    Content determination is the subtask of natural language generation (NLG) that involves deciding on the information to be communicated in a generated text. It is closely related to the task of document structuring. == Example == Consider an NLG system which summarises information about sick babies. Suppose this system has four pieces of information it can communicate The baby is being given morphine via an IV drop The baby's heart rate shows bradycardia's (temporary drops) The baby's temperature is normal The baby is crying Which of these bits of information should be included in the generated texts? == Issues == There are three general issues which almost always impact the content determination task, and can be illustrated with the above example. Perhaps the most fundamental issue is the communicative goal of the text, i.e. its purpose and reader. In the above example, for instance, a doctor who wants to make a decision about medical treatment would probably be most interested in the heart rate bradycardias, while a parent who wanted to know how her child was doing would probably be more interested in the fact that the baby was being given morphine and was crying. The second issue is the size and level of detail of the generated text. For instance, a short summary which was sent to a doctor as a 160 character SMS text message might only mention the heart rate bradycardias, while a longer summary which was printed out as a multipage document might also mention the fact that the baby is on a morphine IV. The final issue is how unusual and unexpected the information is. For example, neither doctors nor parents would place a high priority on being told that the baby's temperature was normal, if they expected this to be the case. Regardless, content determination is very important to users, indeed in many cases the quality of content determination is the most important factor (from the user's perspective) in determining the overall quality of the generated text. == Techniques == There are three basic approaches to document structuring: schemas (content templates), statistical approaches, and explicit reasoning. Schemas are templates which explicitly specify the content of a generated text (as well as document structuring information). Typically, they are constructed by manually analysing a corpus of human-written texts in the target genre, and extracting a content template from these texts. Schemas work well in practice in domains where content is somewhat standardised, but work less well in domains where content is more fluid (such as the medical example above). Statistical techniques use statistical corpus analysis techniques to automatically determine the content of the generated texts. Such work is in its infancy, and has mostly been applied to contexts where the communicative goal, reader, size, and level of detail are fixed. For example, generation of newswire summaries of sporting events. Explicit reasoning approaches have probably attracted the most attention from researchers. The basic idea is to use AI reasoning techniques (such as knowledge-based rules, planning, pattern detection, case-based reasoning, etc.) to examine the information available to be communicated (including how unusual/unexpected it is), the communicative goal and reader, and the characteristics of the generated text (including target size), and decide on the optimal content for the generated text. A very wide range of techniques has been explored, but there is no consensus as to which is most effective.

    In business analysis, the Decision Model and Notation (DMN) is a standard published by the Object Management Group. It is a standard approach for describing and modeling repeatable decisions within organizations to ensure that decision models are interchangeable across organizations. The DMN standard provides the industry with a modeling notation for decisions that will support decision management and business rules. The notation is designed to be readable by business and IT users alike. This enables various groups to effectively collaborate in defining a decision model: the business people who manage and monitor the decisions, the business analysts or functional analysts who document the initial decision requirements and specify the detailed decision models and decision logic, the technical developers responsible for the automation of systems that make the decisions. The primary goal of DMN is to offer a common notation that all business users can easily understand. This includes business analysts who develop decision requirements and models, technical developers who automate decisions, and businesspeople who manage and monitor those decisions. DMN serves as a standardized link between business decision design and implementation.[4] The DMN standard can be effectively used standalone but it is also complementary to the BPMN and CMMN standards. BPMN defines a special kind of activity, the Business Rule Task, which "provides a mechanism for the process to provide input to a business rule engine and to get the output of calculations that the business rule engine might provide" that can be used to show where in a BPMN process a decision defined using DMN should be used. DMN has been made a standard for Business Analysis according to BABOK v3. == Elements of the standard == The standard includes three main elements Decision Requirements Diagrams that show how the elements of decision-making are linked into a dependency network. Decision tables to represent how each decision in such a network can be made. Business context for decisions such as the roles of organizations or the impact on performance metrics. DMN expects that the logic of a decision will be deployed as a stateless, side-effect free Decision Service. Such a service can be invoked from a business process and the data in the process can be mapped to the inputs and outputs of the decision service. == DMN BPMN example == As mentioned, BPMN is a related OMG Standard for process modeling. DMN complements BPMN, providing a separation of concerns between the decision and the process. The example here describes a BPMN process and DMN DRD (Decision Requirements Diagram) for onboarding a bank customer. Several decisions are modeled and these decisions will direct the processes response. === New bank account process === In the BPMN process model shown in the figure, a customer makes a request to open a new bank account. The account application provides the account representative with all the information needed to create an account and provide the requested services. This includes the name, address and various forms of identification. In the next steps of the work flow, the know your customer (KYC) services are called. In the KYC services, the name and address are validated; followed by a check against the international criminal database (Interpol) and the database of persons that are 'politically exposed persons (PEP)'. The PEP is a person who is either entrusted with a prominent political position or a close relative thereof. Deposits from persons on the PEP list are potentially corrupt. This is shown as two services on the process model. Anti-money-laundering (AML) regulations require these checks before the customer account is certified. The results of these services plus the forms of identification are sent to the Certify New Account decision. This is shown as a 'rule' activity, verify account, on the process diagram. If the new customer passes certification, then the account is classified into onboarding for business retail, retail, wealth management and high-value business. Otherwise the customer application is declined. The Classify New Customer Decision classifies the customer. If the verify-account process returns a result of 'Manual' then the PEP or the Interpol check returned a close match. The account representative must visually inspect the name and the application to determine if the match is valid and accept or decline the application. === Certify new account decision === An account is certified for opening if the individual's' address is verified, and if valid identification is provided, and if the applicant is not on a list of criminals or politically exposed persons. These are shown as sub-decisions below the 'certify new account' decision. The account verification services provides a 100% match of the applicants address. For identification to be valid, the customer must provide a driver's license, passport or government issued ID. The checks against PEP and Interpol are 'fuzzy' matches and return matching score values. Scores above 85 are considered a 'match' and scores between 65 and 85 would require a 'manual' screening process. People who match either of these lists are rejected by the account application process. If there is a partial match with a score between 65 and 85, against the Interpol or PEP list then the certification is set to manual and an account representative performs a manual verification of the applicant's data. These rules are reflected in the figure below, which presents the decision table for whether to pass the provided name for the lists checks. === Client category === The client's on-boarding process is driven by what category they fall in. The same is true for the 'Classify Customer' decision. By adding or changing the business rules in the tables, one can easily change the criteria for these decisions and control the process differently. Modeling is a critical aspect of improving an existing process or business challenge. Modeling is generally done by a team of business analysts, IT personnel, and modeling experts. The expressive modeling capabilities of BPMN allows business analyst to understand the functions of the activities of the process. Now with the addition of DMN, business analysts can construct an understandable model of complex decisions. Combining BPMN and DMN yields a very powerful combination of models that work synergistically to simplify processes. == Relationship to decision mining and process mining == Automated discovery techniques that infer decision models from process execution data have been proposed as well. Here, a DMN decision model is derived from a data-enriched event log, along with the process that uses the decisions.     OpenCog is a project that aims to build an open source artificial intelligence framework. OpenCog Prime is an architecture for robot and virtual embodied cognition that defines a set of interacting components designed to give rise to human-equivalent artificial general intelligence (AGI) as an emergent phenomenon of the whole system. OpenCog Prime's design is primarily the work of Ben Goertzel while the OpenCog framework is intended as a generic framework for broad-based AGI research. Research utilizing OpenCog has been published in journals and presented at conferences and workshops including the annual Conference on Artificial General Intelligence. OpenCog is released under the terms of the GNU Affero General Public License. OpenCog is in use by more than 50 companies, including Huawei and Cisco. == Origin == OpenCog was originally based on the release in 2008 of the source code of the proprietary "Novamente Cognition Engine" (NCE) of Novamente LLC. The original NCE code is discussed in the PLN book (ref below). Ongoing development of OpenCog is supported by Artificial General Intelligence Research Institute (AGIRI), the Google Summer of Code project, Hanson Robotics, SingularityNET and others. == Components == OpenCog consists of: A graph database, dubbed the AtomSpace, that holds "atoms" (that is, terms, atomic formulas, sentences and relationships) together with their "values" (valuations or interpretations, which can be thought of as per-atom key-value databases). An example of a value would be a truth value. Atoms are globally unique, immutable and are indexed (searchable); values are fleeting and changeable. A collection of pre-defined atoms, termed Atomese, used for generic knowledge representation, such as conceptual graphs and semantic networks, as well as to represent and store the rules (in the sense of term rewriting) needed to manipulate such graphs. A collection of pre-defined atoms that encode a type subsystem, including type constructors and function types. These are used to specify the types of variables, terms and expressions, and are used to specify the structure of generic graphs containing variables. A collection of pre-defined atoms that encode both functional and imperative programming styles. These include the lambda abstraction for binding free variables into bound variables, as well as for performing beta reduction. A collection of pre-defined atoms that encode a satisfiability modulo theories solver, built in as a part of a generic graph query engine, for performing graph and hypergraph pattern matching (isomorphic subgraph discovery). This generalizes the idea of a structured query language (SQL) to the domain of generic graphical queries; it is an extended form of a graph query language. A generic rule engine, including a forward chainer and a backward chainer, that is able to chain together rules. The rules are exactly the graph queries of the graph query subsystem, and so the rule engine vaguely resembles a query planner. It is designed so as to allow different kinds of inference engines and reasoning systems to be implemented, such as Bayesian inference or fuzzy logic, or practical tasks, such as constraint solvers or motion planners. An attention allocation subsystem based on economic theory, termed ECAN. This subsystem is used to control the combinatorial explosion of search possibilities that are met during inference and chaining. An implementation of a probabilistic reasoning engine based on probabilistic logic networks. The current implementation uses the rule engine to chain together specific rules of logical inference (such as modus ponens), together with some very specific mathematical formulas assigning a probability and a confidence to each deduction. This subsystem can be thought of as a certain kind of proof assistant that works with a modified form of Bayesian inference. This includes the Loving AI project, used to demonstrate meditation techniques. == Organization and funding == In 2008, the Machine Intelligence Research Institute (MIRI), formerly called Singularity Institute for Artificial Intelligence (SIAI), sponsored several researchers and engineers. Many contributions from the open source community have been made since OpenCog's involvement in the Google Summer of Code in 2008 and 2009. Currently MIRI no longer supports OpenCog. OpenCog has received funding and support from several sources, including the Hong Kong government, Hong Kong Polytechnic University, the Jeffrey Epstein VI Foundation and Hanson Robotics. In 2013, OpenCog began providing AI solutions to Hanson Robotics, and in 2017, OpenCog became a founding member of SingularityNET. == Applications == Similar to other cognitive architectures, the main purpose is to create virtual humans, which are three dimensional avatar characters. The goal is to mimic behaviors like emotions, gestures and learning. For example, the emotion module in the software was only programmed because humans have emotions. Artificial General Intelligence can be realized if it simulates intelligence of humans.     The cerebellar model arithmetic computer (CMAC) is a type of neural network based on a model of the mammalian cerebellum. It is also known as the cerebellar model articulation controller. It is a type of associative memory. The CMAC was first proposed as a function modeler for robotic controllers by James Albus in 1975 (hence the name), but has been extensively used in reinforcement learning and also as for automated classification in the machine learning community. The CMAC is an extension of the perceptron model. It computes a function for n {\displaystyle n} input dimensions. The input space is divided up into hyper-rectangles, each of which is associated with a memory cell. The contents of the memory cells are the weights, which are adjusted during training. Usually, more than one quantisation of input space is used, so that any point in input space is associated with a number of hyper-rectangles, and therefore with a number of memory cells. The output of a CMAC is the algebraic sum of the weights in all the memory cells activated by the input point. A change of value of the input point results in a change in the set of activated hyper-rectangles, and therefore a change in the set of memory cells participating in the CMAC output. The CMAC output is therefore stored in a distributed fashion, such that the output corresponding to any point in input space is derived from the value stored in a number of memory cells (hence the name associative memory). This provides generalisation. == Building blocks == In the adjacent image, there are two inputs to the CMAC, represented as a 2D space. Two quantising functions have been used to divide this space with two overlapping grids (one shown in heavier lines). A single input is shown near the middle, and this has activated two memory cells, corresponding to the shaded area. If another point occurs close to the one shown, it will share some of the same memory cells, providing generalisation. The CMAC is trained by presenting pairs of input points and output values, and adjusting the weights in the activated cells by a proportion of the error observed at the output. This simple training algorithm has a proof of convergence. It is normal to add a kernel function to the hyper-rectangle, so that points falling towards the edge of a hyper-rectangle have a smaller activation than those falling near the centre. One of the major problems cited in practical use of CMAC is the memory size required, which is directly related to the number of cells used. This is usually ameliorated by using a hash function, and only providing memory storage for the actual cells that are activated by inputs. == One-step convergent algorithm == Initially least mean square (LMS) method is employed to update the weights of CMAC. The convergence of using LMS for training CMAC is sensitive to the learning rate and could lead to divergence. In 2004, a recursive least squares (RLS) algorithm was introduced to train CMAC online. It does not need to tune a learning rate. Its convergence has been proved theoretically and can be guaranteed to converge in one step. The computational complexity of this RLS algorithm is O(N3). == Hardware implementation infrastructure == Based on QR decomposition, an algorithm (QRLS) has been further simplified to have an O(N) complexity. Consequently, this reduces memory usage and time cost significantly. A parallel pipeline array structure on implementing this algorithm has been introduced. Overall by utilizing QRLS algorithm, the CMAC neural network convergence can be guaranteed, and the weights of the nodes can be updated using one step of training. Its parallel pipeline array structure offers its great potential to be implemented in hardware for large-scale industry usage. == Continuous CMAC == Since the rectangular shape of CMAC receptive field functions produce discontinuous staircase function approximation, by integrating CMAC with B-splines functions, continuous CMAC offers the capability of obtaining any order of derivatives of the approximate functions. == Deep CMAC == In recent years, numerous studies have confirmed that by stacking several shallow structures into a single deep structure, the overall system could achieve better data representation, and, thus, more effectively deal with nonlinear and high complexity tasks. In 2018, a deep CMAC (DCMAC) framework was proposed and a backpropagation algorithm was derived to estimate the DCMAC parameters. Experimental results of an adaptive noise cancellation task showed that the proposed DCMAC can achieve better noise cancellation performance when compared with that from the conventional single-layer CMAC. == Summary ==

    In statistics and machine learning, leakage (also known as data leakage or target leakage) refers to the use of information during model training that would not be available at prediction time. This results in overly optimistic performance estimates, as the model appears to perform better during evaluation than it actually would in a production environment. Leakage is often subtle and indirect, making it difficult to detect and eliminate. It can lead a statistician or modeler to select a suboptimal model, which may be outperformed by a leakage-free alternative. == Leakage modes == Leakage can occur at multiple stages of the machine learning workflow. Broadly, its sources can be divided into two categories: those arising from features and those arising from training examples. === Feature leakage === Feature or column-wise leakage is caused by the inclusion of columns which are one of the following: a duplicate label, a proxy for the label, or the label itself. These features, known as anachronisms, will not be available when the model is used for predictions, and result in leakage if included when the model is trained. For example, including a "MonthlySalary" column when predicting "YearlySalary"; or "MinutesLate" when predicting "IsLate". === Training example leakage === Row-wise leakage is caused by improper sharing of information between rows of data. Types of row-wise leakage include: Premature featurization; leaking from premature featurization before Cross-validation/Train/Test split (must fit MinMax/ngrams/etc on only the train split, then transform the test set) Duplicate rows between train/validation/test (for example, oversampling a dataset to pad its size before splitting; or, different rotations/augmentations of a single image; bootstrap sampling before splitting; or duplicating rows to up sample the minority class) Non-independent and identically distributed random (non-IID) data Time leakage (for example, splitting a time-series dataset randomly instead of newer data in test set using a train/test split or rolling-origin cross-validation) Group leakage—not including a grouping split column (for example, Andrew Ng's group had 100k x-rays of 30k patients, meaning ~3 images per patient. The paper used random splitting instead of ensuring that all images of a patient were in the same split. Hence the model partially memorized the patients instead of learning to recognize pneumonia in chest x-rays.) A 2023 review found data leakage to be "a widespread failure mode in machine-learning (ML)-based science", having affected at least 294 academic publications across 17 disciplines, and causing a potential reproducibility crisis. == Detection == Data leakage in machine learning can be detected through various methods, focusing on performance analysis, feature examination, data auditing, and model behavior analysis. Performance-wise, unusually high accuracy or significant discrepancies between training and test results often indicate leakage. Inconsistent cross-validation outcomes may also signal issues. Feature examination involves scrutinizing feature importance rankings and ensuring temporal integrity in time series data. A thorough audit of the data pipeline is crucial, reviewing pre-processing steps, feature engineering, and data splitting processes. Detecting duplicate entries across dataset splits is also important. For language models, the Min-K% method can detect the presence of data in a pretraining dataset. It presents a sentence suspected to be present in the pretraining dataset, and computes the log-likelihood of each token, then compute the average of the lowest K of these. If this exceeds a threshold, then the sentence is likely present. This method is improved by comparing against a baseline of the mean and variance. Analyzing model behavior can reveal leakage. Models relying heavily on counter-intuitive features or showing unexpected prediction patterns warrant investigation. Performance degradation over time when tested on new data may suggest earlier inflated metrics due to leakage. Advanced techniques include backward feature elimination, where suspicious features are temporarily removed to observe performance changes. Using a separate hold-out dataset for final validation before deployment is advisable.

All six were established in Hangzhou, They are active in artificial intelligence, robotics, gaming, and brain-computer interface technology. Hangzhou is referred to as the China’s “e-commerce capital” (电商之都). The nickname "Six Little Dragons" originated from the Chinese internet. == Background == === Chinese government investments (2002 — 2010s) === From 2002 to 2007, under Xi Jinping's leadership as party secretary of Zhejiang, provincial spending on technology research grew over four times to 28 billion RMB. The province launched "Digital Zhejiang" (数字浙江) to advance modernization and the "Eight Eight Strategy" (八八战略), focusing on eight advantages and actions to boost industrial development, including specialized industries. In 2010, Hangzhou's government started "Project Eagle" (雏鹰计划) to aid science and technology startups. The project works with incubators and accelerators to find promising tech companies and offers public funding and other help, especially for startups by graduates and returning students. The plan was made to certify over 2,000 new high-tech enterprises, initiate over 300 major tech projects, and invest more than 300 billion RMB (US$40 billion) annually. The Chinese government also renewed "Project Eagle" and to allocate 15% of industrial policy funds for future industries. Hangzhou aimed to become a center for tech startups, highlighting the "six little dragons of Hangzhou," a nickname popularized in early 2025. This group includes DeepSeek, Game Science, Unitree Robotics, Manycore Tech, BrainCo, and DEEP Robotics, companies in gaming, robotics, and software development. Earlier in 2025, DeepSeek, one of the six dragons, launched an AI system at a much lower cost than those from Silicon Valley. Since then, DeepSeek and Alibaba have produced top-performing open source AI models. Game Science launched the successful video game Black Myth: Wukong in 2024, while Unitree gained attention for their dancing robots in the 2025 annual spring gala broadcast by Chinese state media. The group was acknowledged by Chinese authorities in Hangzhou in a New Years message for local businesses in January 2025. Hangzhou’s universities were given credit for the development of Chinese technological industry. Zhejiang University alumni founded three of the "Six Little Dragons". By September 2024, the university produced 102 executives in Chinese AI start-ups, ranking third among China's top institutions. On February 20, 2025, Alibaba's Eddie Wu stated that the company would focus on artificial generative intelligence and plans significant investment in AI. The company also sought to boost foreign investment to China's "Six Little Dragons" following Alibaba's founder Jack Ma attended General Secretary of the Chinese Communist Party Xi Jinping's business symposium with corporate leaders and entrepreneurs that same month. == Challenges == China's net foreign direct investment (FDI) fell by US$168 billion in 2024, marking the largest capital flight since 1990. Foreign investment peaked at US$344 billion in 2021 but has since declined according to the State Administration of Foreign Exchange. In 2024, foreign investors put in only US$4.5 billion while Chinese firms invested US$173 billion abroad. According to interviews conducted by The New York Times, some start-up company founders believe that Chinese government's support for Hangzhou's technological sector has deterred foreign investors. Tensions with the United States led many international companies to adopt a China Plus One strategy, while Chinese firms build factories overseas to avoid potential Trump tariffs.     RuleML is a global initiative, led by a non-profit organization RuleML Inc., that is devoted to advancing research and industry standards design activities in the technical area of rules that are semantic and highly inter-operable. The standards design takes the form primarily of a markup language, also known as RuleML. The research activities include an annual research conference, the RuleML Symposium, also known as RuleML for short. Founded in fall 2000 by Harold Boley, Benjamin Grosof, and Said Tabet, RuleML was originally devoted purely to standards design, but then quickly branched out into the related activities of coordinating research and organizing an annual research conference starting in 2002. The M in RuleML is sometimes interpreted as standing for Markup and Modeling. The markup language was developed to express both forward (bottom-up) and backward (top-down) rules in XML for deduction, rewriting, and further inferential-transformational tasks. It is defined by the Rule Markup Initiative, an open network of individuals and groups from both industry and academia that was formed to develop a canonical Web language for rules using XML markup and transformations from and to other rule standards/systems.     Department of Defense Directive 3000.09 (DODD 3000.09), titled Autonomy in Weapon Systems, is the current U.S. military policy on autonomous weapons. It states: "Autonomous and semi-autonomous weapon systems will be designed to allow commanders and operators to exercise appropriate levels of human judgment over the use of force." == History == Then-Deputy Secretary of Defense Ashton Carter issued DOD's policy on autonomy in weapons systems, Department of Defense Directive (DODD) 3000.09, in November 2012. DOD updated the directive in January 2023. In February 2023, the US issued a related foreign policy proposal, Political Declaration on Responsible Military Use of Artificial Intelligence and Autonomy. == Definitions == There is no agreed definition of lethal autonomous weapon systems that is used in international fora. However, DODD 3000.09 provides definitions for different categories of autonomous weapon systems for the purposes of the U.S. military. These definitions are principally grounded in the role of the human operator with regard to target selection and engagement decisions, rather than in the technological sophistication of the weapon system. DODD 3000.09 defines LAWS as "weapon system[s] that, once activated, can select and engage targets without further intervention by a human operator." This concept of autonomy is also known as "human out of the loop" or "full autonomy." The directive contrasts LAWS with human-supervised, or "human on the loop," autonomous weapon systems, in which operators have the ability to monitor and halt a weapon's target engagement. Another category is semi-autonomous, or "human in the loop," weapon systems that "only engage individual targets or specific target groups that have been selected by a human operator." Semi-autonomous weapons include so-called "fire and forget" weapons, such as certain types of guided missiles, that deliver effects to human-identified targets using autonomous functions. The directive does not apply to autonomous or semi-autonomous cyberspace capabilities; unarmed platforms; unguided munitions; munitions manually guided by the operator (e.g., laser- or wire-guided munitions); mines; unexploded explosive ordnance; or autonomous or semi-autonomous systems that are not weapon systems, nor subject them to its guidelines. == Role of human operator == DODD 3000.09 requires that all systems, including LAWS, be designed to "allow commanders and operators to exercise appropriate levels of human judgment over the use of force." As noted in an August 2018 U.S. government white paper, "'appropriate' is a flexible term that reflects the fact that there is not a fixed, one-size-fits-all level of human judgment that should be applied to every context. What is 'appropriate' can differ across weapon systems, domains of warfare, types of warfare, operational contexts, and even across different functions in a weapon system." Furthermore, "human judgment over the use of force" does not require manual human "control" of the weapon system, as is often reported, but rather broader human involvement in decisions about how, when, where, and why the weapon will be employed. This includes a human determination that the weapon will be used "with appropriate care and in accordance with the law of war, applicable treaties, weapon system safety rules, and applicable rules of engagement." To aid this determination, DODD 3000.09 requires that "[a]dequate training, [tactics, techniques, and procedures], and doctrine are available, periodically reviewed, and used by system operators and commanders to understand the functioning, capabilities, and limitations of the system's autonomy in realistic operational conditions." The directive also requires that the weapon's human-machine interface be "readily understandable to trained operators" so they can make informed decisions regarding the weapon's use. == Weapons review process == DODD 3000.09 requires that the software and hardware of covered semi-autonomous and autonomous weapon systems, be tested and evaluated to ensure they:Function as anticipated in realistic operational environments against adaptive adversaries taking realistic and practicable countermeasures, [and] complete engagements within a timeframe and geographic area, as well as other relevant environmental and operational constraints, consistent with commander and operator intentions. If unable to do so, the systems will terminate the engagement or obtain additional operator input before continuing the engagement.Systems must also be "sufficiently robust to minimize the probability and consequences of failures." Any changes to the system's operating state—for example, due to machine learning—would require the system to go through testing and evaluation again to ensure that it has retained its safety features and ability to operate as intended. The directive also notes that "the use of AI capabilities in autonomous or semi-autonomous systems will be consistent with the DOD AI Ethical Principles." In addition to the standard weapons review process, a secondary senior-level review is required for covered autonomous and semi-autonomous systems. This review requires the Under Secretary of Defense for Policy (USD[P]), the vice chairman of the Joint Chiefs of Staff (VCJCS), and the Under Secretary of Defense for Research and Engineering (USD[R&E]) to approve the system before formal development. USD(P), VCJCS, and the Under Secretary of Defense for Acquisition and Sustainment (USD[A&S]) must then approve the system before fielding. In the event of "urgent military need," this senior-level review may be waived by the Deputy Secretary of Defense. DODD 3000.09 additionally establishes the Autonomous Weapon System Working Group—composed of representatives of USD(P); USD(R&E); USD(A&S); DOD General Counsel; the Chief Digital and AI Officer; the Director, Operational Test and Evaluation; and the chairman of the Joint Chiefs of Staff—to support and advise the senior-level review process. == Congressional notification == Per Section 251 of the FY2024 National Defense Authorization Act (NDAA; Pub. L. 118–31 (text) (PDF)), the Secretary of Defense is to notify the defense committees of any changes to DODD 3000.09 within 30 days. The Secretary is directed to provide a description of the modification and an explanation of the reasons for the modification. Section 1066 of the FY2025 NDAA (Pub. L. 118–159 (text) (PDF)) additionally requires the Secretary to "submit to the congressional defense committees a comprehensive report on the approval and deployment of lethal autonomous weapon systems by the United States," annually through December 31, 2029. L. 119–60 (menu; GPO has not yet published law)) amends the U.S. Code to require congressional notification of any waiver issued under DODD 3000.09. == AI safety == The second revision of DoDD 3000.09, effective January 25, 2023, requires that "The DoD will design and engineer AI capabilities to fulfill their intended functions while possessing the ability to detect and avoid unintended consequences, and the ability to disengage or deactivate deployed systems that demonstrate unintended behavior." == Criticism == As noted in the Bulletin of the Atomic Scientists, the policy requires that autonomous weapon systems that kill people or use kinetic force, selecting and engaging targets without further human intervention, be certified as compliant with "appropriate levels" and other standards, not that such weapon systems cannot meet these standards and are therefore forbidden.     Leading the Future is an American super PAC network focused on lobbying for policies friendly to the artificial intelligence industry. It was launched in 2025 with over $100 million from industry stakeholders including Andreessen Horowitz, OpenAI President Greg Brockman and Palantir co-founder Joe Lonsdale. The launch was preceded by talks between Collin McCune, head of government affairs at Andreessen Horowitz, and Chris Lehane, chief global affairs officer at OpenAI. Among the members of the network are the American Mission PAC, which supported Chris Gober, and the Think Big PAC, which targeted Alex Bores. Leading the Future is affiliated with the nonprofit Build American AI, which Axios describes as a dark money advocacy "offshoot" operating alongside the super PAC. NBC News states that the network’s efforts are modeled after the pro-cryptocurrency group Fairshake. Leading the Future is led by Zac Moffatt and Josh Vlasto, the latter of whom previously served as an advisor to Fairshake. In response to the creation of Leading the Future, former members of Congress Brad Carson and Chris Stewart co-founded the super PAC network Public First, aiming to counter the group’s influence. In April 2026, an investigation by Model Republic linked Leading the Future to The Wire By Acutus, an automated news website that allegedly used AI agents posing as human journalists to solicit interviews. The site's content was found to closely mirror the PAC's deregulatory policy goals while targeting researchers and advocates skeptical of rapid AI development. In May 2026, Wired revealed that Build American AI used a "dark money" campaign to pay TikTok and Instagram influencers $5,000 per video to promote scripted narratives framing Chinese AI as a "national security threat." According to internal documents and staff at the marketing agency managing the project, the campaign's explicit goal was to "subtly shift public debate" toward the deregulation of AI industries while intentionally avoiding technical discussions regarding AI quality or safety. During the 2026 primary season Leading the Future went on to endorse several candidates in both Democratic and Republican races with several of them going on to win.

    Cleverpath AION Business Rules Expert (formerly Platinum AIONDS, and before that Trinzic AIONDS, and originally Aion) is an expert system and Business rules engine owned by Computer Associates by 2000. == History == The product was created around 1986 as "Aion" by the Aion company. In its initial release Aion was multi-platform and continues to be deliverable to the PC, Unixs, and Mainframe computer's. In addition it ties in seamlessly with a variety of databases including Oracle, Microsoft SQL Server, and ODBC. Aion was founded by Harry Reinstein, Larry Cohn, Garry Hallee, Scott Grinis, and others. From Scott Grinis's bio: Scott founded Aion, a company that developed expert systems and whose advanced inference engine and object technology were used by financial services and insurance firms to develop risk-scoring and underwriting applications. Harry Reinstein was quoted as saying: “Our biggest competitor was not AICorp, it was COBOL” Trinzic owned AION by 1993. A reference in a 1993 announcement indicates that Trinzic's formation was the result of a merger (paraphased): Trinzic set three development initiatives shortly after its formation from the merger of Aion Corp. and AICorp. The other initiatives -- adding SQL extensions to Aion/DS and evaluating the unbundling of some of that product's object-oriented programming capabilities -- are still active. Writing in 1993 Judith Hodges and Deborah Melewski give the date for the merger: Two rival artificial intelligence software vendors -- AICorp, Inc. and Aion Corp. -- merged in September 1992 to form Trinzic Corp. As part of the merger, redundant jobs were eliminated (20% of the combined work force), leaving a total work force of 245 employees worldwide. The new firm also boasted a combined installed base of more than 1,200 sites representing more than 10,000 software licenses. Although in the merger, technically AICorp bought Aion, as AICorp was a public company and Aion was still private, the reality was that Aion's leadership and technology subsumed AICorp's. Jim Gagnard, the CEO of Aion, became CEO of Trinzic and AICorp's flagship product, KBMS, was discontinued, while the Aion Development System continued to be enhanced and KBMS customers were assisted in converting to AIONDS, under the continued technical leadership of Garry Hallee and Scott Grinis. On August 1, 1994 Trinzic released version 6.4 of AIONDS saying, in part: Trinzic Corp., Palo Alto, Calif., has unveiled The Aion Development System (AionDS) Version 6.4, an upgrade to the company's development environment for building business process automation applications. Version 6.4 provides a visual development environment for Microsoft Windows or OS/2 PM applications using business rules. At one point an Aion expert system application written by Covia, LLC existed to do airport gate assignment. Colossus, a computer program, developed by Computer Sciences Corporation is the insurance industry’s leading expert system for assisting adjusters in the evaluation of bodily injury claims (aka "pain and suffering"). Currently PhyCV has three algorithms, Phase-Stretch Transform (PST) and Phase-Stretch Adaptive Gradient-Field Extractor (PAGE), and Vision Enhancement via Virtual diffraction and coherent Detection (VEViD). All algorithms have CPU and GPU versions. PhyCV is now available on GitHub and can be installed from pip. == History == Algorithms in PhyCV are inspired by the physics of the photonic time stretch (a hardware technique for ultrafast and single-shot data acquisition). PST is an edge detection algorithm that was open-sourced in 2016 and has 800+ stars and 200+ forks on GitHub. PAGE is a directional edge detection algorithm that was open-sourced in February, 2022. PhyCV was originally developed and open-sourced by Jalali-Lab @ UCLA in May 2022. In the initial release of PhyCV, the original open-sourced code of PST and PAGE is significantly refactored and improved to be modular, more efficient, GPU-accelerated and object-oriented. VEViD is a low-light and color enhancement algorithm that was added to PhyCV in November 2022. == Background == === Phase-Stretch Transform (PST) === Phase-Stretch Transform (PST) is a computationally efficient edge and texture detection algorithm with exceptional performance in visually impaired images. The algorithm transforms the image by emulating propagation of light through a device with engineered diffractive property followed by coherent detection. It has been applied in improving the resolution of MRI image, extracting blood vessels in retina images, dolphin identification, and waste water treatment, single molecule biological imaging, and classification of UAV using micro Doppler imaging. === Phase-Stretch Adaptive Gradient-Field Extractor (PAGE) === Phase-Stretch Adaptive Gradient-Field Extractor (PAGE) is a physics-inspired algorithm for detecting edges and their orientations in digital images at various scales. The algorithm is based on the diffraction equations of optics. Metaphorically speaking, PAGE emulates the physics of birefringent (orientation-dependent) diffractive propagation through a physical device with a specific diffractive structure. The propagation converts a real-valued image into a complex function. Related information is contained in the real and imaginary components of the output. The output represents the phase of the complex function. === Vision Enhancement via Virtual diffraction and coherent Detection (VEViD) === Vision Enhancement via Virtual diffraction and coherent Detection (VEViD) an efficient and interpretable low-light and color enhancement algorithm that reimagines a digital image as a spatially varying metaphoric light field and then subjects the field to the physical processes akin to diffraction and coherent detection. The term “Virtual” captures the deviation from the physical world. The light field is pixelated and the propagation imparts a phase with an arbitrary dependence on frequency which can be different from the quadratic behavior of physical diffraction. VEViD can be further accelerated through mathematical approximations that reduce the computation time without appreciable sacrifice in image quality. A closed-form approximation for VEViD which we call VEViD-lite can achieve up to 200 FPS for 4K video enhancement. == PhyCV on the Edge == Featuring low-dimensionality and high-efficiency, PhyCV is ideal for edge computing applications. In this section, we demonstrate running PhyCV on NVIDIA Jetson Nano in real-time. === NVIDIA Jetson Nano Developer Kit === NVIDIA Jetson Nano Developer Kit is a small- sized and power-efficient platform for edge computing applications. It is equipped with an NVIDIA Maxwell architecture GPU with 128 CUDA cores, a quad-core ARM Cortex-A57 CPU, 4GB 64-bit LPDDR4 RAM, and supports video encoding and decoding up to 4K resolution. Jetson Nano also offers a variety of interfaces for connectivity and expansion, making it ideal for a wide range of AI and IoT applications. In our setup, we connect a USB camera to the Jetson Nano to acquire videos and demonstrate using PhyCV to process the videos in real-time. === Real-time PhyCV on Jetson Nano === We use the Jetson Nano (4GB) with NVIDIA JetPack SDK version 4.6.1, which comes with pre- installed Python 3.6, CUDA 10.2, and OpenCV 4.1.1. We further install PyTorch 1.10 to enable the GPU accelerated PhyCV. We demonstrate the results and metrics of running PhyCV on Jetson Nano in real-time for edge detection and low-light enhancement tasks. For 480p videos, both operations achieve beyond 38 FPS, which is sufficient for most cameras that capture videos at 30 FPS. For 720p videos, PhyCV low-light enhancement can operate at 24 FPS and PhyCV edge detection can operate at 17 FPS. == Highlights == === Modular Code Architecture === The code in PhyCV has a modular design which faithfully follows the physical process from which the algorithm was originated. Both PST and PAGE modules in the PhyCV library emulate the propagation of the input signal (original digital image) through a device with engineered diffractive property followed by coherent (phase) detection. The dispersive propagation applies a phase kernel to the frequency domain of the original image. This process has three steps in general, loading the image, initializing the kernel and applying the kernel. In the implementation of PhyCV, each algorithm is represented as a class in Python and each class has methods that simulate the steps described above. The modular code architecture follows the physics behind the algorithm. Please refer to the source code on GitHub for more details. === GPU Acceleration === PhyCV supports GPU acceleration. The GPU versions of PST and PAGE are built on PyTorch accelerated by the CUDA toolkit. The acceleration is beneficial for applying the algorithms in real-time image video processing and other deep learning tasks. The running time per frame of PhyCV algorithms on CPU (Intel i9-9900K) and GPU (NVIDIA TITAN RTX) for videos at different resolutions are shown below. Note that the PhyCV low-light enhancement operates in the HSV color space, so the running time also includes RGB to HSV conversion. However, for all running times using GPUs, we ignore the time of moving data from CPUs to GPUs and count the algorithm operation time only. == Installation and Examples == Please refer to the GitHub README file for a detailed technical documentation. == Current Limitations == === I/O (Input/Output) Bottleneck for Real-time Video Processing === When dealing with real-time video streams from cameras, the frames are captured and buffered in CPU and have to be moved to GPU to run the GPU-accelerated PhyCV algorithms. This process is time-consuming and it is a common bottleneck for real-time video-processing algorithms. === Lack of Parameter Adaptivity for Different Images === Currently, the parameters of PhyCV algorithms have to be manually tuned for different images. Although a set of pre-selected parameters work relatively well for a wide range of images, the lack of parameter adaptivity for different images remains a limitation for now.

    Johns Hopkins Beast

    The Johns Hopkins Beast was a mobile automaton, an early pre-robot, built in the 1960s at the Johns Hopkins University Applied Physics Laboratory. The machine had a rudimentary intelligence and the ability to survive on its own. As it wandered through the white halls of the laboratory, it would seek black wall outlets. When it found one it would plug in and recharge. The robot was cybernetic. It did not use a computer. Its control circuitry consisted of dozens of transistors controlling analog voltages. It used photocell optics and sonar to navigate. The 2N404 transistors were used to create NOR logic gates that implemented the Boolean logic to tell it what to do when a specific sensor was activated. The 2N404 transistors were also used to create timing gates to tell it how long to do something. 2N1040 Power transistors were used to control the power to the motion treads, the boom, and the charging mechanism. The original sensors in Mod I were physical touch only. The wall socket was detected by physical switches on the arm that followed the wall. Once detected, two electrical prongs were extended until they entered the wall socket and made the electrical connection to charge the vehicle. The stairway, doors, and pipes on the hall wall were also detected by physical switches and recognized by appropriate logic. The sonar guidance system was developed for Mod I and improved for Mod II. It used two ultrasonic transducers to determine distance, location within the halls, and obstructions in its path. This provided "The Beast" with bat-like guidance. At this point, it could detect obstructions in the hallway, such as people. Once an obstruction was detected, the Beast would slow down and then decide whether to stop or divert around the obstruction. It could also ultrasonically recognize the stairway and doorways to take appropriate action. An optical guidance system was added to Mod II. This provided, among other capabilities, the ability to optically identify the black wall sockets that contrasted with the white wall. Inbenta provides natural language processing and semantic search through artificial intelligence. == History == Inbenta raised $12 Million in their Series B funding round to extend the reach of their artificial intelligence for business solutions. In 2023 Inbenta's new chief executive officer Melissa Solis moved Inbenta's headquarters to One Bethany West in Allen, Texas from Foster City, California. == Controversy == On 23 June 2018, Ticketmaster UK identified malicious software on a customer support product hosted by Inbenta Technologies, compromising personal data and payment details for thousands of Ticketmaster customers. Three days later, Inbenta's CEO Issued a message about the incident to convey the full scope of the breach. Also on its FAQ section, Inbenta claimed that "After a careful analysis of all clues and snapshots from our systems, the technical team at Inbenta discovered that the script had been implemented on the payment page. We were unaware of this, and would have advised against doing so had we known, as it presents a point of vulnerability". On November 13, 2020, the Information Commissioner's Office fined Ticketmaster UK Limited £1.25 million for failing to protect customers' payment details. According to the ICO, "It was because of Ticketmaster's business decision to include the [Inbenta] chat bot on its payment page that the chat bot was able to unlawfully process the personal data of customers."
