    A cache language model is a type of statistical language model. These occur in the natural language processing subfield of computer science and assign probabilities to given sequences of words by means of a probability distribution. Statistical language models are key components of speech recognition systems and of many machine translation systems: they tell such systems which possible output word sequences are probable and which are improbable. The particular characteristic of a cache language model is that it contains a cache component and assigns relatively high probabilities to words or word sequences that occur elsewhere in a given text. The primary, but by no means sole, use of cache language models is in speech recognition systems. To understand why it is a good idea for a statistical language model to contain a cache component one might consider someone who is dictating a letter about elephants to a speech recognition system. Standard (non-cache) N-gram language models will assign a very low probability to the word "elephant" because it is a very rare word in English. If the speech recognition system does not contain a cache component, the person dictating the letter may be annoyed: each time the word "elephant" is spoken another sequence of words with a higher probability according to the N-gram language model may be recognized (e.g., "tell a plan"). These erroneous sequences will have to be deleted manually and replaced in the text by "elephant" each time "elephant" is spoken. If the system has a cache language model, "elephant" will still probably be misrecognized the first time it is spoken and will have to be entered into the text manually; however, from this point on the system is aware that "elephant" is likely to occur again – the estimated probability of occurrence of "elephant" has been increased, making it more likely that if it is spoken it will be recognized correctly. Once "elephant" has occurred several times, the system is likely to recognize it correctly every time it is spoken until the letter has been completely dictated. This increase in the probability assigned to the occurrence of "elephant" is an example of a consequence of machine learning and more specifically of pattern recognition. There exist variants of the cache language model in which not only single words but also multi-word sequences that have occurred previously are assigned higher probabilities (e.g., if "San Francisco" occurred near the beginning of the text subsequent instances of it would be assigned a higher probability). The cache language model was first proposed in a paper published in 1990, after which the IBM speech-recognition group experimented with the concept. The group found that implementation of a form of cache language model yielded a 24% drop in word-error rates once the first few hundred words of a document had been dictated. A detailed survey of language modeling techniques concluded that the cache language model was one of the few new language modeling techniques that yielded improvements over the standard N-gram approach: "Our caching results show that caching is by far the most useful technique for perplexity reduction at small and medium training data sizes". The development of the cache language model has generated considerable interest among those concerned with computational linguistics in general and statistical natural language processing in particular: recently, there has been interest in applying the cache language model in the field of statistical machine translation. The success of the cache language model in improving word prediction rests on the human tendency to use words in a "bursty" fashion: when one is discussing a certain topic in a certain context, the frequency with which one uses certain words will be quite different from their frequencies when one is discussing other topics in other contexts. The traditional N-gram language models, which rely entirely on information from a very small number (four, three, or two) of words preceding the word to which a probability is to be assigned, do not adequately model this "burstiness". Recently, the cache language model concept – originally conceived for the N-gram statistical language model paradigm – has been adapted for use in the neural paradigm. While social media tools are available to anyone with access to Internet and a computer or mobile device, due to the digital divide, the poorest segment of the population lacks access to the Internet and computer. Low-income people may have more access to traditional media (TV, radio, etc.), as an inexpensive TV and aerial or radio costs much less than an inexpensive computer or mobile device. Moreover, in many regions, TV or radio owners can tune into free over the air programming; computer or mobile device owners need Internet access to go to social media sites. Usability: Industrial media production typically requires specialized skills and training. For example, in the 1970s, to record a pop song, an aspiring singer would have to rent time in an expensive professional recording studio and hire an audio engineer. Conversely, most social media activities, such as posting a video of oneself singing a song require only modest reinterpretation of existing skills (assuming a person understands Web 2.0 technologies); in theory, anyone with access to the Internet can operate the means of social media production, and post digital pictures, videos or text online. Immediacy: The time lag between communications produced by industrial media can be long (days, weeks, or even months, by the time the content has been reviewed by various editors and fact checkers) compared to social media (which can be capable of virtually instantaneous responses). The immediacy of social media can be seen as a strength, in that it enables regular people to instantly communicate their opinions and information. At the same time, the immediacy of social media can also be seen as a weakness, as the lack of fact checking and editorial "gatekeepers" facilitates the circulation of hoaxes and fake news. Permanence: Industrial media, once created, cannot be altered (e.g., once a magazine article or paper book is printed and distributed, changes cannot be made to that same article in that print run) whereas social media posts can be altered almost instantaneously, when the user decides to edit their post or due to comments from other readers.     The Public Services Network (PSN) is a UK government's high-performance network, which helps public sector organisations work together, reduce duplication and share resources. It unified the provision of network infrastructure across the United Kingdom public sector into an interconnected "network of networks" to increase efficiency and reduce overall public expenditure. It is now a legacy network and public sector organisations are being migrated to using services on the public internet. == Origins == The Public Services Network (PSN) was launched officially as part of the Transformational Government Strategy commencing in 2005, under the original name of the Public Sector Network. Prior to this, some parts of local government had already successfully implemented the concept. The Hampshire Public Services Network (HPSN) was the first PSN, launched in 1999, followed closely by Kent County Councils partnerships with the KPSN. The HPSN, encompassing all of the borough, district and unitary councils, with the County Council, as well as the Fire Services, the Isle of Wight Council and 540 schools. National PSN technical and architecture compliance criteria were established from 2007, by GDS working with local government leaders from Socitm (the Society of Information Technology Management) on the National CIO Council and the Local CIO Council. The PSN's aim was to bring public services organisations with a common interest onto a single, coherent and standards-based ‘network of networks’. This would create influence, economies of scale and a commonality of standards for secure and easy inter-connection between public service organisations. The original concept of a network of networks strategy was based upon the work already undertaken in local government and recognition of Communities of Interest (COI) within the Criminal Justice Sector during work by the Office for Criminal Justice Reform (OCJR) between 2005 and 2007 to enable data sharing across business units. In this context a COI was defined as groups of Government departments and external partners who in combination provided services within a specific area of operation and used the same data, with a similar risk profile, shared risk appetite and common governance framework. Historically each group member had implemented their own networks and standards of operation in isolation with little or no consideration as to how services and data may be shared and resulting in increased costs of operation. The Network of Networks strategy proposed within OCJR recommended the creation of specific networks based upon these Communities of Interest which were joined together through data interchange gateways supporting common standards. Under this approach networks would be arranged by data type and business functions such as Criminal Justice, Health and Social Care, Defence and Intelligence or Public Finance rather than solely on established departmental boundaries. Within a COI, trust relationships and data interchange are readily supported, enabling data sharing without a need to cross network boundaries and providing benefits of scale without the challenges and compromises intrinsic to homogeneous cross sector networks. Data is made available without a need to transport it between organisations and control is retained by the data originator. In early 2007 a group of UK Government department CTOs in conjunction with the Office for Government Commerce Buying Solutions (OGC BS) established the vision for a single commonly provided, procured and managed public sector voice and data network infrastructure to replace the multitude of separately procured and managed networks serving various segments of the UK public sector; Education, Health, Central Government, Local Government etc. In 2008 an Industry Working Group was established to document the objectives and requirements more clearly. Their report set out the architectural and commercial principles as well as anticipated security, service management, governance and transition arrangements. == Architecture == The PSN comprises a core network, the Government Conveyancing Network or GCN provided by GCN Service Providers or GCNSPs. The GCN interconnects multiple operator networks, termed Direct Network Service Providers or DNSPs. Subscriber organisations contract to a connection from a local participating DNSP, connect via that to GCN and hence onwards to other interconnected networks and services. The GCN network is entirely based on IPv4 and MPLS and the GCNSPs are not currently mandated to provide IPv6, though they should have a roadmap to implementing it if and when required. == Commercial framework == In 2010 Virgin Media Business, BT, Cable & Wireless and Global Crossing signed Deeds of Undertaking (DoU) and subsequently achieved accreditation for providing GCN and IP VPN services. In March 2012, BT, Cable & Wireless, Capita Business Services, Eircom, Fujitsu, Kcom, Level 3, Logicalis, MDNX, Thales, Updata and Virgin Media Business were successful bidders for the initial two-year PSN Connectivity framework. In June 2012, 29 companies were confirmed as suppliers of ICT services to the UK public sector under the Government's PSN Services framework contract. Apart from most of the previous suppliers, additional companies also included 2e2, Airwave Solutions, Azzurri Communications, Cassidian, CSC Computer Sciences, Computacenter, Daisy Communications, Easynet Global Services, EE, Freedom Communications, Icom Holdings, NextiraOne, PageOne Communications, Phoenix IT Group, Siemens Communications, Specialist Computer Centres, Telefónica, telent Technology Services, Uniworld Communications and Vodafone. == Governance == The PSN is managed within the Cabinet Office where it is part of the Government Digital Service. == Early implementations == There were already notable initiatives in progress in county council areas, demonstrating public sector network integration in both the Hampshire HPSN2 network and in Kent's community network. Project Pathway was established as a pilot linking these two county-wide networks, with Virgin Media Business and Global Crossing the subscriber and GCN network elements. Staffordshire County Council was the first council in England to establish a PSN that included the county's NHS Health partners. Other county councils have since followed the leads of these councils. == Transition == Centrally procured public sector networks are expected to migrate across to the PSN framework as they reach the end of their contract terms, either through an interim framework or directly. The Government Secure Intranet (GSi) contracts expired in September 2011, running on to 12 February 2012 and were replaced by the transitional Government Secure Intranet Convergence Framework (GCF). The Managed Telephony Service (MTS) contract expired on 31 December 2011 and was replaced by the Managed Telephony Convergence Framework (MTCF). == Future plan == In a blog post published on 20 January 2017, Government Digital Service announced that the Technology Leaders Network (TLN) had agreed that government was starting a journey away from the PSN. This was because using the Internet was considered suitable for the vast majority of the work that the public sector does. The blog post confirmed that the 'move was not going to happen immediately' and stated that 'there's quite a bit of work to do across the public sector to prepare for the changes'. It also stated that it was too early for a full timeline to be provided, although all PSN-connected organisations would be updated as the process evolved. The blog post confirmed that organisations that need to access services that are only available on the PSN would still need to connect to it for the time being and continue to meet its assurance requirements. In a blog post published on 16 March 2017, Government Digital Service (GDS) set out its plans for PSN assurance. The blog post confirmed that the PSN compliance process wasn't 'going anywhere, certainly for a while yet'. It explained that the TLN agreed that – as one of the only recognised, externally accredited, cross-government common assurance standards – it 'needs to live on far beyond the end of the physical PSN network'. Government Digital Service, along with the National Cyber Security Centre (NCSC) and the Cyber and Government Security Directorate, are now looking at ways to expand and reframe PSN compliance in a new context that, while retaining the assurance principles that are the basis of the existing process, will aim to improve the process. A GDS blog post titled 'The road to closing down the PSN' published on 8 September 2020 describes how the public sector will migrate away from the PSN.     Ultra was the designation adopted by British military intelligence in June 1941 for wartime signals intelligence obtained by breaking high-level encrypted enemy radio and teleprinter communications at the Government Code and Cypher School (GC&CS) at Bletchley Park. Ultra eventually became the standard designation among the western Allies for all such intelligence. The name arose because the intelligence obtained was considered more important than that designated by the highest British security classification then used (Most Secret) and so was regarded as being Ultra Secret. Several other cryptonyms had been used for such intelligence. The code name "Boniface" was used as a cover name for Ultra. In order to ensure that the successful code-breaking did not become apparent to the Germans, British intelligence created a fictional MI6 master spy, Boniface, who controlled a fictional series of agents throughout Germany. Information obtained through code-breaking was often attributed to the human intelligence from the Boniface network. The U.S. used the codename Magic for its decrypts from Japanese sources, including the "Purple" cipher. Much of the German cipher traffic was encrypted on the Enigma machine. Used properly, the German military Enigma would have been virtually unbreakable; in practice, shortcomings in operation allowed it to be broken. The term "Ultra" has often been used almost synonymously with "Enigma decrypts". However, Ultra also encompassed decrypts of the German Lorenz SZ 40/42 machines that were used by the German High Command, and the Hagelin machine. Many observers, at the time and later, regarded Ultra as immensely valuable to the Allies. Winston Churchill was reported to have told King George VI, when presenting to him Stewart Menzies (head of the Secret Intelligence Service and the person who controlled distribution of Ultra decrypts to the government): "It is thanks to the secret weapon of General Menzies, put into use on all the fronts, that we won the war!" F. W. Winterbotham quoted the western Supreme Allied Commander, Dwight D. Eisenhower, at war's end describing Ultra as having been "decisive" to Allied victory. Sir Harry Hinsley, Bletchley Park veteran and official historian of British Intelligence in World War II, made a similar assessment of Ultra, saying that while the Allies would have won the war without it, "the war would have been something like two years longer, perhaps three years longer, possibly four years longer than it was." However, Hinsley and others have emphasized the difficulties of counterfactual history in attempting such conclusions, and some historians, such as John Keegan, have said the shortening might have been as little as the three months it took the United States to deploy the atomic bomb. == Sources of intelligence == Most Ultra intelligence was derived from reading radio messages that had been encrypted with cipher machines, complemented by material from radio communications using traffic analysis and direction finding. In the early phases of the war, particularly during the eight-month Phoney War, the Germans could transmit most of their messages using land lines and so had no need to use radio. This meant that those at Bletchley Park had some time to build up experience of collecting and starting to decrypt messages on the various radio networks. German Enigma messages were the main source, with those of the German air force (the Luftwaffe) predominating, as they used radio more and their operators were particularly ill-disciplined. === German === ==== Enigma ==== "Enigma" refers to a family of electro-mechanical rotor cipher machines. These produced a polyalphabetic substitution cipher and were widely thought to be unbreakable in the 1920s, when a variant of the commercial Model D was first used by the Reichswehr. The German Army (Heer), Navy, Air Force, Nazi party, Gestapo and German diplomats used Enigma machines in several variants. Abwehr (German military intelligence) used a four-rotor machine without a plugboard and Naval Enigma used different key management from that of the army or air force, making its traffic far more difficult to cryptanalyse; each variant required different cryptanalytic treatment. The commercial versions were not as secure and Dilly Knox of GC&CS is said to have broken one before the war. German military Enigma was first broken in December 1932 by Marian Rejewski and the Polish Cipher Bureau, using a combination of brilliant mathematics, the services of a spy in the German office responsible for administering encrypted communications, and good luck. The Poles read Enigma to the outbreak of World War II and beyond, in France. At the turn of 1939, the Germans made the systems ten times more complex, which required a tenfold increase in Polish decryption equipment, which they could not meet. On 25 July 1939, the Polish Cipher Bureau handed reconstructed Enigma machines and their techniques for decrypting ciphers to the French and British. Gordon Welchman wrote, Ultra would never have got off the ground if we had not learned from the Poles, in the nick of time, the details both of the German military Enigma machine, and of the operating procedures that were in use. At Bletchley Park, some of the key people responsible for success against Enigma included mathematicians Alan Turing and Hugh Alexander and, at the British Tabulating Machine Company, chief engineer Harold Keen. After the war, interrogation of German cryptographic personnel led to the conclusion that German cryptanalysts understood that cryptanalytic attacks against Enigma were possible but were thought to require impracticable amounts of effort and investment. The Poles' early start at breaking Enigma and the continuity of their success gave the Allies an advantage when World War II began. ==== Lorenz cipher ==== In June 1941, the Germans started to introduce on-line stream cipher teleprinter systems for strategic point-to-point radio links, to which the British gave the code-name Fish. Several systems were used, principally the Lorenz SZ 40/42 (codenamed "Tunny" by the British) and Geheimfernschreiber ("Sturgeon"). These cipher systems were cryptanalysed, particularly Tunny, which the British thoroughly penetrated. It was eventually attacked using Colossus machines, which were the first digital programme-controlled electronic computers. In many respects the Tunny work was more difficult than for the Enigma, since the British codebreakers had no knowledge of the machine producing it and no head-start such as that the Poles had given them against Enigma. Although the volume of intelligence derived from this system was much smaller than that from Enigma, its importance was often far higher because it produced primarily high-level, strategic intelligence that was sent between Wehrmacht high command (Oberkommando der Wehrmacht, OKW). The eventual bulk decryption of Lorenz-enciphered messages contributed significantly, and perhaps decisively, to the defeat of Nazi Germany. Nevertheless, the Tunny story has become much less well known among the public than the Enigma one. At Bletchley Park, some of the key people responsible for success in the Tunny effort included mathematicians W. T. "Bill" Tutte and Max Newman and electrical engineer Tommy Flowers. === Italian === In June 1940, the Italians were using book codes for most of their military messages, except for the Italian Navy, which in early 1941 had started using a version of the Hagelin rotor-based cipher machine C-38. This was broken from June 1941 onwards by the Italian subsection of GC&CS at Bletchley Park. === Japanese === In the Pacific theatre, a Japanese cipher machine, called "Purple" by the Americans, was used for highest-level Japanese diplomatic traffic. It produced a polyalphabetic substitution cipher, but unlike Enigma, was not a rotor machine, being built around electrical stepping switches. It was broken by the US Army Signal Intelligence Service and disseminated as Magic. Detailed reports by the Japanese ambassador to Germany were encrypted on the Purple machine. His reports included reviews of German assessments of the military situation, reviews of strategy and intentions, reports on direct inspections by the ambassador (in one case, of Normandy beach defences), and reports of long interviews with Hitler. The Japanese are said to have obtained an Enigma machine in 1937, although it is debated whether they were given it by the Germans or bought a commercial version, which, apart from the plugboard and internal wiring, was the German Heer/Luftwaffe machine. Having developed a similar machine, the Japanese did not use the Enigma machine for their most secret communications. The chief fleet communications code system used by the Imperial Japanese Navy was called JN-25 by the Americans, and by early 1942 the US Navy had made considerable progress in decrypting Japanese naval messages.     Data monetization, a form of monetization, may refer to the act of generating measurable economic benefits from available data sources (analytics). Less commonly, it may also refer to the act of monetizing data services. In the case of analytics, typically, these benefits accrue as revenue or expense savings, but may also include market share or corporate market value gains. Data monetization leverages data generated through business operations, available exogenous data or content, as well as data associated with individual actors such as that collected via electronic devices and sensors participating in the internet of things. For example, the ubiquity of the internet of things is generating location data and other data from sensors and mobile devices at an ever-increasing rate. When this data is collated against traditional databases, the value and utility of both sources of data increases, leading to tremendous potential to mine data for social good, research and discovery, and achievement of business objectives. Closely associated with data monetization are the emerging data as a service models for transactions involving data by the data item. There are three ethical and regulatory vectors involved in data monetization due to the sometimes conflicting interests of actors involved in the digital supply chain. The individual data creator who generates files and records through his own efforts or owns a device such as a sensor or a mobile phone that generates data has a claim to ownership of data. The business entity that generates data in the course of its operations, such as its transactions with financial institutions or risk factors discovered through feedback from customers also has a claim on data captured through their systems and platforms. However, the person that contributed the data may also have a legitimate claim on the data. Internet platforms and service providers, such as Google or Facebook that require a user to forgo some ownership interest in their data in exchange for use of the platform also have a legitimate claim on the data. Thus the practice of data monetization, although common since 2000, is now getting increasing attention from regulators. The European Union and the United States Congress have begun to address these issues. For instance, in the financial services industry, regulations involving data are included in the Gramm–Leach–Bliley Act and Dodd-Frank. Some individual creators of data are shifting to using personal data vaults and implementing vendor relationship management concepts as a reflection of an increasing resistance to their data being federated or aggregated and resold without compensation. Groups such as the Personal Data Ecosystem Consortium, Patient privacy rights, and others are also challenging corporate cooptation of data without compensation. Financial services companies are a relatively good example of an industry focused on generating revenue by leveraging data. Credit card issuers and retail banks use customer transaction data to improve targeting of cross-sell offers. Partners are increasingly promoting merchant based reward programs which leverage a bank’s data and provide discounts to customers at the same time. == Types of data monetization == Internal data monetization - An organization's data is used internally, resulting in economic benefit. This is commonly the case in organizations using analytics to uncover insights, resulting in improved profit, cost savings or the avoidance of risk. Internal data monetization is currently the most common form of monetization, requiring far fewer security, intellectual property, and legal precautions when compared to other types. The potential economic gains from this type of data monetization are limited by the organization's internal structure and situation. External data monetization - A person or organization makes data they possess available on a for-fee basis to external parties, or as a broker for same. This type of monetization is less common and requires various methods to distribute the data to potential buyers and consumers. However, the economic gain that results from collecting data, packaging and distributing it, can be quite large. == Steps == Identification of available data sources – this includes data currently available for monetization as well as other external data sources that may enhance the value of what’s currently available. Connect, aggregate, attribute, validate, authenticate, and exchange data - this allows data to be converted directly into actionable or revenue generating insight or services. Set terms and prices and facilitate data trading - methods for data vetting, storage, and access. For example, many global corporations have locked and siloed data storage infrastructures, which hinders efficient access to data and cooperative and real-time exchange. Perform Research and analytics – draw predictive insights from existing data as a basis for using data for to reduce risk, enhance product development or performance, or improve customer experience or business outcomes. Action and leveraging – the last phase of monetizing data includes determining alternative or improved data centric products, ideas, or services. The following frameworks have been offered to help understand the types of business models that are used: Roger Ehrenberg of IA Ventures, a venture capital firm that invests in this sector, has defined three basic types of data product firms: Contributory databases. The magic of these businesses is that a customer provides their own data in exchange for receiving a more robust set of aggregated data back that provides insight into the broader marketplace, or provides a vehicle for expressing a view. Give a little, get a lot back in return – a pretty compelling value proposition, and one that frequently results in a payment from the data contributor in exchange for receiving enriched, aggregated data. Once these contributory databases are developed and customers become reliant on their insights, they become extremely valuable and persistent data assets. Data processing platforms. These businesses create barriers through a combination of complex data architectures, proprietary algorithms, and rich analytics to help customers consume data in whatever form they please. Often these businesses have special relationships with key data providers, that when combined with other data and processed as a whole create valuable differentiation and competitive barriers. In 2024, mSpy's Zendesk was compromised by an unknown threat actor, revealing their customer list. As of 2025, mSpy is compatible with Android, iPhone, and iPad devices. It provides access to various types of data stored on the device, including contact information, calendar entries, emails, SMS messages, browser history, photos, videos, and installed applications. Functions also include GPS tracking, geofencing, keyword alerts etc. == Reception == It was noted that since MSpy runs inconspicuously, there is risk of the software being used illegally. mSpy was called "terrifying" by The Next Web and was featured in NPR coverage of spyware used against victims of stalking and other domestic violence. In response mSpy released security updates aimed at reducing the risk of misuse and stated that it "uses encryption protocols to protect user data and that access is restricted to the account holder". In May 2015, Brian Krebs reported that mSpy was hacked, leaking personal data for hundreds of thousands of users of devices with mSpy installed. mSpy claimed that there was no data leak, but that instead, it was the victim of blackmailers. In September 2018, Krebs claimed and demonstrated that anyone could easily gain access to the mSpy database containing data for millions of users. The company responded by stating that the exposed data consisted primarily of error logs and incorrect login attempts. Following the incident, mSpy implemented new security measures, changed encryption keys, and reset passwords for affected accounts. A 2024 Sky News story characterised mSpy as "stalkerware". Leaked customer support messages from mSpy reveal misuse of its app for illegally monitoring partners and children.
