Real-time network view and dynamic decisions have become instrumental for optimizing resources and managing demands, leading to the need for distribution management systems in large-scale electrical networks. == Overview == Most distribution utilities have been comprehensively using IT solutions through their Outage Management System (OMS) that makes use of other systems like Customer Information System (CIS), Geographical Information System (GIS) and Interactive Voice Response System (IVRS). An outage management system has a network component/connectivity model of the distribution system. By combining the locations of outage calls from customers with knowledge of the locations of the protection devices (such as circuit breakers) on the network, a rule engine is used to predict the locations of outages. Based on this, restoration activities are charted out and the crew is dispatched for the same. In parallel with this, distribution utilities began to roll out Supervisory Control and Data Acquisition (SCADA) systems, initially only at their higher voltage substations. Over time, use of SCADA has progressively extended downwards to sites at lower voltage levels. DMSs access real-time data and provide all information on a single console at the control centre in an integrated manner. Their development varied across different geographic territories. In the US, for example, DMSs typically grew by taking Outage Management Systems to the next level, automating the complete sequences and providing an end to end, integrated view of the entire distribution spectrum. In the UK, by contrast, the much denser and more meshed network topologies, combined with stronger Health & Safety regulation, had led to early centralisation of high-voltage switching operations, initially using paper records and schematic diagrams printed onto large wallboards which were 'dressed' with magnetic symbols to show the current running states. There, DMSs grew initially from SCADA systems as these were expanded to allow these centralised control and safety management procedures to be managed electronically. These DMSs required even more detailed component/connectivity models and schematics than those needed by early OMSs as every possible isolation and earthing point on the networks had to be included. In territories such as the UK, therefore, the network component/connectivity models were usually developed in the DMS first, whereas in the USA these were generally built in the GIS. Increased customer satisfaction A DMS incorporates IVR and other mobile technologies, through which there is an improved outage communications for customer calls. Provide customers with more accurate estimated restoration times. Improve service reliability by tracking all customers affected by an outage, determining electrical configurations of every device on every feeder, and compiling details about each restoration process. == DMS Functions == In order to support proper decision making and O&M activities, DMS solutions should support the following functions: Network visualization & support tools Applications for Analytical & Remedial Action Utility Planning Tools System Protection Schemes The various sub functions of the same, carried out by the DMS are listed below:- === Network Connectivity Analysis (NCA) === Distribution network usually covers over a large area and catering power to different customers at different voltage levels. So locating required sources and loads on a larger GIS/Operator interface is often very difficult. Panning & zooming provided with normal SCADA system GUI does not cover the exact operational requirement. Network connectivity analysis is an operator specific functionality which helps the operator to identify or locate the preferred network or component very easily. NCA does the required analyses and provides display of the feed point of various network loads. Based on the status of all the switching devices such as circuit breaker (CB), Ring Main Unit (RMU) and/or isolators that affect the topology of the network modeled, the prevailing network topology is determined. The NCA further assists the operator to know operating state of the distribution network indicating radial mode, loops and parallels in the network. === Switching Schedule & Safety Management === In territories such as the UK a core function of a DMS has always been to support safe switching and work on the networks. Control engineers prepare switching schedules to isolate and make safe a section of network before work is carried out, and the DMS validates these schedules using its network model. Switching schedules can combine telecontrolled and manual (on-site) switching operations. When the required section has been made safe, the DMS allows a Permit To Work (PTW) document to be issued. After its cancellation when the work has been finished, the switching schedule then facilitates restoration of the normal running arrangements. Switching components can also be tagged to reflect any Operational Restrictions that are in force. The network component/connectivity model, and associated diagrams, must always be kept absolutely up to date. The switching schedule facility therefore also allows 'patches' to the network model to be applied to the live version at the appropriate stage(s) of the jobs. The term 'patch' is derived from the method previously used to maintain the wallboard diagrams. === State Estimation (SE) === The state estimator is an integral part of the overall monitoring and control systems for transmission networks. It is mainly aimed at providing a reliable estimate of the system voltages. This information from the state estimator flows to control centers and database servers across the network. The variables of interest are indicative of parameters like margins to operating limits, health of equipment and required operator action. State estimators allow the calculation of these variables of interest with high confidence despite the facts that the measurements may be corrupted by noise, or could be missing or inaccurate. Even though we may not be able to directly observe the state, it can be inferred from a scan of measurements which are assumed to be synchronized. The algorithms need to allow for the fact that presence of noise might skew the measurements. In a typical power system, the State is quasi-static. The time constants are sufficiently fast so that system dynamics decay away quickly (with respect to measurement frequency). The system appears to be progressing through a sequence of static states that are driven by various parameters like changes in load profile. They have also stated the laws undermine safety, even for children, by increasing the exposure of user data to breaches, many sites require government IDs and biometric data (such as photographs), often transmitted or secured insecurely and without encryption. They also note that the measures are easily circumvented with VPNs, prompting some states such as Michigan and Wisconsin to propose legislation banning VPNs. == Laws == Many state legislatures have considered or enacted legislation pertaining to young people and social media. In 2022, California passed the California Age-Appropriate Design Code Act (AB 2273) requiring websites that are likely to be used by minors to estimate visitors' ages. On March 23, 2023, Utah Governor Spencer Cox signed SB 152 and HB 311, collectively known as the Utah Social Media Regulation Act, which requires age verification; if a user is under 18, they have to get parental consent before making an account on any social media platform. Few laws have gone into effect partially due to court challenges. === Arkansas === On April 11, 2023, Arkansas enacted SB 396, the Social Media Safety Act. The law requires certain social media companies that make over $100 million per year to verify the age of new users using a third party, and to obtain parental consent for users under 18. It excludes social media companies that allow a user to generate short video clips as well as games. The law was set to go in effect in September 2023. On June 29, 2023, NetChoice sued the Attorney General of Arkansas Tim Griffin in The Western District Court of Arkansas to block enforcement of the law, supported by the American Civil Liberties Union and the Electronic Frontier Foundation (EFF). On July 7, 2023, NetChoice filed a motion for a preliminary injunction to block enforcement of the law. On July 27, Griffin and Tony Allen filed briefs in opposition to the preliminary injunction. The preliminary injunction was granted by Judge Timothy L. Brooks on August 31, reasoning that the law was too vague, that NetChoice's members will suffer irreparable harm if the act goes into effect, and that age restrictions were ineffective. === California === ==== Digital Age Assurance Act (AB 1043) ==== On October 13, 2025, Gavin Newsom signed the Digital Age Assurance Act into law, which requires operating system providers to estimate the age of a user and into 4 age categories: Under 13 13 - 15 16 - 17 18 and over It comes into force on January 1, 2027. ==== California Age-Appropriate Design Code (AB 2273) ==== On September 15, 2022, California enacted AB 2273, the California Age-Appropriate Design Code Act. Its most controversial provisions required online services that are likely to be used by those under 18 to estimate the age of child users with a "reasonable level of certainty". It also required these services to file Data Protection Impact Assessments (DPIAs) certifying whether an online product, service, or feature could harm children, including by exposing them to (potentially) harmful content. The law does not define harmful content. Before the law took effect, EFF sent a veto request to Newsom. On December 14, 2022, NetChoice sued. On September 18, 2023, Federal Judge Beth Labson Freeman granted a preliminary injunction. The 9th Circuit on August 16, 2024, affirmed the injunction against the DPIA section of the law and sent the rest back, because the argument in the 9th circuit was mainly focused on the DPIA. ==== Protecting Our Kids from Social Media Addiction Act (SB 976) ==== On September 20, 2024, California enacted SB 976, Protecting Our Kids from Social Media Addiction. The law requires online platforms to exclude those under 18 from "addictive" feeds unless parental consent is given. It requires online platforms to not send notifications to someone under 18 between 12:00 AM and 6:00 AM without parental consent or between 8:00 am – 3:00 pm without parental consent from September through May (the law does not define what a "notification" is). The law took effect on January 1, 2025, with age verification required as of December 31, 2026. On November 12, NetChoice sued in the Northern District and before Judge Edward John Davila. On December 31, the judge blocked the sections of SB 976 that required time-of-day restrictions. He also enjoined requirements to report on the number of minor users as well as the number of parental assents to access an addictive feed. He did not block the age assurance requirement or blocking minors from seeing addictive feeds without parental consent. His reasoning was that age assurance that runs in the background does not restrict adult access to speech and that regulating feeds does not violate the first amendment because it was content neutral and did not remove any content. On January 1, 2025, NetChoice filed a motion to fully block the law as part of its appeal to the Ninth Circuit. NetChoice claimed that the court erred in its reading of Supreme Court case Moody v. NetChoice by mainly focusing on the concurring opinions and not the deciding opinion. The same day Davila decreed that California's response to NetChoice was due by 11:59 pm. California responded the same day to NetChoice's motion, claiming that the court should not block the full law, claiming that NetChoice had misread Moody v. NetChoice and that NetChoice's members would not likely face any harm from the act because members such as X (formerly Twitter) already offer their members feeds that were not personalized. On January 2, Davila granted NetChoice's motion to block the full law during the appeals process by delaying the effective date of the law from January 1, 2025, to February 1, 2025. That day NetChoice appealed the case to the Ninth Circuit Court of Appeals. === Florida === On January 5, 2024, Tyler Sirois introduced HB 1, which would ban anyone under 16 from using any social media platform and would require platforms to verify the age of users. After the bill passed, the American Civil Liberties Union (ACLU) published a blog post opposing the bill for violating the rights of minors and adults. The bill was vetoed by Governor Ron DeSantis on March 1, 2024, claiming that the State Legislature was going to enact a better alternative. HB 3 then decreased the minimum age from 16 to 14, allowing minors aged 14 and 15 to make social media accounts with parental consent. Florida enacted it on March 25, 2024, and took effect on January 1, 2025. A surge of 1,150% in VPN demand in Florida was detected after the law took effect. VPN services provide the ability to circumvent the law. On October 28, 2024, NetChoice and Computer and Communications Industry Association sued. The Judge is Chief Judge Mark E. Walker. On February 28, 2025, arguments were heard on the motion for a preliminary injunction. Walker seemed skeptical of Florida's argument that the law did not violate the first amendment and said the State would have a hard time to justify a complete ban of youth under 14 from social media. On March 13, Walker denied the motion for a preliminary injunction because the plaintiffs had not proven that at least one of their members had at least 10 percent of their users under 16 use their platform for at least 2 hours per day. Plaintiffs filed an amended complaint and a renewed motion for a preliminary injunction which was granted on June 3, for failing First Amendment Intermediate scrutiny. The injunction left in force the provision that allowed parents to request termination of their child's social media account. === Georgia === On April 23, 2024, Georgia enacted SB 351, which became Act 463. Act 463 requires platforms to verify the age of users of social media platforms and require users under 16 years of age to have parental consent before creating an account. It also requires schools to ban all social media platforms, including YouTube. Before the law was signed NetChoice sent a veto request to Kemp claiming the law was unconstitutional and was bad policy. After the bill was enacted, ACLU and NetChoice criticized the bill. NetChoice sued two months before the law's effective date.     Zero-overhead looping

    In computer architecture, zero-overhead looping is a hardware feature found in some processors that enables loops to execute without the performance cost of traditional loop control instructions. Instead of software managing loop iterations, the processor's hardware handles repetition automatically, saving clock cycles and improving efficiency. This technique is commonly employed in digital signal processors (DSPs) and certain complex instruction set computer (CISC) architectures. == Background == In many instruction sets, a loop must be implemented by using instructions to increment or decrement a counter, check whether the end of the loop has been reached, and if not jump to the beginning of the loop so it can be repeated. Although this typically only represents around 3–16 bytes of space for each loop, even that small amount could be significant depending on the size of the CPU caches. More significant is that those instructions each take time to execute, time which is not spent doing useful work. The overhead of such a loop is apparent compared to a completely unrolled loop, in which the body of the loop is duplicated exactly as many times as it will execute. In that case, no space or execution time is wasted on instructions to repeat the body of the loop. However, the duplication caused by loop unrolling can significantly increase code size, and the larger size can even impact execution time due to cache misses. (For this reason, it's common to only partially unroll loops, such as transforming it into a loop which performs the work of four iterations in one step before repeating. This balances the advantages of unrolling with the overhead of repeating the loop.) Moreover, completely unrolling a loop is only possible for a limited number of loops: those whose number of iterations is known at compile time. For example, the following C code could be compiled and optimized into the following x86 assembly code: == Implementation == Processors with zero-overhead looping have machine instructions and registers to automatically repeat one or more instructions. Depending on the instructions available, these may only be suitable for count-controlled loops ("for loops") in which the number of iterations can be calculated in advance, or only for condition-controlled loops ("while loops") such as operations on null-terminated strings. === Examples === ==== PIC ==== In the PIC instruction set, the REPEAT and DO instructions implement zero-overhead loops. REPEAT only repeats a single instruction, while DO repeats a specified number of following instructions. ==== Blackfin ==== Blackfin offers two zero-overhead loops. The loops can be nested; if both hardware loops are configured with the same "loop end" address, loop 1 will behave as the inner loop and repeat, and loop 0 will behave as the outer loop and repeat only if loop 1 would not repeat. Loops are controlled using the LTx and LBx registers (x either 0 to 1) to set the top and bottom of the loop — that is, the first and last instructions to be executed, which can be the same for a loop with only one instruction — and LCx for the loop count. The loop repeats if LCx is nonzero at the end of the loop, in which case LCx is decremented. The loop registers can be set manually, but this would typically consume 6 bytes to load the registers, and 8–16 bytes to set up the values to be loaded. More common is to use the loop setup instruction (represented in assembly as either LOOP with pseudo-instruction LOOP_BEGIN and LOOP_END, or in a single line as LSETUP), which optionally initializes LCx and sets LTx and LBx to the desired values. This only requires 4–6 bytes, but can only set LTx and LBx within a limited range relative to where the loop setup instruction is located. ==== x86 ==== The x86 assembly language REP prefixes implement zero-overhead loops for a few instructions (namely MOVS/STOS/CMPS/LODS/SCAS). Depending on the prefix and the instruction, the instruction will be repeated a number of times with (E)CX holding the repeat count, or until a match (or non-match) is found with AL/AX/EAX or with DS:[(E)SI]. The initial members of the OMA include some large technology companies such as Adobe Systems, Hewlett-Packard, and Intel and some major technology users such as Bank of America and Capgemini. According to Dion Hinchcliffe, "Ultimately, the OMA creates a standardized approach to enterprise mashups that creates an open and vibrant market for competing runtimes, mashups, and an array of important aftermarket services such as development/testing tools, management and administration appliances, governance frameworks, education, professional services, and so on." == Specification development == The initial focus of the OMA is developing EMML, which is a declarative mashup domain-specific language (DSL) aimed at creating enterprise mashups. The EMML language provides a comprehensive set of high-level mashup-domain vocabulary to consume and mash a variety of web data sources. EMML provides a uniform syntax to invoke heterogeneous service styles: REST, WSDL, RSS/ATOM, RDBMS, and POJO. EMML also provides the ability to mix and match diverse data formats: XML, JSON, JDBC, JavaObjects, and primitive types. The OMA website provides the EMML specification, the EMML schema, a reference runtime implementation capable of running EMML scripts, sample EMML mashup scripts, and technical documentation. The OMA is developing EMML under a Creative Commons Attribution No Derivatives license. The eventual objective of the OMA is to submit the EMML specification and any other OMA specifications to a recognized industry standards body.

    Friending and following

    Friending is the act of adding someone to a list of "friends" on a social networking service. The notion does not necessarily involve the concept of friendship. It is also distinct from the idea of a "fan"—as employed on the WWW sites of businesses, bands, artists, and others—since it is more than a one-way relationship. A "fan" only receives things. A "friend" can communicate back to the person friending. The act of "friending" someone usually grants that person special privileges (on the service) with respect to oneself. On Facebook, for example, one's "friends" have the privilege of viewing and posting to one's "timeline". Following is a similar concept on other social network services, such as Twitter and Instagram, where a person (follower) chooses to add content from a person or page to their newsfeed. Unlike friending, following is not necessarily mutual, and a person can unfollow (stop following) or block another user at any time without affecting that user's following status. The first scholarly definition and examination of friending and defriending (the act of removing someone from one's friend list, also called unfriending) was David Fono and Kate Raynes-Goldie's "Hyperfriendship and beyond: Friends and Social Norms on LiveJournal" from 2005, which identified the use of the term as both a noun and a verb by users of early social network site and blogging platform LiveJournal, which was originally launched in 1999. == Friend/follower count, friend collecting, and multiple accounts == The addition of people to a friend list without regard to whether one actually is their friend is sometimes known as friend whoring. Matt Jones of Dopplr went so far as to coin the expression "friending considered harmful" to describe the problem of focusing upon the friending of more and more people at the expense of actually making any use of a social network. Friend collecting is the adding of hundreds or thousands of friends/followers, a not uncommon order of magnitude on some social sites. As a result, many teen users feel pressured to heavily curate their posts, posting only carefully posed and edited photographs with well-thought-out captions. Some Instagram users will create a second account, known as a Finsta (short for "Fake Instagram"). A Finsta is typically private, and the owner only allows close friends to follow it. Since the follower count is kept down, the posts can be more candid and silly in nature. Users may also create multiple accounts based on their interests. Someone with a personal social media account might be a photographer and maintain a separate account for that. There is risk associated with following large numbers of people: scholars say that social anxiety could be an effect of managing a large social media network, as users can feel jealous and have a "fear of missing out". == Unfriending and unfollowing == Unfriending is the act of removing someone from a friends list. On Facebook, this means the action is unilateral, meaning, the friendship is terminated on both sides. The act of unfriending is often used when one user was flirting and made the other uncomfortable. Unfollowing is a little different. When a user unfollows someone on Instagram or Twitter, it continues a one-sided relationship. Often, the unfollowed user doesn't realize they were unfollowed, so they continue the following. == Social network friending and friendship == There are distinct groups of "friends" that one can friend on a social networking service. The notion of a social network friend does not necessarily embody the concept of friendship. Although terminology has not yet evolved to distinguish the different types of social networking friends, they can be broken into the following three categories. friends who are actually known These are people that may be one's friends or family in real life, with whom one has regular interaction either on-line or off-line. organizational friends These are companies and other organizations who maintain a "friending" relationship as a contacts list. complete strangers These are social networking "friends" with whom one has no relationship at all. Within these categories "friends" can be made up of strong ties, weak existing ties, weak latent ties, and parasocial ties. Strong ties can be made up of close family members and friends where self-disclosure, intimacy and frequent content occur. Weak existing ties can be made up of acquaintances, co-workers and distance relatives with whom the user has inconsistent contact. Weak latent ties can be made up of people within a similar geographical location or profession that can be used as a potential future bridge to other connections. Parasocial ties can be made up of celebrities, public figures and media personas. Human nature is to reciprocate a friending, marking someone as a friend who has marked oneself as a friend. This is a social norm for social networking services. However, this leads to mixing up who is an actual friend, and who is a contact. Tagging someone as a "contact" who has marked one as a "friend" can be perceived as impolite. Other concerns about this issue are treated in Sherry Turkle's Alone Together which analyses many behavioral dynamics in social media friendships. Turkle defines herself as "cautiously optimistic", but expresses concern that distance communications may undermine genuine face-to-face spoken discourses, lessening people's expectations of one another. One social networking service, FriendFeed, allows one to friend someone as a "fake" friend. The person "fake" friended receives the usual notifications for friending, but that person's updates are not received. Gavin Bell, author of Building Social Web Applications, describes this mechanism as "ludicrous". Results from a 2007 survey the Center for the Digital Future stated that only 23% of internet users have at least one virtual friend whom they have only met online. Ideally the number of virtual friends is directly proportional to the use of the Internet, but the same survey showed 20% of heavy-users (more than 3 hours/day) who claimed an average of 8.7% online friends, reported at least one relationship that started virtually and migrated to in-person contact. This results and other concerning issues are included in the book Networked: The New Social Operating System co-written by Lee Rainie and Barry Wellman in 2012. == Ethical considerations == The act of "friending" someone on a social networking service has particular ethical implications for judges in the United States. Judicial codes of conducts in the various states generally incorporate some form of provision that judges should avoid even the appearance of impropriety. Whether this regulates and even prohibits judges "friending" attorneys that appear before them, and law enforcement personnel, has been the subject of some analysis by the judicial ethics panels of the various states. They haven't all agreed on the guidance that they have given to judges: The New York state Judicial Ethics committee in 2009 simply advised judges to employ caution, noting that the issue of "friending" someone on a social networking service is a publicly observable act that has little difference from other public behavior concerns judges already face. The Florida Judicial Ethics Advisory committee in 2009 noted that, judges being normal human beings, it was unavoidable for judges to form friendships without the responsibilities of their job. It prohibited judges from friending any attorneys that appeared before them, whilst allowing friending of those who do not, on the grounds that it may give the appearance to the general public (even if the substance is otherwise) that those attorneys who are friended hold special sway with the judge. A minority opinion of the committee asserted that there is a substantive difference between "friending" on a social networking service and actual friendship, and that the general public, being aware of the norms of social networking services, was capable of drawing this distinction and would not reasonably conclude either a special degree of influence or a violation of the code of judicial conduct. This minority opinion was outnumbered twice in 2009, both in the Judicial Ethics Advisory and in the Florida Supreme Court Judicial Ethics Advisory committee. The South Carolina judicial conduct committee in 2009 permitted judges to friend attorneys and law enforcement personnel, with the proviso that no judicial business should be conducted upon nor discussed via the social networking service. "... a judge should not become isolated from the community in which the judge lives.", the committee stated. The Kentucky Judicial Ethics committee in 2010 took the same position as the minority opinion in Florida. It urged judges to exercise caution, but recognized that the act of friending "does not, in and of itself, indicate the degree or intensity of a judge's relationship with the person who is the 'friend'

    Voice search, also called voice-enabled search, allows the user to use a voice to search the Internet, a website, or an app. In a broader definition, voice search includes open-domain keyword query on any information on the Internet, for example in Google Voice Search, Cortana, Siri and Amazon Echo. Voice search is often interactive, involving several rounds of interaction that allows a system to ask for clarification. Voice search is a type of dialog system. Voice search is not a replacement for typed search. Rather the search terms, experience and use cases can differ heavily depending on the input type. == Supported language == Language is the most essential factor for a system to understand, and provide the most accurate results of what the user searches. This covers across languages, dialects, and accents, as users want a voice assistant that both understands them and speaks to them understandably. While spoken and written languages differ, voice search should support natural spoken language instead of only transforming voice into text and doing a regular text search with the help speech recognition. For example, in typed search an eCommerce user can easily copy and paste an alphanumeric product code to search field, but when speaking the search terms can be very different, such as "show me the new Bluetooth headphones by Samsung". == How it works == The difference between text and voice search is not only the input type. The mechanism must include an automatic speech recognition (ASR) for input, but it can also include natural language understanding for natural spoken search queries such as "What's the population for the United States" It can include text-to-speech (TTS) or a regular display for output modalities. Users might sometimes be required to activate the search by using a wake word. Then, the search system will detect the language spoken by the user. It will then detect the keywords and context of the sentence. Lastly, the device will return results depending on its output. A device with a screen might display the results, while a device without a screen will speak them back to the searcher.

Two years later, Cyber-Duck obtained a further certification, the ISO 9001 for Quality Management Systems. It acquired another certification in 2016 with the ISO 27001 – the focus of this accreditation was Information Security Management. In 2022, Cyber-Duck gained the ISO 14001 certification in Environmental Management. Cyber-Duck's digital products have won numerous Wirehive 100, BIMA and Webby awards. Notably, the company's UX Companion, a free iOS and Android app that is a glossary of UX theories, featured in Usability Geek and Smashing Magazine.     Digital goods or e-goods are intangible goods that exist in digital form. Examples are Wikipedia articles; digital media, such as e-books, downloadable music, internet radio, internet television and streaming media; fonts, logos, photos and graphics; digital subscriptions; online ads (as purchased by the advertiser); internet coupons; electronic tickets; electronically treated documentation in many different fields; downloadable software (Digital Distribution) and mobile apps; cloud-based applications and online games; virtual goods used within the virtual economies of online games and communities; community access; workbooks; worksheets; planners; e-learning (online courses); webinars, video tutorials, blog posts; cards; patterns; website themes and templates. == Legal concerns about digital goods == Special legal concerns regarding digital goods include copyright infringement and taxation. Also the question of the ownership (versus licensed use or service only) of purely digital goods is not finally resolved. For instance, the software installers of the digital software distributor gog.com are technically independent to the account but are still subject to the EULA, where a "licensed, not sold" formulation is used. Therefore, it is not clear if the software can be legally used after a hypothetical loss of the account; a question which was also raised before in practice for the similar service Steam. In July 2012, the European Court of Justice ruled in the case UsedSoft GMbH v. Oracle International Corp. that the sale of a software product, either through a physical support or download, constituted a transfer of ownership in EU law, thus the first sale doctrine applies; the ruling thereby breaks the "licensed, not sold" legal theory, but leaves open numerous questions. Therefore, it is also permissible to resell software licenses even if the digital good has been downloaded directly from the Internet, as the first-sale doctrine applied whenever software was originally sold to a customer for an unlimited amount of time, thus prohibiting any software maker from preventing the resale of their software by any of their legitimate owners. The court requires that the previous owner must no longer be able to use the licensed software after the resale, but finds that the practical difficulties in enforcing this clause should not be an obstacle to authorizing resale, as they are also present for software which can be installed from physical supports, where the first-sale doctrine is in force. In several cases, content providers have faced criticism for revoking access to digital goods due to expired licenses or the discontinuation of a product, such as ebooks (which resulted in a lawsuit against Amazon.com, Inc.), digital video (with Sony Interactive Entertainment revoking access to purchased StudioCanal content from its now-defunct PlayStation video store; a similar move involving Warner Bros. Discovery content was averted by an updated license agreement), and video games (such as Ubisoft discontinuing and revoking access to its game The Crew without providing refunds or the ability to redownload the game) In September 2024, the U.S. state of California implemented a consumer protection law that prohibits the use of terms such as "buy" or "purchase" during transactions involving digital goods if there is no way to obtain the purchases in a manner that cannot be revoked by the seller (such as allowing it to be downloaded for permanent, offline access), and requires a disclaimer to be displayed to the customer at the time of purchase.

The focus of the database content is the relation of post-compulsory education and training to workforce needs, skills development, and social inclusion. == Structure == The content of the VOCEDplus database encompasses vocational education and training (VET), higher education, lifelong learning, informal learning, VET in schools, adult and community education, apprenticeships/traineeships, international education, providers of education and training, and workforce development. It is international in scope and contains over 84,000 English language records, many with links to full text documents. VOCEDplus contains extensive Australian materials and includes a wide range of international information, covering outcomes of tertiary education in the shape of published research, practice, policy, and statistics. Entries are included for the following types of publications: reports; annual reports; papers; discussion papers; occasional papers; working papers; books; book chapters; conference papers; conference proceedings; journals; journal articles; policy documents; published statistics; theses; podcasts; and teaching and training materials. Each database entry contains standard bibliographic information and an abstract. Many entries include full text access via the publisher's website or a digitised copy. == History == === 1989-1997 === In the early years VOCEDplus was known as VOCED. The original database was produced by a network of clearinghouses across Australia with the aim of sharing activities in the technical and further education (TAFE) sector.     Radio network

    A radio network is a system that distributes radio signals to multiple receivers or enables two-way communication between stations and mobile units. Worldwide, radio networks include broadcast networks, such as BBC Radio in the United Kingdom and NPR in the United States, which transmit one-to-many signals for news, entertainment, and public information; two-way radio networks, used by police, fire services, taxicabs, and delivery fleets for operational communication; and cellular networks, such as Verizon, Vodafone, and China Mobile, which provide mobile telephony and data services using frequency or time division duplexing. While all rely on radio-frequency technology like transmitters, receivers, and antennas, their network architectures, protocols, and regulatory frameworks differ substantially across applications and regions. The two-way type of radio network shares many of the same technologies and components as the broadcast-type radio network but is generally set up with fixed broadcast points (transmitters) with co-located receivers and mobile receivers/transmitters or transceivers. In this way both the fixed and mobile radio units can communicate with each other over broad geographic regions ranging in size from small single cities to entire states/provinces or countries. There are many ways in which multiple fixed transmit/receive sites can be interconnected to achieve the range of coverage required by the jurisdiction or authority implementing the system: conventional wireless links in numerous frequency bands, fibre-optic links, or microwave links. In all of these cases the signals are typically backhauled to a central switch of some type where the radio message is processed and resent (repeated) to all transmitter sites where it is required to be heard. In contemporary two-way radio systems, a concept called trunking is commonly used to achieve better efficiency of radio spectrum use. It provides a very wide range of coverage, with no switching of channels required by the mobile radio user as it roams throughout the system coverage. Trunking of two-way radio is identical to the concept used for cellular phone systems where each fixed and mobile radio is specifically identified to the system controller and its operation is switched by the controller. == Broadcasting networks == The broadcast type of radio network is a network system which distributes radio programming to multiple stations simultaneously, or slightly delayed, for the purpose of extending total coverage beyond the limits of a single broadcast signal. The resulting expanded audience for radio programming or information essentially applies the benefits of mass-production to the broadcasting enterprise. A radio network has two sales departments, one to package and sell programs to radio stations, and one to sell the audience of those programs to advertisers. Most radio networks also produce much of their programming. Originally, radio networks owned some or all of the stations that broadcast the network's radio format programming. Presently however, there are many networks that do not own any stations and only produce and/or distribute programming. Similarly station ownership does not always indicate network affiliation. A company might own stations in several different markets and purchase programming from a variety of networks. Radio networks rose rapidly with the growth of regular broadcasting of radio to home listeners in the 1920s. This growth took various paths in different places. In Britain the BBC was developed with public funding, in the form of a broadcast receiver license, and a broadcasting monopoly in its early decades. In contrast, in the United States various competing commercial broadcasting networks arose funded by advertising revenue. In that instance, the same corporation that owned or operated the network often manufactured and marketed the listener's radio. Major technical challenges to be overcome when distributing programs over long distances are maintaining signal quality and managing the number of switching/relay points in the signal chain. Early on, programs were sent to remote stations (either owned or affiliated) by various methods, including leased telephone lines, pre-recorded gramophone records and audio tape. The world's first all-radio, non-wireline network was claimed to be the Rural Radio Network, a group of six upstate New York FM stations that began operation in June 1948. Terrestrial microwave relay, a technology later introduced to link stations, has been largely supplanted by coaxial cable, fiber, and satellite, which usually offer superior cost-benefit ratios.     IP Multimedia Subsystem

    The IP Multimedia Subsystem or IP Multimedia Core Network Subsystem (IMS) is a standardized architectural framework for delivering IP-based multimedia services. Historically, mobile phones have provided voice call services over a circuit-switched network, rather than over an IP-based packet-switched network. Various VoIP technologies are available on smartphones; IMS offers a standardized protocol across different vendors. IMS was originally designed by the wireless standards body 3rd Generation Partnership Project (3GPP), as a part of the vision for evolving mobile networks beyond GSM. Its original formulation (3GPP Rel-5) represented an approach for delivering Internet services over GPRS. This vision was later updated by 3GPP, 3GPP2 and ETSI TISPAN by requiring support of networks other than GPRS, such as Wireless LAN, CDMA2000 and fixed lines. IMS uses IETF protocols wherever possible, e.g., the Session Initiation Protocol (SIP). According to the 3GPP, IMS is not intended to standardize applications, but rather to aid the access of multimedia and voice applications from wireless and wireline terminals, i.e., to create a form of fixed-mobile convergence (FMC). This is done by having a horizontal control layer that isolates the access network from the service layer. From a logical architecture perspective, services need not have their own control functions, as the control layer is a common horizontal layer. However, in implementation this does not necessarily map into greater reduced cost and complexity. Alternative and overlapping technologies for access and provisioning of services across wired and wireless networks include combinations of Generic Access Network, softswitches and "naked" SIP. Since it is becoming increasingly easier to access content and contacts using mechanisms outside the control of traditional wireless/fixed operators, the interest of IMS is being challenged. Examples of global standards based on IMS are MMTel which is the basis for Voice over LTE (VoLTE), Wi-Fi Calling (VoWIFI), Video over LTE (ViLTE), SMS/MMS over WiFi and LTE, Unstructured Supplementary Service Data (USSD) over LTE, and Rich Communication Services (RCS), which is also known as joyn or Advanced Messaging, and now RCS is operator's implementation. RCS also further added Presence/EAB (enhanced address book) functionality. == History == IMS was defined by an industry forum called 3G.IP, formed in 1999. 3G.IP developed the initial IMS architecture, which was brought to the 3rd Generation Partnership Project (3GPP), as part of their standardization work for 3G mobile phone systems in UMTS networks. It first appeared in Release 5 (evolution from 2G to 3G networks), when SIP-based multimedia was added. Support for the older GSM and GPRS networks was also provided. 3GPP2 (a different organization from 3GPP) based their CDMA2000 Multimedia Domain (MMD) on 3GPP IMS, adding support for CDMA2000. 3GPP release 6 added interworking with WLAN, inter-operability between IMS using different IP-connectivity networks, routing group identities, multiple registration and forking, presence, speech recognition and speech-enabled services (Push to talk). 3GPP release 7 added support for fixed networks by working together with TISPAN release R1.1, the function of AGCF (access gateway control function) and PES (PSTN emulation service) are introduced to the wire-line network for the sake of inheritance of services which can be provided in PSTN network. AGCF works as a bridge interconnecting the IMS networks and the Megaco/H.248 networks. Megaco/H.248 networks offers the possibility to connect terminals of the old legacy networks to the new generation of networks based on IP networks. AGCF acts a SIP User agent towards the IMS and performs the role of P-CSCF. SIP User Agent functionality is included in the AGCF, and not on the customer device but in the network itself. Also added voice call continuity between circuit switching and packet switching domain (VCC), fixed broadband connection to the IMS, interworking with non-IMS networks, policy and charging control (PCC), emergency sessions. It also added SMS over IP. 3GPP release 8 added support for LTE / SAE, multimedia session continuity, enhanced emergency sessions, SMS over SGs and IMS centralized services. 3GPP release 9 added support for IMS emergency calls over GPRS and EPS, enhancements to multimedia telephony, IMS media plane security, enhancements to services centralization and continuity. 3GPP release 10 added support for inter device transfer, enhancements to the single radio voice call continuity (SRVCC), enhancements to IMS emergency sessions. 3GPP release 11 added USSD simulation service, network-provided location information for IMS, SMS submit and delivery without MSISDN in IMS, and overload control. Some operators opposed IMS because it was seen as complex and expensive. In response, a cut-down version of IMS—enough of IMS to support voice and SMS over the LTE network—was defined and standardized in 2010 as Voice over LTE (VoLTE). == Architecture == Each of the functions in the diagram is explained below. The IP multimedia core network subsystem is a collection of different functions, linked by standardized interfaces, which grouped form one IMS administrative network. A function is not a node (hardware box): An implementer is free to combine two functions in one node, or to split a single function into two or more nodes. Each node can also be present multiple times in a single network, for dimensioning, load balancing or organizational issues. === Access network === The user can connect to IMS in various ways, most of which use the standard IP. IMS terminals (such as mobile phones, personal digital assistants (PDAs) and computers) can register directly on IMS, even when they are roaming in another network or country (the visited network). The only requirement is that they can use IP and run SIP user agents. Fixed access (e.g., digital subscriber line (DSL), cable modems, Ethernet, FTTx), mobile access (e.g. 5G NR, LTE, W-CDMA, CDMA2000, GSM, GPRS) and wireless access (e.g., WLAN, WiMAX) are all supported. Other phone systems like plain old telephone service (POTS—the old analogue telephones), H.323 and non IMS-compatible systems, are supported through gateways. === Core network === HSS – Home subscriber server: The home subscriber server (HSS), or user profile server function (UPSF), is a master user database that supports the IMS network entities that actually handle calls. It contains the subscription-related information (subscriber profiles), performs authentication and authorization of the user, and can provide information about the subscriber's location and IP information. It is similar to the GSM home location register (HLR) and Authentication centre (AuC). A subscriber location function (SLF) is needed to map user addresses when multiple HSSs are used. User identities: Various identities may be associated with IMS: IP multimedia private identity (IMPI), IP multimedia public identity (IMPU), globally routable user agent URI (GRUU), wildcarded public user identity. Both IMPI and IMPU are not phone numbers or other series of digits, but uniform resource identifier (URIs), that can be digits (a Tel URI, such as tel:+1-555-123-4567) or alphanumeric identifiers (a SIP URI, such as sip:[email protected] ). IP Multimedia Private Identity: The IP Multimedia Private Identity (IMPI) is a unique permanently allocated global identity assigned by the home network operator. It has the form of a Network Access Identifier(NAI) i.e. user.name@domain, and is used, for example, for Registration, Authorization, Administration, and Accounting purposes. Every IMS user shall have one IMPI. IP Multimedia Public Identity: The IP Multimedia Public Identity (IMPU) is used by any user for requesting communications to other users (e.g. this might be included on a business card). Also known as Address of Record (AOR). There can be multiple IMPU per IMPI. The IMPU can also be shared with another phone, so that both can be reached with the same identity (for example, a single phone-number for an entire family). Globally Routable User Agent URI: Globally Routable User Agent URI (GRUU) is an identity that identifies a unique combination of IMPU and UE instance. There are two types of GRUU: Public-GRUU (P-GRUU) and Temporary GRUU (T-GRUU). P-GRUU reveal the IMPU and are very long lived. T-GRUU do not reveal the IMPU and are valid until the contact is explicitly de-registered or the current registration expires Wildcarded Public User Identity: A wildcarded Public User Identity expresses a set of IMPU grouped together.
