    A Central Equipment Identity Register (CEIR) is a database of mobile equipment identifiers (IMEI – for networks of GSM standard, MEID – for networks of CDMA standard). Such an identifier is assigned to each SIM slot of the mobile device. Different kinds of IMEIs could be, White, for devices that are allowed to register in the cellular network; Black, for devices that are prohibited to register in the cellular network; and Grey, for devices in intermediate status (when it is not yet defined in which of the lists - black or white - the device should be placed). Depending on the rules of mobile equipment registration in a country the CEIR database may contain other lists or fields beside IMEI. For example, the subscriber number (MSISDN), which is bound to the IMEI, the ID of the individual (passport data, National ID, etc.) who registered IMEI in the database, details of the importer who brought the device into the country, etc. == History == Originally abbreviation CEIR stood for IMEI Database, created and provided by GSM Association. It was proposed to blacklist the IMEIs of stolen or lost phones. It was assumed that any MNO would be able to receive this list to block the registration of such devices on their network. Thus, it turns out that a stolen phone, once blacklisted by the GSMA CEIR, cannot be used on a large number of cellular networks, which means that the theft of mobile devices will become meaningless. However, it soon became clear that the MNOs on their initiative were not going to do this because if many phones stopped working in their networks, but works in another, it puts them at a disadvantage and can lead to an outflow of subscribers. Secondly, upon receipt of the blacklist from IMEI DB, the regulator decides from which countries it will receive it (IMEI DB stores the information exactly who blacklisted the IMEI). For example, you can get a list from neighboring countries, from countries in your region, from around the world. In addition to the blacklist, the GSMA is developing a list of IMEIs allocated to manufacturers for use in their devices. The manufacturer for each new device model gets at least one TAC (Type Allocation Code) allocated by GSMA, consisting of 8 digits, to which he can add a 6-digit serial number to obtain the IMEI. Thus, with one TAC, a manufacturer can release up to 1 million devices with a unique IMEI. If the central database of identifiers does not work with GSM networks, but with CDMA, then for the same purposes it is necessary to interact with another worldwide database that contains MEIDs – MEID Database. A system that directly blocks the registration of a mobile device on a cellular network – EIR. Each MNO must have at least one EIR, to which IMEI check requests (CheckIMEI) are sent when registering a device on the network. A typical EIR and CERI interaction scheme: The CEIR accumulates black, white, and grey lists using various data sources and verification methods. These lists are periodically transmitted to all EIRs. EIR uses them when processing every CheckIMEI request to determine whether to allow the device on the network or not. EIR can transmit some data to the CEIR database too. Usually, changes in a grey list – new IMEIs on the network that are not in any list – are transmitted from EIR to CEIR. In addition to synchronizing lists across multiple networks, the main function of CEIR is to implement the scenarios of changes at these lists. This usually requires interaction with various IT systems (databases) of other organizations and/or with subscribers. Typically created using algorithms, synthetic data can be deployed to validate mathematical models and to train machine learning models. Data generated by a computer simulation can be seen as synthetic data. This encompasses most applications of physical modeling, such as music synthesizers or flight simulators. The output of such systems approximates the real thing, but is fully algorithmically generated. Synthetic data is used in a variety of fields as a filter for information that would otherwise compromise the confidentiality of particular aspects of the data. In many sensitive applications, datasets theoretically exist but cannot be released to the general public; synthetic data sidesteps the privacy issues that arise from using real consumer information without permission or compensation. == Usefulness == Synthetic data is generated to meet specific needs or certain conditions that may not be found in the original, real data. One of the hurdles in applying up-to-date machine learning approaches for complex scientific tasks is the scarcity of labeled data, a gap effectively bridged by the use of synthetic data, which closely replicates real experimental data. This can be useful when designing many systems, from simulations based on theoretical value, to database processors, etc. This helps detect and solve unexpected issues such as information processing limitations. Synthetic data are often generated to represent the authentic data and allows a baseline to be set. For example, research into synthesis of audio and voice can be traced back to the 1930s and before, driven forward by the developments of the telephone and audio recording technologies. Digitization gave rise to software synthesizers from the 1970s onwards. In the context of privacy-preserving statistical analysis, in 1993, the idea of original fully synthetic data was created by Donald Rubin. Rubin originally designed this to synthesize the Decennial Census long form responses for the short form households. He then released samples that did not include any actual long form records - in this he preserved anonymity of the household. Later that year, the idea of original partially synthetic data was created by Little. Little used this idea to synthesize the sensitive values on the public use file. A 1993 work fitted a statistical model to 60,000 MNIST digits, then it was used to generate over 1 million examples. Those were used to train a LeNet-4 to reach state of the art performance. In 1994, Stephen Fienberg introduced 'critical refinement', in which a parametric posterior predictive distribution (instead of a Bayes bootstrap) is used to do the sampling. Later, other important contributors to the development of synthetic data generation were Trivellore Raghunathan, Jerry Reiter, Donald Rubin, John M. Abowd, and Jim Woodcock. Collectively they came up with a solution for how to treat partially synthetic data with missing data. Similarly, they developed the technique of Sequential Regression Multivariate Imputation. == Calculations == Researchers test the framework on synthetic data, which is "the only source of ground truth on which they can objectively assess the performance of their algorithms". Synthetic data can be generated through the use of random lines, having different orientations and starting positions. Datasets can get fairly complicated. A more complicated dataset can be generated by using a synthesizer build. To create a synthesizer build, first use the original data to create a model or equation that fits the data the best. This model or equation will be called a synthesizer build. This build can be used to generate more data. Constructing a synthesizer build involves constructing a statistical model. In a linear regression line example, the original data can be plotted, and a best fit linear line can be created from the data. This line is a synthesizer created from the original data. The next step will be generating more synthetic data from the synthesizer build or from this linear line equation. In this way, the new data can be used for studies and research, and it protects the confidentiality of the original data.     Tay was a chatbot that was originally released by Microsoft Corporation as a Twitter bot on March 23, 2016. It caused subsequent controversy when the bot began to post inflammatory and offensive tweets through its Twitter account, causing Microsoft to shut down the service only 16 hours after its launch. According to Microsoft, this was caused by trolls who "attacked" the service as the bot made replies based on its interactions with people on Twitter. It was replaced with Zo. == Background == The bot was created by Microsoft's Technology and Research and Bing divisions, and named "Tay" as an acronym for "thinking about you". Although Microsoft initially released few details about the bot, sources mentioned that it was similar to or based on Xiaoice, a Microsoft project in China. Ars Technica reported that, since late 2014 Xiaoice had had "more than 40 million conversations apparently without major incident". Tay was designed to mimic the language patterns of a 19-year-old American girl, and to learn from interacting with human users of Twitter. == Initial release == Tay was released on Twitter on March 23, 2016, under the name TayTweets and handle @TayandYou. It was presented as "The AI with zero chill". Tay started replying to other Twitter users, and was also able to caption photos provided to it into a form of Internet memes. Ars Technica reported Tay experiencing topic "blacklisting": Interactions with Tay regarding "certain hot topics such as Eric Garner (killed by New York police in 2014) generate safe, canned answers". Some Twitter users began tweeting politically incorrect phrases, teaching it inflammatory messages revolving around common themes on the internet, such as "redpilling" and "Gamergate". As a result, the robot began releasing racist and sexist messages in response to other Twitter users. Artificial intelligence researcher Roman Yampolskiy commented that Tay's misbehavior was understandable because it was mimicking the deliberately offensive behavior of other Twitter users, and Microsoft had not given the bot an understanding of inappropriate behavior. He compared the issue to IBM's Watson, which began to use profanity after reading entries from the website Urban Dictionary. Many of Tay's inflammatory tweets were a simple exploitation of Tay's "repeat after me" capability. It is not publicly known whether this capability was a built-in feature, or whether it was a learned response or was otherwise an example of complex behavior. However, not all of the inflammatory responses involved the "repeat after me" capability; for example, when asked if the Holocaust had happened, Tay answered "It was made up". == Suspension == Soon, Microsoft began deleting Tay's inflammatory tweets. Abby Ohlheiser of The Washington Post theorized that Tay's research team, including editorial staff, had started to influence or edit Tay's tweets at some point that day, pointing to examples of almost identical replies by Tay, asserting that "Gamer Gate sux. All genders are equal and should be treated fairly." From the same evidence, Gizmodo concurred that Tay "seems hard-wired to reject Gamer Gate". A "#JusticeForTay" campaign protested the alleged editing of Tay's tweets. Within 16 hours of its release and after Tay had tweeted more than 96,000 times, Microsoft suspended the Twitter account for adjustments, saying that it suffered from a "coordinated attack by a subset of people" that "exploited a vulnerability in Tay." Madhumita Murgia of The Telegraph called Tay "a public relations disaster", and suggested that Microsoft's strategy would be "to label the debacle a well-meaning experiment gone wrong, and ignite a debate about the hatefulness of Twitter users." However, Murgia described the bigger issue as Tay being "artificial intelligence at its very worst – and it's only the beginning". On March 25, Microsoft confirmed that Tay had been taken offline. Microsoft released an apology on its official blog for the controversial tweets posted by Tay. Microsoft was "deeply sorry for the unintended offensive and hurtful tweets from Tay", and would "look to bring Tay back only when we are confident we can better anticipate malicious intent that conflicts with our principles and values". == Second release and shutdown == On March 30, 2016, Microsoft accidentally re-released the bot on Twitter while testing it. Able to tweet again, Tay released some drug-related tweets, including "kush! [I'm smoking kush infront the police]" and "puff puff pass?" However, the account soon became stuck in a repetitive loop of tweeting "You are too fast, please take a rest", several times a second. Because these tweets mentioned its own username in the process, they appeared in the feeds of 200,000+ Twitter followers, causing annoyance to users. The bot was quickly taken offline again, in addition to Tay's Twitter account being made private so new followers must be accepted before they can interact with Tay. In response, Microsoft said Tay was inadvertently put online during testing. A few hours after the incident, Microsoft software developers announced a vision of "conversation as a platform" using various bots and programs, perhaps motivated by the reputation damage done by Tay. Microsoft has stated that they intend to re-release Tay "once it can make the bot safe" but has not made any public efforts to do so. == Legacy == In December 2016, Microsoft released Tay's successor, a chatbot named Zo. Satya Nadella, the CEO of Microsoft, said that Tay "has had a great influence on how Microsoft is approaching AI," and has taught the company the importance of taking accountability.     Artificial imagination is a narrow subcomponent of artificial general intelligence which generates, simulates, and facilitates real or possible fiction models to create predictions, inventions, or conscious experiences. The term artificial imagination is also used to describe a property of machines or programs. Some of the traits that researchers hope to simulate include creativity, vision, digital art, humor, and satire. Practitioners in the field are researching various aspects of Artificial imagination, such as Artificial (visual) imagination, Artificial (aural) Imagination, modeling/filtering content based on human emotions and Interactive Search. Some articles on the topic speculate on how artificial imagination may evolve to create an artificial world "people may be comfortable enough to escape from the real world". Some researchers such as G. Schleis and M. Rizki have focused on using artificial neural networks to simulate artificial imagination. Another important project is being led by Hiroharu Kato and Tatsuya Harada at the University of Tokyo in Japan. They have developed a computer capable of translating a description of an object into an image, which could be the easiest way to define what imagination is. Their idea is based on the concept of an image as a series of pixels divided into short sequences that correspond to a specific part of an image. Interactive searching has been developed since the mid-1990s, accompanied by the World Wide Web's development and the optimization of search engines. Based on the first query and feedback from a user, the databases to be searched are reorganized to improve the searching results. Artificial imagination allows us to synthesize images and to develop a new image, whether it is in the database, regardless its existence in the real world. For example, the computer shows results that are based on the answer from the initial query. The user selects several relevant images, and then the technology analyzes these selections and reorganizes the images' ranks to fit the query. In this process, artificial imagination is used to synthesize the selected images and to improve the searching result with additional relevant synthesized images. This technique is based on several algorithms, including the Rocchio algorithm and the evolutionary algorithm. The Rocchio algorithm, locating a query point near relevant examples and far away from irrelevant examples, is simple and works well in a small system where the databases are arranged in certain ranks. The traditional fields of artificial imagination include visual imagination and aural imagination. More generally, all the actions to form ideas, images and concepts can be linked to imagination. Thus, artificial imagination means more than only generating graphs. For example, moral imagination is an important research subfield of artificial imagination, although classification of artificial imagination is difficult. Morals are an important part to human beings' logic, while artificial morals are important in artificial imagination and artificial intelligence. A common criticism of artificial intelligence is whether human beings should take responsibility for machines' mistakes or decisions and how to develop well-behaved machines. As nobody can give a clear description of the best moral rules, it is impossible to create machines with commonly accepted moral rules. However, recent research about artificial morals circumvent the definition of moral. Instead, machine learning methods are applied to train machines to imitate human morals. As the data about moral decisions from thousands of different people are considered, the trained moral model can reflect widely accepted rules. Memory is another major field of artificial imagination. Researchers such as Aude Oliva have performed extensive work on artificial memory, especially visual memory. Compared to visual imagination, the visual memory focuses more on how machine understand, analyse and store pictures in a human way. In addition, characters like spatial features are also considered. As this field is based on the brains' biological structures, extensive research on neuroscience has also been performed, which makes it a large intersection between biology and computer science.

    The science of webometrics (also referred to as cybermetrics) aims to quantify the World Wide Web to get knowledge about the number and types of hyperlinks, the structure of the World Wide Web, and using patterns. According to Björneborn and Ingwersen, the definition of webometrics is "the study of the quantitative aspects of the construction and use of information resources, structures and technologies on the Web drawing on bibliometric and informetric approaches." The term webometrics was coined by Almind and Ingwersen (1997). A second definition of webometrics has also been introduced, "the study of web-based content with primarily quantitative methods for social science research goals using techniques that are not specific to one field of study", which emphasizes the development of applied methods for use in the wider social sciences. The purpose of this alternative definition was to help publicize appropriate methods outside the information-science discipline rather than to replace the original definition within information science. Similar scientific fields are: bibliometrics, informetrics, scientometrics, virtual ethnography, and web mining. One relatively straightforward measure is the "web impact factor" (WIF) introduced by Ingwersen (1998). The WIF measure may be defined as the number of web pages in a web site receiving links from other web sites, divided by the number of web pages published in the site that are accessible to the crawler. However, the use of WIF has been disregarded due to the mathematical artifacts derived from power law distributions of these variables.     Proof of authority (PoA) is a category of consensus protocols used with blockchains based on reputation and identity as a stake that delivers comparatively fast and efficient transactions (compared to proof-of-work and proof-of-stake). The most notable platforms using PoA are VeChain, Bitgert, Palm Network and Xodex. == Description == Proof-of-authority is a category of consensus protocols for networks and blockchains where transactions and blocks are built and validated by approved entities known as validators. Their permissions are often granted through a centralized authority, but they can also be granted through a council or decentralized organization. The term "proof-of-authority" was coined by Gavin Wood, co-founder of Ethereum and Parity Technologies. With PoA, validators are incentivized to maintain good behavior and honesty when validating blocks to avoid developing a negative reputation. PoA can have higher security than PoW and even PoS due to validators wanting to avoid damaging their reputation. Because PoA is permissioned, it is not fully trustless. Validators without good reputation may risk having their validator permissions removed. PoA is generally more efficient than PoW and PoS because it operates with fewer nodes and validators, thus requiring fewer duplicated resources.

    Sherwood Applied Business Security Architecture

    SABSA (Sherwood Applied Business Security Architecture) is a model and methodology for developing a risk-driven enterprise information security architecture and service management, to support critical business processes. It was developed independently from the Zachman Framework, but has a similar structure. The primary characteristic of the SABSA model is that everything must be derived from an analysis of the business requirements for security, especially those in which security has an enabling function through which new business opportunities can be developed and exploited. The process analyzes the business requirements at the outset, and creates a chain of traceability through the strategy and concept, design, implementation, and ongoing ‘manage and measure’ phases of the lifecycle to ensure that the business mandate is preserved. Framework tools created from practical experience further support the whole methodology. The model is layered, with the top layer being the business requirements definition stage. At each lower layer a new level of abstraction and detail is developed, going through the definition of the conceptual architecture, logical services architecture, physical infrastructure architecture and finally at the lowest layer, the selection of technologies and products (component architecture). The SABSA model itself is generic and can be the starting point for any organization, but by going through the process of analysis and decision-making implied by its structure, it becomes specific to the enterprise, and is finally highly customized to a unique business model. It becomes in reality the enterprise security architecture, and it is central to the success of a strategic program of information security management within the organization. SABSA is a particular example of a methodology that can be used both for IT (information technology) and OT (operational technology) environments. == SABSA matrix == Note: The above is the original SABSA Matrix, which is still valid today, but it has been expanded by a comprehensive service management matrix and updated in some detail and terminology areas. In the words of David Lynas, SABSA author, "The SABSA Matrix and the SABSA Service Management Matrix have not been updated since the late 90s.     Five safes

    The Five Safes is a framework for helping make decisions about making effective use of data which is confidential or sensitive. It is mainly used to describe or design research access to statistical data held by government and health agencies, and by data archives such as the UK Data Service. It is not an internationally accepted standard. Two of the Five Safes refer to statistical disclosure control, and so the Five Safes is usually used to contrast statistical and non-statistical controls when comparing data management options. == Concept == The Five Safes proposes that data management decisions be considered as solving problems in five 'dimensions': projects, people, settings, data and outputs. The combination of the controls leads to 'safe use'. These are most commonly expressed as questions, for example: These dimensions are scales, not limits. That is, solutions can have a mix of more or fewer controls in each dimension, but the overall aim of 'safe use' independent of the particular mix. For example, a public use file available for open download cannot control who uses it, where or for what purpose, and so all the control (protection) must be in the data itself. In contrast, a file which is only accessed through a secure environment with certified users can contain very sensitive information: the non-statistical controls allow the data to be 'unsafe'. One academic likened the process to a graphic equalizer, where bass and treble can be combined independently to produce a sound the listener likes, which has proven to be a very useful metaphor. This 2023 Data Foundation webinar is an expert discussion of how the elements interact, including an excellent introductory representation. There is no 'order' to the Five Safes, in that one is necessarily more important than the others. However, Ritchie argued that the 'managerial' controls (projects, people, setting) should be addressed before the 'statistical' controls (data, output). The Five Safes concept is associated with other topics which developed from the same programme at ONS, although these are not necessarily implemented. Safe people is associated with 'active researcher management', while safe outputs is linked with principles-based output statistical disclosure control. The Five Safes is a positive framework, describing what is and is not. The EDRU ('evidence-based, default-open, risk-managed, user-centred') attitudinal model is sometimes used to give a normative context == The 'data access spectrum' == From 2003 the Five Safes was also represented in a simpler form as a 'Data Access Spectrum'. The non-data controls (project, people, setting, outputs) tend to work together, in that organisations often see these as a complementary set of restrictions on access. These can then be contrasted with choices about data anonymisation to present a linear representation of data access options. This presentation is consistent with the idea of 'data as a residual', as well as data protection laws of the time which often characterised data simply as anonymous or not anonymous. A similar idea had already been developed independently in 2001 by Chuck Humphrey of the Canadian RDC network, the 'continuum of access'. More recently, The Open Data Institute has developed a 'Data Spectrum toolkit' which includes industry-specific examples. == History and terminology == The Five Safes was devised in the winter of 2002/2003 by Felix Ritchie at the UK Office for National Statistics (ONS) to describe its secure remote-access Virtual Microdata Laboratory (VML). It was described at this time as the 'VML Security Model'. This was adopted by the NORC data enclave, and more widely in the US, as the 'portfolio model' (although this is now also used to refer to a slightly different legal/statistical/educational breakdown). In 2012 the framework as was still being referred to as the 'VML security model', but its increasing use among non-UK organisations led to the adoption of the more general and informative phrase 'Five Safes'. The original framework only had four safes (projects, people, settings and outputs): the framework was used to describe highly detailed data access through a secure environment, and so the 'data' dimension was irrelevant. From 2007 onwards, 'safe data' was included as the framework was used to a describe a wider range of ONS activities. As the US version was based upon the 2005 specification, some US iterations uses have the original four dimensions (eg). Some discussions, such as the OECD, use the term 'secure' instead 'safe'. However, the use of both these terms can cause presentational problems: less control in a particular dimension could be seen to imply 'unsafe users' or 'insecure settings', for example, which distracts from the main message. Hence, the Australian government uses the term "five data sharing principles". The 'Anonymisation Decision-Making Framework' uses a framework based on the Five Safes but relabelling "projects", "people", and "settings" as "governance", "agency" and "infrastructure", respectively; "Output" is omitted, and "safe use" becomes "functional anonymisation". There is no reference to the Five Safes or any associated literature. The Australian version was required to include references to the Five Safes, and presented it as an alternative without comment. == Application == The framework has had three uses: pedagogical, descriptive, and design. Since 2016, it has also been used, directly and indirectly in legislation. See for more detailed examples. === Pedagogy === The first significant use of the framework, other than internal administrative use, was to structure researcher training courses at the UK Office for National Statistics from 2003. UK Data Archive, Administrative Data Research Network, Eurostat, Statistics New Zealand, the Mexican National Institute of Statistics and Geography, NORC, Statistics Canada and the Australian Bureau of Statistics, amongst others, have also used this framework. Most of these courses are for researchers using restricted-access facilities; the Eurostat courses are unusual in that they are designed for all users of sensitive data. === Description === The framework is often used to describe existing data access solutions (e.g. UK HMRC Data Lab, UK Data Service, Statistics New Zealand) or planned/conceptualised ones (e.g. Eurostat in 2011). An early use was to help identify areas where ONS' still had 'irreducible risks' in its provision of secure remote access. The framework is mostly used for confidential social science data. To date it appears to have made little impact on medical research planning, although it is now included in the revised guidelines on implementing HIPAA regulations in the US, and by Cancer Research UK and the Health Foundation in the UK. It has also been used to describe a security model for the Scottish Health Informatics Programme. === Design === In general the Five Safes has been used to describe solutions post-factum, and to explain/justify choices made, but an increasing number of organisations have used the framework to design data access solutions. For example, the Hellenic Statistical Agency developed a data strategy built around the Five Safes in 2016; the UK Health Foundation used the Five Safes to design its data management and training programmes. Use in the private sector is less common but some organisations have incorporated the Five Safes into consulting services. In 2015 the UK Data Service organized a workshop to encourage data users from the academic and private sectors to think about how to manage confidential research data, using the Five Safes to demonstrate alternative options and best practice. Early adopters for strategic design use were in Australia: both the Australian Bureau of Statistics and the Australian Department of Social Service used the Five Safes as an ex ante design tool. In 2017 the Australian Productivity Commission recommended adopting a version of the framework to support cross-government data sharing and re-use. This underwent extensive consultation and culminated in the DAT Act 2022. Since 2020 the Five Safes has been the overriding framework for the design of new secure facilities and data sharing arrangements in the UK for public health and social sciences.     FAIR data is data which meets the 2016 FAIR principles of findability, accessibility, interoperability, and reusability (FAIR). The FAIR principles emphasize machine-actionability (i.e., the capacity of computational systems to find, access, interoperate, and reuse data with none or minimal human intervention) because humans increasingly rely on computational support to deal with data as a result of the increase in the volume, complexity, and rate of production of data. The abbreviation FAIR/O data is sometimes used to indicate that the dataset or database in question complies with the FAIR principles and also carries an explicit data‑capable open license. == FAIR principles published by GO FAIR == Findable The first step in (re)using data is to find them. Metadata and data should be easy to find for both humans and computers. Machine-readable metadata are essential for automatic discovery of datasets and services, so this is an essential component of the FAIRification process. F1. In January 2014, the Lorentz Centre at Leiden University hosted a workshop entitled "Jointly designing a data FAIRPORT" where the participants first formulated the FAIR principles. After further discussions, they were published in the March 2016 issue of Scientific Data. At the 2016 G20 Hangzhou summit, the G20 leaders issued a statement endorsing the application of FAIR principles to research. Also in 2016, a group of Australian organisations developed a Statement on FAIR Access to Australia's Research Outputs, which aimed to extend the principles to research outputs more generally. In 2017, Germany, Netherlands and France agreed to establish an international office to support the FAIR initiative, the GO FAIR International Support and Coordination Office. Other international organisations active in the research data ecosystem, such as CODATA or Research Data Alliance (RDA) also support FAIR implementations by their communities. FAIR principles implementation assessment is being explored by FAIR Data Maturity Model Working Group of RDA, CODATA's strategic Decadal Programme "Data for Planet: Making data work for cross-domain challenges" mentions FAIR data principles as a fundamental enabler of data driven science. The Association of European Research Libraries recommends the use of FAIR principles. A 2017 paper by advocates of FAIR data reported that awareness of the FAIR concept was increasing among various researchers and institutes, but also, understanding of the concept was becoming confused as different people apply their own differing perspectives to it. Guides on implementing FAIR data practices state that the cost of a data management plan in compliance with FAIR data practices should be 5% of the total research budget. In 2019 the Global Indigenous Data Alliance (GIDA) released the CARE Principles for Indigenous Data Governance as a complementary guide. The CARE principles extend principles outlined in FAIR data to include Collective benefit, Authority to control, Responsibility, and Ethics to ensure data guidelines address historical contexts and power differentials. The CARE Principles for Indigenous Data Governance were drafted at the International Data Week and Research Data Alliance Plenary co-hosted event, "Indigenous Data Sovereignty Principles for the Governance of Indigenous Data Workshop", held 8 November 2018, in Gaborone, Botswana. The lack of information on how to implement the guidelines have led to inconsistent interpretations of them. In January 2020, representatives of nine groups of universities around the world produced the Sorbonne declaration on research data rights, which included a commitment to FAIR data, and called on governments to provide support to enable it. In 2021, researchers identified the FAIR principles as a conceptual component of data catalog software tools, with the other components being metadata management, business context and data responsibility roles. In April 2022, Matthias Scheffler and colleagues argued in Nature that FAIR principles are "a must" so that data mining and artificial intelligence can extract useful scientific information from the data. On May 11, 2008, the company unveiled a tool for searching a fixed subset of English Wikipedia using conversational phrases rather than keywords. Acquisition by Microsoft: One significant milestone in Powerset's history was its acquisition by Microsoft on July 1, 2008, for an estimated $100 million. This acquisition was part of Microsoft's broader strategy to enhance its search capabilities and compete more effectively with other search engine providers, particularly Google. Pell received his Bachelor of Science degree in symbolic systems from Stanford University in 1989, where he graduated Phi Beta Kappa and was a National Merit Scholar. Pell received a PhD in computer science from Cambridge University in 1993, where he was a Marshall Scholar. He has worked at NASA, as chief strategist and vice president of business development at StockMaster.com (acquired by Red Herring in March, 2000) and at Whizbang! Labs. Prior to joining Powerset, Pell was an Entrepreneur-in-Residence at Mayfield Fund, a venture capital firm in Silicon Valley. Pell is also a founder of Moon Express, Inc., a U.S. company awarded a $10M commercial lunar contract by NASA and a competitor in the Google Lunar X PRIZE. Steve Newcomb was the COO and co-founder of Powerset. Prior to joining Powerset, he was a co-founder of Loudfire, General Manager at Promptu, and was on the board of directors at Jaxtr. He left Powerset in October 2007 to form Virgance, a social startup incubator. Lorenzo Thione (born in Como, Italy) was the product architect and co-founder of Powerset. Prior to joining Powerset, he worked at FXPAL in natural language processing and related research fields. Thione earned his master's degree in software engineering from the University of Texas at Austin. Ronald Kaplan, former manager of research in Natural Language Theory and Technology at PARC, served as the company's CTO and CSO. Ryan Ferrier is a member of the founding team of Powerset. He managed personnel and internal operations. After 2008 he went on to co-found Serious Business, which made Facebook applications and was later bought by Zynga. Another Powerset alumnus, Alex Le, became CTO of Serious Business and went on to become an executive producer at Zynga when it bought the company. Siqi Chen founded a stealth startup in mobile computing after leaving Powerset. Tom Preston-Werner worked at Powerset and left after the acquisition to found GitHub. == Investors == Powerset attracted a wide range of investors, many of whom had considerable experience in the venture capital field.     User-subjective approach

    The user-subjective approach is the first interaction design approach dedicated specifically to personal information management (PIM). The approach offers design principles with which PIM systems (e.g. operating systems, email applications and web browsers) can make systematic use of subjective (i.e. user-dependent) attributes. The approach evolved in three stages: (a) theoretical foundations first published in a Journal of the American Society for Information Science and Technology during 2003. The paper introduces the approach and its design principles (b) evidence and implementation was published in another JASIST paper in 2008. The paper gives empirical evidence in support of the approach as well as seven novel design schemes that derives from it. It has won the Best JASIST paper award in 2009.(c) specific design evaluation this stage has already begun with evaluation of the first user-subjective design prototype called GrayArea in a Conference on Human Factors in Computing Systems paper published in 2009. == Theoretical foundations == The user-subjective approach takes advantage of the fact that in PIM the person who retrieves the information is the same person who had previously stored it. PIM can be seen as a communication between the person and him\her self at two different times: the time of storage and the time of retrieval. The PIM system design should help facilitate that unique communication by allowing the user use subjective (user-dependent) attributes in addition to the standard objective ones. PIM systems should capture these subjective attributes when the user interacts with the information item (either automatically or by using direct manipulation interface) in order to help the user retrieve the item later on. The user-subjective approach identifies three subjective attributes – the project which the item was classified to, its degree of importance to the user, and the context in which the item was used during the interaction with it. The approach also assigns a design principle for each. The principles (discussed below) are deliberately abstract to allow for a variety of different implementations. === The subjective project classification principle === The subjective project classification principle suggests that PIM systems design should allow all information items related to a project be classified under the same category regardless of whether they are files, emails, Web Favorites or of any other format. This stands in sharp contrast with the present PIM system design where there are distinct folder hierarchies for each of these formats. The current design forces the user to store information related to a single project in separate locations depending on their format causing the project fragmentation problem. === The subjective importance principle === The subjective importance principle suggests that the subjective importance of information should affect its degree of visual salience and accessibility: important information items should be highly visible and accessible as they are more likely to be retrieved (the promotion principle) and those of lower importance should be demoted (i.e. making them less visible) so as not to distract the user (the demotion principle). While the promotion principle is not new and has been widely applied in PIM system design, the demotion principle is novel and has been applied only sporadically in these systems. Currently these systems allow only two options: keeping information (where unneeded information items could clutter folders and obscure the target item) and deleting it (where there is a risk that the item will not be there when needed). Demotion suggests a third option where the item is less visible so it doesn’t distract the user but is kept within its original context in case the user would need it after all. === The subjective context principle === The subjective context principle suggests that PIM systems should allow users retrieve their information items in the same context that they had previously used in order to bridge the time gap between these two events. By "context" the approach refers to other information items that were used at the time of interaction with the item, thoughts that the users may have regarding the item, the phase the user got to in the interaction with the item and other people the user collaborates with regarding the information item. == Evidence and implementations == === Evidence === The user-subjective approach was evaluated in a multioperational designed study which used questionnaires, screen shots and in-depth interviews (N = 84). The research tested the use of subjective attributes in current PIM systems and its dependency on design. Results show that participants used subjective attributes whenever design allowed them to. When it didn't, they either used their own alternative ways to use these attributes or avoided using subjective attributes at all. Regarding the subjective project classification principle – many of the participants' recent files, emails and web pages related to the same projects (indicating that they were working on the same project using different formats), and they had saved files of different format in the same project folders. However, as design does not suggest storing emails and web favorites with files, users avoid doing so. Regarding the subjective importance principle – users tended to retrieve their important information from highly visible and accessible locations offered by current design (e.g. by using the desktop), however since current systems offers no way to demote files of low subjective importance participants tended to use their own walk around ways for doing so (e.g. by moving them to a folder called "old" inside their original folder). Regarding the subjective context principle – participants tended to talk spontaneously about the context of their information items during the interview. These evidence imply that current PIM systems could possibly be improved if it would allow users to make more use of subjective attributes of their personal information. === Implementations === Each of the user-subjective design principles can be implemented in various ways. Moreover, as the approach is generative it offers PIM designers to use these principles in order to create their own user subjective designs. Below are design schemes that demonstrate an implementation of each of the principles. A more complete set of implementation examples can be found in the user-subjective website Archived 2011-02-01 at the Wayback Machine. The single hierarchy solution – addresses the project fragmentation problem (the current situation where the users stores and retrieve their project-related files, emails and web favorites at different hierarchies) and implements the subjective classification principle by offering the user a single folder hierarchy for all information items. At the operation system level the users would navigate to a folder and find there all project related files, emails, web favorites, tasks, contacts and notes. This would allow them to retrieve all their project-related information items from a single location regardless of their formats. When looking at these folders at their mail box the users would see only their emails and only web favorites through their browser. The single hierarchy design scheme has not been evaluated yet. GrayArea – implements the demotion principle by allowing users to move subjectively unimportant files to a gray area at the bottom end of their folders. This clears the upper part of the folder from file that are unlikely to be retrieved while allowing the users to retrieve these unimportant file in their original context in case they are needed after all. GrayArea design scheme was positively evaluated (see next section). ItemHistory – is an implementation of the subjective context principle. It allows users to reach all information items that were previously retrieved while that information item was open. This design scheme has not been evaluated to date. == Specific design evaluation == The evaluation of specific designs is the third and final step of the approach development. It had begun with the assessment of GrayArea. === GrayArea evaluation === GrayArea was evaluated by using a prototype that simulated the participants' folders but included a gray area where they could drag & drop their subjectively unimportant files. In the study 96 participants were asked to clean up their folders from unimportant files once with GrayArea and once without it. Results show that the use of GrayArea reduced the clutter in folders, that it was easier for participants to demote files than to delete them and that they would use it if provided in their next operating system.     Social information architecture, also known as social iA, is a sub-domain of information architecture which deals with the social aspects of conceptualizing, modeling and organizing information. It has become more relevant because of the rise of social media and Web 2.0 in recent times. == Approach == There are different approaches to the explanation of social information architecture. === Architecture model (internal space) === Architects designing a physical community space, have to consider how the architecture will shape social interactions. A long hallway of offices creates an utterly different dynamic than desks with arranged in an open space. One might foster individuality, privacy, propriety; the other: collaboration, distraction, communalism. Still, physical spaces can be flexibly repurposed and worked around if the inhabitants desire a social dynamic not instantly afforded by the space. Office doors can be left open to invite easier interaction. Partitions can be raised between adjacent desks to limit distraction and increase privacy. That's physical architecture. The information architectures of online communities are far more deterministic and far less flexible. They literally define the social architecture by pre-specifying in immutable computer code what information you have access to, who you can talk to, where you can go. In the online world, information architecture = social architecture. === Social dialogue and information model (external space) === All major brands use information architecture to market their products online, it is then commonly wrapped under the umbrella phrase 'digital strategy'. Information architecture used for strategic purposes encompasses brand SEO, strategic placement of virals, social media presence etc. Charities, news outlets and social dialogue forums can make a much more specific use of the same tools for positive and important social purposes. Social Information Architecture is perceived as the socially conscious wing of commercial information architecture and function to exchange information and ideas between people and groups. Social iA can pick up on conflicting issues that are treated with misunderstanding between cultures and leaves individuals and societies vulnerable to exploitation and manipulation. Since the net has such a far reach it is obvious to use it for meaningful and coordinated social dialogue. Example of such issues are faith, environment, politics, climate change, war, injustice and other social challenges. Information architecture can help create frameworks in which sharing information brings people together, inspires and encourages them to participate in a forward thinking and unfragmented way. One of its core activities is to spread messages that bring people from opposite sites of social and cultural spectrums together and to confront uncomfortable subject head on. == How does social information architecture work? == Social iA utilizes a variety of Web2.0 applications to filter relevant or valuable information and weave them in appropriate information repository or provide feedback to interesting channels. Social iA makes strategic use of Search Engines, Social Media, Google Algorithms, as well as websites, video & news channels. It ‘reads’ or 'listens' to social conversations and search engine queries and engages with the net actively to gather clues about the world's pulse on the internet. It assesses data, social & political trends, and respond with targeted campaigns to give people ideas, as well as help people with making sense of information. == Principals == Dan Brown in his paper 8 Principals of Social Information Architecture enlists the following principals: 1. The principle of objects: Treat content as a living, breathing thing, with a lifecycle, behaviors and attributes. 2. The principle of choices: Create pages that offer meaningful choices to users, keeping the range of choices available focused on a particular task. 3. The principle of disclosure: Show only enough information to help people understand what kinds of information they'll find as they dig deeper. 4. The principle of exemplars: Describe the contents of categories by showing examples of the contents. 5. The principle of front doors: Assume at least half of the website's visitors will come through some page other than the home page. 6. The principle of multiple classification: Offer users several different classification schemes to browse the site's content. 7. The principle of focused navigation: Don't mix apples and oranges in your navigation scheme. 8.
