In late 2025, a government order requiring Sanchar Saathi to be pre-installed on all mobile devices sold nationwide, with explicit provisions on preventing users from deleting the app or disabling any of its broad functionalities, triggered widespread backlash. The order was subsequently withdrawn. == Background == The Telecommunications Act 2023 introduced an exceptionally broad definition of the term "telecommunications" and conferred wide-ranging powers on the government. Although the Department of Telecommunications (DoT) assured reporters that this definition would not be used to justify government overreach, a November 2024 amendment to the Telecom Cyber Security Rules expanded it further and introduced the concept of the Telecommunication Identifier User Entity (TIEU), enabling users to be personally identified through their phone numbers. Sanchar Saathi was launched amid a widespread rise in cybercrime and hacking, as part of the Indian government's effort to prevent stolen phones from being used for fraud and to promote a state-backed application. In an official statement, the DoT said, "India has big second-hand mobile device market. Cases have also been observed where stolen or blacklisted devices are being re-sold. It makes the purchaser abettor in crime and causes financial loss to them." == Launch == Sanchar Saathi was originally launched as a web portal in May 2023. It was later launched as a mobile app in January 2025. Describing itself as a "citizen-centric" safety tool, Sanchar Saathi allows users to check a device's IMEI, report and block lost or stolen phones, and flag suspected fraud communications. Under Sanchar Saathi's privacy policy, it can make and manage phone calls, view and send messages, read call logs, access photos and files, access the location and camera of the device in which the app is used, as well as read and write into the device's storage. According to official government data, by December 2025, the Sanchar Saathi app had helped recover more than 700,000 lost and stolen mobile devices across India. Users report around 2,000 fraud incidents through the app each day. == Pre-installation controversy == On 28 November 2025, the Bharatiya Janata Party government, led by prime minister Narendra Modi, privately ordered phone manufacturers, including Apple, Samsung, Xiaomi, Vivo, Oppo, among others, to pre-install the Sanchar Saathi app on new devices sold in the country, alongside mandating that old devices get issued a software update for the installation of the app. The order had a 90-day deadline and further included explicit provisions to ensure that the app is to be "readily visible and accessible to the end users at the time of first use or device setup" and that users should neither be able to delete the app nor disable or restrict any of its broad functionalities. The order caused widespread political backlash. K. C. Venugopal, a general secretary of the main opposition party, the Indian National Congress (or simply the Congress), called the order "beyond unconstitutional" and said, "A pre-loaded government app that cannot be uninstalled is a dystopian tool to monitor every Indian. It is a means to watch over every movement, interaction and decision of each citizen", adding, "Big Brother cannot watch us." Another Congress general secretary, Priyanka Gandhi, termed Sanchar Saathi a "snooping app", and attacked the government for "turning this country into a dictatorship". Uddhav Thackeray, former chief minister of Maharashtra, compared Sanchar Saathi to the Pegasus spyware. Sanjay Hegde, a senior advocate at the Supreme Court of India, said "Here in the garb of security, the intrusion is vast, unfettered, unguided and is totally disproportionate. The app ought to be struck down on that account". The Internet Freedom Foundation (IFF), an Indian digital rights advocacy organisation, said, "Forcing every smartphone to carry a permanent government app for a simple verification task is excessive and violates the Puttaswamy proportionality standard", referring to Puttaswamy v. Union of India, a 2017 landmark decision of the Supreme Court, which asserted that the right to privacy should be protected as a fundamental right. The IFF further said, "For this to work in practice, the app will almost certainly need system level or root level access, similar to carrier or OEM system apps, so that it cannot be disabled. That design choice erodes the protections that normally prevent one app from peering into the data of others, and turns Sanchar Saathi into a permanent, non-consensual point of access sitting inside the operating system of every Indian smartphone user." Moreover, the organisation said that while the app was being "framed as a benign IMEI checker", a server-side update could allow the app to engage in "client side scanning for 'banned' applications, flag VPN usage, correlate SIM activity, or trawl SMS logs in the name of fraud detection. Nothing in the order constrains these possibilities." In reaction to the controversy, Jyotiraditya Scindia, the union minister of communications, said, "There is no snooping or call monitoring", adding, "Obviously you can delete it. There is no problem. This is a matter of customer protection. It is not mandatory. If you don't want to register, and don't want to use the app, don't use it; don't register, and it will lay dormant." Scindia compared the app to other pre-installed mobile apps such as Google Maps, which he said could be deleted if users wished so. However, contrary to Scindia's statement, on many phone brands, such pre-installed apps cannot be deleted, although users can disable them. Furthermore, upon enquiry, Scindia did not clarify whether his remarks applied to the app after the order took effect, making no comment on the provision in the order that would prevent users from deleting the app. When Congress member Renuka Chowdhury submitted an adjournment motion notice in the Rajya Sabha seeking the suspension of all other matters to discuss the Sanchar Saathi issue, Kiren Rijiju, the union minister of parliamentary affairs, accused the opposition of "manufacturing issues" to stall session proceedings. By 2 December, it had been reported that Apple did not plan to comply with the order, citing privacy and security concerns for the iOS ecosystem and the fact that the order would violate its internal policy against the pre-installation of third-party software in iPhones. Although it was clarified that Apple did not intend to take the matter to court or publicly oppose the government, it was said that Apple "can't do this. Period." The order would have also required Google to create a custom version of Android solely for India which would include the Sanchar Saathi app, a requirement described to "not be acceptable to the company". Following the backlash, the order was revoked on 3 December 2025. In a press release, the government said, "Given Sanchar Saathi's increasing acceptance, Government has decided not to make the pre-installation mandatory for mobile manufacturers".

    Post-editing (or postediting) is the process whereby humans amend machine-generated translation to achieve an acceptable final product. A person who post-edits is called a post-editor. The concept of post-editing is linked to that of pre-editing. In the process of translating a text via machine translation, best results may be gained by pre-editing the source text – for example by applying the principles of controlled language – and then post-editing the machine output. It is distinct from editing, which refers to the process of improving human generated text (a process which is often known as revision in the field of translation). Post-edited text may afterwards be revised to ensure the quality of the language choices are proofread to correct simple mistakes. Post-editing involves the correction of machine translation output to ensure that it meets a level of quality negotiated in advance between the client and the post-editor. Light post-editing aims at making the output simply understandable; full post-editing at making it also stylistically appropriate. With advances in machine translation full post-editing is becoming an alternative to manual translation. Practically all computer-assisted translation (CAT) tools now support post-editing of machine translated output. == Post-editing and machine translation == Machine translation left the labs to start being used for its actual purpose in the late seventies at some big institutions such as the European Commission and the Pan-American Health Organization, and then, later, at some corporations such as Caterpillar and General Motors. First studies on post-editing appeared in the eighties, linked to those implementations. To develop appropriate guidelines and training, members of the Association for Machine Translation in the Americas (AMTA) and the European Association for Machine Translation (EAMT) set a Post-editing Special Interest Group in 1999. After the nineties, advances in computer power and connectivity sped machine translation development and allowed for its deployment through the web browser, including as a free, useful adjunct to the main search engines (Google Translate, Bing Translator, Yahoo! Babel Fish). A wider acceptance of less than perfect machine translation was accompanied also by a wider acceptance of post-editing. With the demand for localisation of goods and services growing at a pace that could not be met by human translation, not even assisted by translation memory and other translation management technologies, industry bodies such as the Translation Automation Users Society (TAUS) expect machine translation and post-editing to play a much bigger role within the next few years. The use of Machine Translation suggests sometimes pre-editing. Human translators possess significantly more sophisticated cognitive abilities than machine translation (MT) systems. They leverage a wealth of life experience, common sense, and multi-sensory input to understand context, identify semantic intent, and add cultural nuances to translations. This remains true even as MT capabilities continue to improve. Unlike MT systems, which primarily focus on literal word-for-word conversion, human translators grasp the underlying meaning and intent, even when information is implicit. They "read between the lines," guided by their understanding of the world. Essentially, MT models excel at text string prediction, not true comprehension. Their success often stems from framing problems as prediction tasks, such as in self-driving cars or fraud detection. Studies have demonstrated that integrating adaptive MT with post-editing interfaces can lead to reductions in technical effort and time, improving overall translation efficiency. These systems are also supported by research that highlights the benefits of adaptive MT in real-world translation scenarios. For example, incremental adaptation in Neural Machine Translation (NMT) for professional post-editors has been shown to improve translation quality and reduce time spent on edits, showcasing how human expertise and machine assistance can complement each other effectively. == Light and full post-editing == For many years, no widely accepted, standardized post-editing guidelines existed; however, in 2017, ISO standard 18587:2017: Translation services — Post-editing of machine translation output — Requirements was published. Studies in the eighties distinguished between degrees of post-editing which, in the context of the European Commission Translation Service, were first defined as conventional and rapid or full and rapid. Light and full post-editing seems the wording most used today. Light post-editing implies minimal intervention by the post-editor, with the aim of ensuring quality is "good enough" or "understandable"; the expectation is that the client will use it for inbound purposes only, often when the text is needed urgently, or has a short time span. Full post-editing involves a greater level of intervention to achieve a degree of quality to be negotiated between client and post-editor; the expectation is that the outcome will be a text that is not only understandable but presented in some stylistically appropriate way, so it can be used for assimilation and even for dissemination, for inbound and for outbound purposes. The quality is expected to be publishable and equivalent to that of a human translation. The assumption, however, has been that it takes less effort for translators to work directly from the source text than to post-edit the machine generated version. With advances in machine translation, this may be changing. For some language pairs and for some tasks, and with engines that have been customised with domain specific good quality data, some clients are already requesting translators to post-edit instead of translating from scratch, in the belief that they will attain similar quality at a lower cost. The light/full classification, developed in the nineties when machine translation still came on a CD-ROM, may not suit advances in machine translation at the light post-editing end either. For some language pairs and some tasks, particularly if the source has been pre-edited, raw machine output may be good enough for gisting purposes without requiring subsequent human intervention. == Post-editing efficiency == Post-editing is used when raw machine translation is not good enough and human translation not required. Industry advises post-editing to be used when it can at least double the productivity of manual translation, even fourfold it in the case of light post-editing (1000 words per hour vs. 250 wph). However, post-editing efficiency is difficult to predict. Various studies from both academia and industry have claimed that post-editing is generally faster than translating from scratch, regardless of language pairs or translators' experience. There is, however, no agreement about how much time can be saved through post-editing in practice (if any at all): While the industry reports on time savings around 40%, some academic studies suggest that time savings under actual working conditions are more likely to be between 0–20%, or that it may depend on the terminological proximity between the source and target languages. Professionals have also reported negative productivity gains where corrections require more time than to translate from scratch. == Post-editing and the language industry == After some thirty years, post-editing is still "a nascent profession". What the right profile of the post-editor is, has not yet been fully studied. Post-editing overlaps with translating and editing, but only partially. Most think the ideal post-editor will be a translator keen to be trained on the specific skills required, but there are some who think a bilingual without a background in translation may be easier to train. Not much is known either on who the actual post-editors are, whether they tend to be professional translators, whether they work mostly as in-house employees or self-employed, and on which conditions. Many professional translators dislike post-editing, among other reasons because it tends to be paid at lower rates than conventional translations, with the International Association of Professional Translators and Interpreters (IAPTI) having been particularly vocal about it.

    Philipp Koehn (born 1 August 1971 in Erlangen, West Germany) is a computer scientist and researcher in the field of machine translation. His primary research interest is statistical machine translation and he is one of the inventors of a method called phrase based machine translation. This is a sub-field of statistical translation methods that employs sequences of words (or so-called "phrases") as the basis of translation, expanding the previous word based approaches. A 2003 paper which he authored with Franz Josef Och and Daniel Marcu called Statistical phrase-based translation has attracted wide attention in Machine translation community and has been cited over a thousand times. Phrase based methods are widely used in machine translation applications in industry. Philipp Koehn received his PhD in computer science in 2003 from the University of Southern California, where he worked at the Information Sciences Institute advised by Kevin Knight. After a year as a postdoctoral fellow under Michael Collins at the Massachusetts Institute of Technology, he joined the University of Edinburgh as a lecturer in the School of Informatics in 2005. He was appointed reader in 2010 and professor in 2012. In 2014, he was appointed professor at the computer science department of The Johns Hopkins University, where he is affiliated with the Center for Language and Speech Processing. == Moses statistical machine translation decoder == The Moses machine translation decoder is an open source project that was created by and is maintained under the guidance of Philipp Koehn. The Moses decoder is a platform for developing Statistical machine translation systems given a parallel corpus for any language pair. The decoder was mainly developed by Hieu Hoang and Philipp Koehn at the University of Edinburgh and extended during a Johns Hopkins University Summer Workshop and further developed under Euromatrix and GALE project funding. The bank check recognition system that he helped develop was widely deployed by NCR and other companies, reading over 10% of all the checks in the US in the late 1990s and early 2000s. In 1996, he joined AT&T Labs and worked primarily on the DjVu image compression technology, that is used by some websites, notably the Internet Archive, to distribute scanned documents. Between 2002 and 2010, he was a research scientist at NEC Laboratories in Princeton, New Jersey, where he focused on the theory and practice of machine learning with large-scale datasets, on-line learning, and stochastic optimization methods. He developed the open source software LaSVM for fast large-scale support vector machine, and stochastic gradient descent software for training linear SVM and Conditional Random Fields. In 2010 he joined the Microsoft adCenter in Redmond, Washington, and in 2012 became a Principal Researcher at Microsoft Research in New York City. In March 2015 he joined Facebook Artificial Intelligence Research, also in New York City, as a research lead. His work in gradient descent argued that both stochastic gradient descent and batch gradient descent reach similar levels of loss with the same number of training samples, but SGD is faster when running on large datasets. He also argued that second-order gradient descent methods, such as quasi-Newton methods, can be beneficial compared to plain SGD. See (Bottou et al 2018) for a review. He was program chair of the 2013 Conference on Neural Information Processing Systems and the 2009 International Conference on Machine Learning.
