    Iterative reconstruction

    Iterative reconstruction refers to iterative algorithms used to reconstruct 2D and 3D images in certain imaging techniques. For example, in computed tomography an image must be reconstructed from projections of an object. Here, iterative reconstruction techniques are usually a better, but computationally more expensive alternative to the common filtered back projection (FBP) method, which directly calculates the image in a single reconstruction step. In recent research works, scientists have shown that extremely fast computations and massive parallelism is possible for iterative reconstruction, which makes iterative reconstruction practical for commercialization. == Basic concepts == The reconstruction of an image from the acquired data is an inverse problem. Often, it is not possible to exactly solve the inverse problem directly. In this case, a direct algorithm has to approximate the solution, which might cause visible reconstruction artifacts in the image. Iterative algorithms approach the correct solution using multiple iteration steps, which allows to obtain a better reconstruction at the cost of a higher computation time. There are a large variety of algorithms, but each starts with an assumed image, computes projections from the image, compares the original projection data and updates the image based upon the difference between the calculated and the actual projections. === Algebraic reconstruction === The Algebraic Reconstruction Technique (ART) was the first iterative reconstruction technique used for computed tomography by Hounsfield. === Iterative Sparse Asymptotic Minimum Variance === The iterative sparse asymptotic minimum variance algorithm is an iterative, parameter-free superresolution tomographic reconstruction method inspired by compressed sensing, with applications in synthetic-aperture radar, computed tomography scan, and magnetic resonance imaging (MRI). === Statistical reconstruction === There are typically five components to statistical iterative image reconstruction algorithms, e.g. An object model that expresses the unknown continuous-space function f ( r ) {\displaystyle f(r)} that is to be reconstructed in terms of a finite series with unknown coefficients that must be estimated from the data. A system model that relates the unknown object to the "ideal" measurements that would be recorded in the absence of measurement noise. Often this is a linear model of the form A x + ϵ {\displaystyle \mathbf {A} x+\epsilon } , where ϵ {\displaystyle \epsilon } represents the noise. A statistical model that describes how the noisy measurements vary around their ideal values. Often Gaussian noise or Poisson statistics are assumed. Because Poisson statistics are closer to reality, it is more widely used. A cost function that is to be minimized to estimate the image coefficient vector. Often this cost function includes some form of regularization. Sometimes the regularization is based on Markov random fields. An algorithm, usually iterative, for minimizing the cost function, including some initial estimate of the image and some stopping criterion for terminating the iterations. === Learned Iterative Reconstruction === In learned iterative reconstruction, the updating algorithm is learned from training data using techniques from machine learning such as convolutional neural networks, while still incorporating the image formation model. This typically gives faster and higher quality reconstructions and has been applied to CT and MRI reconstruction. == Advantages == The advantages of the iterative approach include improved insensitivity to noise and capability of reconstructing an optimal image in the case of incomplete data. The method has been applied in emission tomography modalities like SPECT and PET, where there is significant attenuation along ray paths and noise statistics are relatively poor. Statistical, likelihood-based approaches: Statistical, likelihood-based iterative expectation-maximization algorithms are now the preferred method of reconstruction. Such algorithms compute estimates of the likely distribution of annihilation events that led to the measured data, based on statistical principle, often providing better noise profiles and resistance to the streak artifacts common with FBP. Since the density of radioactive tracer is a function in a function space, therefore of extremely high-dimensions, methods which regularize the maximum-likelihood solution turning it towards penalized or maximum a-posteriori methods can have significant advantages for low counts. Examples such as Ulf Grenander's Sieve estimator or Bayes penalty methods, or via I.J. Good's roughness method may yield superior performance to expectation-maximization-based methods which involve a Poisson likelihood function only. As another example, it is considered superior when one does not have a large set of projections available, when the projections are not distributed uniformly in angle, or when the projections are sparse or missing at certain orientations. These scenarios may occur in intraoperative CT, in cardiac CT, or when metal artifacts require the exclusion of some portions of the projection data. In Magnetic Resonance Imaging it can be used to reconstruct images from data acquired with multiple receive coils and with sampling patterns different from the conventional Cartesian grid and allows the use of improved regularization techniques (e.g. total variation) or an extended modeling of physical processes to improve the reconstruction. For example, with iterative algorithms it is possible to reconstruct images from data acquired in a very short time as required for real-time MRI (rt-MRI). In Cryo Electron Tomography, where the limited number of projections are acquired due to the hardware limitations and to avoid the biological specimen damage, it can be used along with compressive sensing techniques or regularization functions (e.g. Huber function) to improve the reconstruction for better interpretation.     Multilayered extended semantic networks (MultiNets) are both a knowledge representation paradigm and a language for meaning representation of natural language expressions that has been developed by Prof. Dr. Hermann Helbig on the basis of earlier Semantic Networks. It is used in a question-answering application for German called InSicht. It is also used to create a tutoring application developed by the university of University of Hagen to teach MultiNet to knowledge engineers. MultiNet is claimed to be one of the most comprehensive and thoroughly described knowledge representation systems. It specifies conceptual structures by means of about 140 predefined relations and functions, which are systematically characterized and underpinned by a formal axiomatic apparatus. Apart from their relational connections, the concepts are embedded in a multidimensional space of layered attributes and their values. Another characteristic of MultiNet distinguishing it from simple semantic networks is the possibility to encapsulate whole partial networks and represent the resulting conceptual capsule as a node of higher order, which itself can be an argument of relations and functions. MultiNet has been used in practical NLP applications such as natural language interfaces to the Internet or question answering systems over large semantically annotated corpora with millions of sentences. MultiNet is also a cornerstone of the commercially available search engine SEMPRIA-Search, where it is used for the description of the computational lexicon and the background knowledge, for the syntactic-semantic analysis, for logical answer finding, as well as for the generation of natural language answers. MultiNet is supported by a set of software tools and has been used to build large semantically based computational lexicons.     An artificial intelligence safety institute is a type of state-backed organization aiming to evaluate and ensure the safety of advanced artificial intelligence (AI) models, also called frontier AI models. AI safety gained prominence in 2023, notably with public declarations about potential existential risks from AI. During the AI Safety Summit in November 2023, the United Kingdom and the United States both created their own AISI. During the AI Seoul Summit in May 2024, international leaders agreed to form a network of AI Safety Institutes, comprising institutes from the UK, the US, Japan, France, Germany, Italy, Singapore, South Korea, Australia, Canada and the European Union. In 2025, the UK's AI Safety Institute was renamed the "AI Security Institute", and its US counterpart became the Center for AI Standards and Innovation (CAISI). == Timeline == In 2023, Rishi Sunak, the Prime Minister of the United Kingdom, expressed his intention to "make the UK not just the intellectual home but the geographical home of global AI safety regulation" and unveiled plans for an AI Safety Summit. He emphasized the need for independent safety evaluations, stating that AI companies cannot "mark their own homework". During the summit in November 2023, the UK AISI was officially established as an evolution of the Frontier AI Taskforce, and the US AISI as part of the National Institute of Standards and Technology. Japan followed by launching an AI safety institute in February 2024. Politico reported in April 2024 that many AI companies had not shared pre-deployment access to their most advanced AI models for evaluation. Meta's president of global affairs Nick Clegg said that many AI companies were waiting for the UK and the US AI Safety Institutes to work out common evaluation rules and procedures. An agreement was indeed concluded between the UK and the US in April 2024 to collaborate on at least one joint safety test. Initially established in London, the UK AI Safety Institute announced in May 2024 that it would open an office in San Francisco, where many AI companies are located. This is part of a plan to "set new, international standards on AI safety", according to UK's technology minister Michele Donelan. == International network == At the AI Seoul Summit in May 2024, the European Union and other countries agreed to create their own AI safety institutes, forming an international network. In July 2025, the international network held an exercise to explore issues with evaluating AI agents, especially when it came to leaking sensitive information or cybersecurity. Network members also met at NeurIPS 2025 in the city of San Diego. == Specific institutes == === Australia === The Albanese government announced the creation of the Australian AI Safety Institute on 25 November 2025. === Canada === Canada announced in April 2024 that it would create an AI safety institute, and such an institute was officially founded in November 2024. The institute is housed under Innovation, Science and Economic Development Canada, though it also partners with the Canadian Institute for Advanced Research (CIFAR). It is supported by a budget of CA$50,000,000 for a five-year timespan. === European Union === The EU AI office, founded in May 2024, is a member of the international network of AI safety institutes. === France === On 31 January 2025, the government of France created the Institut national pour l'évaluation et la sécurité de l'intelligence artificielle (INESIA), or the National Institute for AI Evaluation and Security. === India === The Ministry of Electronics and Information Technology held consultations with Meta Platforms, Google, Microsoft, IBM, OpenAI, NASSCOM, Broadband India Forum, Software Alliance, Indian Institutes of Technology (IITs), The Quantum Hub, Digital Empowerment Foundation, and Access Now on October 7, 2024, in relation to the establishment of the AI Safety Institute. The decision was made to shift focus from regulation to standards-setting, risk identification, and damage detection—all of which require interoperable technologies. The AISI may spend the ₹20 crore allotted to the Safe and Trusted Pillar of the IndiaAI Mission for the initial budget. Future funding may come from other components of the IndiaAI Mission. UNESCO and MeitY began consulting on AI Readiness Assessment Methodology under Safety and Ethics in Artificial Intelligence from 2024. It is to encourage the ethical and responsible use of AI in industries. The study will find areas where government can become involved, especially in attempts to strengthen institutional and regulatory capabilities. Minister for Electronics & Information Technology Ashwini Vaishnaw announced the creation of an IndiaAI Safety Institute on January 30, 2025, to ensure the ethical and safe application of AI models. The institute will promote domestic R&D that is grounded in India's social, economic, cultural, and linguistic diversity and is based on Indian datasets. With the help of academic and research institutions, as well as private sector partners, the institute will follow the hub-and-spoke approach to carry out projects within Safe and Trusted Pillar of the IndiaAI Mission. It operates under a "hub-and-spoke" model with collaboration from academic institutions (e.g., IITs), tech firms, and international organizations like UNESCO. === Japan === The Japan AISI (or J-AISI) was founded in February 2024. Part of the Information Technology Promotion Agency, it employs about 23 people. The institute consists of the Council of AISI, the AISI Steering Committee, and a secretariat with six teams. Akiko Murakami (previously of IBM Japan and Sompo Japan) serves as the institute's executive director, and Kenji Hiramoto and Suguru Nishimura serve as the institute's two deputy executive directors. === Kenya === Kenya agreed to join the international network of AI safety institutes, but the country has not announced any details yet. It is the only African state in the network. === Singapore === The Digital Trust Centre was initially founded in June 2022. In May 2024, it was renamed to the Singapore AISI. Part of Nanyang Technological University, the institute partners with Infocomm Media Development Authority and is supported by an investment of S$10,000,000 per year. === South Korea === South Korea announced in May 2024 that it would create an AI safety institute under the umbrella of the Electronics and Telecommunications Research Institute. It will be supported by a tentative investment of somewhere between 10 and 20 million South Korean won per year, and employ at least 30 people. The institute was founded in November 2024 and is based in Bundang District within the city of Seongnam. === United Kingdom === The United Kingdom founded in April 2023 a safety organisation called Frontier AI Taskforce, with an initial budget of £100 million. In November 2023, it evolved into the AI Safety Institute, and continued to be led by Ian Hogarth. The AISI is part of the United Kingdom's Department for Science, Innovation and Technology. The United Kingdom's AI strategy aims to balance safety and innovation. Unlike the European Union which adopted the AI Act, the UK is reluctant to legislate early, considering that it may lower the sector's growth, and that laws might be rendered obsolete by technological progress. In May 2024, the institute open-sourced an AI safety tool called "Inspect", which evaluates AI model capabilities such as reasoning and their degree of autonomy. In February 2025, the UK body was renamed the AI Security Institute. Observers saw the name change as a signal that the institute will not focus on ethical issues such as algorithmic bias or freedom of speech in AI applications. === United States === The US AISI was founded in November 2023 as part of the National Institute of Standards and Technology (NIST). This happened the day after the signature of the Executive Order 14110. In February 2024, Joe Biden's former economic policy adviser Elizabeth Kelly was appointed to lead it. In February 2024, the US government created the US AI Safety Institute Consortium (AISIC), regrouping more than 200 organizations such as Google, Anthropic or Microsoft. In March 2024, a budget of $10 million was allocated. Observers noted that this investment is relatively small, especially considering the presence of many big AI companies in the US. The NIST itself, which hosts the AISI, is also known for its chronic lack of funding. Biden administration's request for additional funding was met with further budget cuts from congressional appropriators. Under President Trump, plans for members of the agency to attend the February 2025 AI Action Summit in Paris were scrapped. The US and the UK refused to sign the summit's final communique.     Stochastic Neural Analog Reinforcement Calculator

    The Stochastic Neural Analog Reinforcement Calculator (SNARC) is a neural network machine designed by Marvin Minsky. Prompted by a letter from Minsky, George Armitage Miller gathered the funding (a few thousand dollars) for the project from the Office of Naval Research of the U.S. Department of Defense in the summer of 1951 with the work to be carried out by Minsky, who was then a graduate student in mathematics at Princeton University. At the time, a physics graduate student at Princeton, Dean S. Edmonds, volunteered that he was good with electronics and therefore Minsky brought him onto the project. During undergraduate years, Minsky was inspired by the 1943 Warren McCulloch and Walter Pitts paper on artificial neurons, and decided to build such a machine. The learning was Skinnerian reinforcement learning, and Minsky talked with Skinner extensively during the development of the machine. They tested the machine on a copy of Shannon's maze, and found that it could learn to solve the maze. Unlike Shannon's maze, this machine did not control a physical robot, but simulated rats running in a maze. The simulation is displayed as an "arrangement of lights", and the circuit was reinforced each time the simulated rat reached the goal. The machine surprised its creators. "The rats actually interacted with one another. If one of them found a good path, the others would tend to follow it." The machine itself is a randomly connected network of approximately 40 Hebb synapses. These synapses each have a memory that holds the probability that signal comes in one input and another signal will come out of the output. There is a probability knob that goes from 0 to 1 that shows this probability of the signals propagating. If the probability signal gets through, a capacitor remembers this function and engages an electromagnetic clutch. At this point, the operator will press a button to give a reward to the machine. This activates a motor on a surplus Minneapolis-Honeywell C-1 gyroscopic autopilot from a B-24 bomber. The motor turns a chain that goes to all 40 synapse machines, checking if the clutch is engaged or not. As the capacitor can only "remember" for a certain amount of time, the chain only catches the most recent updates of the probabilities. Each neuron contained 6 vacuum tubes and a motor. The entire machine is "the size of a grand piano" and contained 300 vacuum tubes. The tubes failed regularly, but the machine would still work despite failures. This machine is considered one of the first pioneering attempts at the field of artificial intelligence. Minsky went on to be a founding member of MIT's Project MAC, which split to become the MIT Laboratory for Computer Science and the MIT Artificial Intelligence Lab, and is now the MIT Computer Science and Artificial Intelligence Laboratory. In 1985 Minsky became a founding member of the MIT Media Laboratory. According to Minsky, he loaned the machine to students in Dartmouth, and subsequently lost, except for a single neuron.     CoDi

    CoDi is a cellular automaton (CA) model for spiking neural networks (SNNs). CoDi is an acronym for Collect and Distribute, referring to the signals and spikes in a neural network. CoDi uses a von Neumann neighborhood modified for a three-dimensional space; each cell looks at the states of its six orthogonal neighbors and its own state. In a growth phase a neural network is grown in the CA-space based on an underlying chromosome. There are four types of cells: neuron body, axon, dendrite and blank. The growth phase is followed by a signaling- or processing-phase. Signals are distributed from the neuron bodies via their axon tree and collected from connection dendrites. These two basic interactions cover every case, and they can be expressed simply, using a small number of rules. == Cell interaction during signaling == The neuron body cells collect neural signals from the surrounding dendritic cells and apply an internally defined function to the collected data. In the CoDi model the neurons sum the incoming signal values and fire after a threshold is reached. This behavior of the neuron bodies can be modified easily to suit a given problem. The output of the neuron bodies is passed on to its surrounding axon cells. Axonal cells distribute data originating from the neuron body. Dendritic cells collect data and eventually pass it to the neuron body. These two types of cell-to-cell interaction cover all kinds of cell encounters. Every cell has a gate, which is interpreted differently depending on the type of the cell. A neuron cell uses this gate to store its orientation, i.e. the direction in which the axon is pointing. In an axon cell, the gate points to the neighbor from which the neural signals are received. An axon cell accepts input only from this neighbor, but makes its own output available to all its neighbors. In this way axon cells distribute information. The source of information is always a neuron cell. Dendritic cells collect information by accepting information from any neighbor. They give their output, (e.g. a Boolean OR operation on the binary inputs) only to the neighbor specified by their own gate. In this way, dendritic cells collect and sum neural signals, until the final sum of collected neural signals reaches the neuron cell. Each axonal and dendritic cell belongs to exactly one neuron cell. This configuration of the CA-space is guaranteed by the preceding growth phase. == Synapses == The CoDi model does not use explicit synapses, because dendrite cells that are in contact with an axonal trail (i.e. have an axon cell as neighbor) collect the neural signals directly from the axonal trail. This results from the behavior of axon cells, which distribute to every neighbor, and from the behavior of the dendrite cells, which collect from any neighbor. The strength of a neuron-neuron connection (a synapse) is represented by the number of their neighboring axon and dendrite cells. The exact structure of the network and the position of the axon-dendrite neighbor pairs determine the time delay and strength (weight) of a neuron-neuron connection. This principle infers that a single neuron-neuron connection can consist of several synapse with different time delays with independent weights. == Genetic encoding and growth of the network == The chromosome is initially distributed throughout the CA-space, so that every cell in the CA-space contains one instruction of the chromosome, i.e. one growth instruction, so that the chromosome belongs to the network as a whole. The distributed chromosome technique of the CoDi model makes maximum use of the available CA-space and enables the growth of any type of network connectivity. The local connection of the grown circuitry to its chromosome, allows local learning to be combined with the evolution of grown neural networks. Growth signals are passed to the direct neighbors of the neuron cell according to its chromosome information. The blank neighbors, which receive a neural growth signal, turn into either an axon cell or a dendrite cell. The growth signals include information containing the cell type of the cell that is to be grown from the signal. To decide in which directions axonal or dendritic trails should grow, the grown cells consult their chromosome information which encodes the growth instructions. These growth instructions can have an absolute or a relative directional encoding. An absolute encoding masks the six neighbors (i.e. directions) of a 3D cell with six bits. After a cell is grown, it accepts growth signals only from the direction from which it received its first signal. This reception direction information is stored in the gate position of each cell's state. == Implementation as a partitioned CA == The states of our CAs have two parts, which are treated in different ways. The first part of the cell-state contains the cell's type and activity level and the second part serves as an interface to the cell's neighborhood by containing the input signals from the neighbors. Characteristic of our CA is that only part of the state of a cell is passed to its neighbors, namely the signal and then only to those neighbors specified in the fixed part of the cell state. This CA is called partitioned, because the state is partitioned into two parts, the first being fixed and the second is variable for each cell. The advantage of this partitioning-technique is that the amount of information that defines the new state of a CA cell is kept to a minimum, due to its avoidance of redundant information exchange. == Implementation in hardware == Since CAs are only locally connected, they are ideal for implementation on purely parallel hardware. When designing the CoDi CA-based neural networks model, the objective was to implement them directly in hardware (FPGAs). Therefore, the CA was kept as simple as possible, by having a small number of bits to specify the state, keeping the CA rules few in number, and having few cellular neighbors. The CoDi model was implemented in the FPGA based CAM-Brain Machine (CBM) by Korkin. == History == CoDi was introduced by Gers et al. in 1998. A specialized parallel machine based on FPGA Hardware (CAM) to run the CoDi model on a large scale was developed by Korkin et al. De Garis conducted a series of experiments on the CAM-machine evaluating the CoDi model. The original model, where learning is based on evolutionary algorithms, has been augmented with a local learning rule via feedback from dendritic spikes by Schwarzer.

    The Stanford Research Institute Problem Solver, known by its acronym STRIPS, is an automated planner developed by Richard Fikes and Nils Nilsson in 1971 at SRI International. The same name was later used to refer to the formal language of the inputs to this planner. Various restrictions can be enforced in order to decide if a plan exists in polynomial time or at least make it an NP-complete problem. == Macro operator == In the monkey and banana problem, the robot monkey has to execute a sequence of actions to reach the banana at the ceiling. A single action provides a small change in the game. To simplify the planning process, it make sense to invent an abstract action, which isn't available in the normal rule description. The super-action consists of low level actions and can reach high-level goals. The advantage is that the computational complexity is lower, and longer tasks can be planned by the solver. Identifying new macro operators for a domain can be realized with genetic programming. The idea is, not to plan the domain itself, but in the pre-step, a heuristics is created that allows the domain to be solved much faster. In the context of reinforcement learning, a macro-operator is called an option. Similar to the definition within AI planning, the idea is, to provide a temporal abstraction (span over a longer period) and to modify the game state directly on a higher layer.

It was established in 1989 and is published by Elsevier. The editor-in-chief is Zidong Wang (Brunel University London). Independent scientometric studies noted that despite being one of the most productive journals in the field, it has kept its reputation across the years intact and plays an important role in leading the research in the area. The journal is abstracted and indexed in Scopus and Science Citation Index Expanded. According to the Journal Citation Reports, its 2023 impact factor is 5.5.

    The R1, internally called XCON (Expert Configurer), program was a production-rule-based system written in OPS5 by John P. McDermott of Carnegie Mellon University in 1978 to assist in the ordering of Digital Equipment Corporation's (DEC) VAX computer systems by automatically selecting the computer system components based on the customer's requirements. == Overview == In developing the system, McDermott made use of experts from both DEC's PDP/11 and VAX computer systems groups. These experts sometimes even disagreed amongst themselves as to an optimal configuration. The resultant "sorting it out" had an additional benefit in terms of the quality of VAX systems delivered. XCON first went into use in 1980 in DEC's plant in Salem, New Hampshire, US. It eventually had about 2500 rules. By 1986, it had processed 80,000 orders, and achieved 95–98% accuracy. It was estimated to be saving DEC $25M a year by reducing the need to give customers free components when technicians made errors, by speeding the assembly process, and by increasing customer satisfaction. Before XCON, when ordering a VAX from DEC, every cable, connection, and bit of software had to be ordered separately. (Computers and peripherals were not sold complete in boxes as they are today.) The sales people were not always very technically expert, so customers would find that they had hardware without the correct cables, printers without the correct drivers, a processor without the correct language chip, and so on. This meant delays and caused a lot of customer dissatisfaction and resultant legal action. XCON interacted with the sales person, asking critical questions before printing out a coherent and workable system specification/order slip. XCON's success led DEC to rewrite XCON as XSEL—a version of XCON intended for use by DEC's salesforce to aid a customer in properly configuring their VAX (so they would not, say, choose a computer too large to fit through their doorway or choose too few cabinets for the components to fit in). Location problems and configuration were handled by yet another expert system, XSITE. McDermott's 1980 paper on R1 won the Association for the Advancement of Artificial Intelligence (AAAI) Classic Paper Award in 1999. Footnote 2 gave a humorous explanation for the name "R1" as "Four years ago I couldn't even say "knowledge engineer", now I ... [are one.]".

    The Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law (also called Framework Convention on Artificial Intelligence or AI convention) is an international treaty on artificial intelligence. It was adopted under the auspices of the Council of Europe (CoE) and signed on 5 September 2024. The treaty aims to ensure that the development and use of AI technologies align with fundamental human rights, democratic values, and the rule of law, addressing risks such as misinformation, algorithmic discrimination, and threats to public institutions. More than 50 countries, including the EU member states, have endorsed the Framework Convention on Artificial Intelligence. == Background == The development of the Framework Convention on AI emerged in response to growing concerns over the ethical, legal, and societal impacts of artificial intelligence. The Council of Europe, which has historically played a key role in setting human rights standards across Europe, initiated discussions on AI governance in 2020, leading to the drafting of a binding legal framework. The process of creating the Framework Convention began in 2019 with the ad hoc Committee on Artificial Intelligence (CAHAI) assessing the feasibility of the instrument. In 2022, the Committee on Artificial Intelligence (CAI) took over the process, drafting and negotiating the text of the Convention. The treaty is designed to complement existing international human rights instruments, including the European Convention on Human Rights and the Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data. == Structure and content == The Convention establishes fundamental principles for AI governance, including transparency, accountability, non-discrimination, and human rights protection through eight chapters and 26 articles. Adopted in 2024, this landmark treaty addresses AI governance through seven core principles and detailed implementation mechanisms. It mandates risk and impact assessments to mitigate potential harms and provides safeguards such as the right to challenge AI-driven decisions. It applies to public authorities and private entities acting on their behalf but excludes national security and defense activities. Implementation is overseen by a Conference of the Parties, ensuring compliance and international cooperation. Activities within the AI system lifecycle must adhere to seven fundamental principles, ensuring compliance with human rights, democracy, and the rule of law. The treaty also establishes remedies, procedural rights and safeguards, and risk and impact management requirements to promote accountability, transparency, and responsible AI development. The treaty consists of five chapters. Chapter I contains general provisions. Chapter II states the general obligation to protect human rights and the integrity of democratic processes and respect of the rule of law. The main principles and rights are contained in Chapter III, which consists of Articles 6 to 13. Chapter IV (Articles 14 to 15) sets up the legal remedies. Chapter V states the risk and impact management framework. Chapter VI facilitates the implementation criteria of the treaty. Chapter VII sets the co-operation and oversight mechanisms. Chapter VIII contains various concluding clauses. Article 1 declares the objectives of the treaty, to ensure that activities within the lifecycle of artificial intelligence systems are fully consistent with human rights, democracy and the rule of law. == Entry into force == The treaty will enter into force on the first day of the month following the expiration of a period of three months after the date on which five ratification made by five countries, including three member states of the Council of Europe. == Competing approaches == While the CoE's AI Convention represents a multilateral effort to regulate AI through a human rights-based approach, alternative frameworks have also been proposed. One notable example is the Munich Draft for a Convention on AI, Data and Human Rights, an initiative led by legal scholars and policymakers in Germany. The Munich Draft advocates for stronger safeguards against AI-related risks, emphasizing stricter data protection measures, accountability for AI developers, and explicit prohibitions on high-risk AI applications, such as mass surveillance and autonomous lethal weapons. Unlike the CoE convention, which focuses on balancing innovation with regulation, the Munich Draft takes a more precautionary stance, calling for tighter controls over AI deployment in sensitive domains. Other competing international efforts include the OECD’s AI Principles, the GPAI (Global Partnership on AI), and the European Union's AI Act, each of which offers different regulatory strategies to govern AI at regional and global levels. == Signatories == Signatories include Andorra, Canada, the European Union, Georgia, Iceland, Israel, Japan, Liechtenstein, the Republic of Moldova, Montenegro, Norway, San Marino, Switzerland, Ukraine, the United Kingdom, the United States, and Uruguay. == Endorsement == The treaty was widely endorsed by leading AI policy experts, including Stuart J. Russell, Virginia Dignum, Emma Ruttkamp-Bloem, Pascal Pichonnaz, Maria Helen Murphy, Angella Ndaka, Hannes Werthner, Katja Langenbucher, Gry Hasselbalch, Ricardo Baeza-Yates, Kutoma Wakunuma, Gianclaudio Malgieri, Oreste Pollicino, Nagla Rizk, Giovanni Sartor, Lee Tiedrich, Ingrid Schneider, Eduardo Bertoni, Garry Kasparov, Merve Hikcok, and Marc Rotenberg. The treaty was also endorsed by notable political leaders, including Theodoros Roussopoulos, President of the Parliamentart Assembly in the Council of Europe, and Christopher Holmes, Member of the House of Lords of the United Kingdom, and by the International Bar Association (IBA), and personally by Almudena Arpón de Mendívil, President of the IBA. The Center for AI and Digital Policy (CAIDP) has been carrying out a campaign to promote endorsement of the treaty by urging various countries to sign and ratify the treaty. The CAIDP further urged the countries to make a clear and firm commitment to ensure the full inclusion of the private sector under the treaty’s provisions.

    Suggested Upper Merged Ontology

    The Suggested Upper Merged Ontology (SUMO) is an upper ontology intended as a foundation ontology for a variety of computer information processing systems. SUMO defines a hierarchy of classes and related rules and relationships. These are expressed in a version of the language SUO-KIF, a higher-order logic that has a LISP-like syntax, as well as the TPTP family of languages. A mapping from WordNet synsets to SUMO has been defined. Initially, SUMO was focused on meta-level concepts (general entities that do not belong to a specific problem domain), and thereby would lead naturally to a categorization scheme for encyclopedias. It has now been considerably expanded to include a mid-level ontology and dozens of domain ontologies. SUMO is organized for interoperability of automated reasoning engines. To maximize compatibility, schema designers can try to assure that their naming conventions use the same meanings as SUMO for identical words (for example, "agent" or "process"). SUMO has an associated open source Sigma knowledge engineering environment. Initially, Sumo was developed by the Teknowledge Corporation and now is maintained by Articulate Software. SUMO is open source. The first release was in December 2000.

    The Outliner of Giants was commercial outlining software. Like other outliners, it allowed the user to create a document consisting of a series of nested lists. It was one of a number of browser-based outliners that are delivered as a web application, used through a web browser, rather than being installed as a stand-alone application. The Outliner of Giants was released in 2009. The service was shut down on December 31, 2017 and only exports are allowed at this time. == Feature set == Unlike most other browser-based outliners - which often focus on providing a minimum viable product - the Outliner of Giants had much of the functionality typically associated with a desktop outliner, such as the ability to use of columns to structure information. However, The Outliner of Giants did not support offline editing, requiring an active internet connection in order to make changes to an outline document. === Outlining === Like all outliners, The Outliner of Giants supported the creation of a hierarchy of items, with users modifying the parent-child relationship between items in order to structure a document. This included the ability to promote or demote items up or down the hierarchy, or move an item up or down a list of siblings on the same level. The Outliner of Giants did not support the true cloning of items (where an item can appear to be in multiple places within the hierarchy at the same time), although it did support the copying of single or multiple nodes. === Import === The Outliner of Giants could import both plain text and the OPML XML format, which is commonly used to transfer data between outlining applications. === Editing === Outline documents could be edited using a WYSIWYG editor, as well as the Markdown, and Textile markup languages. === Annotation === The Outliner of Giants supported functions to annotate an outline, such as the ability to add colored labels, highlights and text, as well as tags and hashtags. === Collaboration === The Outliner of Giants supported real-time collaboration, where multiple users could edit the same document, and can see the changes made by another user as they happened. === Publication === Outlines created through The Outliner of Giants could be published directly online through the service, either as outlines, pages or in a blog format. === Export === The Outliner of Giants can export outline data as plain text, HTML, as well as directly to the Google Docs word processor.

    Jakub Pachocki (born 1991) is a Polish computer scientist and former competitive programmer. He is best known as OpenAI's chief scientist and for his role in overseeing development of GPT-4. == Background == Pachocki was born in 1991 in Gdańsk, Poland. In high school, he was a six-time finalist of the Polish Olympiad in Informatics. In 2009, he qualified for the International Olympiad in Informatics, winning a silver medal. Pachocki obtained his undergraduate degree in Computer Science from the University of Warsaw. He represented his university at the International Collegiate Programming Contest with his team winning a gold medal and coming second place overall in 2012. In the same year he was also the champion of the Google Code Jam. From 2011 to 2012, Pachocki worked at Facebook as a software engineering intern. Pachocki attended graduate school at Carnegie Mellon University, where he obtained his PhD under the supervision of Gary Miller. == Career == After graduation, Pachocki did postdoc work at Harvard University and Simons Institute for the Theory of Computing. === OpenAI === In 2017, Pachocki joined OpenAI. In 2021, he became OpenAI's research director where he led the development of GPT-4 and OpenAI Five. In May 2024, he became chief scientist after his mentor Ilya Sutskever left the company.     WYSIWYM (interaction technique)

    What you see is what you meant (WYSIWYM) is a text editing interaction technique that emerged from two projects at University of Brighton. It allows users to create abstract knowledge representations such as those required by the Semantic Web using a natural language interface. Natural language understanding (NLU) technology is not employed. Instead, natural language generation (NLG) is used in a highly interactive manner. The text editor accepts repeated refinement of a selected span of text as it becomes progressively less vacuous of authored semantics. Using a mouse, a text property held in the evolving text can be further refined by a set of options derived by NLG from a built-in ontology. An invisible representation of the semantic knowledge is created which can be used for multilingual document generation, formal knowledge formation, or any other task that requires formally specified information. The two projects at Brighton worked in the field of Conceptual Authoring to lay a foundation for further research and development of a Semantic Web Authoring Tool (SWAT). This tool has been further explored as a means for developing a knowledge base by those without prior experience with Controlled Natural Language tools.
