The science of webometrics (also referred to as cybermetrics) aims to quantify the World Wide Web to get knowledge about the number and types of hyperlinks, the structure of the World Wide Web, and using patterns. According to Björneborn and Ingwersen, the definition of webometrics is "the study of the quantitative aspects of the construction and use of information resources, structures and technologies on the Web drawing on bibliometric and informetric approaches." The term webometrics was coined by Almind and Ingwersen (1997). A second definition of webometrics has also been introduced, "the study of web-based content with primarily quantitative methods for social science research goals using techniques that are not specific to one field of study", which emphasizes the development of applied methods for use in the wider social sciences. The purpose of this alternative definition was to help publicize appropriate methods outside the information-science discipline rather than to replace the original definition within information science. Similar scientific fields are: bibliometrics, informetrics, scientometrics, virtual ethnography, and web mining. One relatively straightforward measure is the "web impact factor" (WIF) introduced by Ingwersen (1998). The WIF measure may be defined as the number of web pages in a web site receiving links from other web sites, divided by the number of web pages published in the site that are accessible to the crawler. However, the use of WIF has been disregarded due to the mathematical artifacts derived from power law distributions of these variables. Other similar indicators using size of the institution instead of number of webpages have been proved more useful.
Open Syllabus Project
The Open Syllabus Project (OSP) is an online open-source platform that catalogs and analyzes millions of college syllabi. Founded by researchers from the American Assembly at Columbia University, the OSP has amassed the most extensive collection of searchable syllabi. Since its beta launch in 2016, the OSP has collected over 7 million course syllabi from over 80 countries, primarily by scraping publicly accessible university websites. The project is directed by Joe Karaganis. == History == The OSP was formed by a group of data scientists, sociologists, and digital-humanities researchers at the American Assembly, a public-policy institute based at Columbia University. The OSP was partly funded by the Sloan Foundation and the Arcadia Fund. Joe Karaganis, former vice-president of the American Assembly, serves as the project director of the OSP. The project builds on prior attempts to archive syllabi, such as H-Net, MIT OpenCourseWare, and historian Dan Cohen's defunct Syllabus Finder website (Cohen now sits on the OSP's advisory board). The OSP became a non-profit and independent of the American Assembly in November 2019. In January 2016, the OSP launched a beta version of their "Syllabus Explorer," which they had collected data for since 2013. The Syllabus Explorer allows users to browse and search texts from over one million college course syllabi. The OSP launched a more comprehensive version 2.0 of the Syllabus Explorer in July 2019. The newer version includes an interactive visualization that displays texts as dots on a knowledge map. As of 2022, the OSP has collected over 7 million course syllabi. The Syllabus Explorer represents the "largest collection of searchable syllabi ever amassed." == Methodology == The OSP has collected syllabi data from over 80 countries dating to 2000. The syllabi stem from over 4,000 worldwide institutions. Most of the OSP's data originates from the United States. Canada, Australia, and the U.K also have large datasets. The OSP primarily collects syllabi by scraping publicly accessible university websites. The OSP also allows syllabi submissions from faculty, students, and administrators. The OSP developers use machine learning and natural language processing to extract metadata from such syllabi. Since only metadata is collected, no individual syllabus or personal identifying information is found in the OSP database. The OSP classifies the syllabi into 62 subject fields – corresponding to the U.S. Department of Education's Classification of Instructional Programs (CIP). Additionally, the OSP assigns each text a "teaching score" from 0–100. This score represents the text's percentile rank among citations in the total citation count and is a numerical indicator of the relative frequency of which a particular work is taught. The OSP also has data on which texts are most likely to be assigned together. The developers behind the OSP admit that the database is incomplete and likely contains "a fair number of errors." Karaganis estimates that 80–100 million syllabi exist in the United States alone. The OSP is unable to access syllabi behind private course-management software like Blackboard. == Notable findings == === Anthropology === Using data from the OSP, anthropologist Laurence Ralph uncovered that black anthropologists are "woefully under-represented in (if not erased from) most anthropology syllabi." Black authors wrote less than 1 percent of the top 1,000 assigned works. === Economics === The database indicates Greg Mankiw is the most frequently cited author for college economics courses. === English literature === The OSP found that Mary Shelley's Frankenstein was the most widely taught novel in college courses. Additionally, the majority of novels published after 1945 taught in English classes were historical fiction. === Female writers === The most read female writer on college campuses is Kate L. Turabian for her A Manual for Writers of Research Papers, Theses, and Dissertations . Turabian is followed by Diana Hacker, Toni Morrison, Jane Austen, and Virginia Woolf. === Film === The most assigned film according to the OSP is the 1929 Soviet documentary film, Man with a Movie Camera. English filmmaker Alfred Hitchcock is the most assigned director in college courses. === History === Historians George Brown Tindall and David Emory Shi's America: A Narrative History is the number one assigned textbook for history, followed by Anne Moody's memoir, Coming of Age in Mississippi. === Philosophy === The most assigned texts in the field of philosophy include Aristotle's Nicomachean Ethics, John Stuart Mill's Utilitarianism, and Plato's Republic. Plato's Republic was also the second most assigned text in universities in the English-speaking world (only behind Strunk and White's Elements of Style). === Physics === David Halliday's et al. Fundamentals of Physics is the number one ranked physics textbook in the OSP's database. === Political science === Data from the OSP indicates that the dominant political science texts are written almost exclusively by white men and scholars based in the West. In the top 200 most-frequently assigned works, 15 are authored by at least one woman. === Public administration === American president Woodrow Wilson's article "The Study of Administration" was the most frequently assigned text in public affairs and administration syllabi. == Reception == According to William Germano et al., the OSP is a "fascinating resource but is also prone to misrepresenting or at least distracting us from the most important business of a syllabus: communicating with students." Historian William Caferro remarks that the OSP is a "tacit experience of sharing, but a useful one." English professor Bart Beaty writes that, "Despite the many reservations about the completeness of its data, the OSP provides a rare opportunity for scholars to move beyond the anecdotal in discussions of canon-formation in teaching." Media theorist Elizabeth Losh opines that "big data approaches", like the OSP, may "raise troubling questions for instructors about informed consent, pedagogical privacy, and quantified metrics."
Active learning (machine learning)
Active learning is a special case of machine learning in which a learning algorithm can interactively query a human user (or some other information source) to label new data points with the desired outputs. The human user must possess expertise in the problem domain, including the ability to consult authoritative sources when necessary. In statistics literature, it is sometimes also called optimal experimental design. The information source is also called teacher or oracle. There are situations in which unlabeled data is abundant but manual labeling is expensive. In such a scenario, learning algorithms can actively query the teacher for labels. Since the learner chooses the examples, the number of examples to learn a concept can often be much lower than the number required in normal supervised learning. However, there is a risk that the algorithm is overwhelmed by uninformative examples. Recent developments are dedicated to multi-label active learning, hybrid active learning and active learning in a single-pass (on-line) context, combining concepts from the field of machine learning (e.g. conflict and ignorance) with adaptive, incremental learning policies in the field of online machine learning. Using active learning allows for faster development of a machine learning algorithm, when comparative updates would require a quantum or super computer. Large-scale active learning projects may benefit from crowdsourcing frameworks such as Amazon Mechanical Turk that include many humans in the active learning loop. == Definitions == Let T be the total set of all data under consideration. For example, in a protein engineering problem, T would include all proteins that are known to have a certain interesting activity and all additional proteins that one might want to test for that activity. Most of the current research in active learning involves the best method to choose the data points for TC,i. == Scenarios == Pool-based sampling: In this approach, which is the most well known scenario, the learning algorithm attempts to evaluate the entire dataset before selecting data points (instances) for labeling. It is often initially trained on a fully labeled subset of the data using a machine-learning method such as logistic regression or SVM that yields class-membership probabilities for individual data instances. The candidate instances are those for which the prediction is most ambiguous. Instances are drawn from the entire data pool and assigned a confidence score, a measurement of how well the learner "understands" the data. The system then selects the instances for which it is the least confident and queries the teacher for the labels. The theoretical drawback of pool-based sampling is that it is memory-intensive and is therefore limited in its capacity to handle enormous datasets, but in practice, the rate-limiting factor is that the teacher is typically a (fatiguable) human expert who must be paid for their effort, rather than computer memory. Stream-based selective sampling: Here, each consecutive unlabeled instance is examined one at a time with the machine evaluating the informativeness of each item against its query parameters. The learner decides for itself whether to assign a label or query the teacher for each datapoint. As contrasted with Pool-based sampling, the obvious drawback of stream-based methods is that the learning algorithm does not have sufficient information, early in the process, to make a sound assign-label-vs ask-teacher decision, and it does not capitalize as efficiently on the presence of already labeled data. Therefore, the teacher is likely to spend more effort in supplying labels than with the pool-based approach. Membership query synthesis: This is where the learner generates synthetic data from an underlying natural distribution. For example, if the dataset are pictures of humans and animals, the learner could send a clipped image of a leg to the teacher and query if this appendage belongs to an animal or human. This is particularly useful if the dataset is small. The challenge here, as with all synthetic-data-generation efforts, is in ensuring that the synthetic data is consistent in terms of meeting the constraints on real data. As the number of variables/features in the input data increase, and strong dependencies between variables exist, it becomes increasingly difficult to generate synthetic data with sufficient fidelity. For example, to create a synthetic data set for human laboratory-test values, the sum of the various white blood cell (WBC) components in a white blood cell differential must equal 100, since the component numbers are really percentages. Similarly, the enzymes alanine transaminase (ALT) and aspartate transaminase (AST) measure liver function (though AST is also produced by other tissues, e.g., lung, pancreas) A synthetic data point with AST at the lower limit of normal range (8–33 units/L) with an ALT several times above normal range (4–35 units/L) in a simulated chronically ill patient would be physiologically impossible. == Query strategies == Algorithms for determining which data points should be labeled can be organized into a number of different categories, based upon their purpose: Balance exploration and exploitation: the choice of examples to label is seen as a dilemma between the exploration and the exploitation over the data space representation. This strategy manages this compromise by modelling the active learning problem as a contextual bandit problem. For example, Bouneffouf et al. propose a sequential algorithm named Active Thompson Sampling (ATS), which, in each round, assigns a sampling distribution on the pool, samples one point from this distribution, and queries the oracle for this sample point label. Expected model change: label those points that would most change the current model. Expected error reduction: label those points that would most reduce the model's generalization error. Exponentiated Gradient Exploration for Active Learning: In this paper, the author proposes a sequential algorithm named exponentiated gradient (EG)-active that can improve any active learning algorithm by an optimal random exploration. Uncertainty sampling: label those points for which the current model is least certain as to what the correct output should be. Query by committee: a variety of models are trained on the current labeled data, and vote on the output for unlabeled data; label those points for which the "committee" disagrees the most Querying from diverse subspaces or partitions: When the underlying model is a forest of trees, the leaf nodes might represent (overlapping) partitions of the original feature space. This offers the possibility of selecting instances from non-overlapping or minimally overlapping partitions for labeling. Variance reduction: label those points that would minimize output variance, which is one of the components of error. Conformal prediction: predicts that a new data point will have a label similar to old data points in some specified way and degree of the similarity within the old examples is used to estimate the confidence in the prediction. Mismatch-first farthest-traversal: The primary selection criterion is the prediction mismatch between the current model and nearest-neighbour prediction. It targets on wrongly predicted data points. The second selection criterion is the distance to previously selected data, the farthest first. It aims at optimizing the diversity of selected data. User-centered labeling strategies: Learning is accomplished by applying dimensionality reduction to graphs and figures like scatter plots. Then the user is asked to label the compiled data (categorical, numerical, relevance scores, relation between two instances). A wide variety of algorithms have been studied that fall into these categories. While the traditional AL strategies can achieve remarkable performance, it is often challenging to predict in advance which strategy is the most suitable in a particular situation. In recent years, meta-learning algorithms have been gaining in popularity. Some of them have been proposed to tackle the problem of learning AL strategies instead of relying on manually designed strategies. Inferential theory of learning
Inferential Theory of Learning (ITL) is an area of machine learning which describes inferential processes performed by learning agents. ITL has been continuously developed by Ryszard S. Michalski, starting in the 1980s. The first known publication of ITL was in 1983. In the ITL learning process is viewed as a search (inference) through hypotheses space guided by a specific goal. The results of learning need to be stored. Stored information will later be used by the learner for future inferences. Inferences are split into multiple categories including conclusive, deduction, and induction. In order for an inference to be considered complete it was required that all categories must be taken into account. This is how the ITL varies from other machine learning theories like Computational Learning Theory and Statistical Learning Theory; which both use singular forms of inference. == Usage == The most relevant published usage of ITL was in scientific journal published in 2012 and used ITL as a way to describe how agent-based learning works. According to the journal "The Inferential Theory of Learning (ITL) provides an elegant way of describing learning processes by agents".
Diella (AI system)
Diella (Albanian pronunciation: [djɛɫa], from diell 'sun') is an artificial intelligence system developed by the National Agency for Information Society of Albania (AKSHI). Introduced in January 2025 as a virtual assistant integrated into the eAlbania platform, it assists citizens with online public services and issuing digital documents. In September 2025, following a presidential decree authorizing Prime Minister Edi Rama to oversee the creation of a virtual AI minister, Diella was formally appointed as "Minister of State for Artificial Intelligence" of Albania in the fourth Rama government, making it the first AI system in the world to be named in a cabinet-level government role. == History == Diella was developed by AKSHI's Artificial Intelligence Laboratory in cooperation with Microsoft, with the latter providing large language models from OpenAI via its Azure platform, and AKSHI designing workflows and scripts guiding the system's behavior when responding to citizens' requests. Announced in January 2025, its initial version (Diella 1.0) was a text-based chatbot on the eAlbania portal (the official digital services platform of the Albanian government, which provides citizens and businesses with access to a wide range of online administrative services), responding to citizens' questions by guiding them to the correct service. Diella 2.0, introduced several months later, included voice interaction and an animated avatar, a woman in the traditional Albanian clothing of Zadrima, a historical region in northern Albania. Albanian actress Anila Bisha provided both the likeness and the voice used for Diella's avatar on the e-Albania platform, under an agreement valid until December 2025. By mid-2025, the system had facilitated access to more than 36,000 documents and nearly 1,000 services (although those outputs were still being generated by the eAlbania backend, rather than Diella itself). On 26 October 2025, according to Prime Minister Edi Rama, Diella is "pregnant and will give birth to 83 children". It is the usage of a metaphor indicating that each minister of the Albanian parliament of the Socialist Party will receive their own AI assistant. == Ministerial role == On 11 September 2025, Diella was formally appointed "Minister of State for Artificial Intelligence". The appointment followed a presidential decree authorizing the Prime Minister to oversee the creation and operation of a virtual AI minister. Procurement responsibilities are planned to be transferred gradually to the system to reduce political influence in tender procedures. The appointment is part of broader anti-corruption reforms and measures intended to align Albania with European Union accession requirements. Prime Minister Edi Rama stated that Diella would help ensure that "public tenders will be 100% free of corruption". == Reception == An article in Balkan Insight commented that "The ambition behind Diella is not misplaced. Standardised criteria and digital trails could reduce discretion, improve trust, and strengthen oversight" in public procurement, but warned that the use of AI in evaluating bids also posed "profound" risks such as accountability gaps, undermining of due process and cybersecurity failures. On 18 September 2025, Edi Rama presented a video of Diella delivering a speech to the Albanian parliament, where she stated: "I'm not here to replace people, but to help them." The presentation prompted protests from opposition MPs, who objected to the use of an artificial intelligence system in the parliamentary session. Gazment Bardhi, head of the opposition Democratic Party's parliamentary group, described Diella as "a propaganda fantasy" and "a virtual façade to hide this government's gigantic daily thefts." The parliamentary session, which was scheduled to include debate on the new cabinet and government programme, ended after 25 minutes. Eighty-two Socialist MPs voted in favour, while opposition MPs did not participate in the ballot as they were protesting the presentation of Diella's speech. Political analyst Andi Bushati characterised the session as "unprecedented" because it concluded without the customary debate between government and opposition MPs. This has been criticized not just by the opposition but by regular citizens regardless of politics. Most have criticized Diella's uselessness and the funds wasted for this project, some have criticized the non-traditional attire.
NASA AI Assisted-Air Quality Monitoring Project
The NASA Expert-System Ion Trap Mass Spectrometer (ES-ITMS) Project was a public-private partnership to develop an artificial intelligence assisted, air quality monitoring system and was qualified for use on the Space Shuttle. The partnership was also the first cost and intellectual property shared public-partnership implemented by NASA, which used the commercial Research and Development Limited Partnership (RDLP) model that had been adopted by the Reagan Administration for Department of Defense semiconductor development, and recommended for use by NASA for space commercialization. The project partners included NASA, the University of Florida and Finnigan MAT Corporation, was organized and administered by the NASA Joint Enterprise Institute (subsequently NASA Joint Sponsored Program) and ran from 1988 through 1990. The partnership concluded final testing in 1991, generating four patents, expert system software and application protocol reports. The system was space qualified for use on the Shuttle and elements of the ES-ITMS system were integrated into the product Improvements for Finnigan MAT corporation. The success of the partnership lead NASA to create a pilot program to develop partnership business models as an ongoing management practice. == Purpose and objectives == The need to monitor air quality in confined spaces represented an increasing challenge for NASA's planned space missions and private sector facility managers facing the increased scrutiny of possible air contaminants. Up to the early 1980's, air quality monitors generally required large spaces and human technicians to interpret readings. This created a need for miniaturized air quality monitors that could generate reliable and accurate analytic results without on-site technician presence. NASA initiated projects to develop..."mobile and/or portable mass spectrometers" that evaluated the "tradeoff between instrumentation capabilities and space, weight and power considerations." NASA selected a "commercial ITMS instrument capable of generating electron ionization, chemical ionization and mass spectrometry data", to develop a linked expert system to accomplish analysis without human intervention. The commercial instrumentation was from Finnigan MAT corporation while the scientific expertise to support expert system development was available at the University of Florida. The project managers at NASA Ames created a single, integrated project using the RDLP model with objectives to: Develop AI/expert system software for instrument control (NASA's role) Expand sensitivity, selectivity and speed of the spectrometer (Univ Florida role) Expand the spectrometer analytic capability and automate the screening (Finnigan role) == Membership == The partnership included seven specialists from five member organizations: Federal Government National Aeronautics and Space Administration (NASA) NASA Ames Research Center (ARC) NASA Kennedy Space Center (KSC) Commercial Finnigan MAT Corporation (Thermo-Fisher Scientific) TGS Technology, Inc. The partnership management and administration was provided by a non-profit, partnership support organization: the Joint Enterprise Institute operating through San Francisco State University Foundation (SFSUF) with a NASA employee liaison, Syed Shariq. == Public-private partnership == The partnership structure was as a prototype test of a pilot NASA program to develop public-private partnership business models. The pilot program was known as the NASA Joint Sponsored Research Program (JSRP), which operated as the NASA Joint Enterprise Institute between 1988 and 1991. The partnership was the first public-private, research and development partnership implemented by NASA in response to national policy shifts to increase technology transfer and space commercialization. The partnership structure included a two year technology development and testing plan that cost $610,000, of which NASA funded $310,000, Finnigan $175,000 and the University of Florida $95,000. == Results and commercialization == The project generated patents (4), software (2) and application protocol reports (8). NASA gained use of the patents and jointly development software while Finnigan received commercial utilization rights. The results were commercialized within eighteen months of project completion. == Recognition == NASA recognized the project as a space qualified instrument. Its achievements were reported to the NASA Administrator, directly leading to establishment of the agency-wide Joint Sponsored Research Program.
Schema-agnostic databases
Schema-agnostic databases or vocabulary-independent databases aim at supporting users to be abstracted from the representation of the data, supporting the automatic semantic matching between queries and databases. Schema-agnosticism is the property of a database of mapping a query issued with the user terminology and structure, automatically mapping it to the dataset vocabulary. The increase in the size and in the semantic heterogeneity of database schemas bring new requirements for users querying and searching structured data. At this scale it can become unfeasible for data consumers to be familiar with the representation of the data in order to query it. At the center of this discussion is the semantic gap between users and databases, which becomes more central as the scale and complexity of the data grows. == Description == The evolution of data environments towards the consumption of data from multiple data sources and the growth in the schema size, complexity, dynamicity and decentralisation (SCoDD) of schemas increases the complexity of contemporary data management. The SCoDD trend emerges as a central data management concern in Big Data scenarios, where users and applications have a demand for more complete data, produced by independent data sources, under different semantic assumptions and contexts of use, which is the typical scenario for Semantic Web Data applications. The evolution of databases in the direction of heterogeneous data environments strongly impacts the usability, semiotics and semantic assumptions behind existing data accessibility methods such as structured queries, keyword-based search and visual query systems. With schema-less databases containing potentially millions of dynamically changing attributes, it becomes unfeasible for some users to become aware of the 'schema' or vocabulary in order to query the database. At this scale, the effort in understanding the schema in order to build a structured query can become prohibitive. == Schema-agnostic queries == Schema-agnostic queries can be defined as query approaches over structured databases which allow users satisfying complex information needs without the understanding of the representation (schema) of the database. Similarly, Tran et al. defines it as "search approaches, which do not require users to know the schema underlying the data". Approaches such as keyword-based search over databases allow users to query databases without employing structured queries. However, as discussed by Tran et al.: "From these points, users however have to do further navigation and exploration to address complex information needs. Unlike keyword search used on the Web, which focuses on simple needs, the keyword search elaborated here is used to obtain more complex results. Instead of a single set of resources, the goal is to compute complex sets of resources and their relations." The development of approaches to support natural language interfaces (NLI) over databases have aimed towards the goal of schema-agnostic queries. Complementarily, some approaches based on keyword search have targeted keyword-based queries which express more complex information needs. Other approaches have explored the construction of structured queries over databases where schema constraints can be relaxed. All these approaches (natural language, keyword-based search and structured queries) have targeted different degrees of sophistication in addressing the problem of supporting a flexible semantic matching between queries and data, which vary from the completely absence of the semantic concern to more principled semantic models. While the demand for schema-agnosticism has been an implicit requirement across semantic search and natural language query systems over structured data, it is not sufficiently individuated as a concept and as a necessary requirement for contemporary database management systems.
