The Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law (also called Framework Convention on Artificial Intelligence or AI convention) is an international treaty on artificial intelligence. It was adopted under the auspices of the Council of Europe (CoE) and signed on 5 September 2024. The treaty aims to ensure that the development and use of AI technologies align with fundamental human rights, democratic values, and the rule of law, addressing risks such as misinformation, algorithmic discrimination, and threats to public institutions. More than 50 countries, including the EU member states, have endorsed the Framework Convention on Artificial Intelligence. == Background == The development of the Framework Convention on AI emerged in response to growing concerns over the ethical, legal, and societal impacts of artificial intelligence. The Council of Europe, which has historically played a key role in setting human rights standards across Europe, initiated discussions on AI governance in 2020, leading to the drafting of a binding legal framework. The process of creating the Framework Convention began in 2019 with the ad hoc Committee on Artificial Intelligence (CAHAI) assessing the feasibility of the instrument. In 2022, the Committee on Artificial Intelligence (CAI) took over the process, drafting and negotiating the text of the Convention. The treaty is designed to complement existing international human rights instruments, including the European Convention on Human Rights and the Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data. == Structure and content == The Convention establishes fundamental principles for AI governance, including transparency, accountability, non-discrimination, and human rights protection through eight chapters and 26 articles. Adopted in 2024, this landmark treaty addresses AI governance through seven core principles and detailed implementation mechanisms. It mandates risk and impact assessments to mitigate potential harms and provides safeguards such as the right to challenge AI-driven decisions. It applies to public authorities and private entities acting on their behalf but excludes national security and defense activities. Implementation is overseen by a Conference of the Parties, ensuring compliance and international cooperation. Activities within the AI system lifecycle must adhere to seven fundamental principles, ensuring compliance with human rights, democracy, and the rule of law. The treaty also establishes remedies, procedural rights and safeguards, and risk and impact management requirements to promote accountability, transparency, and responsible AI development. The treaty consists of five chapters. Chapter I contains general provisions. Chapter II states the general obligation to protect human rights and the integrity of democratic processes and respect of the rule of law. The main principles and rights are contained in Chapter III, which consists of Articles 6 to 13. Chapter IV (Articles 14 to 15) sets up the legal remedies. Chapter V states the risk and impact management framework. Chapter VI facilitates the implementation criteria of the treaty. Chapter VII sets the co-operation and oversight mechanisms. Chapter VIII contains various concluding clauses. Article 1 declares the objectives of the treaty, to ensure that activities within the lifecycle of artificial intelligence systems are fully consistent with human rights, democracy and the rule of law. == Entry into force == The treaty will enter into force on the first day of the month following the expiration of a period of three months after the date on which five ratification made by five countries, including three member states of the Council of Europe. == Competing approaches == While the CoE's AI Convention represents a multilateral effort to regulate AI through a human rights-based approach, alternative frameworks have also been proposed. One notable example is the Munich Draft for a Convention on AI, Data and Human Rights, an initiative led by legal scholars and policymakers in Germany. The Munich Draft advocates for stronger safeguards against AI-related risks, emphasizing stricter data protection measures, accountability for AI developers, and explicit prohibitions on high-risk AI applications, such as mass surveillance and autonomous lethal weapons. Unlike the CoE convention, which focuses on balancing innovation with regulation, the Munich Draft takes a more precautionary stance, calling for tighter controls over AI deployment in sensitive domains. Other competing international efforts include the OECD’s AI Principles, the GPAI (Global Partnership on AI), and the European Union's AI Act, each of which offers different regulatory strategies to govern AI at regional and global levels. == Signatories == Signatories include Andorra, Canada, the European Union, Georgia, Iceland, Israel, Japan, Liechtenstein, the Republic of Moldova, Montenegro, Norway, San Marino, Switzerland, Ukraine, the United Kingdom, the United States, and Uruguay. == Endorsement == The treaty was widely endorsed by leading AI policy experts, including Stuart J. Russell, Virginia Dignum, Emma Ruttkamp-Bloem, Pascal Pichonnaz, Maria Helen Murphy, Angella Ndaka, Hannes Werthner, Katja Langenbucher, Gry Hasselbalch, Ricardo Baeza-Yates, Kutoma Wakunuma, Gianclaudio Malgieri, Oreste Pollicino, Nagla Rizk, Giovanni Sartor, Lee Tiedrich, Ingrid Schneider, Eduardo Bertoni, Garry Kasparov, Merve Hikcok, and Marc Rotenberg. The treaty was also endorsed by notable political leaders, including Theodoros Roussopoulos, President of the Parliamentart Assembly in the Council of Europe, and Christopher Holmes, Member of the House of Lords of the United Kingdom, and by the International Bar Association (IBA), and personally by Almudena Arpón de Mendívil, President of the IBA. The Center for AI and Digital Policy (CAIDP) has been carrying out a campaign to promote endorsement of the treaty by urging various countries to sign and ratify the treaty. The CAIDP further urged the countries to make a clear and firm commitment to ensure the full inclusion of the private sector under the treaty’s provisions.
MLOps
MLOps or ML Ops is a paradigm that aims to deploy and maintain machine learning models in production reliably and efficiently. It bridges the gap between machine learning development and production operations, ensuring that models are robust, scalable, and aligned with business goals. The word is a compound of "machine learning" and the continuous delivery practice (CI/CD) of DevOps in the software field. Machine learning models are tested and developed in isolated experimental systems. When an algorithm is ready to be launched, MLOps is practiced between data scientists, DevOps, and machine learning engineers to transition the algorithm to production systems. Similar to DevOps or DataOps approaches, MLOps seeks to increase automation and improve the quality of production models, while also focusing on business and regulatory requirements. While MLOps started as a set of best practices, it is slowly evolving into an independent approach to ML lifecycle management. MLOps applies to the entire lifecycle - from integrating with model generation (software development lifecycle, continuous integration/continuous delivery), orchestration, and deployment, to health, diagnostics, governance, and business metrics. == Definition == MLOps is a paradigm, including aspects like best practices, sets of concepts, as well as a development culture when it comes to the end-to-end conceptualization, implementation, monitoring, deployment, and scalability of machine learning products. Most of all, it is an engineering practice that leverages three contributing disciplines: machine learning, software engineering (especially DevOps), and data engineering. MLOps is aimed at productionizing machine learning systems by bridging the gap between development (Dev) and operations (Ops). Essentially, MLOps aims to facilitate the creation of machine learning products by leveraging these principles: CI/CD automation, workflow orchestration, reproducibility; versioning of data, model, and code; collaboration; continuous ML training and evaluation; ML metadata tracking and logging; continuous monitoring; and feedback loops. == History == Interest in operationalizing machine learning systems began to grow in the mid-2010s as ML projects started moving from experimentation to production use. The challenges associated with sustaining such systems were highlighted in a 2015 paper. The predicted growth in machine learning included an estimated doubling of ML pilots and implementations from 2017 to 2018, and again from 2018 to 2020. Reports show a majority (up to 88%) of corporate machine learning initiatives are struggling to move beyond test stages. However, those organizations that actually put machine learning into production saw a 3–15% profit margin increases. The MLOps market size was USD 2,191.8 Million in 2024, and is projected to be USD 16,613.4 Million in 2030. == Architecture == Machine Learning systems can be categorized in eight different categories: data collection, data processing, feature engineering, data labeling, model design, model training and optimization, endpoint deployment, and endpoint monitoring. Each step in the machine learning lifecycle is built in its own system, but requires interconnection. These are the minimum systems that enterprises need to scale machine learning within their organization. == Goals == There are a number of goals enterprises want to achieve through MLOps systems successfully implementing ML across the enterprise, including: Deployment and automation Reproducibility of models and predictions Diagnostics Governance and regulatory compliance Scalability Collaboration Business uses Monitoring and management A standard practice, such as MLOps, takes into account each of the aforementioned areas, which can help enterprises optimize workflows and avoid issues during implementation. Vendors such as Adaptive ML deliver commercial reinforcement learning operations (RLOps) and MLOps-infrastructure, targeting organizations deploying large language models in production. A common architecture of an MLOps system would include data science platforms where models are constructed and the analytical engines where computations are performed, with the MLOps tool orchestrating the movement of machine learning models, data and outcomes between the systems.
Xaitment
xaitment is a German-based company that develops and sells artificial intelligence (AI) software to video game developers and simulation developers. The company was founded in 2004 by Dr. Andreas Gerber, and is a spin-off of the German Research Centre for Artificial Intelligence, or DFKI. xaitment has its main office in Quierschied, Germany, and field offices in San Francisco and China. == Products == xaitment currently sells two AI software modules: xaitMap and xaitControl. xaitMap provides runtime libraries and graphical tools for navigation mesh generation (also called NavMesh generation), pathfinding, dynamic collision avoidance, and individual and crowd movement. xaitControl is a finite-state machine for game logic and character behavior modeling that also includes a real-time debugger. On January 11, 2012, xaitment announced that it making its source code for these modules available to "all current and future US and European licensees". On February 22, 2012 xaitment released two new plug-ins, xaitMap and xaitControl for the Unity Game Engine. The full versions are available for PC (Windows and Linux), PlayStation 3, Xbox 360 and Wii. The pathfinding plug-in is available with a Windows dev environment, but can deployed on iOS, Mac, Android and the Unity Web Player. == Partners == xaitment's AI software is currently integrated into the Unity game engine, Havok's Vision Engine, Bohemia Interactive's VBS2 Simulation Engine, GameBase's Gamebryo game engine. == Customers == xaitment sells its AI software products to video game developers and military and civil simulation developers. Cooperative coevolution
Cooperative Coevolution (CC) in the field of biological evolution is an evolutionary computation method. It divides a large problem into subcomponents, and solves them independently in order to solve the large problem. The subcomponents are also called species. The subcomponents are implemented as subpopulations and the only interaction between subpopulations is in the cooperative evaluation of each individual of the subpopulations. The general CC framework is nature inspired where the individuals of a particular group of species mate amongst themselves, however, mating in between different species is not feasible. The cooperative evaluation of each individual in a subpopulation is done by concatenating the current individual with the best individuals from the rest of the subpopulations as described by M. Potter. The cooperative coevolution framework has been applied to real world problems such as pedestrian detection systems, large-scale function optimization and neural network training. Artificial intelligence in customer experience
Artificial intelligence in customer experience is the use and development of artificial intelligence (AI) to aid and improve customer experience (sometimes abbreviated to CX AI). Chatbots are often seen as the first step in the development of AI within the industry, but more tailored offerings are slowly becoming available. The use of artificial intelligence in the space has since become more diverse than simply chatbots, with AI underpinning entire CX cloud platforms now used at major corporations. Contact center as a service (CCaaS) has become a core solution of the CX (customer experience) industry, with the CCaaS market size expected to reach $17.19 Billion by 2030 in the United States alone. == History == As with many AI applications, CX AI early implementation case studies have demonstrated that AI can increase the quality of customer interactions and therefore the overall experience that organizations can provide. This in turn has suggested a higher return on investment and/or revenue as a result. The beginning of the revolution of customer experience and the use of machine learning was with chatbots. The use of this type of AI can be traced back to Alan Turing in 1950, when the Church–Turing thesis suggested that computers could use "formal reasoning" to reach conclusions. In 2017, Meta produced one of the first breakthroughs for everyday use of AI for customer experience when it allowed Facebook users to create their own messaging bots for free on its Facebook messenger platform. The main focus of this was to both automate and improve customer experience and interaction. In 2023, CCaaS vendors began announcing the integration of ChatGPT’s generative AI into their CX solutions. Generative AI adds a layer of semantics into AI outputs. This was a major breakthrough for conversational AI. Using natural language processing and conversational AI, chatbots could enhance the level of service they could provide, speaking to customers in an easy-to-understand and conversational tone. == Applications == Currently the main location for the application of CX AI in the sector is in contact centers. Historically, contact centers were simply known as call centers, but in recent years differentiation developed between the two terms. Call centers provide phone support, while contact centers also provide support via digital channels in addition to analogue phone systems. Contact centers are therefore seen as a complete customer service solution, where as call centers simply cover one aspect of customer interactions. As a part of improving CX, AI is also improving the employee experience. AI is able to automate tasks to free up time for contact center agents to focus on higher priority tasks. For example, AI can be used for auto summarization. This means that instead of human agents having to summarize customer interactions now AI can do it, saving organizations time and money.
MyRadar
MyRadar is a free weather forecasting application developed by Andy Green and his Orlando, Florida-based company ACME AtronOmatic (ACME). The app began operations in 2008 and ran on government-provided weather and radar data for its first decade. In 2019, ACME launched personal satellites to improve predictions of ongoing weather. The app received funding to improve its radar and imaging from the Federal Communications Commission (FCC), National Oceanic and Atmospheric Administration (NOAA), and the Office of Naval Research (ONR). ACME created a weather data satellite constellation named "Hyperspectral Orbital Remote Imaging Spectrometer" (HORIS), which utilizes machine learning and artificial intelligence (AI) to create a current weather map. With the introduction of additional features, including the detection of wildfires and illegal fishing, the app has more broadly become an environmental intelligence app since 2022. In 2024, the app partnered with the Total Traffic and Weather Network (TTWN) to provide traffic flow and incident data for users with paying subscriptions via CarPlay and Android Auto. == History == The app's creator, Andy Green, had created internet tech since the 1980s. His first major project was the development of a public access internet service company based in Rhode Island, which he later sold to finance the creation of ACME AtronOmatic ("ACME" for short), based in Orlando, Florida. The first major app created by ACME was called "Flightwise", which provided users with flight tracking information. In summer 2008, Green had the idea to use the animated location tracker already built-in to Flightwise to make a stand-alone weather forecasting app after wondering if a meal he was eating outdoors would get rained out. MyRadar was launched in 2012 out of an office in Orlando. Despite running solely off of free government-provided weather and radar data for the first decade after launch, Green said the app "took off like wildfire" in downloads. In December 2017, the app partnered with "TripIt" to provide users with information about flight delays and gate changes, eliminating the need for a separate app like Flightwise. In 2019, ACME launched their first personal satellite for the app, a small prototype from New Zealand, as part of an effort to provide detailed imagery and improved predictions of ongoing weather unique to the app. More satellites were eventually launched by ACME to create a weather data satellite constellation named "Hyperspectral Orbital Remote Imaging Spectrometer" (HORIS), monitored by ground stations maintained by Kongsberg Satellite Services. HORIS operates MyRadar by taking the environmental data and imagery it collects and pairing it with machine learning and artificial intelligence (AI) to create a real-time weather map. In 2022, HORIS was expanded upon after ACME won approval from the Federal Communications Commission (FCC) to improve their satellite constellation to include 250 satellites or more. The main batch of satellites were PocketQubes, which entered the atmosphere on May 2, 2022, by Rocket Lab Electron launched from New Zealand, with the additional purpose to test and validate the existing satellites in orbit. In October 2022, ACME received a US$150,000 Small Business Innovation Research (SBIR) grant from the National Oceanic and Atmospheric Administration (NOAA) to improve the app's wildfire detection and air quality measurement technology to better detect smoke, aerosols, fire hotspots using satellites and aerial drones. On August 18, 2023, phase two of the NOAA grant was approved, providing an additional US$650,000 to aid in the app's aforementioned goals by launching a pair of CubeSat satellites to provide high-definition infrared imagery. On September 8, 2023, ACME secured another US$1,200,000 in crowd funding to aid accomplishing the goals of the NOAA grant by expanding the app's workforce from 35 to 100 employees by the end of 2024. In January 2024, MyRadar partnered with Total Traffic and Weather Network (TTWN) to provide traffic data overlaid with its pre-existing weather graphics for users in the United States. The partnership allowed for the app to additionally become a tool for navigation. This officially became a feature days later on January 8, 2024, when the app was made compatible with Apple's CarPlay. On February 7, 2024, the Android equivalent Android Auto also gained the ability to display the app on car interfaces. In March 2024, the app launched a "meteorological wedding planning service" in the United States and Canada for prices between US$1,000 and US$5,000, in which users can request a personal meteorologist to provide an in-person meeting about the best dates for a wedding, and on-call local weather updates the day of. Scheduled for February 2025, four more satellites to help with the NOAA-sponsored wildfire detection are to be launched, and the first by ACME to have AI processing in the satellites themself and not computers on the ground, allowing for quicker transfer of information. == Features and general information == The app's primary function is to provide weather forecasting and prediction to users. The app includes toggleable options to track and send alerts to users for rain, wind patterns, earthquakes, tornadoes, tropical cyclones, wildfires, and more. In early 2020, a feature was added to track orbital objects such as the International Space Station. In May 2022, with the imagery improvement of HORIS, the app gained the secondary abilities to better monitor algae blooms, coral reefs, illegal fishing, and wildfires. In January and February 2024, the ability to display traffic flow and incident data in a feature called "RouteCast" was added, and can be displayed in video and 3D options via CarPlay and Android Auto for users with paying subscriptions. The app also provides annual tropical storm and tornado outlooks for their respective seasons, gathered through satellite and aerial drone data, as well as through on the ground storm chasers.
Question (short story)
"Question" is a science fiction short story by American writer Isaac Asimov. The story first appeared in the March 1955 issue of Computers and Automation (thought to be the first computer magazine), and was reprinted in the April 30, 1957, issue of Science World. It is the first of a loosely connected series of stories concerning a fictional supercomputer called Multivac. The story concerns two technicians who are servicing Multivac, and their argument over whether or not the machine is truly intelligent and able to think. Multivac, however, supplies the answer on its own. After the reprint, another author, Robert Sherman Townes, noticed the climax in the last sentence was very similar to one of his own stories, "Problem for Emmy" (Startling Stories, June 1952), and wrote to Asimov about it. After searching in his library, Asimov did find the original story and, although he did not recall having read it, admitted that the endings were pretty similar. He then replied to Townes, apologizing and promising the story would never again be published, and it never was. Asimov mentioned "Question" in an editorial called "Plagiarism" which appeared in the August 1985 issue of Asimov's Science Fiction (although he did not mention Townes' name or the title of either story). "Plagiarism" was reprinted in Asimov's collection Gold (1995).
