    Differential evolution (DE) is an evolutionary algorithm to optimize a problem by iteratively trying to improve a candidate solution with regard to a given measure of quality. Such methods are commonly known as metaheuristics as they make few or no assumptions about the optimized problem and can search very large spaces of candidate solutions. However, metaheuristics such as DE do not guarantee an optimal solution is ever found. DE is used for multidimensional real-valued functions but does not use the gradient of the problem being optimized, which means DE does not require the optimization problem to be differentiable, as is required by classic optimization methods such as gradient descent and quasi-newton methods. DE can therefore also be used on optimization problems that are not even continuous, are noisy, change over time, etc. DE optimizes a problem by maintaining a population of candidate solutions and creating new candidate solutions by combining existing ones according to its simple formulae, and then keeping whichever candidate solution has the best score or fitness on the optimization problem at hand.     The Persian Speech Corpus is a Modern Persian speech corpus for speech synthesis. The corpus contains phonetic and orthographic transcriptions of about 2.5 hours of Persian speech aligned with recorded speech on the phoneme level, including annotations of word boundaries. Previous spoken corpora of Persian include FARSDAT, which consists of read aloud speech from newspaper texts from 100 Persian speakers and the Telephone FARsi Spoken language DATabase (TFARSDAT) which comprises seven hours of read and spontaneous speech produced by 60 native speakers of Persian from ten regions of Iran. The Persian Speech Corpus was built using the same methodologies laid out in the doctoral project on Modern Standard Arabic of Nawar Halabi at the University of Southampton. The work was funded by MicroLinkPC, who own an exclusive license to commercialise the corpus, though the corpus is available for non-commercial use through the corpus' website. Introduced in January 2025 as a virtual assistant integrated into the eAlbania platform, it assists citizens with online public services and issuing digital documents. In September 2025, following a presidential decree authorizing Prime Minister Edi Rama to oversee the creation of a virtual AI minister, Diella was formally appointed as "Minister of State for Artificial Intelligence" of Albania in the fourth Rama government, making it the first AI system in the world to be named in a cabinet-level government role. == History == Diella was developed by AKSHI's Artificial Intelligence Laboratory in cooperation with Microsoft, with the latter providing large language models from OpenAI via its Azure platform, and AKSHI designing workflows and scripts guiding the system's behavior when responding to citizens' requests. Announced in January 2025, its initial version (Diella 1.0) was a text-based chatbot on the eAlbania portal (the official digital services platform of the Albanian government, which provides citizens and businesses with access to a wide range of online administrative services), responding to citizens' questions by guiding them to the correct service. Diella 2.0, introduced several months later, included voice interaction and an animated avatar, a woman in the traditional Albanian clothing of Zadrima, a historical region in northern Albania.     In computer science and operations research, a memetic algorithm (MA) is an extension of an evolutionary algorithm (EA) that aims to accelerate the evolutionary search for the optimum. An EA is a metaheuristic that reproduces the basic principles of biological evolution as a computer algorithm in order to solve challenging optimization or planning tasks, at least approximately. An MA uses one or more suitable heuristics or local search techniques to improve the quality of solutions generated by the EA and to speed up the search. The effects on the reliability of finding the global optimum depend on both the use case and the design of the MA. Memetic algorithms represent one of the recent growing areas of research in evolutionary computation. The term MA is now widely used as a synergy of evolutionary or any population-based approach with separate individual learning or local improvement procedures for problem search. Quite often, MAs are also referred to in the literature as Baldwinian evolutionary algorithms, Lamarckian EAs, cultural algorithms, or genetic local search. == Introduction == Inspired by both Darwinian principles of natural evolution and Dawkins' notion of a meme, the term memetic algorithm (MA) was introduced by Pablo Moscato in his technical report in 1989 where he viewed MA as being close to a form of population-based hybrid genetic algorithm (GA) coupled with an individual learning procedure capable of performing local refinements. The metaphorical parallels, on the one hand, to Darwinian evolution and, on the other hand, between memes and domain specific (local search) heuristics are captured within memetic algorithms thus rendering a methodology that balances well between generality and problem specificity. This two-stage nature makes them a special case of dual-phase evolution. The basic idea behind an MA is to combine the advantages of a global search performed by an EA (or another global search method) with the local refinement provided by one or more local search techniques, while avoiding their drawbacks. The main disadvantage of EAs is that, when searching in the vicinity of an optimum, they perform poorly in determining the exact position of that optimum. The downside of local search methods lies simply in the locality of their search relative to the chosen starting point. The combination of these two classes of methods aims to merge global and local search so that the advantages of both approaches can be leveraged. The idea of this approach can be illustrated by the search for the highest mountain in the Alps. A local search method would climb one of the mountains near the starting point, ignoring Mont Blanc as long as the starting point is not in its vicinity. An EA, on the other hand, will likely only find Mont Blanc after examining many other mountains, valleys, and hills, and then it will have difficulty identifying the summit cross. From the perspective of an MA’s global search procedure, however, only the summits of hills and mountains are seen, and its search is limited to finding the best summit. The open question is whether the additional effort required for the local search is worthwhile. This depends not only on the design of the MA but also on the specific application and the local search methods used. In the context of complex optimization, many different instantiations of memetic algorithms have been reported across a wide range of application domains, in general, converging to high-quality solutions more efficiently than their conventional evolutionary counterparts. In general, using the ideas of memetics within a computational framework is called memetic computing or memetic computation (MC). With MC, the traits of universal Darwinism are more appropriately captured. Viewed in this perspective, MA is a more constrained notion of MC. More specifically, MA covers one area of MC, in particular dealing with areas of evolutionary algorithms that marry other deterministic refinement techniques for solving optimization problems. MC extends the notion of memes to cover conceptual entities of knowledge-enhanced procedures or representations. == Theoretical Background == The no-free-lunch theorems of optimization and search state that all optimization strategies are equally effective with respect to the set of all optimization problems. Conversely, this means that one can expect the following: The more efficiently an algorithm solves a problem or class of problems, the less general it is and the more problem-specific knowledge it builds on. This insight leads directly to the recommendation to complement generally applicable metaheuristics with application-specific methods or heuristics, which fits well with the concept of MAs. == The development of MAs == === 1st generation === Pablo Moscato characterized an MA as follows: "Memetic algorithms are a marriage between a population-based global search and the heuristic local search made by each of the individuals. ... The mechanisms to do local search can be to reach a local optimum or to improve (regarding the objective cost function) up to a predetermined level." And he emphasizes "I am not constraining an MA to a genetic representation.". This original definition of MA although encompasses characteristics of cultural evolution (in the form of local refinement) in the search cycle, it may not qualify as a true evolving system according to universal Darwinism, since all the core principles of inheritance/memetic transmission, variation, and selection are missing. This suggests why the term MA stirred up criticisms and controversies among researchers when first introduced.     The Facial Recognition Technology (FERET) database is a dataset used for facial recognition system evaluation as part of the Face Recognition Technology (FERET) program. It was first established in 1993 under a collaborative effort between Harry Wechsler at George Mason University and Jonathon Phillips at the Army Research Laboratory in Adelphi, Maryland. The FERET database serves as a standard database of facial images for researchers to use to develop various algorithms and report results. The use of a common database also allowed one to compare the effectiveness of different approaches in methodology and gauge their strengths and weaknesses. The facial images for the database were collected between December 1993 and August 1996, accumulating a total of 14,126 images pertaining to 1,199 individuals along with 365 duplicate sets of images that were taken on a different day. In 2003, the Defense Advanced Research Projects Agency (DARPA) released a high-resolution, 24-bit color version of these images. The dataset tested includes 2,413 still facial images, representing 856 individuals. The FERET database has been used by more than 460 research groups and is managed by the National Institute of Standards and Technology (NIST).

NumPy provides some functions for linear algebra, Fourier transforms, and random number generation, but not with the generality of the equivalent functions in SciPy. NumPy can also be used as an efficient multidimensional container of data with arbitrary datatypes. This allows NumPy to seamlessly and speedily integrate with a wide variety of databases. Older versions of SciPy used Numeric as an array type, which is now deprecated in favor of the newer NumPy array code. == History == In the 1990s, Python was extended to include an array type for numerical computing called Numeric. (This package was eventually replaced by NumPy, which was written by Travis Oliphant in 2006 as a blending of Numeric and Numarray, with Numarray itself being started in 2001.) As of 2000, there was a growing number of extension modules and increasing interest in creating a complete environment for scientific and technical computing. In 2001, Travis Oliphant, Eric Jones, and Pearu Peterson merged code they had written and called the resulting package SciPy.     Variable-order Bayesian network (VOBN) models provide an important extension of both the Bayesian network models and the variable-order Markov models. VOBN models are used in machine learning in general and have shown great potential in bioinformatics applications. These models extend the widely used position weight matrix (PWM) models, Markov models, and Bayesian network (BN) models. In contrast to the BN models, where each random variable depends on a fixed subset of random variables, in VOBN models these subsets may vary based on the specific realization of observed variables. The observed realizations are often called the context and, hence, VOBN models are also known as context-specific Bayesian networks. The flexibility in the definition of conditioning subsets of variables turns out to be a real advantage in classification and analysis applications, as the statistical dependencies between random variables in a sequence of variables (not necessarily adjacent) may be taken into account efficiently, and in a position-specific and context-specific manner.

    TAChart is a component for the Lazarus IDE that provides charting services. Similar to Tchart and Teechart for Delphi it supports a collection of different chart types including bar charts, pie charts, line charts and point series. Apart from a screen canvas, output is possible in form of SVG, OpenGL, printer, WMF, and other formats. TAChart is bundled with the Lazarus Component Library. Although not intended to be a TChart clone, why its usage differs in certain points, its basic functionality is very similar and some source code written for TeeChart may be reused. == History == The first version of TAChart was developed by Philippe Martinole for the TeleAuto project, a program for automation of astronomic observations. Later functionality was introduced by Luis Rodrigues while porting the Epanet application from Delphi to Lazarus.     Rprop

    Rprop, short for resilient backpropagation, is a learning heuristic for supervised learning in feedforward artificial neural networks. This is a first-order optimization algorithm. This algorithm was created by Martin Riedmiller and Heinrich Braun in 1992. Similarly to the Manhattan update rule, Rprop takes into account only the sign of the partial derivative over all patterns (not the magnitude), and acts independently on each "weight". For each weight, if there was a sign change of the partial derivative of the total error function compared to the last iteration, the update value for that weight is multiplied by a factor η−, where η− < 1. If the last iteration produced the same sign, the update value is multiplied by a factor of η+, where η+ > 1. The update values are calculated for each weight in the above manner, and finally each weight is changed by its own update value, in the opposite direction of that weight's partial derivative, so as to minimise the total error function. η+ is empirically set to 1.2 and η− to 0.5. Rprop can result in very large weight increments or decrements if the gradients are large, which is a problem when using mini-batches as opposed to full batches. RMSprop addresses this problem by keeping the moving average of the squared gradients for each weight and dividing the gradient by the square root of the mean square. RPROP is a batch update algorithm. Next to the cascade correlation algorithm and the Levenberg–Marquardt algorithm, Rprop is one of the fastest weight update mechanisms. == Variations == Martin Riedmiller developed three algorithms, all named RPROP. Igel and Hüsken assigned names to them and added a new variant: RPROP+ is defined at A Direct Adaptive Method for Faster Backpropagation Learning: The RPROP Algorithm. RPROP− is defined at Advanced Supervised Learning in Multi-layer Perceptrons – From Backpropagation to Adaptive Learning Algorithms. Backtracking is removed from RPROP+. iRPROP− is defined in Rprop – Description and Implementation Details and was reinvented by Igel and Hüsken. This variant is very popular and most simple. iRPROP+ is defined at Improving the Rprop Learning Algorithm and is very robust and typically faster than the other three variants.

    FastICA is an efficient and popular algorithm for independent component analysis invented by Aapo Hyvärinen at Helsinki University of Technology. Like most ICA algorithms, FastICA seeks an orthogonal rotation of prewhitened data, through a fixed-point iteration scheme, that maximizes a measure of non-Gaussianity of the rotated components. Non-gaussianity serves as a proxy for statistical independence, which is a very strong condition and requires infinite data to verify.
