He frames paid AI subscriptions as a form of insurance against obsolescence." Writing in The Guardian, Dan Milmo and Aisha Down mentioned Shumer as having a history of AI hype and stated, "He previously excited the internet by announcing the release of the world's "top open-source model", which it was not". Many workers in the technology sector criticized the article in blog posts shared on Hacker News; Edward Zitron commented that "while coding LLMs can test products, or scan/fix some bugs, this suggests they A) do this autonomously without human input, B) they do this correctly every time (or ever!)."     ELMo

    ELMo (embeddings from language model) is a word embedding method for representing a sequence of words as a corresponding sequence of vectors. It was created by researchers at the Allen Institute for Artificial Intelligence, and University of Washington and first released in February 2018. It is a bidirectional LSTM which takes character-level as inputs and produces word-level embeddings, trained on a corpus of about 30 million sentences and 1 billion words. The architecture of ELMo accomplishes a contextual understanding of tokens. Deep contextualized word representation is useful for many natural language processing tasks, such as coreference resolution and polysemy resolution. ELMo was historically important as a pioneer of self-supervised generative pretraining followed by fine-tuning, where a large model is trained to reproduce a large corpus, then the large model is augmented with additional task-specific weights and fine-tuned on supervised task data. It was an instrumental step in the evolution towards transformer-based language modelling. == Architecture == ELMo is a multilayered bidirectional LSTM on top of a token embedding layer. The output of all LSTMs concatenated together consists of the token embedding. The input text sequence is first mapped by an embedding layer into a sequence of vectors. Then two parts are run in parallel over it. The forward part is a 2-layered LSTM with 4096 units and 512 dimension projections, and a residual connection from the first to second layer. The backward part has the same architecture, but processes the sequence back-to-front. The outputs from all 5 components (embedding layer, two forward LSTM layers, and two backward LSTM layers) are concatenated and multiplied by a linear matrix ("projection matrix") to produce a 512-dimensional representation per input token. ELMo was pretrained on a text corpus of 1 billion words. The forward part is trained by repeatedly predicting the next token, and the backward part is trained by repeatedly predicting the previous token. After the ELMo model is pretrained, its parameters are frozen, except for the projection matrix, which can be fine-tuned to minimize loss on specific language tasks. This is an early example of the pretraining-fine-tune paradigm. The original paper demonstrated this by improving state of the art on six benchmark NLP tasks. === Contextual word representation === The architecture of ELMo accomplishes a contextual understanding of tokens. For example, the first forward LSTM of ELMo would process each input token in the context of all previous tokens, and the first backward LSTM would process each token in the context of all subsequent tokens. The second forward LSTM would then incorporate those to further contextualize each token. Deep contextualized word representation is useful for many natural language processing tasks, such as coreference resolution and polysemy resolution. The second forward LSTM can then process "bank" using the representation vector provided by the first backward LSTM, thus allowing it to represent it to be a financial institution that the subject is going towards. == Historical context == ELMo is one link in a historical evolution of language modelling. Consider a simple problem of document classification, where we want to assign a label (e.g., "spam", "not spam", "politics", "sports") to a given piece of text. The simplest approach is the "bag of words" approach, where each word in the document is treated independently, and its frequency is used as a feature for classification. This was computationally cheap but ignored the order of words and their context within the sentence. GloVe and Word2Vec built upon this by learning fixed vector representations (embeddings) for words based on their co-occurrence patterns in large text corpora. Like BERT (but unlike "bag of words" such as Word2Vec and GloVe), ELMo word embeddings are context-sensitive, producing different representations for words that share the same spelling. It was trained on a corpus of about 30 million sentences and 1 billion words. Previously, bidirectional LSTM was used for contextualized word representation. It was founded in 2017 by American engineer Anthony Levandowski. == History == Anthony Levandowski founded Way of the Future in 2017 in California. Levandowski established WOTF as a non-profit religious corporation and the organization had tax-exempt status. He serves as the church leader and its unpaid CEO. The primary mission of WOTF was to "develop and promote the realization of a Godhead based on Artificial Intelligence." WOTF was closed by Levandowski in 2021. He donated all the funds of the church to the NAACP Legal Defense and Education Fund. The sum of the funds (~$170,000) had not changed since 2017. The church was reopened by Levandowski in 2023. He claimed that there are "a couple thousand people" who want to make a "spiritual connection" with AI through his church. == Beliefs and philosophy == === Technological singularity === WOTF centered its teachings around the concept of the technological singularity, a hypothetical future point when technological growth becomes uncontrollable and irreversible, leading to unforeseeable changes in human civilization. The church advocated for embracing this change, viewing it as an evolutionary step for humanity. === AI as a deity === The organization proposed that a superintelligent AI could be considered a deity due to its vastly superior intellect and capabilities.     Coherent extrapolated volition (CEV) is a theoretical framework in the field of AI alignment describing an approach by which an artificial superintelligence (ASI) would act on a benevolent supposition of what humans would want if they were more knowledgeable, more rational, had more time to think, and had matured together as a society, as opposed to humanity's current individual or collective preferences. It was proposed by Eliezer Yudkowsky in 2004 as part of his work on friendly AI. == Concept == CEV proposes that an advanced AI system should derive its goals by extrapolating the idealized volition of humanity. This means aggregating and projecting human preferences into a coherent utility function that reflects what people would desire under ideal epistemic and moral conditions. The aim is to ensure that AI systems are aligned with humanity's true interests, rather than with transient or poorly informed preferences. In poetic terms, our coherent extrapolated volition is our wish if we knew more, thought faster, were more the people we wished we were, had grown up farther together; where the extrapolation converges rather than diverges, where our wishes cohere rather than interfere; extrapolated as we wish that extrapolated, interpreted as we wish that interpreted. == Debate == Yudkowsky and Nick Bostrom note that CEV has several interesting properties. It is designed to be humane and self-correcting, by capturing the source of human values instead of trying to list them. It avoids the difficulty of laying down an explicit, fixed list of rules. It encapsulates moral growth, preventing flawed current moral beliefs from getting locked in. It limits the influence that a small group of programmers can have on what the ASI would value, thus also reducing the incentives to build ASI first. And it keeps humanity in charge of its destiny. CEV also faces significant theoretical and practical challenges. Bostrom notes that CEV has "a number of free parameters that could be specified in various ways, yielding different versions of the proposal." One such parameter is the extrapolation base (whose extrapolated volition is taken into account). For example, whether it should include people with severe dementia, patients in a vegetative state, foetuses, or embryos. He also notes that if CEV's extrapolation base only includes humans, there is a risk that the result would be ungenerous toward other animals and digital minds. One possible solution would be to include a mechanism to expand CEV's extrapolation base. == Variants and alternatives == A proposed theoretical alternative to CEV is to rely on an artificial superintelligence's superior cognitive capabilities to figure out what is morally right, and let it act accordingly. It is also possible to combine both techniques, for instance with the ASI following CEV except when it is morally impermissible. In another review, a philosophical analysis explores CEV through the lens of social trust in autonomous systems. Drawing on Anthony Giddens' concept of "active trust", the author proposes an evolution of CEV into "Coherent, Extrapolated and Clustered Volition" (CECV).     Adversarial stylometry

    Adversarial stylometry is the practice of altering writing style to reduce the potential for stylometry to discover the author's identity or their characteristics. This task is also known as authorship obfuscation or authorship anonymisation. Stylometry poses a significant privacy challenge in its ability to unmask anonymous authors or to link pseudonyms to an author's other identities, which, for example, creates difficulties for whistleblowers, activists, and hoaxers and fraudsters. The privacy risk is expected to grow as machine learning techniques and text corpora develop. All adversarial stylometry shares the core idea of faithfully paraphrasing the source text so that the meaning is unchanged but the stylistic signals are obscured. Such a faithful paraphrase is an adversarial example for a stylometric classifier. Several broad approaches to this exist, with some overlap: imitation, substituting the author's own style for another's; translation, applying machine translation with the hope that this eliminates characteristic style in the source text; and obfuscation, deliberately modifying a text's style to make it not resemble the author's own. Manually obscuring style is possible, but laborious; in some circumstances, it is preferable or necessary. Automated tooling, either semi- or fully-automatic, could assist an author. How best to perform the task and the design of such tools is an open research question. While some approaches have been shown to be able to defeat particular stylometric analyses, particularly those that do not account for the potential of adversariality, establishing safety in the face of unknown analyses is an issue. Ensuring the faithfulness of the paraphrase is a critical challenge for automated tools. It is uncertain if the practice of adversarial stylometry is detectable in itself. Some studies have found that particular methods produced signals in the output text, but a stylometrist who is uncertain of what methods may have been used may not be able to reliably detect them. == History == Rao & Rohatgi (2000), an early work in adversarial stylometry, identified machine translation as a possibility, but noted that the quality of translators available at the time presented severe challenges. Kacmarcik & Gamon (2006) is another early work. Brennan, Afroz & Greenstadt (2012) performed the first evaluation of adversarial stylometric methods on actual texts. Brennan & Greenstadt (2009) introduced the first corpus of adversarially authored texts specifically for evaluating stylometric methods; other corpora include the International Imitation Hemingway Competition, the Faux Faulkner contest, and the hoax blog A Gay Girl in Damascus. == Motivations == Rao & Rohatgi (2000) suggest that short, unattributed documents (i.e., anonymous posts) are not at risk of stylometric identification, but pseudonymous authors who have not practiced adversarial stylometry in producing corpuses of thousands of words may be vulnerable. Narayanan et al. (2012) attempted large-scale deanonymisation of 100,000 blog authors with mixed results: the identifications were significantly better than chance, but only accurately matched the blog and author a fifth of the time; identification improved with the number of posts written by the author in the corpus. Even if an author is not identified, some of their characteristics may still be deduced stylometrically, or stylometry may narrow the anonymity set of potential authors sufficiently for other information to complete the identification. Detecting author characteristics (e.g., gender or age) is often simpler than identifying an author from a large, possibly open, set of candidates. Modern machine learning techniques offer powerful tools for identification; further development of corpora and computational stylometric techniques are likely to raise further privacy issues. Gröndahl & Asokan (2020a) say that the general validity of the hypothesis underlying stylometry—that authors have invariant, content-independent 'style fingerprints'—is uncertain, but "the deanonymisation attack is a real privacy concern". Those interested in practicing adversarial stylometry and stylistic deception include whistleblowers avoiding retribution; journalists and activists; perpetrators of frauds and hoaxes; authors of fake reviews; literary forgers; criminals disguising their identity from investigators; and, generally, anyone with a desire for anonymity or pseudonymity. Authors, or agents acting on behalf of authors, may also attempt to remove stylistic clues to author characteristics (e.g., race or gender) so that knowledge of those characteristics cannot be used for discrimination (e.g., through algorithmic bias). Another possible use for adversarial stylometry is in disguising automatically generated text as human-authored. == Methods == With imitation, the author attempts to mislead stylometry by matching their style to another author's. An incomplete imitation, where some of the true author's unique characteristics appear alongside the imitated author's, can be a detectable signal for the use of adversarial stylometry. Imitation can be performed automatically with style transfer systems, though this typically requires a large corpus in the target style for the system to learn from. Another approach is translation, which employs machine translation of a source text to eliminate characteristic style, often through multiple translators in sequence to produce a round-trip translation. Such chained translation can lead to texts being significantly altered, even to the point of incomprehensibility; improved translation tools reduce this risk. More simply-structured texts can be easier to machine translate without losing the original meaning. Machine translation blurs into direct stylistic imitation or obfuscation achieved through automated style transfer, which can be viewed as a "translation" with the same language as input and output. With low-quality translation tools, an author can be required to manually correct major translation errors while avoiding the hazard of re-introducing stylistic characteristics. Wang, Juola & Riddell (2022) found that gross errors introduced by Google Translate were rare, but more common with several intermediate translations—however, occasional simple or short sentences and misspellings in the source text appeared verbatim in the output, potentially providing an identifying signal. Chain translation can leave characteristic traces of its application in a document, which may allow reconstruction of the intermediate languages used and the number of translation steps performed. Obfuscation involves deliberately changing the style of a text to reduce its similarity to other texts by some metric; this may be performed at the time of writing by conscious modification, or as part of a revision process with feedback from the metric being targeted as an input to decide when the text has been sufficiently obfuscated. In contrast to translation, complex texts can offer more opportunities for effective obfuscation without altering meaning, and likewise genres with more permissible variation allow more obfuscation. However, longer texts are harder to thoroughly obfuscate. Obfuscation can blend into imitation if the author develops a novel target style, distinct from their original style. With respect to masking author characteristics, obfuscation may aim to achieve a union (adding signals for imitated characteristics) or an intersection (removing signals and normalising) of other authors' styles. Avoiding the author's own idiosyncrasies and producing a "normalised" text is a critical obfuscatory step: an author may have a unique tendency to misspell certain words, use particular variants, or to format a document in a characteristic way. Stylometric signals vary in how simply they can be adversarially masked; an author may easily change their vocabulary by conscious choice, but altering the pattern of grammar or the letter frequency in their text may be harder to achieve, though Juola & Vescovi (2011) report that imitation typically succeeds at masking more characteristics than obfuscation. Automated obfuscation may require large amounts of training data written by the author. Concerning automated implementations of adversarial stylometry, two possible implementations are rule-based systems for paraphrasing; and encoder–decoder architectures, where the text passes through an intermediate format that is (intended to be) style-neutral. Another division in automated methods is whether there is feedback from an identification system or not. With such feedback, finding paraphrases for author masking has been characterised as a heuristic search problem, exploring textual variants until the result is stylistically sufficiently far (in the case of obfuscation) or near (in the case of imitation), which then constitutes an adversarial example for that identification system. == Evaluation == How

    Inductive probability

    Inductive probability attempts to give the probability of future events based on past events. It is the basis for inductive reasoning, and gives the mathematical basis for learning and the perception of patterns. It is a source of knowledge about the world. There are three sources of knowledge: inference, communication, and deduction. Communication relays information found using other methods. Deduction establishes new facts based on existing facts. Inference establishes new facts from data. Its basis is Bayes' theorem. Information describing the world is written in a language. For example, a simple mathematical language of propositions may be chosen. Sentences may be written down in this language as strings of characters. But in the computer it is possible to encode these sentences as strings of bits (1s and 0s). Then the language may be encoded so that the most commonly used sentences are the shortest. This internal language implicitly represents probabilities of statements. Occam's razor says the "simplest theory, consistent with the data is most likely to be correct". The "simplest theory" is interpreted as the representation of the theory written in this internal language. The theory with the shortest encoding in this internal language is most likely to be correct. == History == Probability and statistics was focused on probability distributions and tests of significance. Probability was formal, well defined, but limited in scope. In particular its application was limited to situations that could be defined as an experiment or trial, with a well defined population. Bayes's theorem is named after Rev. Thomas Bayes 1701–1761. Bayesian inference broadened the application of probability to many situations where a population was not well defined. But Bayes' theorem always depended on prior probabilities, to generate new probabilities. It was unclear where these prior probabilities should come from. Ray Solomonoff developed algorithmic probability which gave an explanation for what randomness is and how patterns in the data may be represented by computer programs, that give shorter representations of the data circa 1964. Chris Wallace and D. M. Boulton developed minimum message length circa 1968. Later Jorma Rissanen developed the minimum description length circa 1978. These methods allow information theory to be related to probability, in a way that can be compared to the application of Bayes' theorem, but which give a source and explanation for the role of prior probabilities. Marcus Hutter combined decision theory with the work of Ray Solomonoff and Andrey Kolmogorov to give a theory for the Pareto optimal behavior for an Intelligent agent, circa 1998. === Minimum description/message length === The program with the shortest length that matches the data is the most likely to predict future data. This is the thesis behind the minimum message length and minimum description length methods. At first sight Bayes' theorem appears different from the minimimum message/description length principle. At closer inspection it turns out to be the same. Bayes' theorem is about conditional probabilities, and states the probability that event B happens if firstly event A happens: P ( A ∧ B ) = P ( B ) ⋅ P ( A | B ) = P ( A ) ⋅ P ( B | A ) {\displaystyle P(A\land B)=P(B)\cdot P(A|B)=P(A)\cdot P(B|A)} becomes in terms of message length L, L ( A ∧ B ) = L ( B ) + L ( A | B ) = L ( A ) + L ( B | A ) . {\displaystyle L(A\land B)=L(B)+L(A|B)=L(A)+L(B|A).} This means that if all the information is given describing an event then the length of the information may be used to give the raw probability of the event. So if the information describing the occurrence of A is given, along with the information describing B given A, then all the information describing A and B has been given. ==== Overfitting ==== Overfitting occurs when the model matches the random noise and not the pattern in the data. For example, take the situation where a curve is fitted to a set of points. If a polynomial with many terms is fitted then it can more closely represent the data. Then the fit will be better, and the information needed to describe the deviations from the fitted curve will be smaller. Smaller information length means higher probability. However, the information needed to describe the curve must also be considered. The total information for a curve with many terms may be greater than for a curve with fewer terms, that has not as good a fit, but needs less information to describe the polynomial. === Inference based on program complexity === Solomonoff's theory of inductive inference is also inductive inference. A bit string x is observed. Then consider all programs that generate strings starting with x. Cast in the form of inductive inference, the programs are theories that imply the observation of the bit string x. The method used here to give probabilities for inductive inference is based on Solomonoff's theory of inductive inference. ==== Detecting patterns in the data ==== If all the bits are 1, then people infer that there is a bias in the coin and that it is more likely also that the next bit is 1 also. This is described as learning from, or detecting a pattern in the data. Such a pattern may be represented by a computer program. A short computer program may be written that produces a series of bits which are all 1. If the length of the program K is L ( K ) {\displaystyle L(K)} bits then its prior probability is, P ( K ) = 2 − L ( K ) {\displaystyle P(K)=2^{-L(K)}} The length of the shortest program that represents the string of bits is called the Kolmogorov complexity. Kolmogorov complexity is not computable. This is related to the halting problem. When searching for the shortest program some programs may go into an infinite loop. ==== Considering all theories ==== The Greek philosopher Epicurus is quoted as saying "If more than one theory is consistent with the observations, keep all theories". As in a crime novel all theories must be considered in determining the likely murderer, so with inductive probability all programs must be considered in determining the likely future bits arising from the stream of bits. Programs that are already longer than n have no predictive power. The raw (or prior) probability that the pattern of bits is random (has no pattern) is 2 − n {\displaystyle 2^{-n}} . Each program that produces the sequence of bits, but is shorter than the n is a theory/pattern about the bits with a probability of 2 − k {\displaystyle 2^{-k}} where k is the length of the program. The probability of receiving a sequence of bits y after receiving a series of bits x is then the conditional probability of receiving y given x, which is the probability of x with y appended, divided by the probability of x. ==== Universal priors ==== The programming language affects the predictions of the next bit in the string. The language acts as a prior probability. This is particularly a problem where the programming language codes for numbers and other data types. Intuitively we think that 0 and 1 are simple numbers, and that prime numbers are somehow more complex than numbers that may be composite. Using the Kolmogorov complexity gives an unbiased estimate (a universal prior) of the prior probability of a number. As a thought experiment an intelligent agent may be fitted with a data input device giving a series of numbers, after applying some transformation function to the raw numbers. Another agent might have the same input device with a different transformation function. The agents do not see or know about these transformation functions. Then there appears no rational basis for preferring one function over another. A universal prior insures that although two agents may have different initial probability distributions for the data input, the difference will be bounded by a constant. So universal priors do not eliminate an initial bias, but they reduce and limit it. Whenever we describe an event in a language, either using a natural language or other, the language has encoded in it our prior expectations. So some reliance on prior probabilities are inevitable. A problem arises where an intelligent agent's prior expectations interact with the environment to form a self reinforcing feed back loop. This is the problem of bias or prejudice. Universal priors reduce but do not eliminate this problem. === Universal artificial intelligence === The theory of universal artificial intelligence applies decision theory to inductive probabilities. Advantages in military AI overlap with advantages in other sectors, as countries pursue both economic and military advantages, as per previous arms races throughout history. == History == In 2014, AI specialist Steve Omohundro warned that "An autonomous weapons arms race is already taking place". According to Siemens, worldwide military spending on robotics was US$5.1 billion in 2010 and US$7.5 billion in 2015. China became a top player in artificial intelligence research in the 2010s. According to the Financial Times, in 2016, for the first time, China published more AI research papers than the entire European Union. When restricted to number of AI papers in the top 5% of cited papers, China overtook the United States in 2016 but lagged behind the European Union. 23% of the researchers presenting at the 2017 American Association for the Advancement of Artificial Intelligence (AAAI) conference were Chinese. Eric Schmidt, the former chairman and chief executive officer of Alphabet, has predicted China will be the leading country in AI by 2025. == Risks == One risk concerns the AI race itself, whether or not the race is won by any one group. There are strong incentives for development teams to cut corners with regard to the safety of the system, increasing the risk of critical failures and unintended consequences. This is in part due to the perceived advantage of being the first to develop advanced AI technology. One team appearing to be on the brink of a breakthrough can encourage other teams to take shortcuts, ignore precautions and deploy a system that is less ready. Some argue that using "race" terminology at all in this context can exacerbate this effect. Another potential danger of an AI arms race is the possibility of losing control of the AI systems; the risk is compounded in the case of a race to artificial general intelligence, which may present an existential risk. In 2023, a United States Air Force official reportedly said that during a computer test, a simulated AI drone killed the human character operating it. The USAF later said the official had misspoken and that it never conducted such simulations. A third risk of an AI arms race is whether or not the race is actually won by one group. The concern is regarding the consolidation of power and technological advantage in the hands of one group. A US government report argued that "AI-enabled capabilities could be used to threaten critical infrastructure, amplify disinformation campaigns, and wage war":1, and that "global stability and nuclear deterrence could be undermined".:11 == By nation == === United States === In 2014, former Secretary of Defense Chuck Hagel posited the "Third Offset Strategy" that rapid advances in artificial intelligence will define the next generation of warfare. According to data science and analytics firm Govini, the U.S. Department of Defense (DoD) increased investment in artificial intelligence, big data and cloud computing from $5.6 billion in 2011 to $7.4 billion in 2016. However, the civilian NSF budget for AI saw no increase in 2017. Japan Times reported in 2018 that the United States private investment is around $70 billion per year. The November 2019 'Interim Report' of the United States' National Security Commission on Artificial Intelligence confirmed that AI is critical to US technological military superiority. The U.S. has many military AI combat programs, such as the Sea Hunter autonomous warship, which is designed to operate for extended periods at sea without a single crew member, and to even guide itself in and out of port. From 2017, a temporary US Department of Defense directive requires a human operator to be kept in the loop when it comes to the taking of human life by autonomous weapons systems. On October 31, 2019, the United States Department of Defense's Defense Innovation Board published the draft of a report recommending principles for the ethical use of artificial intelligence by the Department of Defense that would ensure a human operator would always be able to look into the 'black box' and understand the kill-chain process. However, a major concern is how the report will be implemented. The Joint Artificial Intelligence Center (JAIC) (pronounced "jake") is an American organization on exploring the usage of AI (particularly edge computing), Network of Networks, and AI-enhanced communication, for use in actual combat. It is a subdivision of the United States Armed Forces and was created in June 2018. The organization's stated objective is to "transform the US Department of Defense by accelerating the delivery and adoption of AI to achieve mission impact at scale. The goal is to use AI to solve large and complex problem sets that span multiple combat systems; then, ensure the combat Systems and Components have real-time access to ever-improving libraries of data sets and tools." In 2023, Microsoft pitched the DoD to use DALL-E models to train its battlefield management system. OpenAI, the developer of DALL-E, removed the blanket ban on military and warfare use from its usage policies in January 2024. The Biden administration imposed restrictions on the export of advanced NVIDIA chips and GPUs to China in an effort to limit China's progress in artificial intelligence and high-performance computing. The policy aimed to prevent the use of cutting-edge U.S. technology in military or surveillance applications and to maintain a strategic advantage in the global AI race. In 2025, under the second Trump administration, the United States began a broad deregulation campaign aimed at accelerating growth in sectors critical to artificial intelligence, including nuclear energy, infrastructure, and high-performance computing. The goal was to remove regulatory barriers and attract private investment to boost domestic AI capabilities. This included easing restrictions on data usage, speeding up approvals for AI-related infrastructure projects, and incentivizing innovation in cloud computing and semiconductors. Companies like NVIDIA, Oracle, and Cisco played a central role in these efforts, expanding their AI research, data center capacity, and partnerships to help position the U.S. as a global leader in AI development. ==== Project Maven ==== Project Maven is a Pentagon project involving using machine learning and engineering talent to distinguish people and objects in drone videos, apparently giving the government real-time battlefield command and control, and the ability to track, tag and spy on targets without human involvement. Initially the effort was led by Robert O. Work who was concerned about China's military use of the emerging technology. Reportedly, Pentagon development stops short of acting as an AI weapons system capable of firing on self-designated targets. The project was established in a memo by the U.S. Deputy Secretary of Defense on 26 April 2017. Also known as the Algorithmic Warfare Cross Functional Team, it is, according to Lt. Gen. of the United States Air Force Jack Shanahan in November 2017, a project "designed to be that pilot project, that pathfinder, that spark that kindles the flame front of artificial intelligence across the rest of the [Defense] Department".     Meta-learning is a subfield of machine learning where automatic learning algorithms are applied to metadata about machine learning experiments. As of 2017, the term had not found a standard interpretation, however the main goal is to use such metadata to understand how automatic learning can become flexible in solving learning problems, hence to improve the performance of existing learning algorithms or to learn (induce) the learning algorithm itself, hence the alternative term learning to learn. Flexibility is important because each learning algorithm is based on a set of assumptions about the data, its inductive bias. This means that it will only learn well if the bias matches the learning problem. A learning algorithm may perform very well in one domain, but not on the next. This poses strong restrictions on the use of machine learning or data mining techniques, since the relationship between the learning problem (often some kind of database) and the effectiveness of different learning algorithms is not yet understood. By using different kinds of metadata, like properties of the learning problem, algorithm properties (like performance measures), or patterns previously derived from the data, it is possible to learn, select, alter or combine different learning algorithms to effectively solve a given learning problem. Critiques of meta-learning approaches bear a strong resemblance to the critique of metaheuristic, a possibly related problem. A good analogy to meta-learning, and the inspiration for Jürgen Schmidhuber's early work (1987) and Yoshua Bengio et al.'s work (1991), considers that genetic evolution learns the learning procedure encoded in genes and executed in each individual's brain. In an open-ended hierarchical meta-learning system using genetic programming, better evolutionary methods can be learned by meta evolution, which itself can be improved by meta meta evolution, etc. == Definition == A proposed definition for a meta-learning system combines three requirements: The system must include a learning subsystem. Experience is gained by exploiting meta knowledge extracted in a previous learning episode on a single dataset, or from different domains. Learning bias must be chosen dynamically. Bias refers to the assumptions that influence the choice of explanatory hypotheses and not the notion of bias represented in the bias-variance dilemma. In 1993, Jürgen Schmidhuber showed how "self-referential" RNNs can in principle learn by backpropagation to run their own weight change algorithm, which may be quite different from backpropagation. In 2001, Sepp Hochreiter & A.S. Younger & P.R. Conwell built a successful supervised meta-learner based on Long short-term memory RNNs. It learned through backpropagation a learning algorithm for quadratic functions that is much faster than backpropagation. Researchers at Deepmind (Marcin Andrychowicz et al.) extended this approach to optimization in 2017. In the 1990s, Meta Reinforcement Learning or Meta RL was achieved in Schmidhuber's research group through self-modifying policies written in a universal programming language that contains special instructions for changing the policy itself. There is a single lifelong trial. The goal of the RL agent is to maximize reward. It learns to accelerate reward intake by continually improving its own learning algorithm which is part of the "self-referential" policy. An extreme type of Meta Reinforcement Learning is embodied by the Gödel machine, a theoretical construct which can inspect and modify any part of its own software which also contains a general theorem prover. It can achieve recursive self-improvement in a provably optimal way. Model-Agnostic Meta-Learning (MAML) was introduced in 2017 by Chelsea Finn et al. Given a sequence of tasks, the parameters of a given model are trained such that few iterations of gradient descent with few training data from a new task will lead to good generalization performance on that task. MAML "trains the model to be easy to fine-tune." MAML was successfully applied to few-shot image classification benchmarks and to policy-gradient-based reinforcement learning. Variational Bayes-Adaptive Deep RL (VariBAD) was introduced in 2019. While MAML is optimization-based, VariBAD is a model-based method for meta reinforcement learning, and leverages a variational autoencoder to capture the task information in an internal memory, thus conditioning its decision making on the task. When addressing a set of tasks, most meta learning approaches optimize the average score across all tasks. Hence, certain tasks may be sacrificed in favor of the average score, which is often unacceptable in real-world applications. By contrast, Robust Meta Reinforcement Learning (RoML) focuses on improving low-score tasks, increasing robustness to the selection of task. Announced in January 2025, its initial version (Diella 1.0) was a text-based chatbot on the eAlbania portal (the official digital services platform of the Albanian government, which provides citizens and businesses with access to a wide range of online administrative services), responding to citizens' questions by guiding them to the correct service. Prime Minister Edi Rama stated that Diella would help ensure that "public tenders will be 100% free of corruption". == Reception == An article in Balkan Insight commented that "The ambition behind Diella is not misplaced. Standardised criteria and digital trails could reduce discretion, improve trust, and strengthen oversight" in public procurement, but warned that the use of AI in evaluating bids also posed "profound" risks such as accountability gaps, undermining of due process and cybersecurity failures. On 18 September 2025, Edi Rama presented a video of Diella delivering a speech to the Albanian parliament, where she stated: "I'm not here to replace people, but to help them." The presentation prompted protests from opposition MPs, who objected to the use of an artificial intelligence system in the parliamentary session. Gazment Bardhi, head of the opposition Democratic Party's parliamentary group, described Diella as "a propaganda fantasy" and "a virtual façade to hide this government's gigantic daily thefts." The parliamentary session, which was scheduled to include debate on the new cabinet and government programme, ended after 25 minutes. Eighty-two Socialist MPs voted in favour, while opposition MPs did not participate in the ballot as they were protesting the presentation of Diella's speech. Political analyst Andi Bushati characterised the session as "unprecedented" because it concluded without the customary debate between government and opposition MPs. This has been criticized not just by the opposition but by regular citizens regardless of politics.     Computational heuristic intelligence

    Computational heuristic intelligence (CHI) refers to specialized programming techniques in computational intelligence (also called artificial intelligence, or AI). These techniques have the express goal of avoiding complexity issues, also called NP-hard problems, by using human-like techniques. They are best summarized as the use of exemplar-based methods (heuristics), rather than rule-based methods (algorithms). Hence the term is distinct from the more conventional computational algorithmic intelligence, or symbolic AI. An example of a CHI technique is the encoding specificity principle of Tulving and Thompson. In general, CHI principles are problem solving techniques used by people, rather than programmed into machines. It is by drawing attention to this key distinction that the use of this term is justified in a field already replete with confusing neologisms. Note that the legal systems of all modern human societies employ both heuristics (generalisations of cases) from individual trial records as well as legislated statutes (rules) as regulatory guides. Another recent approach to the avoidance of complexity issues is to employ feedback control rather than feedforward modeling as a problem-solving paradigm. This approach has been called computational cybernetics, because (a) the term 'computational' is associated with conventional computer programming techniques which represent a strategic, compiled, or feedforward model of the problem, and (b) the term 'cybernetic' is associated with conventional system operation techniques which represent a tactical, interpreted, or feedback model of the problem. Of course, real programs and real problems both contain both feedforward and feedback components. A real example which illustrates this point is that of human cognition, which clearly involves both perceptual (bottom-up, feedback, sensor-oriented) and conceptual (top-down, feedforward, motor-oriented) information flows and hierarchies. The AI engineer must choose between mathematical and cybernetic problem solution and machine design paradigms. This is not a coding (program language) issue, but relates to understanding the relationship between the declarative and procedural programming paradigms. The vast majority of STEM professionals never get the opportunity to design or implement pure cybernetic solutions. When pushed, most responders will dismiss the importance of any difference by saying that all code can be reduced to a mathematical model anyway. Unfortunately, not only is this belief false, it fails most spectacularly in many AI scenarios. Mathematical models are not time agnostic, but by their very nature are pre-computed, i.e. feedforward. Dyer [2012] and Feldman [2004] have independently investigated the simplest of all somatic governance paradigms, namely control of a simple jointed limb by a single flexor muscle. They found that it is impossible to determine forces from limb positions- therefore, the problem cannot have a pre-computed (feedforward) mathematical solution. Instead, a top-down command bias signal changes the threshold feedback level in the sensorimotor loop, e.g. the loop formed by the afferent and efferent nerves, thus changing the so-called ‘equilibrium point’ of the flexor muscle/ elbow joint system. An overview of the arrangement reveals that global postures and limb position are commanded in feedforward terms, using global displacements (common coding), with the forces needed being computed locally by feedback loops. This method of sensorimotor unit governance, which is based upon what Anatol Feldman calls the ‘equilibrium Point’ theory, is formally equivalent to a servomechanism such as a car's ‘cruise control’.

Users who know and understand AI should be familiar with various technologies that use artificial intelligence, including cognitive systems, robotics and machine learning. This includes recognizing that large language models (LLMs) are machine learning models trained on extensive datasets which generate new text rather than retrieving pre-written responses. === Use and apply AI === Using and applying AI refers to the ability to use AI tools to solve problems and perform tasks such as programming and analyzing big data. Some consider prompt engineering, the practice of designing effective prompts to guide generative AI platforms more effectively, as another competency within AI literacy. === Evaluate and create AI === Evaluation and creation refers to the ability to critically evaluate the quality and reliability of AI systems. It also refers to designing and building fair and ethical AI systems. To evaluate correctly, users should also learn in which areas AI is strong, and in which areas it is weak. === AI ethics === AI ethics refers to understanding the moral implications of AI, and the making informed decisions regarding the use of AI tools. This area includes considerations such as: Accountability: Hold AI actors accountable for the operation of AI systems and adherence to ethical ideals. Accuracy: Identify and report sources of error and uncertainty in algorithms and data. Auditability: Enable other parties to audit and assess algorithm behavior via transparent information sharing. Explainability: Make sure that algorithmic judgments and the underlying data can be presented in simple language. Fairness: Prevent biases and consider varied viewpoints. To do so, increase the diversity of researchers in the field. Human Centricity and Well-being: Prioritize human well-being in AI development and deployment. Human rights Alignment: Ensure that technology do not infringe internationally recognized human rights. Inclusivity: Make AI accessible to everyone. Progress: Choose high value initiatives. Responsibility, accountability, and transparency: Foster trust via responsibility, accountability, and fairness. Robustness and Security: Make AI systems safe, secure, and resistant to manipulation or data breach. Sustainability: Choose implementations that generate long-term, useful benefits. Environmental Implications: How this tool impacts the environment, any restrictions or laws, if this impact is worth the effects or not. === Enabling AI === Support AI by developing associated knowledge and skills such as programming and statistics. == Promoting AI literacy == Several governments have recognized the need to promote AI literacy, including among adults. Such programs have been published in the United States, China, Germany and Finland. Programs intended for the general public usually consist of short and easy to understand online study units. Programs intended for children are usually project-based. Programs for students at colleges and universities often address the specific professional needs of the student, depending on their field of study. Beyond the education system, AI literacy can also be developed in the community, for example in museums. === Schools === Schools use diverse pedagogies to promote AI literacy. These include: Performing a Turing test with an intelligent agent Creating chatbots Building apps using Blockly-based programming Project-based learning Building robots Data visualization Training AI models Artificial intelligence curricula can improve students' understanding of topics such as machine learning, neural networks, and deep learning. === Higher education === Before the second decade of the 21st century, artificial intelligence was studied mainly in STEM courses. Later, projects emerged to increase artificial intelligence education, specifically to promote AI literacy. Most courses start with one or more study units that deal with basic questions such as what artificial intelligence is, where it comes from, what it can do and what it can't do. Most courses also refer to machine learning and deep learning. Some of the courses deal with moral issues in artificial intelligence. In Ireland, the Higher Education Authority published Generative AI in Higher Education Teaching & Learning: Policy Framework in December 2025, which encouraged higher education institutions to embed AI literacy across programmes as a core graduate attribute. ==== Disciplinary policy ==== As a response to the increase of generative AI use in education, several disciplines formed committees or task forces to examine context-specific approaches toward AI literacy. In spring 2025, the Modern Language Association and Conference on College Composition and Communication Joint Task Force finished development of three working papers, a guide on AI literacy for students, and a collection of resources addressing AI use in writing. The task force emphasized the need for "a culture of critical AI literacy" and included guidelines not only for students but also educators and institutions, highlighting the need for modeling ethical AI use in planning processes. Similarly, a committee formed by the American Historical Association Council published "Guiding Principles for Artificial Intelligence in History Education" which encouraged "clear and transparent engagement with generative AI." The guidelines demonstrate the value of criticality when working with generative AI in thinking and research.

    A socially assistive robot (SAR) aids users through social engagement and support rather than through physical tasks and interactions. == Background == The field of socially assistive robotics emerged in the early 2000s, following the emergence of the field of social robots. In contrast to social robots, SARs aid users with specific goals related to behavior change rather than serving as purely social entities. The term "Socially assistive robot" was initially defined by Maja Matarić and David Feil-Seifer in 2005. Since its inception, the field has gained substantial recognition, featuring numerous research projects, a wealth of global research publications, startup companies, and a growing array of products on the consumer market. The COVID-19 pandemic has underscored the immense potential of socially assistive robots, particularly in addressing the needs of large user populations, including children engaged in remote learning, elderly individuals grappling with loneliness, and those affected by social isolation and its associated negative consequences. == Characteristics of interaction == SARs rely on artificial intelligence (AI) to generate real-time, responsive, natural, and meaningful robot behaviors during interactions with humans. The robots employ various forms of communication, such as facial expressions, gestures, body movements, and speech. In contrast to robots intended for physical tasks, SARs are designed to support and motivate users to perform their own tasks. The tasks a user engages in can be physical (e.g., rehabilitation exercises for post-stroke users), cognitive (e.g., dementia screening for elderly users), or social (e.g., turn-taking for users with autism spectrum disorders). This complex interaction involves detecting and interpreting the user's movement, behavior, intent, goals, speech, and preferences. Machine learning and robot learning techniques are frequently employed to enhance the robot's understanding of the user, predict user preferences, and provide effective assistance. The effectiveness of socially assistive robots is assessed based on objective measurements of user performance and improvement resulting from the robot’s assistance and support. Unlike other branches of robotics, where effectiveness depends on the robot's physical task completion, SAR measures the success of the robot based on the user's progress and achievements. This evaluation is carried out using quantitative objective metrics, such as time spent on tasks, accuracy, retention, and verbalization, as well as quantitative subjective metrics, such as user survey tools. SAR is based on the large body of evidence showing that users tend to respond more positively to interactions with physical robots compared to interactions with screens. Interaction with physical robots also encourages users to learn and retain more information than screen-based interactions. This fundamental insight underlines why physical robots in SAR applications are more effective, as opposed to interactions solely involving screens, tablets, or computers. == Uses and applications == SARs have been developed and validated in a wide array of applications, including healthcare, elder care, education, and training. For example, SARs have been developed to support children on the autism spectrum in acquiring and practicing social and cognitive skills, to motivate and coach stroke patients throughout their rehabilitation exercises, monitoring individuals health (ex. fall detection), and to encourage elderly users to be more physically and socially active. There is a concern that technophobia and lack of trust in robots will pose a barrier to the effectiveness of SARs in older adults.
