    An insider threat is a perceived threat to an organization that comes from people within the organization, such as employees, former employees, contractors or business associates, who have inside information concerning the organization's security practices, data and computer systems. The threat may involve fraud, the theft of confidential or commercially valuable information, the theft of intellectual property, or the sabotage of computer systems. == Overview == Insiders may have accounts giving them legitimate access to computer systems, with this access originally having been given to them to serve in the performance of their duties; these permissions could be abused to harm the organization. Insiders are often familiar with the organization's data and intellectual property as well as the methods that are in place to protect them. This makes it easier for the insider to circumvent any security controls of which they are aware. Physical proximity to data means that the insider does not need to hack into the organizational network through the outer perimeter by traversing firewalls; rather they are in the building already, often with direct access to the organization's internal network. Insider threats are harder to defend against than attacks from outsiders, since the insider already has legitimate access to the organization's information and assets. An insider may attempt to steal property or information for personal gain or to benefit another organization or country. The threat to the organization could also be through malicious software left running on its computer systems by former employees, a so-called logic bomb. == Research == Insider threat is an active area of research in academia and government. This was up from 61% and 87% over the previous two years. A 2018 whitepaper reported that 53% of companies surveyed had confirmed insider attacks against their organization in the previous 12 months, with 27% saying insider attacks have become more frequent. A report published in July 2012 on the insider threat in the U.S. financial sector gives some statistics on insider threat incidents: 80% of the malicious acts were committed at work during working hours; 81% of the perpetrators planned their actions beforehand; 33% of the perpetrators were described as "difficult" and 17% as being "disgruntled". The insider was identified in 74% of cases. Financial gain was a motive in 81% of cases, revenge in 23% of cases, and 27% of the people carrying out malicious acts were in financial difficulties at the time. The US Department of Defense Personnel Security Research Center published a report that describes approaches for detecting insider threats. Earlier it published ten case studies of insider attacks by information technology professionals. Cybersecurity experts believe that 38% of negligent insiders are victims of a phishing attack, whereby they receive an email that appears to come from a legitimate source such as a company. These emails normally contain malware in the form of hyperlinks. == Typologies and ontologies == Multiple classification systems and ontologies have been proposed to classify insider threats. Traditional models of insider threat identify three broad categories: Malicious insiders, which are people who take advantage of their access to inflict harm on an organization; Negligent insiders, which are people who make errors and disregard policies, which place their organizations at risk; and Infiltrators, who are external actors that obtain legitimate access credentials without authorization. == Criticisms == Insider threat research has been criticized. Critics have argued that insider threat is a poorly defined concept. Forensically investigating insider data theft is notoriously difficult, and requires novel techniques such as stochastic forensics. Data supporting insider threat is generally proprietary (i.e., encrypted data). Theoretical/conceptual models of insider threat are often based on loose interpretations of research in the behavioral and social sciences, using "deductive principles and intuitions of subject matter expert." Adopting sociotechnical approaches, researchers have also argued for the need to consider insider threat from the perspective of social systems. Jordan Schoenherr said that "surveillance requires an understanding of how sanctioning systems are framed, how employees will respond to surveillance, what workplace norms are deemed relevant, and what ‘deviance’ means, e.g., deviation for a justified organization norm or failure to conform to an organizational norm that conflicts with general social values." By treating all employees as potential insider threats, organizations might create conditions that lead to insider threats. == Sector-specific concerns == === Healthcare === The healthcare industry faces particularly acute insider threat risks due to the large number of workforce members who require access to sensitive patient records for legitimate clinical purposes. The U.S. Department of Health and Human Services has identified unauthorized access by insiders, including workforce snooping on patient records and theft of protected health information for identity fraud, as a persistent enforcement concern. The Health Insurance Portability and Accountability Act (HIPAA) Security Rule addresses insider threats through several administrative safeguards, including workforce security procedures requiring covered entities to implement policies for authorizing and supervising workforce members who work with electronic protected health information, as well as termination procedures to revoke access when employment ends (45 CFR 164.308(a)(3)). The rule also requires audit controls to record and examine information system activity (45 CFR 164.312(b)), enabling detection of unauthorized access by insiders.     Micro stuttering is a visual artifact in real-time computer graphics in which the time intervals between consecutively displayed frames are uneven, even though the average frame rate reported by benchmarking software appears adequate. Tools such as 3DMark typically compute frame rates over intervals of one second or more, which can conceal momentary drops in the instantaneous frame rate that the viewer perceives as hitching or jerking of on-screen motion. At low frame rates the effect is visible as a stutter in moving images, degrading the experience in interactive applications such as video games. In severe cases a lower but more consistent frame rate can appear smoother than a higher but more erratic one. The term gained prominence in the late 2000s in discussions of multi-GPU rendering (see History), but micro stuttering also affects single-GPU systems. Common causes on modern hardware include real-time shader compilation, asset streaming from storage, VRAM exhaustion, and driver bugs. == Causes == === Shader compilation === A common cause of micro stuttering on modern PCs is real-time shader compilation. Shaders are small programs that instruct the GPU on how to render visual effects such as lighting, shadows, and reflections. On consoles, developers can pre-compile all shaders for the known, fixed hardware. On PCs, the variety of GPU architectures means shaders must often be compiled at run time, either when the game launches or during gameplay itself. When the rendering engine encounters a shader that has not yet been compiled, the CPU must finish the compilation before the GPU can draw the affected object. This causes a spike in frame time that the player perceives as a hitch. The problem has been particularly associated with games built on Unreal Engine 4 running under DirectX 12, because DX12 shifts more shader management responsibility to the application. Several techniques exist to reduce shader compilation stutter. Pipeline State Object (PSO) pre-caching records the shader permutations used at runtime so that they can be compiled in advance on subsequent launches. Asynchronous shader compilation moves the work to background CPU threads to avoid blocking the main rendering thread. Platform-level services such as Steam's shader pre-caching distribute previously compiled shaders to users with matching GPU hardware. The Steam Deck, which contains a single fixed GPU, benefits from pre-compiled shader caches because all units share the same hardware configuration. === Other causes === Micro stuttering on single-GPU systems can have several additional causes. CPU bottlenecks or scheduling interruptions from background tasks can prevent the processor from preparing frames at regular intervals. Asset streaming during gameplay (loading textures, geometry, or audio from storage) can produce hitches sometimes called traversal stutter; the use of solid-state drives and technologies such as DirectStorage has reduced but not eliminated this. VRAM exhaustion forces data to be swapped between video memory and system memory over the PCI Express bus, which is slower. Graphics driver bugs can also introduce stutter; Nvidia released hotfix driver 551.46 in February 2024 to correct intermittent micro stuttering when V-Sync was enabled. == Measurement == Micro stuttering drew attention to the limitations of average frame rate as a performance metric. In 2013, Scott Wasson at The Tech Report published a series of articles advocating frame time analysis, in which the delivery time of every individual frame is recorded and plotted rather than collapsed into a single frames-per-second figure. This approach was adopted by other hardware review publications in the following years. GPU reviews now routinely report 1% low and 0.1% low frame rates alongside the average. The 1% low is the average frame rate of the slowest 1% of frames in a sample; it serves as an indicator of worst-case smoothness. A large gap between the average and the 1% low suggests poor frame pacing. Tools for capturing per-frame timing data include FRAPS, PresentMon, OCAT, CapFrameX, and MSI Afterburner with RivaTuner Statistics Server. == Mitigation == === Frame pacing === Frame pacing is a software technique that regulates the timing of frame delivery to produce even intervals between displayed frames. Game engines, GPU drivers, and platform libraries all implement frame pacing strategies to varying degrees. On mobile platforms, Google provides the Android Frame Pacing library (Swappy) as part of the Android Game Development Kit. In December 2025, the Khronos Group published the VK_EXT_present_timing Vulkan extension, giving developers explicit control over presentation timing in a cross-platform graphics API for the first time. === Variable refresh rate === Variable refresh rate (VRR) display technologies allow a monitor's refresh rate to change to match the GPU's frame output. Implementations include Nvidia G-Sync (2013), AMD FreeSync (2015), and the VESA Adaptive-Sync standard built into DisplayPort 1.2a and later. VRR eliminates the screen tearing that results from a mismatch between frame rate and refresh rate, and avoids the frame-holding behaviour of V-Sync that can itself cause stutter. It is effective at smoothing moderate frame rate fluctuations but cannot compensate for large sudden spikes in frame time such as those caused by shader compilation or heavy asset streaming. VRR support has become standard in gaming monitors, televisions (via HDMI 2.1), and the Xbox Series X/S and PlayStation 5 consoles. === Frame generation === Beginning with DLSS 3 on the GeForce RTX 40 series in 2022, Nvidia introduced AI-based frame generation, which uses dedicated optical flow hardware and a neural network to create new frames between traditionally rendered ones. AMD followed with FSR 3 in 2023, using an algorithmic approach, and the AI-based FSR 4 for the Radeon RX 9000 series in 2025. DLSS 4, released in January 2025 for the GeForce RTX 50 series, can generate up to three frames per rendered frame using a technique called Multi Frame Generation. Frame generation increases the displayed frame rate but introduces its own frame pacing concerns. If the underlying rendered frames are unevenly timed, the interpolated frames can make the unevenness more apparent rather than less. DLSS 4 addresses this with hardware-level flip metering on the GPU's display engine, which controls the timing of frame presentation more precisely than the CPU-based pacing used in DLSS 3. Both vendors pair frame generation with latency-reduction features (Nvidia Reflex and AMD Anti-Lag+) to offset the additional input latency that results from inserting synthetic frames into the pipeline. === Frame rate limiters === Capping the frame rate below the display's maximum refresh rate, using tools such as RivaTuner Statistics Server, in-game limiters, or driver-level settings, is a common way to improve frame pacing. Preventing the GPU from running ahead of the display reduces variability in frame delivery times and can produce a smoother result than an uncapped but more irregular frame rate. == History == === Multi-GPU configurations === Micro stuttering was first widely documented in the late 2000s as a side effect of multi-GPU configurations using Alternate Frame Rendering (AFR), in which consecutive frames are assigned to alternating GPUs. Because each GPU may take a different amount of time to complete its assigned frame — due to varying scene complexity, driver scheduling, or inter-GPU communication overhead — the resulting frame delivery is irregular even when the average frame rate is high. Both Nvidia SLI and AMD CrossFireX were affected, with dual-GPU setups exhibiting the worst frame pacing irregularities. In 2012 benchmarks using Battlefield 3, dual Radeon HD 7970 cards in CrossFire showed 85% variation in frame delivery times compared with 7% for a single card, while dual GeForce GTX 680 cards in SLI showed only 7% variation compared with 5% for a single card. Multi-GPU micro stuttering became a significant factor in the eventual decline and discontinuation of consumer multi-GPU gaming. Nvidia restricted SLI to a handful of enthusiast-class cards from the GeForce 10 series onward, then replaced it with NVLink on the GeForce RTX 20 series, which saw limited gaming adoption. An introduction to colors is also provided to support the main discussion. == Basics of color == === Primary colors and hue === First, "color" refers to the human brain's subjective interpretation of combinations of a narrow band of wavelengths of light. For this reason, the definition of "color" is not based on a strict set of physical phenomena. Therefore, even basic concepts like "primary colors" are not clearly defined. For example, traditional "Painter's Colors" use red, blue, and yellow as the primary colors, "Printer's Colors" use cyan, yellow, and magenta, and "Light Colors" use red, green, and blue. "Light colors", more formally known as additive colors, are formed by combining red, green, and blue light. This article refers to additive colors and refers to red, green, and blue as the primary colors. Hue is a term describing a pure color, that is, a color not modified by tinting or shading (see below). In additive colors, hues are formed by combining two primary colors. When two primary colors are combined in equal intensities, the result is a "secondary color". === Color wheel === A color wheel is a tool that provides a visual representation of the relationships between all possible hues. The primary colors are arranged around a circle at equal (120 degree) intervals. (Warning: Color wheels frequently depict "Painter's Colors" primary colors, which leads to a different set of hues than additive colors.) The illustration shows a simple color wheel based on the additive colors. Each projector is capable of generating one hue. The "intensities" of each projector are "matched" and can be equally adjusted from zero to full. (Note: "Intensity" is used here in the same sense as the RGB color model. The subject of matching, or "gamma correction", is beyond the level of this article.) A shade is produced by "dimming" a maximum chroma color. Painters refer to this as "adding black". In our illustration, one projector is set to full intensity, a second is set to some intensity between zero and full, and third is set to zero. "Dimming" is accomplished by decreasing each projector's intensity setting to the same fraction of its start setting. In the shade example, with any fully shaded hue, that all three projectors are set to zero intensity, resulting in black. A tint is produced by "lightening" a maximum chroma color. Painters refer to this as "adding white". In our illustration, one projector is set to full intensity, a second is set to some intensity between zero and full, and third is set to zero. "Lightening" is accomplished by increasing each projector's intensity setting by the same fraction from its start setting to full. In the tinting example, note that the third projector is now contributing. When the hue is fully lightened, all three projectors are each at full intensity, and the result is white. Note an attribute of the total intensity in the additive model. If full intensity for one projector is 1, then a primary color has a combined intensity of 1. A secondary color has a total intensity of 2. White has a total intensity of 3. Tinting, or "adding white", increases the total intensity of the hue. While this is simply a fact, the HSL model will take this fact into account in its design. === Tones === Tone is a general term, typically used by painters, to refer to the effects of reducing the "colorfulness" of a maximum chroma color; painters refer to it as "adding gray". Note that gray is not a color or even a single concept but refers to all the range of values between black and white where all three primary colors are equally represented. The general term is provided as more specific terms have conflicting definitions in different color models. Thus, shading takes a hue toward black, tinting takes a hue towards white, and tones cover the range between. == Choosing a color model == No one color model is necessarily "better" than another. Typically, the choice of a color model is dictated by external factors, such as a graphics tool or the need to specify colors according to the CSS2 or CSS3 standard. The following discussion only describes how the models function, centered on the concepts of hue, shade, tint, and tone. === RGB === The RGB model's approach to colors is important because: It directly reflects the physical properties of "Truecolor" displays As of 2011, most graphic cards define pixel values in terms of the colors red, green, and blue. The typical range of intensity values for each color, 0–255, is based on taking a binary number with 32 bits and breaking it up into four bytes of 8 bits each. 8 bits can hold a value from 0 to 255. The fourth byte is used to specify the "alpha", or the opacity, of the color. Opacity comes into play when layers with different colors are stacked. If the color in the top layer is less than fully opaque (alpha < 255), the color from underlying layers "shows through". In the RGB model, hues are represented by specifying one color as full intensity (255), a second color with a variable intensity, and the third color with no intensity (0). The following provides some examples using red as the full-intensity and green as the partial-intensity colors; blue is always zero: Shades are created by multiplying the intensity of each primary color by 1 minus the shade factor, in the range 0 to 1. A shade factor of 0 does nothing to the hue, a shade factor of 1 produces black: new intensity = current intensity (1 – shade factor) The following provides examples using orange: Tints are created by modifying each primary color as follows: the intensity is increased so that the difference between the intensity and full intensity (255) is decreased by the tint factor, in the range 0 to 1. A tint factor of 0 does nothing, a tint factor of 1 produces white: new intensity = current intensity + (255 – current intensity) tint factor The following provides examples using orange: Tones are created by applying both a shade and a tint. The order in which the two operations are performed does not matter, with the following restriction: when a tint operation is performed on a shade, the intensity of the dominant color becomes the "full intensity"; that is, the intensity value of the dominant color must be used in place of 255. The following provides examples using orange: === HSV === The HSV, or HSB, model describes colors in terms of hue, saturation, and value (brightness). Note that the range of values for each attribute is arbitrarily defined by various tools or standards. Be sure to determine the value ranges before attempting to interpret a value. Hue corresponds directly to the concept of hue in the Color Basics section. The advantages of using hue are The angular relationship between tones around the color circle is easily identified Shades, tints, and tones can be generated easily without affecting the hue Saturation corresponds directly to the concept of tint in the Color Basics section, except that full saturation produces no tint, while zero saturation produces white, a shade of gray, or black. Value corresponds directly to the concept of intensity in the Color Basics section. Pure colors are produced by specifying a hue with full saturation and value Shades are produced by specifying a hue with full saturation and less than full value Tints are produced by specifying a hue with less than full saturation and full value Tones are produced by specifying a hue and both less than full saturation and value White is produced by specifying zero saturation and full value, regardless of hue Black is produced by specifying zero value, regardless of hue or saturation Shades of gray are produced by specifying zero saturation and between zero and full value The advantage of HSV is that each of its attributes corresponds directly to the basic color concepts, which makes it conceptually simple. The perceived disadvantage of HSV is that the saturation attribute corresponds to tinting, so desaturated colors have increasing total intensity.     An operational image, also known as operative image, is an image that serves a functional, rather than aesthetic, purpose. Operational images are not intended to be viewed by people as representations of the real world; they are created to be used as instruments in performing some task or operation, often by machine automation. Operational images are used in a wide variety of applications, such as weapons targeting and guidance systems, and assisting surgeons performing robot-assisted surgery. The term "operational image" was first coined in 2000 by German filmmaker Harun Farocki in the first part of his three-part audiovisual installation, Eye/Machine. Farocki's installation included operational images used by militaries, such as weapons guidance and targeting systems. Eye/Machine featured images shown to the public by the United States military from the cameras used by laser-guided missiles in the Gulf War. Farocki defined operational images as "Images without a social goal, not for edification, not for reflection," and that they "do not represent an object, but rather are part of an operation." According to Volker Pantenburg, operational images are more accurately characterized as "visualizations of data". He describes operational images as a "working image" or an image that "performs work". Operational images are ubiquitous in modern society, used for a variety of military and non-military applications, such as inspecting sewer piping, and assisting surgeons performing robotic surgery.

    Insider threat

    An insider threat is a perceived threat to an organization that comes from people within the organization, such as employees, former employees, contractors or business associates, who have inside information concerning the organization's security practices, data and computer systems. The threat may involve fraud, the theft of confidential or commercially valuable information, the theft of intellectual property, or the sabotage of computer systems. == Overview == Insiders may have accounts giving them legitimate access to computer systems, with this access originally having been given to them to serve in the performance of their duties; these permissions could be abused to harm the organization. Insiders are often familiar with the organization's data and intellectual property as well as the methods that are in place to protect them. This makes it easier for the insider to circumvent any security controls of which they are aware. Physical proximity to data means that the insider does not need to hack into the organizational network through the outer perimeter by traversing firewalls; rather they are in the building already, often with direct access to the organization's internal network. Insider threats are harder to defend against than attacks from outsiders, since the insider already has legitimate access to the organization's information and assets. An insider may attempt to steal property or information for personal gain or to benefit another organization or country. The threat to the organization could also be through malicious software left running on its computer systems by former employees, a so-called logic bomb. == Research == Insider threat is an active area of research in academia and government. The CERT Coordination Center at Carnegie-Mellon University maintains the CERT Insider Threat Center, which includes a database of more than 850 cases of insider threats, including instances of fraud, theft and sabotage; the database is used for research and analysis. CERT's Insider Threat Team also maintains an informational blog to help organizations and businesses defend themselves against insider crime. The Threat Lab and Defense Personnel and Security Research Center (DOD PERSEREC) has also recently emerged as a national resource within the United States of America. The Threat Lab hosts an annual conference, the SBS Summit. They also maintain a website that contains resources from this conference. Complimenting these efforts, a companion podcast was created, Voices from the SBS Summit. In 2022, the Threat Lab created an interdisciplinary journal, Counter Insider Threat Research and Practice (CITRAP) which publishes research on insider threat detection. === Findings === In the 2022 Data Breach Investigations Report (DBIR), Verizon found that 82% of breaches involved the human element, noting that employees continue to play a leading role in cybersecurity incidents and breaches. According to the UK Information Commissioners Office, 90% of all breaches reported to them in 2019 were the result of mistakes made by end users. This was up from 61% and 87% over the previous two years. A 2018 whitepaper reported that 53% of companies surveyed had confirmed insider attacks against their organization in the previous 12 months, with 27% saying insider attacks have become more frequent. A report published in July 2012 on the insider threat in the U.S. financial sector gives some statistics on insider threat incidents: 80% of the malicious acts were committed at work during working hours; 81% of the perpetrators planned their actions beforehand; 33% of the perpetrators were described as "difficult" and 17% as being "disgruntled". The insider was identified in 74% of cases. Financial gain was a motive in 81% of cases, revenge in 23% of cases, and 27% of the people carrying out malicious acts were in financial difficulties at the time. The US Department of Defense Personnel Security Research Center published a report that describes approaches for detecting insider threats. Earlier it published ten case studies of insider attacks by information technology professionals. Cybersecurity experts believe that 38% of negligent insiders are victims of a phishing attack, whereby they receive an email that appears to come from a legitimate source such as a company. These emails normally contain malware in the form of hyperlinks. == Typologies and ontologies == Multiple classification systems and ontologies have been proposed to classify insider threats. Traditional models of insider threat identify three broad categories: Malicious insiders, which are people who take advantage of their access to inflict harm on an organization; Negligent insiders, which are people who make errors and disregard policies, which place their organizations at risk; and Infiltrators, who are external actors that obtain legitimate access credentials without authorization. == Criticisms == Insider threat research has been criticized. Critics have argued that insider threat is a poorly defined concept. Forensically investigating insider data theft is notoriously difficult, and requires novel techniques such as stochastic forensics. Data supporting insider threat is generally proprietary (i.e., encrypted data). Theoretical/conceptual models of insider threat are often based on loose interpretations of research in the behavioral and social sciences, using "deductive principles and intuitions of subject matter expert." Adopting sociotechnical approaches, researchers have also argued for the need to consider insider threat from the perspective of social systems. Jordan Schoenherr said that "surveillance requires an understanding of how sanctioning systems are framed, how employees will respond to surveillance, what workplace norms are deemed relevant, and what ‘deviance’ means, e.g., deviation for a justified organization norm or failure to conform to an organizational norm that conflicts with general social values." By treating all employees as potential insider threats, organizations might create conditions that lead to insider threats. == Sector-specific concerns == === Healthcare === The healthcare industry faces particularly acute insider threat risks due to the large number of workforce members who require access to sensitive patient records for legitimate clinical purposes. The U.S. Department of Health and Human Services has identified unauthorized access by insiders, including workforce snooping on patient records and theft of protected health information for identity fraud, as a persistent enforcement concern. The Health Insurance Portability and Accountability Act (HIPAA) Security Rule addresses insider threats through several administrative safeguards, including workforce security procedures requiring covered entities to implement policies for authorizing and supervising workforce members who work with electronic protected health information, as well as termination procedures to revoke access when employment ends (45 CFR 164.308(a)(3)). The rule also requires audit controls to record and examine information system activity (45 CFR 164.312(b)), enabling detection of unauthorized access by insiders. The December 2024 Notice of proposed rulemaking (NPRM) to overhaul the HIPAA Security Rule would strengthen insider threat defenses by mandating role-based access controls, requiring notification of relevant workforce members within 24 hours of any changes to access privileges, and requiring regular review of audit logs to detect anomalous access patterns.

    Resilience week

    Resilience week is an annual symposium established to enable cross-disciplinary and role based discussions to advance strategies and research that engenders resilience in critical infrastructure systems and communities. Damaging storms, cyber attack and the interconnection of critical infrastructure systems can lead to cascading events that not only affect local but also across regions. However, many of these interdependencies are not easily recognized and obscure and complicate the mitigation of risk. The purpose of the symposia series is hence to facilitate best practice in managing critical infrastructure risks, by bringing together businesses, government and researchers. == Background == Originally organized in 2008 as a focus on the new research area of resilient control systems, including the disciplinary areas of control system, cyber-security, cognitive psychology and any number of critical infrastructure domains. Resilience has long been recognized as an area that requires not only the contributions of multiple disciplines or multidisciplinary participation, but interdisciplinary interaction where there is a common language and familiarity of the contributors to what other disciplines (and roles) contribute. The resulting interactions developed by Resilience Week and associated activities are intended to culture this sharing environment as a safe zone for inclusion; more importantly, an environment that lends to developing the new science and practice. As the attributes of resilience are complex, the contributions and topics for the event have included both the disciplinary and the project considerations, in keynotes, panels and research presentations. Keynotes have included senior leadership in the Department of Energy, Department of Defense, Department of Homeland Security, the National Science Foundation, and other agencies in addition to National Academy and professional organization fellows and senior industry leaders. Project panels and research presentations include emergent topics in resilience to climate change, cyber attack, damaging storms and the energy assurance. Topics Areas of focus have included: Control Systems Cyber Systems Cognitive Systems Communications Systems Communities and Infrastructure Project Focus Areas have included: Dependencies and Interdependencies Cyber Resilience for Operating Technology Commercializing Research and Development Building Critical Infrastructure Resilience through Distributed Energy Resources Energy Equity and Community Resilience Proceedings are developed for each year of the event, documenting the diversity of the research and engagements within these topical areas. == Impacts for the future == Since its inception, the Resilience Week community has evolved from one that primarily included only university researchers to one that includes many government laboratories, universities and private industries in the US and internationally. This type of collaboration forms a feedback loop that informs the research with the current needs and hones best practices. The future of the event is to further advance discussions that advance investment, recognize priorities and expedite technologies and tools to proactively address our energy future, in light of the natural and manmade challenges, and rationalizing the complex relationships that exist in critical infrastructure.

    Tandem is one of the UK's original challenger banks. Tandem is a digital bank with a mobile app, and no branches. The acquisition of Harrods Bank in 2017 allowed the company to provide services using the former's banking licence. Tandem Bank Limited is authorised by the Prudential Regulation Authority and regulated by the Financial Conduct Authority. Tandem has offices across the UK in Blackpool, Cardiff, Durham and London, employing over 500 people. == History == The company was founded by Ricky Knox, Matt Cooper and Michael Kent in 2014. In December 2016, Tandem announced that it had secured a £35 million investment from The Sanpower Group, the Chinese company that also owned the department store House of Fraser; however, £29 million of this investment was later revoked by Sanpower over concerns that the Chinese Government would object to the investment following increased restrictions on outbound investment in China. This resulted in a delay in the launch of Tandem's savings products, which, at the time of the revocation, was expected imminently and, more importantly, meant that Tandem volunteered the return of their banking license but retained all other permissions. In April 2018, Tandem launched fixed-term savings accounts, offering one-, two- and three-year terms through its app. === Acquisitions === In August 2017, it was announced that Tandem would fully acquire Harrods Bank, founded in 1893, in a deal that would bring a near-£200m loan book, over £300m of deposits and nearly £80 million of capital. Prior to its sale to Tandem Money, Harrods Bank catered for high-net-worth (HNW) individuals and operated from the Harrods store in Knightsbridge, London. It offered a variety of personal and business current and savings accounts, mortgages, foreign currency and gold bullion trading services. On 7 August 2017, Tandem Money Limited announced a deal to acquire 100% of Harrods Bank Limited shares. The purchase deal closed successfully on 11 January 2018. In March 2018, Tandem agreed to acquire Pariti Technologies Limited, developers of the Pariti money management application. In August 2020 Tandem acquired green home improvement loan specialists Allium Lending Group. It was announced on 8 February 2021 that Tandem had agreed to purchase the mortgage book from private bank Bank and Clients, consisting of 300 B&C customers for an undisclosed amount. In January 2022 Tandem Bank acquired consumer lender Oplo, creating a combined business with £1.2 billion of total assets. In April 2023, it was announced that Tandem had acquired money-sharing app Loop Money. At the time of the purchase, one of Loop's founders – Paul Pester – was also chairman at Tandem. == Features == Tandem Bank offers customers savings, mortgages, personal and secured loans, green home improvement loans and motor finance.     Reference Software International, Inc. (RSI), was an American software developer active from 1985 to 1993 and based in Albuquerque, New Mexico, and San Francisco, California. The company released several productivity and reference software packages, including the Grammatik grammar checker, for MS-DOS. The company was acquired by WordPerfect Corporation in 1993. == History == === Background (1980–1985) === Reference Software International, Inc., was founded by Donald "Don" Emery and Bruce Wampler in 1985 in San Francisco, California. Both Wampler and Emery were college professors when they founded RSI: Wampler at the University of New Mexico as a professor of computer science and Emery a professor of marketing at San Francisco State University. After graduating from the University of Utah in around 1978, Wampler founded his first software company, Aspen Software, in Tijeras, New Mexico, in 1979. Wampler founded Aspen to develop an early spell checker software package, called Proofreader, for the TRS-80, licensing Random House's Webster's Unabridged Dictionary for the package's lexicon. In 1980, he began development on a grammar checker inspired by Writer's Workbench, a pioneering grammar checker for Unix systems. Wampler used Writer's Workbench heavily during the writer of his doctoral dissertation but disliked having to jump between the Apple II on which he composed the dissertation and the mainframe on which Writer's Workbench ran, and so wanted to develop a version of the latter for microcomputers. Wampler's work came to fruition as Grammatik in 1981, eventually ported to several other microcomputer platforms in the early 1980s. In 1983, by which point the company had 12 employees and sold a combined 80,000 units of Grammatik and Proofreader, Wampler sold Aspen to Dictronics, a software company best known for developing the Electronic Thesaurus, an early thesaurus program for microcomputers. Dictronics was in turn purchased by Wang Laboratories; according to Wampler, "Wang bought [Aspen] and sat on it. They did nothing with it". Wampler moved on to teach for the University of New Mexico, but, frustrated by Wang's inaction, got the urge to resurrect his work. In 1985, he was able to license back Grammatik and Proofreader from a small California-based software firm that had grandfathered rights to a forked version of both. In the same year, he met Emery, who, impressed by Wampler's, founded Reference Software International to market his software. RSI's research and development headquarters were based in Albuquerque, while the company's sales and marketing department was based in Walnut Creek, California. === Success (1985–1992) === In August 1985, RSI released their first product: the Random House Reference Set, a new version of Proofreader for the IBM Personal Computer and compatibles, revised to be a terminate-and-stay-resident program that ran atop other word processors such as WordStar or WordPerfect. At the time, Reference Set was the only such program on the market that functioned like this. RSI netted $114,000 from sales of Reference Set by the end of 1985. In June 1986, they released version 2.0 of Grammatik as Grammatik II for the PC. The latter was a breakout hit for RSI, receiving praise in the press (including technology journals such as PC Magazine) and RSI selling 1,000 units a month. In spring 1987, they released Reference Set II, which allowed users to import their own words into the built-in dictionary and added a thesaurus of 300,000 words. In November 1987, they released version 3.0 of Reference Set, which comprised two new field-specific dictionaries for the medical and legal professions. As well as the general Random House dictionary and thesaurus, it included Stedman's Medical Dictionary and Black's Law Dictionary. Emery consulted Paul Brest and Bob Jackson—professors of law at Stanford Law School and San Francisco State respectively—for the curation of the law dictionary; and Burton Grebin—at the time the executive director of Mount Saint Mary's Hospital—for the curation of the medical dictionary. In fall 1988, the company released Grammatik III, a total rewrite that made use of artificial intelligence to more accurately judge the grammar of sentences by breaking them down into a syntactic hierarchy. Grammatik III received universal acclaim, with Gloria Morris of InfoWorld calling it the apparent leader in the grammar checking field and Sandra Anderson of Mac Home Journal calling it "hands down ... the best of the industry" six years after its release. By 1989, the product had competitors in Correct Grammar by Lifetree Software and RightWriter by Rightsoft, Inc. By 1990, RSI achieved annual sales of $9.7 million. In the same year they released Grammatik IV, which was the first to offer direct integration with WordPerfect on both MS-DOS and Windows. In March 1992—by which point RSI had sold 1.5 million copies of Grammatik across all versions—the company released version 5 of the program, another rewrite that updated the lexicon further and added new functions such as word redundancy detection. Around the same time, the company introduced Easy Proof, a pared-down version of Grammatik intended for novice writers, students, and family computers. In 1991, the company was engaged in a trademark dispute with Systems Compatibility Corporation (SCC) of Chicago, Illinois, over the rights to the Software Toolkit title. Both companies had published software bundles bearing the name in the turn of the 1990s; SCC had published theirs first in 1988 and registered the trademark with the USPTO. SCC was granted a restraining order against RSI in January 1991. The following month, RSI agreed to rename their product, preventing a protracted legal battle. === Decline and acquisition (1992–1993) === By early 1992, RSI achieved annual sales of more than $13 million, employed 120 people, and had opened international offices in London, Belgium, and Antwerp to sell foreign versions of Reference Set and Grammatik. The company reached peak employment in the middle of 1992, with 140 employees. However, RSI's launch of six disparate titles in the year proved problematic for the company when they failed to sell as well as they had projected, and the company laid off employees by the dozens. By December 1992, only 71 employees were left, 32 from their San Francisco office. On the last day of 1992, RSI received an acquisition offer from WordPerfect Corporation, makers of the namesake word processor based in Orem, Utah. The deal was inked in January 1993, RSI's stakeholders receiving $19 million. The company's remaining employees were absorbed into WordPerfect in Orem. WordPerfect continued selling Grammatik as a standalone product for several years.

    Telebirr (Amharic: ቴሌብር) is a mobile payment service developed and was launched by Ethio telecom, the state owned telecommunication and Internet service provider in Ethiopia. It took five months to develop the end-to-end service. It facilitates the delivery of cashless transactions. The platform deployed currently has the capacity of processing up to 100 transactions per second (TPS) and can be scaled up to 1000 TPS. The service is accessible via SMS, USSD, and smartphone applications. Telebirr works in five languages. == Services == Though the service is fully accessible for any customer of Ethio telecom, the users need to register through the mobile application called Telebirr or using an authorized agent or Ethio telecom shop or Unstructured Supplementary Service Data (USSD), 127# nationally. However, Telebirr also provides a “quick registration” by using any information that already exists in Ethio telecom's system.

    Vinted Group UAB is a Lithuanian technology company best known for its online marketplace Vinted. Vinted is the leading second-hand fashion marketplace in Europe and a go-to destination for all kinds of second-hand items. According to the company, its mission is to make second-hand the first choice worldwide. The company operates as an ecosystem of businesses, including the Vinted Marketplace (its peer-to-peer resale platform), Vinted Go (logistics and shipping services), Vinted Pay (in-app payment solutions), and Vinted Ventures (an investment arm supporting the circular economy). Headquartered in Vilnius, Lithuania, it also has offices in Germany and the Netherlands and employs more than 2,200 people. == History == Vinted was co-founded in 2008 by Milda Mitkute and Justas Janauskas in Vilnius, Lithuania. The idea originated when Mitkute was moving house and wanted a way to sell clothes she no longer needed. Janauskas helped her create a website where users could trade clothing items. In 2016, Dutch entrepreneur Thomas Plantenga joined Vinted as a strategy consultant and later became Chief Executive Officer, leading the company through a period of international growth. In 2019, Vinted became Lithuania’s first technology unicorn after raising €128 million at a €1 billion valuation in a funding round led by Lightspeed Venture Partners. In October 2020, it acquired United Wardrobe, a Dutch competitor, and in November 2020 German Kleiderkreisel and Mamikreisel were officially merged into the Vinted platform. In 2024 it acquired Trendsales, a Danish resale platform. According to Vogue Business, Vinted’s revenue grew 61% between 2022 and 2023 and the company posted a net profit of €17.8 million in 2023. Usage of Vinted in the UK has grown from 1.2 million users in 2021, to 8 million in 2023. In 2024, the group reported consolidated revenue of €813.4 million (up 36% from 2023) and a net profit of €76.7 million, up 330% from 2023. As of 2024, Vinted was valued at approximately €5 billion, operating in more than 26 markets worldwide and announcing plans to launch in Ireland, Greece, Latvia, Slovenia, and Estonia in 2025. As of 2025 the company employed more than 2,200 people. In April 2026, Vinted completed a secondary share transaction of €880m, valuing the company at €8bn. == Products and operations == Vinted primarily resells clothing but now supports multiple categories including homeware, kidswear, electronics, books, collectibles, and high-value fashion. Vinted has worked with public figures such as Paul Mescal and Alexa Chung on exclusive wardrobe sales and has also partnered directly with charities including Oxfam on initiatives which promote the social and environmental value of second-hand fashion, such as the Style for Change fashion show at London Fashion Week. In 2025, Vinted produced its first television format, the second-hand fashion competition series RE/Style, hosted by Emma Willis. The show features emerging fashion designers from across Europe creating runway-ready looks from second-hand garments and aired on Prime Video UK. In 2025, Vinted was reported as France’s top clothing retailer by sales volume. == Criticism == Vinted has faced scrutiny from European data protection authorities in France, Lithuania, and Poland following complaints regarding GDPR compliance and account blocking practices. In July 2024, the Lithuanian authority fined the company €2,375,276. The case was coordinated by a dedicated Vinted Working Group under the European Data Protection Board. In early 2024, Swedish police reported around 300 fraud cases linked to the platform, in which users’ bank accounts were targeted by scammers. In October 2024, Channel 4 in the United Kingdom aired a documentary examining safety and privacy concerns related to the platform, including the sexualisation of underage users’ images and risks associated with second-hand baby products lacking safety certification. In November 2025, BBC News reported that Vinted’s update to its sizing system in the United Kingdom led to widespread user criticism. Vinted said the update was intended to standardise sizing across international brands.
