    WebCL (Web Computing Language) is a JavaScript binding to OpenCL for heterogeneous parallel computing within any compatible web browser without the use of plug-ins, first announced in March 2011. It is developed on similar grounds as OpenCL and is considered as a browser version of the latter. Primarily, WebCL allows web applications to actualize speed with multi-core CPUs and GPUs. With the growing popularity of applications that need parallel processing like image editing, augmented reality applications and sophisticated gaming, it has become more important to improve the computational speed. With these background reasons, a non-profit Khronos Group designed and developed WebCL, which is a Javascript binding to OpenCL with a portable kernel programming, enabling parallel computing on web browsers, across a wide range of devices. In short, WebCL consists of two parts, one being Kernel programming, which runs on the processors (devices) and the other being JavaScript, which binds the web application to OpenCL. The completed and ratified specification for WebCL 1.0 was released on March 19, 2014. == Implementation == Currently, no browsers natively support WebCL. An attacker can rewrite or erase all the important data stored in those memory locations. Whenever there arises such a case, an error must be generated at the compile time, and zero must be returned at run-time, not letting the program override the memory. A project WebCL Validator, was initiated by the Khronos Group (developers) on handling this vulnerability. Memory Initialization: This is done to prevent the applications to access the memory locations of previous applications. WebCL ensures that this doesn't happen by initializing all the buffers, variables used to zero before it runs the current application. OpenCL 1.2 has an extension ‘cl_khr_initialize_memory’, which enables this. Denial of Service: The most common attack on web applications cannot be eliminated by WebCL or the browser.     Waveform graphics is a simple vector graphics system introduced by Digital Equipment Corporation (DEC) on the VT55 and VT105 terminals in the mid-1970s. It was used to produce graphics output from mainframes and minicomputers. DEC used the term "waveform graphics" to refer specifically to the hardware, but it was used more generally to describe the whole system. The system was designed to use as little computer memory as possible. At any given X location it could draw two dots at given Y locations, making it suitable for producing two superimposed waveforms, line charts or histograms. Text and graphics could be mixed, and there were additional tools for drawing axes and markers. The waveform graphics system was used only for a short period of time before it was replaced by the more sophisticated ReGIS system, first introduced on the VT125 in 1981. ReGIS allowed the construction of arbitrary vectors and other shapes. Whereas DEC normally provided a backward compatible solution in newer terminal models, they did not choose to do this when ReGIS was introduced, and waveform graphics disappeared from later terminals. == Description == Waveform graphics was introduced on the VT55 terminal in October 1975, an era when memory was extremely expensive. Although it was technically possible to produce a bitmap display using a framebuffer using technology of the era, the memory needed to do so at a reasonable resolution was typically beyond the price point that made it practical. All sorts of systems were used to replace computer memory with other concepts, like the storage tubes used in the Tektronix 4010 terminals, or the zero memory racing-the-beam system used in the Atari 2600. DEC chose to attack this problem through a clever use of a small buffer representing only the vertical positions on the screen. Such a system could not draw arbitrary shapes, but would allow the display of graph data. The system was based on a 512 by 236 pixel display, producing 512 vertical columns along the X-axis, and 236 horizontal rows on the Y-axis. Y locations were counted up from the bottom, so the coordinate 0,0 was in the lower left, and 511, 235 in the upper right. Had this been implemented using a framebuffer with each location represented by a single bit, 512 × 236 × 1 = 120,832 bits, or 15,104 bytes, would have been required. At the time, memory cost about $50 per kilobyte, so the buffer alone would cost over $700 (equivalent to $4,570 in 2025). Instead, the waveform graphic system used one byte of memory for each X axis location, with the byte's value representing the Y location. This required only 512 bytes for each graph, a total of 1024 bytes for the two graphs. Drawing a line required the programmer to construct a series of Y locations and send them as individual points, the terminal could not connect the dots itself. To make this easier, the terminal automatically incremented the X location every time an Y coordinate was received, so a graph line could be sent as a long string of numbers for subsequent Y locations instead of having to repeatedly send the X location every time. Drawing normally started by sending a single instruction to set the initial X location, often 0 on the left, and then sending in data for the entire curve. The system also included storage for up to 512 markers on both lines. These were always drawn centered on the Y value of the line they were associated with, meaning that a simple on/off indication for X locations was all that was needed, requiring only 1024 bits, or 128 bytes, in total. The markers extended 16 pixels vertically, and could only be aligned on 16-pixel boundaries, so they were not necessarily centered across the underlying graph. Markers were used to indicate important points on the graph, where a symbol of some sort would normally be used. The system also allowed a vertical line to be drawn for every horizontal location and a horizontal one at every vertical location. These were also stored as simple on/off bits, requiring another 128 bytes of memory. These lines were used to draw axes and scale lines, or could be used for a screen-spanning crosshair cursor. A separate set of two 7-bit registers held additional information about the drawing style and other settings. Although complex from the user's perspective, this system was easy to implement in hardware. A cathode ray tube produces a display by scanning the screen in a series of horizontal motions, moving down one vertical line after each horizontal scan. At any given instant during this process, the display hardware examines a few memory locations to see if anything needs to be displayed. For instance, it can determine whether to draw a marker on graph 0 by examining register 1 to see if markers are turned on, looking in the marker buffer to see if there is a 1 at the current X location, and then examining the Y location of graph 0 to see if it is within 16 pixels of the current scan line. If all of these are true, a spot is drawn to present that portion of the marker. As this will be true for 16 vertical locations during the scanning process, a 16-pixel high marker will be drawn. Sold alone, the VT55 was priced at $2,496 (equivalent to $16,295 in 2025),. Like other models of the VT50 series, the terminal could be equipped with an optional wet-paper printer in a panel on the right of the screen. This added $800 (equivalent to $5,223 in 2025) to the price. DEC also offered VT55 in a package with a small model of the PDP-11 to create one model of the DEClab 11/03 system. The DEClab normally sold for $14,000 (equivalent to $91,397 in 2025) with a DECwriter II (LA36) hard-copy terminal for $15,000 (equivalent to $97,925 in 2025), with the VT55. The system had I/O channels for up to 15 lab devices, and included libraries for FORTRAN and BASIC for reading the data and creating graphs. The fairly extensive VT55 Programmers Manual covered the latter in depth. == Commands and data == Data was sent to the terminal using an extended set of codes similar to those introduced on the VT52. VT52 codes generally started with the ESC character (octal 33, decimal 27) and was then followed by a single letter instruction. For instance, the string of four characters ESC H ESC J would reposition the cursor in the upper left (home) and then clear the screen from that point down. These codes were basically modeless; triggered by the ESC the resulting escape mode automatically exited again when the command was complete. Escape codes could be interspersed with display text anywhere in the stream of data. In contrast, the graphics system was entirely modal, with escape sequences being sent to cause the terminal to enter or exit graph drawing mode. Data sent between these two codes were interpreted by the graphics hardware, so text and graphics could not be mixed in a single stream of instructions. Graphics mode was entered by sending the string ESC 1, and exited again with the string ESC 2. Even the commands within the graphics mode were modal; characters were interpreted as being additional data for the previous load character (command) until another load character is seen. A server-side dynamic web page is a web page whose construction is controlled by an application server processing server-side scripts. A client-side dynamic web page processes the web page using JavaScript running in the browser as it loads. These kinds of pages can also use, on the client-side, the first kind (DHTML, etc.). == History == It is difficult to be precise about "dynamic web page beginnings" or chronology because the precise concept makes sense only after the "widespread development of web pages". HTTP has existed since 1989, HTML, publicly standardized since 1996. The web browser's rise in popularity started with Mosaic in 1993. Between 1995 and 1996, multiple dynamic web products were introduced to the market, including Coldfusion, WebObjects, PHP, and Active Server Pages. The introduction of JavaScript (then known as LiveScript) enabled the production of client-side dynamic web pages, with JavaScript code executed in the client's browser. The letter "J" in the term AJAX originally indicated the use of JavaScript, as well as XML. With the rise of server side JavaScript processing, for example, Node.js, originally developed in 2009, JavaScript is also used to dynamically create pages on the server that are sent fully formed to clients. MediaWiki, the content management system that powers Wikipedia, is an example for an originally server-side dynamic web page, interacted with through form submissions and URL parameters. Throughout time, progressively enhancing extensions such as the visual editor have also added elements that are dynamic on the client side, while the original dynamic server-side elements such as the classic edit form remain available to be fallen back on (graceful degradation) in case of error or incompatibility. == Server-side scripting == A program running on a web server is used to generate the web content on various web pages, manage user sessions, and control workflow.     User-generated content (UGC), alternatively known as user-created content (UCC), is content generated by users of the Internet such as images, videos, audio, text, testimonials, software, and user interactions. Online content aggregation platforms such as social media, discussion forums and wikis by their interactive and social nature, no longer produce multimedia content but provide tools to produce, collaborate, and share a variety of content, which can affect the attitudes and behaviors of the audience in various aspects. This transforms the role of consumers from passive spectators to active participants. User-generated content is used for a wide range of applications, including problem processing, news, entertainment, customer engagement, advertising, gossip, research and more. It is an example of the democratization of content production and the flattening of traditional media hierarchies. The BBC adopted a user-generated content platform for its websites in 2005, and Time magazine named "You" as the Person of the Year in 2006, referring to the rise in the production of UGC on Web 2.0 platforms. CNN also developed a similar user-generated content platform, known as iReport. There are other examples of news channels implementing similar protocols, especially in the immediate aftermath of a catastrophe or terrorist attack. Social media users can provide key eyewitness content and information that may otherwise have been inaccessible. Since 2020, there has been an increasing number of businesses who are utilizing User Generated Content (UGC) to promote their products and services. Several factors significantly influence how UGC is received, including the quality of the content, the credibility of the creator, and viewer engagement. These elements can impact users' perceptions and trust towards the brand, as well as influence the buying intentions of potential customers. UGC has proven to be an effective method for brands to connect with consumers, drawing their attention through the sharing of experiences and information on social media platforms. Due to new media and technology affordances, such as low cost and low barriers to entry, the Internet is an easy platform to create and dispense user-generated content, allowing the dissemination of information at a rapid pace in the wake of an event. == Definition == The advent of user-generated content marked a shift among media organizations from creating online content to providing facilities for amateurs to publish their own content. User-generated content has also been characterized as citizen media as opposed to the "packaged goods media" of the past century. Citizen Media is audience-generated feedback and news coverage. People give their reviews and share stories in the form of user-generated and user-uploaded audio and user-generated video. The former is a two-way process in contrast to the one-way distribution of the latter. Conversational or two-way media is a key characteristic of so-called Web 2.0, which encourages the publishing of one's own content and commenting on other people's content. The role of the passive audience, therefore, has shifted since the birth of new media, and an ever-growing number of participatory users are taking advantage of these interactive opportunities, especially on the Internet, to create independent content. Grassroots experimentation then generated an innovation in sounds, artists, techniques, and associations with audiences, which then are being used in mainstream media. The active, participatory, and creative audience is prevailing today with relatively accessible media, tools, and applications, and its culture is in turn affecting mass media corporations and global audiences. The Organisation for Economic Co-operation and Development (OECD) has defined three core variables for UGC: Accessible Content: User-generated content (UGC) is publicly produced through platforms located on the Internet and is available to any individual browsing such a publicly accessible website or a public social media account. There are other contexts where users must remain in a community or closed group to access and publish on such platforms (for example, wikis). This is a way of differentiating that although the content is accessible to the audience, there are certain restrictions for the users who generates the content. Creative effort: Creative effort was put into creating the work or adapting existing works to construct a new one; i.e. users must add their own value to the work. UGC often also has a collaborative element to it, as is the case with websites that users can edit collaboratively. For example, merely copying a portion of a television show and posting it to an online video website (an activity frequently seen on the UGC sites) would not be considered UGC. However, uploading photographs, expressing one's thoughts in a blog post or creating a new music video could be considered UGC. Yet the minimum amount of creative effort is hard to define and depends on the context. Creation outside of professional routines and practices: User-generated content is generally created outside of professional routines and practices. It often does not have an institutional or a commercial market context. In extreme cases, UGC may be produced by non-professionals without the expectation of profit or remuneration. Motivating factors include connecting with peers, achieving a certain level of fame, notoriety, or prestige, and the desire to express oneself. == Media pluralism == According to Cisco, in 2016 an average of 96,000 petabytes was transferred monthly over the Internet, more than twice as many as in 2012. In 2016, the number of active websites surpassed 1 billion, up from approximately 700 million in 2012. Reaching 1.66 billion daily active users in Q4 2019, Facebook has emerged as the most popular social media platform globally. Other social media platforms are also dominant at the regional level such as: Twitter in Japan, Naver in the Republic of Korea, Instagram (owned by Facebook) and LinkedIn (owned by Microsoft) in Africa, VKontakte (VK) and Odnoklassniki (eng. Classmates) in Russia and other countries in Central and Eastern Europe, WeChat and QQ in China. However, a concentration phenomenon is occurring globally giving dominance to a few online platforms that become popular for some unique features they provide, most commonly for the added privacy they offer users through disappearing messages or end-to-end encryption (e.g. Jami, Signal, Snapchat, Telegram, Viber, and WhatsApp), but they have tended to occupy niches and to facilitate the exchanges of information that remain rather invisible to larger audiences. Production of freely accessible information has been increasing since 2012. In January 2017, Wikipedia had more than 43 million articles, almost twice as many as in January 2012. This corresponded to a progressive diversification of content and an increase in contributions in languages other than English. In 2017, less than 12 percent of Wikipedia content was in English, down from 18 percent in 2012. Graham, Straumann, and Hogan say that the increase in the availability and diversity of content has not radically changed the structures and processes for the production of knowledge. For example, while content on Africa has dramatically increased, a significant portion of this content has continued to be produced by contributors operating from North America and Europe, rather than from Africa itself. == History == The massive, multi-volume Oxford English Dictionary was exclusively composed of user-generated content. In 1857, Richard Chenevix Trench of the London Philological Society sought public contributions throughout the English-speaking world for the creation of the first edition of the OED. As Simon Winchester recounts: So what we're going to do, if I have your agreement that we're going to produce such a dictionary, is that we're going to send out invitations, were going to send these invitations to every library, every school, every university, every book shop that we can identify throughout the English-speaking world... everywhere where English is spoken or read with any degree of enthusiasm, people will be invited to contribute words.     Push technology, also known as server push, is a communication method where the communication is initiated by a server rather than a client. This approach is different from the "pull" method where the communication is initiated by a client. In push technology, clients can express their preferences for certain types of information or data, typically through a process known as the publish–subscribe model. In this model, a client "subscribes" to specific information channels hosted by a server. When new content becomes available on these channels, the server automatically sends, or "pushes," this information to the subscribed client. Under certain conditions, such as restrictive security policies that block incoming HTTP requests, push technology is sometimes simulated using a technique called polling. In these cases, the client periodically checks with the server to see if new information is available, rather than receiving automatic updates. == General use == Synchronous conferencing and instant messaging are examples of push services. Chat messages and sometimes files are pushed to the user as soon as they are received by the messaging service. Both decentralized peer-to-peer programs (such as WASTE) and centralized programs (such as IRC or XMPP) allow pushing files, which means the sender initiates the data transfer rather than the recipient. Email may also be a push system: SMTP is a push protocol (see Push e-mail). However, the last step—from mail server to desktop computer—typically uses a pull protocol like POP3 or IMAP. Modern e-mail clients make this step seem instantaneous by repeatedly polling the mail server, frequently checking it for new mail. The IMAP protocol includes the IDLE command, which allows the server to tell the client when new messages arrive. The original BlackBerry was the first popular example of push-email in a wireless context. Another example is the PointCast Network, which was widely covered in the 1990s. It delivered news and stock market data as a screensaver. Both Netscape and Microsoft integrated push technology through the Channel Definition Format (CDF) into their software at the height of the browser wars, but it was never very popular. CDF faded away and was removed from the browsers of the time, replaced in the 2000s with RSS (a pull system.) Other uses of push-enabled web applications include software updates distribution ("push updates"), market data distribution (stock tickers), online chat/messaging systems (webchat), auctions, online betting and gaming, sport results, monitoring consoles, and sensor network monitoring. == Examples == === Web push === The Web push proposal of the Internet Engineering Task Force is a simple protocol using HTTP version 2 to deliver real-time events, such as incoming calls or messages, which can be delivered (or "pushed") in a timely fashion. The protocol consolidates all real-time events into a single session which ensures more efficient use of network and radio resources. A single service consolidates all events, distributing those events to applications as they arrive. This requires just one session, avoiding duplicated overhead costs. Web Notifications are part of the W3C standard and define an API for end-user notifications. A notification allows alerting the user of an event, such as the delivery of an email, outside the context of a web page. As part of this standard, Push API is fully implemented in Chrome, Firefox, and Edge, and partially implemented in Safari as of February 2023. === HTTP server push === HTTP server push (also known as HTTP streaming) is a mechanism for sending unsolicited (asynchronous) data from a web server to a web browser. HTTP server push can be achieved through any of several mechanisms. As a part of HTML5 the Web Socket API allows a web server and client to communicate over a full-duplex TCP connection. Generally, the web server does not terminate a connection after response data has been served to a client. The web server leaves the connection open so that if an event occurs (for example, a change in internal data which needs to be reported to one or multiple clients), it can be sent out immediately; otherwise, the event would have to be queued until the client's next request is received. Most web servers offer this functionality via CGI (e.g., Non-Parsed Headers scripts on Apache HTTP Server). The underlying mechanism for this approach is chunked transfer encoding. Another mechanism is related to a special MIME type called multipart/x-mixed-replace, which was introduced by Netscape in 1995. Web browsers interpret this as a document that changes whenever the server pushes a new version to the client. It is still supported by Firefox, Opera, and Safari today, but it is ignored by Internet Explorer and is only partially supported by Chrome. It can be applied to HTML documents, and also for streaming images in webcam applications. The WHATWG Web Applications 1.0 proposal includes a mechanism to push content to the client. On September 1, 2006, the Opera web browser implemented this new experimental system in a feature called "Server-Sent Events". It is now part of the HTML5 standard. === Pushlet === In this technique, the server takes advantage of persistent HTTP connections, leaving the response perpetually "open" (i.e., the server never terminates the response), effectively fooling the browser to remain in "loading" mode after the initial page load could be considered complete. The server then periodically sends snippets of JavaScript to update the content of the page, thereby achieving push capability. By using this technique, the client doesn't need Java applets or other plug-ins in order to keep an open connection to the server; the client is automatically notified about new events, pushed by the server. One serious drawback to this method, however, is the lack of control the server has over the browser timing out; a page refresh is always necessary if a timeout occurs on the browser end. === Long polling === Long polling is itself not a true push; long polling is a variation of the traditional polling technique, but it allows emulating a push mechanism under circumstances where a real push is not possible, such as sites with security policies that require rejection of incoming HTTP requests. With long polling, the client requests to get more information from the server exactly as in normal polling, but with the expectation that the server may not respond immediately. If the server has no new information for the client when the poll is received, then instead of sending an empty response, the server holds the request open and waits for response information to become available. Once it does have new information, the server immediately sends an HTTP response to the client, completing the open HTTP request. Upon receipt of the server response, the client often immediately issues another server request. In this way the usual response latency (the time between when the information first becomes available and the next client request) otherwise associated with polling clients is eliminated. For example, BOSH is a popular, long-lived HTTP technique used as a long-polling alternative to a continuous TCP connection when such a connection is difficult or impossible to employ directly (e.g., in a web browser); it is also an underlying technology in the XMPP, which Apple uses for its iCloud push support. === Flash XML Socket relays === This technique, used by chat applications, makes use of the XML Socket object in a single-pixel Adobe Flash movie. Under the control of JavaScript, the client establishes a TCP connection to a unidirectional relay on the server. The relay server does not read anything from this socket; instead, it immediately sends the client a unique identifier. Next, the client makes an HTTP request to the web server, including this identifier with it. The web application can then push messages addressed to the client to a local interface of the relay server, which relays them over the Flash socket. The advantage of this approach is that it appreciates the natural read-write asymmetry that is typical of many web applications, including chat, and as a consequence it offers high efficiency. Since it does not accept data on outgoing sockets, the relay server does not need to poll outgoing TCP connections at all, making it possible to hold open tens of thousands of concurrent connections. In this model, the limit to scale is the TCP stack of the underlying server operating system. === Reliable Group Data Delivery (RGDD) === In services such as cloud computing, to increase reliability and availability of data, it is usually pushed (replicated) to several machines.     Inductive bias

    The inductive bias (also known as learning bias) of a learning algorithm is the set of assumptions that the learner uses to predict outputs of given inputs that it has not encountered. Inductive bias is anything which makes the algorithm learn one pattern instead of another pattern (e.g., step-functions in decision trees instead of continuous functions in linear regression models). Learning involves searching a space of solutions for a solution that provides a good explanation of the data. However, in many cases, there may be multiple equally appropriate solutions. An inductive bias allows a learning algorithm to prioritize one solution (or interpretation) over another, independently of the observed data. In machine learning, the aim is to construct algorithms that are able to learn to predict a certain target output. To achieve this, the learning algorithm is presented some training examples that demonstrate the intended relation of input and output values. Then the learner is supposed to approximate the correct output, even for examples that have not been shown during training. Without any additional assumptions, this problem cannot be solved since unseen situations might have an arbitrary output value. The kind of necessary assumptions about the nature of the target function are subsumed in the phrase inductive bias. A classical example of an inductive bias is Occam's razor, assuming that the simplest consistent hypothesis about the target function is actually the best. Here, consistent means that the hypothesis of the learner yields correct outputs for all of the examples that have been given to the algorithm. Approaches to a more formal definition of inductive bias are based on mathematical logic. Here, the inductive bias is a logical formula that, together with the training data, logically entails the hypothesis generated by the learner. However, this strict formalism fails in many practical cases in which the inductive bias can only be given as a rough description (e.g., in the case of artificial neural networks), or not at all. == Types == The following is a list of common inductive biases in machine learning algorithms. Maximum conditional independence: if the hypothesis can be cast in a Bayesian framework, try to maximize conditional independence. This is the bias used in the Naive Bayes classifier. Minimum cross-validation error: when trying to choose among hypotheses, select the hypothesis with the lowest cross-validation error. Although cross-validation may seem to be free of bias, the "no free lunch" theorems show that cross-validation must be biased, for example assuming that there is no information encoded in the ordering of the data. Maximum margin: when drawing a boundary between two classes, attempt to maximize the width of the boundary. This is the bias used in support vector machines. The assumption is that distinct classes tend to be separated by wide boundaries. Minimum description length: when forming a hypothesis, attempt to minimize the length of the description of the hypothesis. Minimum features: unless there is good evidence that a feature is useful, it should be deleted. This is the assumption behind feature selection algorithms. Nearest neighbors: assume that most of the cases in a small neighborhood in feature space belong to the same class. Given a case for which the class is unknown, guess that it belongs to the same class as the majority in its immediate neighborhood. This is the bias used in the k-nearest neighbors algorithm. The assumption is that cases that are near each other tend to belong to the same class. == Shift of bias == Although most learning algorithms have a static bias, some algorithms are designed to shift their bias as they acquire more data. This does not avoid bias, since the bias shifting process itself must have a bias.

These include the Bank of England, Cancer Research UK, GOV.UK Verify partner CitizenSafe, The Commonwealth of Nations and Sport England. == History == Cyber-Duck was founded in 2005 by Danny Bluestone in his flat in Mill Hill, United Kingdom. After a few months, the firm moved into its first office in Borehamwood. Projects with Ogilvy, London Creative and Wisteria followed before Cyber-Duck moved to offices in Devonshire House, Borehamwood. In 2010, the firm was commissioned to develop a website for the European Commission in the UK. In 2011, the company moved to a self-contained premises in Elstree, Hertfordshire. Shortly afterward, Cyber-Duck was listed on the Deloitte Technology Fast 500 EMEA in recognition of its substantial revenue growth over the previous five years. As the company grew, its expertise also broadened. This resulted in guest spots on several television shows. Cyber-Duck was featured in an episode of the Gadget Show in 2011, and Chief Production Officer Matt Gibson appeared on BBC Watchdog in 2013 to assist in researching websites and their checkout processes. The firm continued to attract business from companies in London, so the decision was made to open a new office in central London. The Farringdon office opened in 2015, and was followed by a rebrand.     The Webby Awards (colloquially referred to as the Webbys) are awards for excellence on the Internet presented annually by the International Academy of Digital Arts and Sciences, a judging body composed of over three thousand industry experts and technology innovators. Categories include websites, advertising and media, online film and video, mobile sites and apps, and social. Two winners are selected in each category, one by members of The International Academy of Digital Arts and Sciences, and one by the public who cast their votes during Webby People's Voice voting. Each winner presents a five-word acceptance speech, a trademark of the annual awards show. In its early years, the award was hailed as the "Internet's highest honor" and was associated with the phrase "The Oscars of the Internet." == History == In its early years, the organization was one of several vying to be the premiere internet awards show. Both shows would compare themselves to the Oscars, as did media outlets such as The New York Times to Canada's Globe & Mail. The winners of the First Annual Webby Awards in 1995 were presented by John Brancato and Michael Ferris, writers for Columbia Pictures. It was held at the Hollywood Roosevelt Hotel. The televised Webby Awards were sponsored by the Academy of Web Design and Cool Site of the Day. The first Webby Awards were produced by Kay Dangaard at the Hollywood Roosevelt Hotel as a nod to the first site of the Academy of Motion Picture Arts and Sciences (Oscars). That first year, they were called "Webbie" Awards. The first "Site of the Year" winner was the pioneer webisodic serial The Spot. The modern Webby Awards were co-founded by Tiffany Shlain, a filmmaker, when she was hired by The Web Magazine to re-establish them, and were first held in San Francisco in 1997. The International Academy of Digital Arts and Sciences, which selects the winners of The Webby Awards, was established in 1998 by co-founders Tiffany Shlain, Spencer Ante and Maya Draisin. Members of the Academy include Kevin Spacey, Grimes, Questlove, Internet inventor Vint Cerf, Instagram's Head of Fashion Partnerships Eva Chen, comedian Jimmy Kimmel, Twitter founder Biz Stone, Vice Media co-founder and CEO Shane Smith, Tumblr's David Karp, Director of Harvard's Berkman Klein Center for Internet & Society Susan P. Crawford, Refinery29's Executive Creative Director Piera Gelardi, and CEO and co-founder of Gimlet Media Alex Blumberg. The Webby Awards is owned and operated by the Webby Media Group, a division of Recognition Media, which also owns and produces the Lovie Awards in Europe and Netted by the Webbys, a daily email publication launched in 2009. David-Michel Davies, CEO of Webby Media Group, current Executive Director of the Webby Awards and co-founder of Internet Week New York, was named Executive Director of the Webby Awards in 2005. In 2009, the 13th Annual Webby Awards received nearly 10,000 entries from all 50 US states and over 60 countries. That same year, more than 500,000 votes were cast in The Webby People's Voice Awards. In 2012, the 16th Annual Webby awards received 1.5 million votes from more than 200 countries for the People's Voice awards. In 2015, the 19th Annual Webby Awards received nearly 13,000 entries from all 50 U.S. states and over 60 countries worldwide. == Nomination process == The 2000 awards began the transition to nominee submissions. Previously, nominees had been selected by an internal committee. As early as 2017, organizations wanting to nominate themselves were charged $395 for a single entry. An "ad campaign entry" would cost $595. By 2024, those fees had risen to $495 and $675, respectively. Executive Academy Members with category-specific expertise evaluate the shortlisted entries based on the appropriate Website, Advertising & Media, Online Film & Video, Mobile Sites & Apps, and Social category criteria, and cast ballots to determine Webby Honorees, Nominees and Webby Winners. Deloitte provides vote tabulation consulting for the Webby Awards. In addition to the award given in each category by the International Academy of Digital Arts and Sciences, another winner is selected in each category as determined by the general public during People's Voice voting. Winners of both the Academy-selected and People's Voice-selected awards are invited to the Webbys. == Awards granted == The Webby Awards are presented in over a hundred categories among all four types of entries. A website can be entered in multiple categories and receive multiple awards. In each category, two awards are handed out: a Webby Award selected by The International Academy of Digital Arts and Sciences, and a People's Voice Award selected by the general public. == Ceremony == Between 2005 and 2019, the Webby Awards were presented in New York City. Many of the ceremony hosts are comedians and comedic actors. Comedian Rob Corddry hosted the ceremony from 2005 to 2007. Seth Meyers of Saturday Night Live hosted in 2008 and 2009, B.J. Novak of the sitcom The Office in 2010, and Lisa Kudrow in 2011. Comedian, actor, and writer Patton Oswalt hosted from 2012 to 2014. Comedian Hannibal Buress hosted in 2015. The Webbys are famous for limiting recipients to five-word speeches, which are often humorous, although some exceed the limit. In 2005 when accepting his Lifetime Achievement Award, former Vice President Al Gore's speech was "Please don't recount this vote." He was introduced by Vint Cerf who used the same format to state, "We all invented the Internet." In 2013, the creator of the Graphics Interchange Format (GIF), Steve Wilhite, accepted his Webby and delivered his now famous five-word speech, "It's pronounced 'Jif' not 'Gif'." == Criticism == The Webbys have been criticized for their pay-to-enter and pay-to-attend policy (winners and nominees also have to pay to attend the award ceremony), and thus for not taking most websites into consideration before distributing their awards. Gawker, its Valleywag column, and others, have called the awards a scam, with Valleywag saying, "...somewhere along the way, the organizers figured out that this goofy charade could be milked for profit." In response, Webby Awards executive director David-Michel Davies told the Wall Street Journal that entry fees "provide the best and most sustainable model for ensuring that our judging process remains consistent and rigorous and is not dependent on things like sponsorships that can fluctuate from year to year." == Anthem Awards == In 2021, the Webby organization started a new line of awards, the Anthem Awards, to honor the purpose and mission-driven work of people, companies and organizations worldwide.     A data plan is a subscription plan from a cellular or other mobile service provider to provide internet data and connectivity. == Formatting == Data plans are usually created by a contract between the telecommunications carrier and the user of their service. This contract outlines a maximum amount of usable data, usually highlighted in either megabytes or gigabytes, allotted per month for the user. In most cases companies will allow a user to surpass the amount of data allowed in the contract, however, will have to pay a per-gigabyte fee, ranging anywhere from five to fifteen U.S. dollars. === Popularization of unlimited plans === Unlimited data plans have seen a large increase in usage by consumers since their initial introduction by U.S. network T-Mobile. These plans, instead of setting an overall maximum for the user, have an amount set-up that, when surpassed, will slow the speed of the network for that user. Unlimited plans typically cost significantly more than the traditional shared data plans, which is a major reason that carriers have set large boundaries and fees. The limits imposed on unlimited plans are designed to fight against attempts to misuse the network, such as a DDoS attack, but are more commonly reasoned as a method to increase the number of people that can use one tower simultaneously. === Data speed changes === When a network is near reaching peak capacity data speeds may be slowed down by carriers as part of most major telecom contracts. This, as stated previously, allows for more people to be utilizing one tower, reducing needed capital for the company. Since speed changes are allowed at the company's will, the user has no official guarantee of speed on most major networks. === Costs brought upon by additional data === In many cases both the user and carrier have to incur additional costs when a user utilizes more of a given data package, which has helped in the proliferation of data caps and other forms of shared data plans. Most of the charges that the carrier has to incur for additional data usage is partially or fully given to the user of the network. ==== Users ==== Users are required to pay flat-rate additional fees that occur when they go above the amount of data given to them in their contract, utility, or prepaid plan. The cost per gigabyte of this fee is usually higher than what the contract itself offers, which discourages users from over-utilizing data and incurring a charge for the carrier. Certain contracts, which do not offer paying additional fees for an increase in data, may result in a shutdown of service, or in extremely rare cases, termination of the service as a whole. ==== Carriers ==== Carriers incur costs for additional data usage, as it limits the number of customers, and associated contracts, that they can handle on one network. Creating more cell phone towers in a given area would be costly, and largely useless until particular spikes in traffic. When the peak usable amount of one tower is reached, it may cause negative public relations towards the reliability of the corporation as a whole.

It has been developed by the Qatar Computing Research Institute and awarded the Grand Prize for the 2015 Open Source Software World Challenge. Muhammad Imran stated that he and his team "have developed novel computational techniques and technologies, which can help gain insightful and actionable information from online sources to enable rapid decision-making" - according to him the system "combines human intelligence with machine learning techniques, to solve many real-world challenges during mass emergencies and health issues". == How to use == It can be used by logging in with ones Twitter credentials and by collecting tweets by specifying keywords or hashtags, like #ChileEarthquake, and possibly a geographical region as well. == Use == It has been deployed in conjunction with UNICEF in Zambia to classify short messages related to AIDS/HIV received through the U-Report platform. AIDR was used for the first time during the 2010 Pakistan floods. The first real test of AIDR took place during the 2014 Iquique earthquake in Chile. == Related talks and events == Muhammad Imran delivered a keynote talk on the science behind the AIDR system at the International Conference on Information Systems for Crisis Response And Management (ISCRAM).     Cloud9 is a mobile network operator focussed on providing mobile subscriptions over the air to programmable SIM cards, SoftSIMs and eSIMs. Their service is used in both smartphones and IoT devices. The company is privately held with headquarters in the United Kingdom. == History == Cloud9, originally owned by Wire9 Telecom Plc, funded and established by investor and telecom specialist, Lee Jones, before being sold for an undisclosed sum by Jones to billionaire Romain Zaleski. It established in the UK, Gibraltar, and Isle of Man as a domestic Mobile Network Operator. Cloud9 obtained spectrum licenses in the Isle of Man in 2007 and Gibraltar in 2010. Around 2011, Cloud9 decided to focus on supplying global SIM cards to save roaming charges. The Gibraltar spectrum licence was sold to another company. The business relocated its core network to Telehouse in London and became a subsidiary of BlueMango Technologies Ltd. Later the company was acquired by Wireless Logic Ltd. In 2013, Cloud9 acquired the IPR of Zynetix Ltd. Through this acquisition, the company achieved sales as an MVNE. In 2014, the company was voted as a Red Herring Top 100 Europe finalist. == Features == Cloud9 has shipped several million 'Travel SIMs'; all SIM cards have been branded with the logo of these resellers. Additionally, the company provides the digital signatures ('profiles' or 'IMSIs') that provide a SIM card with the ability to register with a network and function. These can be provisioned over the air to dynamic SIM cards such as programmable removable UICCs, SoftSIMs and eSIMs. They are members of the GSM Association and are involved in the GSMA remote SIM provisioning standard for eSIMs that will be released soon. The Cloud9 core network also supports 4G (HSS/PDG). Its Mobile Country Code is 234 and its Mobile Network Code is 18. TADIG code is GBRC9.
