    Hildon is an application framework originally developed for mobile devices (PDAs, mobile phones, etc.) running the Linux operating system as well as the Symbian operating system. The Symbian variant of Hildon was discontinued with the cancellation of Series 90. It was developed by Nokia for the Maemo operating system. It focuses on providing a finger-friendly interface. It is primarily a set of GTK extensions that provide mobile-device–oriented functionality, but also provides a desktop environment that includes a task navigator for opening and switching between programs, a control panel for user settings, and status bar, task bar and home applets. But Nokia didn't commit to it as their only platform for their future mobile devices and the project competed against other in-house platforms. The strategic advantage of a modern platform was not exploited, being displaced by the Series 60, though its development is continued by the Maemo Leste project. == Components == The Hildon framework includes components that effectively provide a desktop environment. === Hildon Application Manager === Hildon Application Manager is the Hildon graphical package manager, it uses the Debian package management tools APT (Advanced Packaging Tool and dpkg) and provides a graphical interface for installing, updating and removing packages. It is a limited package manager, designed specifically for end-users, in that it doesn't directly offer the user access to system files and libraries. With the Diablo release of Maemo, Hildon Application Manager now supports "Seamless Software Update" (SSU), which implements a variety of features to allow system upgrades to be easily performed through it. === Hildon Control Panel === Hildon Control Panel is the user settings interface for Hildon. It provides simple access to control panels used to change system settings. === Hildon Desktop === Hildon Desktop is the primary UI component of Hildon, so makes up the bulk of what a user will see as "Hildon". It controls application launching and switching, general system control, and provides interfaces for task bar (application menu and task switcher), status bar (brightness and volume control), and home (internet radio and web search) applets. === Hildon Library === The Hildon library, originally developed by Nokia but since Maemo 5, developed by Igalia and Lanedo (who developed MaemoGTK+, the Maemo version of GTK+).     The study of image formation encompasses the radiometric and geometric processes by which 2D images of 3D objects are formed. In the case of digital images, the image formation process also includes analog to digital conversion and sampling. == Imaging == The imaging process is a mapping of an object to an image plane. Each point on the image corresponds to a point on the object. An illuminated object will scatter light toward a lens and the lens will collect and focus the light to create the image. The ratio of the height of the image to the height of the object is the magnification. The spatial extent of the image surface and the focal length of the lens determines the field of view of the lens. Image formation of mirror these have a center of curvature and its focal length of the mirror is half of the center of curvature. == Illumination == An object may be illuminated by the light from an emitting source such as the sun, a light bulb or a Light Emitting Diode. The light incident on the object is reflected in a manner dependent on the surface properties of the object. For rough surfaces, the reflected light is scattered in a manner described by the Bi-directional Reflectance Distribution Function (BRDF) of the surface. The BRDF of a surface is the ratio of the exiting power per square meter per steradian (radiance) to the incident power per square meter (irradiance). The BRDF typically varies with angle and may vary with wavelength, but a specific important case is a surface that has constant BRDF. This surface type is referred to as Lambertian and the magnitude of the BRDF is R/π, where R is the reflectivity of the surface. The portion of scattered light that propagates toward the lens is collected by the entrance pupil of the imaging lens over the field of view. == Field of view and imagery == The Field of view of a lens is limited by the size of the image plane and the focal length of the lens. The relationship between a location on the image and a location on the object is y = ftan(θ), where y is the max extent of the image plane, f is the focal length of the lens and θ is the field of view. If y is the max radial size of the image then θ is the field of view of the lens. While the image created by a lens is continuous, it can be modeled as a set of discrete field points, each representing a point on the object. The quality of the image is limited by the aberrations in the lens and the diffraction created by the finite aperture stop. == Pupils and stops == The aperture stop of a lens is a mechanical aperture which limits the light collection for each field point. The entrance pupil is the image of the aperture stop created by the optical elements on the object side of the lens. The light scattered by an object is collected by the entrance pupil and focused onto the image plane via a series of refractive elements. The cone of the focused light at the image plane is set by the size of the entrance pupil and the focal length of the lens. This is often referred to as the f-stop or f-number of the lens. f/# = f/D where D is the diameter of the entrance pupil. == Pixelation and color vs. monochrome == In typical digital imaging systems, a sensor is placed at the image plane. The light is focused on to the sensor and the continuous image is pixelated. The light incident on each pixel in the sensor will be integrated within the pixel and a proportional electronic signal will be generated. The angular geometric resolution of a pixel is given by atan(p/f), where p is the pitch of the pixel. This is also called the pixel field of view. The sensor may be monochrome or color. In the case of a monochrome sensor, the light incident on each pixel is integrated and the resulting image is a grayscale like picture. For color images, a mosaic color filter is typically placed over the pixels to create a color image. An example is a Bayer filter. The signal incident on each pixel is then digitized to a bit stream. == Image quality == The quality of an image is dependent upon both geometric and physical items. Geometrically, higher density of pixels across an image will give less blocky pixelation and thus a better geometric image quality. Lens aberrations also contribute to the quality of the image. Physically, diffraction due to the aperture stop will limit the resolvable spatial frequencies as a function of f-number. In the frequency domain, Modulation Transfer Function (MTF) is a measure of the quality of the imaging system. The MTF is a measure of the visibility of a sinusoidal variation in irradiance on the image plane as a function of the frequency of the sinusoid. It includes the effects of diffraction, aberrations and pixelation. For the lens, the MTF is the autocorrelation of the pupil function, so it accounts for the finite pupil extent and the lens aberrations. The sensor MTF is the Fourier Transform of the pixel geometry. For a square pixel, MTF(ξ) = sin(πξp)/πξp where p is the pixel width and ξ is the spatial frequency. The MTF of the combination of the lens and detector is the product of the two component MTFs. == Perception == Color images can be perceived via two means. In the case of computer vision the light incident on the sensor comprises the image. In the case of visual perception, the human eye has a color dependent response to light so this must be accounted for. This is important consideration when converting to grayscale. == Image formation in eye == The principal difference between the lens of the eye and an ordinary optical lens is that the former is flexible. The radius of the curvature of the anterior surface of the lens is greater than the radius of its posterior surface. The shape of the lens is controlled by tension in the fibers of the ciliary body. To focus on distant objects, the controlling muscles cause the lens to be relatively flattened. Similarly, these muscles allow the lens to become thicker in order to focus on objects near the eye. The distance between the center of the lens and the retina (focal length) varies from approximately 17 mm to about 14 mm, as the refractive power of the lens increases from its minimum to its maximum. When the eye focuses on an object farther away than about 3 m, the lens exhibits its lowest refractive power. When the eye focuses on a close object, the lens is most strongly refractive.

    Pretext

    A pretext (adj.: pretextual) is an excuse to do something or say something that is not accurate. Pretexts may be based on a half-truth or developed in the context of a misleading fabrication. Pretexts have been used to conceal the true purpose or rationale behind actions and words. They are often heard in political speeches. In US law, a pretext usually describes false reasons that hide the true intentions or motivations for a legal action. If a party can establish a prima facie case for the proffered evidence, the opposing party must prove that these reasons were "pretextual" or false. This can be accomplished by directly demonstrating that the motivations behind the presentation of evidence is false, or indirectly by evidence that the motivations are not "credible". In Griffith v. Schnitzer, an employment discrimination case, a jury award was reversed by a Court of Appeals because the evidence was not sufficient that the defendant's reasons were "pretextual". That is, the defendant's evidence was either undisputed, or the plaintiff's was "irrelevant subjective assessments and opinions". A "pretextual" arrest by law enforcement officers is one carried out for illegal purposes such as to conduct an unjustified search and seizure. As one example of pretext, in the 1880s, the Chinese government raised money on the pretext of modernizing the Chinese navy. Instead, these funds were diverted to repair a ship-shaped, two-story pavilion which had been originally constructed for the mother of the Qianlong Emperor. This pretext and the Marble Barge are famously linked with Empress Dowager Cixi. This architectural folly, known today as the Marble Boat (Shifang), is "moored" on Lake Kunming in what the empress renamed the "Garden for Cultivating Harmony" (Yiheyuan). Another example of pretext was demonstrated in the speeches of the Roman orator Cato the Elder (234–149 BC). For Cato, every public speech became a pretext for a comment about Carthage. The Roman statesman had come to believe that the prosperity of ancient Carthage represented an eventual and inevitable danger to Rome. In the Senate, Cato famously ended every speech by proclaiming his opinion that Carthage had to be destroyed (Carthago delenda est). This oft-repeated phrase was the ultimate conclusion of all logical argument in every oration, regardless of the subject of the speech. This pattern persisted until his death in 149, which was the year in which the Third Punic War began. In other words, any subject became a pretext for reminding his fellow senators of the dangers Carthage represented. == Uses in warfare == The early years of Japan's Tokugawa shogunate were unsettled, with warring factions battling for power. The causes for the fighting were in part pretextual, but the outcome brought diminished armed conflicts after the Siege of Osaka in 1614–1615. The next two-and-a-half centuries of Japanese history were comparatively peaceful under the successors of Tokugawa Ieyasu and the bakufu government he established. === United States === During the War of 1812, US President James Madison was often accused of using impressment of American sailors by the Royal Navy as a pretext to invade Canada. The sinking of the USS Maine in 1898 was blamed on the Spanish, despite early reports of it having been an accident, contributing to U.S. entry into the Spanish–American War. The slogan "Remember the Maine! To hell with Spain!" was used as a rallying cry. Some have argued that United States President Franklin D. Roosevelt used the attack on Pearl Harbor by Japanese forces on December 7, 1941, as a pretext to enter World War II. American soldiers and supplies had been assisting British and Soviet operations for almost a year by this point, and the United States had thus "chosen a side", but due to the political climate in the States at the time and some campaign promises made by Roosevelt that he would not send American troops to fight in foreign wars, Roosevelt could not declare war for fear of public backlash. Most filters that are used for image smoothing are linear low-pass filters that effectively reduce noise but also blur out the edges. However the Kuwahara filter is able to apply smoothing on the image while preserving the edges. It is named after Michiyoshi Kuwahara, Ph.D., who worked at Kyoto and Osaka Sangyo Universities in Japan, developing early medical imaging of dynamic heart muscle in the 1970s and 80s. == The Kuwahara operator == Suppose that I ( x , y ) {\displaystyle I(x,y)} is a grey scale image and that we take a square window of size 2 a + 1 {\displaystyle 2a+1} centered around a point ( x , y ) {\displaystyle (x,y)} in the image. This means that the central pixel will take the mean value of the area that is most homogenous. The location of the pixel in relation to an edge plays a great role in determining which region will have the greater standard deviation. If for example the pixel is located on a dark side of an edge it will most probably take the mean value of the dark region. On the other hand, should the pixel be on the lighter side of an edge it will most probably take a light value. On the event that the pixel is located on the edge it will take the value of the more smooth, least textured region. The fact that the filter takes into account the homogeneity of the regions ensures that it will preserve the edges while using the mean creates the blurring effect. Similarly to the median filter, the Kuwahara filter uses a sliding window approach to access every pixel in the image. The size of the window is chosen in advance and may vary depending on the desired level of blur in the final image. Bigger windows typically result in the creation of more abstract images whereas small windows produce images that retain their detail. Typically windows are chosen to be square with sides that have an odd number of pixels for symmetry. However, there are variations of the Kuwahara filter that use rectangular windows. Additionally, the subregions do not need to overlap or have the same size as long as they cover all of the window. == Color images == For color images, the filter should not be performed by applying the filter to each RGB channel separately, and then recombining the three filtered color channels to form the filtered RGB image. The main problem with that is that the quadrants will have different standard deviations for each of the channels. For example, the upper left quadrant may have the lowest standard deviation in the red channel, but the lower right quadrant may have the lowest standard deviation in the green channel. This situation would result in the color of the central pixel to be determined by different regions, which might result in color artifacts or blurrier edges. To overcome this problem, for color images a slightly modified Kuwahara filter must be used. The image is first converted into another color space, the HSV color space. The modified filter then operates on only the "brightness" channel, the Value coordinate in the HSV model. The variance of the "brightness" of each quadrant is calculated to determine the quadrant from which the final filtered color should be taken from. The filter will produce an output for each channel which will correspond to the mean of that channel from the quadrant that had the lowest standard deviation in "brightness". This ensures that only one region will determine the RGB values of the central pixel. ImageMagick uses a similar approach, but using the Rec. 709 Luma as the brightness metric. === Julia Implementation === == Applications == Originally the Kuwahara filter was proposed for use in processing RI-angiocardiographic images of the cardiovascular system. The fact that any edges are preserved when smoothing makes it especially useful for feature extraction and segmentation and explains why it is used in medical imaging. The Kuwahara filter however also finds many applications in artistic imaging and fine-art photography due to its ability to remove textures and sharpen the edges of photographs. The level of abstraction helps create a desirable painting-like effect in artistic photographs especially in the case of the colored image version of the filter. These applications have known great success and have encouraged similar research in the field of image processing for the arts. Although the vast majority of applications have been in the field of image processing there have been cases that use modifications of the Kuwahara filter for machine learning tasks such as clustering. The Kuwahara filter has been implemented in CVIPtools. The Kuwahara filter is present as a shader node in Blender. == Drawbacks and restrictions == The Kuwahara filter despite its capabilities in edge preservation has certain drawbacks. At a first glance it is noticeable that the Kuwahara filter does not take into account the case where two regions have equal standard deviations. This is not often the case in real images since it is rather hard to find two regions with exactly the same standard deviation due to the noise that is always present. In cases where two regions have similar standard deviations the value of the center pixel could be decided at random by the noise in these regions. Again this would not be a problem if the regions had the same mean. However, it is not unusual for regions of very different means to have the same standard deviation. This makes the Kuwahara filter susceptible to noise. Different ways have been proposed for dealing with this issue, one of which is to set the value of the center pixel to ( m 1 + m 2 ) / 2 {\textstyle (m_{1}+m_{2})/2} in cases where the standard deviation of two regions do not differ more than a certain value D {\displaystyle D} . The Kuwahara filter is also known to create block artifacts in the images especially in regions of the image that are highly textured. These blocks disrupt the smoothness of the image and are considered to have a negative effect in the aesthetics of the image. This phenomenon occurs due to the division of the window into square regions. A way to overcome this effect is to take windows that are not rectangular(i.e. circular windows) and separate them into more non-rectangular regions. Several variations have been proposed for similar use most of which attempt to deal with the drawbacks of the original Kuwahara filter. The "Generalized Kuwahara filter" proposed by P. Bakker considers several windows that contain a fixed pixel. Each window is then assigned an estimate and a confidence value. The value of the fixed pixel then takes the value of the estimate of the window with the highest confidence.     Cleverpath AION Business Rules Expert (formerly Platinum AIONDS, and before that Trinzic AIONDS, and originally Aion) is an expert system and Business rules engine owned by Computer Associates by 2000. == History == The product was created around 1986 as "Aion" by the Aion company. In its initial release Aion was multi-platform and continues to be deliverable to the PC, Unixs, and Mainframe computer's. In addition it ties in seamlessly with a variety of databases including Oracle, Microsoft SQL Server, and ODBC. Aion was founded by Harry Reinstein, Larry Cohn, Garry Hallee, Scott Grinis, and others. From Scott Grinis's bio: Scott founded Aion, a company that developed expert systems and whose advanced inference engine and object technology were used by financial services and insurance firms to develop risk-scoring and underwriting applications. Harry Reinstein was quoted as saying: “Our biggest competitor was not AICorp, it was COBOL” Trinzic owned AION by 1993. A reference in a 1993 announcement indicates that Trinzic's formation was the result of a merger (paraphased): Trinzic set three development initiatives shortly after its formation from the merger of Aion Corp. and AICorp. The other initiatives -- adding SQL extensions to Aion/DS and evaluating the unbundling of some of that product's object-oriented programming capabilities -- are still active. Writing in 1993 Judith Hodges and Deborah Melewski give the date for the merger: Two rival artificial intelligence software vendors -- AICorp, Inc. and Aion Corp. -- merged in September 1992 to form Trinzic Corp. As part of the merger, redundant jobs were eliminated (20% of the combined work force), leaving a total work force of 245 employees worldwide. The technology developed by the Cortica team is based on research of the function of the human brain. == Company Founding == Cortica was founded in 2007 by Igal Raichelgauz, Karina Odinaev and Yehoshua Zeevi. Together, the founders developed the company’s core technology while at Technion – Israel Institute of Technology. By combining discoveries in neuroscience with developments in computer programming, the team created technology that possesses the ability to interpret large amounts of visual data with increased accuracy. This technology, called Image2Text, is based on the founders’ work in digitally replicating cortical neural networks’ ability to identify complex patterns within massive quantities of ambiguous and noisy data. Cortica’s offerings have application in the automotive industry, media industries, as well as the smart city and medical industries. Industry experts suggest that the self-driving automotive industry alone will be worth upwards of $7 trillion while each connected car is expected to generate 4,000 GB of data per day. Beyond that, industry analysts expect the proliferation of surveillance cameras to continue leading to an expected 2,500 Petabytes of data being generated daily by new surveillance cameras. The company currently employs professionals from many domains including AI researchers as well as veterans of intelligence units within the Israeli Defense Forces. == Research and Technology == In 2006, Founders Raichelgauz, Odinaev, and Zeevi shared their findings with the 28th IEEE EMBS Annual International Conference in New York in a paper titled, “Natural Signal Classification by Neural Cliques and Phase-Locked Attractors”. That same year, the team also published “Cliques in Neural Ensembles as Perception Carriers" CB Insights recently identified Cortica as the number one patent holder among AI companies. Cortica is researching to develop a machine-learning driving system which can identify objects and pedestrians. Connecting to it, Elon Musk has been rumored to partner with Cortica for his electric car company, Tesla. However, Tesla denies it stating that Musk did not discuss a collaboration with artificial intelligence firm Cortica. == Funding == Cortica raised $7 million in its Series A funding round, announced in August 2012. Investors included Horizons Ventures (the investment firm of Hong Kong billionaire Li Ka-Shing), and Ynon Kreiz, the former chairman and CEO of the Endemol Group. In May 2013, it was announced that Cortica had raised $1.5 million from Russian firm Mail.ru Group. It later transpired that this was a part of Cortica's Series B funding round for $6.4 million, announced in June 2013. The round was led by Horizons Ventures, with participation from the Russian firm Mail.ru Group and other angel investors. In its fourth funding round, Cortica has raised $20 million, bringing the total investments to $38 million.     Mojo is an in-development proprietary programming language based on Python available for Linux and macOS. Mojo aims to combine the usability of a high-level programming language, specifically Python, with the performance of a system programming language such as C++, Rust, and Zig. As of October 2025, the Mojo compiler is closed source with an open source standard library. Modular, the company behind Mojo, has stated an intent to open source the Mojo language, committing to open-source Mojo in "fall 2026". Mojo builds on the Multi-Level Intermediate Representation (MLIR) compiler software framework, instead of directly on the lower level LLVM compiler framework like many languages such as Julia, Swift, C++, and Rust. MLIR is a newer compiler framework that allows Mojo to exploit higher level compiler passes unavailable in LLVM alone, and allows Mojo to compile down and target more than only central processing units (CPUs), including producing code that can run on graphics processing units (GPUs), Tensor Processing Units (TPUs), application-specific integrated circuits (ASICs) and other accelerators. It can also often more effectively use certain types of CPU optimizations directly, like single instruction, multiple data (SIMD) with minor intervention by a developer, as occurs in many other languages. According to Jeremy Howard of fast.ai, Mojo can be seen as "syntax sugar for MLIR" and for that reason Mojo is well optimized for applications like artificial intelligence (AI). == Origin and development history == The Mojo programming language was created by Modular Inc, which was founded by Chris Lattner, the original architect of the Swift programming language and LLVM, and Tim Davis, a former Google employee. The intention behind Mojo is to bridge the gap between Python’s ease of use and the fast performance required for cutting-edge AI applications. According to public change logs, Mojo development goes back to 2022. In May 2023, the first publicly testable version was made available online via a hosted playground. By September 2023 Mojo was available for local download for Linux and by October 2023 it was also made available for download on Apple's macOS. In March 2024, Modular open sourced the Mojo standard library and started accepting community contributions under the Apache 2.0 license. == Features == Mojo was created for an easy transition from Python. The language has syntax similar to Python's, with inferred static typing, and allows users to import Python modules. It uses LLVM and MLIR as its compilation backend. The language also intends to add a foreign function interface to call C/C++ and Python code. The language is not source-compatible with Python 3, only providing a subset of its syntax, e.g. missing the global keyword, list and dictionary comprehensions, and support for classes. Further, Mojo also adds features that enable performant low-level programming: fn for creating typed, compiled functions and "struct" for memory-optimized alternatives to classes. Mojo structs support methods, fields, operator overloading, and decorators. The language also provides a borrow checker, an influence from Rust. Mojo def functions use value semantics by default (functions receive a copy of all arguments and any modifications are not visible outside the function), while Python functions use reference semantics (functions receive a reference on their arguments and any modification of a mutable argument inside the function is visible outside).     Ed was a chatbot co-developed by the Los Angeles Unified School District and AllHere Education. Described as a learning acceleration platform, it was the first personal assistant for students in the United States. Part of the district's Individual Acceleration Plan, it was able to interact with students both verbally and visually, offering support in 100 languages. The chatbot was launched on March 20, 2024, as part of the district's plan for academic recovery from the COVID-19 pandemic and to improve overall academic performance. Utilizing artificial intelligence, Ed organizes data and reports on grades, test scores, and attendance, creating individualized plans for each student. After the company behind it, AllHere, collapsed, the district shuttered operations of the chatbot on June 14, 2024. The firm is under investigation by the US Federal Bureau of Investigation. == History == On February 14, 2022, Alberto M. Carvalho became the Superintendent of the Los Angeles Unified School District, pledging to give the district a full academic recovery from the COVID-19 pandemic. In December 2022, he announced the Individual Acceleration Plan for the district, which aimed to provide each student with a unique progress report and help them determine if they were on track to graduate. The district faced criticism from disability advocates for its management of Individualized Education Programs, and in April 2022, the United States Department of Education announced that the district had failed to provide appropriate educational services to students with disabilities during the pandemic. The district had been grappling with significant absenteeism issues since the pandemic, which led to declining academic performance and disengagement among students. On February 17, 2023, the district issued a request for proposals to develop a fully integrated portal system. Later that year, they signed a $6 million, five-year contract with AllHere Education, a Boston-based company founded in 2016. The introduction of Ed follows the public launch of ChatGPT, which has been utilized by both teachers and students in educational settings. On August 4, 2023, during an annual address at the Walt Disney Concert Hall, Carvalho and the Los Angeles Unified School District announced the launch of Ed. The district invested $4 million into the chatbot, with Carvalho noting that this cost would be halved thanks to donor and grant funding. The chatbot was launched on March 20, 2024. Following its launch, a press conference was held to address security and technology concerns. Carvalho stated that the district had collaborated with security companies and incorporated filters to screen for threatening language. Months after its launch, AllHere Education furloughed most of its staff on June 14, citing their “current financial position” on its website as the reason. After learning about the furlough, the district terminated its dealings with AllHere Education. However, it stated its intention to bring the chatbot back in the future once officials determine the best course of action. Carvalho announced that he would appoint an independent task force to review what went wrong with AllHere Education and the chatbot. On February 25, 2026, the FBI served a search warrant on Carvalho’s home and office in connection with AllHere. The FBI also raided the LAUSD's headquarters. == Service == The chatbot was described as a personal assistant and a "one-stop shop for parents and students" who want to see information about a student's attendance and grades, as well as other resources from the district. Additionally, the application can function as an alarm clock, provide daily lunch menus from the school cafeteria, and offer updates on the location of school buses. The chatbot also helps students and parents who do not speak English as their first language by translating displayed information into approximately 100 different languages. The application can also help with submitting applications and give updates on progress and upcoming assignments. The district stated that the primary goal of Ed was to actively motivate students to complete homework and other tasks. == Reception == The chatbot received a mostly positive reception among parents and observers upon its launch. Some parents and teachers expressed caution about the technology, voicing concerns that the district's push for its implementation lacked public accountability. Rob Nelson from the University of Pennsylvania described the district's strategy as risky, saying that the release felt "like the beginning of a Clippy-level disaster". After the chatbot's shutdown, The 74 criticized it for misusing student data. Chris Whiteley, a former software engineer at AllHere Education, alleged that the data collected by the chatbot likely violated the district's data privacy rules.

    TRAIGA, or the Texas Responsible Artificial Intelligence Governance Act, is a state law regulating the development and deployment of artificial intelligence (AI) systems in Texas. Sponsored by Representative Giovanni Capriglione, the Act establishes a framework governing certain uses of AI, outlines prohibited uses, and creates obligations on state government entities, among other provisions. TRAIGA was signed into law in 2025 and took effect on January 1, 2026. The law applies to AI developers and deployers that conduct business in Texas or whose systems are used by Texas residents. It prohibits the intentional development or deployment of AI systems to incite harm, violate constitutional rights, engage in unlawful discrimination, and produce child sexual abuse material or unlawful deepfakes. TRAIGA also establishes the Texas Artificial Intelligence Council and creates a regulatory sandbox program. The Texas Attorney General is charged with enforcement. It has received attention as one of the first comprehensive AI-related laws enacted by a U.S. state. Legal analysts have compared it to the European Union (EU) Artificial Intelligence Act and the Colorado AI Act, noting its intent-based discrimination standard and narrower scope relative to those frameworks. == Background == In June 2023, Texas Governor Greg Abbott signed House Bill 2060, which created an Artificial Intelligence Advisory Council within the Texas Department of Information Resources. The Council was tasked with monitoring the use of AI systems across state government. Its membership included representatives from law enforcement, academia, and the legal profession. After submitting a report to state policymakers, the Council was disbanded in December 2024. Separately, the Texas House Select Committee on Artificial Intelligence and Emerging Technologies was created in 2023 to examine the political and social implications of artificial intelligence. Among its recommendations was the creation of a regulatory sandbox to allow for controlled testing of AI systems. This recommendation informed the regulatory sandbox provision included in TRAIGA. == History == In December 2024, Representative Capriglione introduced House Bill 1709, the Texas Responsible Artificial Intelligence Governance Act. The bill sought to create a statewide framework for artificial intelligence, including transparency requirements for companies deploying AI systems, restrictions on certain uses of AI, and the creation of a regulatory sandbox. Modeled in part on the EU Artificial Intelligence Act and the Colorado AI Act, House Bill 1709 focused on "high-risk" AI systems and included provisions addressing private sector liability. House Bill 1709 did not advance during the legislative session. Industry stakeholders raised concerns that several provisions were overly burdensome. The bill informed the development of a revised proposal, House Bill 149, also titled the Texas Responsible Artificial Intelligence Governance Act. The revised version removed requirements for private companies to notify consumers when they interact with AI systems and to conduct impact assessments, among other provisions. In April 2025, an amended version of House Bill 149 passed the Texas House of Representatives and was referred to the Senate Committee on Business and Commerce. The bill later received approval from both chambers, where the House voted on amendments adopted by the Senate. On May 31, 2025, the state legislature passed House Bill 149, one of several AI-related bills considered during the legislative session. Governor Abbott signed TRAIGA into law on June 22, 2025. During the legislative process, a proposed federal moratorium on state-level AI regulation initially raised questions about the enforceability of state AI laws, including TRAIGA. At the time of signing, Governor Abbott stated that Texas would ensure compliance with applicable federal requirements. In July 2025, the United States Senate voted to remove the proposed moratorium from federal legislation. The Act took effect on January 1, 2026. == Provisions == === Definitions and scope === TRAIGA applies to AI developers and deployers that advertise or conduct business in Texas, develop products used by Texas residents, or develop or deploy AI systems within the state. The Act also applies to Texas state and local government entities. The Act defines a developer as a person who develops an AI system and a deployer as one who deploys an AI system in Texas. Consumers are defined as Texas residents. The Act defines an artificial intelligence system as a machine-based system that "infers from the inputs the system receives how to generate outputs, including content, decisions, predictions, or recommendations, that can influence physical or virtual environments." === Government use === The Act requires government agencies to provide consumers with plain language notices before interacting with AI systems. It also prohibits government agencies from using artificial intelligence systems to assign social scores to consumers. It also restricts the use of AI systems to identify individuals using biometric data without the individual’s consent. === Prohibitions === The Act prohibits the development or deployment of artificial intelligence systems intended to cause harm, self-harm, or criminal activity. It also prohibits the development or deployment of AI systems designed to violate constitutional rights or unlawfully discriminate based on protected classes. In addition, the Act prohibits the development or deployment of AI systems that are intended to produce or distribute child sexual abuse material or unlawful deepfakes. === Enforcement === Enforcement authority under the Act rests with the Texas Attorney General. The Act does not create a private right of action. The Act requires the Texas Attorney General to create an online complaint system where consumers may submit allegations of potential violations. The Attorney General can investigate complaints received through this system and may request information relevant to the operation of an AI system, including information about training data. Before initiating an enforcement action, the Attorney General must provide a written notice to the alleged violator, who is then provided with a 60-day period to cure the alleged violation. === Penalties === If a violation is not cured, the Act authorizes civil penalties. Penalties range from $10,000 to $12,000 per curable violation and from $80,000 to $200,000 per non-curable violation. The Act also authorizes additional penalties of $2,000 to $40,000 for each day the violation continues. If the Attorney General determines that a person certified or licensed by a state agency has violated the Act and recommends enforcement, the relevant agency may impose additional administrative sanctions, including license suspension or further monetary penalties. === Safe harbor === The Act provides an affirmative defense for AI developers and deployers who identify potential violations through internal testing or auditing or who demonstrate compliance with National Institute of Standards and Technology (NIST)'s Artificial Intelligence Risk Management Framework or a comparable risk management framework. The Act also affords protection to developers and deployers when a third party uses their AI systems in a way that violates the Act. === Texas Artificial Intelligence Council === The Act creates the Texas Artificial Intelligence Council to assist the state legislatures in evaluating artificial intelligence policy and oversight. The Council is charged with developing recommendations for state agencies regarding the use of AI systems and with overseeing the regulatory sandbox. TRAIGA gives the Council the ability to organize AI-related training for state entities and issue reports concerning artificial intelligence. The Council does not have binding rulemaking authority. The Council consists of seven members appointed by the governor, the lieutenant governor, and the speaker of the Texas House of Representatives. === Regulatory sandbox === The Act directs the Texas Department of Information Resources to create a regulatory sandbox program that allows participants to test AI systems under state supervision in a modified regulatory setting. To join the program, companies must submit applications that describe their AI systems and intended use. Approved participants may operate within the sandbox for up to 36 months. All six were established in Hangzhou, They are active in artificial intelligence, robotics, gaming, and brain-computer interface technology. Hangzhou is referred to as the China’s “e-commerce capital” (电商之都). The nickname "Six Little Dragons" originated from the Chinese internet. == Background == === Chinese government investments (2002 — 2010s) === From 2002 to 2007, under Xi Jinping's leadership as party secretary of Zhejiang, provincial spending on technology research grew over four times to 28 billion RMB. The province launched "Digital Zhejiang" (数字浙江) to advance modernization and the "Eight Eight Strategy" (八八战略), focusing on eight advantages and actions to boost industrial development, including specialized industries. In 2010, Hangzhou's government started "Project Eagle" (雏鹰计划) to aid science and technology startups. The project works with incubators and accelerators to find promising tech companies and offers public funding and other help, especially for startups by graduates and returning students. Unitree received support in the initial phase, along with government subsidies from Binjiang District. === AI-startups and further investments (2025 — present) === In January 2025, the Chinese government created the "Hangzhou AI Industry Chain High-Quality Development Action Plan" which focuses on computing power, LLM technologies, and AI applications. The plan was made to certify over 2,000 new high-tech enterprises, initiate over 300 major tech projects, and invest more than 300 billion RMB (US$40 billion) annually. The Chinese government also renewed "Project Eagle" and to allocate 15% of industrial policy funds for future industries. Hangzhou aimed to become a center for tech startups, highlighting the "six little dragons of Hangzhou," a nickname popularized in early 2025. This group includes DeepSeek, Game Science, Unitree Robotics, Manycore Tech, BrainCo, and DEEP Robotics, companies in gaming, robotics, and software development. Earlier in 2025, DeepSeek, one of the six dragons, launched an AI system at a much lower cost than those from Silicon Valley. Since then, DeepSeek and Alibaba have produced top-performing open source AI models. Game Science launched the successful video game Black Myth: Wukong in 2024, while Unitree gained attention for their dancing robots in the 2025 annual spring gala broadcast by Chinese state media. The group was acknowledged by Chinese authorities in Hangzhou in a New Years message for local businesses in January 2025. Hangzhou’s universities were given credit for the development of Chinese technological industry. Zhejiang University alumni founded three of the "Six Little Dragons". By September 2024, the university produced 102 executives in Chinese AI start-ups, ranking third among China's top institutions. On February 20, 2025, Alibaba's Eddie Wu stated that the company would focus on artificial generative intelligence and plans significant investment in AI. The company also sought to boost foreign investment to China's "Six Little Dragons" following Alibaba's founder Jack Ma attended General Secretary of the Chinese Communist Party Xi Jinping's business symposium with corporate leaders and entrepreneurs that same month. == Challenges == China's net foreign direct investment (FDI) fell by US$168 billion in 2024, marking the largest capital flight since 1990. Foreign investment peaked at US$344 billion in 2021 but has since declined according to the State Administration of Foreign Exchange. In 2024, foreign investors put in only US$4.5 billion while Chinese firms invested US$173 billion abroad. According to interviews conducted by The New York Times, some start-up company founders believe that Chinese government's support for Hangzhou's technological sector has deterred foreign investors. Tensions with the United States led many international companies to adopt a China Plus One strategy, while Chinese firms build factories overseas to avoid potential Trump tariffs. China also faced US restrictions on its access of advanced chips, forcing Chinese tech companies to stockpile Nvidia chips while Chinese producers like Huawei and Semiconductor Manufacturing International Corporation (SMIC) were competing to produce their own.
