Artificial intelligence (AI) has a range of uses in government. It can be used to further public policy objectives (in areas such as emergency services, health and welfare), as well as assist the public to interact with the government (through the use of virtual assistants, for example). According to the Harvard Business Review, "Applications of artificial intelligence to the public sector are broad and growing, with early experiments taking place around the world." Hila Mehr from the Ash Center for Democratic Governance and Innovation at Harvard University notes that AI in government is not new, with postal services using machine methods in the late 1990s to recognise handwriting on envelopes to automatically route letters. The use of AI in government comes with significant benefits, including efficiencies resulting in cost savings (for instance by reducing the number of front office staff) and reducing the opportunities for corruption. However, it also carries risks (described below). == Uses of AI in government == The potential uses of AI in government are wide and varied, with Deloitte considering that "Cognitive technologies could eventually revolutionize every facet of government operations". Mehr suggests that six types of government problems are appropriate for AI applications: Resource allocation—such as where administrative support is required to complete tasks more quickly. Large datasets—where these are too large for employees to work efficiently and multiple datasets could be combined to provide greater insights. Expert shortage—including where basic questions could be answered and niche issues can be learned. Predictable scenario—historical data makes the situation predictable. Procedural tasks refer to repetitive tasks in which the answers to inputs or outputs are binary. Diverse data—where data takes various forms (such as visual and linguistic) and needs to be summarized regularly. Mehr states that "While applications of AI in government work have not kept pace with the rapid expansion of AI in the private sector, the potential use cases in the public sector mirror common applications in the private sector." Potential and actual uses of AI in government can be divided into three broad categories: those that contribute to public policy objectives, those that assist public interactions with the government, and other uses. === Contributing to public policy objectives === There are a range of examples of where AI can contribute to public policy objectives. These include: Receiving benefits at job loss, retirement, bereavement and child birth almost immediately, in an automated way (thus without requiring any actions from citizens at all) Social insurance service provision Classifying emergency calls based on their urgency (like the system used by the Cincinnati Fire Department in the United States) Detecting and preventing the spread of diseases Assisting public servants in making welfare payments and immigration decisions Adjudicating bail hearings Triaging health care cases Monitoring social media for public feedback on policies Monitoring social media to identify emergency situations Identifying fraudulent benefits claims Predicting a crime and recommending optimal police presence Predicting traffic congestion and car accidents Anticipating road maintenance requirements Identifying breaches of health regulations Providing personalised education to students Marking exam papers Assisting with defence and national security (see Artificial intelligence § Military and Applications of artificial intelligence § Other fields in which AI methods are implemented respectively) Artificial Intelligence in China has been used to drive both political and economic markets. In 2019, Shanghai’s government rolled out 100 billion yuan to assist in funding enterprises that used AI to introduce 22 new policy agendas. Shanghai invested in these enterprises to attract top international talent in order to set up the Shanghai Municipal Big Data Center. City Brain AI is an urban management platform made by Alibaba. China uses City Brain AI to maintain a significant share of capital investment through public and state owned enterprises. The synergy between public and private sectors are more than capital-driven with City Brain AI. The blend of both public and private shareholding is only made out to be through the role of provincial and sub-provincial governments. Both hold control over the direction that City Brain AI makes both socially and economically. === Assisting public interactions with government === AI can be used to assist members of the public to interact with government and access government services, for example by: Answering questions using virtual assistants or chatbots (see below) Directing requests to the appropriate area within government Filling out forms Assisting with searching documents (e.g. IP Australia's trade mark search) Scheduling appointments Various governments, including those of Australia and Estonia, have implemented virtual assistants to aid citizens in navigating services, with applications ranging from tax inquiries to life-event registrations. === Gerrymandering === Gerrymandering is a method of influencing political process by drawing map boundaries in favor of incumbent parties. Academic researchers Wendy Tam Cho and Bruce Cain have proposed partially automating the map-drawing process with an AI system to reduce partisan gerrymandering. Even with this AI system, the process may still be manipulated to favor partisan interests, so the researchers emphasized the importance of transparency and human involvement. === Other uses === Other uses of AI in government include: Translation Language interpretation pioneered by the European Commission's Directorate General for Interpretation and Florika Fink-Hooijer. Drafting documents == Potential benefits == AI offers potential efficiencies and cost savings for the government. For example, Deloitte has estimated that automation could save US Government employees between 96.7 million to 1.2 billion hours a year, resulting in potential savings of between $3.3 billion to $41.1 billion a year. The Harvard Business Review has stated that while this may lead a government to reduce employee numbers, "Governments could instead choose to invest in the quality of its services. They can re-employ workers' time towards more rewarding work that requires lateral thinking, empathy, and creativity—all things at which humans continue to outperform even the most sophisticated AI program." == Risks == Risks associated with the use of AI in government include AI becoming susceptible to bias, a lack of transparency in how an AI application may make decisions, and the accountability for any such decisions. For example, a 2026 lawsuit alleged that the U.S. Department of Government Efficiency used ChatGPT to flag and cancel federal humanities grants, including projects on Jewish history and Israeli culture, over some objections from NEH officials, illustrating how automated decision-making could affect funding outcomes.
Patent visualisation
Patent visualisation is an application of information visualisation. The number of patents has been increasing, encouraging companies to consider intellectual property as a part of their strategy. Patent visualisation, like patent mapping, is used to quickly view a patent portfolio. Software dedicated to patent visualisation began to appear in 2000, for example Aureka from Aurigin (now owned by Thomson Reuters). Many patent and portfolio analytics platforms, such as Questel, Patent Forecast, PatSnap, Patentcloud, Relecura, and Patent iNSIGHT Pro, offer options to visualise specific data within patent documents by creating topic maps, priority maps, IP Landscape reports, etc. Software converts patents into infographics or maps, to allow the analyst to "get insight into the data" and draw conclusions. Also called patinformatics, it is the "science of analysing patent information to discover relationships and trends that would be difficult to see when working with patent documents on a one-and-one basis". Patents contain structured data (like publication numbers) and unstructured text (like title, abstract, claims and visual info). Structured data are processed by data-mining and unstructured data are processed with text-mining. == Data mining == The main step in processing structured information is data-mining, which emerged in the late 1980s. Data mining involves statistics, artificial intelligence, and machine learning. Patent data mining extracts information from the structured data of the patent document. These structured data are bibliographic fields such as location, date or status. === Structured fields === === Advantages === Data mining allows study of filing patterns of competitors and locates main patent filers within a specific area of technology. This approach can be helpful to monitor competitors' environments, moves and innovation trends and gives a macro view of a technology status. == Text-mining == === Principle === Text mining is used to search through unstructured text documents. This technique is widely used on the Internet, it has had success in bioinformatics and now in the intellectual property environment. Text mining is based on a statistical analysis of word recurrence in a corpus. An algorithm extracts words and expressions from title, summary and claims and gathers them by declension. "And" and "if" are labeled as non-information bearing words and are stored in the stopword list. Stoplists can be specialised in order to create an accurate analysis. Next, the algorithm ranks the words by weight, according to their frequency in the patent's corpus and the document frequency containing this word. Words under a minimum weight are eliminated, leaving a list of pertinent words or descriptors. Each patent is associated to the descriptors found in the selected document. Further, in the process of clusterisation, these descriptors are used as subsets, in which the patent are regrouped or as tags to place the patents in predetermined categories, for example keywords from International Patent Classifications. Four text parts can be processed with text-mining : Title Abstract Claim Patent Full-Text Software offer different combinations but title, abstract and claim are generally the most used, providing a good balance between interferences and relevancy. === Advantages === Text-mining can be used to narrow a search or quickly evaluate a patent corpus. For instance, if a query produces irrelevant documents, a multi-level clustering hierarchy identifies them in order to delete them and refine the search. Text-mining can also be used to create internal taxonomies specific to a corpus for possible mapping. == Visualisations == Allying patent analysis and informatic tools offers an overview of the environment through value-added visualisations. As patents contain structured and unstructured information, visualisations fall in two categories. Structured data can be rendered with data mining in macrothematic maps and statistical analysis. CHAOS (chess)
CHAOS (Chess Heuristics and Other Stuff) is a chess playing program that was developed by programmers working at the RCA Systems Programming division in the late 1960s. It played competitively in computer chess competitions in the 1970s and 1980s. It differed from other programs of that era in its look-ahead philosophy, choosing to use chess knowledge to evaluate fewer positions and continuations as opposed to simple evaluations that relied on deep look-ahead to avoid bad moves. == Introduction == CHAOS was originally developed by Ira Ruben, Fred Swartz, Victor Berman, Joe Winograd and William Toikka while working at RCA in Cinnaminson, NJ. Its name is an acronym for 'Chess Heuristics and Other Stuff.' Program development moved to the Computing Center of the University of Michigan when Swartz changed jobs, and Mike Alexander joined the development group. Swartz, Alexander and Berman were continuously group members from that point onward in CHAOS' evolution, as others of the original authors left and new members contributed episodically. Chess Senior Master Jack O'Keefe contributed to CHAOS' development from about 1980 onwards. CHAOS was written in Fortran, except for low-level board representation manipulations written in assembly language or C. Due to this portability, it ran on RCA, Univac and IBM-compatible mainframes in its lifetime. CHAOS heralds from the mainframe computing era when only machines of that capacity were able to play at a high level. Consequently, development and testing could only take place at off-peak times for production use of the machine. In a competition, CHAOS had to run on a dedicated mainframe with a telephone link to the match venue. In its later years, CHAOS ran on computers on the machine assembly floor of Amdahl Corporation on MTS. == Background == === Chess and artificial intelligence === Mathematicians Claude Shannon and Alan Turing, working separately, were the first to view playing chess as a challenge to machines. Working for AT&T / Bell Labs with its access to telephone switching equipment, Shannon built a relay-based machine that learned how to work its way through a two-dimensional, 5x5 cell maze in 1949. Shannon viewed this as an analogue of the way that organisms learn things about their natural environment. There is a random element to searching it, a memory element to benefit from the search outcome, and a reward element that reinforces learning when the global outcome is favorable to the organism. Soon afterward, Shannon wrote a mathematical analysis of the game of chess, published in 1950. Like with the maze, he broke down game play into the necessary elements for reinforcement learning. Associated with each board configuration a move will be made from, there is a numerical score. To decide what move to make, a player wants to maximize their own position's score after the move and to minimize their opponent's score (a minimax view). Since there are about 32 possible moves at each of the early stages of the game, and about 40 moves and responses in each game, then there are about 32 80 {\displaystyle 32^{80}} or about 10 120 {\displaystyle 10^{120}} possible games - an impossibly large set to evaluate completely. Therefore, there must be a way to limit the number of moves to look ahead for to find the best one. Reducing the game to these few key elements provided a way to think about human intelligence in general. Shannon became part of a wider group using computing machines to mimic aspects of human intelligence that grew into the general idea of artificial intelligence. (Other members of this group were John McCarthy, Herbert Simon, Allen Newell, Alan Kotok, Alex Bernstein and Richard Greenblatt.) The paradigm that evolved was that there was a quantification of the position on the board into a score, an evaluation method to find favorable outcomes (minimax, later alpha-beta pruning), and a strategy to manage the combinatorial explosion of the look-ahead possibilities. By the early 1960s, there were computer programs that played chess at a rudimentary level. They used very simple evaluation functions for each position and tried to search as far forward as was practical given the time constraints and available compute power. Naturally, programmers optimized their code to use the available computing resources. This led to a major philosophical divide among chess programs: those that tried to evaluate as many positions as possible, and those that tried to evaluate the most promising move sequences as deeply as possible. CHAOS was firmly in the camp believing only the most promising moves should be evaluated in depth. Said Swartz, "The 'brute force people' ... look at every (possible move) no matter what garbage it is. Most moves are just terrible, terrible moves, and most computing time is being spent on pure garbage." The program spent more time evaluating each board position in the expectation that it would find the most promising lines of play to explore in depth. In 1983, the then-fastest chess program (Belle) evaluated 110,000 positions per second, and typical programs 1000–50,000 per second, whereas CHAOS evaluated about 50-100 per second. === Machine learning and strategies to manage search === From about 1949 onward, Arthur Samuel began work for IBM on machine learning, culminating in a checkers-playing program in 1952 and publications on the topic. Concurrently, Christopher Strachey created Checkers, a program to play the board game of checkers in 1951, but it had no capacity to learn from its play. Checkers was chosen by both authors because it was simpler than chess yet contained the basic characteristics of an intellectual activity, and, in Samuel's view, was a test-bed in which heuristic procedures and learning processes could be evaluated quickly. Checker playing programs introduced the notion of the game tree and evaluating play to various depths to choose the best move. The complexity of chess, however, promoted it to the status of an analogue for human intelligence, and it attracted computer scientists' attention, who referred to it as research into artificial intelligence (AI). Like checkers, it required a numerical assessment of each arrangement of chess pieces on a board. It also required looking ahead to future moves to decide how to play the present position. Due to the enormous number of possible moves, there had to be a way to confine the look-ahead search to the most promising lines of play. From these factors, the notion of minimax score evaluation developed and, later, alpha-beta tree pruning to abandon looking at positions worse than any that have already been examined. === Chess search strategies === The AI community viewed artificial intelligence as comprising two parts: a way to symbolically quantify the knowledge in hand (a chess board position), and a set of heuristics to limit look-ahead to the consequences of a move. The early chess playing programs attempted to look forward as far as possible, perhaps to 3 moves ahead by each player, and to choose the best outcome. This led to the horizon effect, whereby a key move 4 or more moves ahead would be unexamined and therefore missed. Consequently, the programs were quite weak and heuristics to manage the search became important in their development. CHAOS used a selective search strategy with iterative widening. As chess programs evolved, they incorporated books of opening lines of play from historic sources. Nowadays, book moves are catalogued in machine-readable form, but originally programmers had to type them in. CHAOS had an extensive book for its time of around 10,000 moves that O'Keefe helped to develop. A problem with play from an opening book is the behavior of the program when the play leaves the book: the positional advantage may be so subtle that the evaluation scheme may be unable to understand it, leading to very wide and shallow searches to establish a line of play. The horizon effect again plagues move selection after leaving the book. CHAOS mitigated these problems by only using book lines that it could understand, and by relying on cached analyses of continuations out of the book made while the opponent's clock was running. == Game Play History == CHAOS played in twelve ACM computer chess tournaments and four World Computer Chess Championships (WCCC). Its debut was the ACM computer chess tournament in 1973, taking 2nd place. In 1974, it again won 2nd place in the WCCC, defeating the tournament favorite Chess 4.0 but losing to Kaissa. CHAOS was close to winning the 1980 WCCC, but lost to Belle in a playoff. The 1985 ACM computer chess tournament was CHAOS' last competition. One of CHAOS' notable victories was over Chess 4.0 at the 1974 WCCC tournament. Chess 4.0 was unbeaten by any other program up until then. Playing as white, CHAOS made a knight sacrifice (16 Nd4-e6!!) that traded material for open lines of attack and eventually won the game. CHAOS’ authors thought the move was due to a
Symbol level
In knowledge-based systems, agents choose actions based on the principle of rationality to move closer to a desired goal. The agent is able to make decisions based on knowledge it has about the world (see knowledge level). But for the agent to actually change its state, it must use whatever means it has available. This level of description for the agent's behavior is the symbol level. The term was coined by Allen Newell in 1982. For example, in a computer program, the knowledge level consists of the information contained in its data structures that it uses to perform certain actions. The symbol level consists of the program's algorithms, the data structures themselves, and so on.
TinyML
TinyML (short for tiny machine learning) is an area of machine learning that focuses on deploying and running models on low-power, resource-constrained embedded systems such as microcontrollers and edge devices. TinyML supports on-device inference with low latency and minimal reliance on cloud connectivity, which makes it suitable for applications in the Internet of Things (IoT), wearable devices, and real-time systems. == History == The idea of running machine learning models on embedded systems has gained traction in the late 2010s, as model compression, quantization, and efficient neural network architectures progressed. The term TinyML was popularized in 2019 with the publication of the book TinyML by Pete Warden and Daniel Situnayake and the creation of the TinyML Foundation.
Cloud testing
Cloud testing is a form of software testing in which web applications use cloud computing environments (a "cloud") to simulate real-world user traffic. == Steps == Companies simulate real world Web users by using cloud testing services that are provided by cloud service vendors such as Advaltis, Compuware, HP, Keynote Systems, Neotys, RadView and SOASTA. Once user scenarios are developed and the test is designed, these service providers leverage cloud servers (provided by cloud platform vendors such as Amazon.com, Google, Rackspace, Microsoft, etc.) to generate web traffic that originates from around the world. Once the test is complete, the cloud service providers deliver results and analytics back to corporate IT professionals through real-time dashboards for a complete analysis of how their applications and the internet will perform during peak volumes. == Applications == Cloud testing is often seen as only performance or load tests, however, as discussed earlier it covers many other types of testing. Cloud computing itself is often referred to as the marriage of software as a service (SaaS) and utility computing. In regard to test execution, the software offered as a service may be a transaction generator and the cloud provider's infrastructure software, or may just be the latter. Distributed Systems and Parallel Systems mainly use this approach for testing, because of their inherent complex nature. D-Cloud is an example of such a software testing environment. == Tools == Leading cloud computing service providers include, among others, Amazon, Microsoft, Google, RadView, Skytap, HP and SOASTA. == Benefits == The ability and cost to simulate web traffic for software testing purposes has been an inhibitor to overall web reliability. The low cost and accessibility of the cloud's extremely large computing resources provides the ability to replicate real world usage of these systems by geographically distributed users, executing wide varieties of user scenarios, at scales previously unattainable in traditional testing environments. Artificial general intelligence
Artificial general intelligence (AGI) is a hypothetical type of artificial intelligence that matches or surpasses human capabilities across virtually all cognitive tasks. Beyond AGI, artificial superintelligence (ASI) would outperform the best human abilities across every domain by a wide margin. Unlike artificial narrow intelligence (ANI), whose competence is confined to well‑defined tasks, an AGI system can generalise knowledge, transfer skills between domains, and solve novel problems without task‑specific reprogramming. Creating AGI is a stated goal of technology companies such as OpenAI, Google, xAI, and Meta. A 2020 survey identified 72 active AGI research and development projects across 37 countries. AGI is a common topic in science fiction and futures studies. Contention exists over whether AGI represents an existential risk. Some AI experts and industry figures have stated that mitigating the risk of human extinction posed by AGI should be a global priority. Others find the development of AGI to be in too remote a stage to present such a risk. == Terminology == AGI is also known as strong AI, full AI, human-level AI, human-level intelligent AI, or general intelligent action. The term "artificial general intelligence" was used in 1997 by Mark Gubrud in a discussion of the implications of fully automated military production and operations. A mathematical formalism of AGI named AIXI was proposed in 2000 by Marcus Hutter, who defines intelligence as "an agent’s ability to achieve goals or succeed in a wide range of environments". This type of AGI has also been called "universal artificial intelligence". The term AGI was re-introduced and popularized by Shane Legg and Ben Goertzel around 2002. Some academic sources reserve the term "strong AI" for computer programs that will experience sentience or consciousness. In contrast, weak AI (or narrow AI) can solve a specific problem but lacks general cognitive abilities. Some academic sources use "weak AI" to refer more broadly to any programs that neither experience consciousness nor have a mind in the same sense as humans. Related concepts include artificial superintelligence and transformative AI. An artificial superintelligence (ASI) is a hypothetical type of AGI that is much more generally intelligent than humans, while the notion of transformative AI relates to AI having a large impact on society, for example, similar to the agricultural or industrial revolution. A framework for classifying AGI was proposed in 2023 by Google DeepMind researchers. They define five performance levels of AGI: emerging, competent, expert, virtuoso, and superhuman. For example, a competent AGI is defined as an AI that outperforms 50% of skilled adults in a wide range of non-physical tasks, and a superhuman AGI (i.e., an artificial superintelligence) is similarly defined but with a threshold of 100%. They consider large language models like ChatGPT or LLaMA 2 to be instances of emerging AGI (comparable to unskilled humans). Regarding the autonomy of AGI and associated risks, they define five levels: tool (fully in human control), consultant, collaborator, expert, and agent (fully autonomous). == Characteristics == There is no single agreed-upon definition of intelligence as applied to computers. Computer scientist John McCarthy wrote in 2007: "We cannot yet characterize in general what kinds of computational procedures we want to call intelligent." === Intelligence traits === Researchers generally hold that a system is required to do all of the following to be regarded as an AGI: reason, use strategy, solve puzzles, and make judgments under uncertainty, represent knowledge, including common sense knowledge, plan, learn, communicate in natural language, if necessary, integrate these skills in completion of any given goal. Many interdisciplinary approaches (e.g. cognitive science, computational intelligence, and decision making) consider additional traits such as imagination (the ability to form novel mental images and concepts) and autonomy. Computer-based systems exhibiting these capabilities are now widespread, with modern large language models demonstrating computational creativity, automated reasoning, and decision support simultaneously across domains. === Physical traits === Other capabilities are considered desirable in intelligent systems, as they may affect intelligence or aid in its expression. These include: the ability to sense (e.g. see, hear, etc.), and the ability to act (e.g. move and manipulate objects, change location to explore, etc.) This includes the ability to detect and respond to hazard. === Tests for human-level AGI === Several tests meant to confirm human-level AGI have been considered. ==== Turing test ==== The Turing test was proposed by Alan Turing in his 1950 paper "Computing Machinery and Intelligence". This test involves a human judge engaging in natural language conversations with both a human and a machine designed to generate human-like responses. The machine passes the test if it can convince the judge that it is human a significant fraction of the time. Turing proposed this as a practical measure of machine intelligence, focusing on the ability to produce human-like responses rather than on the internal workings of the machine. The idea of the test is that the machine has to try and pretend to be a man, by answering questions put to it, and it will only pass if the pretence is reasonably convincing. A considerable portion of a jury, who should not be experts about machines, must be taken in by the pretence. In 2014, a chatbot named Eugene Goostman, designed to imitate a 13-year-old Ukrainian boy, reportedly passed a Turing Test event by convincing 33% of judges that it was human. However, this claim was met with significant skepticism from the AI research community, who questioned the test's implementation and its relevance to AGI. A 2025 pre‑registered, three‑party Turing‑test study by Cameron R. Jones and Benjamin K. Bergen showed that GPT-4.5 was judged to be the human in 73% of five‑minute text conversations—surpassing the 67% humanness rate of real confederates and meeting the researchers' criterion for having passed the test. ==== Ikea test ==== The "Ikea test", also known as the Flat Pack Furniture Test, involves an AI controlling a robot which attempts to assemble an Ikea flat-pack furniture product after having been shown the parts and instructions. As early as 2013, MIT's IkeaBot demonstrated fully autonomous multi-robot assembly of an IKEA Lack table in ten minutes, with no human intervention and no pre-programmed assembly instructions. The robots inferred the assembly sequence from the geometry of the parts alone. ==== Coffee test ==== Steve Wozniak proposed a test where a machine is required to enter an average American home and figure out how to make coffee. It must find the coffee machine, find the coffee, add water, find a mug, and brew the coffee by pushing the proper buttons. This test has been substantially approached across multiple systems. In January 2024, Figure AI's Figure 01 humanoid learned to operate a Keurig coffee machine autonomously after watching video demonstrations, using end-to-end neural networks to translate visual input into motor actions. The first generation of AI researchers were convinced that artificial general intelligence was possible and that it would exist in just a few decades. AI pioneer Herbert A.
