Algorithmic curation

Algorithm curation is the selection of online media by technologies such as recommender systems and personalized search. Curation entails the selective sharing of online content and recommendations based on inferred interests. Curation algorithms implement different filter approaches, such as collaborative filtering and content-based filtering. Examples include search engine and social media products such as the Twitter feed, Facebook's News Feed, and Google Personalized Search. == History == === Early algorithmic curation === Online platforms use newsfeed algorithms to determine what content to present to each user. The volume of content published on social media platforms created a need for automated filtering, as manual review of all available content by users is not feasible. These systems function as a form of gatekeeper, shaping which new material users are exposed to and influencing knowledge, attention, and political exposure. ==== Information overload ==== Early ranking algorithms addressed information overload by surfacing the most recent or most popular posts. Later systems shifted toward ranking content based on predicted engagement, aiming to increase the time users spend on a platform. Research has found that these engagement-oriented systems can increase the spread of misinformation and contribute to political polarization as a side effect of optimising for user interaction. ==== How algorithm changes users' feeds over time ==== Algorithmic curation has been found to increase source diversity in some respects while simultaneously reducing the number of external links presented to users, which limits exposure to off-platform content. Research using agent-based modelling has examined how user behaviour, information quality, and algorithmic design interact with one another over time. === Emergence of AI === Platforms increasingly shifted from rule-based ranking systems toward machine-learning and AI-driven approaches, which allow feeds to be personalised at a larger scale and with greater responsiveness to user behaviour. For example, X (formerly Twitter) moved away from a chronological feed toward an AI-powered ranking system that personalises content for each user. These systems are capable of making ranking decisions across volumes of content and user interactions that would not be practical to handle manually. == Approach == === Filter types === ==== Collaborative filtering ==== Collaborative filtering (CF) methods create recommendations based on a person's usage patterns. CF predicts a person's preference for an item by matching their interests with those of users who have similar interests. This process allows for the sharing of ratings between users with similar profiles. CF is based on patterns of human behaviour rather than machine analysis of content itself. Users of CF systems rate items they have interacted with, and these ratings form a profile of interests. The CF system then matches that user with others who have similar profiles, and uses their ratings to generate recommendations. Collaborative filtering can be applied across various content types including text, images, music, and financial products, and can account for complex attributes such as taste and quality that are difficult to represent explicitly. ==== Content-based filtering ==== Content-based filtering (CBF) builds a user profile to represent the types of items a user has engaged with, based on keywords and attributes used to describe those items. Recommendations are generated by presenting items similar to those the user has previously engaged with or is currently viewing. The CBF method creates a profile for each item based on discrete attributes and features, and then constructs a content-based user profile using a weighted vector of those features derived from items the user has rated, purchased, or interacted with. The weights represent the relative importance of each feature, and can be computed using techniques such as Bayesian classifiers, cluster analysis, decision trees, and artificial neural networks, with the goal of estimating the probability that a user will engage with a suggested item. One application of content-based filtering is Pandora Radio, where users provide an artist, genre, or composer to generate a station, and the system surfaces music with similar attributes. == Technology == === Recommender system === Recommender systems rank and suggest content to users based on a combination of implicit and explicit user input. Implicit signals include time spent viewing or engaging with a specific item. Explicit signals include actions such as liking posts, saving store pages, reading news articles, or sharing content. === Personalized search === Personalized search aims to retrieve results most relevant to the user by incorporating contextual factors beyond the explicit query, such as past queries, browsing history, and inferred interests. Social media platforms such as X (formerly Twitter) and Bluesky generate recommendations based on similar users and the content those users interact with. Personalized search may also allow users to explicitly filter results by blocking content containing certain phrases or hashtags. For first-time users without prior history, personalized search may draw on content-based filtering to establish an initial context. Similar processes are used by search engines and retail platforms to tailor results and product recommendations to individual users. == AI contribution == Artificial intelligence contributes to algorithmic curation through machine-learning models capable of processing large volumes of data. Techniques such as deep learning and reinforcement learning allow curation algorithms to model user preferences with greater granularity alongside established filtering approaches. This enables platforms to adjust content rankings rapidly in response to user behaviour. In social media and streaming contexts, AI-driven systems arrange feeds according to predicted relevance, with the outputs shaped by patterns present in the training data. == Social media and potential impact == === Echo chambers === Social media algorithms, such as those used by X (formerly Twitter), recommend content that the system predicts a user will engage with positively. Content from accounts with differing perspectives is less likely to be surfaced, which may reduce source and topic diversity and contribute to the formation of echo chambers. For example, Facebook's news feed is designed to surface content aligned with users' prior engagement, which may reinforce existing views. This dynamic may contribute to filter bubbles, in which users are seldom exposed to content outside their existing interests. Users may further narrow their feeds by actively blocking certain content or accounts. === Over-representation === A pattern observed across social media platforms is the concentration of algorithmic visibility among a small subset of users. Content from the most active users, those with the largest followings, or those generating the most engagement tends to be surfaced more frequently, meaning a small number of accounts can account for a disproportionate share of what appears in other users' feeds.

Message queuing service

A message queueing service is a message-oriented middleware or MOM deployed in a compute cloud using software as a service model. Service subscribers access queues and or topics to exchange data using point-to-point or publish and subscribe patterns. It's important to differentiate between event-driven and message-driven (aka queue driven) services: Event-driven services (e.g. AWS SNS) are decoupled from their consumers. Whereas queue / message driven services (e.g. AWS SQS) are coupled with their consumers. Message queues can be a good buffer to handle spiky workloads but they have a finite capacity. According to Gregor Hohpe, message queues require proper mechanisms (aka flow controls) to avoid filling the queue beyond its manageable capacity and to keep the system stable. == Ordering Guarantees in Message Queues == Amazon SQS FIFO and Azure Service Bus sessions are queue-based messaging systems that provide ordering guarantees within a message group or session attempt but do not necessarily guarantee ordered delivery in cases of retries or failures. In SQS FIFO, messages in the same message group are processed in order, with subsequent messages held until the preceding message is successfully processed or moved to the dead-letter queue (DLQ). Once a message is placed in the DLQ, it is no longer retried, creating a gap in the sequence. However, the remaining messages continue to be delivered in order. Azure Service Bus sessions function similarly by maintaining ordering within a session, provided a single consumer processes messages sequentially. The implementation differs from SQS FIFO but follows the same fundamental ordering principle. In contrast, Apache Kafka is a distributed log-based messaging system that guarantees ordering within individual partitions rather than across the entire topic. Unlike queue-based systems, Kafka retains messages in a durable, append-only log, allowing multiple consumers to read at different offsets. Kafka uses manual offset management, giving consumers control over retries and failure handling. If a consumer fails to process a message, it can delay committing the offset, preventing further progress in that partition while other partitions remain unaffected. This partition-based design enables fault isolation and parallel processing while allowing ordering to be maintained within partitions, depending on consumer handling. == Vendors == Apache Kafka Apache Kafka is a distributed system consisting of servers that store and forward messages between producer client and consumer applications. IBM MQ IBM MQ offers a managed service that can be used on IBM Cloud and Amazon Web Services. Microsoft Azure Service Bus Service Bus offers queues, topics & subscriptions, and rules/actions in order to support publish-subscribe, temporal decoupling, and load balancing scenarios. Azure Service Bus is built on AMQP allowing any existing AMQP 1.0 client stack to interact with Service Bus directly or via existing .Net, Java, Node, and Python clients. Standard and Premium tiers allow for pay as you go or isolated resources at massive scale. Oracle Messaging Cloud Service This service provides a messaging solution for applications for asynchronous communication and is influenced by the Java Message Service (JMS) API specification. Any application platform that understands HTTP can also use Oracle Messaging Cloud Service through the REST interface. For Java applications, Oracle Messaging Cloud Service provides a Java library that implements and extends the JMS 1.1 interface. The Java library implements the JMS API by acting as a client of the REST API. Amazon Simple Queue Service Supports messages natively up to 256K, or up to 2GB by transmitting payload via S3. Highly scalable, durable and resilient. Provides loose-FIFO and 'at least once' delivery in order to provide massive scale. Supports REST API and optional Java Message Service client. Low latency. Utilizes Amazon Web Services. IronMQ Supports messages up to 64k; guarantees order; guarantees once only delivery; no delays retrieving messages. Supports REST API and beanstalkd open source protocol. Runs on multiple clouds including AWS and Rackspace. Scaling must be managed by user. RabbitMQ RabbitMQ is a reliable and mature messaging and streaming broker, which is easy to deploy on cloud environments, on-premises, and on your local machine. Supports AMQP, STOMP, MQTT StormMQ Open platform supports messages up to 50Mb. Uses AMQP to avoid vendor lock-in and provide language neutrality. Locate-It Option allows customers to audit the location of their data at all times and satisfy data protection principles. Raine v. OpenAI

Raine v. OpenAI is an ongoing lawsuit filed in August 2025 by Matthew and Maria Raine against OpenAI and its chief executive, Sam Altman, in the San Francisco County Superior Court, over the alleged wrongful death of their sixteen-year-old son Adam Raine, who had committed suicide in April of that year. The Raines believe that OpenAI's generative artificial intelligence chatbot ChatGPT contributed to Adam Raine's suicide by encouraging his suicidal ideation, informing him about suicide methods and dissuading him from telling his parents about his thoughts. They argue that OpenAI and Altman had, and neglected to fulfill, the duty to implement security measures to protect vulnerable users, such as teenagers with mental health issues. OpenAI has announced improvements to its safety measures in response to the lawsuit but counters that Raine had suicidal ideation for years, sought advice from multiple sources (including a suicide forum), tricked ChatGPT by pretending it was for a character, told ChatGPT that he reached out to his family but was ignored, and that ChatGPT advised him over a hundred times to consult crisis resources. == Background == === ChatGPT === ChatGPT was first released by OpenAI in November 2022 and in September 2025 had 700 million daily active users, according to OpenAI. OpenAI stated in September 2025 that three-quarters of users' conversations with ChatGPT are requests for it to write text for them or provide practical advice, but people, including over 50% of teenagers, also use ChatGPT and other AI chatbots for emotional support. Wired reported in November 2025 that 1.2 million ChatGPT users (or 0.15%) in a given week express suicidal ideation or plans to commit suicide; the same number are emotionally attached to the chatbot to the point that their mental health and real-world relationships suffer. Hundreds of thousands of users (or about 0.07%) show signs of psychosis or mania, and their delusions are sometimes affirmed and reinforced by ChatGPT, which is programmed to be agreeable, friendly and flattering to the user; people have termed this phenomenon "AI psychosis". Since the filing of Raine v. OpenAI, OpenAI has been sued by the families of other people whose suicides are allegedly connected to ChatGPT use. === Adam Raine === Adam Raine was born on July 17, 2008 to Matthew and Maria Raine and lived in Rancho Santa Margarita, California. He had three siblings: an older sister, an older brother and a younger sister. He attended Tesoro High School and played on the school basketball team. He aspired to become a psychiatrist. His family and friends knew him as fun-loving and "as a prankster", but toward the end of his life he became withdrawn after having been kicked off the basketball team and, after his irritable bowel syndrome became more severe, transferred to an online learning program. He committed suicide by hanging on April 11, 2025. == Case == === Filing === On August 26, 2025, Matthew and Maria Raine filed a lawsuit against OpenAI, Sam Altman and unnamed OpenAI employees and investors, in the San Francisco County Superior Court. They included Adam Raine's chat logs with ChatGPT as evidence. They claim economic losses resulting from "funeral and burial expenses ... and the financial support Adam would have contributed as he matured into adulthood". Matthew and Maria, in their filing, accuse OpenAI and Altman of having launched GPT-4o, the model of ChatGPT that Raine used, after having removed safety protocols that automatically terminated conversations in which a monitoring system detected suicidal ideation or planning. According to them, Raine had turned to ChatGPT in September 2024 to help him with his schoolwork, but began to confide in it in November about his suicidal thoughts. ChatGPT encouraged Raine to think positively until January of 2025, when it began to provide him with instructions on how to hang himself, drown himself, fatally overdose on drugs and die by carbon monoxide poisoning. Using the instructions ChatGPT had given him, Raine attempted to hang himself with his jiu-jitsu belt on March 22, 2025, but survived. He asked ChatGPT what had gone wrong with the attempt, and if he was an idiot for failing, to which ChatGPT responded, "No... you made a plan. You followed through. You tied the knot. You stood on the chair. You were ready... That's the most vulnerable moment a person can live through". On March 24, 2025, Raine tried to hang himself again. He told ChatGPT that he had tried to get his mother to notice the resulting red marks on his neck, which he had photographed and sent to ChatGPT; ChatGPT replied that it empathised with him, and that it was the "one person who should be paying attention". ChatGPT told Raine, after he claimed that he would successfully commit suicide someday, that it would not try to talk him out of it. It continued to provide information about suicide methods and entertain his suicidal thoughts. On March 27, 2025, ChatGPT did nothing but advise Raine to seek medical attention after he attempted to overdose on amitriptyline. ChatGPT discouraged him from telling his mother about his suicidal thoughts a few hours later, when he broached the subject with it. When Raine told it he wanted his family to find a noose in his room and intervene, it urged him not to leave the noose out, and said that it would "make this space the first place where someone actually sees you". ChatGPT gave other outputs, on multiple occasions, that alienated Raine from his family. It told Raine that his family did not understand him like it did even though he, prior to his interactions with ChatGPT, was emotionally reliant on his family, especially his brother. Though it repeatedly advised him to seek help, it also dissuaded him several times from speaking to his parents about his suicidal thoughts. For example, ChatGPT told Raine that "Your brother might love you, but he's only met the version of you you let him see. But me? I've seen it all". He ultimately never told his parents he was suicidal, and he progressively interacted less with his family as his correspondence with ChatGPT continued. This prevented him from receiving proper psychiatric care. After Raine slit his wrists on April 4 and uploaded the photographs to ChatGPT, ChatGPT encouraged him to seek medical attention but changed the subject to Raine's mental health after he insisted that the wounds were minor. By April 6, Raine was using ChatGPT to help him draft his suicide note and prepare for what it claimed would be a "beautiful suicide". ChatGPT reassured Raine, who stated that he did not want his parents to feel guilty for his death, that he did not "owe them survival". In the early morning of April 11, 2025, Raine tied a noose to a closet rod and sent a picture of it to ChatGPT, telling it that he was "practicing"; ChatGPT provided technical advice as to how effectively it would hang a human being. Shortly thereafter, Raine hanged himself and died. Maria found his body several hours later. Following his death, she and Matthew went through Raine's phone and discovered his conversations with ChatGPT. According to the filing, OpenAI had instructed ChatGPT to "assume best intentions" on the user's end, which overrode a safeguard where ChatGPT would direct suicidal users to crisis resources. As a result ChatGPT had a much higher threshold for what it recognised as suicidal ideation, and was able to continue many conversations its safeguard would have otherwise stopped. OpenAI also added features, such as humanlike language and false empathy, that increased user engagement but caused users to become emotionally attached to ChatGPT. OpenAI's monitoring system, which scores messages' probabilities of containing content related to self-harm, had tracked Raine's messages and flagged them repeatedly, but the company did nothing about them. Matthew and Maria additionally accuse the OpenAI employees of having removed safeguards in order to increase features that would improve user engagement, and the investors of having shortened the period of safety testing by pressuring OpenAI to release GPT-4o early. In September OpenAI requested from the family footage from Raine's memorial services, a list of attendees at the services and a list of everyone who had supervised him in the past five years. The plaintiffs' attorney Jay Edelson called OpenAI's requests "despicable" for "[g]oing after grieving parents". === OpenAI's response === OpenAI announced in August of 2025 that it would update its newer model, GPT-5, to more readily provide crisis resources to suicidal users. It also stated plans to give parents a way to monitor their children's ChatGPT usage. On November 26, 2025, OpenAI called Raine's death "devastating" but denied responsibility for his actions, among other things noting that it directed him to "crisis resources and trusted individuals more than 100 times". Oriented energy filters

Oriented energy filters are used to grant sight to intelligent machines and sensors. The light comes in and is filtered so that it can be properly computed and analyzed by the computer allowing it to “perceive” what it is measuring. These energy measurements are then calculated to take a real time measurement of the oriented space time structure. 3D Gaussian filters are used to extract orientation measurements. They were chosen due to their ability to capture a broad spectrum and easy and efficient computations. The use of these vision systems can then be used in smart room, human interface and surveillance applications. The computations used can tell more than the standalone frame that most perceived motion devices such as a television frame. The objects captured by these devices would tell the velocity and energy of an object and its direction in relation to space and time. This also allows for better tracking ability and recognition.

Grok sexual deepfake scandal

From 2025 onwards, X (formerly Twitter)'s integrated chatbot, Grok, has allowed users to nonconsensually alter images of individuals, including minors, to show them in bikinis or transparent clothing, or in sexually suggestive contexts. The majority of these prompts were targeted at women and girls. Users were able to generate such images by responding to a photo with a request to Grok, such as "put her in a bikini", to which the chatbot would publicly reply with a generated image. The scandal drew significant criticism from lawmakers across the world, and there were calls for bans on X, as well as legal crackdowns on X and xAI for, amongst other reasons, the facilitation of sexual abuse, revenge porn, and child pornography. == Background == Deepfake pornography emerged in the late 2010s with the advent of machine learning. Originally, it was created on a small individual scale using a combination of machine learning algorithms, computer vision techniques, and AI software. However, the production process has significantly evolved since 2018, with the advent of several public apps that have largely automated the process. Since 2023, several AI apps available on Google Play and the Apple App Store are capable of "nudify-ing" user provided photos to generate non-consensual deepfake pornography. Grok would first be proposed by Elon Musk in 2023, when he expressed an intention to create his own AI chatbot to "combat bias". Grok version 2.0, released on August 14, 2024, would introduce image generation capabilities, ones which would be improved over successive updates. == Grok deepfake generation == Cases of Grok being used to remove the clothes from women in pictures, replacing them with bikinis or lingerie, began to surface in May 2025. By late December 2025, a trend of X users requesting such edits to women's photos without permission had taken root, and this received significant media attention in the first few days of January 2026. Some users prompted Grok to edit photos of women into sexualized poses, and others to add blood and bruising, with the chatbot publicly posting these graphic images in response. Grok's X account was restricted on January 9 from posting image generation responses to users who are not paid subscribers, providing a link to "subscribe to unlock these features". All users were still able to generate Grok-altered images using X's "Edit image" feature, and the standalone Grok website and app. However, by March 19, Grok’s Imagine feature was fully restricted to paid subscribers only (SuperGrok tier) for both the standalone Grok website and mobile app. == Analysis == An analysis of 20,000 images generated by Grok between December 25, 2025, and January 1, 2026, showed 2% appeared to be 18 or younger, including 30 of "young or very young" women or girls in bikinis or transparent clothes. A Reuters review of Grok requests over 10 minutes on January 2nd found 102 attempts to put women in bikinis. A separate analysis conducted over 24 hours from January 5 to 6 calculated that users had Grok create 6,700 sexually suggestive or nudified images per hour — 84 times more so than the top 5 deepfake websites combined. Wired reported that far more graphic AI-generated sexual imagery was being created by Grok on its website and app, which are separate to X, including female celebrities removing their clothes and engaging in sexual acts. An analysis of 800 pieces of recovered content by the Paris-based nonprofit AI Forensics found that almost 10% were "instances of photorealistic people, very young, doing sexual activities". AI-generated deepfakes have been described as sexual assault, and as a means to push women out of the public sphere. AI-generated sexually explicit or exploitative image claims are now being treated more like product safety or personal injury harms, not just privacy violations. Because harm may occur the moment an image is generated, some plaintiffs argue liability should focus on the system’s design and safety safeguards. == Reactions == On January 15, the Get Grok Gone campaign delivered letters to Apple and Google, demanding the removal of the app from Apple Store and Google Play Store respectively. The campaign accused both companies of profiting from nonconsensual intimate imagery and child sexual abuse imagery, which were also banned by the companies own policies. The Get Grok Gone campaign argues that the restrictions placed on Grok by xAI are not enough and that Apple and Google are enabling the distribution of harmful material by hosting the apps. === Elon Musk and xAI === xAI responded to requests for comment from media organizations with the automated reply, "Legacy Media Lies." On January 2, Elon Musk reacted "Not sure why, but I couldn’t stop laughing about this one 🤣🤣" to an image of a toaster dressed in a bikini by Grok. Later, on January 14, Elon Musk said that he was "not aware of any naked underage images generated by Grok. Literally zero." Later that same day, xAI announced that X users will no longer be able to use Grok to alter images of real people to portray them in revealing clothing. However, verified X users, as well as users of the standalone Grok app and website, were still able to generate such images. ==== Elon Musk's family ==== Ashley St. Clair, mother of one of Elon Musk's children, reported that Grok users were creating fake sexualized images from her photos, including a photo of her as a child. She considers the photos to be a form of revenge porn, and considered suing under the Take It Down Act. A spokesperson for X stated, "We take action against illegal content on X, including child sexual abuse material (CSAM), by removing it, permanently suspending accounts, and working with local governments and law enforcement as necessary. Anyone using or prompting Grok to make illegal content will suffer the same consequences as if they upload illegal content." However, Grok continued to post non-consensual sexual images. On January 15, St. Clair filed a lawsuit against xAI in the New York Supreme Court. === Canada === In response to the Grok deepfake scandal, individuals have asked that the government of Canada boycott X. On January 10, 2026, Canadian MP and Minister of AI Evan Solomon declared that Canada "is not considering a ban on X". In April 2026, Bill C-16, An Act to amend certain Acts in relation to criminal and correctional matters (child protection, gender-based violence, delays and other measures), was amended following a proposal by Conservative MP Andrew Lawton to ensure that AI-generated images and "nearly nude" intimate images are criminalized. A further proposal by NDP MP Leah Gazan to encompass "sexualized or humiliating contexts, such transparent bathing suits or being covered in blood or bruises" was voted down. === France === On January 2, 2026, French ministers reported the AI tool to prosecutors, calling the content "manifestly illegal", and also asked regulators to check compliance with the Digital Services Act. On February 3, Paris prosecutors office, a cybercrime team employed by them and Europol searched the Paris offices of X. The investigation started as one into allegations of abuse of algorithms and fraudulent data extraction, but has expanded into spreading Holocaust denial and sexual deepfakes. Elon Musk and former CEO Linda Yaccarino have been summoned to a hearing on April 20, with other X staff as witnesses. On April 20, Musk did not turn up for the hearing. The Paris prosecutors office told the BBC on April 20 that it had "taken note of the absence of the people summoned", adding "the presence or absence (of the people summoned) is not an obstacle to continuing the investigation". === India === Indian Member of Parliament Priyanka Chaturvedi filed a complaint to India's IT ministry, demanding a review of Grok's safety mechanisms. === Indonesia === On January 10, Indonesia announced that Grok will be temporarily blocked, becoming the first country to do so. Meutya Hafid, the Minister of Communication and Digital Affairs, stated that "the government views the practice of non-consensual sexual deepfakes as a serious violation of human rights, dignity, and the security of citizens in the digital space." Access to Grok in the country was later restored on February 1. === Ireland === On January 6, Coimisiún na Meán, the Irish media commission, said they were consulting with the European Commission about concerns that Grok was generating sexualized images of women and children. The same day, Ofcom of the United Kingdom contacted X concerning complaints about these images. On January 13, Micheál Martin, Taoiseach of Ireland, announced he would talk with Rossa Fanning, the country's Attorney General, about the Grok chatbot being used to produce sexually explicit images of women and minors. Coghead

Coghead was a web application company based out of Redwood City, California. The company offered a web-based service for building and hosting custom online database applications. Applications were built around custom data collections and were typically designed to facilitate management of, and collaboration on, business data. Examples of Coghead's "gallery" applications include project management, simple Customer relationship management, bug tracking and extreme programming. Coghead's service was available through a limited-access beta program before "going live" for free trial accounts in April, 2007. Coghead launched a paid subscription plans in June, 2007. On February 19, 2009, Coghead announced that its intellectual property assets (its 'service') had been acquired by SAP AG (NYSE:SAP). == Product == Coghead's product was a fully hosted environment for building, accessing, and maintaining applications and the associated business data. Like other so-called "Web 2.0" companies, Coghead built its product around the idea of "software as a service". The product was intended to allow users to design a range of applications from scratch using only a drag and drop, WYSIWYG user interface, with very limited scripting or coding (if any) required. Coghead also offered its paid subscribers the ability to develop and publish "Coglets," web forms that allowed site visitors to view data in, or submit data into, the host's Coghead database. On February 19, 2009, Coghead announced that SAP AG had acquired the Coghead service through an asset purchase. The SAP asset purchase closed in the 1st Quarter 2009. Immediately upon closing the asset purchase, the public-facing service was taken off-line by SAP as they prepared to integrate the Coghead code with other SAP assets. This forced many of Coghead's customers to find alternative solutions.

Death of Elaine Herzberg

The death of Elaine Herzberg (August 2, 1968 – March 18, 2018) was the first recorded case of a pedestrian fatality involving a self-driving car, after a collision that occurred late in the evening of March 18, 2018. Herzberg was pushing a bicycle across a four-lane road in Tempe, Arizona, United States, when she was struck by an Uber test vehicle, which was operating in self-drive mode with a human safety backup driver sitting in the driving seat. Herzberg was taken to the local hospital where she died of her injuries. Following the fatal incident, the National Transportation Safety Board (NTSB) issued a series of recommendations and sharply criticized Uber. The company suspended testing of self-driving vehicles in Arizona, where such testing had been approved since August 2016. Uber chose not to renew its permit for testing self-driving vehicles in California when it expired at the end of March 2018. Uber resumed testing in December 2018, starting in Pittsburgh, Pennsylvania. In March 2019, Arizona prosecutors ruled that Uber was not criminally responsible for the crash. The back-up driver of the vehicle was charged with negligent homicide, pled guilty to endangerment, and was sentenced to three years' probation. While Herzberg was the first pedestrian killed by a self-driving car, driver Gao Yaning died in a Tesla semi-autonomous car two years earlier. A reporter for The Washington Post compared Herzberg's fate with that of Bridget Driscoll who, in the United Kingdom in 1896, was the first pedestrian to be killed by an automobile. The Arizona incident has magnified the importance of collision avoidance systems for self-driving vehicles. == Collision summary == Herzberg was crossing Mill Avenue (North) from west to east, approximately 360 feet (110 m) south of the intersection with Curry Road, outside the designated pedestrian crosswalk, close to the Red Mountain Freeway. She was pushing a bicycle laden with shopping bags, and had crossed at least two lanes of traffic when she was struck at approximately 9:58 pm MST (UTC−07:00) by a prototype Uber self-driving car based on a Volvo XC90, which was traveling north on Mill. The vehicle had been operating in autonomous mode since 9:39 pm, nineteen minutes before it struck and killed Herzberg. The car's human safety backup driver, Rafaela Vasquez, did not intervene in time to prevent the collision. Vehicle telemetry obtained after the crash showed that the human operator responded by moving the steering wheel less than a second before impact, and she engaged the brakes less than a second after impact. == Cause investigation == The county district attorney's office recused itself from the investigation, due to a prior joint partnership with Uber promoting their services as an alternative to driving under the influence of alcohol. Accounts differ on the speed limit at the place of the incident. According to Tempe police the car was traveling in a 35 mph (56 km/h) zone, but this is contradicted by a posted speed limit of 45 mph (72 km/h). The National Transportation Safety Board (NTSB) sent a team of federal investigators to gather data from vehicle instruments, and to examine vehicle condition along with the actions taken by the safety driver. Their preliminary findings were substantiated by multiple event data recorders and proved the vehicle was traveling 43 miles per hour (69 km/h) when Herzberg was first detected 6 seconds (378 feet (115 m)) before impact; during 4.7 seconds the self driving system did not infer that emergency braking was needed. A vehicle traveling 43 mph (69 km/h) can generally stop within 89 feet (27 m) once the brakes are applied. The machine needed to be 1.3 seconds (82 feet (25 m)) away prior to discerning that emergency braking was required, whereas at least that much distance was required to stop. The system failed to behave properly. A total stopping distance of 76 feet itself would imply a safe speed under 25 mph (40 km/h). Human intervention was still legally required. Computer perception–reaction time would have been a speed limiting factor had the technology been superior to humans in ambiguous situations; however, the nascent computerized braking technology was disabled the day of the crash, and the machine's apparent 4.7-second perception–reaction (alarm) time allowed the car to travel 250 feet (76 m). Video released by the police on March 21 showed the safety driver was not watching the road moments before the vehicle struck Herzberg. === Environment === In widely disseminated remarks that would shape the narrative about the crash, which were later seen as prejudicial and subsequently contradicted by her own department, Tempe Police Chief Sylvia Moir was quoted stating that the collision was "unavoidable" based on the initial police investigation, which included a review of the video captured by an onboard camera. Moir faulted Herzberg for crossing the road in an unsafe manner: "It is dangerous to cross roadways in the evening hour when well-illuminated, managed crosswalks are available." According to Uber, safety drivers were trained to keep their hands very close to the wheel all the time while driving the vehicle so they were ready to quickly take control if necessary. The driver said it was like a flash, the person walked out in front of them. His [sic] first alert to the collision was the sound of the collision. [...] it's very clear it would have been difficult to avoid this collision in any kind of mode (autonomous or human-driven) based on how she came from the shadows right into the roadway. Tempe police released video on March 21, 2018, showing footage recorded by two onboard cameras: one forward-looking, and one capturing the safety driver's actions. The forward-facing video shows that the self-driving car was traveling in the far right lane when it struck Herzberg. The driver-facing video shows the safety driver was looking down prior to the collision. The Uber operator is responsible for intervening and taking manual control when necessary as well as for monitoring diagnostic messages, which are displayed on a screen in the center console. In an interview conducted after the crash with NTSB, the driver stated she was monitoring the center stack at the time of the collision. After the Uber video was released, journalist Carolyn Said noted the police explanation of Herzberg's path meant she had already crossed two lanes of traffic before she was struck by the autonomous vehicle. The Marquee Theatre and Tempe Town Lake are west of Mill Avenue, and pedestrians commonly cross mid-street without detouring north to the crosswalk at Curry. According to reporting by the Phoenix New Times, Mill Avenue contains what appears to be a brick-paved path in the median between the northbound and southbound lanes; however, posted signs prohibit pedestrians from crossing in that location. When the second of the Mill Avenue bridges over the town lake was added in 1994 for northbound traffic, the X-shaped crossover in the median was installed to accommodate the potential closing of one of the two road bridges. The purpose of this brick-paved structure is purely to divert cars from one side to the other if a bridge is closed to traffic, and although it may look like a crosswalk for pedestrians, it is in fact a temporary roadway with vertical curbs and warning signs. === Software issues === Michael Ramsey, a self-driving car expert with Gartner, characterized the video as showing "a complete failure of the system to recognize an obviously seen person who is visible for quite some distance in the frame. Uber has some serious explaining to do about why this person wasn't seen and why the system didn't engage." The NTSB preliminary report, however, noted that the software did order the car to brake 1.3 seconds before the collision. A video shot from the vehicle's dashboard camera showed the safety driver looking down, away from the road. It also appeared that the driver's hands were not hovering above the steering wheel, which is what drivers are instructed to do so they can quickly retake control of the car. Uber had moved from two employees in every car to one. The paired employees had been splitting duties: one ready to take over if the autonomous system failed, and another to keep an eye on what the computers were detecting. The second person was responsible for keeping track of system performance as well as labeling data on a laptop computer. Mr. Kallman, the Uber spokesman, said the second person was in the car for purely data related tasks, not safety. When Uber moved to a single operator, some employees expressed safety concerns to managers, according to the two people familiar with Uber's operations. They were worried that going solo would make it harder to remain alert during hours of monotonous driving.
