email. Migration away from these domains began in 2019 and was completed in 2023. == History == === Use === Many UK government organisations used the GSi to transfer files on a peer-to-peer (P2P) basis between similarly accredited networks. The network itself was open within the context of its accreditation – it imposed no restrictions on traffic types carried across the network, restrictions and policy control were left to the connecting departments. Email traffic in and out of the network was filtered by an external provider. === Origin === The concept of GSi was defined by the Cabinet Office, and was turned into practical reality by the Internet Special Products group of Cable & Wireless (then known as Mercury Communications) at their Brentford premises. GSi development started late 1996, and can be roughly dated by checking the registration date of its first domain name, 'gsi.net', registered 30 May 1997. The formal go-live date was several months later (according to the Central Computer and Telecommunications Agency (CCTA) this was February 1998). The main drivers behind the development of GSi was the plethora of inter-agency connections in UK government which made managing security and connectivity budgets problematic. GSi not only provided better oversight, it also normalised connectivity. GSi was designed as an accredited, dual link connected Internet Protocol backbone, it imposed no restrictions on what type of traffic it carried; any restrictions were considered a policy decision for each connecting department. The design of GSi partly supported the then developing eGIF interoperability standards. This was a direct consequence of the two key technical people driving the project, one from Cable & Wireless, one from the UK government in the form of the CCTA. GSi used SMTP as mail transport protocol, and the conversion from the then prevalent X.400 email facilities to SMTP proved for many departments an improvement in reliability and speed. In the case of X.400, this conversion also cut email costs substantially as X.400 message conversions were still chargeable even if the conversion failed due to message size. In some cases, the ROI of such an email conversion was as short as two months. The creation of GSi handed Cable & Wireless a monopoly on UK government data connectivity. GSi can be considered one of the more successful UK government IT projects from the point of view of take up - even when still in pilot phase, demand increased to a point where service windows had to be imposed to continue building the platform to full strength. The development of GSi was also the root of the creation of the CESG Listed Adviser Scheme (CLAS). During the build of GSi, the need for accredited advisers became clear as advice on connectivity invariably involved discussing government confidential matters. CESG eventually responded with the above CLAS scheme. === Operations contract === GSi was operated on a five-year renewable contract basis. Energis won this contract from Cable & Wireless in August 2003. Cable & Wireless then bought Energis in 2005, thus regaining control over the platform. Cable and Wireless Worldwide won the GSi Convergence Framework (GCF) contract in 2011. The GSi and Managed Telecommunications Service (MTS) framework agreements finished in August 2011 with contracts running on to 12 February 2012. GCF is intended to facilitate the migration to the Public Services Network. === Previous developments === Government Connect went live across local authorities in England and Wales. Government Connect is a pan-government programme providing an accredited and secure network between central government and every local authority in England and Wales and allows exchange of RESTRICTED information between authorities. The GCSX network is part of the wider GSi and provides connectivity to nearly all central departments. Scottish local authorities have already established a similar network known as the Government Secure Extranet (GSX). Local authorities with a GCSX connection can now use a GCSX email account to exchange sensitive data, including DWP benefits data, patient identifiable data, with health sector staff who have a NHS.net email address, e.g. PCT staff and GPs. As both GCSX and the Police National Network (PNN) are both connected to the wider Government Secure Intranet (GSi), data can be transferred securely between local authorities and the Police. GC Mail can be used now to replace the existing less efficient and less secure methods of exchanging data between local authorities and the Police. Local authorities that deliver Housing and Council Tax benefits are taking part in the e-Transfers programme, which is e-enabling the process for delivery of Local Authority Input Documents (LAIDs) and Local Authority Claim Information (LACIs). Version 4.1 of the Code of Connection for compliance was introduced in 2010. Compared with version 3.2 the main Code of Connection version 4.1 areas of are: Mobile working - full implementation of compliant service Firewall specification (EAL 4) Execution of unauthorised software Requirement for IT Healthchecks (CHECK / CREST / TigerScheme) Labelling e-mails with protective markings. == Public Services Network == The Public Services Network is a UK Government programme that unified the provision of network infrastructure across the United Kingdom public sector into an interconnected "network of networks". This included large elements of GSi. It is now a legacy network. Centrally procured public sector networks migrated across to the PSN framework as they reached the end of their contract terms, either through an interim framework or directly. The Government Secure Intranet (GSi) contracts expired in September 2011, running on to 12 February 2012 and were replaced by the transitional Government Secure Intranet Convergence Framework (GCF).

Instance-based learning

In machine learning, instance-based learning (sometimes called memory-based learning) is a family of learning algorithms that, instead of performing explicit generalization, compare new problem instances with instances seen in training, which have been stored in memory. Because computation is postponed until a new instance is observed, these algorithms are sometimes referred to as "lazy." It is called instance-based because it constructs hypotheses directly from the training instances themselves. This means that the hypothesis complexity can grow with the data: in the worst case, a hypothesis is a list of n training items and the computational complexity of classifying a single new instance is O(n). One advantage that instance-based learning has over other methods of machine learning is its ability to adapt its model to previously unseen data. Instance-based learners may simply store a new instance or throw an old instance away. Examples of instance-based learning algorithms are the k-nearest neighbors algorithm, kernel machines and RBF networks. These store (a subset of) their training set; when predicting a value/class for a new instance, they compute distances or similarities between this instance and the training instances to make a decision. To battle the memory complexity of storing all training instances, as well as the risk of overfitting to noise in the training set, instance reduction algorithms have been proposed.

Webby Awards

The Webby Awards (colloquially referred to as the Webbys) are awards for excellence on the Internet presented annually by the International Academy of Digital Arts and Sciences, a judging body composed of over three thousand industry experts and technology innovators. Categories include websites, advertising and media, online film and video, mobile sites and apps, and social. Two winners are selected in each category, one by members of The International Academy of Digital Arts and Sciences, and one by the public who cast their votes during Webby People's Voice voting. Each winner presents a five-word acceptance speech, a trademark of the annual awards show. In its early years, the award was hailed as the "Internet's highest honor" and was associated with the phrase "The Oscars of the Internet." == History == In its early years, the organization was one of several vying to be the premiere internet awards show. Both shows would compare themselves to the Oscars, as did media outlets such as The New York Times to Canada's Globe & Mail. The winners of the First Annual Webby Awards in 1995 were presented by John Brancato and Michael Ferris, writers for Columbia Pictures. It was held at the Hollywood Roosevelt Hotel. The televised Webby Awards were sponsored by the Academy of Web Design and Cool Site of the Day. The first Webby Awards were produced by Kay Dangaard at the Hollywood Roosevelt Hotel as a nod to the first site of the Academy of Motion Picture Arts and Sciences (Oscars). That first year, they were called "Webbie" Awards. The first "Site of the Year" winner was the pioneer webisodic serial The Spot. The modern Webby Awards were co-founded by Tiffany Shlain, a filmmaker, when she was hired by The Web Magazine to re-establish them, and were first held in San Francisco in 1997. They quickly became known for its requirement that winners give their acceptance speeches in five words. After this, the awards became more successful than the magazine and IDG closed the publication. Shlain and co-founder Maya Draisin Farrah continued to run The Webby Awards until 2004. The International Academy of Digital Arts and Sciences, which selects the winners of The Webby Awards, was established in 1998 by co-founders Tiffany Shlain, Spencer Ante and Maya Draisin. Members of the Academy include Kevin Spacey, Grimes, Questlove, Internet inventor Vint Cerf, Instagram's Head of Fashion Partnerships Eva Chen, comedian Jimmy Kimmel, Twitter founder Biz Stone, Vice Media co-founder and CEO Shane Smith, Tumblr's David Karp, Director of Harvard's Berkman Klein Center for Internet & Society Susan P. Crawford, Refinery29's Executive Creative Director Piera Gelardi, and CEO and co-founder of Gimlet Media Alex Blumberg. The Webby Awards is owned and operated by the Webby Media Group, a division of Recognition Media, which also owns and produces the Lovie Awards in Europe and Netted by the Webbys, a daily email publication launched in 2009. David-Michel Davies, CEO of Webby Media Group, current Executive Director of the Webby Awards and co-founder of Internet Week New York, was named Executive Director of the Webby Awards in 2005. In 2009, the 13th Annual Webby Awards received nearly 10,000 entries from all 50 US states and over 60 countries. That same year, more than 500,000 votes were cast in The Webby People's Voice Awards. In 2012, the 16th Annual Webby awards received 1.5 million votes from more than 200 countries for the People's Voice awards. In 2015, the 19th Annual Webby Awards received nearly 13,000 entries from all 50 U.S. states and over 60 countries worldwide. == Nomination process == The 2000 awards began the transition to nominee submissions. Previously, nominees had been selected by an internal committee. As early as 2017, organizations wanting to nominate themselves were charged $395 for a single entry. An "ad campaign entry" would cost $595. By 2024, those fees had risen to $495 and $675, respectively. Executive Academy Members with category-specific expertise evaluate the shortlisted entries based on the appropriate Website, Advertising & Media, Online Film & Video, Mobile Sites & Apps, and Social category criteria, and cast ballots to determine Webby Honorees, Nominees and Webby Winners. Deloitte provides vote tabulation consulting for the Webby Awards. In addition to the award given in each category by the International Academy of Digital Arts and Sciences, another winner is selected in each category as determined by the general public during People's Voice voting. Winners of both the Academy-selected and People's Voice-selected awards are invited to the Webbys. == Awards granted == The Webby Awards are presented in over a hundred categories among all four types of entries. A website can be entered in multiple categories and receive multiple awards. In each category, two awards are handed out: a Webby Award selected by The International Academy of Digital Arts and Sciences, and a People's Voice Award selected by the general public. == Ceremony == Between 2005 and 2019, the Webby Awards were presented in New York City. Many of the ceremony hosts are comedians and comedic actors. Comedian Rob Corddry hosted the ceremony from 2005 to 2007. Seth Meyers of Saturday Night Live hosted in 2008 and 2009, B.J. Novak of the sitcom The Office in 2010, and Lisa Kudrow in 2011. Comedian, actor, and writer Patton Oswalt hosted from 2012 to 2014. Comedian Hannibal Buress hosted in 2015. The Webbys are famous for limiting recipients to five-word speeches, which are often humorous, although some exceed the limit. In 2005 when accepting his Lifetime Achievement Award, former Vice President Al Gore's speech was "Please don't recount this vote." He was introduced by Vint Cerf who used the same format to state, "We all invented the Internet." In 2013, the creator of the Graphics Interchange Format (GIF), Steve Wilhite, accepted his Webby and delivered his now famous five-word speech, "It's pronounced 'Jif' not 'Gif'." == Criticism == The Webbys have been criticized for their pay-to-enter and pay-to-attend policy (winners and nominees also have to pay to attend the award ceremony), and thus for not taking most websites into consideration before distributing their awards. Gawker, its Valleywag column, and others, have called the awards a scam, with Valleywag saying, "...somewhere along the way, the organizers figured out that this goofy charade could be milked for profit." In response, Webby Awards executive director David-Michel Davies told the Wall Street Journal that entry fees "provide the best and most sustainable model for ensuring that our judging process remains consistent and rigorous and is not dependent on things like sponsorships that can fluctuate from year to year." == Anthem Awards == In 2021, the Webby organization started a new line of awards, the Anthem Awards, to honor the purpose and mission-driven work of people, companies and organizations worldwide. The finalists and winners are selected by the International Academy of Digital Arts and Sciences.

Digital exhibition

Digital Exhibition includes both the projection technologies, such as High Definition, and delivery technologies of a film to a movie theater. Delivery technologies include disk drives, satellite relay, and fiber optics. This can save money in distribution but is usually more expensive overall due to maintenance and standardization of technology. However, there are benefits to digital exhibition, for example it requires less assembly by the exhibitor and can contain the trailers that the distributor wishes.

Digital inclusion

Digital inclusion involves the activities necessary to ensure equitable access to and use of information and communications technologies for participation in social and economic life including for education, social services, health, social, and community participation. Digital inclusion includes access to affordable broadband Internet services, Internet-enabled devices, access to digital literacy training, quality technical support, and applications and online content designed to enable and encourage self-sufficiency, participation, and collaboration. Related concepts include digital divide, digital exclusion and digital inequality, however digital inclusion focuses more on the strategies, policies, and programs required to address the digital divide. As many services have moved online and with the increasing use of telehealth to deliver primary care, particularly during the COVID-19 pandemic in 2020, digital inclusion, including digital literacy and internet access is increasingly regarded as a social determinant of health. Accessibility, relevance, and impact have been identified as essential elements of digital inclusion as it pertains to health information systems. "Digital inclusion is broadly defined as different strategies designed to ensure that all people have equal access, opportunities and skills to benefit from digital technologies and systems" (ITU, 2019, as cited in Carmi and Yates, 2020). Since 2020, there have been many technology companies that have begun implementing different features or roles within their companies to support breaking down the digital divide. For example, HP has announced the digital divide accelerator. This accelerator will support nonprofits in Greece, Indonesia, Nigeria, and Spain. The goal for this role is to help equip children and other people within the community to understand the skills needed to become a part of the digital community. == Background == With the increasing use of computers and the Internet in the 1990s and early 2000s concerns rose around digital equality, however this primarily focused on the physical access to technology. This gave rise to the concept of the digital divide which was originally developed to describe the growing disparity in Internet access between rural and urban areas of the United States of America. This gradually expanded to considerations of digital access between countries in what is termed the global digital divide, which mirrors many of the disparities seen within countries but on an international scale. However, with the adoption of digital technologies across most sectors of society, and the increasing diversity of technologies and programs, access and use of ICT became more complex and essential for many aspects of daily life. This led to new terminology and a second wave of research on digital inequality which has been identified as the (1) usage gap, (2) second level digital divide, (3) emerging digital differentiation, and (4) digital inclusion. == Strategies for digital inclusion == A review of the literature in 2019 found that while physical access to digital technologies and the internet continues to be a barrier to digital inclusion, digital ability and attitude were also potential barriers. Key strategies identified for improving digital inclusion are social support, direct user experience and collaborative learning/design. Education is a key aspect of digital inclusion as digital technologies have become a key means of engaging with all levels of the education system, requiring levels of digital competence for successful engagement with the curriculum. In addition lifelong learning is required as technologies, services and systems are changing constantly. Public libraries and community service providers play a key role in supporting digital inclusion through access to computers, internet connection and expertise and training. Designing for digital inclusion may also help with poor written literacy, which remains a barrier for 10% of the world's population. UNESCO has developed Guidelines for designing digital technologies in ways that could assist those who are illiterate. == Indigenous digital inclusion == Digital inclusion is a critical issue for many Indigenous communities across the globe, many of whom lack access to adequate resources. The Australian Government has set a National Closing the Gap target for Aboriginal and Torres Strait Islander people to have equal levels of digital inclusion by 2026. Many people on tribal land and in Native Hawaiian land struggle with the technology gap. The Native Entities Capacity and Planning Grant Program has $45.3 million available to help address these challenges and empower Indian Tribes, Alaska Native entities, and Native Hawaiian organizations. Some of the impacts so far are in the education and workforce development and healthcare access through telehealth.[13] == Measuring digital inclusion == The Australian Digital Inclusion Index (ADII) is a research project which has been tracking digital inclusion throughout Australia since 2016. It uses survey data to measure digital inclusion across three dimensions of access, affordability and digital ability. == The Future of Digital Inclusion == On February 16, 2021, a global dialogue within the United Nations (UN) took a look at the future of digital inclusion. Through the adoption of the 2030 UN Agenda for Sustainable Development, Member States made a commitment. They pledged to "leave no one behind." By 2030, the UN's goal is to close the digital divide by providing access to the Internet and mobile technologies for all nations and peoples and for all segments of society. The UN sees the crisis of too many people in our global society still living unconnected and how the digital divide remains a challenge that must be addressed. == Gaming == The Xbox Adaptive Controller is a groundbreaking example of digital inclusion, designed to make gaming more accessible to people with limited mobility. Developed by Microsoft, it features large programmable buttons and ports that connect to a wide range of external devices like switches, joysticks, and mounts, allowing users to customize their gaming experience based on their unique needs. Texture atlas

In computer graphics, a texture atlas (also called a spritesheet or an image sprite in 2D game development) is an image containing multiple smaller images, usually packed together to reduce overall dimensions. An atlas can consist of uniformly-sized images or images of varying dimensions. A sub-image is drawn using custom texture coordinates to pick it out of the atlas. == Benefits == In an application where many small textures are used frequently, it is often more efficient to store the textures in a texture atlas which is treated as a single unit by the graphics hardware. This reduces both the disk I/O overhead and the overhead of a context switch by increasing memory locality. Careful alignment may be needed to avoid bleeding between sub textures when used with mipmapping and texture compression. In web development, images are packed into a sprite sheet to reduce the number of image resources that need to be fetched in order to display a page. == Gallery ==

Problematic social media use

Excessive use of social media can lead to problems including impaired functioning and a reduction in overall wellbeing, for both users and those around them. Such usage is associated with a risk of mental health problems, sleep problems, academic struggles, and daytime fatigue. Psychological or behavioural dependence on social media platforms can result in significant negative functions in peoples daily lives. The risk of problems is also related to the type of platform of social media or online community being used. People of different ages and genders may be affected in different ways by problematic social media use. == Signs and symptoms == Signs of social media addiction or excessive use of social media include many behaviours similar to substance use disorders, including mood modification, salience, tolerance, stress withdrawal symptoms, psychological distress, anxiety and depression, conflict, and relapse, and low self esteem. People with problematic social media habits are at risk of being addicted and may require more time on social media as time passes. Frequent social media use may also be associated with self-reported symptoms of attention deficit hyperactivity disorder. Social anxiety (or fear of missing out) is another potential symptom. Social anxiety is defined as having intense anxiety or fear of being judged, negatively evaluated, or rejected in a social or performance situation. The fear of missing out can contribute to excessive usage due to frequent checking the media constantly throughout the day to check in and see what others are doing instead of doing other activities. Common signs include displacement, or replacing meaningful other activities with social media, and loneliness. == Causes and mechanisms == There are many theories for the mechanism or cause behind a person having problematic social media use. The transition from normal to problematic social media use occurs when a person relies on it to relieve stress, loneliness, depression, or provide continuous rewards. Cognitive-behavioral model – People increase their use of social media when they are in unfamiliar environments or awkward situations; Social skill model – People pull out their phones and use social media when they prefer virtual communication as opposed to face-to-face interactions because they lack self-presentation skills; Socio-cognitive model – This person uses social media because they love the feeling of people liking and commenting on their photos and tagging them in pictures. They are attracted to the positive outcomes they receive on social media. There are parallels to the gambling industry inherent to the design of various social media sites, with "'ludic loops' or repeated cycles of uncertainty, anticipation and feedback" potentially contributing to problematic social media use. Another factor directly facilitating the development of addiction to social media is the implicit attitude toward the IT artifact. Social media use may also stimulate the reward pathway in the brain. There is also a theory that social media addiction fulfills a basic evolutionary drives in the wake of mass urbanization worldwide. The basic psychological needs of "secure, predictable community life that evolved over millions of years" remain unchanged, leading some to find online communities to cope with the new individualized way of life in some modern societies. The "Evolutionary Mismatch" hypothesis holds that modern digital platforms amplify social competition and comparison in ways our ancestors never faced, possibly triggering maladaptive patterns such as anxiety, depression, or compulsive use. Similarly, some scholars compare social media to "junk food": The approach taken to develop social media platforms may contribute to problematic social media use. The ability to scroll and stream content endlessly and how app developers distort time by affecting the 'flow' of content when scrolling, potentially resulting in the Zeigarnik effect (the human brain will continue to pursue an unfinished task until a satisfying closure. Autoplay modes, the personalized nature of the content results in emotional attachment (the user values this above its actual value, which is referred to as the endowment effect), and the exposure effect (repeated exposure to a distinct stimulus by the user can condition the user into an enhanced or improved attitude toward it). The interactive nature of the platforms, including the ability to "like" content has also been linked. Even though social media can satisfy personal communication needs, those who use it at higher rates are shown to have higher levels of psychological distress. == Diagnosis == While there is no official diagnostic term or measurement, problematic social media use is conceptualized as a non-substance-related disorder, resulting in preoccupation and compulsion to engage excessively in social media platforms despite negative consequences. No diagnosis exists for problematic social media use in either the ICD-11 or DSM-5. Excessive use of an activity, like social media, does not directly equate with addiction. There are other factors that could lead to someone's social media addiction including personality traits and pre-existing tendencies. While the extent of social media use and addiction are positively correlated, it is erroneous to employ use (the degree to which one makes use of the site's features, the effort exerted during use sessions, access frequency, etc.) as a proxy for addiction. Indicators of a potential dependence on social media include: Mood swings: a person uses social media to regulate his or her mood, or as a means of escaping real world conflicts. Relevance: social media starts to dominate a person's thoughts at the expense of other activities. Salience: social media becomes the most important part of someone's life. Tolerance: a person increases their time spent on social media to experience previously associated feelings they had while using social media. Withdrawal: when a person can not access social media their sleeping or eating habits change or signs of depression or anxiety can become present. Conflicts in real life: when social media is used excessively, it can affect real-life relationships with family and friends. Relapse: the tendency for previously affected individuals to revert to previous patterns of excessive social media use. There have been several scales developed and validated that help to understand the issues regarding problematic social media use. There is not one single scale that is being used by all researchers. == Treatment == Screen time recommendations for children and families have been developed by the American Academy of Pediatrics. Possible therapeutic interventions published include: Self-help interventions, including application-specific timers; Cognitive behavioural therapy; and Organisational and schooling support. Medications have not been shown to be effective in randomized, controlled trials for the related conditions of Internet addiction disorder or gaming disorder. == Prevention == Prevention approaches include screen time monitoring apps and other tech-based approaches to improve efficiency and decrease screen time and tools to help with addiction to online platform products. Parents' methods for monitoring, regulating, and understanding their children's social media use are referred to as parental mediation. Parental mediation strategies include active, restrictive, and co-using methods. Active mediation involves direct parent-child conversations that are intended to educate children on social media norms and safety, as well as the variety and purposes of online content. Restrictive mediation entails the implementation of rules, expectations, and limitations regarding children's social media use and interactions. Co-use is when parents jointly use social media alongside their children, and is most effective when parents are actively participating (like asking questions, making inquisitive/supportive comments) versus being passive about it. Active mediation is the most common strategy used by parents, though the key to success for any mediation strategy is consistency/reliability. When parents reinforce rules inconsistently, have no mediation strategy, or use highly restrictive strategies for monitoring their children's social media use, there is an observable increase in children's aggressive behaviours. When parents openly express that they are supportive of their child's autonomy and provide clear, consistent rules for media use, problematic usage and aggression decreases. Knowing that consistent, autonomy-supportive mediation has more positive outcomes than inconsistent, controlling mediation, parents can consciously foster more direct, involved, and genuine dialogue with their children. This can help prevent or reduce problematic social media use in children and teenagers. == Outcomes == === Adolescents and teens === Increased social medi
