Vukićević first demonstrated a Canvas 3D prototype in 2006. By the end of 2007, both Mozilla and Opera had made their own separate implementations. In early 2009, the nonprofit technology consortium Khronos Group started the WebGL Working Group, with initial participation from Apple, Google, Mozilla, Opera, and others. Version 1.0 of the WebGL specification was released in March 2011. Major advantages of the new technology include conformity with web standards and near-native 3D performance without the use of any browser plug-ins. They handle jobs which are serviced by multiple CPUs. Each individual node holds a specific software subset of the global aggregate operating system. Each subset is a composite of two distinct service provisioners. The first is a ubiquitous minimal kernel, or microkernel, that directly controls that node's hardware. Second is a higher-level collection of system management components that coordinate the node's individual and collaborative activities. These components abstract microkernel functions and support user applications. The microkernel and the management components collection work together. They support the system's goal of integrating multiple resources and processing functionality into an efficient and stable system. This seamless integration of individual nodes into a global system is referred to as transparency, or single system image; describing the illusion provided to users of the global system's appearance as a single computational entity. == Description == A distributed OS provides the essential services and functionality required of an OS but adds attributes and particular configurations to allow it to support additional requirements such as increased scale and availability. To a user, a distributed OS works in a manner similar to a single-node, monolithic operating system. That is, although it consists of multiple nodes, it appears to users and applications as a single-node. Separating minimal system-level functionality from additional user-level modular services provides a "separation of mechanism and policy". Mechanism and policy can be simply interpreted as "what something is done" versus "how something is done," respectively. This separation increases flexibility and scalability. == Overview == === The kernel === At each locale (typically a node), the kernel provides a minimally complete set of node-level utilities necessary for operating a node's underlying hardware and resources. These mechanisms include allocation, management, and disposition of a node's resources, processes, communication, and input/output management support functions. Within the kernel, the communications sub-system is of foremost importance for a distributed OS. In a distributed OS, the kernel often supports a minimal set of functions, including low-level address space management, thread management, and inter-process communication (IPC). A kernel of this design is referred to as a microkernel. Its modular nature enhances reliability and security, essential features for a distributed OS. === System management === System management components are software processes that define the node's policies. These components are the part of the OS outside the kernel. These components provide higher-level communication, process and resource management, reliability, performance and security. The components match the functions of a single-entity system, adding the transparency required in a distributed environment. The distributed nature of the OS requires additional services to support a node's responsibilities to the global system. In addition, the system management components accept the "defensive" responsibilities of reliability, availability, and persistence. These responsibilities can conflict with each other. A consistent approach, balanced perspective, and a deep understanding of the overall system can assist in identifying diminishing returns. Separation of policy and mechanism mitigates such conflicts. === Working together as an operating system === The architecture and design of a distributed operating system must realize both individual node and global system goals. Architecture and design must be approached in a manner consistent with separating policy and mechanism. In doing so, a distributed operating system attempts to provide an efficient and reliable distributed computing framework allowing for an absolute minimal user awareness of the underlying command and control efforts. The multi-level collaboration between a kernel and the system management components, and in turn between the distinct nodes in a distributed operating system is the functional challenge of the distributed operating system. This is the point in the system that must maintain a perfect harmony of purpose, and simultaneously maintain a complete disconnect of intent from implementation. This challenge is the distributed operating system's opportunity to produce the foundation and framework for a reliable, efficient, available, robust, extensible, and scalable system. However, this opportunity comes at a very high cost in complexity. === The price of complexity === In a distributed operating system, the exceptional degree of inherent complexity could easily render the entire system an anathema to any user. As such, the logical price of realizing a distributed operation system must be calculated in terms of overcoming vast amounts of complexity in many areas, and on many levels. This calculation includes the depth, breadth, and range of design investment and architectural planning required in achieving even the most modest implementation. These design and development considerations are critical and unforgiving. For instance, a deep understanding of a distributed operating system's overall architectural and design detail is required at an exceptionally early point. An exhausting array of design considerations are inherent in the development of a distributed operating system. Each of these design considerations can potentially affect many of the others to a significant degree. This leads to a massive effort in balanced approach, in terms of the individual design considerations, and many of their permutations. As an aid in this effort, most rely on documented experience and research in distributed computing power. == History == Research and experimentation efforts began in earnest in the 1970s and continued through the 1990s, with focused interest peaking in the late 1980s. A number of distributed operating systems were introduced during this period; however, very few of these implementations achieved even modest commercial success. Fundamental and pioneering implementations of primitive distributed operating system component concepts date to the early 1950s. Some of these individual steps were not focused directly on distributed computing, and at the time, many may not have realized their important impact. These pioneering efforts laid important groundwork, and inspired continued research in areas related to distributed computing. In the mid-1970s, research produced important advances in distributed computing. These breakthroughs provided a solid, stable foundation for efforts that continued through the 1990s. The accelerating proliferation of multi-processor and multi-core processor systems research led to a resurgence of the distributed OS concept. === The DYSEAC === One of the first efforts was the DYSEAC, a general-purpose synchronous computer. In one of the earliest publications of the Association for Computing Machinery, in April 1954, a researcher at the National Bureau of Standards – now the National Institute of Standards and Technology (NIST) – presented a detailed specification of the DYSEAC. The introduction focused upon the requirements of the intended applications, including flexible communications, but also mentioned other computers: Finally, the external devices could even include other full-scale computers employing the same digital language as the DYSEAC. For example, the SEAC or other computers similar to it could be harnessed to the DYSEAC and by use of coordinated programs could be made to work together in mutual cooperation on a common task… Consequently[,] the computer can be used to coordinate the diverse activities of all the external devices into an effective ensemble operation. The specification discussed the architecture of multi-computer systems, preferring peer-to-peer rather than master-slave. Each member of such an interconnected group of separate computers is free at any time to initiate and dispatch special control orders to any of its partners in the system. As a consequence, the supervisory control over the common task may initially be loosely distributed throughout the system and then temporarily concentrated in one computer, or even passed rapidly from one machine to the other as the need arises. …the various interruption facilities which have been described are based on mutual cooperation between the computer and the external devices subsidiary to it, and do not reflect merely a simple master-slave relationship.     Pixel-art scaling algorithms

    Pixel art scaling algorithms are graphical filters that attempt to enhance the appearance of hand-drawn 2D pixel art graphics. These algorithms are a form of automatic image enhancement. Pixel art scaling algorithms employ methods significantly different than the common methods of image rescaling, which have the goal of preserving the appearance of images. As pixel art graphics are commonly used at very low resolutions, they employ careful coloring of individual pixels. This results in graphics that rely on a high amount of stylized visual cues to define complex shapes. Several specialized algorithms have been developed to handle re-scaling of such graphics. These specialized algorithms can improve the appearance of pixel-art graphics, but in doing so they introduce changes. Such changes may be undesirable, especially if the goal is to faithfully reproduce the original appearance. Since a typical application of this technology is improving the appearance of fourth-generation and earlier video games on arcade and console emulators, many pixel art scaling algorithms are designed to run in real-time for sufficiently small input images at 60-frames per second. This places constraints on the type of programming techniques that can be used for this sort of real-time processing. Many work only on specific scale factors. 2× is the most common scale factor, while 3×, 4×, 5×, and 6× exist but are less used. == Algorithms == === SAA5050 'Diagonal Smoothing' === The Mullard SAA5050 Teletext character generator chip (1980) used a primitive pixel scaling algorithm to generate higher-resolution characters on the screen from a lower-resolution representation from its internal ROM. Internally, each character shape was defined on a 5 × 9 pixel grid, which was then interpolated by smoothing diagonals to give a 10 × 18 pixel character, with a characteristically angular shape, surrounded to the top and the left by two pixels of blank space. The algorithm only works on monochrome source data, and assumes the source pixels will be logically true or false depending on whether they are 'on' or 'off'. Pixels 'outside the grid pattern' are assumed to be off. Each work by comparing the color value of each pixel to those of its eight immediate neighbors, marking the neighbors as close or distant, and using a pre-generated lookup table to find the proper proportion of input pixels' values for each of the 4, 9 or 16 corresponding output pixels. The hq3x family will perfectly smooth any diagonal line whose slope is ±0.5, ±1, or ±2 and which is not anti-aliased in the input; one with any other slope will alternate between two slopes in the output.     The W3C Device Description Working Group (DDWG), operating as part of the World Wide Web Consortium (W3C) Mobile Web Initiative (MWI), was chartered to "foster the provision and access to device descriptions that can be used in support of Web-enabled applications that provide an appropriate user experience on mobile devices." Mobile devices exhibit the greatest diversity of capabilities, and therefore present the greatest challenge to content adaptation technologies. The group published several documents, including a list of requirements for an interface to a Device Description Repository (DDR) and a standard interface meeting those requirements. The group was rechartered in 2006 to work in public towards the development of the Application Programming Interface (API) for a DDR. Early in 2007, the group launched a wiki and a blog to add to the public mailing list. The group subsequently published a formal vocabulary of core device properties, and an API called the DDR Simple API, which became a W3C Recommendation in December 2008. The group closed at the end of 2008, but with the intention of maintaining the Web pages, blog and wiki through W3C volunteer effort. == Publications == The DDWG published several W3C Working Group Notes and one W3C Recommendation.     Algorithmic radicalization

    Algorithmic radicalization is the concept that recommender algorithms on popular social media sites, such as YouTube and Facebook, drive users toward progressively more extreme content over time, leading to the development of radicalized extremist political views. Algorithms meticulously record user interactions, encompassing likes, dislikes and the duration of time watching content, with the objective of generating an endless stream of media designed to sustain user engagement. The phenomenon of echo chamber channels has been demonstrated to exacerbate the polarization of consumers, primarily through the reinforcement of media preferences and the validation of one's existing beliefs. Algorithmic radicalization remains a controversial phenomenon as it is often not in the best interest of social media companies to remove echo chamber channels. To what extent recommender algorithms are actually responsible for radicalization remains disputed. Studies have found contradictory results regarding the promotion of extremist content by algorithms. == Social media echo chambers and filter bubbles == Social media platforms learn the interests and likes of the user to modify their experiences in their feed to keep them engaged and scrolling, known as a filter bubble. An echo chamber is formed when users come across beliefs that magnify or reinforce their thoughts and form a group of like-minded users in a closed system. Echo chambers spread information without any opposing beliefs and can possibly lead to confirmation bias. According to group polarization theory, an echo chamber can potentially lead users and groups towards more extreme radicalized positions. According to the National Library of Medicine, "Users online tend to prefer information adhering to their worldviews, ignore dissenting information, and form polarized groups around shared narratives. Furthermore, when polarization is high, misinformation quickly proliferates." == By site == === Facebook === Facebook's algorithm focuses on recommending content that makes the user want to interact. They rank content by prioritizing popular posts by friends, viral content, and sometimes divisive content. Each feed is personalized to the user's specific interests which can sometimes lead users towards an echo chamber of troublesome content. Users can find their list of interests the algorithm uses by going to the "Your ad Preferences" page. According to a Pew Research study, 74% of Facebook users did not know that list existed until they were directed towards that page in the study. It is also relatively common for Facebook to assign political labels to their users. In recent years, Facebook has started using artificial intelligence to change the content users see in their feed and what is recommended to them. A document known as The Facebook Files has revealed that their AI system prioritizes user engagement over everything else. The Facebook Files has also demonstrated that controlling the AI systems has proven difficult to handle. In an August 2019 internal memo leaked in 2021, Facebook has admitted that "the mechanics of our platforms are not neutral", concluding that in order to reach maximum profits, optimization for engagement is necessary. In order to increase engagement, algorithms have found that hate, misinformation, and politics are instrumental for app activity. As referenced in the memo, "The more incendiary the material, the more it keeps users engaged, the more it is boosted by the algorithm." According to a 2018 study, "false rumors spread faster and wider than true information... They found falsehoods are 70% more likely to be retweeted on Twitter than the truth, and reach their first 1,500 people six times faster. This effect is more pronounced with political news than other categories." === YouTube === YouTube has been around since 2005 and has more than 2.5 billion monthly users. YouTube discovery content systems focus on the user's personal activity (watched, favorites, likes) to direct them to recommended content. YouTube's algorithm is accountable for roughly 70% of users' recommended videos and what drives people to watch certain content. According to a 2022 study by the Mozilla Foundation, users have little power to keep unsolicited videos out of their suggested recommended content. This includes videos about hate speech, livestreams, etc. YouTube has been identified as an influential platform for spreading radicalized content. Al-Qaeda and similar extremist groups have been linked to using YouTube for recruitment videos and engaging with international media outlets. In a research study published by the American Behavioral Scientist Journal, they researched "whether it is possible to identify a set of attributes that may help explain part of the YouTube algorithm's decision-making process". The results of the study showed that YouTube's algorithm recommendations for extremism content factor into the presence of radical keywords in a video's title. In February 2023, in the case of Gonzalez v. Google, the question at hand is whether or not Google, the parent company of YouTube, is protected from lawsuits claiming that the site's algorithms aided terrorists in recommending ISIS videos to users. Section 230 is known to generally protect online platforms from civil liability for the content posted by its users. Multiple studies have found little to no evidence to suggest that YouTube's algorithms direct attention towards far-right content to those not already engaged with it. === TikTok === TikTok is a platform that recommends videos to a user's 'For You Page' (FYP), making every users' page different. With the nature of the algorithm behind the app, TikTok's FYP has been linked to showing more explicit and radical videos over time based on users' previous interactions on the app. Since TikTok's inception, the app has been scrutinized for misinformation and hate speech as those forms of media usually generate more interactions to the algorithm. Various extremist groups, including jihadist organizations, have utilized TikTok to disseminate propaganda, recruit followers, and incite violence. The platform's algorithm, which recommends content based on user engagement, can expose users to extremist content that aligns with their interests or interactions. As of 2022, TikTok's head of US Security has put out a statement that "81,518,334 videos were removed globally between April – June for violating our Community Guidelines or Terms of Service" to cut back on hate speech, harassment, and misinformation. Studies have noted instances where individuals were radicalized through content encountered on TikTok. For example, in early 2023, Austrian authorities thwarted a plot against an LGBTQ+ pride parade that involved two teenagers and a 20-year-old who were inspired by jihadist content on TikTok. The youngest suspect, 14 years old, had been exposed to videos created by Islamist influencers glorifying jihad. These videos led him to further engagement with similar content, eventually resulting in his involvement in planning an attack. Another case involved the arrest of several teenagers in Vienna, Austria, in 2024, who were planning to carry out a terrorist attack at a Taylor Swift concert. The investigation revealed that some of the suspects had been radicalized online, with TikTok being one of the platforms used to disseminate extremist content that influenced their beliefs and actions. == Self-radicalization == The U.S. Department of Justice defines 'Lone-wolf' (self) terrorism as "someone who acts alone in a terrorist attack without the help or encouragement of a government or a terrorist organization". Through social media outlets on the internet, 'Lone-wolf' terrorism has been on the rise, being linked to algorithmic radicalization. Through echo-chambers on the internet, viewpoints typically seen as radical were accepted and quickly adopted by other extremists. These viewpoints are encouraged by forums, group chats, and social media to reinforce their beliefs. == References in media == === The Social Dilemma === The Social Dilemma is a 2020 docudrama about how algorithms behind social media enables addiction, while possessing abilities to manipulate people's views, emotions, and behavior to spread conspiracy theories and disinformation. The film repeatedly uses buzz words such as 'echo chambers' and 'fake news' to prove psychological manipulation on social media, therefore leading to political manipulation.     Duck face or duck lips is a photographic pose that is common on profile pictures in social networks. The lips are pressed together as in a pout and the cheeks are typically also sucked in. The pose is usually seen as an attempt to appear alluring, but it can be ironic or an attempt to hide self-conscious embarrassment. == History == Fashion models frequently use exaggerated pouts, and self-portraits with a pouty face go back to Rembrandt. In the 1994 film Four Weddings and a Funeral, one of the lead characters, Henrietta, played by Anna Chancellor, is nicknamed Duckface for her pouty expressions. Ben Stiller mocked models' pouty expressions in 1996 comedy sketches and the 2001 feature film Zoolander. The silly expressions made by his narcissistic character have retroactively been identified as an example of duck face. As social networks became popular, young women frequently made exaggeratedly pouty expressions. This became a major fad by the 2010s, provoking a strong negative reaction among some viewers. OxfordDictionaries.com added "duck face" as a new word in 2014 to their list of current and modern words, but it has not been added to the Oxford English Dictionary.     Power cycling is the act of turning a piece of equipment, usually a computer, off and then on again. Reasons for power cycling include having an electronic device reinitialize its set of configuration parameters or recover from an unresponsive state of its mission critical functionality, such as in a crash or hang situation. Power cycling can also be used to reset network activity inside a modem. It can also be among the first steps for troubleshooting an issue. == Overview == Power cycling can be done manually, usually using the power switch on the device, or remotely, through some type of external device connected to the power input. In the data center environment, remote control power cycling can usually be done through a power distribution unit, over the network. In the home environment, this can be done through home automation powerline communications. Most Internet service providers publish a "how-to" on their website showing their customers the correct procedure to power cycle their devices. Power cycling is a common diagnostic procedure usually performed first when a computer system freezes. However, frequently power cycling a computer can cause thermal stress. Reset has an equal effect on the software but may be less problematic for the hardware as power is not interrupted. == Historical uses == On all Apollo missions to the moon, the landing radar was required to acquire the surface before a landing could be attempted. But on Apollo 14, the landing radar was unable to lock on. Mission control told the astronauts to cycle the power. They did, the radar locked on just in time, and the landing was completed. During the Rosetta mission to comet 67P/Churyumov–Gerasimenko, the Philae lander did not return the expected telemetry on awakening after arrival at the comet. The problem was diagnosed as "somehow a glitch in the electronics", engineers cycled the power, and the lander awoke correctly. During the launch of the billion dollar AEHF-6 satellite on 26 March 2020 by an Atlas V rocket from Cape Canaveral Space Force Station in Florida, a hold was called at T-46 seconds due to hydraulic system not responding as expected. The launch crew turned it off and back on, and the launch proceeded normally. In 2023 the Interstellar Boundary Explorer spacecraft stopped responding to commands after an anomaly. When gentler techniques failed, NASA resorted to rebooting the spacecraft with the remote equivalent of a power cycle.

    A video game, computer game, or simply game is an electronic game that involves interaction with a user interface or input device (such as a joystick, controller, keyboard, or motion sensing device) to generate visual feedback from a display device, most commonly shown in a video format on a television set, computer monitor, flat-panel display or touchscreen on handheld devices, or a virtual reality headset. Most modern video games are audiovisual, with audio complement delivered through speakers or headphones, and sometimes also with other types of sensory feedback (e.g., haptic technology that provides tactile sensations). Some video games also allow microphone and webcam inputs for in-game chatting and livestreaming. Video games are typically categorized according to their hardware platform, which traditionally includes arcade video games, console games, and computer games (which includes LAN games, online games, and browser games). More recently, the video game industry has expanded onto mobile gaming through mobile devices (such as smartphones and tablet computers), virtual and augmented reality systems, and remote cloud gaming. Video games are also classified into a wide range of genres based on their style of gameplay and target audience. The first video game prototypes in the 1950s and 1960s were simple extensions of electronic games using video-like output from large, room-sized mainframe computers. The first consumer video game was the arcade video game Computer Space in 1971, which took inspiration from the earlier 1962 computer game Spacewar!. Coupled with the availability of the Internet and digital distribution, this gave room for independent video game development (or "indie games") to gain prominence into the 2010s. Since then, the commercial importance of the video game industry has been increasing. The emerging Asian markets and proliferation of smartphone games in particular are altering player demographics towards casual and cozy gaming, and increasing monetization by incorporating games as a service. Today, video game development requires numerous skills, vision, teamwork, and liaisons between different parties, including developers, publishers, distributors, retailers, hardware manufacturers, and other marketers, to successfully bring a game to its consumers. As of 2020, the global video game market had estimated annual revenues of US$159 billion across hardware, software, and services, which is three times the size of the global music industry and four times that of the film industry in 2019, making it a formidable heavyweight across the modern entertainment industry. The video game market is also a major influence behind the electronics industry, where personal computer component, console, and peripheral sales, as well as consumer demands for better game performance, have been powerful driving factors for hardware design and innovation. == Origins == Early video games used interactive electronic devices with various display formats. The earliest example dates to 1947—a "cathode-ray tube amusement device" was filed for a patent on 25 January 1947, by Thomas T. Goldsmith Jr. and Estle Ray Mann, and issued on 14 December 1948, as U.S. Patent 2455992. Inspired by radar display technology, it consisted of an analog device allowing a user to control the parabolic arc of a dot on the screen to simulate a missile being fired at targets, which were paper drawings fixed to the screen. Other early examples include the Nimrod computer at the 1951 Festival of Britain; Christopher Strachey's Checkers, possibly the first game to display visuals on an electronic screen in 1952; OXO, a tic-tac-toe computer game by Alexander S. These inventions laid the foundation for modern video games. In 1966, while working at Sanders Associates, Ralph H. Baer devised a system to play a basic table tennis game on a television screen. With the company's approval, Baer created the prototype known as the "Brown Box". Sanders patented Baer's innovations and licensed them to Magnavox, which commercialized the technology as the first home video game console, the Magnavox Odyssey, released in 1972. Separately, Nolan Bushnell and Ted Dabney, inspired by seeing Spacewar! running at Stanford University, devised a similar version running in a smaller coin-operated arcade cabinet using a less expensive computer. This was released as Computer Space, the first arcade video game, in 1971. Bushnell and Dabney went on to form Atari, Inc., and with Allan Alcorn, created their second arcade game in 1972, the hit ping pong-style Pong, which was directly inspired by the table tennis game on the Odyssey. Atari made a home version of Pong, which was released by Christmas 1975. The success of the Odyssey and Pong, both as an arcade game and home machine, launched the video game industry. "Computer game" may also be used as a descriptor, as all these types of games essentially require the use of a computer processor; in some cases, it is used interchangeably with "video game". Particularly in the United Kingdom and Western Europe, this is common due to the historic relevance of domestically produced microcomputers. Other terms used include digital game, for example, by the Australian Bureau of Statistics. The term "computer game" can also refer to PC games, which are played primarily on personal computers or other flexible hardware systems, to distinguish them from console games, arcade games, or mobile games. Other terms, such as "television game", "telegame", or "TV game", had been used in the 1970s and early 1980s, particularly for home gaming consoles that rely on connection to a television set. However, these terms were also used interchangeably with "video game" in the 1970s, primarily due to "video" and "television" being synonymous. In Japan, where consoles like the Odyssey were first imported and then made within the country by the large television manufacturers such as Toshiba and Sharp Corporation, such games are known as "TV games", "TV geemu", or "terebi geemu". The term "TV game" is still commonly used into the 21st century. "Electronic game" may also be used to refer to video games, but this also incorporates devices like early handheld electronic games that lack any video output. The first appearance of the term "video game" emerged around 1973. The Oxford English Dictionary cited a 10 November 1973 BusinessWeek article as the first printed use of the term. Though Bushnell believed the term came from a vending magazine review of Computer Space in 1971, a review of the major vending magazines Vending Times and Cashbox showed that the term may have come even earlier, appearing first in a letter dated July 10, 1972. In the letter, Bushnell uses the term "video game" twice. Per video game historian Keith Smith, the sudden appearance suggested that the term had been proposed and readily adopted by those in the field. Around March 1973, Ed Adlum, who ran Cashbox's coin-operated section until 1972 and then later founded RePlay Magazine, covering the coin-op amusement field, in 1975, used the term in an article in March 1973.     Social media age verification laws in the United States

    In the United States, age verification laws for social media are ostensibly designed to limit young people's access to content deemed problematic such as pornography and to reduce the negative impact of social media on the mental health and well-being of children and adolescents. The purpose and effects of such laws are highly contested. Critics say that these laws suppress free speech by removing online anonymity. They have also stated the laws undermine safety, even for children, by increasing the exposure of user data to breaches, many sites require government IDs and biometric data (such as photographs), often transmitted or secured insecurely and without encryption. They also note that the measures are easily circumvented with VPNs, prompting some states such as Michigan and Wisconsin to propose legislation banning VPNs. == Laws == Many state legislatures have considered or enacted legislation pertaining to young people and social media. In 2022, California passed the California Age-Appropriate Design Code Act (AB 2273) requiring websites that are likely to be used by minors to estimate visitors' ages. On March 23, 2023, Utah Governor Spencer Cox signed SB 152 and HB 311, collectively known as the Utah Social Media Regulation Act, which requires age verification; if a user is under 18, they have to get parental consent before making an account on any social media platform. Few laws have gone into effect partially due to court challenges. === Arkansas === On April 11, 2023, Arkansas enacted SB 396, the Social Media Safety Act. The law requires certain social media companies that make over $100 million per year to verify the age of new users using a third party, and to obtain parental consent for users under 18. It excludes social media companies that allow a user to generate short video clips as well as games. The law was set to go in effect in September 2023. On June 29, 2023, NetChoice sued the Attorney General of Arkansas Tim Griffin in The Western District Court of Arkansas to block enforcement of the law, supported by the American Civil Liberties Union and the Electronic Frontier Foundation (EFF). On July 7, 2023, NetChoice filed a motion for a preliminary injunction to block enforcement of the law. On July 27, Griffin and Tony Allen filed briefs in opposition to the preliminary injunction. The preliminary injunction was granted by Judge Timothy L. Brooks on August 31, reasoning that the law was too vague, that NetChoice's members will suffer irreparable harm if the act goes into effect, and that age restrictions were ineffective. === California === ==== Digital Age Assurance Act (AB 1043) ==== On October 13, 2025, Gavin Newsom signed the Digital Age Assurance Act into law, which requires operating system providers to estimate the age of a user and into 4 age categories: Under 13 13 - 15 16 - 17 18 and over It comes into force on January 1, 2027. ==== California Age-Appropriate Design Code (AB 2273) ==== On September 15, 2022, California enacted AB 2273, the California Age-Appropriate Design Code Act. Its most controversial provisions required online services that are likely to be used by those under 18 to estimate the age of child users with a "reasonable level of certainty". It also required these services to file Data Protection Impact Assessments (DPIAs) certifying whether an online product, service, or feature could harm children, including by exposing them to (potentially) harmful content. The law does not define harmful content. Before the law took effect, EFF sent a veto request to Newsom. On December 14, 2022, NetChoice sued. On September 18, 2023, Federal Judge Beth Labson Freeman granted a preliminary injunction. The 9th Circuit on August 16, 2024, affirmed the injunction against the DPIA section of the law and sent the rest back, because the argument in the 9th circuit was mainly focused on the DPIA. ==== Protecting Our Kids from Social Media Addiction Act (SB 976) ==== On September 20, 2024, California enacted SB 976, Protecting Our Kids from Social Media Addiction. The law requires online platforms to exclude those under 18 from "addictive" feeds unless parental consent is given. It requires online platforms to not send notifications to someone under 18 between 12:00 AM and 6:00 AM without parental consent or between 8:00 am – 3:00 pm without parental consent from September through May (the law does not define what a "notification" is). The law took effect on January 1, 2025, with age verification required as of December 31, 2026. On November 12, NetChoice sued in the Northern District and before Judge Edward John Davila. On December 31, the judge blocked the sections of SB 976 that required time-of-day restrictions. He also enjoined requirements to report on the number of minor users as well as the number of parental assents to access an addictive feed. He did not block the age assurance requirement or blocking minors from seeing addictive feeds without parental consent. His reasoning was that age assurance that runs in the background does not restrict adult access to speech and that regulating feeds does not violate the first amendment because it was content neutral and did not remove any content. On January 1, 2025, NetChoice filed a motion to fully block the law as part of its appeal to the Ninth Circuit. NetChoice claimed that the court erred in its reading of Supreme Court case Moody v. NetChoice by mainly focusing on the concurring opinions and not the deciding opinion. The same day Davila decreed that California's response to NetChoice was due by 11:59 pm. California responded the same day to NetChoice's motion, claiming that the court should not block the full law, claiming that NetChoice had misread Moody v. NetChoice and that NetChoice's members would not likely face any harm from the act because members such as X (formerly Twitter) already offer their members feeds that were not personalized. On January 2, Davila granted NetChoice's motion to block the full law during the appeals process by delaying the effective date of the law from January 1, 2025, to February 1, 2025. That day NetChoice appealed the case to the Ninth Circuit Court of Appeals. === Florida === On January 5, 2024, Tyler Sirois introduced HB 1, which would ban anyone under 16 from using any social media platform and would require platforms to verify the age of users. After the bill passed, the American Civil Liberties Union (ACLU) published a blog post opposing the bill for violating the rights of minors and adults. The bill was vetoed by Governor Ron DeSantis on March 1, 2024, claiming that the State Legislature was going to enact a better alternative. HB 3 then decreased the minimum age from 16 to 14, allowing minors aged 14 and 15 to make social media accounts with parental consent. Florida enacted it on March 25, 2024, and took effect on January 1, 2025. A surge of 1,150% in VPN demand in Florida was detected after the law took effect. VPN services provide the ability to circumvent the law. On October 28, 2024, NetChoice and Computer and Communications Industry Association sued. The Judge is Chief Judge Mark E. Walker. On February 28, 2025, arguments were heard on the motion for a preliminary injunction. Walker seemed skeptical of Florida's argument that the law did not violate the first amendment and said the State would have a hard time to justify a complete ban of youth under 14 from social media. On March 13, Walker denied the motion for a preliminary injunction because the plaintiffs had not proven that at least one of their members had at least 10 percent of their users under 16 use their platform for at least 2 hours per day. Plaintiffs filed an amended complaint and a renewed motion for a preliminary injunction which was granted on June 3, for failing First Amendment Intermediate scrutiny. The injunction left in force the provision that allowed parents to request termination of their child's social media account. === Georgia === On April 23, 2024, Georgia enacted SB 351, which became Act 463. Act 463 requires platforms to verify the age of users of social media platforms and require users under 16 years of age to have parental consent before creating an account. It also requires schools to ban all social media platforms, including YouTube. Before the law was signed NetChoice sent a veto request to Kemp claiming the law was unconstitutional and was bad policy. After the bill was enacted, ACLU and NetChoice criticized the bill. NetChoice sued two months before the law's effective date.     Power cycling

    Power cycling is the act of turning a piece of equipment, usually a computer, off and then on again. Reasons for power cycling include having an electronic device reinitialize its set of configuration parameters or recover from an unresponsive state of its mission critical functionality, such as in a crash or hang situation. Power cycling can also be used to reset network activity inside a modem. It can also be among the first steps for troubleshooting an issue. == Overview == Power cycling can be done manually, usually using the power switch on the device, or remotely, through some type of external device connected to the power input. In the data center environment, remote control power cycling can usually be done through a power distribution unit, over the network. In the home environment, this can be done through home automation powerline communications. Most Internet service providers publish a "how-to" on their website showing their customers the correct procedure to power cycle their devices. Power cycling is a common diagnostic procedure usually performed first when a computer system freezes. However, frequently power cycling a computer can cause thermal stress. Reset has an equal effect on the software but may be less problematic for the hardware as power is not interrupted. == Historical uses == On all Apollo missions to the moon, the landing radar was required to acquire the surface before a landing could be attempted. But on Apollo 14, the landing radar was unable to lock on. Mission control told the astronauts to cycle the power. They did, the radar locked on just in time, and the landing was completed. During the Rosetta mission to comet 67P/Churyumov–Gerasimenko, the Philae lander did not return the expected telemetry on awakening after arrival at the comet. The problem was diagnosed as "somehow a glitch in the electronics", engineers cycled the power, and the lander awoke correctly. During the launch of the billion dollar AEHF-6 satellite on 26 March 2020 by an Atlas V rocket from Cape Canaveral Space Force Station in Florida, a hold was called at T-46 seconds due to hydraulic system not responding as expected. The launch crew turned it off and back on, and the launch proceeded normally. In 2023 the Interstellar Boundary Explorer spacecraft stopped responding to commands after an anomaly. When gentler techniques failed, NASA resorted to rebooting the spacecraft with the remote equivalent of a power cycle.
