    Cognition Network Technology

    Cognition Network Technology (CNT), also known as Definiens Cognition Network Technology, is an object-based image analysis method developed by Nobel laureate Gerd Binnig together with a team of researchers at Definiens AG in Munich, Germany. It serves for extracting information from images using a hierarchy of image objects (groups of pixels), as opposed to traditional pixel processing methods. To emulate the human mind's cognitive powers, Definiens used patented image segmentation and classification processes, and developed a method to render knowledge in a semantic network. CNT examines pixels not in isolation, but in context. It builds up a picture iteratively, recognizing groups of pixels as objects. It uses the color, shape, texture and size of objects as well as their context and relationships to draw conclusions and inferences, similar to human analysis. == History == In 1994 Professor Gerd Binnig founded Definiens. CNT was first available with the launch of the eCognition software in May 2000. In June 2010, Trimble Navigation Ltd (NASDAQ: TRMB) acquired Definiens business asset in earth sciences markets, including eCognition software, and also licensed Definiens' patented CNT. In 2014, Definiens was acquired by MedImmune, the global biologics research and development arm of AstraZeneca, for an initial consideration of $150 million. == Software == Definiens Tissue Studio Definiens Tissue Studio is a digital pathology image analysis software application based on CNT. The intended use of Definiens Tissue Studio is for biomarker translational research in formalin-fixed, paraffin-embedded tissue samples which have been treated with immunohistochemical staining assays, or hematoxylin and eosin (H&E). The central concept behind Definiens Tissue Studio is a user interface that facilitates machine learning from example digital histopathology images to derive an image analysis solution suitable for the measurement of biomarkers and/or histological features within pre-defined regions of interest on a cell-by-cell basis, and within sub-cellular compartments. The derived image analysis solution is then automatically applied to subsequent digital images to objectively measure defined sets of multiparametric image features. These data sets are used for further understanding the underlying biological processes that drive cancer and other diseases. Image processing and data analysis are performed either on a local desktop computer workstation, or on a server grid. eCognition The eCognition suite offers three components that can be used stand-alone or in combination to solve image analysis tasks. eCognition Developer is a development environment for object-based image analysis. It is used in earth sciences to develop rule sets (or applications) for the analysis of remote sensing data. eCognition Architect enables non-technical users to configure, calibrate and execute image analysis workflows created in eCognition Developer. eCognition Server software provides a processing environment for batch execution of image analysis jobs. eCognition software is utilized in numerous remote sensing and geospatial application scenarios and environments, using a variety of data types: Generic: Rapid Mapping, Change Detection, Object Recognition By environment: Diverse Landcover Mapping, Urban Analysis (i.e. impervious surface area analysis for taxation, property assessment for insurance, inventory of green infrastructure), Forestry (i.e. biomass measurement, species identification, firescar measurement), Agriculture (i.e. regional planning, precision farming, crisis response), Marine and Riparian (i.e. ecosystem evaluation, disaster management, harbor monitoring). In 2023, Linagora created the OpenLLM France community, alongside other French Artificial Intelligence companies and organizations. In 2025, the company launched Lucie, an opensource Large Language Model. == History == Linagora was founded on June 28, 2000. Its name is a contraction of the words "Linux" and "Agora". The company was founded by Alexandre Zapolsky and Michel-Marie Maudet. Soon after, the two entrepreneurs were joined by Alexandre Zapolsky's wife and brother, who took on the roles of commercial director and administrative and financial director of the SME. In 2007, the company was selected by the French National Assembly to provide the software for Linux computers, replacing Microsoft Windows. Linagora then claimed the position of the leading French open source software company by revenue. In 2015, French Prime Minister Manuel Valls allocated €10.7 million from the "Investments for the Future" fund for a research program aimed at developing a new generation of open source software platforms based on Linagora's offerings. In September 2016, Linagora launched the social network "La Cerise" for the newspaper L'Humanité. This app offered a service and tool for readers and citizens mobilizing for causes. It aimed to share engagement through petitions, discussions, agendas, and contacts. Linagora accused BlueMind of copyright infringement, unfair competition, and breach of a non-compete clause, leading to several legal actions. Linagora sued BlueMind for copyright infringement and unfair competition in the Bordeaux court, which ruled in Linagora's favor for unfair competition and parasitism but rejected the copyright claim. BlueMind was ordered to pay nearly €170,000 to Linagora. Linagora sued former associates Pierre Baudracco and Pierre Carlier in the Paris Commercial Court for breach of a non-compete clause and violation of a warranty of eviction. The court dismissed Linagora's claims and ordered it to pay €20,000 each to Baudracco and Carlier. Linagora appealed, and the Paris Court of Appeal partially overturned the decision, awarding Linagora €480,000. BlueMind sued Linagora for defamation and public insult in the Toulouse Criminal Court. The court ruled against Linagora, but the decision was overturned by the Court of Cassation in January 2024, and the case was remanded for retrial. === Conviction for wrongful termination and harassment === On June 14, 2017, France 3 reported on a decision by the Versailles Court of Appeal, which ruled that Linagora had wrongfully terminated an employee and subjected them to moral harassment. The court ordered Linagora to pay the employee €22,000 for wrongful termination, €11,000 for notice pay, €6,600 for legal severance pay, €3,200 for conservative suspension, and €3,000 for moral harassment.

    What you see is what you meant (WYSIWYM) is a text editing interaction technique that emerged from two projects at University of Brighton. It allows users to create abstract knowledge representations such as those required by the Semantic Web using a natural language interface. Natural language understanding (NLU) technology is not employed. Instead, natural language generation (NLG) is used in a highly interactive manner. The text editor accepts repeated refinement of a selected span of text as it becomes progressively less vacuous of authored semantics. Using a mouse, a text property held in the evolving text can be further refined by a set of options derived by NLG from a built-in ontology. An invisible representation of the semantic knowledge is created which can be used for multilingual document generation, formal knowledge formation, or any other task that requires formally specified information. The two projects at Brighton worked in the field of Conceptual Authoring to lay a foundation for further research and development of a Semantic Web Authoring Tool (SWAT). This tool has been further explored as a means for developing a knowledge base by those without prior experience with Controlled Natural Language tools.

    An artificial intelligence safety institute is a type of state-backed organization aiming to evaluate and ensure the safety of advanced artificial intelligence (AI) models, also called frontier AI models. AI safety gained prominence in 2023, notably with public declarations about potential existential risks from AI. During the AI Safety Summit in November 2023, the United Kingdom and the United States both created their own AISI. During the AI Seoul Summit in May 2024, international leaders agreed to form a network of AI Safety Institutes, comprising institutes from the UK, the US, Japan, France, Germany, Italy, Singapore, South Korea, Australia, Canada and the European Union. In 2025, the UK's AI Safety Institute was renamed the "AI Security Institute", and its US counterpart became the Center for AI Standards and Innovation (CAISI). == Timeline == In 2023, Rishi Sunak, the Prime Minister of the United Kingdom, expressed his intention to "make the UK not just the intellectual home but the geographical home of global AI safety regulation" and unveiled plans for an AI Safety Summit. He emphasized the need for independent safety evaluations, stating that AI companies cannot "mark their own homework". During the summit in November 2023, the UK AISI was officially established as an evolution of the Frontier AI Taskforce, and the US AISI as part of the National Institute of Standards and Technology. Japan followed by launching an AI safety institute in February 2024. Politico reported in April 2024 that many AI companies had not shared pre-deployment access to their most advanced AI models for evaluation. Meta's president of global affairs Nick Clegg said that many AI companies were waiting for the UK and the US AI Safety Institutes to work out common evaluation rules and procedures. An agreement was indeed concluded between the UK and the US in April 2024 to collaborate on at least one joint safety test. Initially established in London, the UK AI Safety Institute announced in May 2024 that it would open an office in San Francisco, where many AI companies are located. This is part of a plan to "set new, international standards on AI safety", according to UK's technology minister Michele Donelan. == International network == At the AI Seoul Summit in May 2024, the European Union and other countries agreed to create their own AI safety institutes, forming an international network. In July 2025, the international network held an exercise to explore issues with evaluating AI agents, especially when it came to leaking sensitive information or cybersecurity. Network members also met at NeurIPS 2025 in the city of San Diego. == Specific institutes == === Australia === The Albanese government announced the creation of the Australian AI Safety Institute on 25 November 2025. === Canada === Canada announced in April 2024 that it would create an AI safety institute, and such an institute was officially founded in November 2024. The institute is housed under Innovation, Science and Economic Development Canada, though it also partners with the Canadian Institute for Advanced Research (CIFAR). It is supported by a budget of CA$50,000,000 for a five-year timespan. === European Union === The EU AI office, founded in May 2024, is a member of the international network of AI safety institutes. === France === On 31 January 2025, the government of France created the Institut national pour l'évaluation et la sécurité de l'intelligence artificielle (INESIA), or the National Institute for AI Evaluation and Security. === India === The Ministry of Electronics and Information Technology held consultations with Meta Platforms, Google, Microsoft, IBM, OpenAI, NASSCOM, Broadband India Forum, Software Alliance, Indian Institutes of Technology (IITs), The Quantum Hub, Digital Empowerment Foundation, and Access Now on October 7, 2024, in relation to the establishment of the AI Safety Institute. The decision was made to shift focus from regulation to standards-setting, risk identification, and damage detection—all of which require interoperable technologies. The AISI may spend the ₹20 crore allotted to the Safe and Trusted Pillar of the IndiaAI Mission for the initial budget. Future funding may come from other components of the IndiaAI Mission. UNESCO and MeitY began consulting on AI Readiness Assessment Methodology under Safety and Ethics in Artificial Intelligence from 2024. It is to encourage the ethical and responsible use of AI in industries. The study will find areas where government can become involved, especially in attempts to strengthen institutional and regulatory capabilities. Minister for Electronics & Information Technology Ashwini Vaishnaw announced the creation of an IndiaAI Safety Institute on January 30, 2025, to ensure the ethical and safe application of AI models. The institute will promote domestic R&D that is grounded in India's social, economic, cultural, and linguistic diversity and is based on Indian datasets. With the help of academic and research institutions, as well as private sector partners, the institute will follow the hub-and-spoke approach to carry out projects within Safe and Trusted Pillar of the IndiaAI Mission. It operates under a "hub-and-spoke" model with collaboration from academic institutions (e.g., IITs), tech firms, and international organizations like UNESCO. === Japan === The Japan AISI (or J-AISI) was founded in February 2024. Part of the Information Technology Promotion Agency, it employs about 23 people. The institute consists of the Council of AISI, the AISI Steering Committee, and a secretariat with six teams. Akiko Murakami (previously of IBM Japan and Sompo Japan) serves as the institute's executive director, and Kenji Hiramoto and Suguru Nishimura serve as the institute's two deputy executive directors. === Kenya === Kenya agreed to join the international network of AI safety institutes, but the country has not announced any details yet. It is the only African state in the network. === Singapore === The Digital Trust Centre was initially founded in June 2022. In May 2024, it was renamed to the Singapore AISI. Part of Nanyang Technological University, the institute partners with Infocomm Media Development Authority and is supported by an investment of S$10,000,000 per year. === South Korea === South Korea announced in May 2024 that it would create an AI safety institute under the umbrella of the Electronics and Telecommunications Research Institute. It will be supported by a tentative investment of somewhere between 10 and 20 million South Korean won per year, and employ at least 30 people. The institute was founded in November 2024 and is based in Bundang District within the city of Seongnam. === United Kingdom === The United Kingdom founded in April 2023 a safety organisation called Frontier AI Taskforce, with an initial budget of £100 million. In November 2023, it evolved into the AI Safety Institute, and continued to be led by Ian Hogarth. The AISI is part of the United Kingdom's Department for Science, Innovation and Technology. The United Kingdom's AI strategy aims to balance safety and innovation. Unlike the European Union which adopted the AI Act, the UK is reluctant to legislate early, considering that it may lower the sector's growth, and that laws might be rendered obsolete by technological progress. In May 2024, the institute open-sourced an AI safety tool called "Inspect", which evaluates AI model capabilities such as reasoning and their degree of autonomy. In February 2025, the UK body was renamed the AI Security Institute. Observers saw the name change as a signal that the institute will not focus on ethical issues such as algorithmic bias or freedom of speech in AI applications. === United States === The US AISI was founded in November 2023 as part of the National Institute of Standards and Technology (NIST). This happened the day after the signature of the Executive Order 14110. In February 2024, Joe Biden's former economic policy adviser Elizabeth Kelly was appointed to lead it. In February 2024, the US government created the US AI Safety Institute Consortium (AISIC), regrouping more than 200 organizations such as Google, Anthropic or Microsoft. In March 2024, a budget of $10 million was allocated. Observers noted that this investment is relatively small, especially considering the presence of many big AI companies in the US. The NIST itself, which hosts the AISI, is also known for its chronic lack of funding. Biden administration's request for additional funding was met with further budget cuts from congressional appropriators. Under President Trump, plans for members of the agency to attend the February 2025 AI Action Summit in Paris were scrapped. The US and the UK refused to sign the summit's final communique.     MetroHero

    MetroHero is a semi-defunct real-time transit tracking and performance analysis application for the Washington Metro rapid transit system. Originally available on iOS, Android, and the web, it allows users to view live maps of all trains on a specific line, summary statistics relating to real-time system performance, and user feedback on current Metro conditions. The app launched in 2015, followed by ARIES for Transit, a related project from the same developers, and continued functioning until its original developers shut it down in 2023. Afterwards, forks of the application went live to allow for its continued public use, and the Washington Metropolitan Area Transit Authority (WMATA), Metro's operator, announced that it would launch a similar app. The app has been described by local news media as popular and well-liked among Washington, D.C.-area residents. == History and main development == MetroHero was initially developed by James and Jennifer Pizzurro, who both attended George Washington University and studied computer science. They said that they were inspired to create the app after experiencing train delays and searching for an app to track a train after boarding; such an app did not exist for the Washington Metro. The development of the app was not endorsed by WMATA, but it did use publicly available data from the agency. MetroHero launched as an Android application in September 2015, followed by the release of an iOS-compatible web app in December of that year. A standalone iOS app launched in April 2018, but the web app remained supported. By April 2018, MetroHero had approximately 13,000 monthly active users. James Pizzurro has stated that the app's intended audience was regular Metro commuters who wanted to communicate with each other about active problems, as opposed to tourists and riders who only wanted train time data. Throughout the application's development, the Pizzurros had been advocates for Metro's transparency with riders and the community by providing more high-quality data and taking on the feedback of developers. In particular, they criticized Metro's reluctance to uniquely identify individual train trips and its decision to obscure data under certain circumstances, which have posed problems for MetroHero's data collection. In addition to their work on MetroHero, the app's developers led or participated in other initiatives related to transit in the Greater Washington area. In 2019, MetroHero partnered with a local transit group to analyze Metrobus data and publish a "Metrobus Report Card", along with proposed goals and recommendations based on the report's findings. Based on this experience, MetroHero's developers began a sister project, the Adherence + Reliability + Integrity Evaluation System for Transit (ARIES for Transit), which displays data and issues grades for Washington- and Baltimore-area transit systems. Separately, James Pizzurro used MetroHero data to inform Rail Transit OPS, an independent Metro oversight group, and assist in its documentation of Metro system incidents. == Application == The MetroHero application uses several interfaces, including an overall dashboard and a live map, to display data to its users. On the dashboard, system-wide train summary data, such as the number of operating trains and headway adherence, is visible. The map offers a visual representation of all trains' positions throughout the system, filtered by line. Individual stations and trains can be selected to see ratings and comments provided by other users, including both positive and negative notes like cleanliness and crowdedness. Additionally, a list of train wait times is given, along with aggregate data like average wait time. Any train delays or service incidents are visible in the app. MetroHero uses several data sources for the various components of its application. Train positions and other operational data are provided by WMATA as part of its initiative to release open data for third-party developers. However, MetroHero's developers noted that the Metro-provided information is sometimes inaccurate and incomplete, thereby limiting the accuracy of MetroHero. The app also collects crowdsourced data from its users, who can report conditions in train cars and stations and add to reports sent by other people. Additionally, MetroHero parses data from Twitter feeds to learn about system incidents, including delays and fires. In addition to the web app, Android app, and iOS app, MetroHero's initial developers maintained automated social media accounts that alerted customers about Metro service; these accounts were discontinued upon the original app's eventual shutdown. MetroHero also hosts archived performance data for later review, a feature that is sometimes used after major incidents. == Shutdown and future == In February 2023, James Pizzurro announced that MetroHero would be shut down on July 1, 2023, citing "positive changes ... in the app landscape and in WMATA's data management and communication" and the costs and time associated with maintaining the app. Shortly before the application's end date, the Pizzurros shared MetroHero's source code on GitHub, which prompted others to fork the code and begin maintaining new instances of MetroHero to succeed the original app. The original website went offline on July 1, as planned. Historically, WMATA has not offered its own real-time map or similar service, citing other apps from third parties which accomplished the same task. However, on June 30, 2023, Randy Clarke, WMATA's general manager, announced that Metro would begin offering a similar service as MetroHero did. The app, initially named MetroMeter, was planned to begin operating in early July and would provide real-time information on trains, headways, and service schedules. Metro also noted its intentions to extend this service to Metrobus and MetroAccess. On July 20, Metro announced that the app had been renamed to MetroPulse and launched it in beta. MetroHero's other project, ARIES for Transit, was not affected by the shutdown. == Reception == MetroHero was generally well-received and has been recognized for its usage among Washington-area commuters. DCist called it one of the "most praised" Metro tracking apps, and WMATA publicly acknowledged its popularity when announcing its decision to establish MetroPulse. Chris Barnes, a member of the Metro Riders' Advisory Council, said that the app is considered important among riders because it fulfills a need for riders to have reliable and transparent transit information, albeit somewhat hindered by flaws in WMATA's data.

    A lethal autonomous weapon (LAW), also known as a lethal autonomous weapon system (LAWS), autonomous weapon system (AWS), robotic weapon, or killer robot, is a type of military drone or military robot, which is autonomous in that it can independently search for and engage targets based on programmed constraints and descriptions. As of 2025, most military drones (including unmanned aerial vehicles and unmanned combat aerial vehicles) and military robots are not truly autonomous. LAWs may engage in drone warfare in the air, on land, on water, underwater, or in space. == Definitions == In weapons development, the term "autonomous" is somewhat ambiguous and can vary hugely between different scholars, nations and organizations. There is no definition of lethal autonomous weapon systems that is generally agreed upon among different countries. The official United States Department of Defense Policy on Autonomy in Weapon Systems (Department of Defense Directive 3000.09) defines an Autonomous Weapon System as one that "...once activated, can select and engage targets without further intervention by a human operator." Heather Roff, a writer for Case Western Reserve University School of Law, describes autonomous weapon systems as "... capable of learning and adapting their 'functioning in response to changing circumstances in the environment in which [they are] deployed,' as well as capable of making firing decisions on their own." The British Ministry of Defence states "Whilst definitions can vary, the key difference is that an automated system is capable of carrying out complicated tasks but is incapable of complex decision-making, whereas an autonomous system is capable of deciding a course of action without depending on human oversight and control." Scholars such as Peter Asaro and Mark Gubrud believe that any weapon system that is capable of releasing a lethal force without the operation, decision, or confirmation of a human supervisor can be deemed autonomous. == Automatic defensive systems == Some definitions of autonomous weapon systems are broad enough to include land mines and naval mines, simple automatically-triggered lethal weapons that have been in use for centuries. Some current examples of LAWs are automated "hardkill" active protection systems, such as a radar-guided close-in weapon systems (CIWS) used to defend ships that have been in use since the 1970s (e.g., the US Phalanx CIWS). Such systems can autonomously identify and attack oncoming missiles, rockets, artillery fire, aircraft, and surface vessels according to criteria set by the human operator. Similar systems exist for tanks, such as the Russian Arena, the Israeli Trophy, and the German AMAP-ADS. Several types of stationary sentry guns, which can fire at humans and vehicles, are used in South Korea and Israel. Many missile defence systems, such as Iron Dome, also have autonomous targeting capabilities. The main reason for not having a "human in the loop" in these systems is the need for rapid response. They have generally been used to protect personnel and installations against incoming projectiles. == Autonomous offensive systems == According to The Economist in 2018, as technology advances, applications of uncrewed undersea vehicles could include mine clearance, mine-laying, anti-submarine sensor networking in contested waters, patrolling with active sonar, resupplying manned submarines, and becoming low-cost missile platforms. In 2017 the Russian Federation was developing artificially intelligent missiles, drones, unmanned vehicles, military robots and medic robots. In 2018, the U.S. Nuclear Posture Review alleged that Russia was developing a "new intercontinental, nuclear-armed, nuclear-powered, undersea autonomous torpedo" named "Status 6". Israeli Minister Ayoob Kara stated in 2017 that Israel is developing military robots, including ones as small as flies. In October 2018, Zeng Yi, a senior executive at the Chinese defense firm Norinco, gave a speech in which he said that "In future battlegrounds, there will be no people fighting", and that the use of lethal autonomous weapons in warfare is "inevitable". In 2019, US Defense Secretary Mark Esper lashed out at China for selling drones capable of taking life with no human oversight. As of 2020, DARPA was working on making swarms of 250 autonomous lethal drones available to the American military. The US Navy is developing unmanned surface vehicles, also called sea drones, including Ghost Fleet Overlord, with plans to equip them with weapons and with the potential to use them semi-autonomously. In 2020 a Kargu 2 drone hunted down and attacked a human target in Libya, according to a report from the UN Security Council's Panel of Experts on Libya, published in March 2021. This may have been the first time an autonomous killer robot armed with lethal weaponry attacked human beings. In May 2021 Israel conducted an AI-guided combat drone swarm attack in Gaza. In the Russo-Ukrainian war, Ukraine has developed advanced drones with integrated artificial intelligence for a range of drone warfare purposes, including to attack infrastructure in Russia, although as of May 2026, Al Jazeera reported that humans remain in control of operation. == Ethical and legal issues == === Degree of human control === Three classifications of the degree of human control of autonomous weapon systems were laid out by Bonnie Docherty in a 2012 Human Rights Watch report. human-in-the-loop: a human must instigate the action of the weapon (in other words not fully autonomous). human-on-the-loop: a human may abort an action. human-out-of-the-loop: no human action is involved. === Standard used in US policy === Department of Defense Directive 3000.09 states that "Autonomous … weapons systems shall be designed to allow commanders and operators to exercise appropriate levels of human judgment over the use of force." However, as noted in the Bulletin of the Atomic Scientists, the policy requires that autonomous weapon systems that kill people or use kinetic force, selecting and engaging targets without further human intervention, be certified as compliant with "appropriate levels" and other standards, not that such weapon systems cannot meet these standards and are therefore forbidden. "Semi-autonomous" hunter-killers that autonomously identify and attack targets do not even require certification. Deputy Defense Secretary Robert O. Work said in 2016 that the Defense Department would "not delegate lethal authority to a machine to make a decision", but might need to reconsider this since "authoritarian regimes" may do so. In October 2016 President Barack Obama stated that early in his career he was wary of a future in which a US president making use of drone warfare could "carry on perpetual wars all over the world, and a lot of them covert, without any accountability or democratic debate". In the US, security-related AI has fallen under the purview of the National Security Commission on Artificial Intelligence since 2018. On October 31, 2019, the United States Department of Defense's Defense Innovation Board published the draft of a report outlining five principles for weaponized AI and making 12 recommendations for the ethical use of artificial intelligence by the Department of Defense that would ensure a human operator would always be able to look into the 'black box' and understand the kill-chain process. A major concern is how the report will be implemented. === Possible violations of ethics and international acts === Stuart Russell, professor of computer science from University of California, Berkeley stated the concern he has with LAWs is that his view is that it is unethical and inhumane. The main issue with this system is it is hard to distinguish between combatants and non-combatants. There is concern by some economists and legal scholars about whether LAWs would violate International Humanitarian Law, especially the principle of distinction, which requires the ability to discriminate combatants from non-combatants, and the principle of proportionality, which requires that damage to civilians be proportional to the military aim. This concern is often invoked as a reason to ban "killer robots" altogether - but it is doubtful that this concern can be an argument against LAWs that do not violate International Humanitarian Law. A 2021 report by the American Congressional Research Service states that "there are no domestic or international legal prohibitions on the development of use of LAWs," although it acknowledges ongoing talks at the UN Convention on Certain Conventional Weapons (CCW). LAWs are said by some to blur the boundaries of who is responsible for a particular killing.     The Yale shooting problem is a conundrum or scenario in formal situational logic on which early logical solutions to the frame problem fail. The name of this problem comes from a scenario proposed by its inventors, Steve Hanks and Drew McDermott, working at Yale University when they proposed it. In this scenario, Fred (later identified as a turkey) is initially alive and a gun is initially unloaded. Loading the gun, waiting for a moment, and then shooting the gun at Fred is expected to kill Fred. However, if inertia is formalized in logic by minimizing the changes in this situation, then it cannot be uniquely proved that Fred is dead after loading, waiting, and shooting. In one solution, Fred indeed dies; in another (also logically correct) solution, the gun becomes mysteriously unloaded and Fred survives. Technically, this scenario is described by two fluents (a fluent is a condition that can change truth value over time): a l i v e {\displaystyle alive} and l o a d e d {\displaystyle loaded} . Initially, the first condition is true and the second is false. Then, the gun is loaded, some time passes, and the gun is fired. Such problems can be formalized in logic by considering four time points 0 {\displaystyle 0} , 1 {\displaystyle 1} , 2 {\displaystyle 2} , and 3 {\displaystyle 3} , and turning every fluent such as a l i v e {\displaystyle alive} into a predicate a l i v e ( t ) {\displaystyle alive(t)} depending on time. See situation calculus for details. The formulae above, while being direct formalizations of the known facts, do not suffice to correctly characterize the domain. Indeed, ¬ a l i v e ( 1 ) {\displaystyle \neg alive(1)} is consistent with all these formulae, although there is no reason to believe that Fred dies before the gun has been shot. The problem is that the formulae above only include the effects of actions, but do not specify that all fluents not changed by the actions remain the same. In other words, a formula a l i v e ( 0 ) ≡ a l i v e ( 1 ) {\displaystyle alive(0)\equiv alive(1)} must be added to formalize the implicit assumption that loading the gun only changes the value of l o a d e d {\displaystyle loaded} and not the value of a l i v e {\displaystyle alive} . The necessity of a large number of formulae stating the obvious fact that conditions do not change unless an action changes them is known as the frame problem. An early solution to the frame problem was based on minimizing the changes. In other words, the scenario is formalized by the formulae above (that specify only the effects of actions) and by the assumption that the changes in the fluents over time are as minimal as possible. The rationale is that the formulae above enforce all effect of actions to take place, while minimization should restrict the changes to exactly those due to the actions. In the Yale shooting scenario, one possible evaluation of the fluents in which the changes are minimized is the following one. This is the expected solution. It contains two fluent changes: l o a d e d {\displaystyle loaded} becomes true at time 1 and a l i v e {\displaystyle alive} becomes false at time 3. The following evaluation also satisfies all formulae above. In this evaluation, there are still two changes only: l o a d e d {\displaystyle loaded} becomes true at time 1 and false at time 2. As a result, this evaluation is considered a valid description of the evolution of the state, although there is no valid reason to explain l o a d e d {\displaystyle loaded} being false at time 2. The fact that minimization of changes leads to wrong solution is the motivation for the introduction of the Yale shooting problem. While the Yale shooting problem has been considered a severe obstacle to the use of logic for formalizing dynamical scenarios, solutions to it have been known since the late 1980s. One solution involves the use of predicate completion in the specification of actions: in this solution, the fact that shooting causes Fred to die is formalized by the preconditions: alive and loaded, and the effect is that alive changes value (since alive was true before, this corresponds to alive becoming false). By turning this implication into an if and only if statement, the effects of shooting are correctly formalized. (Predicate completion is more complicated when there is more than one implication involved.) A solution proposed by Erik Sandewall was to include a new condition of occlusion, which formalizes the “permission to change” for a fluent. The effect of an action that might change a fluent is therefore that the fluent has the new value, and that the occlusion is made (temporarily) true. What is minimized is not the set of changes, but the set of occlusions being true. Another constraint specifying that no fluent changes unless occlusion is true completes this solution. The Yale shooting scenario is also correctly formalized by the Reiter version of the situation calculus, the fluent calculus, and the action description languages. In 2005, the 1985 paper in which the Yale shooting scenario was first described received the AAAI Classic Paper award. In spite of being a solved problem, that example is still sometimes mentioned in recent research papers, where it is used as an illustrative example (e.g., for explaining the syntax of a new logic for reasoning about actions), rather than being presented as a problem.

    The Utah Artificial Intelligence Policy Act (SB-149) was signed into law in Utah in 2024 and amended in 2025. The first state law in the United States specifically regulating generative AI, it went into effect on May 1, 2024. The law requires companies to disclose if their customers interact with AI instead of a human. It also established an Office of Artificial Intelligence Policy. Amendments to the Act went into effect on May 7, 2025. While the 2024 Act requires companies to disclose generative AI use when asked by customers, the amendments introduced stricter requirements for higher-risk interactions. SB 226 mandates disclosure of AI use in high-risk interactions involving health, financial, and biometric data, or when providing consumers with advice on financial, legal, or healthcare matters.

Google Clips automatically captured video clips (without audio) at moments its machine learning algorithms determined to be interesting or relevant. Google Clips' artificial intelligence (AI) could learn the faces of people to take photographs with certain people, and could automatically set lighting and framing. It had 16 GB of storage built-in storage and could record clips for up to 3 hours. This camera was originally priced at US$249 in the United States. It was withdrawn from sale on October 15, 2019, but supported until the end of December 2021. == Reception == The Independent wrote that Google Clips is "an impressive little device, but one that also has the potential to feel very creepy." According to The Verge's generally negative review, "it didn't capture anything special" over two weeks of testing.

    Paint.NET (sometimes stylized as paint.net) is a freeware general-purpose raster graphics editor program for Microsoft Windows, developed with the .NET platform. Paint.NET was originally created by Rick Brewster as a Washington State University student project, and has evolved from a simple replacement for the Microsoft Paint program into a program for editing mainly graphics, with support for plugins. == History == Paint.NET originated as a computer science senior design project by Rick Brewster during spring 2004 at Washington State University. Version 1.0 consisted of 36,000 lines of code and was written in four months. In contrast, version 3.35 has approximately 162,000 lines of code. The Paint.NET project continued over the summer and into the autumn 2004 semester for both the version 1.1 and 2.0 releases. Development continued with one programmer who worked on previous versions of Paint.NET while he was a student at WSU. As of May 2006 the program had been downloaded at least 2 million times, at a rate of about 180,000 per month. Initially, Paint.NET was released under a modified version of the MIT License, with the exclusion of the installer, text, and graphics. However, citing issues with the open source code being plagiarized by others that had rebranded the software as their own and bundled user content without their permission, the availability of the source code was restricted, in December 2007 Brewster announced his intent to restrict access to components of the program (including its installer, resources, and user interface). In November 2009, the software was made proprietary, restricting the sale or creation of derivative works of the software. Starting with version 4.0.18, Paint.NET is published in two editions: A classic edition remains freeware, similar to all other versions since 3.5. Another edition, however, is published to Microsoft Store under a trialware license and is available to purchase for US$14.99. According to the developer, this was done to enable the users to contribute to the development with more convenience, even though the old avenue of donation was not closed. In May 2026, Brewster revealed that he obtained the paint.net domain after attempting to do so for 22 years. Historically, the editor was hosted on getpaint.net, and according to Brewster, the previous owners of paint.net would not sell the domain and asked for "lots and lots of money". In December of the previous year, paint.net began hosting content that impersonated Paint.NET, therefore becoming a clear case of trademark infringement and domain squatting. Brewster stated that he was able to obtain the domain afterwards with the help of a lawyer. == Overview == Paint.NET is primarily programmed in the C# programming language. Its native image format, .PDN, is a compressed representation of the application's internal object format, which preserves layering and other information. == Plugins == Paint.NET supports plugins, which add image adjustments, effects, and support for additional file types. They can be programmed using any .NET Framework programming language, though they are most commonly written in C#. These are created by volunteer coders on the program's discussion board, the Paint.NET Forum. Though most are simply published via the discussion board, some have been included with a later release of the program. For instance, a DirectDraw Surface file type plugin, (originally by Dean Ashton) and an Ink Sketch and Soften Portrait effect (originally by David Issel) were added to Paint.NET in version 3.10. Hundreds of plugins have been produced; such as Shape3D, which renders a 2D drawing into a 3D shape. Some plugins expand on the functionality that comes with Paint.NET, such as Curves+ and Sharpen+, which extend the included tools Curves and Sharpen, respectively. Examples of file type plugins include an Animated Cursor and Icon plugin and an Adobe Photoshop file format plugin. Several of these plugins are based on existing open source software, such as a raw image format plugin that uses dcraw and a PNG optimization plugin that uses OptiPNG. == Forks == === paint-mono === Paint.NET was created exclusively for Windows and has no native support for other operating systems. Due to its former open-source licensing, the development of alternative versions was possible. In May 2007, Miguel de Icaza officially started a porting project called paint-mono. This project had partially ported Paint.NET 3.0 to Mono, an open-source implementation of the Common Language Infrastructure on which the .NET Framework is based. This allowed Paint.NET to be run on Mono-supported platforms, such as Linux. This port is no longer maintained and has not been updated since March 2009.     TRAIGA, or the Texas Responsible Artificial Intelligence Governance Act, is a state law regulating the development and deployment of artificial intelligence (AI) systems in Texas. Sponsored by Representative Giovanni Capriglione, the Act establishes a framework governing certain uses of AI, outlines prohibited uses, and creates obligations on state government entities, among other provisions. TRAIGA was signed into law in 2025 and took effect on January 1, 2026. The law applies to AI developers and deployers that conduct business in Texas or whose systems are used by Texas residents. It prohibits the intentional development or deployment of AI systems to incite harm, violate constitutional rights, engage in unlawful discrimination, and produce child sexual abuse material or unlawful deepfakes. TRAIGA also establishes the Texas Artificial Intelligence Council and creates a regulatory sandbox program. The Texas Attorney General is charged with enforcement. It has received attention as one of the first comprehensive AI-related laws enacted by a U.S. state. Legal analysts have compared it to the European Union (EU) Artificial Intelligence Act and the Colorado AI Act, noting its intent-based discrimination standard and narrower scope relative to those frameworks. == Background == In June 2023, Texas Governor Greg Abbott signed House Bill 2060, which created an Artificial Intelligence Advisory Council within the Texas Department of Information Resources. The Council was tasked with monitoring the use of AI systems across state government. Its membership included representatives from law enforcement, academia, and the legal profession. After submitting a report to state policymakers, the Council was disbanded in December 2024. Separately, the Texas House Select Committee on Artificial Intelligence and Emerging Technologies was created in 2023 to examine the political and social implications of artificial intelligence. Among its recommendations was the creation of a regulatory sandbox to allow for controlled testing of AI systems. This recommendation informed the regulatory sandbox provision included in TRAIGA. == History == In December 2024, Representative Capriglione introduced House Bill 1709, the Texas Responsible Artificial Intelligence Governance Act. The bill sought to create a statewide framework for artificial intelligence, including transparency requirements for companies deploying AI systems, restrictions on certain uses of AI, and the creation of a regulatory sandbox. Modeled in part on the EU Artificial Intelligence Act and the Colorado AI Act, House Bill 1709 focused on "high-risk" AI systems and included provisions addressing private sector liability. House Bill 1709 did not advance during the legislative session. Industry stakeholders raised concerns that several provisions were overly burdensome. The bill informed the development of a revised proposal, House Bill 149, also titled the Texas Responsible Artificial Intelligence Governance Act. The revised version removed requirements for private companies to notify consumers when they interact with AI systems and to conduct impact assessments, among other provisions. In April 2025, an amended version of House Bill 149 passed the Texas House of Representatives and was referred to the Senate Committee on Business and Commerce. The bill later received approval from both chambers, where the House voted on amendments adopted by the Senate. On May 31, 2025, the state legislature passed House Bill 149, one of several AI-related bills considered during the legislative session. Governor Abbott signed TRAIGA into law on June 22, 2025. During the legislative process, a proposed federal moratorium on state-level AI regulation initially raised questions about the enforceability of state AI laws, including TRAIGA. At the time of signing, Governor Abbott stated that Texas would ensure compliance with applicable federal requirements. In July 2025, the United States Senate voted to remove the proposed moratorium from federal legislation. The Act took effect on January 1, 2026. == Provisions == === Definitions and scope === TRAIGA applies to AI developers and deployers that advertise or conduct business in Texas, develop products used by Texas residents, or develop or deploy AI systems within the state. The Act also applies to Texas state and local government entities. The Act defines a developer as a person who develops an AI system and a deployer as one who deploys an AI system in Texas. Consumers are defined as Texas residents. The Act defines an artificial intelligence system as a machine-based system that "infers from the inputs the system receives how to generate outputs, including content, decisions, predictions, or recommendations, that can influence physical or virtual environments." === Government use === The Act requires government agencies to provide consumers with plain language notices before interacting with AI systems. It also prohibits government agencies from using artificial intelligence systems to assign social scores to consumers. It also restricts the use of AI systems to identify individuals using biometric data without the individual’s consent. === Prohibitions === The Act prohibits the development or deployment of artificial intelligence systems intended to cause harm, self-harm, or criminal activity. It also prohibits the development or deployment of AI systems designed to violate constitutional rights or unlawfully discriminate based on protected classes. In addition, the Act prohibits the development or deployment of AI systems that are intended to produce or distribute child sexual abuse material or unlawful deepfakes. === Enforcement === Enforcement authority under the Act rests with the Texas Attorney General. The Act does not create a private right of action. The Act requires the Texas Attorney General to create an online complaint system where consumers may submit allegations of potential violations. The Attorney General can investigate complaints received through this system and may request information relevant to the operation of an AI system, including information about training data. Before initiating an enforcement action, the Attorney General must provide a written notice to the alleged violator, who is then provided with a 60-day period to cure the alleged violation. === Penalties === If a violation is not cured, the Act authorizes civil penalties. Penalties range from $10,000 to $12,000 per curable violation and from $80,000 to $200,000 per non-curable violation. The Act also authorizes additional penalties of $2,000 to $40,000 for each day the violation continues. If the Attorney General determines that a person certified or licensed by a state agency has violated the Act and recommends enforcement, the relevant agency may impose additional administrative sanctions, including license suspension or further monetary penalties. === Safe harbor === The Act provides an affirmative defense for AI developers and deployers who identify potential violations through internal testing or auditing or who demonstrate compliance with National Institute of Standards and Technology (NIST)'s Artificial Intelligence Risk Management Framework or a comparable risk management framework. The Act also affords protection to developers and deployers when a third party uses their AI systems in a way that violates the Act. === Texas Artificial Intelligence Council === The Act creates the Texas Artificial Intelligence Council to assist the state legislatures in evaluating artificial intelligence policy and oversight. The Council is charged with developing recommendations for state agencies regarding the use of AI systems and with overseeing the regulatory sandbox. TRAIGA gives the Council the ability to organize AI-related training for state entities and issue reports concerning artificial intelligence. The Council does not have binding rulemaking authority. The Council consists of seven members appointed by the governor, the lieutenant governor, and the speaker of the Texas House of Representatives. === Regulatory sandbox === The Act directs the Texas Department of Information Resources to create a regulatory sandbox program that allows participants to test AI systems under state supervision in a modified regulatory setting. To join the program, companies must submit applications that describe their AI systems and intended use. Approved participants may operate within the sandbox for up to 36 months. During that period, the Attorney General is restricted from initiating enforcement actions for certain categories of violations. == Reception == === Support === During legislative testimony, the Texas Public Policy Foundation stated that TRAIGA would benefit Texas businesses by reducing legal ambiguity and creating clearer compliance standards.     ChipTest

    ChipTest was a 1985 chess playing computer built by Feng-hsiung Hsu, Thomas Anantharaman and Murray Campbell at Carnegie Mellon University. It is the predecessor of Deep Thought which in turn evolved into Deep Blue. == History == ChipTest was based on a special VLSI-technology move generator chip developed by Hsu. ChipTest was controlled by a Sun-3/160 workstation and capable of searching approximately 50,000 moves per second. Hsu and Anantharaman entered ChipTest in the 1986 North American Computer Chess Championship, and it was only partially tested when the tournament began. It lost its first two rounds, but finished with an even score. In August 1987, ChipTest was overhauled and renamed ChipTest-M, M standing for microcode. The new version had eliminated ChipTest's bugs and was ten times faster, searching 500,000 moves per second and running on a Sun-4 workstation. ChipTest-M won the North American Computer Chess Championship in 1987 with a 4–0 sweep. ChipTest was invited to play in the 1987 American Open, but the team did not enter due to an objection by the HiTech team, also from Carnegie Mellon University. HiTech and ChipTest shared some code, and Hitech was already playing in the tournament. The two teams became rivals. Designing and implementing ChipTest revealed many possibilities for improvement, so the designers started on a new machine. Deep Thought 0.01 was created in May 1988 and the version 0.02 in November the same year. This new version had two customized VLSI chess processors and it was able to search 720,000 moves per second. With the "0.02" dropped from its name, Deep Thought won the World Computer Chess Championship with a perfect 5–0 score in 1989.
