    The Frankenstein complex is a term coined by Isaac Asimov in his robot series, referring to the fear of mechanical men. == History == Some of Asimov's science fiction short stories and novels predict that this suspicion will become strongest and most widespread in respect of "mechanical men" that most-closely resemble human beings (see android), but it is also present on a lower level against robots that are plainly electromechanical automatons. The "Frankenstein complex" is similar in many respects to Masahiro Mori's uncanny valley hypothesis. The name, "Frankenstein complex", is derived from the name of Victor Frankenstein in the 1818 novel Frankenstein; or, The Modern Prometheus by Mary Shelley. In Shelley's story, Frankenstein created an intelligent, somewhat superhuman being, but he finds that his creation is horrifying to behold and abandons it. This ultimately leads to Victor's death at the conclusion of a vendetta between himself and his creation. In much of his fiction, Asimov depicts the general attitude of the public towards robots as negative, with ordinary people fearing that robots will either replace them or dominate them, although dominance would not be allowed under the specifications of the Three Laws of Robotics, the first of which is: "A robot may not harm a human being or, through inaction, allow a human being to come to harm." However, Asimov's fictitious earthly public is not fully persuaded by this, and remains largely suspicious and fearful of robots. I, Robot's short story "Little Lost Robot" is about this "fear of robots". In Asimov's robot novels, the Frankenstein complex is a major problem for roboticists and robot manufacturers. They do all they can to reassure the public that robots are harmless, even though this sometimes involves hiding the truth because they think that the public would misunderstand it. The fear by the public and the response of the manufacturers is an example of the theme of paternalism, the dread of paternalism, and the conflicts that arise from it in Asimov's fiction. The same theme occurs in many later works of fiction featuring robots, although it is rarely referred to as such.

He previously founded and was CEO of Figure Eight, a human-in-the-loop machine learning platform. He has co-authored 26 AI research papers from 2004 through 2018. == Early life and education == Biewald was born in Boston, Massachusetts in 1981. He attended Cambridge Rindge and Latin School and later earned both a Bachelor's and Master's degree in Computer science from Stanford University. == Early Career and Founding Figure Eight == After graduation, Biewald joined Yahoo! as an engineer, working on machine translations to improve search results, and eventually led the Search Relevance Team for Yahoo! Japan. He later joined Powerset, a natural language search technology company, as their Senior Scientist, which was acquired by Microsoft in 2008 for an estimated $100M.     Stewart Nelson is an American mathematician and programmer from The Bronx who co-founded Systems Concepts. == Biography == From a young age, Nelson was tinkering with electronics, aided and abetted by his father who was a physicist that had become an engineer. Stewart attended Poughkeepsie High School, graduating in the spring of 1963. From his first few days of High School, Stewart displayed his talents for hacking the international telephone trunk lines, along with an uncanny skill for picking combination locks, although this was always done as innocent entertainment. He simply loved the challenge of seeing how quickly he could accomplish this feat. His quirky sense of humor was always visible, as was his disdain for any rule that got in the way of his gaining knowledge. Stewart was an inspiration to the school's Tech-elec Club, as well as a ringleader in the founding of the school's pirate radio station. Nelson enrolled at MIT in 1963 and quickly became known for hooking up the AI Lab's PDP-1 (and later the PDP-6) to the telephone network, making him one of the first phreakers. Nelson later accomplished other feats like hard-wiring additional instructions into the PDP-1. Nelson was hired by Ed Fredkin's Information International Inc. at the urging of Marvin Minsky to work on PDP-7 programs at the MIT Computer Science and Artificial Intelligence Laboratory. Nelson was known as a brilliant software programmer. He was influential in LISP, the assembly instructions for the Digital Equipment Corporation PDP, and a number of other systems. The group of young hackers was known for working on systems after hours. One night, Nelson and others decided to rewire MIT's PDP-1 as a prank. Later, Margaret Hamilton tried to use the DEC-supplied DECAL assembler on the machine and it crashed repeatedly.

Existing generally available text databases were too small to meet the needs of developing applications in text and speech recognition. The initiative was formed to meet this need by collecting, standardizing, and distributing large quantities of text data with minimal restrictions for scientific research. As stated by Liberman (1990), "research workers have been severely hampered by the lack of appropriate materials, and specially by the lack of a large enough body of text on which published results can be replicated or extended by others." The ACL/DCI committee was established in February 1989. The committee included members from academic and industrial research laboratories in the United States and Europe. The initiative was chaired by Mark Liberman from the University of Pennsylvania (formerly of AT&T Bell Laboratories). Other committee members included representatives from organizations such as Bellcore, IBM T.J. Watson Research Center, Cambridge University, Virginia Polytechnic Institute & State University, Northeastern University, University of Pennsylvania, SRI International, MCC, Xerox PARC, ISSCO, and University of Pisa. The project operated initially without dedicated funding, relying on volunteer efforts from committee members and their affiliated institutions. Key supporters included AT&T Bell Labs, Bellcore, IBM, Xerox, and the University of Pennsylvania, which allowed the use of their computing facilities for ACL/DCI-related work. After DCI was absorbed by the LDC, the datasets were curated under LDC. == Format == The ACL/DCI corpus was coded in a standard form based on SGML (Standard Generalized Markup Language, ISO 8879), consistent with the recommendations of the Text Encoding Initiative (TEI), of which the DCI was an affiliated project. The TEI was a joint project of the ACL, the Association for Computers and the Humanities, and the Association for Literary and Linguistic Computing, aiming to provide a common interchange format for literary and linguistic data. The initiative planned to add annotations reflecting consensually approved linguistic features like part of speech and various aspects of syntactic and semantic structure over time. == Examples == As an example of the use of ACL/DCI, consider the Wall Street Journal (WSJ) corpus for speech recognition research. The WSJ corpus was used as the basis for the DARPA Spoken Language System (SLS) community's Continuous Speech Recognition (CSR) Corpus. The WSJ corpus became a standard benchmark for evaluating speech recognition systems and has been used in numerous research papers. The WSJ CSR Corpus provided DARPA with its first general-purpose English, large vocabulary, natural language, high perplexity corpus containing speech (400 hours) and text (47 million words) during 1987–89. The text corpus was 313 MB in size. The text was preprocessed to remove ambiguity in the word sequence that a reader might choose, ensuring that the unread text used to train language models was representative of the spoken test material. The preprocessing included converting numbers into orthographics, expanding abbreviations, resolving apostrophes and quotation marks, and marking punctuation. As another example, the Yarowsky algorithm used bitext data from DCI to train a simple word-sense disambiguation model that was competitive with advanced models trained on smaller datasets. == Distribution == Materials from the ACL/DCI collection were distributed to research groups on a non-commercial basis. By 1990, about 25 research groups and individual researchers had received tapes containing various portions of the collected material. To obtain the data, researchers had to sign an agreement not to redistribute the data or make direct commercial use of it. However, commercial application of "analytical materials" derived from the text, such as statistical tables or grammar rules, was explicitly permitted. The initiative first distributed data via 12-inch reels of 9-track tape, then via CD-ROMs. Each such tape could contain 30 million words compressed via the Lempel-Ziv algorithms. The first CD-ROM distribution was in 1991, funded by Dragon Systems Inc. It contained Collins English Dictionary, WSJ, scientific abstracts provided by the U.S. Department of Energy, and the Penn Treebank.

In 2023 Inbenta's new chief executive officer Melissa Solis moved Inbenta's headquarters to One Bethany West in Allen, Texas from Foster City, California. == Controversy == On 23 June 2018, Ticketmaster UK identified malicious software on a customer support product hosted by Inbenta Technologies, compromising personal data and payment details for thousands of Ticketmaster customers. Three days later, Inbenta's CEO Issued a message about the incident to convey the full scope of the breach. Also on its FAQ section, Inbenta claimed that "After a careful analysis of all clues and snapshots from our systems, the technical team at Inbenta discovered that the script had been implemented on the payment page. We were unaware of this, and would have advised against doing so had we known, as it presents a point of vulnerability". On November 13, 2020, the Information Commissioner's Office fined Ticketmaster UK Limited £1.25 million for failing to protect customers' payment details. According to the ICO, "It was because of Ticketmaster's business decision to include the [Inbenta] chat bot on its payment page that the chat bot was able to unlawfully process the personal data of customers."

    Meta Content Framework (MCF) is a specification of a content format for structuring metadata about web sites and other data. == History == MCF was developed by Ramanathan V. Guha at Apple Computer's Advanced Technology Group between 1995 and 1997. Rooted in knowledge-representation systems such as CycL, KRL, and KIF, it sought to describe objects, their attributes, and the relationships between them. One application of MCF was HotSauce, also developed by Guha while at Apple. It generated a 3D visualization of a web site's table of contents, based on MCF descriptions. By late 1996, a few hundred sites were creating MCF files and Apple HotSauce allowed users to browse these MCF representations in 3D. When the research project was discontinued, Guha left Apple for Netscape, where, in collaboration with Tim Bray, he adapted MCF to use XML and created the first version of the Resource Description Framework (RDF). == MCF format == An MCF file consists of one or more blocks, each corresponding to an entity. A block looks like this:The identifier is a unique identifier for that entity (more on the scope of the identifier below) and is used to refer to that entity. The following lines each specify a property and one or more values, separated by commas. Each value can be a reference to another entity (via its identifier), a string (enclosed by double quotes) or a number.     The impact of artificial intelligence on workers includes both applications to improve worker safety and health, and potential hazards that must be controlled. One potential application is using AI to eliminate hazards by removing humans from hazardous situations that involve risk of stress, overwork, or musculoskeletal injuries. Predictive analytics may also be used to identify conditions that may lead to hazards such as fatigue, repetitive strain injuries, or toxic substance exposure, leading to earlier interventions. Another is to streamline workplace safety and health workflows through automating repetitive tasks, enhancing safety training programs through virtual reality, or detecting and reporting near misses. When used in the workplace, AI also presents the possibility of new hazards. These may arise from machine learning techniques leading to unpredictable behavior and inscrutability in their decision-making, or from cybersecurity and information privacy issues. Many hazards of AI are psychosocial due to its potential to cause changes in work organization. These include increased monitoring leading to micromanagement, algorithms unintentionally or intentionally mimicking undesirable human biases, and assigning blame for machine errors to the human operator instead. AI may also lead to physical hazards in the form of human–robot collisions, and ergonomic risks of control interfaces and human–machine interactions. Hazard controls include cybersecurity and information privacy measures, communication and transparency with workers about data usage, and limitations on collaborative robots. From a workplace safety and health perspective, only "weak" or "narrow" AI that is tailored to a specific task is relevant, as there are many examples that are currently in use or expected to come into use in the near future. Certain digital technologies are predicted to result in job losses. Starting in the 2020s, the adoption of modern robotics has led to net employment growth. However, many businesses anticipate that automation, or employing robots would result in job losses in the future. This is especially true for companies in Central and Eastern Europe. Other digital technologies, such as platforms or big data, are projected to have a more neutral impact on employment. A large number of tech workers have been laid off starting in 2023; many such job cuts have been attributed to artificial intelligence. == Health and safety applications == In order for any potential AI health and safety application to be adopted, it requires acceptance by both managers and workers. For example, worker acceptance may be diminished by concerns about information privacy, or from a lack of trust and acceptance of the new technology, which may arise from inadequate transparency or training. Alternatively, managers may emphasize increases in economic productivity rather than gains in worker safety and health when implementing AI-based systems. === Eliminating hazardous tasks === AI may increase the scope of work tasks where a worker can be removed from a situation that carries risk. In a sense, while traditional automation can replace the functions of a worker's body with a robot, AI effectively replaces the functions of their brain with a computer. Hazards that can be avoided include stress, overwork, musculoskeletal injuries, and boredom. This can expand the range of affected job sectors into white-collar and service sector jobs such as in medicine, finance, and information technology. === Analytics to reduce risk === Machine learning is used for people analytics to make predictions about worker behavior to assist management decision-making, such as hiring and performance assessment. These could also be used to improve worker health. The analytics may be based on inputs such as online activities, monitoring of communications, location tracking, and voice analysis and body language analysis of filmed interviews. For example, sentiment analysis may be used to spot fatigue to prevent overwork. Decision support systems have a similar ability to be used to, for example, prevent industrial disasters or make disaster response more efficient. For manual material handling workers, predictive analytics and artificial intelligence may be used to reduce musculoskeletal injury. Traditional guidelines are based on statistical averages and are geared towards anthropometrically typical humans. The analysis of large amounts of data from wearable sensors may allow real-time, personalized calculation of ergonomic risk and fatigue management, as well as better analysis of the risk associated with specific job roles. Wearable sensors may also enable earlier intervention against exposure to toxic substances than is possible with area or breathing zone testing on a periodic basis. Furthermore, the large data sets generated could improve workplace health surveillance, risk assessment, and research. === Streamlining safety and health workflows === AI has also been used to attempt to make the workplace safety and health workflow more efficient. One example is coding of workers' compensation claims, which are submitted in a prose narrative form and must manually be assigned standardized codes. AI is being investigated to perform this task faster, more cheaply, and with fewer errors. == Hazards == There are several broad aspects of AI that may give rise to specific hazards. The risks depend on implementation rather than the mere presence of AI. Systems using sub-symbolic AI such as machine learning may behave unpredictably and are more prone to inscrutability in their decision-making. This is especially true if a situation is encountered that was not part of the AI's training dataset, and is exacerbated in environments that are less structured. Undesired behavior may also arise from flaws in the system's perception (arising either from within the software or from sensor degradation), knowledge representation and reasoning, or from software bugs. They may arise from improper training, such as a user applying the same algorithm to two problems that do not have the same requirements. Machine learning applied during the design phase may have different implications than that applied at runtime. Systems using symbolic AI are less prone to unpredictable behavior. The use of AI also increases cybersecurity risks relative to platforms that do not use AI, and information privacy concerns about collected data may pose a hazard to workers. === Psychosocial === Psychosocial hazards are those that arise from the way work is designed, organized, and managed, or its economic and social contexts, rather than arising from a physical substance or object. They cause not only psychiatric and psychological outcomes such as occupational burnout, anxiety disorders, and depression, but they can also cause physical injury or illness such as cardiovascular disease or musculoskeletal injury. Many hazards of AI are psychosocial in nature due to its potential to cause changes in work organization, in terms of increasing complexity and interaction between different organizational factors. However, psychosocial risks are often overlooked by designers of advanced manufacturing systems. Einola and Khoreva explore how different organizational groups perceive and interact with AI technologies. Their research shows that successful AI integration depends on human ownership and contextual understanding. They caution against blind technological optimism and stress the importance of tailoring AI use to specific workplace ecosystems. This perspective reinforces the need for inclusive design and transparent implementation strategies. ==== Changes in work practices ==== Over-reliance on AI tools may lead to deskilling of some professions. When AI becomes a substitute for traditional peer collaboration and mentorship, there is a risk of diminishing opportunities for interpersonal skill development and team-based learning. Increased monitoring may lead to micromanagement and thus to stress and anxiety. A perception of surveillance may also lead to stress. Controls for these include consultation with worker groups, extensive testing, and attention to introduced bias. Wearable sensors, activity trackers, and augmented reality may also lead to stress from micromanagement, both for assembly line workers and gig workers. Gig workers also lack the legal protections and rights of formal workers. Newell & Marabelli argue that AI alters power dynamics and employee autonomy, requiring a more nuanced understanding of its social and organizational implications. There is also the risk of people being forced to work at a robot's pace, or to monitor robot performance at nonstandard hours. A 2025 preprint paper based on users' interactions with the AI chatbot Microsoft Copilot identified forty jobs that the author's claimed had high overlaps with the capabilities of AI.     In artificial intelligence, a procedural reasoning system (PRS) is a framework for constructing real-time reasoning systems that can perform complex tasks in dynamic environments. It is based on the notion of a rational agent or intelligent agent using the belief–desire–intention software model. A user application is predominately defined, and provided to a PRS system is a set of knowledge areas. Each knowledge area is a piece of procedural knowledge that specifies how to do something, e.g., how to navigate down a corridor, or how to plan a path (in contrast with robotic architectures where the programmer just provides a model of what the states of the world are and how the agent's primitive actions affect them). Such a program, together with a PRS interpreter, is used to control the agent. The interpreter is responsible for maintaining beliefs about the world state, choosing which goals to attempt to achieve next, and choosing which knowledge area to apply in the current situation. How exactly these operations are performed might depend on domain-specific meta-level knowledge areas. Unlike traditional AI planning systems that generate a complete plan at the beginning, and replan if unexpected things happen, PRS interleaves planning and doing actions in the world. At any point, the system might only have a partially specified plan for the future. PRS is based on the BDI or belief–desire–intention framework for intelligent agents. Beliefs consist of what the agent believes to be true about the current state of the world, desires consist of the agent's goals, and intentions consist of the agent's current plans for achieving those goals. Furthermore, each of these three components is typically explicitly represented somewhere within the memory of the PRS agent at runtime, which is in contrast to purely reactive systems, such as the subsumption architecture. == History == The PRS concept was developed by the Artificial Intelligence Center at SRI International during the 1980s, by many workers including Michael Georgeff, Amy L. Lansky, and François Félix Ingrand. Their framework was responsible for exploiting and popularizing the BDI model in software for control of an intelligent agent. The seminal application of the framework was a fault detection system for the reaction control system of the NASA Space Shuttle Discovery. Development on this PRS continued at the Australian Artificial Intelligence Institute through to the late 1990s, which led to the development of a C++ implementation and extension called dMARS. == Architecture == The system architecture of SRI's PRS includes the following components: Database for beliefs about the world, represented using first order predicate calculus. Goals to be realized by the system as conditions over an interval of time on internal and external state descriptions (desires). Knowledge areas (KAs) or plans that define sequences of low-level actions toward achieving a goal in specific situations. Intentions that include those KAs that have been selected for current and eventual execution. Interpreter or inference mechanism that manages the system. == Features == SRI's PRS was developed for embedded application in dynamic and real-time environments. As such it specifically addressed the limitations of other contemporary control and reasoning architectures like expert systems and the blackboard system. The RCS provides propulsive forces from a collection of jet thrusters and controls altitude of the space shuttle. A PRS-based fault diagnostic system was developed and tested using a simulator. It included over 100 KAs and over 25 meta level KAs. RCS specific KAs were written by space shuttle mission controllers. It was implemented on the Symbolics 3600 Series LISP machine and used multiple communicating instances of PRS. The system maintained over 1000 facts about the RCS, over 650 facts for the forward RCS alone and half of which are updated continuously during the mission. A version of the PRS was used to monitor the reaction control system on the Space Shuttle Discovery. PRS was tested on Shakey the robot including navigational and simulated jet malfunction scenarios based on the space shuttle.     Ethics of artificial intelligence

    The ethics of artificial intelligence covers a broad range of topics within AI that are considered to have particular ethical stakes. This includes algorithmic biases, fairness, accountability, transparency, privacy, and regulation, particularly where systems influence or automate human decision-making. It also covers various emerging or potential future challenges such as machine ethics (how to make machines that behave ethically), lethal autonomous weapon systems, arms race dynamics, AI safety and alignment, technological unemployment, AI-enabled misinformation, how to treat certain AI systems if they have a moral status (AI welfare and rights), artificial superintelligence and existential risks. Some application areas may also have particularly important ethical implications, like healthcare, education, criminal justice, or the military. == Machine ethics == Machine ethics (or machine morality) is the field of research concerned with designing Artificial Moral Agents (AMAs), robots or artificially intelligent computers that behave morally or as though moral. To account for the nature of these agents, it has been suggested to consider certain philosophical ideas, like the standard characterizations of agency, rational agency, moral agency, and artificial agency, which are related to the concept of AMAs. There are discussions on creating tests to see if an AI is capable of making ethical decisions. Alan Winfield concludes that the Turing test is flawed and the requirement for an AI to pass the test is too low. A proposed alternative test is one called the Ethical Turing Test, which would improve on the current test by having multiple judges decide if the AI's decision is ethical or unethical. Neuromorphic AI could be one way to create morally capable robots, as it aims to process information similarly to humans, nonlinearly and with millions of interconnected artificial neurons. Similarly, whole-brain emulation (scanning a brain and simulating it on digital hardware) could also in principle lead to human-like robots, thus capable of moral actions. And large language models are capable of approximating human moral judgments. Inevitably, this raises the question of the environment in which such robots would learn about the world and whose morality they would inherit – or if they end up developing human 'weaknesses' as well: selfishness, pro-survival attitudes, inconsistency, scale insensitivity, etc. In Moral Machines: Teaching Robots Right from Wrong, Wendell Wallach and Colin Allen conclude that attempts to teach robots right from wrong will likely advance understanding of human ethics by motivating humans to address gaps in modern normative theory and by providing a platform for experimental investigation. As one example, it has introduced normative ethicists to the controversial issue of which specific learning algorithms to use in machines. For simple decisions, Nick Bostrom and Eliezer Yudkowsky have argued that decision trees (such as ID3) are more transparent than neural networks and genetic algorithms, while Chris Santos-Lang argued in favor of machine learning on the grounds that the norms of any age must be allowed to change and that natural failure to fully satisfy these particular norms has been essential in making humans less vulnerable to criminal "hackers". Some researchers frame machine ethics as part of the broader AI control or value alignment problem: the difficulty of ensuring that increasingly capable systems pursue objectives that remain compatible with human values and oversight. Stuart Russell has argued that beneficial systems should be designed to (1) aim at realizing human preferences, (2) remain uncertain about what those preferences are, and (3) learn about them from human behaviour and feedback, rather than optimizing a fixed, fully specified goal. Some authors argue that apparent compliance with human values may reflect optimization for evaluation contexts rather than stable internal norms, complicating the assessment of alignment in advanced language models. == Challenges == === Algorithmic biases === AI has become increasingly inherent in facial and voice recognition systems. These systems may be vulnerable to biases and errors introduced by their human creators. Notably, the data used to train them can have biases. According to Allison Powell, associate professor at LSE and director of the Data and Society programme, data collection is never neutral and always involves storytelling. She argues that the dominant narrative is that governing with technology is inherently better, faster and cheaper, but proposes instead to make data expensive, and to use it both minimally and valuably, with the cost of its creation factored in. Friedman and Nissenbaum identify three categories of bias in computer systems: existing bias, technical bias, and emergent bias. In natural language processing, problems can arise from the text corpus—the source material the algorithm uses to learn about the relationships between different words. Large companies such as IBM, Google, etc. that provide significant funding for research and development have made efforts to research and address these biases. One potential solution is to create documentation for the data used to train AI systems. Process mining can be an important tool for organizations to achieve compliance with proposed AI regulations by identifying errors, monitoring processes, identifying potential root causes for improper execution, and other functions. However, there are also limitations to the current landscape of fairness in AI, due to the intrinsic ambiguities in the concept of discrimination, both at the philosophical and legal level. ==== Racial and gender biases ==== Bias can be introduced through historical data used to train AI systems. For instance, Amazon terminated their use of AI hiring and recruitment because the algorithm favored male candidates over female ones. This was because Amazon's system was trained with data collected over a 10-year period that included mostly male candidates. The algorithms learned the biased pattern from the historical data, and generated predictions where these types of candidates were most likely to succeed in getting the job. Therefore, the recruitment decisions made by the AI system turned out to be biased against female and minority candidates. The performance of facial recognition and computer vision models may vary based on race and gender. Facial recognition algorithms made by Microsoft, IBM and Face++ all performed significantly worse on darker-skinned women. Facial recognition was shown to be biased against those with darker skin tones. AI systems may be less accurate for black people, as was the case in the development of an AI-based pulse oximeter that overestimated blood oxygen levels in patients with darker skin, causing issues with their hypoxia treatment. In 2015, controversy erupted after a Black couple were labeled "Gorillas" by Google Photos. Oftentimes the systems are able to easily detect the faces of white people while being unable to register the faces of people who are black. This has led to the ban of police usage of AI materials or software in some U.S. states. The reason for these biases is that AI pulls information from across the internet to influence its responses in each situation. For example, if a facial recognition system was only tested on people who were white, it would make it much harder for it to interpret the facial structure and tones of other races and ethnicities. Biases often stem from the training data rather than the algorithm itself, notably when the data represents past human decisions. A 2020 study that reviewed voice recognition systems from Amazon, Apple, Google, IBM, and Microsoft found that they have higher error rates when transcribing black people's voices than white people's. Injustice in the use of AI is much harder to eliminate within healthcare systems, as oftentimes diseases and conditions can affect different races and genders differently. This can lead to confusion as the AI may be making decisions based on statistics showing that one patient is more likely to have problems due to their gender or race. This can be perceived as a bias because each patient is a different case, and AI is making decisions based on what it is programmed to group that individual into. This leads to a discussion about what should be considered a biased decision in the distribution of treatment. While it is known that there are differences in how diseases and injuries affect different genders and races, there is a discussion on whether it is fairer to incorporate this into healthcare treatments, or to examine each patient without this knowledge. In modern society there are certain tests for diseases, such as breast cancer, that are recommended to certain groups of people over others because they are more likely to contract the disease in question.     Computer Science and Artificial Intelligence Laboratory (CSAIL) is a research institute at the Massachusetts Institute of Technology (MIT) formed by the 2003 merger of the Laboratory for Computer Science (LCS) and the Artificial Intelligence Laboratory (AI Lab). Housed within the Ray and Maria Stata Center, CSAIL is the largest on-campus laboratory as measured by research scope and membership. It is part of the Schwarzman College of Computing but is also overseen by the MIT Vice President of Research. == Research activities == CSAIL's research activities are organized around a number of semi-autonomous research groups, each of which is headed by one or more professors or research scientists. These groups are divided up into seven general areas of research: Artificial intelligence Computational biology Graphics and vision Language and learning Theory of computation Robotics Systems (includes computer architecture, databases, distributed systems, networks and networked systems, operating systems, programming methodology, and software engineering, among others) == History == Computing Research at MIT began with Vannevar Bush's research into a differential analyzer and Claude Shannon's electronic Boolean algebra in the 1930s, the wartime MIT Radiation Laboratory, the post-war Project Whirlwind and the Research Laboratory of Electronics (RLE), and MIT Lincoln Laboratory's SAGE in the early 1950s. At MIT, research in the field of artificial intelligence began in the late 1950s. === Project MAC === On July 1, 1963, Project MAC (the Project on Mathematics and Computation, later backronymed to Multiple Access Computer, Machine Aided Cognitions, or Man and Computer) was launched with a $2 million grant from the Defense Advanced Research Projects Agency (DARPA). Project MAC's original director was Robert Fano of MIT's Research Laboratory of Electronics (RLE). Fano decided to call MAC a "project" rather than a "laboratory" for reasons of internal MIT politics – if MAC had been called a laboratory, then it would have been more difficult to raid other MIT departments for research staff. The program manager responsible for the DARPA grant was J. C. R. Licklider, who had previously been at MIT conducting research in RLE, and would later succeed Fano as director of Project MAC. Project MAC would become famous for groundbreaking research in operating systems, artificial intelligence, and the theory of computation. Its contemporaries included Project Genie at Berkeley, the Stanford Artificial Intelligence Laboratory, and (somewhat later) University of Southern California's (USC's) Information Sciences Institute. An "AI Group" including Marvin Minsky (the director), John McCarthy (inventor of Lisp), and a talented community of computer programmers were incorporated into Project MAC. They were interested principally in the problems of vision, mechanical motion and manipulation, and language, which they view as the keys to more intelligent machines. In the 1960s and 1970s the AI Group developed a time-sharing operating system called Incompatible Timesharing System (ITS) which ran on PDP-6 and later PDP-10 computers. The early Project MAC community included Fano, Minsky, Licklider, Fernando J. Corbató, and a community of computer programmers and enthusiasts among others who drew their inspiration from former colleague John McCarthy. These founders envisioned the creation of a computer utility whose computational power would be as reliable as an electric utility. To this end, Corbató brought the first computer time-sharing system, Compatible Time-Sharing System (CTSS), with him from the MIT Computation Center, using the DARPA funding to purchase an IBM 7094 for research use. One of the early focuses of Project MAC would be the development of a successor to CTSS, Multics, which was to be the first high availability computer system, developed as a part of an industry consortium including General Electric and Bell Laboratories. In 1966, Scientific American featured Project MAC in the September thematic issue devoted to computer science, that was later published in book form. At the time, the system was described as having approximately 100 TTY terminals, mostly on campus but with a few in private homes. Only 30 users could be logged in at the same time. The project enlisted students in various classes to use the terminals simultaneously in problem solving, simulations, and multi-terminal communications as tests for the multi-access computing software being developed. === AI Lab and LCS === In the late 1960s, Minsky's artificial intelligence group was seeking more space, and was unable to get satisfaction from project director Licklider. Minsky found that although Project MAC as a single entity could not get the additional space he wanted, he could split off to form his own laboratory and then be entitled to more office space. As a result, the MIT AI Lab was formed in 1970, and many of Minsky's AI colleagues left Project MAC to join him in the new laboratory, while most of the remaining members went on to form the Laboratory for Computer Science. Talented programmers such as Richard Stallman, who used TECO to develop EMACS, flourished in the AI Lab during this time. Those researchers who did not join the smaller AI Lab formed the Laboratory for Computer Science and continued their research into operating systems, programming languages, distributed systems, and the theory of computation. Two professors, Hal Abelson and Gerald Jay Sussman, chose to remain neutral—their group was referred to variously as Switzerland and Project MAC for the next 30 years. Among much else, the AI Lab led to the invention of Lisp machines and their attempted commercialization by two companies in the 1980s: Symbolics and Lisp Machines Inc. === CSAIL === On the fortieth anniversary of Project MAC's establishment, July 1, 2003, LCS was merged with the AI Lab to form the MIT Computer Science and Artificial Intelligence Laboratory, or CSAIL. This merger created the largest laboratory (over 600 personnel) on the MIT campus. In 2018, CSAIL launched a five-year collaboration program with IFlytek, a company sanctioned the following year for allegedly using its technology for surveillance and human rights abuses in Xinjiang. In October 2019, MIT announced that it would review its partnerships with sanctioned firms such as iFlyTek and SenseTime. In April 2020, the agreement with iFlyTek was terminated. CSAIL moved from the School of Engineering to the newly formed Schwarzman College of Computing by February 2020. == Offices == From 1963 to 2004, Project MAC, LCS, the AI Lab, and CSAIL had their offices at 545 Technology Square, taking over more and more floors of the building over the years. In 2004, CSAIL moved to the new Ray and Maria Stata Center, which was built specifically to house it and other departments. == Outreach activities == The IMARA (from Swahili word for "power") group sponsors a variety of outreach programs that bridge the global digital divide. Its aim is to find and implement long-term, sustainable solutions which will increase the availability of educational technology and resources to domestic and international communities. These projects are run under the aegis of CSAIL and staffed by MIT volunteers who give training, install and donate computer setups in greater Boston, Massachusetts, Kenya, Native American Indian tribal reservations in the American Southwest such as the Navajo Nation, the Middle East, and Fiji Islands.     In machine learning, a neural scaling law is an empirical scaling law that describes how neural network performance changes as key factors are scaled up or down. These factors typically include the number of parameters, training dataset size, and training cost. Some models also exhibit performance gains by scaling inference through increased test-time compute (TTC), extending neural scaling laws beyond training to the deployment phase. == Introduction == In general, a deep learning model can be characterized by four parameters: model size, training dataset size, training cost, and the post-training error rate (e.g., the test set error rate). Each of these variables can be defined as a real number, usually written as N , D , C , L {\displaystyle N,D,C,L} (respectively: parameter count, dataset size, computing cost, and loss). A neural scaling law is a theoretical or empirical statistical law between these parameters. There are also other parameters with other scaling laws. === Size of the model === In most cases, the model's size is simply the number of parameters. However, one complication arises with the use of sparse models, such as mixture-of-expert models. With sparse models, during inference, only a fraction of their parameters are used. In comparison, most other kinds of neural networks, such as transformer models, always use all their parameters during inference. === Size of the training dataset === The size of the training dataset is usually quantified by the number of data points within it. Larger training datasets are typically preferred, as they provide a richer and more diverse source of information from which the model can learn. This can lead to improved generalization performance when the model is applied to new, unseen data. However, increasing the size of the training dataset also increases the computational resources and time required for model training. With the "pretrain, then finetune" method used for most large language models, there are two kinds of training dataset: the pretraining dataset and the finetuning dataset. Their sizes have different effects on model performance. Generally, the finetuning dataset is less than 1% the size of pretraining dataset. In some cases, a small amount of high quality data suffices for finetuning, and more data does not necessarily improve performance. Many scaling laws, due to their inherent diminishing returns nature, value data based on a submodular set function which was shown in a paper on this topic. === Cost of training === Training cost is typically measured in terms of time (how long it takes to train the model) and computational resources (how much processing power and memory are required). It is important to note that the cost of training can be significantly reduced with efficient training algorithms, optimized software libraries, and parallel computing on specialized hardware such as GPUs or TPUs. The cost of training a neural network model is a function of several factors, including model size, training dataset size, the training algorithm complexity, and the computational resources available. In particular, doubling the training dataset size does not necessarily double the cost of training, because one may train the model for several times over the same dataset (each being an "epoch"). === Performance === The performance of a neural network model is evaluated based on its ability to accurately predict the output given some input data. Common metrics for evaluating model performance include: Negative log-likelihood per token (logarithm of perplexity) for language modeling; Accuracy, precision, recall, and F1 score for classification tasks; Mean squared error (MSE) or mean absolute error (MAE) for regression tasks; Elo rating in a competition against other models, such as gameplay or preference by a human judge. Performance can be improved by using more data, larger models, different training algorithms, regularizing the model to prevent overfitting, and early stopping using a validation set. When the performance is a number bounded within the range of [ 0 , 1 ] {\displaystyle [0,1]} , such as accuracy, precision, etc., it often scales as a sigmoid function of cost, as seen in the figures. == Examples == === (Hestness, Narang, et al, 2017) === The 2017 paper is a common reference point for neural scaling laws fitted by statistical analysis on experimental data. Previous works before the 2000s, as cited in the paper, were either theoretical or orders of magnitude smaller in scale. Whereas previous works generally found the scaling exponent to scale like L ∝ D − α {\displaystyle L\propto D^{-\alpha }} , with α ∈ { 0.5 , 1 , 2 } {\displaystyle \alpha \in \{0.5,1,2\}} , the paper found that α ∈ [ 0.07 , 0.35 ] {\displaystyle \alpha \in [0.07,0.35]} . Of the factors they varied, only task can change the exponent α {\displaystyle \alpha } . Changing the architecture optimizers, regularizers, and loss functions, would only change the proportionality factor, not the exponent. For example, for the same task, one architecture might have L = 1000 D − 0.3 {\displaystyle L=1000D^{-0.3}} while another might have L = 500 D − 0.3 {\displaystyle L=500D^{-0.3}} . They also found that for a given architecture, the number of parameters necessary to reach lowest levels of loss, given a fixed dataset size, grows like N ∝ D β {\displaystyle N\propto D^{\beta }} for another exponent β {\displaystyle \beta } .     An artificial intelligence safety institute is a type of state-backed organization aiming to evaluate and ensure the safety of advanced artificial intelligence (AI) models, also called frontier AI models. AI safety gained prominence in 2023, notably with public declarations about potential existential risks from AI. During the AI Safety Summit in November 2023, the United Kingdom and the United States both created their own AISI. During the AI Seoul Summit in May 2024, international leaders agreed to form a network of AI Safety Institutes, comprising institutes from the UK, the US, Japan, France, Germany, Italy, Singapore, South Korea, Australia, Canada and the European Union. In 2025, the UK's AI Safety Institute was renamed the "AI Security Institute", and its US counterpart became the Center for AI Standards and Innovation (CAISI). == Timeline == In 2023, Rishi Sunak, the Prime Minister of the United Kingdom, expressed his intention to "make the UK not just the intellectual home but the geographical home of global AI safety regulation" and unveiled plans for an AI Safety Summit. He emphasized the need for independent safety evaluations, stating that AI companies cannot "mark their own homework". During the summit in November 2023, the UK AISI was officially established as an evolution of the Frontier AI Taskforce, and the US AISI as part of the National Institute of Standards and Technology. Japan followed by launching an AI safety institute in February 2024. Politico reported in April 2024 that many AI companies had not shared pre-deployment access to their most advanced AI models for evaluation. Meta's president of global affairs Nick Clegg said that many AI companies were waiting for the UK and the US AI Safety Institutes to work out common evaluation rules and procedures. An agreement was indeed concluded between the UK and the US in April 2024 to collaborate on at least one joint safety test. Initially established in London, the UK AI Safety Institute announced in May 2024 that it would open an office in San Francisco, where many AI companies are located. This is part of a plan to "set new, international standards on AI safety", according to UK's technology minister Michele Donelan. == International network == At the AI Seoul Summit in May 2024, the European Union and other countries agreed to create their own AI safety institutes, forming an international network. In July 2025, the international network held an exercise to explore issues with evaluating AI agents, especially when it came to leaking sensitive information or cybersecurity. Network members also met at NeurIPS 2025 in the city of San Diego. == Specific institutes == === Australia === The Albanese government announced the creation of the Australian AI Safety Institute on 25 November 2025. === Canada === Canada announced in April 2024 that it would create an AI safety institute, and such an institute was officially founded in November 2024. The institute is housed under Innovation, Science and Economic Development Canada, though it also partners with the Canadian Institute for Advanced Research (CIFAR). It is supported by a budget of CA$50,000,000 for a five-year timespan. === European Union === The EU AI office, founded in May 2024, is a member of the international network of AI safety institutes. === France === On 31 January 2025, the government of France created the Institut national pour l'évaluation et la sécurité de l'intelligence artificielle (INESIA), or the National Institute for AI Evaluation and Security. === India === The Ministry of Electronics and Information Technology held consultations with Meta Platforms, Google, Microsoft, IBM, OpenAI, NASSCOM, Broadband India Forum, Software Alliance, Indian Institutes of Technology (IITs), The Quantum Hub, Digital Empowerment Foundation, and Access Now on October 7, 2024, in relation to the establishment of the AI Safety Institute. The decision was made to shift focus from regulation to standards-setting, risk identification, and damage detection—all of which require interoperable technologies. The AISI may spend the ₹20 crore allotted to the Safe and Trusted Pillar of the IndiaAI Mission for the initial budget. Future funding may come from other components of the IndiaAI Mission. UNESCO and MeitY began consulting on AI Readiness Assessment Methodology under Safety and Ethics in Artificial Intelligence from 2024. It is to encourage the ethical and responsible use of AI in industries. The study will find areas where government can become involved, especially in attempts to strengthen institutional and regulatory capabilities. Minister for Electronics & Information Technology Ashwini Vaishnaw announced the creation of an IndiaAI Safety Institute on January 30, 2025, to ensure the ethical and safe application of AI models. The institute will promote domestic R&D that is grounded in India's social, economic, cultural, and linguistic diversity and is based on Indian datasets. With the help of academic and research institutions, as well as private sector partners, the institute will follow the hub-and-spoke approach to carry out projects within Safe and Trusted Pillar of the IndiaAI Mission. It operates under a "hub-and-spoke" model with collaboration from academic institutions (e.g., IITs), tech firms, and international organizations like UNESCO. === Japan === The Japan AISI (or J-AISI) was founded in February 2024. Part of the Information Technology Promotion Agency, it employs about 23 people. The institute consists of the Council of AISI, the AISI Steering Committee, and a secretariat with six teams. Akiko Murakami (previously of IBM Japan and Sompo Japan) serves as the institute's executive director, and Kenji Hiramoto and Suguru Nishimura serve as the institute's two deputy executive directors. === Kenya === Kenya agreed to join the international network of AI safety institutes, but the country has not announced any details yet. It is the only African state in the network. === Singapore === The Digital Trust Centre was initially founded in June 2022. In May 2024, it was renamed to the Singapore AISI. Part of Nanyang Technological University, the institute partners with Infocomm Media Development Authority and is supported by an investment of S$10,000,000 per year. === South Korea === South Korea announced in May 2024 that it would create an AI safety institute under the umbrella of the Electronics and Telecommunications Research Institute. It will be supported by a tentative investment of somewhere between 10 and 20 million South Korean won per year, and employ at least 30 people. The institute was founded in November 2024 and is based in Bundang District within the city of Seongnam. === United Kingdom === The United Kingdom founded in April 2023 a safety organisation called Frontier AI Taskforce, with an initial budget of £100 million. In November 2023, it evolved into the AI Safety Institute, and continued to be led by Ian Hogarth. The AISI is part of the United Kingdom's Department for Science, Innovation and Technology. The United Kingdom's AI strategy aims to balance safety and innovation. Unlike the European Union which adopted the AI Act, the UK is reluctant to legislate early, considering that it may lower the sector's growth, and that laws might be rendered obsolete by technological progress. In May 2024, the institute open-sourced an AI safety tool called "Inspect", which evaluates AI model capabilities such as reasoning and their degree of autonomy. In February 2025, the UK body was renamed the AI Security Institute. Observers saw the name change as a signal that the institute will not focus on ethical issues such as algorithmic bias or freedom of speech in AI applications. === United States === The US AISI was founded in November 2023 as part of the National Institute of Standards and Technology (NIST). This happened the day after the signature of the Executive Order 14110. In February 2024, Joe Biden's former economic policy adviser Elizabeth Kelly was appointed to lead it. In February 2024, the US government created the US AI Safety Institute Consortium (AISIC), regrouping more than 200 organizations such as Google, Anthropic or Microsoft. In March 2024, a budget of $10 million was allocated. Observers noted that this investment is relatively small, especially considering the presence of many big AI companies in the US. The NIST itself, which hosts the AISI, is also known for its chronic lack of funding. Biden administration's request for additional funding was met with further budget cuts from congressional appropriators. Under President Trump, plans for members of the agency to attend the February 2025 AI Action Summit in Paris were scrapped. The US and the UK refused to sign the summit's final communique.     The Emperor's New Mind

    The Emperor's New Mind: Concerning Computers, Minds and The Laws of Physics is a 1989 book by the mathematical physicist Roger Penrose that posits a quantum mind theory. Penrose argues that human consciousness is non-algorithmic, and thus is not capable of being modeled by a conventional Turing machine, which includes a digital computer. Penrose hypothesizes that quantum mechanics plays an essential role in the understanding of human consciousness. The collapse of the quantum wavefunction is seen as playing an important role in brain function. Most of the book is spent reviewing, for the scientifically-minded lay-reader, a plethora of interrelated subjects such as Newtonian physics, special and general relativity, the philosophy and limitations of mathematics, quantum physics, cosmology, and the nature of time. Penrose intermittently describes how each of these bears on his developing theme: that consciousness is not "algorithmic". Only the later portions of the book address the thesis directly. == Overview == Penrose states that his ideas on the nature of consciousness are speculative, and his thesis is considered erroneous by some experts in the fields of philosophy, computer science, and robotics. The Emperor's New Mind attacks the claims of artificial intelligence using the physics of computing: Penrose notes that the present home of computing lies more in the tangible world of classical mechanics than in the imponderable realm of quantum mechanics. The modern computer is a deterministic system that for the most part simply executes algorithms. Penrose shows that, by reconfiguring the boundaries of a billiard table, one might make a computer in which the billiard balls act as message carriers and their interactions act as logical decisions. The billiard-ball computer was first designed some years ago by Edward Fredkin and Tommaso Toffoli of the Massachusetts Institute of Technology. == Reception == Following the publication of the book, Penrose began to collaborate with Stuart Hameroff on a biological analog to quantum computation involving microtubules, which became the foundation for his subsequent book, Shadows of the Mind: A Search for the Missing Science of Consciousness. Penrose won the Science Book Prize in 1990 for The Emperor's New Mind. According to an article in the American Journal of Physics, Penrose incorrectly claims a barrier far away from a localized particle can affect the particle.
