In the United Kingdom, the Chartered Institute of Library and Information Professionals' definition also makes reference to knowing both "when" and "why" information is needed. The 1989 American Library Association (ALA) Presidential Committee on Information Literacy formally defined information literacy (IL) as attributes of an individual, stating that "to be information literate, a person must be able to recognize when information is needed and have the ability to locate, evaluate and use effectively the needed information". In 1990, academic Lori Arp published a paper asking, "Are information literacy instruction and bibliographic instruction the same?" Arp argued that neither term was particularly well defined by theoreticians or practitioners in the field. Further studies were needed to lessen the confusion and continue to articulate the parameters of the question. The Alexandria Proclamation of 2005 defined the term as a human rights issue: "Information literacy empowers people in all walks of life to seek, evaluate, use and create information effectively to achieve their personal, social, occupational and educational goals. The recommendations of the Committee led to establishment of the National Forum on Information Literacy, a coalition of more than 90 national and international organizations. In 2003, the National Forum on Information Literacy, along with UNESCO and the National Commission on Libraries and Information Science, sponsored an international conference in Prague. The resulting Prague Declaration described information literacy as a "key to social, cultural, and economic development of nations and communities, institutions and individuals in the 21st century" and declared its acquisition as "part of the basic human right of lifelong learning". In the United States specifically, information literacy was prioritized in 2009 during President Barack Obama's first term. In effort to stress the value information literacy has on everyday communication, he designated October as National Information Literacy Awareness Month in his released proclamation. In 2015, the Association of College and Research Libraries (ACRL) adopted the Framework for Information Literacy for Higher Education, which defines information literacy as "the set of integrated abilities encompassing the reflective discovery of information, the understanding of how information is produced and valued, and the use of information in creating new knowledge and participating ethically in communities of learning".Association of College and Research Libraries (2015-02-09).     Patent visualisation is an application of information visualisation. The number of patents has been increasing, encouraging companies to consider intellectual property as a part of their strategy. Patent visualisation, like patent mapping, is used to quickly view a patent portfolio. Software dedicated to patent visualisation began to appear in 2000, for example Aureka from Aurigin (now owned by Thomson Reuters). Many patent and portfolio analytics platforms, such as Questel, Patent Forecast, PatSnap, Patentcloud, Relecura, and Patent iNSIGHT Pro, offer options to visualise specific data within patent documents by creating topic maps, priority maps, IP Landscape reports, etc. Software converts patents into infographics or maps, to allow the analyst to "get insight into the data" and draw conclusions. Also called patinformatics, it is the "science of analysing patent information to discover relationships and trends that would be difficult to see when working with patent documents on a one-and-one basis". Patents contain structured data (like publication numbers) and unstructured text (like title, abstract, claims and visual info). Structured data are processed by data-mining and unstructured data are processed with text-mining. == Data mining == The main step in processing structured information is data-mining, which emerged in the late 1980s. Data mining involves statistics, artificial intelligence, and machine learning. Patent data mining extracts information from the structured data of the patent document. These structured data are bibliographic fields such as location, date or status. === Structured fields === === Advantages === Data mining allows study of filing patterns of competitors and locates main patent filers within a specific area of technology. This approach can be helpful to monitor competitors' environments, moves and innovation trends and gives a macro view of a technology status. == Text-mining == === Principle === Text mining is used to search through unstructured text documents. This technique is widely used on the Internet, it has had success in bioinformatics and now in the intellectual property environment. Text mining is based on a statistical analysis of word recurrence in a corpus. An algorithm extracts words and expressions from title, summary and claims and gathers them by declension. "And" and "if" are labeled as non-information bearing words and are stored in the stopword list. Stoplists can be specialised in order to create an accurate analysis. Next, the algorithm ranks the words by weight, according to their frequency in the patent's corpus and the document frequency containing this word. Four text parts can be processed with text-mining : Title Abstract Claim Patent Full-Text Software offer different combinations but title, abstract and claim are generally the most used, providing a good balance between interferences and relevancy. === Advantages === Text-mining can be used to narrow a search or quickly evaluate a patent corpus. For instance, if a query produces irrelevant documents, a multi-level clustering hierarchy identifies them in order to delete them and refine the search. Text-mining can also be used to create internal taxonomies specific to a corpus for possible mapping. == Visualisations == Allying patent analysis and informatic tools offers an overview of the environment through value-added visualisations.     In computer science, a holographic algorithm is an algorithm that uses a holographic reduction. A holographic reduction is a constant-time reduction that maps solution fragments many-to-many such that the sum of the solution fragments remains unchanged. These concepts were introduced by Leslie Valiant, who called them holographic because "their effect can be viewed as that of producing interference patterns among the solution fragments". The algorithms are unrelated to laser holography, except metaphorically. Their power comes from the mutual cancellation of many contributions to a sum, analogous to the interference patterns in a hologram. Holographic algorithms have been used to find polynomial-time solutions to problems without such previously known solutions for special cases of satisfiability, vertex cover, and other graph problems. They have received notable coverage due to speculation that they are relevant to the P versus NP problem and their impact on computational complexity theory. Although some of the general problems are #P-hard problems, the special cases solved are not themselves #P-hard, and thus do not prove FP = #P. Holographic algorithms have some similarities with quantum computation, but are completely classical. == Holant problems == Holographic algorithms exist in the context of Holant problems, which generalize counting constraint satisfaction problems (#CSP). A #CSP instance is a hypergraph G=(V,E) called the constraint graph. In the context of Holant problems, the expression in (1) is called the Holant after a related exponential sum introduced by Valiant. == Holographic reduction == A standard technique in complexity theory is a many-one reduction, where an instance of one problem is reduced to an instance of another (hopefully simpler) problem. However, holographic reductions between two computational problems preserve the sum of solutions without necessarily preserving correspondences between solutions. For instance, the total number of solutions in both sets can be preserved, even though individual problems do not have matching solutions.     Collaborative Diffusion is a type of pathfinding algorithm which uses the concept of antiobjects, objects within a computer program that function opposite to what would be conventionally expected. Collaborative Diffusion is typically used in video games, when multiple agents must path towards a single target agent. For example, the ghosts in Pac-Man. In this case, the background tiles serve as antiobjects, carrying out the necessary calculations for creating a path and having the foreground objects react accordingly, whereas having foreground objects be responsible for their own pathing would be conventionally expected. Collaborative Diffusion is favored for its efficiency over other pathfinding algorithms, such as A, when handling multiple agents. Also, this method allows elements of competition and teamwork to easily be incorporated between tracking agents. Notably, the time taken to calculate paths remains constant as the number of agents increases.

    In library and information science documents (such as books, articles and pictures) are classified and searched by subject – as well as by other attributes such as author, genre and document type. This makes "subject" a fundamental term in this field. Library and information specialists assign subject labels to documents to make them findable. There are many ways to do this and in general there is not always consensus about which subject should be assigned to a given document. To optimize subject indexing and searching, we need to have a deeper understanding of what a subject is. The question: "what is to be understood by the statement 'document A belongs to subject category X'?" has been debated in the field for more than 100 years (see below) == Theoretical view == === Charles Ammi Cutter (1837–1903) === For Cutter the stability of subjects depends on a social process in which their meaning is stabilized in a name or a designation. A subject "referred [...] to those intellections [...] that had received a name that itself represented a distinct consensus in usage" (Miksa, 1983a, p. 60) and: the "systematic structure of established subjects" is "resident in the public realm" (Miksa, 1983a, p. 69); "[s]ubjects are by their very nature locations in a classificatory structure of publicly accumulated knowledge (Miksa, 1983a, p. 61). Bernd Frohmann adds: "The stability of the public realm in turn relies upon natural and objective mental structures which, with proper education, govern a natural progression from particular to general concepts. Since for Cutter, mind, society, and SKO [Systems of Knowledge Organization] stand one behind the other, each supporting each, all manifesting the same structure, his discursive construction of subjects invites connections with discourses of mind, education, and society. The Dewey Decimal Classification (DDC), by contrast, severs those connections. Melvil Dewey emphasized more than once that his system maps no structure beyond its own; there is neither a "transcendental deduction" of its categories nor any reference to Cutter's objective structure of social consensus. It is content-free: Dewey disdained any philosophical excogitation of the meaning of his class symbols, leaving the job of finding verbal equivalents to others. His innovation and the essence of the system lay in the notation. The DDC is a poorly semiotic system of expanding nests of ten digits, lacking any referent beyond itself. In it, a subject is wholly constituted in terms of its position in the system. The essential characteristic of a subject is a class symbol which refers only to other symbols. Its verbal equivalent is accidental, a merely pragmatic characteristic... .... The conflict of interpretations over "subjects" became explicit in the battles between "bibliography" (an approach to subjects having much in common with Cutter's) and Dewey's "close classification". William Fletcher spoke for the scholarly bibliographer.... Fletcher's "subjects", like Cutter's, referred to the categories of a fantasized, stable social order, whereas Dewey's subjects were elements of a semiological system of standardized, techno-bureaucratic administrative software for the library in its corporate, rather than high culture, incarnation". (Frohmann, 1994, 112–113). Cutter's early view on what a subject is, is probably wiser than most understandings that dominated the 20th century – and also the understanding reflected in the ISO-standard quoted below. The early statements quoted by Frohmann indicate that subjects are somehow shaped in social processes. When that is said, it should be added that they are not particularly detailed or clear. We only get a vague idea of the social nature of subjects. === S. R. Ranganathan (1892–1972) === A classification system with an explicit theoretical foundation is Ranganathan's Colon Classification. Ranganathan provided an explicit definition of the concept of "subject": Subject – an organized body of ideas, whose extension and intension are likely to fall coherently within the field of interests and comfortably within the intellectual competence and the field of inevitable specialization of a normal person. A related definition is given by one of Ranganathan's students: A subject is an organized and systematized body of ideas. It may consist of one idea or a combination of several... Ranganathan's definition of "subject" is strongly influenced by his Colon Classification system. The colon system is based on the combination of single elements from facets to subject designation. This is the reason why the combined nature of subjects are emphasized so strongly. It leads, however, to absurdities such as the claim that gold cannot be a subject (but is alternatively termed "an isolate"). This aspect of the theory has been criticized by Metcalfe (1973, p. 318). Metcalfe's skepticism regarding Ranganathan's theory is formulated in hard words (op. cit., p. 317): "This pseudo-science imposed itself on British disciples from about 1950 on...". It seems unacceptable that Ranganathan defines the word subject in a way that favors his own system. A scientific concept like "subject" should make it possible to compare different ways of establishing access to information. Whether or not subjects are combined or not should be examined once their definition has been given, it should not determined a priori, in the definition. Besides the emphasis on the combined, organizing and systematizing nature of subjects contains Ranganathan's definition of subject the pragmatic demand, that a subject should be determined in a way that suits a normal person's competency or specialization. Again we see a strange kind of wishful thinking mixing a general understanding of a concept with demands put by his own specific system. One thing is what the word subject means, quite another issue is how to provide subject descriptions that fulfill demands such as the specificity of a given information retrieval language which fulfill demands put on the system, such as precision and recall. If researchers too often define terms in ways that favor specific kinds of systems, that are such definitions not useful to provide more general theories about subjects, subject analysis and IR. Among other things are comparative studies of different kinds of systems made difficult. Based on these arguments, as well as additional arguments which have been used in the literature, we may conclude that Ranganathan's definition of the concept "subject" is not suited for scientific use. Like the definition of "subject" given by the ISO-standard for topic maps, may Ranganathan's definition be useful within his own closed system. The purpose of a scientific and scholarly field is, however, to examine the relative fruitfulness of systems such as topic maps and Colon Classification. For such purpose is another understanding of "subject" necessary. === Patrick Wilson (1927–2003) === In his book Wilson (1968) examined – in particular by thought experiments – the suitability of different methods of examining the subject of a document. The methods were: identifying the author's purpose for writing the document, weighing the relative dominance and subordination of different elements in the picture, which the reading imposes on the reader, grouping or count the document's use of concepts and references, construing a set of rules for selecting elements deemed necessary (as opposed to unnecessary) for the work as a whole. Patrick Wilson shows convincingly that each of these methods are insufficient to determine the subject of a document and is led to conclude ( p. 89): "The notion of the subject of a writing is indeterminate..." or, on p. 92 (about what users may expect to find using a particular position in a library classification system): "For nothing definite can be expected of the things found at any given position". In connection to the last quote has Wilson an interesting footnote in which he writes that authors of documents often use terms in ambiguous ways ("hostility" is used as an example). Even if the librarian could personally develop a very precise understanding of a concept, he would be unable to use it in his classification, because none of the documents use the term in the same precise way. Based on this argumentation is Wilson led to conclude: "If people write on what are for them ill-defined phenomena, a correct description of their subjects must reflect the ill-definedness". Wilson's concept of subject was discussed by Hjørland (1992) who found that it is problematic to give up the precise understanding of such a basic term in LIS. Wilson's arguments led him to an agnostic position which Hjørland found unacceptable and unnecessary.     In many Unix variants, "nobody" is the conventional name of a user identifier which owns no files, is in no privileged groups, and has no abilities except those which every other user has. It is normally not enabled as a user account, i.e. has no home directory or login credentials assigned. Some systems also define an equivalent group "nogroup". == Uses == The pseudo-user "nobody" and group "nogroup" are used, for example, in the NFSv4 implementation of Linux by idmapd, if a user or group name in an incoming packet does not match any known username on the system. It was once common to run daemons as nobody, especially on servers, in order to limit the damage that could be done by a malicious user who gained control of them. However, the usefulness of this technique is reduced if more than one daemon is run like this, because then gaining control of one daemon would provide control of them all. The reason is that processes owned by the same user have the ability to send signals to each other and use debugging facilities to read or even modify each other's memory. Modern practice, as recommended by the Linux Standard Base, is to create a separate user account for each daemon.

    An uncertain database is a kind of database studied in database theory. The goal of uncertain databases is to manage information on which there is some uncertainty. Uncertain databases make it possible to explicitly represent and manage uncertainty on the data, usually in a succinct way. == Formal definition == At the basis of uncertain databases is the notion of possible world. Specifically, a possible world of an uncertain database is a (certain) database which is one of the possible realizations of the uncertain database. A given uncertain database typically has more than one, and potentially infinitely many, possible worlds. A formalism to represent uncertain databases then explains how to succinctly represent a set of possible worlds into one uncertain database. == Types of uncertain databases == Uncertain database models differ in how they represent and quantify these possible worlds: Incomplete databases are a compact representation of the set of possible worlds – the use of NULL in SQL, arguably the most commonplace instantiation of uncertain databases, is an example of incomplete database model. Probabilistic databases are a compact representation of a probability distribution over the set of possible worlds. Fuzzy databases are a compact representation of a fuzzy set of the possible worlds. Though mostly studied in the relational setting, uncertain database models can also be defined in other relational models such as graph databases or XML databases. === Incomplete database === The most common database model is the relational model. Multiple incomplete database models have been defined over the relational model, that form extensions to the relational algebra.     Ontology for Biomedical Investigations

    The Ontology for Biomedical Investigations (OBI) is an open-access, integrated ontology for the description of biological and clinical investigations. OBI provides a model for the design of an investigation, the protocols and instrumentation used, the materials used, the data generated and the type of analysis performed on it. The project is being developed as part of the OBO Foundry and as such adheres to all the principles therein such as orthogonal coverage (i.e. clear delineation from other foundry member ontologies) and the use of a common formal language. In OBI the common formal language used is the Web Ontology Language (OWL). As of March 2008, a pre-release version of the ontology was made available at the project's SVN repository. == Scope == The Ontology for Biomedical Investigations (OBI) addresses the need for controlled vocabularies to support integration and joint ("cross-omics") analysis of experimental data, a need originally identified in the transcriptomics domain by the FGED Society, which developed the MGED Ontology as an annotation resource for microarray data.Smith B, Ashburner M, Rosse C, Bard J, Bug W, Ceusters W, et al. OBI uses the basic formal ontology upper-level ontology as a means of describing general entities that do not belong to a specific problem domain. As such, all OBI classes are a subclass of some BFO class. The ontology has the scope of modeling all biomedical investigations and as such contains ontology terms for aspects such as: biological material – for example blood plasma instrument (and parts of an instrument therein) – for example DNA microarray, centrifuge information content – such as an image or a digital information entity such as an electronic medical record design and execution of an investigation (and individual experiments therein) – for example study design, electrophoresis material separation data transformation (incorporating aspects such as data normalization and data analysis) – for example principal components analysis dimensionality reduction, mean calculation Less 'concrete' aspects such as the role a given entity may play in a particular scenario (for example the role of a chemical compound in an experiment) and the function of an entity (for example the digestive function of the stomach to nutriate the body) are also covered in the ontology. == OBI consortium == The MGED Ontology was originally identified in the transcriptomics domain by the FGED Society and was developed to address the needs of data integration. Following a mutual decision to collaborate, this effort later became a wider collaboration between groups such as FGED, PSI and MSI in response to the needs of areas such as transcriptomics, proteomics and metabolomics and the FuGO (Functional Genomics Investigation Ontology) was created. This later became the OBI covering the wider scope of all biomedical investigations. As an international, cross-domain initiative, the OBI consortium draws upon a pool of experts from a variety of fields, not limited to biology. The current list of OBI consortium members is available at the OBI consortium website. The consortium is made up of a coordinating committee which is a combination of two subgroups, the Community Representative (those representing a particular biomedical community) and the Core Developers (ontology developers who may or may not be members of any single community).
