Various commercial and government interests paid monthly fees for dedicated lines connecting their computers and local networks to this backbone network. Free public dialup access to Telenet, for those who wished to access these systems, was provided in hundreds of cities throughout the United States. == History == After establishing that commercial operation of "value added carriers" was legal in the U.S., Bolt Beranek and Newman (BBN), who were the private contractors for constructing packet switching nodes (Interface Message Processor) for the ARPANET, set out to create a private sector version. The original founding company, Telenet Inc., was established by BBN. In January 1975, Telenet Communications Corporation announced that they had acquired the necessary venture capital after a two-year quest. Initially, Bob Kahn was the first President of Telenet; he then moved to ARPA as Larry Roberts left to become President of the company. Barry Wessler also joined from ARPA. On August 16 of the same year they began operating the first public data network. The network offered an email service called Telemail. Telenet had its first offices in downtown Washington, D.C., then moved to McLean, Virginia. It was acquired by GTE in 1979, and then moved to offices in Reston, Virginia. It was later acquired by Sprint and called "Sprintnet". By contrast, a typical microprocessor-based system of the time used a bus; switched fabrics did not become common until about twenty years later, with the advent of PCI Express and HyperTransport. Most interswitch lines ran at 56 kbit/s, with a few, such as New York-Washington, at T1 (i.e., 1.544 Mbit/s). Originally, the switching tables could not be altered separately from the main executable code, and topology updates had to be made by deliberately crashing the switch code and forcing a reboot from the network management center. Improvements in the software allowed new tables to be loaded, but the network never used dynamic routing protocols. Roberts and Barry Wessler joined the international effort to standardize the a protocol for packet-switched data communication based on virtual circuits shortly before it was finalized. The CCITT proposal for X.25 was being prepared by Rémi Després and other international experts. A few minor changes, which complemented the proposed specification, were accommodated to enable Telenet to join the agreement. Telenet adopted X.25 shortly after the protocol was published in March 1976. Its X.25 host interface was the first in the industry. The main internal protocol was a proprietary variant on X.75; Telenet also ran standard X.75 gateways to other packet switching networks. == Accessing the network == === Basic asynchronous access === Users could use modems on the Public Switched Telephone Network to dial TAC ports, calling either from "dumb" terminals or from computers emulating such terminals. Organizations with a large number of local terminals could install a TAC on their own site, which used a dedicated line, at up to 56 kbit/s, to connect to a switch at the nearest Telenet location. Dialup modems supported had a maximum speed of 1200 bit/s, and later 4800 bit/s. For example, a customer in NYC could dial into the local number, then type in a command similar to: which would connect (that "c") them to a computer system designated as number "555" located in the same vicinity as the standard telephone "area code" 301. Amaq is often the "first point of publication for claims of responsibility" for terrorist attacks in Western countries by the Islamic State. In March 2019, Amaq News Agency was designated as a foreign terrorist organization by the United States Department of State. == History == Among the founders of Amaq was Syrian journalist Baraa Kadek, who joined IS in late 2013, Abu Muhammad al-Furqan, and seven others who originally worked for Halab News Network. According to The New York Times, it has a direct connection with IS, from which it "gets tips". Its name was taken from Amik Valley in Hatay Province, which is mentioned in a hadith as the site of an "apocalyptic victory over non-believers". Amaq News Agency was first noticed by SITE during the Siege of Kobanî (Syria) in 2014, when its updates were shared among IS fighters. It became more widely known after it began reporting claims of responsibility for terrorist attacks in Western countries, such as the 2015 San Bernardino attack, for which IS officially claimed responsibility the next day. An Amaq cameraman shot the first footage of the capture of Palmyra in 2015. Amaq launched an official mobile app in 2015 and has warned against unofficial versions that reportedly have been used to spy on its users. It also uses a Telegram account. It had a WordPress-based blog, but it was removed without explanation in April 2016. On 12 June 2016, IS claimed responsibility for the Pulse nightclub shooting through Amaq, without prior knowledge of the attack. The shooter, Omar Mateen had later pledged allegiance to IS via a phone call with emergency services. On 31 May 2017, a Facebook post announced Amaq's founder, Baraa Kadek AKA Rayan Meshaal, had been killed with his daughter by an American airstrike on Mayadin. The post was reportedly made by his younger brother. Reuters could not immediately verify this account. On 27 July 2017, the US confirmed that Kadek had been killed by a coalition airstrike near Mayadin between 25 and 27 May 2017. In June 2017, German police arrested a 23-year-old Syrian man identified only as Mohammed G., accusing him of communicating with the alleged perpetrator of the 2016 Malmö Muslim community centre arson in order to report to Amaq. On 21 March 2019, the U.S. Department of State officially deemed Amaq an alias of IS, and thus a Foreign Terrorist Organization. On 22 March 2024, the Islamic State claimed responsibility for the Crocus City Hall attack through Amaq, U.S. officials confirmed the claim shortly after. A day after the attack, Amaq published a video of the attack, filmed by one of the attackers. It showed the attackers shooting victims and slitting the throat of another, while the filming attacker praises Allah and speaks against infidels. == Character == Amaq publishes a stream of short news reports, both text and video, on the mobile app Telegram. The reports take on the trappings of mainstream journalism, with "Breaking News" headings, and embedded reporters at the scenes of IS battles. The reports try to appear neutral, toning down the jihadist language and sectarian slurs IS uses in its official releases. Charlie Winter of the Transcultural Conflict and Violence Initiative at Georgia State University, and Rita Katz of SITE Intelligence Group in Washington say Amaq functions much like the state-owned news agency of IS, though the group does not acknowledge it as such. Katz said it behaves "like a state media". Amaq appears to have been allowed to develop by IS as a way to have a news outlet that is controlled by the group but is somewhat removed from it, giving IS more of the appearance of legitimacy. == Reliability == According to Rukmini Callimachi in The New York Times: "Despite a widespread view that the Islamic State opportunistically claims attacks with which it has little genuine connection, its track record—minus a handful of exceptions—suggests a more rigorous protocol. At times, the Islamic State has got details wrong, or inflated casualty figures, but the gist of its claims is typically correct." According to Callimachi, the group considers itself responsible for acts carried out by people who were inspired by its propaganda, as well as acts carried out by its own personnel and in some instances, had claimed attacks before the identities of the killers were known. Graeme Wood writing in The Atlantic in October 2017, wrote "The idea that the Islamic State simply scans the news in search of mass killings, then sends out press releases in hope of stealing glory, is false. Amaq may learn details of the attacks from mainstream media ... but its claim of credit typically flows from an Amaq-specific source." An October 2017 article in The Hill, points to two false claims made in the summer of 2017, the Resorts World Manila attack and a false claim that bombs had been planted at Charles de Gaulle Airport in Paris. Also, a claimed IS connection to the 2017 Las Vegas shooting proved to be false. According to Rita Katz on the SITE Intelligence Group website, calling a terrorist a "soldier of the caliphate (warrior from the caliphate)" in a statement issued by Amaq, was the usual way in which IS indicated that it inspired an attack. Centrally coordinated attacks were usually described as "executed by a detachment belonging to the Islamic State", and were often announced by both Amaq and by IS' central media command. == Online presence == In November 2019, Belgian police said they had carried out a successful cyberattack on Amaq, thus leaving IS without an operational communication channel. However, Amaq has since regained online presence, primarily on dark web platforms to make it harder for law enforcement to take them down without physical access to the server hosting the specific platform.

It provides a platform to share the latest research, technologies, and demonstrations for networks, network technology providers, and even software developers who are in charge of supporting HPC communities at their own institutions or organizations. == Volunteers == Nearly 200 volunteers from educational institutions, high performance computing sites, equipment vendors, research and education networks, government agencies and telecommunications carriers collaborate via technology and in-person to design, build and operate SCinet. While many of these credentialed individuals have volunteered at SCinet for years, first timers join the team each year. They include international students and participants in the National Science Foundation-funded Women in IT Networking at SC (WINS) program.     Instapoetry is a style of poetry that emerged after the advent of social media, especially on Instagram. The term has been used to describe poems written specifically for being shared online, most commonly on Instagram, but also other platforms including Twitter, Tumblr, and TikTok. The style usually consists of short, direct lines in aesthetically pleasing fonts that are sometimes accompanied by an image or drawing, often without rhyme schemes or meter, and dealing with commonplace themes. Literary critics, poets, and writers have contended with Instapoetry's focus on brevity and plainness compared to traditional poetry, criticizing it for reproducing rather than subverting normative ideas on social media platforms that favor popularity and accessibility over craft and depth. == History == Instapoetry developed as a result of young, predominantly women, amateur poets sharing their output to expand their readership, who began using social media as their preferred method of distribution rather than traditional publishing methods. The term "Instapoetry" is a portmanteau of the words "Instagram" and "poetry," and was created by other writers trying to define and understand the new extension of "instant poetry" shared via social media, most prominently Instagram. In its most basic form, Instapoetry usually consists of bite-sized verses that consider political and social subjects such as immigration, domestic violence, sexual assault, love, culture, feminism, gun violence, war, racism, LGBTQ rights, and other social justice topics. All of these elements are usually made to fit social media feeds that are easily accessible through applications on smartphones. == Scholarship == Despite the diversity of poetry on Instagram, the Brazilian linguist Bruna Osaki Fazano found that shared "aspects of the compositional form, theme and style" mean that it can be understood as a specific genre. Camilla Holm Soelseth argues that taking on the platform-specific tasks of a social media creator is a prerequisite for being an Instapoet. Writing in Poetics Today, JuEunhae Knox combined quantitative and qualitative analysis to show that Instapoetry is a cohesive genre, in part because "the sheer volume and rapidity of content production in turn encourages posts that are not only visually appealing but also immediately recognizable as Instapoems". Instapoetry has been seen as a practice that serves as a form of self-staging for poets and "[crafts] authenticity". Eirik Vassenden describes the work of Norwegian poet Trygve Skaug as appearing to offer a "simple, almost direct access to the inner self". Vassenden writes that poems such as Rupi Kaur's "if you are not enough for yourself / you will never be enough / for someone else" are "authentic" to such an extent that they are not literary. Kiera Obbard describes how Rupi Kaur uses humour as a rhetorical device in her poetry performances to tell personal stories of trauma and challenge social inequalities. Scholars have also studied the work of specific Instapoets, such as Rupi Kaur, R.M. Drake, Aja Monet, Yrsa Daley-Ward, Nayyirah Waheed, Atticus, Nikita Gill and Trygve Skaug. == Overview == Academics have shown appreciation for the way in which Instapoetry has stimulated interest in poetry in general. Meanwhile, it has been argued that since Instapoets avoid critical evaluations, academics, and the publishing industry, Instapoets qualify more as online celebrities than literary figures. Additionally, although Instapoetry has been characterized as anti-establishment, Alyson Miller noted traditional or even conservative views in the online posts of Instapoets in contrast with the activist views the style is associated with, and that there is a contradiction between "the extra-textual commentary surrounding Instapoetry, particularly by way of interviews and artistic statements, and the content of works which repeatedly reinscribe conservative, patriarchal, and heteronormative worldviews". Thom Young, a poet and high school English teacher, created a parody Instagram page as a way to mock Instapoets and their work, describing it as "fidget-spinner poetry. Like they're just scrolling on their devices, to read something instantly, while the libraries are empty. I think people today don't want to read anything that causes a whole lot of critical thinking." According to Johnathan Ford's piece in the Financial Times, as Instagram's algorithms have limited prospective Instapoets' reach-per-post, it has pushed them to pay to promote their material.     In machine learning and statistics, the learning rate is a tuning parameter in an optimization algorithm that determines the step size at each iteration while moving toward a minimum of a loss function. Since it influences to what extent newly acquired information overrides old information, it metaphorically represents the speed at which a machine learning model "learns". In the adaptive control literature, the learning rate is commonly referred to as gain. In setting a learning rate, there is a trade-off between the rate of convergence and overshooting. While the descent direction is usually determined from the gradient of the loss function, the learning rate determines how big a step is taken in that direction. Too high a learning rate will make the learning jump over minima, but too low a learning rate will either take too long to converge or get stuck in an undesirable local minimum. In order to achieve faster convergence, prevent oscillations and getting stuck in undesirable local minima the learning rate is often varied during training either in accordance to a learning rate schedule or by using an adaptive learning rate. The learning rate and its adjustments may also differ per parameter, in which case it is a diagonal matrix that can be interpreted as an approximation to the inverse of the Hessian matrix in Newton's method. The learning rate is related to the step length determined by inexact line search in quasi-Newton methods and related optimization algorithms. == Learning rate schedule == Initial rate can be left as system default or can be selected using a range of techniques. A learning rate schedule changes the learning rate during learning and is most often changed between epochs/iterations. This is mainly done with two parameters: decay and momentum. There are many different learning rate schedules but the most common are time-based, step-based and exponential. Decay serves to settle the learning in a nice place and avoid oscillations, a situation that may arise when too high a constant learning rate makes the learning jump back and forth over a minimum, and is controlled by a hyperparameter. Momentum is analogous to a ball rolling down a hill; we want the ball to settle at the lowest point of the hill (corresponding to the lowest error). Momentum both speeds up the learning (increasing the learning rate) when the error cost gradient is heading in the same direction for a long time and also avoids local minima by 'rolling over' small bumps. Momentum is controlled by a hyperparameter analogous to a ball's mass which must be chosen manually—too high and the ball will roll over minima which we wish to find, too low and it will not fulfil its purpose. The formula for factoring in the momentum is more complex than for decay but is most often built in with deep learning libraries such as Keras. Time-based learning schedules alter the learning rate depending on the learning rate of the previous time iteration.     KLJN Secure Key Exchange

    Random-resistor-random-temperature Kirchhoff-law-Johnson-noise key exchange, also known as RRRT-KLJN or simply KLJN, is an approach for distributing cryptographic keys between two parties that claims to offer unconditional security. This claim, which has been contested, is significant, as the only other key exchange approach claiming to offer unconditional security is Quantum key distribution. The KLJN secure key exchange scheme was proposed in 2005 by Laszlo Kish and Granqvist. It has the advantage over quantum key distribution in that it can be performed over a metallic wire with just four resistors, two noise generators, and four voltage measuring devices---equipment that is low-priced and can be readily manufactured. It has the disadvantage that several attacks against KLJN have been identified which must be defended against. "Given that the amount of effort and funding that goes into Quantum Cryptography is substantial (some even mock it as a distraction from the ultimate prize which is quantum computing), it seems to me that the fact that classic thermodynamic resources allow for similar inherent security should give one pause," wrote Henning Dekant, the founder of the Quantum Computing Meetup, in April 2013.
