    Principle of rationality

    The principle of rationality (or rationality principle) was coined by Karl R. Popper in his Harvard Lecture of 1963, and published in his book Myth of Framework. It is related to what he called the 'logic of the situation' in an Economica article of 1944/1945, published later in his book The Poverty of Historicism. According to Popper's rationality principle, agents act in the most adequate way according to the objective situation. It is an idealized conception of human behavior which he used to drive his model of situational analysis. Cognitive scientist Allen Newell elaborated on the principle in his account of knowledge level modeling. == Popper == Popper called for social science to be grounded in what he called situational analysis or situational logic. This requires building models of social situations which include individual actors and their relationship to social institutions, e.g. markets, legal codes, bureaucracies, etc. These models attribute certain aims and information to the actors. This forms the 'logic of the situation', the result of reconstructing meticulously all circumstances of an historical event. The 'principle of rationality' is the assumption that people are instrumental in trying to reach their goals, and this is what drives the model. Popper believed that this model could be continuously refined to approach the objective truth. Popper called his principle of rationality nearly empty (a technical term meaning without empirical content) and strictly speaking false, but nonetheless tremendously useful. These remarks earned him a lot of criticism because seemingly he had swerved from his famous Logic of Scientific Discovery. Among the many philosophers having discussed Popper's principle of rationality from the 1960s up to now are Noretta Koertge, R. Nadeau, Viktor J. Vanberg, Hans Albert, E. Matzner, Ian C. Böhm. == Newell == In the context of knowledge-based systems, Newell (in 1982) proposed the following principle of rationality: "If an agent has knowledge that one of its actions will lead to one of its goals, then the agent will select that action." This principle is employed by agents at the knowledge level to move closer to a desired goal. An important philosophical difference between Newell and Popper is that Newell argued that the knowledge level is real in the sense that it exists in nature and is not made up. This allowed Newell to treat the rationality principle as a way of understanding nature and avoid the problems Popper ran into by treating knowledge as non physical and therefore non empirical.

New versions of the software such as Jumper 2.0 and Knowledge Plaza expand tag metadata in the form of knowledge tags that provide additional information about the data and are applied to structured and semi-structured data and are collected in tag profiles. == History == Enterprise bookmarking is derived from Social bookmarking that got its modern start with the launch of the website del.icio.us in 2003. The first major announcement of an enterprise bookmarking platform was the IBM Dogear project, developed in Summer 2006. Version 1.0 of the Dogear software was announced at Lotusphere 2007, and shipped later that year on June 27 as part of IBM Lotus Connections. The second significant commercial release was Cogenz in September 2007. Since these early releases, Enterprise bookmarking platforms have diverged considerably. The most significant new release was the Jumper 2.0 platform, with expanded and customizable knowledge tagging fields. == Differences == === Versus social bookmarking === In a social bookmarking system, individuals create personal collections of bookmarks and share their bookmarks with others. These centrally stored collections of Internet resources can be accessed by other users to find useful resources. Often these lists are publicly accessible, so that other people with similar interests can view the links by category or by the tags themselves. Most social bookmarking sites allow users to search for bookmarks which are associated with given "tags", and rank the resources by the number of users which have bookmarked them. Enterprise bookmarking is a method of tagging and linking any information using an expanded set of tags to capture knowledge about data. It collects and indexes these tags in a web-infrastructure knowledge base server residing behind the firewall. Users can share knowledge tags with specified people or groups, shared only inside specific networks, typically within an organization. Enterprise bookmarking is a knowledge management discipline that embraces Enterprise 2.0 methodologies to capture specific knowledge and information that organizations consider proprietary and are not shared on the public Internet. === Tag management === Enterprise bookmarking tools also differ from social bookmarking tools in the way that they often face an existing taxonomy. It contains HTML, CSS and (optionally) JavaScript-based design templates for typography, forms, buttons, navigation, and other interface components. As of May 2023, Bootstrap is the 17th most starred project (4th most starred library) on GitHub, with over 164,000 stars. According to W3Techs, Bootstrap is used by 19.2% of all websites. == Features == Bootstrap is an HTML, CSS and JS library that focuses on simplifying the development of informative web pages (as opposed to web applications). The primary purpose of adding it to a web project is to apply Bootstrap's choices of color, size, font and layout to that project. As such, the primary factor is whether the developers in charge find those choices to their liking. Once added to a project, Bootstrap provides basic style definitions for all HTML elements. The result is a uniform appearance for prose, tables and form elements across web browsers. In addition, developers can take advantage of CSS classes defined in Bootstrap to further customize the appearance of their contents. For example, Bootstrap has provisioned for light- and dark-colored tables, page headings, more prominent pull quotes, and text with a highlight. Bootstrap also comes with several JavaScript components which do not require other libraries like jQuery. They provide additional user interface elements such as dialog boxes, tooltips, progress bars, navigation drop-downs, and carousels. Each Bootstrap component consists of an HTML structure, CSS declarations, and in some cases accompanying JavaScript code. They also extend the functionality of some existing interface elements, including for example an auto-complete function for input fields. The most prominent components of Bootstrap are its layout components, as they affect an entire web page. Before Bootstrap, various libraries were used for interface development, which led to inconsistencies and a high maintenance burden. According to Otto: A super small group of developers and I got together to design and build a new internal tool and saw an opportunity to do something more. Through that process, we saw ourselves build something much more substantial than another internal tool. Months later, we ended up with an early version of Bootstrap as a way to document and share common design patterns and assets within the company.     Spreading activation

    Spreading activation is a method for searching associative networks, biological and artificial neural networks, or semantic networks. The search process is initiated by labeling a set of source nodes (e.g. concepts in a semantic network) with weights or "activation" and then iteratively propagating or "spreading" that activation out to other nodes linked to the source nodes. Most often these "weights" are real values that decay as activation propagates through the network. When the weights are discrete this process is often referred to as marker passing. Activation may originate from alternate paths, identified by distinct markers, and terminate when two alternate paths reach the same node. However brain studies show that several different brain areas play an important role in semantic processing. Spreading activation in semantic networks as a model were invented in cognitive psychology to model the fan out effect. Spreading activation can also be applied in information retrieval, by means of a network of nodes representing documents and terms contained in those documents. == Cognitive psychology == As it relates to cognitive psychology, spreading activation is the theory of how the brain iterates through a network of associated ideas to retrieve specific information. The spreading activation theory presents the array of concepts within our memory as cognitive units, each consisting of a node and its associated elements or characteristics, all connected together by edges. A spreading activation network can be represented schematically, in a sort of web diagram with shorter lines between two nodes meaning the ideas are more closely related and will typically be associated more quickly to the original concept. In memory psychology, the spreading activation model holds that people organize their knowledge of the world based on their personal experiences, which in turn form the network of ideas that is the person's knowledge of the world. When a word (the target) is preceded by an associated word (the prime) in word recognition tasks, participants seem to perform better in the amount of time that it takes them to respond. For instance, subjects respond faster to the word "doctor" when it is preceded by "nurse" than when it is preceded by an unrelated word like "carrot". This semantic priming effect with words that are close in meaning within the cognitive network has been seen in a wide range of tasks given by experimenters, ranging from sentence verification to lexical decision and naming. As another example, if the original concept is "red" and the concept "vehicles" is primed, they are much more likely to say "fire engine" instead of something unrelated to vehicles, such as "cherries". If instead "fruits" was primed, they would likely name "cherries" and continue on from there. The activation of pathways in the network has everything to do with how closely linked two concepts are by meaning, as well as how a subject is primed. == Algorithm == A directed graph is populated by Nodes[ 1...N ] each having an associated activation value A [ i ] which is a real number in the range [0.0 ... 1.0]. A Link[ i, j ] connects source node[ i ] with target node[ j ]. Each edge has an associated weight W [ i, j ] usually a real number in the range [0.0 ... 1.0]. If a target node receives an adjustment to its activation value so that it would exceed 1.0, then set its new activation value to 1.0. Likewise maintain 0.0 as a lower bound on the target node's activation value should it receive an adjustment to below 0.0. Once a node has fired it may not fire again, although variations of the basic algorithm permit repeated firings and loops through the graph. Nodes receiving a new activation value that exceeds the firing threshold F are marked for firing on the next spreading activation cycle. If activation originates from more than one node, a variation of the algorithm permits marker passing to distinguish the paths by which activation is spread over the graph The procedure terminates when either there are no more nodes to fire or in the case of marker passing from multiple origins, when a node is reached from more than one path.     Friending and following

    Friending is the act of adding someone to a list of "friends" on a social networking service. The notion does not necessarily involve the concept of friendship. It is also distinct from the idea of a "fan"—as employed on the WWW sites of businesses, bands, artists, and others—since it is more than a one-way relationship. A "fan" only receives things. A "friend" can communicate back to the person friending. The act of "friending" someone usually grants that person special privileges (on the service) with respect to oneself. On Facebook, for example, one's "friends" have the privilege of viewing and posting to one's "timeline". Following is a similar concept on other social network services, such as Twitter and Instagram, where a person (follower) chooses to add content from a person or page to their newsfeed. Unlike friending, following is not necessarily mutual, and a person can unfollow (stop following) or block another user at any time without affecting that user's following status. The first scholarly definition and examination of friending and defriending (the act of removing someone from one's friend list, also called unfriending) was David Fono and Kate Raynes-Goldie's "Hyperfriendship and beyond: Friends and Social Norms on LiveJournal" from 2005, which identified the use of the term as both a noun and a verb by users of early social network site and blogging platform LiveJournal, which was originally launched in 1999. == Friend/follower count, friend collecting, and multiple accounts == The addition of people to a friend list without regard to whether one actually is their friend is sometimes known as friend whoring. Matt Jones of Dopplr went so far as to coin the expression "friending considered harmful" to describe the problem of focusing upon the friending of more and more people at the expense of actually making any use of a social network. Friend collecting is the adding of hundreds or thousands of friends/followers, a not uncommon order of magnitude on some social sites. As a result, many teen users feel pressured to heavily curate their posts, posting only carefully posed and edited photographs with well-thought-out captions. Some Instagram users will create a second account, known as a Finsta (short for "Fake Instagram"). A Finsta is typically private, and the owner only allows close friends to follow it. Since the follower count is kept down, the posts can be more candid and silly in nature. Users may also create multiple accounts based on their interests. Someone with a personal social media account might be a photographer and maintain a separate account for that. There is risk associated with following large numbers of people: scholars say that social anxiety could be an effect of managing a large social media network, as users can feel jealous and have a "fear of missing out". == Unfriending and unfollowing == Unfriending is the act of removing someone from a friends list. On Facebook, this means the action is unilateral, meaning, the friendship is terminated on both sides. The act of unfriending is often used when one user was flirting and made the other uncomfortable. Unfollowing is a little different. When a user unfollows someone on Instagram or Twitter, it continues a one-sided relationship. Often, the unfollowed user doesn't realize they were unfollowed, so they continue the following. == Social network friending and friendship == There are distinct groups of "friends" that one can friend on a social networking service. The notion of a social network friend does not necessarily embody the concept of friendship. Although terminology has not yet evolved to distinguish the different types of social networking friends, they can be broken into the following three categories. friends who are actually known These are people that may be one's friends or family in real life, with whom one has regular interaction either on-line or off-line. organizational friends These are companies and other organizations who maintain a "friending" relationship as a contacts list. complete strangers These are social networking "friends" with whom one has no relationship at all. Within these categories "friends" can be made up of strong ties, weak existing ties, weak latent ties, and parasocial ties. Strong ties can be made up of close family members and friends where self-disclosure, intimacy and frequent content occur. Weak existing ties can be made up of acquaintances, co-workers and distance relatives with whom the user has inconsistent contact. Weak latent ties can be made up of people within a similar geographical location or profession that can be used as a potential future bridge to other connections. Parasocial ties can be made up of celebrities, public figures and media personas. Human nature is to reciprocate a friending, marking someone as a friend who has marked oneself as a friend. This is a social norm for social networking services. However, this leads to mixing up who is an actual friend, and who is a contact. Tagging someone as a "contact" who has marked one as a "friend" can be perceived as impolite. Other concerns about this issue are treated in Sherry Turkle's Alone Together which analyses many behavioral dynamics in social media friendships. Turkle defines herself as "cautiously optimistic", but expresses concern that distance communications may undermine genuine face-to-face spoken discourses, lessening people's expectations of one another. One social networking service, FriendFeed, allows one to friend someone as a "fake" friend. The person "fake" friended receives the usual notifications for friending, but that person's updates are not received. Gavin Bell, author of Building Social Web Applications, describes this mechanism as "ludicrous". Results from a 2007 survey the Center for the Digital Future stated that only 23% of internet users have at least one virtual friend whom they have only met online. Ideally the number of virtual friends is directly proportional to the use of the Internet, but the same survey showed 20% of heavy-users (more than 3 hours/day) who claimed an average of 8.7% online friends, reported at least one relationship that started virtually and migrated to in-person contact. This results and other concerning issues are included in the book Networked: The New Social Operating System co-written by Lee Rainie and Barry Wellman in 2012. == Ethical considerations == The act of "friending" someone on a social networking service has particular ethical implications for judges in the United States. Judicial codes of conducts in the various states generally incorporate some form of provision that judges should avoid even the appearance of impropriety. Whether this regulates and even prohibits judges "friending" attorneys that appear before them, and law enforcement personnel, has been the subject of some analysis by the judicial ethics panels of the various states. They haven't all agreed on the guidance that they have given to judges: The New York state Judicial Ethics committee in 2009 simply advised judges to employ caution, noting that the issue of "friending" someone on a social networking service is a publicly observable act that has little difference from other public behavior concerns judges already face. The Florida Judicial Ethics Advisory committee in 2009 noted that, judges being normal human beings, it was unavoidable for judges to form friendships without the responsibilities of their job. It prohibited judges from friending any attorneys that appeared before them, whilst allowing friending of those who do not, on the grounds that it may give the appearance to the general public (even if the substance is otherwise) that those attorneys who are friended hold special sway with the judge. A minority opinion of the committee asserted that there is a substantive difference between "friending" on a social networking service and actual friendship, and that the general public, being aware of the norms of social networking services, was capable of drawing this distinction and would not reasonably conclude either a special degree of influence or a violation of the code of judicial conduct. This minority opinion was outnumbered twice in 2009, both in the Judicial Ethics Advisory and in the Florida Supreme Court Judicial Ethics Advisory committee. The South Carolina judicial conduct committee in 2009 permitted judges to friend attorneys and law enforcement personnel, with the proviso that no judicial business should be conducted upon nor discussed via the social networking service. "... a judge should not become isolated from the community in which the judge lives.", the committee stated. The Kentucky Judicial Ethics committee in 2010 took the same position as the minority opinion in Florida. It urged judges to exercise caution, but recognized that the act of friending "does not, in and of itself, indicate the degree or intensity of a judge's relationship with the person who is the 'friend'

    Hardware-based encryption is the use of computer hardware to assist software, or sometimes replace software, in the process of data encryption. Typically, this is implemented as part of the processor's instruction set. For example, the AES encryption algorithm (a modern cipher) can be implemented using the AES instruction set on the ubiquitous x86 architecture. Such instructions also exist on the ARM architecture. However, more unusual systems exist where the cryptography module is separate from the central processor, instead being implemented as a coprocessor, in particular a secure cryptoprocessor or cryptographic accelerator, of which an example is the IBM 4758, or its successor, the IBM 4764. Hardware implementations can be faster and less prone to exploitation than traditional software implementations, and furthermore can be protected against tampering. == History == Prior to the use of computer hardware, cryptography could be performed through various mechanical or electro-mechanical means. An early example is the Scytale used by the Spartans. The Enigma machine was an electro-mechanical system cipher machine notably used by the Germans in World War II. After World War II, purely electronic systems were developed. In 1987 the ABYSS (A Basic Yorktown Security System) project was initiated. The aim of this project was to protect against software piracy. However, the application of computers to cryptography in general dates back to the 1940s and Bletchley Park, where the Colossus computer was used to break the encryption used by German High Command during World War II. The use of computers to encrypt, however, came later. In particular, until the development of the integrated circuit, of which the first was produced in 1960, computers were impractical for encryption, since, in comparison to the portable form factor of the Enigma machine, computers of the era took the space of an entire building. It was only with the development of the microcomputer that computer encryption became feasible, outside of niche applications. The development of the World Wide Web lead to the need for consumers to have access to encryption, as online shopping became prevalent. The key concerns for consumers were security and speed. This led to the eventual inclusion of the key algorithms into processors as a way of both increasing speed and security. == Implementations == === In the instruction set === ==== x86 ==== The X86 architecture, as a CISC (Complex Instruction Set Computer) Architecture, typically implements complex algorithms in hardware. Cryptographic algorithms are no exception. The x86 architecture implements significant components of the AES (Advanced Encryption Standard) algorithm, which can be used by the NSA for Top Secret information. The architecture also includes support for the SHA Hashing Algorithms through the Intel SHA extensions. Whereas AES is a cipher, which is useful for encrypting documents, hashing is used for verification, such as of passwords (see PBKDF2). ==== ARM ==== ARM processors can optionally support Security Extensions. Both are peripheral devices that plug into the motherboard. === Proliferation === Advanced Micro Devices (AMD) processors are also x86 devices, and have supported the AES instructions since the 2011 Bulldozer processor iteration. Due to the existence of encryption instructions on modern processors provided by both Intel and AMD, the instructions are present on most modern computers. They also exist on many tablets and smartphones due to their implementation in ARM processors. == Advantages == Implementing cryptography in hardware means that part of the processor is dedicated to the task. This can lead to a large increase in speed. In particular, modern processor architectures that support pipelining can often perform other instructions concurrently with the execution of the encryption instruction. Furthermore, hardware can have methods of protecting data from software. Consequently, even if the operating system is compromised, the data may still be secure (see Software Guard Extensions). == Disadvantages == If, however, the hardware implementation is compromised, major issues arise. Malicious software can retrieve the data from the (supposedly) secure hardware – a large class of method used is the timing attack. This is far more problematic to solve than a software bug, even within the operating system. Microsoft regularly deals with security issues through Windows Update.     A whitelist or allowlist is a list or register of entities that are being provided a particular privilege, service, mobility, access or recognition. Entities on the list will be accepted, approved and/or recognized. Whitelisting is the reverse of blacklisting, the practice of identifying entities that are denied, unrecognized, or ostracized. == Email whitelists == Spam filters often include the ability to "whitelist" certain sender IP addresses, email addresses or domain names to protect their email from being rejected or sent to a junk mail folder. These can be manually maintained by the user or system administrator - but can also refer to externally maintained whitelist services. === Non-commercial whitelists === Non-commercial whitelists are operated by various non-profit organizations, ISPs, and others interested in blocking spam. Rather than paying fees, the sender must pass a series of tests; for example, their email server must not be an open relay and have a static IP address. The operator of the whitelist may remove a server from the list if complaints are received. === Commercial whitelists === Commercial whitelists are a system by which an Internet service provider allows someone to bypass spam filters when sending email messages to its subscribers, in return for a pre-paid fee, either an annual or a per-message fee. A sender can then be more confident that their messages have reached recipients without being blocked, or having links or images stripped out of them, by spam filters. The purpose of commercial whitelists is to allow companies to reliably reach their customers by email. == Advertising whitelist == Many websites rely on ads as a source of revenue, but the use of ad blockers is increasingly common. Websites that detect an adblocker in use often ask for it to be disabled - or their site to be "added to the whitelist" - a standard feature of most adblockers. == Network whitelists == === LAN whitelists === A use for whitelists is in local area network (LAN) security. Many network admins set up MAC address whitelists, or a MAC address filter, to control who is allowed on their networks. This is used when encryption is not a practical solution or in tandem with encryption. However, it's sometimes ineffective because a MAC address can be faked. === IP whitelist === Firewalls can usually be configured to only allow data-traffic from/to certain (ranges of) IP-addresses. === Application whitelists === One approach in combating viruses and malware is to whitelist software which is considered safe to run, blocking all others. This is particularly attractive in a corporate environment, where there are typically already restrictions on what software is approved. Leading providers of application whitelisting technology include Bit9, Velox, McAfee, Lumension, ThreatLocker, Airlock Digital and SMAC. On Microsoft Windows, recent versions include AppLocker, which allows administrators to control which executable files are denied or allowed to execute. With AppLocker, administrators are able to create rules based on file names, publishers or file location that will allow certain files to execute. Rules can apply to individuals or groups. Policies are used to group users into different enforcement levels. For example, some users can be added to a report-only policy that will allow administrators to understand the impact before moving that user to a higher enforcement level. Linux systems typically have AppArmor and SE Linux features available which can be used to effectively block all applications which are not explicitly whitelisted, and commercial products are also available. On HP-UX introduced a feature called "HP-UX Whitelisting" on 11iv3 version. == Controversy regarding name == In 2018, a journal commentary on a report on predatory publishing was released making claims that "white" and "black" are racially charged terms that need to be avoided in instances such as "whitelist" and "blacklist". The premise of the journal is that "black" and "white" have negative and positive connotations respectively. It states that since "blacklisting" was first referred to during "the time of mass enslavement and forced deportation of Africans to work in European-held colonies in the Americas," the word is therefore related to race. There is no mention of "whitelist" and its origin or relation to race. This issue is most widely disputed in computing industries where "whitelist" and "blacklist" are prevalent (e.g. IP whitelisting). Despite the commentary nature of the journal, some companies and individuals in others have taken to replacing "whitelist" and "blacklist" with new alternatives such as "allow list" and "deny list". Those adopting this change consider using the "whitelist"/"blacklist" names as a code smell. Those that oppose these changes question its attribution to race, citing the same etymology quote that the 2018 journal uses. According to the remark, the term "blacklist" evolved from the term "black book" about a century ago. The term "black book" does not appear to have any etymology or sources that support racial associations, instead originating in the 1400s as a reference to "a list of people who had committed crimes or fallen out of favor with leaders", and popularized by King Henry VIII's literal use of a black book. Others also note the prevalence of positive and negative connotations to "white" and "black" in the Bible, predating attributions to skin tone and slavery. It wasn't until the 1960s Black Power movement that "Black" became a widespread word to refer to one's race as a person of color in America (alternate to African-American) lending itself to the argument that the negative connotation behind "black" and "blacklist" both predate attribution to race.

    Browser sniffing (also known as User agent sniffing and browser detection) is a set of techniques used in websites and web applications in order to determine the web browser a visitor is using, and to serve browser-appropriate content to the visitor. It is also used to detect mobile browsers and send them mobile-optimized websites. This practice is sometimes used to circumvent incompatibilities between browsers due to misinterpretation of HTML, Cascading Style Sheets (CSS), or the Document Object Model (DOM). While the World Wide Web Consortium maintains up-to-date central versions of some of the most important Web standards in the form of recommendations, in practice no software developer has designed a browser which adheres exactly to these standards; implementation of other standards and protocols, such as SVG and XMLHttpRequest, varies as well. As a result, different browsers display the same page differently, and so browser sniffing was developed to detect the web browser in order to help ensure consistent display of content. == Sniffer methods == === Client-side sniffing === Web pages can use programming languages such as JavaScript which are interpreted by the user agent, with results sent to the web server. For example: This code is run by the client computer, and the results are used by other code to make necessary adjustments on client-side. In this example, the client computer is asked to determine whether the browser can use a feature called ActiveX. Since this feature was proprietary to Microsoft, a positive result will indicate that the client may be running Microsoft's Internet Explorer. This is no longer a reliable indicator since Microsoft's open-source release of the ActiveX code, however, meaning that it can be used by any browser. === Standard Browser detection method === The web server communicates with the client using a communication protocol known as HTTP, or Hypertext Transfer Protocol, which specifies that the client send the server information about the browser being used to view the website in a User-Agent header. === Server-side sniffing === Extensive browser techniques enable persistent user tracking even if users try to stay anonymous. See device fingerprint for more details on browser fingerprinting. == Issues and standards == Many websites use browser sniffing to determine whether a visitor's browser is unable to use certain features (such as JavaScript, DHTML, ActiveX, or cascading style sheets), and display an error page if a certain browser is not used. However, it is virtually impossible to account for the tremendous variety of browsers available to users. Generally, a web designer using browser sniffing to determine what kind of page to present will test for the three or four most popular browsers, and provide content tailored to each of these. If a user is employing a user agent not tested for, there is no guarantee that a usable page will be served; thus, the user may be forced either to change browsers or to avoid the page. The World Wide Web Consortium, which sets standards for the construction of web pages, recommends that web sites be designed in accordance with its standards, and be arranged to "fail gracefully" when presented to a browser which cannot deal with a particular standard. Browser sniffing increases maintenance needed. Websites treating some browsers differently should provide an alternative version for other browsers. Use of user agent strings are error-prone because the developer must check for the appropriate part, such as "Gecko" instead of "Firefox". They must also ensure that future versions are supported. Furthermore, some browsers allow changing the user agent string, making the technique useless.

These include the Bank of England, Cancer Research UK, GOV.UK Verify partner CitizenSafe, The Commonwealth of Nations and Sport England. == History == Cyber-Duck was founded in 2005 by Danny Bluestone in his flat in Mill Hill, United Kingdom. After a few months, the firm moved into its first office in Borehamwood. Projects with Ogilvy, London Creative and Wisteria followed before Cyber-Duck moved to offices in Devonshire House, Borehamwood. In 2010, the firm was commissioned to develop a website for the European Commission in the UK. In 2011, the company moved to a self-contained premises in Elstree, Hertfordshire. Shortly afterward, Cyber-Duck was listed on the Deloitte Technology Fast 500 EMEA in recognition of its substantial revenue growth over the previous five years. As the company grew, its expertise also broadened. This resulted in guest spots on several television shows. Cyber-Duck was featured in an episode of the Gadget Show in 2011, and Chief Production Officer Matt Gibson appeared on BBC Watchdog in 2013 to assist in researching websites and their checkout processes.     Anti-social Media Bill (Nigeria)

    Anti-social Media Bill was introduced by the Senate of the Federal Republic of Nigeria on 5 November 2019 to criminalise the use of the social media in peddling false or malicious information. The original title of the bill is Protection from Internet Falsehood and Manipulations Bill 2019. It was sponsored by Senator Mohammed Sani Musa from the largely conservative northern Nigeria. After the bill passed second reading on the floor of the Nigeria Senate and its details were made public, information emerged on the social media accusing the sponsor of the bill of plagiarising a similar law in Singapore which is at the bottom of global ranking in the freedom of speech and of the press. But the senator denied that he plagiarised Singaporean law. == Opposition to the bill == Angry reactions trailed the introduction of the bill, and a number of civil society organisations, human rights activists, and Nigerian citizens unanimously opposed the bill. International rights group, Amnesty International and Human Rights Watch condemned the proposed legislation saying it is aimed at gagging freedom of speech which is a universal right in a country of over two hundred million people. Opposition political parties are very critical of the bill and accused the government of attempting to strip bare, Nigerian citizens of their rights to free speech and destroying same social media on whose power and influence the ruling All Progressives Congress, APC came to power in 2015. Nigeria Information Minister, Lai Mohammed has been at the center of public criticism because he is suspected to be the brain behind the proposed act. Lai was a former spokesman of then opposition All Progressives Congress. A "Stop the Social Media Bill! You can no longer take our rights from us" online petition campaign to force the Nigeria parliament to drop the bill received over 90,000 signatures within 24 hours. In November 2019, after the bill passed second reading in the senate, Akon Eyakenyi, a senator from Akwa Ibom State publicly said he would resist the bill. === Support for the bill === Those who support the proposed act especially Senators have often argued that the law would help curtail hate speech. President Muhammad Buhari who is seen as a beneficiary of the influence and power of the social media and free speech has been mute about it. But the president's senior aides and family members have publicly spoken in support of the bill. In November 2019, the wife of the president, Aisha Buhari, told a gathering at the Nigeria's National Mosque in the capital, Abuja that if China with over one billion people could regulate the social media, Nigeria should do same. But Nigerians reacted saying Nigeria is not a one-party communist state like China. Days later, a daughter to the president, Zahra Indimi told a gathering of young people in Abuja that social media had become a potent weapon for bullying those they thought were doing better than them in terms of social class and called for a critical regulation. == Key provisions of the bill == === Title === Protection from Internet Falsehoods, Manipulations and Other Related Matters Bill 2019. === Explanatory memorandum === This Act is to prevent Falsehoods and Manipulations in Internet transmission and correspondences in Nigeria. To suppress falsehoods and manipulations and counter the effects of such communications and transmissions and to sanction offenders with a view to encouraging and enhancing transparency by Social Media Platforms using the internet correspondences. === Objectives === One objective of the bill is to prevent the transmission of false statements or declaration of facts in Nigeria. Another objective of the bill is to end the financing of online mediums that transmit false statements. Measures will be taken to detect and control inauthentic behaviour and misuse of online accounts (parody accounts). When paid content is posted towards a political end, there will be measures to ensure the poster discloses such information. There will be sanction for offenders. === Transmission of false statement === According to the bill, a person must not: Transmit a statement that is false or, Transmit a statement that might: i. Affect the security or any part of Nigeria. ii. Affect public health, public safety or public finance. iii. Affect Nigeria's relationship with other countries. iv. influence the outcome of an election to any office in a general election. v. Cause enmity or hatred towards a person or group of persons. Anyone guilty of the above is liable to a fine of N300,000 or three years' imprisonment or both (for individual); and a fine not exceeding ten million naira (for corporate organisations). Same punishment applies for fake online accounts that transmit statements listed above. === Parody accounts === The bill says a person shall not open an account to transmit false statement. Anyone found guilty will be fined N200,000 or three years' imprisonment or both (for an individual) or five million naira (for corporate organisations). If such accounts transmit a statement that will affect security or influence the outcome of an election, such a person will be fined N300,000 or three years' imprisonment or both. If a person receives payment or reward to help another to transmit false statements knowingly, he/she is liable to a fine of N150,000 or three years' imprisonment or both. If a person receives payment or reward to help another to transmit a statement affects security or influence the outcome of an election, the fine is N300,000 or three years' imprisonment or both (for individual) and ten million naira for organisations. === Declaration === According to the bill, a law enforcement department can issue a "declaration" to offenders. And this declaration will be issued even if the "false statement" has been corrected or pulled down. The offender will be required to publish a "correction notice" in a specified newspaper, online location or other printed publication of Nigeria. Failure to comply, a person is liable to N200,000 or 12 months' imprisonment or both (for individual) and five million naira for organisations. === Access blocking order === The bill says the law enforcement department will also issue an access blocking order to offenders. The law enforcement department may direct the NCC to order the internet access service provider to disable access by users in Nigeria to the online location and the NCC must give the internet access service provider an access blocking order. An internet access service provider that does not comply with any access blocking order is liable on conviction to a fine not exceeding ten million naira for each day during any part of which that order is not fully complied with, up to a total of five million naira.

    Class activation mapping methods are explainable AI (XAI) techniques used to visualize the regions of an input image that are the most relevant for a particular task, especially image classification, in convolutional neural networks (CNNs). These methods generate heatmaps by weighting the feature maps from a convolutional layer according to their relevance to the target class. In the field of artificial intelligence, generically defined as "the effort to automate intellectual tasks normally performed by humans", machine learning and deep learning were created. They both use statistical and computational methods to learn patterns from data, reducing the need for manually coded rules. Machine learning models are trained on input data and the known respective answers, learning the underlying patterns or structures present in the data. Traditional Machine learning algorithms employ manually designed feature sets, posing a direct link between machine learning designers and employed features. Deep learning is a subfield of machine learning, based on the concept of successive layers of representation, in which the data is progressively unfolded in different ways, to extract relevant and informative patterns in data analysis. Deep learning algorithms are defined as feature learning algorithms automatically learning hierarchical feature representations from raw data, extracting increasingly abstract features through multiple layers. CNNs are a specific architecture of deep learning models, designed to process spatially structured data, such as images, exploiting a series of convolution, non-linear activation and pooling operations to extract relevant features, contained in the so-called feature maps from input data. CNNs have demonstrated to be highly effective in a variety of computer vision and image processing tasks. CNNs (and deep learning models more broadly) are described as black boxes due to their complex and non-transparent internal layers of representation. The need for clearer indications on its internal working and decision-making process gave birth to XAI techniques. Among the proposed XAI techniques for computer vision tasks, Class activation mapping methods can show which pixels in an input image are important to the predicted logit for a class of interest, in a classification task. Class activation mapping methods were originally developed for class-discriminative scenarios to visualize which parts of the input image influenced the classification decision, namely to visually highlight the regions of those feature maps that contribute most strongly to the prediction of a given class. More advanced versions of these methods are not limited to image classification tasks, but have been extended also to several vision-related tasks, such as object detection, image captioning, visual question answering and image segmentation. == Background == The following methods laid the groundwork for the class activation maps approaches, forming the conceptual basis of using gradients to highlight class-discriminative regions. === Class model visualization and saliency maps for convolutional neural networks === The class model visualization and image-specific saliency maps approaches have been presented in the foundational work "Deep Inside Convolutional Networks: Visualising Image Classification Models and Saliency Maps" by Karen Simonyan, Andrea Vedaldi, and Andrew Zisserman and it generalizes the deconvnet method by Zeiler and Fergus. Class model visualization synthesizes an artificial input image that strongly activates the output neurons associated with a target class. Given a trained, fixed model, this method starts with a zero-initialized image, backpropagates the gradients from the class score to the image pixels, updates the image pixels increasing the specific class scores and it repeats the pixel updating process, showing an encoded (idealized version) prototype of the class of interest. Image-specific class saliency visualization method provides a visual explanation by highlighting the most relevant pixels in an image for predicting a certain class C of interest. This is done by computing the gradient of the class score with respect to the input image, I 0 , {\displaystyle I_{0},} w = ∂ S C ∂ I | I 0 {\displaystyle w=\left.{\frac {\partial S_{C}}{\partial I}}\right|_{I_{0}}} approximating the model locally (around I 0 {\displaystyle I_{0}} ) as linear, using a first-order Taylor expansion: S C ( I ) ≈ w C T I + b {\displaystyle S_{C}(I)\approx w_{C}^{T}I+b} . "Striving For Simplicity: The All Convolutional Net" and also this method builds upon the work by Zeiler and Fergus "Visualizing and Understanding Convolutional Networks". Guided backpropagation core is to understand what a CNN is learning, by visualizing the patterns that activate more strongly individual neurons (or filters), in architectures which do not rely on max-pooling layer. When propagating gradients back through a rectified linear unit (ReLU), guided backpropagation passes the gradient if and only if the input to the ReLU was positive (forward pass) and the output gradient is positive (backward signal), tackling both inactive neurons, negative gradients and suppressing the noise. The result displays sharper, high-resolution visualizations of what each neuron is responding to. Guided backpropagation represents a simple and practical method for model interpretability, helping understand how and where neural networks detect semantic concepts across layers. Moreover, it can be applied to any network architecture, due to its working principle. == Base versions == Class activation mapping and gradient-weighted class activation mapping are the original and most widely used methods for visual explanations in convolutional neural networks. These methods serve as the foundation for many later developments in explainable AI. Notation: In this article, the symbols i and j represent integer indices that disappear inside sums or averages, while x and y are the continuous (or up-sampled integer) coordinates of the final heat-map that is plotted. === Class activation mapping (CAM) === Class activation mapping (CAM) was the first, and the original, version of CAM methods, and it gave the name to the whole category. The approach was firstly introduced by Zhou et al. in their seminal work "Learning Deep Features for Discriminative Localization". This approach achieves class-specific heatmaps by modifying image classification CNN architectures, replacing fully-connected layers with convolutional layers and a final global average pooling layer. Its main scope is to localize and highlight discriminative regions of an input image that a CNN uses to identify a particular class, without needing explicit bounding box annotations. ==== Global average pooling (GAP) ==== Global average pooling (GAP) represents the key element in the original CAM approach. It is a dimensionality reduction technique and, similarly to other pooling layers, it allows the downsampling of the feature maps, calculating representative values for a specific region of the feature map. The particularity of GAP is that it calculates a single value for an entire feature map, significantly reducing the model dimensions. ==== Mathematical description ==== The mathematical description considers as its key the combination of convolutional and GAP layers. In CAM, it is mandatory to have the GAP layer after the last convolutional layer and before the final linear classifier layer. Digital editions are often called digital facsimiles to underline the likeness to the print version. Digital editions have the benefit of reduced cost to the publisher and reader by avoiding the time and the expense to print and deliver paper edition. This format is considered more environmentally friendly due to the reduction of paper and energy use. These editions also often feature interactive elements such as hyperlinks both within the publication itself and to other internet resources, search option and bookmarking, and can also incorporate multimedia such as video or animation to enhance articles themselves or for advertisement purposes. Some delivery methods also include animation and sound effects that replicate turning of the page to further enhance the experience of their print counterparts. Magazine publishers have traditionally relied on two revenue sources: selling ads and selling magazines. Additionally some publishers are using other electronic publication methods such as RSS to reach out to readers and inform them when new digital editions are available. Current technologies are generally either reader-based, requiring a download of an application and subsequent download of each edition, or browser-based, often using Macromedia Flash, requiring no application download (such as Adobe Acrobat). Some application-based readers allow users to access editions while not connected to internet. Dedicated hardware such as the Amazon Kindle and the iPad is also available for reading digital editions of select books, popular national magazines such as Time, The Atlantic, and Forbes and popular national newspapers such as the New York Times, Wall Street Journal, and Washington Post. Archives of print newspapers, in some cases dating hundreds of years back, are being digitized and made available online. Google is indexing existing digital archives produced by the newspapers themselves or by third parties. Newspaper and magazine archival began with microform film formats solving the problem of efficiently storing and preserving. This format, however, lacked accessibility. Many libraries, especially state libraries in the United States are archiving their collections digitally and converting existing microfilm to digital format. The Library of Congress provides project planning assistance and the National Endowment for the Humanities procures funding through grants from its National Digital Newspaper Program. Digital magazines, ezines, e-editions and emags are sometimes referred to as digital editions, however some of these formats are published only in digital format unlike digital editions which replicate a printed edition as well. == Digital magazines == Digital-replica magazines number in thousands—consumer and business publications, house magazines for associations, institutions and corporations – and conversion from print to digital was still increasing as of 2009. A 2008 report funded by digital-replica technology providers and auditing agencies counted 1,786 digital-replica editions having more than 7 million circulation among business-to-business publications, of which 230 editions were audited The same report counted 1,470 digital-replica editions of consumer magazines having 5.5 million digital circulation, of which 240 editions were audited. These authors estimated that by year end of 2009 there would be 8,000 digital magazines, having a combined distribution of more than 30 million people. Surveys have shown that, while not all subscribers prefer a digital edition, some do because of the environmental benefit and also because digital magazines are searchable and may easily be passed along or linked to. One such survey funded by a digital publisher reported on inputs from more than 30,000 subscribers to business, consumer and other digital magazines. == Digital magazine business models == === Reduced printing and distribution costs === The publishers' choice to save by moving some or all subscribers from print to digital is widely accepted. Oracle magazine, which has 176,000 of its 516,000 subscribers receiving digital according to its June 2009 BPA circulation statement, is said to be the most widely circulated digital edition of a business-to-business publication. Publishers who do this need to choose whether to make some issues all-digital, move some subscribers to digital edition, add some digital-only subscribers, or send all subscribers the digital edition. === Paid subscription revenue === In 2009, a major consumer magazine, PC Magazine, went all-digital, charging an annual subscription fee for its digital-replica edition. Many consumer magazines and newspapers are already available in eReader formats that are sold through booksellers. === Sponsorship and advertising revenue === Digital editions often carry special "front cover" advertising, or advertising on the email message alerting the subscriber of the digital edition. Publishers also produce special digital-only inserts and rich-media ads or advertorials. === Designed-for-digital issues === Another approach is to fully replace printed issues with digital ones, or to use digital editions for extra issues that would otherwise have to be printed.

    Plug compatibility

    Plug compatibility is a characteristic of computer hardware that performs exactly like that of another vendor. Manufacturers who made replacements for IBM peripherals were referred to as plug-compatible manufacturers (PCMs). Later plug-compatible mainframe (also PCM) referred to IBM-compatible mainframe computers. PCM can also mean plug-compatible machine or plug-compatible module. == Plug compatibility and peripherals == Before the rise of the plug-compatible peripheral industry, computing systems were either configured with peripherals designed and built by the CPU vendor or designed to use vendor-selected rebadged devices. The first examples of plug-compatible IBM subsystems were tape drives and controls offered by Telex beginning 1965. Memorex in 1968 was first to enter the IBM plug-compatible disk market, followed shortly thereafter by a number of suppliers such as CDC, Itel, and Storage Technology Corporation. This was boosted by the world's largest user of computing equipment, the US General Services Administration, buying plug-compatible equipment. Eventually there were third-party plug-compatible alternatives to most first-party peripherals and first-party system main memory. == Plug compatibility and computer systems == A plug-compatible machine is one that is backward compatible with a prior machine. In particular, a new computer system that is plug-compatible has not only the same connectors and protocol interfaces to peripherals, but also binary-code compatibility—it runs the same software as the old system. A plug compatible manufacturer, or PCM, is a company that makes such products. One recurring theme in plug-compatible systems is the ability to be bug compatible as well. That is, if the forerunner system had software or interface problems, then the successor must have (or simulate) the same problems. Otherwise, the new system may generate unpredictable results, defeating the objective of full compatibility. Thus, it is important for customers to understand the difference between a bug and a feature, where the latter is defined as an intentional modification to the previous system (e.g. higher speed, lighter weight, smaller package, better operator controls, etc.). === Plug compatibility and IBM mainframes === The original example of plug-compatible mainframes was the Amdahl 470 mainframe computer which was plug-compatible with the IBM System 360 and 370, costing millions of dollars to develop. Similar systems were available from Comparex, Fujitsu, and Hitachi. Not all were large systems. Most of these system vendors eventually left the PCM market. In late 1981, there were eight PCM companies, and collectively they had 36 IBM-compatible models. == Non-computer usage of plug compatibility == Plug compatibility may also be used to describe replacement criteria for other components available from multiple sources. For example, a plug-compatible cooling fan may need to have not only the same physical size and shape, but also similar capability, run from the same voltage, use similar power, attach with a standard electrical connector, and have similar mounting arrangements. Some non-conforming units may be re-packaged or modified to meet plug-compatible requirements, as where an adapter plate is provided for mounting, or a different tool and instructions are supplied for installation, and these modifications would be reflected in the bill of materials for such components. Similar issues arise for computer system interfaces when competitors wish to offer an easy upgrade path. In general, plug-compatible systems are designed where industry or de facto standards have rigorously defined the environment, and there is a large installed population of machines that can benefit from third-party enhancements. Plug compatible does not mean identical. However, nothing prevents a company from developing follow-on products that are backward-compatible with its own early products.
