The Parents & Kids Safe AI Coalition is a political action committee that advocates for regulation of artificial intelligence on child safety. As of April 2026, the group is funded solely by the artificial intelligence company OpenAI, which pledged $10 million to the effort. == History == In October 2025, California Gov. Gavin Newsom vetoed Assembly Bill 1064. Sponsored by Common Sense Media, the bill would have introduced stronger child safety protections for AI chatbots. The following month, Common Sense Media founder Jim Steyer filed a ballot initiative intended to restore the "guardrails" lost in the veto. In response, OpenAI introduced a competing initiative. In January 2026, Common Sense Media and OpenAI announced that they would be working together on a compromise ballot initiative, the Parents & Kids Safe AI Act. Reporting indicated that initial outreach emails to child safety organizations failed to disclose OpenAI's involvement. Several advocacy groups signed an open letter claiming the initiative would shield AI companies from liability and undermine age verification, among other concerns. After Common Sense Media met with opposing groups in February, the ballot initiative was put on hold and the organizations involved sought to negotiate with the Legislature instead. The Parents & Kids Safe AI Coalition was founded to support this effort. In March 2026, the group reached out to some of the same groups contacted earlier, asking them to endorse its list of policy priorities. Again, some organizations reported being unaware of OpenAI's level of involvement. At least two groups withdrew from the coalition after learning about the financial ties. The priorities themselves were described as "vague but fairly uncontroversial" by The San Francisco Standard.
Histogram of oriented displacements
Histogram of oriented displacements (HOD) is a 2D trajectory descriptor. The trajectory is described using a histogram of the directions between each two consecutive points. Given a trajectory T = {P1, P2, P3, ..., Pn}, where Pt is the 2D position at time t. For each pair of positions Pt and Pt+1, calculate the direction angle θ(t, t+1). Value of θ is between 0 and 360. A histogram of the quantized values of θ is created. If the histogram is of 8 bins, the first bin represents all θs between 0 and 45. The histogram accumulates the lengths of the consecutive moves. For each θ, a specific histogram bin is determined. The length of the line between Pt and Pt+1 is then added to the specific histogram bin. To show the intuition behind the descriptor, consider the action of waving hands. At the end of the action, the hand falls down. When describing this down movement, the descriptor does not care about the position from which the hand started to fall. This fall will affect the histogram with the appropriate angles and lengths, regardless of the position where the hand started to fall. HOD records for each moving point: how much it moves in each range of directions. HOD has a clear physical interpretation. It proposes that, a simple way to describe the motion of an object, is to indicate how much distance it moves in each direction. If the movement in all directions are saved accurately, the movement can be repeated from the initial position to the final destination regardless of the displacements order. However, the temporal information will be lost, as the order of movements is not stored-this is what we solve by applying the temporal pyramid, as shown in section \ref{sec:temp-pyramid}. If the angles quantization range is small, classifiers that use the descriptor will overfit. Generalization needs some slack in directions-which can be done by increasing the quantization range.
VLLM
vLLM is an open-source software framework for inference and serving of large language models and related multimodal models. Originally developed at the University of California, Berkeley's Sky Computing Lab, the project is centered on PagedAttention, a memory-management method for transformer key–value caches, and supports features such as continuous batching, distributed inference, quantization, and OpenAI-compatible APIs. According to a project maintainer, the "v" in vLLM originally referred to "virtual", inspired by virtual memory. == History == vLLM was introduced in 2023 by researchers affiliated with the Sky Computing Lab at UC Berkeley. Its core ideas were described in the 2023 paper Efficient Memory Management for Large Language Model Serving with PagedAttention, which presented the system as a high-throughput and memory-efficient serving engine for large language models. In 2025, the PyTorch Foundation announced that vLLM had become a Foundation-hosted project. PyTorch's project page states that the University of California, Berkeley contributed vLLM to the Linux Foundation in July 2024. In January 2026, TechCrunch reported that the creators of vLLM had launched the startup Inferact to commercialize the project, raising $150 million in seed funding. == Architecture == According to its 2023 paper, vLLM was designed to improve the efficiency of large language model serving by reducing memory waste in the key–value cache used during transformer inference. The paper introduced PagedAttention, an algorithm inspired by virtual memory and paging techniques in operating systems, and described vLLM as using block-level memory management and request scheduling to increase throughput while maintaining similar latency. The project documentation and repository describe support for continuous batching, chunked prefill, speculative decoding, prefix caching, quantization, and multiple forms of distributed inference and serving. PyTorch has described vLLM as a high-throughput, memory-efficient inference and serving engine that supports a range of hardware back ends, including NVIDIA and AMD GPUs, Google TPUs, AWS Trainium, and Intel processors.
Xiaoice
Xiaoice (Chinese: 微软小冰; pinyin: Wēiruǎn Xiǎobīng; lit. 'Microsoft Little Ice', IPA [wéɪɻwânɕjâʊpíŋ]) is an AI system developed by Microsoft (Asia) Software Technology Center (STCA) in 2014 based on an emotional computing framework. In July 2018, Microsoft Xiaoice released the 6th generation. Xiaoice Company, formerly known as AI Xiaoice Team of Microsoft Software Technology Center Asia, was Microsoft's largest independent R&D team for AI products. Founded in China in December 2013 with an expanded Japanese R&D team established in September 2014, this team is distributed in Beijing, Suzhou, and Tokyo, etc. with its technical products covering Asia. On 13 July 2020, Microsoft spun off its Xiaoice business into a separate company. Conversica is a US-based cloud software technology company, headquartered in San Mateo, California, that provides two-way AI-driven conversational software and a suite of Intelligent Virtual Assistants for businesses to engage customers via email, chat, and SMS. == History == 2007: The company was founded by Ben Brigham in Bellingham, Washington, originally as AutoFerret.com. The company's initial product was a Customer Relationship Management (CRM) targeted at automotive dealerships. This soon expanded to lead generation, and then lead validation and qualification. The AI Conversica uses currently was made to follow up on and filter out low-quality leads. The focus of the company shifted toward this automated lead engagement technology. 2010: The company started commercially selling AVA, the first Automated Virtual Assistant for sales, and the company name was changed to AVA.ai. Early customers for AVA were automotive dealerships. As the company moved away from generating leads themselves, and providing the CRM themselves, it became necessary to integrate with existing CRM and Marketing Automation platforms, such as DealerSocket, VinSolutions and Salesforce. 2013: The company raised $16m Series A funding, led by Kennet Partners, and named Mark Bradley as CEO. KE Software is a formerly Australian-owned computer software company based in Manchester, United Kingdom, which specialises in collection management programs for museums, galleries and archives. The Axiell Group acquired the firm in 2014. == History == KE Software had its origins in investigations into electronic systems for managing natural science collections conducted in the late 1970s under a joint program of the University of Melbourne, the then National Museum of Victoria and the Australian Museum, which led to the development of the Titan Database in 1984. Much of the credit for the development of the project was due to the work of Martin Hallett of the Museum of Victoria which evolved into Textpress, and by 2000, the KE EMu database program. LMArena
Arena (formerly LMArena and Chatbot Arena) is a public, web-based platform that evaluates large language models (LLMs). Users enter prompts for two anonymous models to respond to and vote on the model that gave the better response, after which the models' identities are revealed. Users can also choose models to test themselves via the "Direct" selection. Companies which have supplied the company with their large language models include OpenAI, Google DeepMind, and Anthropic. The website has been used for preview releases of upcoming models. Chinese company DeepSeek tested its prototype models in the Arena months before its R1 model gained attention in Western media. Other notable pre-release models include OpenAI's GPT-5 under the codename "summit" and Google DeepMind's Gemini 2.5 Flash Image (an image-generation and editing model) under the codename "Nano Banana". Research has identified specific limitations in Arena's methodology. == History == Chatbot Arena was released on April 24, 2023. In June 2024, Chatbot Arena added image support. In September 2024, Chatbot Arena moved to its own dedicated domain name, lmarena.ai (or LMArena). In April 2025, Meta released Llama 4. Llama 4 Maverick beat GPT-4o and Gemini 2.0 Flash on LMArena, but the version of Maverick on LMArena unfairly differed from the publicly available version. LMArena updated their policies in response. In April 2025, LMArena incorporated as an independent company. That May, LMArena raised $100 million in a seed funding round, valuing the company at $600 million. On January 6, 2026, LMArena announced the closing of a $150 million Series A funding round, bringing the company’s post-money valuation to approximately $1.7 billion.
