General Systems Theory The General Systems Theory, on its most basic premise, describes the phenomenon of a cohesive group of interrelated parts. When one part of the system is changed or affected, it will affect the system as a whole. Weick uses this theoretical framework from 1950 to influence his organizational information theory. Likewise, organizations can be viewed as a system of related parts that work together towards a common goal or vision. Applying this to Weick's organizational information theory, organizations must work to reduce ambiguity and complexity in the workplace to maximize cohesiveness and efficiency. Weick uses the term, coupling, to describe how organizations, like a system, can be composed of interrelated and dependent parts. Coupling looks at the relationship between people and work. There are two types of coupling: 1. Loose coupling Loose coupling describes that while people within the organization or system are connected and often work together, they do not depend on one another to continue or fully complete individual work. The dependencies are weak and workflow is flexible. The app was officially launched on November 13, 2023, and quickly gained traction, got over 100,000 downloads within its first month of release. On November 30, 2023, Google removed the app from its Play Store due to a violation of its content policies. Digital artifact can be of any content types including text, audio, video, image, animation or a combination. == Information science == In information science, digital artifacts result from: Hardware malfunction: In computer graphics, visual artifacts may be generated whenever a hardware component such as the processor, memory chip, cabling malfunctions, etc., corrupts data. Examples of malfunctions include physical damage, overheating, insufficient voltage and GPU overclocking. Common types of hardware artifacts are texture corruption and T-vertices in 3D graphics, and pixelization in MPEG compressed video. Software malfunction: Artifacts may be caused by algorithm flaws such as decoding/encoding audio or video, or a poor pseudo-random number generator that would introduce artifacts distinguishable from the desired noise into statistical models. Compression: Controlled amounts of unwanted information may be generated as a result of the use of lossy compression techniques. One example is the artifacts seen in JPEG and MPEG compression algorithms that produce compression artifacts. Quantization: Digital imprecision generated in the process of converting analog information into digital space, is due to the limited granularity of digital numbering space. In computer graphics, quantization is seen as pixelation. Aliasing: As a consequence of sampling or sample-rate conversion, energy from frequencies outside of the signal frequency band of interest are folded across multiples of the Nyquist frequency. This is typically mitigated by using an anti-aliasing filter. Filtering: The process of filtering a signal, such as using an anti-aliasing filter, causes undesired alterations to the signal due to imperfections in the frequency response magnitude and phase, and due to the time domain impulse response. Rolling shutter, the line scanning of an object that is moving too fast for the image sensor to capture a unitary image. It has since been enhanced for increased scalability and fault-tolerance in a recent paper. == Description == This consistency model was initially designed for replicated data management in ad hoc gaming in order to minimize bandwidth usage without sacrificing playability. Intuitively, it captures the notion that although players require, wish, and take advantage of information regarding the whole of the game world (as opposed to a restricted view to rooms, arenas, etc. of limited size employed in many multiplayer video games), they need to know information with greater freshness, frequency, and accuracy as other game entities are located closer and closer to the player's position. It prescribes a multidimensional divergence bounding scheme, based on a vector field that employs consistency vectors k=(θ,σ,ν), standing for maximum allowed time - or replica staleness, sequence - or missing updates, and value - or user-defined measured replica divergence, applied to all space coordinates in game scenario or world. The consistency vector-fields emanate from field-generators designated as pivots (for example, players) and field intensity attenuates as distance grows from these pivots in concentric or square-like regions.     Terminology extraction (also known as term extraction, glossary extraction, term recognition, or terminology mining) is a subtask of information extraction. The goal of terminology extraction is to automatically extract relevant terms from a given corpus. In the semantic web era, a growing number of communities and networked enterprises started to access and interoperate through the internet. Modeling these communities and their information needs is important for several web applications, like topic-driven web crawlers, web services, recommender systems, etc. The development of terminology extraction is also essential to the language industry. One of the first steps to model a knowledge domain is to collect a vocabulary of domain-relevant terms, constituting the linguistic surface manifestation of domain concepts. Several methods to automatically extract technical terms from domain-specific document warehouses have been described in the literature. Typically, approaches to automatic term extraction make use of linguistic processors (part of speech tagging, phrase chunking) to extract terminological candidates, i.e. syntactically plausible terminological noun phrases. Noun phrases include compounds (e.g. "credit card"), adjective noun phrases (e.g. "local tourist information office"), and prepositional noun phrases (e.g. "board of directors"). In English, the first two (compounds and adjective noun phrases) are the most frequent. Terminological entries are then filtered from the candidate list using statistical and machine learning methods. Once filtered, because of their low ambiguity and high specificity, these terms are particularly useful for conceptualizing a knowledge domain or for supporting the creation of a domain ontology or a terminology base. Furthermore, terminology extraction is a very useful starting point for semantic similarity, knowledge management, human translation and machine translation, etc. == Bilingual terminology extraction == The methods for terminology extraction can be applied to parallel corpora. Combined with e.g. co-occurrence statistics, candidates for term translations can be obtained.     A vector database, vector store or vector search engine is a database that stores and retrieves embeddings of data in vector space. Vector databases typically implement approximate nearest neighbor algorithms so users can search for records semantically similar to a given input, unlike traditional databases which primarily look up records by exact match. Use-cases for vector databases include similarity search, semantic search, multi-modal search, recommendations engines, object detection, and retrieval-augmented generation (RAG). Vector embeddings are mathematical representations of data in a high-dimensional space. In this space, each dimension corresponds to a feature of the data, with the number of dimensions ranging from a few hundred to tens of thousands, depending on the complexity of the data being represented. Each data item is represented by one vector in this space. Words, phrases, or entire documents, as well as images, audio, and other types of data, can all be vectorized. These feature vectors may be computed from the raw data using machine learning methods such as feature extraction algorithms, word embeddings or deep learning networks. The goal is that semantically similar data items receive feature vectors close to each other. Vector retrieval can be combined with metadata filtering or lexical search to support filtered and hybrid retrieval workflows. == Techniques == Common techniques for similarity search on high-dimensional vectors include: Hierarchical Navigable Small World (HNSW) graphs Locality-sensitive hashing (LSH) and sketching Product quantization (PQ) Inverted files These techniques may also be combined in vector search systems. In recent benchmarks, HNSW-based implementations have been among the best performers. Conferences such as the International Conference on Similarity Search and Applications (SISAP) and the Conference on Neural Information Processing Systems (NeurIPS) have hosted competitions on vector search in large databases. == Applications == Vector databases are used in a wide range of machine learning applications including similarity search, semantic search, multi-modal search, recommendations engines, object detection, and retrieval-augmented generation. === Retrieval-augmented generation === An especially common use-case for vector databases is in retrieval-augmented generation (RAG), a method to improve domain-specific responses of large language models. The retrieval component of a RAG can be any search system, but is most often implemented as a vector database. Text documents describing the domain of interest are collected, and for each document or document section, a feature vector (known as an "embedding") is computed, typically using a deep learning network, and stored in a vector database along with a link to the document. Given a user prompt, the feature vector of the prompt is computed, and the database is queried to retrieve the most relevant documents.     Algorithmic transparency is the principle that the factors that influence the decisions made by algorithms should be visible, or transparent, to the people who use, regulate, and are affected by systems that employ those algorithms. Although the phrase was coined in 2016 by Nicholas Diakopoulos and Michael Koliska about the role of algorithms in deciding the content of digital journalism services, the underlying principle dates back to the 1970s and the rise of automated systems for scoring consumer credit. The phrases "algorithmic transparency" and "algorithmic accountability" are sometimes used interchangeably – especially since they were coined by the same people – but they have subtly different meanings. Specifically, "algorithmic transparency" states that the inputs to the algorithm and the algorithm's use itself must be known, but they need not be fair. "Algorithmic accountability" implies that the organizations that use algorithms must be accountable for the decisions made by those algorithms, even though the decisions are being made by a machine, and not by a human being. Current research around algorithmic transparency interested in both societal effects of accessing remote services running algorithms, as well as mathematical and computer science approaches that can be used to achieve algorithmic transparency. In the United States, the Federal Trade Commission's Bureau of Consumer Protection studies how algorithms are used by consumers by conducting its own research on algorithmic transparency and by funding external research. In the European Union, the data protection laws that came into effect in May 2018 include a "right to explanation" of decisions made by algorithms, though it is unclear what this means.     Artificial intelligence (AI) has a range of uses in government. It can be used to further public policy objectives (in areas such as emergency services, health and welfare), as well as assist the public to interact with the government (through the use of virtual assistants, for example). According to the Harvard Business Review, "Applications of artificial intelligence to the public sector are broad and growing, with early experiments taking place around the world." Hila Mehr from the Ash Center for Democratic Governance and Innovation at Harvard University notes that AI in government is not new, with postal services using machine methods in the late 1990s to recognise handwriting on envelopes to automatically route letters. The use of AI in government comes with significant benefits, including efficiencies resulting in cost savings (for instance by reducing the number of front office staff) and reducing the opportunities for corruption. However, it also carries risks (described below). == Uses of AI in government == The potential uses of AI in government are wide and varied, with Deloitte considering that "Cognitive technologies could eventually revolutionize every facet of government operations". Mehr suggests that six types of government problems are appropriate for AI applications: Resource allocation—such as where administrative support is required to complete tasks more quickly. Large datasets—where these are too large for employees to work efficiently and multiple datasets could be combined to provide greater insights. Expert shortage—including where basic questions could be answered and niche issues can be learned. Predictable scenario—historical data makes the situation predictable. Procedural tasks refer to repetitive tasks in which the answers to inputs or outputs are binary. Diverse data—where data takes various forms (such as visual and linguistic) and needs to be summarized regularly. Mehr states that "While applications of AI in government work have not kept pace with the rapid expansion of AI in the private sector, the potential use cases in the public sector mirror common applications in the private sector." Potential and actual uses of AI in government can be divided into three broad categories: those that contribute to public policy objectives, those that assist public interactions with the government, and other uses. === Contributing to public policy objectives === There are a range of examples of where AI can contribute to public policy objectives. These include: Receiving benefits at job loss, retirement, bereavement and child birth almost immediately, in an automated way (thus without requiring any actions from citizens at all) Social insurance service provision Classifying emergency calls based on their urgency (like the system used by the Cincinnati Fire Department in the United States) Detecting and preventing the spread of diseases Assisting public servants in making welfare payments and immigration decisions Adjudicating bail hearings Triaging health care cases Monitoring social media for public feedback on policies Monitoring social media to identify emergency situations Identifying fraudulent benefits claims Predicting a crime and recommending optimal police presence Predicting traffic congestion and car accidents Anticipating road maintenance requirements Identifying breaches of health regulations Providing personalised education to students Marking exam papers Assisting with defence and national security (see Artificial intelligence § Military and Applications of artificial intelligence § Other fields in which AI methods are implemented respectively) Artificial Intelligence in China has been used to drive both political and economic markets. In 2019, Shanghai’s government rolled out 100 billion yuan to assist in funding enterprises that used AI to introduce 22 new policy agendas. Shanghai invested in these enterprises to attract top international talent in order to set up the Shanghai Municipal Big Data Center. City Brain AI is an urban management platform made by Alibaba. China uses City Brain AI to maintain a significant share of capital investment through public and state owned enterprises. The synergy between public and private sectors are more than capital-driven with City Brain AI. The blend of both public and private shareholding is only made out to be through the role of provincial and sub-provincial governments. Both hold control over the direction that City Brain AI makes both socially and economically. === Assisting public interactions with government === AI can be used to assist members of the public to interact with government and access government services, for example by: Answering questions using virtual assistants or chatbots (see below) Directing requests to the appropriate area within government Filling out forms Assisting with searching documents (e.g. IP Australia's trade mark search) Scheduling appointments Various governments, including those of Australia and Estonia, have implemented virtual assistants to aid citizens in navigating services, with applications ranging from tax inquiries to life-event registrations. === Gerrymandering === Gerrymandering is a method of influencing political process by drawing map boundaries in favor of incumbent parties. Academic researchers Wendy Tam Cho and Bruce Cain have proposed partially automating the map-drawing process with an AI system to reduce partisan gerrymandering. Even with this AI system, the process may still be manipulated to favor partisan interests, so the researchers emphasized the importance of transparency and human involvement. === Other uses === Other uses of AI in government include: Translation Language interpretation pioneered by the European Commission's Directorate General for Interpretation and Florika Fink-Hooijer. Drafting documents == Potential benefits == AI offers potential efficiencies and cost savings for the government. For example, Deloitte has estimated that automation could save US Government employees between 96.7 million to 1.2 billion hours a year, resulting in potential savings of between $3.3 billion to $41.1 billion a year. The Harvard Business Review has stated that while this may lead a government to reduce employee numbers, "Governments could instead choose to invest in the quality of its services. They can re-employ workers' time towards more rewarding work that requires lateral thinking, empathy, and creativity—all things at which humans continue to outperform even the most sophisticated AI program." == Risks == Risks associated with the use of AI in government include AI becoming susceptible to bias, a lack of transparency in how an AI application may make decisions, and the accountability for any such decisions. For example, a 2026 lawsuit alleged that the U.S. Department of Government Efficiency used ChatGPT to flag and cancel federal humanities grants, including projects on Jewish history and Israeli culture, over some objections from NEH officials, illustrating how automated decision-making could affect funding outcomes.
