Democratization of technology is the process by which access to technology rapidly extends to an ever-broader audience, especially from a select group of people to the average public. New technologies and improved user experiences have empowered those outside of the technical industry to access and use technological products and services. At an increasing scale, consumers have greater access to use and purchase technologically sophisticated products, as well as to participate meaningfully in the development of these products. Industry innovation and user demand have been associated with more affordable, user-friendly products. This is an ongoing process, beginning with the development of mass production and increasing dramatically as digitization became commonplace. Thomas Friedman argued that the era of globalization has been characterized by the democratization of technology, democratization of finance, and democratization of information. Technology has been critical in the latter two processes, facilitating the rapid expansion of access to specialized knowledge and tools, as well as changing the way that people view and demand such access. A counter argument is that this is just a process of 'massification' - more people can use banks, technology, have access to information, but it does not mean there is any more democratic influence over its production, or that this massification promotes Democracy. == History == Scholars and social critics often cite the invention of the printing press as a major invention that changed the course of history. The force of the printing press rested not in its impact on the printing industry or inventors, but on its ability to transmit information to a broader public by way of mass production. This event is so widely recognized because of its social impact – as a democratizing force. The printing press is often seen as the historical counterpart to the Internet. After the development of the Internet in 1969, its use remained limited to communications between scientists and within government, although use of email and boards gained popularity among those with access. It did not become a popular means of communication until the 1990s. In 1993 the US federal government opened the Internet to commerce and the creation of HTML formed the basis for universal accessibility. === Major innovations === The Internet has played a critical role in modern life as a typical feature of most Western households, and has been key in the democratization of knowledge. It not only constitutes arguably the most critical innovation in this trend thus far; it has also allowed users to gain knowledge of and access to other technologies. Users can learn of new developments more quickly, and purchase high-tech products otherwise only actively marketed to recognized experts. Social media has also empowered and emboldened users to become contributors and critics of technological developments. Some have argued that cloud computing is having a major effect by allowing users greater access through mobility and pay-as-you-use capacity. The open-source model allows users to participate directly in development of software, rather than indirect participation, through contributing opinions. By being shaped by the user, development is directly responsive to user demand and can be obtained for free or at a low cost. In a comparable trend, arduino and littleBits have made electronics more accessible to users of all backgrounds and ages. The development of 3D printers has the potential to increasingly democratize production. Generative artificial intelligence tools have the potential to democratize the process of innovation by improving the ability of individuals to specify and visualize ideas. The democratization of artificial intelligence refers to the transition from AI as a high-cost, specialized field to one accessible to non-experts and smaller organizations. This process is driven by the release of open-weights models, the availability of cloud computing for model training, and the emergence of no-code development platforms. While early AI development was concentrated within Big Tech firms and elite research universities, the 2020s saw a proliferation of public tools like ChatGPT and repositories such as Hugging Face, which lowered the technical barriers to entry. However, the trend has faced criticism as the "illusion of democratization," as the underlying GPU hardware remains concentrated among a few global providers. == Cultural impact == This trend is linked to the spread of knowledge of and ability to perform high-tech tasks, challenging previous conceptions of expertise. Widespread access to technology, including lower costs, was critical to the transition to the new economy. Similarly, democratization of technology was also fuelled by this economic transition, which produced demands for technological innovation and optimism in technology-driven progress. Since the 1980s, a spreading constructivist conception of technology has emphasized that the social and technical domains are critically intertwined. Scholars have argued that technology is non-neutral, defined contextually and locally by a certain relationship with society. Andrew Feenberg, a central thinker in the philosophy of technology, argued that democratizing technology means expanding technological design to include alternative interests and values. When successful in doing so, this can be a tool for increasing inclusiveness. This also suggests an important participatory role for consumers if technology is to be truly democratic. Feenberg asserts that this must be achieved by consumer intervention in a liberated design process. Improved access to specialized knowledge and tools has been associated with an increase in the "do it yourself" (DIY) trend. This has also been associated with consumerization, whereby personal or privately owned devices and software are also used for business purposes. Some have argued that this is linked to reduced dependence on traditional information technology departments. Astra Taylor, the author of the book The People's Platform: Taking Back Power and Culture in the Digital Age, argues, "The promotion of Internet-enabled amateurism is a lazy substitute for real equality of opportunity." === Industry impact === In some ways, democratization of technology has strengthened this industry. Markets have broadened and diversified. Consumer feedback and input is available at a very low or no cost. However, related industries are experiencing decreased demand for qualified professionals as consumers are able to fill more of their demands themselves. Users of a range of types and status have access to increasingly similar technology. Because of the decreased costs and expertise necessary to use products and software, professionals (e.g. in the audio industry) may experience loss of work. In some cases, technology is accessible but sufficiently complex that most users without specialized training are able to operate it without necessarily understanding how it works. Additionally, the process of consumerization has led to an influx in the number of devices in businesses and accessing private networks that IT departments cannot control or access. While this can lead to lowered operating costs and increased innovation, it is also associated with security concerns that most businesses are unable to address at the pace of the spread of technology. === Political impact === Some scholars have argued that technological change will bring about a third wave of democracy. The Internet has been recognized for its role in promoting increased citizen advocacy and government transparency. Jesse Chen, a leading thinker in democratic engagement technologies, distinguishes the democratizing effects of technology from democracy itself. Chen has argued that, while the Internet may have democratizing effects, the Internet alone cannot deliver democracy at all levels of society unless technologies are purposely designed for the nuances of democracy, specifically the engagement of large groups of people in between elections in and beyond government. The spread of the Internet and other forms of technology has led to increased global connectivity. Many scholars believe that it has been associated in the developing world not only with increased Western influence, but also with the spread of democracy through increased communication, efficiency, and access to information. Scholars have drawn associations between the level of technological connectedness and democracy in many nations. Technology can enhance democracy in the developed world as well. In addition to increased communication and transparency, some electorates have implemented online voting to accommodate an increased number of citizens.
Inception score
The Inception Score (IS) is an algorithm used to assess the quality of images created by a generative image model such as a generative adversarial network (GAN). The score is calculated based on the output of a separate, pretrained Inception v3 image classification model applied to a sample of (typically around 30,000) images generated by the generative model. The Inception Score is maximized when the following conditions are true: The entropy of the distribution of labels predicted by the Inceptionv3 model for the generated images is minimized. In other words, the classification model confidently predicts a single label for each image. Intuitively, this corresponds to the desideratum of generated images being "sharp" or "distinct". The predictions of the classification model are evenly distributed across all possible labels. This corresponds to the desideratum that the output of the generative model is "diverse". It has been somewhat superseded by the related Fréchet inception distance. Conditional random field
Conditional random fields (CRFs) are a class of statistical modeling methods often applied in pattern recognition and machine learning and used for structured prediction. Whereas a classifier predicts a label for a single sample without considering "neighbouring" samples, a CRF can take context into account. To do so, the predictions are modelled as a graphical model, which represents the presence of dependencies between the predictions. The kind of graph used depends on the application. For example, in natural language processing, "linear chain" CRFs are popular, for which each prediction is dependent only on its immediate neighbours. In image processing, the graph typically connects locations to nearby and/or similar locations to enforce that they receive similar predictions. Other examples where CRFs are used are: labeling or parsing of sequential data for natural language processing or biological sequences, part-of-speech tagging, shallow parsing, named entity recognition, gene finding, peptide critical functional region finding, and object recognition and image segmentation in computer vision. == Description == CRFs are a type of discriminative undirected probabilistic graphical model. Specifically, the CRF-infinity approach constitutes a CRF-type model that is capable of learning infinitely-long temporal dynamics in a scalable fashion. This is effected by introducing a novel potential function for CRFs that is based on the Sequence Memoizer (SM), a nonparametric Bayesian model for learning infinitely-long dynamics in sequential observations. To render such a model computationally tractable, CRF-infinity employs a mean-field approximation of the postulated novel potential functions (which are driven by an SM). This allows for devising efficient approximate training and inference algorithms for the model, without undermining its capability to capture and model temporal dependencies of arbitrary length. There exists another generalization of CRFs, the semi-Markov conditional random field (semi-CRF), which models variable-length segmentations of the label sequence Y {\displaystyle Y} . This provides much of the power of higher-order CRFs to model long-range dependencies of the Y i {\displaystyle Y_{i}} , at a reasonable computational cost. Finally, large-margin models for structured prediction, such as the structured Support Vector Machine can be seen as an alternative training procedure to CRFs. === Latent-dynamic conditional random field === Latent-dynamic conditional random fields (LDCRF) or discriminative probabilistic latent variable models (DPLVM) are a type of CRFs for sequence tagging tasks. They are latent variable models that are trained discriminatively. Kolmogorov–Arnold Networks
Kolmogorov–Arnold Networks (KANs) are a type of artificial neural network architecture inspired by the Kolmogorov–Arnold representation theorem, also known as the superposition theorem. Unlike traditional multilayer perceptrons (MLPs), which rely on fixed activation functions and linear weights, KANs replace each weight with a learnable univariate function, often represented using splines. == History == KANs (Kolmogorov–Arnold Networks) were proposed by Liu et al. (2024) as a generalization of the Kolmogorov–Arnold representation theorem (KART), aiming to outperform MLPs in small-scale AI and scientific tasks. Before KANs, numerous studies explored KART's connections to neural networks or used it as a basis for designing new network architectures. In the 1980s and 1990s, early research applied KART to neural network design. Kůrková et al. (1992), Hecht-Nielsen (1987), and Nees (1994) established theoretical foundations for multilayer networks based on KART. Igelnik et al. (2003) introduced the Kolmogorov Spline Network using cubic splines to model complex functions. Sprecher (1996, 1997) introduced numerical methods for building network layers, while Nakamura et al. (1993) created activation functions with guaranteed approximation accuracy. These works linked KART's theoretical potential with practical neural network implementation. KART has also been used in other computational and theoretical fields. Coppejans (2004) developed nonparametric regression estimators using B-splines, Bryant (2008) applied it to high-dimensional image tasks, Liu (2015) investigated theoretical applications in optimal transport and image encryption, and more recently, Polar and Poluektov (2021) used Urysohn operators for efficient KART construction, while Fakhoury et al. (2022) introduced ExSpliNet, integrating KART with probabilistic trees and multivariate B-splines for improved function approximation. == Architecture == KANs are based on the Kolmogorov–Arnold representation theorem, which was linked to the 13th Hilbert problem. Equalized odds, also referred to as conditional procedure accuracy equality and disparate mistreatment, is a measure of fairness in machine learning. Natural Language Toolkit
The Natural Language Toolkit, or more commonly NLTK, is a suite of libraries and programs for symbolic and statistical natural language processing (NLP) for English written in the Python programming language. It supports classification, tokenization, stemming, tagging, parsing, and semantic reasoning functionalities. It was developed by Steven Bird and Edward Loper in the Department of Computer and Information Science at the University of Pennsylvania. NLTK includes graphical demonstrations and sample data. It is accompanied by a book that explains the underlying concepts behind the language processing tasks supported by the toolkit, plus a cookbook. NLTK is intended to support research and teaching in NLP or closely related areas, including empirical linguistics, cognitive science, artificial intelligence, information retrieval, and machine learning. Hierarchical control system
A hierarchical control system (HCS) is a form of control system in which a set of devices and governing software is arranged in a hierarchical tree. When the links in the tree are implemented by a computer network, then that hierarchical control system is also a form of networked control system. == Overview == A human-built system with complex behavior is often organized as a hierarchy. For example, a command hierarchy has among its notable features the organizational chart of superiors, subordinates, and lines of organizational communication. Hierarchical control systems are organized similarly to divide the decision making responsibility. Each element of the hierarchy is a linked node in the tree. Commands, tasks and goals to be achieved flow down the tree from superior nodes to subordinate nodes, whereas sensations and command results flow up the tree from subordinate to superior nodes. Nodes may also exchange messages with their siblings. The two distinguishing features of a hierarchical control system are related to its layers. Each higher layer of the tree operates with a longer interval of planning and execution time than its immediately lower layer. The lower layers have local tasks, goals, and sensations, and their activities are planned and coordinated by higher layers which do not generally override their decisions. The layers form a hybrid intelligent system in which the lowest, reactive layers are sub-symbolic. The higher layers, having relaxed time constraints, are capable of reasoning from an abstract world model and performing planning. A hierarchical task network is a good fit for planning in a hierarchical control system. Besides artificial systems, an animal's control systems are proposed to be organized as a hierarchy. In perceptual control theory, which postulates that an organism's behavior is a means of controlling its perceptions, the organism's control systems are suggested to be organized in a hierarchical pattern as their perceptions are constructed so. == Control system structure == The accompanying diagram is a general hierarchical model which shows functional manufacturing levels using computerised control of an industrial control system. Referring to the diagram; Level 0 contains the field devices such as flow and temperature sensors, and final control elements, such as control valves Level 1 contains the industrialised Input/Output (I/O) modules, and their associated distributed electronic processors. Level 2 contains the supervisory computers, which collate information from processor nodes on the system, and provide the operator control screens. Level 3 is the production control level, which does not directly control the process, but is concerned with monitoring production and monitoring targets Level 4 is the production scheduling level. == Applications == === Manufacturing, robotics and vehicles === Among the robotic paradigms is the hierarchical paradigm in which a robot operates in a top-down fashion, heavy on planning, especially motion planning. Computer-aided production engineering has been a research focus at NIST since the 1980s. Its Automated Manufacturing Research Facility was used to develop a five layer production control model. In the early 1990s DARPA sponsored research to develop distributed (i.e. networked) intelligent control systems for applications such as military command and control systems. NIST built on earlier research to develop its Real-Time Control System (RCS) and Real-time Control System Software which is a generic hierarchical control system that has been used to operate a manufacturing cell, a robot crane, and an automated vehicle. In November 2007, DARPA held the Urban Challenge. The winning entry, Tartan Racing employed a hierarchical control system, with layered mission planning, motion planning, behavior generation, perception, world modelling, and mechatronics. === Artificial intelligence === Subsumption architecture is a methodology for developing artificial intelligence that is heavily associated with behavior based robotics. This architecture is a way of decomposing complicated intelligent behavior into many "simple" behavior modules, which are in turn organized into layers. Each layer implements a particular goal of the software agent (i.e. system as a whole), and higher layers are increasingly more abstract. Each layer's goal subsumes that of the underlying layers, e.g. the decision to move forward by the eat-food layer takes into account the decision of the lowest obstacle-avoidance layer. Behavior need not be planned by a superior layer, rather behaviors may be triggered by sensory inputs and so are only active under circumstances where they might be appropriate. Reinforcement learning has been used to acquire behavior in a hierarchical control system in which each node can learn to improve its behavior with experience. James Albus, while at NIST, developed a theory for intelligent system design named the Reference Model Architecture (RMA), which is a hierarchical control system inspired by RCS. Albus defines each node to contain these components. Behavior generation is responsible for executing tasks received from the superior, parent node. It also plans for, and issues tasks to, the subordinate nodes. Sensory perception is responsible for receiving sensations from the subordinate nodes, then grouping, filtering, and otherwise processing them into higher level abstractions that update the local state and which form sensations that are sent to the superior node. Value judgment is responsible for evaluating the updated situation and evaluating alternative plans. World Model is the local state that provides a model for the controlled system, controlled process, or environment at the abstraction level of the subordinate nodes. At its lowest levels, the RMA can be implemented as a subsumption architecture, in which the world model is mapped directly to the controlled process or real world, avoiding the need for a mathematical abstraction, and in which time-constrained reactive planning can be implemented as a finite-state machine. Higher levels of the RMA however, may have sophisticated mathematical world models and behavior implemented by automated planning and scheduling. Planning is required when certain behaviors cannot be triggered by current sensations, but rather by predicted or anticipated sensations, especially those that come about as result of the node's actions.
