    Reification in knowledge representation is the process of turning a predicate or statement into an addressable object. Reification allows the representation of assertions so that they can be referred to or qualified by other assertions, i.e., meta-knowledge. The message "John is six feet tall" is an assertion involving truth that commits the speaker to its factuality, whereas the reified statement "Mary reports that John is six feet tall" defers such commitment to Mary. In this way, the statements can be incompatible without creating contradictions in reasoning. For example, the statements "John is six feet tall" and "John is five feet tall" are mutually exclusive (and thus incompatible), but the statements "Mary reports that John is six feet tall" and "Paul reports that John is five feet tall" are not incompatible, as they are both governed by a conclusive rationale that either Mary or Paul is (or both are), in fact, incorrect. In linguistics, reporting, telling, and saying are recognized as verbal processes that project a wording (or locution). If a person says that "Paul told x" and "Mary told y", this person stated only that the telling took place. In this case, the person who made these two statements did not represent a person inconsistently. In addition, if two people are talking to each other, let's say Paul and Mary, and Paul tells Mary "John is five feet tall" and Mary rejects Paul's statement by saying "No, he is actually six feet tall", the socially constructed model of John does not become inconsistent. The reason for that is that statements are to be understood as an attempt to convince the addressee of something (Austin's How to do things with words), alternatively as a request to add some attribute to the model of Paul. The response to a statement can be an acknowledgement, in which case the model is changed, or it can be a statement rejection, in which case the model does not get changed. Finally, the example above for which John is said to be "five feet tall" or "six feet tall" is only incompatible because John can only be a single number of feet tall. If the attribute were a possession as in "he has a dog" or "he also has a cat", a model inconsistency would not happen. In other words, the issue of model inconsistency has to do with our model of the domain element (John) and not with the ascription of different range elements (measurements such as "five feet tall" or "six feet tall").

He received the 2024 Turing Award with Andrew Barto. == Education and early life == Richard Sutton was born in either 1957 or 1958 in Toledo, Ohio, and grew up in Oak Brook, Illinois, a suburb of Chicago, United States. Sutton received his Bachelor of Arts (BA) degree in psychology from Stanford University in 1978 before taking a Master of Science (1980) and PhD (1984) in computer science from the University of Massachusetts Amherst supervised by Andrew Barto. Harry Klopf. Sutton and Barto used mathematics toward furthering the concept and using it as the basis for artificial intelligence. This concept became known as reinforcement learning and went on to becoming a key part of artificial intelligence techniques. Barto and Sutton used Markov decision processes (MDP) as the mathematical foundation to explain how agents (algorithmic entities) made decisions when in a stochastic or random environment, receiving rewards at the end of every action. Traditional MDP theory assumed the agents knew all information about the MDPs in their attempt toward maximizing their cumulative rewards. Barto and Sutton's reinforcement learning techniques allowed for both the environment and the rewards to be unknown, and thus allowed for these category of algorithms to be applied to a wide array of problems. Sutton returned to Canada in the 2000s and continued working on the topic which continued to develop in academic circles until one of its first major real world applications saw Google's AlphaGo program built on this concept defeating the then prevailing human champion. Barto and Sutton have widely been credited and accepted as pioneers of modern reinforcement learning, with the technique itself being foundational to the AI boom. In a 2019 essay, Sutton proposed the "bitter lesson", which criticized the field of AI research for failing to learn that "building in how we think we think does not work in the long run", arguing that "70 years of AI research [had shown] that general methods that leverage computation are ultimately the most effective, and by a large margin", beating efforts building on human knowledge about specific fields like computer vision, speech recognition, chess or Go. Sutton argues that large language models aren’t capable of learning on-the-job, and so new model architectures are required to enable continual learning. Problems in need of solutions range from simple personal tasks (e.g. how to get from point A to B) to complex issues in business and technical fields. The former is an example of simple problem solving (SPS) addressing one issue, whereas the latter is complex problem solving (CPS) with multiple interrelated obstacles. Another classification of problem-solving tasks is into well-defined problems with specific obstacles and goals, and ill-defined problems in which the current situation is troublesome but it is not clear what kind of resolution to aim for. Similarly, one may distinguish formal or fact-based problems requiring psychometric intelligence, versus socio-emotional problems which depend on the changeable emotions of individuals or groups, such as tactful behavior, fashion, or gift choices. Solutions require sufficient resources and knowledge to attain the goal. Professionals such as lawyers, doctors, programmers, and consultants are largely problem solvers for issues that require technical skills and knowledge beyond general competence. Many businesses have found profitable markets by recognizing a problem and creating a solution: the more widespread and inconvenient the problem, the greater the opportunity to develop a scalable solution. There are many specialized problem-solving techniques and methods in fields such as science, engineering, business, medicine, mathematics, computer science, philosophy, and social organization. The mental techniques to identify, analyze, and solve problems are studied in psychology and cognitive sciences. Also widely researched are the mental obstacles that prevent people from finding solutions; problem-solving impediments include confirmation bias, mental set, and functional fixedness. == Definition == The term problem solving has a slightly different meaning depending on the discipline. For instance, it is a mental process in psychology and a computerized process in computer science. There are two different types of problems: ill-defined and well-defined; different approaches are used for each. Well-defined problems have specific end goals and clearly expected solutions, while ill-defined problems do not. Well-defined problems allow for more initial planning than ill-defined problems. Solving problems sometimes involves dealing with pragmatics (the way that context contributes to meaning) and semantics (the interpretation of the problem). The ability to understand what the end goal of the problem is, and what rules could be applied, represents the key to solving the problem. Sometimes a problem requires abstract thinking or coming up with a creative solution. Problem solving has two major domains: mathematical problem solving and personal problem solving. Each concerns some difficulty or barrier that is encountered. === Psychology === Problem solving in psychology refers to the process of finding solutions to problems encountered in life. Solutions to these problems are usually situation- or context-specific. The process starts with problem finding and problem shaping, in which the problem is discovered and simplified. The next step is to generate possible solutions and evaluate them. Finally a solution is selected to be implemented and verified. Problems have an end goal to be reached; how you get there depends upon problem orientation (problem-solving coping style and skills) and systematic analysis. Mental health professionals study the human problem-solving processes using methods such as introspection, behaviorism, simulation, computer modeling, and experiment. Social psychologists look into the person-environment relationship aspect of the problem and independent and interdependent problem-solving methods. Problem solving has been defined as a higher-order cognitive process and intellectual function that requires the modulation and control of more routine or fundamental skills. Empirical research shows many different strategies and factors influence everyday problem solving. Rehabilitation psychologists studying people with frontal lobe injuries have found that deficits in emotional control and reasoning can be re-mediated with effective rehabilitation and could improve the capacity of injured persons to resolve everyday problems. Interpersonal everyday problem solving is dependent upon personal motivational and contextual components. Perhaps best known is the work of Allen Newell and Herbert A. Simon. Experiments in the 1960s and early 1970s asked participants to solve relatively simple, well-defined, but not previously seen laboratory tasks. These simple problems, such as the Tower of Hanoi, admitted optimal solutions that could be found quickly, allowing researchers to observe the full problem-solving process. Researchers assumed that these model problems would elicit the characteristic cognitive processes by which more complex "real world" problems are solved. An outstanding problem-solving technique found by this research is the principle of decomposition. === Computer science === Much of computer science and artificial intelligence involves designing automated systems to solve a specified type of problem: to accept input data and calculate a correct or adequate response, reasonably quickly. Algorithms are recipes or instructions that direct such systems, written into computer programs. Steps for designing such systems include problem determination, heuristics, root cause analysis, de-duplication, analysis, diagnosis, and repair. Analytic techniques include linear and nonlinear programming, queuing systems, and simulation. A large, perennial obstacle is to find and fix errors in computer programs: debugging. === Logic === Formal logic concerns issues like validity, truth, inference, argumentation, and proof. In a problem-solving context, it can be used to formally represent a problem as a theorem to be proved, and to represent the knowledge needed to solve the problem as the premises to be used in a proof that the problem has a solution. The use of computers to prove mathematical theorems using formal logic emerged as the field of automated theorem proving in the 1950s. It included the use of heuristic methods designed to simulate human problem solving, as in the Logic Theory Machine, developed by Allen Newell, Herbert A. Simon and J. C. Shaw, as well as algorithmic methods such as the resolution principle developed by John Alan Robinson. In addition to its use for finding proofs of mathematical theorems, automated theorem-proving has also been used for program verification in computer science. In 1958, John McCarthy proposed the advice taker, to represent information in formal logic and to derive answers to questions using automated theorem-proving. An important step in this direction was made by Cordell Green in 1969, who used a resolution theorem prover for question-answering and for such other applications in artificial intelligence as robot planning. The resolution theorem-prover used by Cordell Green bore little resemblance to human problem solving methods. In response to criticism of that approach from researchers at MIT, Robert Kowalski developed logic programming and SLD resolution, which solves problems by problem decomposition. Along with Vladimir Vapnik, he was one of the main developers of the Vapnik–Chervonenkis theory, also known as the "fundamental theory of learning", an important part of computational learning theory. Chervonenkis held joint appointments with the Russian Academy of Sciences and Royal Holloway, University of London. Alexey Chervonenkis got lost in Losiny Ostrov National Park on 22 September 2014, and later during a search operation was found dead near Mytishchi, a suburb of Moscow. He had died of hypothermia.

The company is headquartered in Boise, Idaho. == Platform == Civitai allows users to share and download AI models, particularly those used for image generation. The platform supports various AI models, including Stable Diffusion and Flux, and provides a space for users to showcase and monetize their AI-generated content. Users have profile pages and can comment on other users' models and images. The website also features a virtual currency called Buzz that can be used to generate images on Civitai's servers. Buzz can be bought or earned by engaging with the site. The platform is open source. == Controversies == In 2023, 404 Media reported that Civitai began a "Bounties" marketplace where users could commission deepfakes, of real or fake people.     The Common Crawl Foundation (Common Crawl) is a nonprofit 501(c)(3) organization that crawls the web and freely provides its archives and datasets to the public. Common Crawl was founded by Gil Elbaz. The data had mostly been primarily used by researchers and some startups until the 2020s, when AI companies started training large language models using the data. In November 2025, an investigation by The Atlantic revealed that Common Crawl misled publishers when it claimed it respected paywalls in its scraping and it was not honoring requests from publishers to have their content removed from its databases. == History == Common Crawl was founded in 2007 in San Francisco. It began publishing its crawls in 2011. By 2013, sites like TinEye were building their products off of Common Crawl. The crawl reduces the reliance of companies and researchers on Google, which has the biggest dataset. Common Crawl was designed to have more and fresher data that was more efficient to analyze and utilize than the Wayback Machine created by the Internet Archive. By 2015, 1.8 billion webpages were on the Common Crawl, which started by crawling a list of URLs donated by the search engine Blekko. They use Amazon Web Services, which provides some of its services for free, allowing computing costs to average $2-4000/month. The Common Crawl website listed 30 studies based on Common Crawl data. Before 2023, Common Crawl was not very well known outside of academic researchers who utilize the data. Common Crawl received its first requests to redact information in 2023 and increasingly started seeing its crawler, CCBot, blocked. In 2023, it began receiving significant financial support from AI companies, including Anthropic and OpenAI, each of which donated $250,000. It was also used to train Google DeepMind's large language model Gemini. By April 2023, Common Crawl was capturing 3.1 billion webpages, with an estimated 5% of pages before 2021 containing hate speech or slurs. As of 2024, Common Crawl had been cited in more than 10,000 academic studies. By 2024, The Pile and Common Crawl had been the two main training datasets being used to train AI models. In November 2025, an investigation by technology journalist Alex Reisner for The Atlantic revealed that Common Crawl misled publishers when it claimed it respected paywalls in its scraping and when it said that it was honoring requests from publishers to have their content removed from its databases. It included misleading results in the public search function on its website that showed no entries for websites that had requested their archives be removed, when in fact those sites were still included in its scrapes used by AI companies. As of 2025, Reisner found that CCBot was the most widely-blocked bot by the top 1000 websites. A 2026 article in LWN.net discussed an advantage to services like Common Crawl being that it can limit the scraping costs to websites by allowing companies and researchers to download the data from Common Crawl instead of scraping it themselves. In April 2026, Common Crawl experimentally began to distribute its data through Hugging Face Storage Bucket, in addition to its standard storage on Amazon S3. == Organization == Peter Norvig and Joi Ito have served on the advisory board.     A lethal autonomous weapon (LAW), also known as a lethal autonomous weapon system (LAWS), autonomous weapon system (AWS), robotic weapon, or killer robot, is a type of military drone or military robot, which is autonomous in that it can independently search for and engage targets based on programmed constraints and descriptions. As of 2025, most military drones (including unmanned aerial vehicles and unmanned combat aerial vehicles) and military robots are not truly autonomous. LAWs may engage in drone warfare in the air, on land, on water, underwater, or in space. == Definitions == In weapons development, the term "autonomous" is somewhat ambiguous and can vary hugely between different scholars, nations and organizations. There is no definition of lethal autonomous weapon systems that is generally agreed upon among different countries. The official United States Department of Defense Policy on Autonomy in Weapon Systems (Department of Defense Directive 3000.09) defines an Autonomous Weapon System as one that "...once activated, can select and engage targets without further intervention by a human operator." Heather Roff, a writer for Case Western Reserve University School of Law, describes autonomous weapon systems as "... capable of learning and adapting their 'functioning in response to changing circumstances in the environment in which [they are] deployed,' as well as capable of making firing decisions on their own." The British Ministry of Defence states "Whilst definitions can vary, the key difference is that an automated system is capable of carrying out complicated tasks but is incapable of complex decision-making, whereas an autonomous system is capable of deciding a course of action without depending on human oversight and control." Scholars such as Peter Asaro and Mark Gubrud believe that any weapon system that is capable of releasing a lethal force without the operation, decision, or confirmation of a human supervisor can be deemed autonomous. == Automatic defensive systems == Some definitions of autonomous weapon systems are broad enough to include land mines and naval mines, simple automatically-triggered lethal weapons that have been in use for centuries. Some current examples of LAWs are automated "hardkill" active protection systems, such as a radar-guided close-in weapon systems (CIWS) used to defend ships that have been in use since the 1970s (e.g., the US Phalanx CIWS). Such systems can autonomously identify and attack oncoming missiles, rockets, artillery fire, aircraft, and surface vessels according to criteria set by the human operator. Similar systems exist for tanks, such as the Russian Arena, the Israeli Trophy, and the German AMAP-ADS. Several types of stationary sentry guns, which can fire at humans and vehicles, are used in South Korea and Israel. Many missile defence systems, such as Iron Dome, also have autonomous targeting capabilities. The main reason for not having a "human in the loop" in these systems is the need for rapid response. They have generally been used to protect personnel and installations against incoming projectiles. == Autonomous offensive systems == According to The Economist in 2018, as technology advances, applications of uncrewed undersea vehicles could include mine clearance, mine-laying, anti-submarine sensor networking in contested waters, patrolling with active sonar, resupplying manned submarines, and becoming low-cost missile platforms. In 2017 the Russian Federation was developing artificially intelligent missiles, drones, unmanned vehicles, military robots and medic robots. In 2018, the U.S. Nuclear Posture Review alleged that Russia was developing a "new intercontinental, nuclear-armed, nuclear-powered, undersea autonomous torpedo" named "Status 6". Israeli Minister Ayoob Kara stated in 2017 that Israel is developing military robots, including ones as small as flies. In October 2018, Zeng Yi, a senior executive at the Chinese defense firm Norinco, gave a speech in which he said that "In future battlegrounds, there will be no people fighting", and that the use of lethal autonomous weapons in warfare is "inevitable". In 2019, US Defense Secretary Mark Esper lashed out at China for selling drones capable of taking life with no human oversight. As of 2020, DARPA was working on making swarms of 250 autonomous lethal drones available to the American military. The US Navy is developing unmanned surface vehicles, also called sea drones, including Ghost Fleet Overlord, with plans to equip them with weapons and with the potential to use them semi-autonomously. In 2020 a Kargu 2 drone hunted down and attacked a human target in Libya, according to a report from the UN Security Council's Panel of Experts on Libya, published in March 2021. This may have been the first time an autonomous killer robot armed with lethal weaponry attacked human beings. In May 2021 Israel conducted an AI-guided combat drone swarm attack in Gaza. In the Russo-Ukrainian war, Ukraine has developed advanced drones with integrated artificial intelligence for a range of drone warfare purposes, including to attack infrastructure in Russia, although as of May 2026, Al Jazeera reported that humans remain in control of operation. == Ethical and legal issues == === Degree of human control === Three classifications of the degree of human control of autonomous weapon systems were laid out by Bonnie Docherty in a 2012 Human Rights Watch report. human-in-the-loop: a human must instigate the action of the weapon (in other words not fully autonomous). human-on-the-loop: a human may abort an action. human-out-of-the-loop: no human action is involved. === Standard used in US policy === Department of Defense Directive 3000.09 states that "Autonomous … weapons systems shall be designed to allow commanders and operators to exercise appropriate levels of human judgment over the use of force." However, as noted in the Bulletin of the Atomic Scientists, the policy requires that autonomous weapon systems that kill people or use kinetic force, selecting and engaging targets without further human intervention, be certified as compliant with "appropriate levels" and other standards, not that such weapon systems cannot meet these standards and are therefore forbidden. "Semi-autonomous" hunter-killers that autonomously identify and attack targets do not even require certification. Deputy Defense Secretary Robert O. Work said in 2016 that the Defense Department would "not delegate lethal authority to a machine to make a decision", but might need to reconsider this since "authoritarian regimes" may do so. In October 2016 President Barack Obama stated that early in his career he was wary of a future in which a US president making use of drone warfare could "carry on perpetual wars all over the world, and a lot of them covert, without any accountability or democratic debate". In the US, security-related AI has fallen under the purview of the National Security Commission on Artificial Intelligence since 2018. On October 31, 2019, the United States Department of Defense's Defense Innovation Board published the draft of a report outlining five principles for weaponized AI and making 12 recommendations for the ethical use of artificial intelligence by the Department of Defense that would ensure a human operator would always be able to look into the 'black box' and understand the kill-chain process. A major concern is how the report will be implemented. === Possible violations of ethics and international acts === Stuart Russell, professor of computer science from University of California, Berkeley stated the concern he has with LAWs is that his view is that it is unethical and inhumane. The main issue with this system is it is hard to distinguish between combatants and non-combatants. There is concern by some economists and legal scholars about whether LAWs would violate International Humanitarian Law, especially the principle of distinction, which requires the ability to discriminate combatants from non-combatants, and the principle of proportionality, which requires that damage to civilians be proportional to the military aim. This concern is often invoked as a reason to ban "killer robots" altogether - but it is doubtful that this concern can be an argument against LAWs that do not violate International Humanitarian Law. A 2021 report by the American Congressional Research Service states that "there are no domestic or international legal prohibitions on the development of use of LAWs," although it acknowledges ongoing talks at the UN Convention on Certain Conventional Weapons (CCW). LAWs are said by some to blur the boundaries of who is responsible for a particular killing. Philosopher Robert Sparrow argues that autonomous weapons are causally but not morally responsible, similar to child soldiers.
