    QANDA (stands for 'Q and A') is an AI-based learning platform developed by Mathpresso Inc., a South Korea-based education technology company. Its features include a range of tools including study summarizer and question solver. == History == Co-founder Jongheun ‘Ray’ Lee first came up with the idea of QANDA during his freshman year in college. While he was tutoring to earn money, Lee realized that the quality of education a student receives is greatly based on their location. Lee saw his K-12 students were regularly asking similar questions and realized that these questions were from a pre-selected number of textbooks currently being used in schools. He decided to team up with his high school friend, Yongjae ‘Jake’ Lee to build a platform whereby, one uses a mobile app to scan and submit questions, and students can ask and receive detailed responses. Lee's school friends, Wonguk Jung and Hojae Jeong, joined the team. In June 2015, Mathpresso, Inc. was founded in Seoul, South Korea. In January 2016, Mathpresso's first product QANDA was launched. It supported a Q&A feature between students and tutors. In October 2017, QANDA introduced an AI-based search capability that permitted users to search for answers in seconds. In April 2020, Jake Yongjae Lee(CEO & co-founder) and Ray Jongheun Lee (co-founder) were selected as Forbes 30 under 30 Asia. In June 2021, QANDA raised $50 million in series C funding. Jake Yongjae Lee was recognized as an Innovator Under 35 by MIT Technology Review. In November 2021, QANDA secured a strategic investment from Google.     Terrorism, fear, and media are interconnected. Terrorists use the media to advertise their attacks and or messages, and the media uses terrorism events to further aid their ratings. Both promote unwarranted propaganda that instills mass amounts of public fear. The leader of al-Qaeda, Osama bin Laden, discussed the weaponization of media in a letter written after his organization committed the terrorist attacks on September 11, 2001. In that letter, bin Laden stated that fear was the deadliest weapon. He noted that the Western civilization has become obsessed with mass media, quickly consuming what will bring them fear. He further stated that societies are bringing this problem on their own people by giving media coverage an inherent power. In relation to one's need for media coverage, al-Qaeda and other militant Jihadi terrorist organizations can be classified as a far-right radical offshoot of mainstream mass media. The Jihad needs to conceptualize their martyrdom by leaving behind manifestos and live videos of their attacks; it is crucially important to them that their ill deeds are being covered by news media. The components the media looks for to deem the news "worthy" enough to publicize are categorized into ten qualities; terrorists usually exceed half in their attacks. These include: Immediacy, Conflict, Negativity, Human Interest, Photographability, Simple Story Lines, Topicality, Exclusivity, Reliability, and Local Interest. Historically, morality and profitability are two motivations which are not easily weighed when delivering news; recent news coverage has become far more motivated in making money for their parent corporation than serving as a defender of truth, doing true journalistic fact-finding, and shielding the public from news which is sensational, outright untrue, or politically-motivated propaganda. A study concerning the disparity in coverage of terrorist events took attacks from the ten‑year span of 2005–2015 and found that 136 episodes of terrorism occurred in the United States. LexisNexis Academic and CNN were the platforms used to measure the media coverage. It was found that out of other terrorist attacks showed on the news, one's with Muslim perpetrators received more than 357% coverage. In addition to this disparity, attacks also received more coverage when they were targeted at the government, had high fatality rates, and showed arrests being made. These findings were aligned with America's tendency to categorize Muslim people as a threat to national security. Thus, mass media coverage on terrorism is creating fake narratives and an absence of related coverage. For instance, the American public believes that crime rates have been on the rise which in fact they have been on an all-time low. Given that the media often covers crime almost immediately and frequently, suggests that people infer it happening all the time. In reference to the disparity in terror attacks, three attacks were seen to have the least media coverage of all the 136. The Sikh Temple massacre in Wisconsin which had 2.6% coverage, the Kansas synagogue killings which had 2.2%, and the Charleston Church deaths which only resulted in 5.1% coverage. The three events had commonalities worth mentioning in that they all had white perpetrators and were not directed at government intuitions (in fact all targeted minorities). The media's obsession with terror is making people fearful of the wrong things and not attentive enough to the issues that are radically unseen. Not only are minorities usually not the perpetrators of domestic terrorism, but they are common victims in mass casualties or proximal witnesses to the attacks. In an early 2000s study, 72 Israeli adults were measured pre and posttest for increased anxiety after being exposed to news broadcasts of terrorism attacks. The study found that the group exposed to the broadcasts without any treatment (preparation intervention) had heightened levels of anxiety compared to the group that received the treatment along with viewing the broadcast. Since preparatory intervention is not yet normalized, people in proximity to ongoing coverage of terror events are suffering from the lasting impacts of fear and anxiety. Preparatory Intervention, in this case, was conducted by a group facilitator who introduced a topic concerning terrorism in which participants were instructed to write down feelings to share with the group and later learn to cope with. A discourse of fear created by mass media presence, but false information is leading people to prepare for the wrong situations. In the early 2000s, police units circulated public schools flooding the idea of Stranger Danger into the minds of adolescents. Children and their parents cautiously separated from strangers while perpetrators in those families' social circles continued to offend under the radar. For myths are becoming common, precedent and real danger is buried beneath the surface. It is these implementations of fear that are falsifying the true narrative which for terrorism is a huge social problem but one that is not resolved through entertainment and mass media production. Mass media like news outlets and even social media platforms are contributing to the growing discourse of fear surrounding terrorism. Terrorism and social media refers to the use of social media platforms to radicalize and recruit violent and non-violent extremists. According to some researchers the convenience, affordability, and broad reach of social media platforms such as YouTube, Facebook and Twitter, terrorist groups and individuals have increasingly used social media to further their goals, recruit members, and spread their message. Attempts have been made by various governments and agencies to thwart the use of social media by terrorist organizations.Terror groups take to social media because it's cheap, accessible, and facilitates quick access to a lot of people. Social media allow them to engage with their networks. In the past, it wasn't so easy for these groups to engage with the people they wanted to whereas social media allows terrorists to release their messages right to their intended audience and interact with them in real time. "Spend some time following the account, and you realize that you're dealing with a real human being with real ideas- albeit boastful, hypocritical, violent ideas". Al- Qaeda has been noted as being as being one of the terror groups that uses social media the most extensively. "While almost all terrorist groups have websites, al qaeda [sic] is the first to fully exploit the internet. This reflects al-Qaeda's unique characteristics." Despite the risks of making statements, such as enabling governments to locate terror group leaders, terror leaders communicate regularly with video and audio messages which are posted on the website and disseminated on the internet. ISIS uses social media to their advantage when releasing threatening videos of beheadings. ISIS uses this tactic to scare normal people on social media. Similarly, Western domestic terrorists also use social media and technology to spread their ideas. == Traditional media == Many authors have proposed that media attention increases perceptions of risk of fear of terrorism and crime and relates to how much attention the person pays to the news. The relationship between terrorism and the media has long been noted. Terrorist organizations depend on the open media systems of democratic countries to further their goals and spread their messages. To garner publicity for their cause, terrorist organizations resort to acts of violence and aggression that deliberately target civilians. This method has proven to be effective in gathering attention: It cannot be denied that although terrorism has proved remarkably ineffective as the major weapon for taking down governments and capturing political power, it has been a remarkably successful means of publicizing a political cause and relaying the terrorist threat to a wider audience, particularly in the open and pluralistic countries of the West. When one says 'terrorism' in a democratic society, one also says 'media'. While a media organization may not support the goals of terrorist organizations, it is their job to report current events and issues. In the fiercely competitive media environment, when a terrorist attack occurs, media outlets scramble to cover the event. In doing so, the media help to further the message of terrorist organizations: To summarise briefly on the symbiotic nature of the relationship between terrorists and the media, the recent history of terrorism in many democratic countries vividly demonstrates that terrorists do thrive on the oxygen of publicity, and it is foolish to deny this. This does not mean that the established democratic media share the values of the terrorists. This was when social media such as Facebook was starting to become mainstream and professors would try and get students to interact with them on the site for educational purposes. Some professors would require their students to use Facebook or Twitter as part of class assignments. == Usage == The term was first described as "technological innovations by faculty members that make students’ skin crawl." The term also refers to online accounts and websites that users tend to avoid, especially young people who avoid visiting the pages of educators and other adults. Author Martin Weller defines creepy treehouse as a digital space where authority figures are viewed as invading younger people's privacy. One such example is a professor giving his students an option to use a popular video game to learn about history instead of writing an essay. Students in that class chose to write the essay instead as the method was previously unmentioned and it was not an unnatural method of interaction. Another example given was Blackboard Sync, a feature that was used to connect the school website Blackboard with students' Facebook accounts. == Solutions == University of Regina professor Alec Couros suggests that instead of "forcing" student participation with their own digital platforms, professors should use methods like online forums.     Web science is an emerging interdisciplinary field concerned with the study of large-scale socio-technical systems, particularly the World Wide Web. It considers the relationship between people and technology, the ways that society and technology co-constitute one another and the impact of this co-constitution on broader society. Web Science combines research from disciplines as diverse as sociology, computer science, economics, and mathematics. The Web Science Institute, founded at the University of Southampton by director Wendy Hall and colleagues, describes Web Science as focusing "the analytical power of researchers from disciplines as diverse as mathematics, sociology, economics, psychology, law and computer science to understand and explain the Web. It is necessarily interdisciplinary – as much about social and organizational behaviour as about the underpinning technology." A central pillar of Web science development is Artificial Intelligence or "AI". The current artificial intelligence that in development at the moment is Human-Centered, with goals to further professional development courses as well as influencing public policy. Artificial intelligence developers are focused on the most impactful uses of this technology, while also hoping to expedite the growth and development of the human race. An early definition was given by American computer scientist Ben Shneiderman: "Web Science" is processing the information available on the web in similar terms to those applied to natural environment. == Areas of activity == === Emergent properties === Philip Tetlow, an IBM-based scientist influential in the emergence of web science as an independent discipline, argued for the concept of web life, which considers the Web not as a connected network of computers, as in common interpretations of the Internet, but rather as a sociotechnical machine capable of fusing together individuals and organisations into larger coordinated groups. It argues that unlike the technologies that have come before it, the Web is different in that its phenomenal growth and complexity are starting to outstrip our capability to control it directly, making it impossible for us to grasp its completeness in one go. Tetlow made use of Fritjof Capra's concept of the 'web of life' as a metaphor. == Research groups == There are numerous academic research groups engaged in Web Science research, many of which are members of WSTNet, the Web Science Trust Network of research labs. Health Web Science emerged as a sub-discipline of Web Science that studies the role of the Web's impact on human's health outcomes and how to further utilize the Web to improve health outcomes. These groups focus on the developmental possibilities, provided through Web Science, in areas such as health care and social welfare. Discussion of web science has been widely adopted as a method in which the internet can have a real world impact in the field of medicine, currently coined Medicine 2.0. The World Wide Web acts as a medium for the spread and circulation of knowledge, though these various research groups consider themselves responsible for maintaining verifiable and testable knowledge. Using their knowledge of the healthcare system as well as web science, researchers are focused on formatting and structuring their knowledge in a way that is easily accessible throughout the internet. The World Wide Web is quickly evolving meaning that the information we provide and its formatting must also. Recognizing the overlap between both aspects, the spread of knowledge and development of the internet, allows us to properly display our knowledge in a manner that evolves as quickly as the internet and everyday medical research. It publishes content in Arabic and English from different Arab states and describes itself as an independent media platform. International Media Support mentions Raseef22 along with HuffPost Arabic and Al Jazeera as one of the biggest Pan-Arab online platforms. == Name == The Arabic word raseef (رَصِيف) means platform or pavement, and the number 22 refers to the number of states in the Arab League. == History == Kareem Sakka co-founded Raseef22 in the aftermath of the Arab Spring, which he cites as a source of inspiration. In an article in The Washington Post, he wrote that Raseef22 was created as a "digital space for those eager to know what was going on around them." Raseef22 was one of the 500 websites censored in Egypt in late 2017 after it published an article on Egyptian security agencies' vies to influence the media. After the site was blocked in Egypt, it was targeted in a cyber attack that took it offline in locations around the world. Jamal Khashoggi wrote for Raseef22 regularly. One of his notable articles was "Notes on the Freedom of the Arabs from Oslo, Norway," published June 5, 2018. The site was blocked in Saudi Arabia December 2018 when the Saudi Ministry of Communications and Information Technology ordered its censorship due to its "unprecedented response to the assassination of Jamal Khashoggi in Istanbul." This decision might have also been related to Raseef22's coverage of Saudi-Israeli relations and interviews with activists later imprisoned or placed under house arrest coverage In 2019 the Association of LGBT Journalists (AJL) in Paris gave Raseef22 a golden foreign press award for its six-month series of articles on gender and sexuality issues. == Readership == According to its publisher in 2019, the news agency counted 12 million readers annually from 22 Arab nations. Of the readership, he wrote that it "believes in the talent and promise of the Arab mind and sees the ugliness of tyranny, patriarchy, misogyny and the futility of proxy rulers and wars."     Go-box is a name used for a number of electronic devices. The "Go-Box" is often a box, crate, carry-case, modified briefcase or similar construction containing electronic equipment pre-setup and ready to function. The box can then be taken into the field or placed at a remote site with minimal effort. These are often used by radio amateurs (or "Hams") for emergency communications, experimental work, or field communications. This has also led to similar equipment being used in the Emergency Services, utility companies, military, and government agencies. A search of the YouTube website can reveal a number of ideas for these devices mostly built by people at home. Terms created after the use of "go-box" include the "go-bag" which is an 'essentials' bag of items needed for evacuations or quick departures, i.e. medicines, clothes, torch, Broadcast radio receiver, batteries, etc. In Austria it is a radio transmitter used in trucks as part of the Videomaut toll collection system. One use of the term in the United States it is a device which is supposed to change traffic signals from red to green. U.S. Fire trucks have a similar device, called an Opticon, that uses an infrared beam. Two residents of Miami, Florida, were arrested for selling fake go-boxes online. Several hundred were sold, prices ranging from $69 to $150. In reality, the boxes contained nothing more than strobe lights.

    XLeratorDB is a suite of database function libraries that enable Microsoft SQL Server to perform a wide range of additional (non-native) business intelligence and ad hoc analytics. The libraries, which are embedded and run centrally on the database, include more than 450 individual functions similar to those found in Microsoft Excel spreadsheets. The individual functions are grouped and sold as six separate libraries based on usage: finance, statistics, math, engineering, unit conversions and strings. WestClinTech, the company that developed XLeratorDB, claims it is "the first commercial function package add-in for Microsoft SQL Server." == Company history == WestClinTech (LLC), founded by software industry veterans Charles Flock and Joe Stampf in 2008, is located in Irvington, New York, United States. Flock was a co-founder of The Frustum Group, developer of the OPICS enterprise banking and trading platform, which was acquired by London-based Misys, PLC in 1996. Stampf joined Frustum in 1994 and with Flock remained active with the company after acquisition, helping to develop successive generations of OPICS now employed by over 150 leading financial institutions worldwide. Following a full year of research, development and testing, WestClinTech introduced and recorded its first commercial sale of XLeratorDB in April 2009. In September 2009, XLeratorDB became available to all Federal agencies through NASA's Strategic Enterprise-Wide Procurement (SEWP-IV) program, a government-wide acquisition contract. == Technology == XLeratorDB uses Microsoft SQL CLR(Common Language Runtime) technology. SQL CLR allows managed code to be hosted by, and run in, the Microsoft SQL Server environment. SQL CLR relies on the creation, deployment and registration of .NET Framework assemblies that are physically stored in managed code dynamic-link libraries (DLL). The assemblies may contain .NET namespaces, classes, functions, and properties. Because managed code compiles to native code prior to execution, functions using SQL CLR can achieve significant performance increases versus the equivalent functions written in T-SQL in some scenarios. XLeratorDB requires Microsoft SQL Server 2005 or SQL Server 2005 Express editions, or later (compatibility mode 90 or higher). The product installs with PERMISSION_SET=SAFE. SAFE mode, the most restrictive permission set, is accessible by all users. Code executed by an assembly with SAFE permissions cannot access external system resources such as files, the network, the internet, environment variables, or the registry. == Functions == In computer science, a function is a portion of code within a larger program which performs a specific task and is relatively independent of the remaining code. As used in database and spreadsheet applications these functions generally represent mathematical formulas widely used across a variety of fields. While this code may be user-generated, it is also embedded as a pre-written sub-routine in applications. These functions are typically identified by common nomenclature which corresponds to their underlying operations: e.g. IRR identifies the function which calculates Internal Rate of Return on a series of periodic cash flows. === Function uses === As subroutines, functions can be integrated and used in a variety of ways, and as part of larger, more complicated applications. Within large enterprise applications they may, for example, play an important role in defining business rules or risk management parameters, while remaining virtually invisible to end users. Within database management systems and spreadsheets, however, these kinds of functions also represent discrete sets of tools; they can be accessed directly and utilized on a stand-alone basis, or in more complex, user-defined configurations. In this context, functions can be used for business intelligence and ad hoc analysis of data in fields such as finance, statistics, engineering, math, etc. === Function types === XLeratorDB uses three kinds of functions to perform analytic operations: scalar, aggregate, and a hybrid form which WestClinTech calls Range Queries. Scalar functions take a single value, perform an operation and return a single value. An example of this type of function is LOG, which returns the logarithm of a number to a specified base. Aggregate functions operate on a series of values but return a single, summarizing value. An example of this type of function is AVG, which returns the average of values in a specified group. In XLeratorDB there are some functions which have characteristics of aggregate functions (operating on multiple series of values) but cannot be processed in SQL CLR using single column inputs, such as AVG does. For example, irregular internal rate of return (XIRR), a financial function, operates on a collection of cash flow values from one column, but must also apply variable period lengths from another column and an initial iterative assumption from a third, in order to return a single, summarizing value. WestClinTech documentation notes that Range Queries specify the data to be included in the result set of the function independently of the WHERE clause associated with the T-SQL statement, by incorporating a SELECT statement into the function as a string argument; the function then traps that SELECT statement, executes it internally and processes the result. Some XLeratorDB functions that employ Range Queries are: NPV, XNPV, IRR, XIRR, MIRR, MULTINOMIAL, and SERIESSUM. Within the application these functions are identified by a "_q" naming convention: e.g. NPV_q, IRR_q, etc. == Analytic functions == === SQL Server functions === Microsoft SQL Server is the #3 selling database management system (DBMS), behind Oracle and IBM. (While versions of SQL Server have been on the market since 1987, XLeratorDB is compatible with only the 2005 edition and later.) Like all major DBMS, SQL Server performs a variety of data mining operations by returning or arraying data in different views (also known as drill-down). In addition, SQL Server uses Transact-SQL (T-SQL) to execute four major classes of pre-defined functions in native mode. Functions operating on the DBMS offer several advantages over client layer applications like Excel: they utilize the most up-to-date data available; they can process far larger quantities of data; and, the data is not subject to exporting and transcription errors. SQL Server 2008 includes a total of 58 functions that perform relatively basic aggregation (12), math (23) and string manipulation (23) operations useful for analytics; it includes no native functions that perform more complex operations directly related to finance, statistics or engineering. === Excel functions === Microsoft Excel, a component of Microsoft Office suite, is one of the most widely used spreadsheet applications on the market today. In addition to its inherent utility as a stand-alone desktop application, Excel overlaps and complements the functionality of DBMS in several ways: storing and arraying data in rows and columns; performing certain basic tasks such as pivot table and aggregating values; and facilitating sharing, importing and exporting of database data. Excel's chief limitation relative to a true database is capacity; Excel 2003 is limited to some 65k rows and 256 columns; Excel 2007 extends this capacity to roughly 1million rows and 16k columns. By comparison, SQL Server is able to manage over 500k terabytes of memory. Excel offers, however, an extensive library of specialized pre-written functions which are useful for performing ad hoc analysis on database data. Excel 2007 includes over 300 of these pre-defined functions, although customized functions can also be created by users, or imported from third party developers as add-ons.     Frictionless sharing refers to the transparent or automatic dissemination of user activity across social media platforms, typically without requiring explicit action from the user each time content is shared. The concept gained prominence in 2011 after Mark Zuckerberg announced a series of new features for Facebook at the F8 developers conference, framing the changes as enabling “real-time serendipity in a friction-less experience.” == History and concept == Before 2011, the term “frictionless sharing” was occasionally used in academic and technical contexts to describe sharing of resources with minimal effort, such as through social bookmarking or Creative Commons licensing to reduce barriers to reuse of research data. The concept took on a broader cultural meaning when Facebook introduced its Timeline interface and new “social apps” in 2011. These features enabled third-party applications to automatically publish user activity to the platform—effectively shifting sharing from a deliberate act to a passive process. While some criticism centers on online privacy, others focus on how automatic updates can flood news feeds and erode the social value of sharing. Critics argue that when sharing becomes automatic, it dilutes the personal curation that makes social media exchanges meaningful. According to Slate, this approach risks “killing taste,” because users typically choose to share only select content they find worth highlighting, rather than everything they consume. AL.com similarly observed that the frictionless model encourages over-sharing, overwhelming both users and their networks with minor or trivial activities. For example, integrating multiple platforms—such as Twitter, Foursquare, Pinterest, Spotify, and others—can create an incessant stream of updates that some users may find intrusive or irritating. This can lead to what critics describe as “narcissistic” or noisy timelines, potentially undermining the “social” nature of social media. == Business model and data implications == For Facebook, frictionless sharing offers clear business advantages. More frequent and detailed sharing provides valuable data that can be used to refine targeted advertising and personalize content delivery.     Anti-social Media Bill was introduced by the Senate of the Federal Republic of Nigeria on 5 November 2019 to criminalise the use of the social media in peddling false or malicious information. The original title of the bill is Protection from Internet Falsehood and Manipulations Bill 2019. It was sponsored by Senator Mohammed Sani Musa from the largely conservative northern Nigeria. After the bill passed second reading on the floor of the Nigeria Senate and its details were made public, information emerged on the social media accusing the sponsor of the bill of plagiarising a similar law in Singapore which is at the bottom of global ranking in the freedom of speech and of the press. But the senator denied that he plagiarised Singaporean law. == Opposition to the bill == Angry reactions trailed the introduction of the bill, and a number of civil society organisations, human rights activists, and Nigerian citizens unanimously opposed the bill. International rights group, Amnesty International and Human Rights Watch condemned the proposed legislation saying it is aimed at gagging freedom of speech which is a universal right in a country of over two hundred million people. Opposition political parties are very critical of the bill and accused the government of attempting to strip bare, Nigerian citizens of their rights to free speech and destroying same social media on whose power and influence the ruling All Progressives Congress, APC came to power in 2015. Nigeria Information Minister, Lai Mohammed has been at the center of public criticism because he is suspected to be the brain behind the proposed act. Lai was a former spokesman of then opposition All Progressives Congress. A "Stop the Social Media Bill! You can no longer take our rights from us" online petition campaign to force the Nigeria parliament to drop the bill received over 90,000 signatures within 24 hours. In November 2019, after the bill passed second reading in the senate, Akon Eyakenyi, a senator from Akwa Ibom State publicly said he would resist the bill. === Support for the bill === Those who support the proposed act especially Senators have often argued that the law would help curtail hate speech. President Muhammad Buhari who is seen as a beneficiary of the influence and power of the social media and free speech has been mute about it. But the president's senior aides and family members have publicly spoken in support of the bill. In November 2019, the wife of the president, Aisha Buhari, told a gathering at the Nigeria's National Mosque in the capital, Abuja that if China with over one billion people could regulate the social media, Nigeria should do same. But Nigerians reacted saying Nigeria is not a one-party communist state like China. Days later, a daughter to the president, Zahra Indimi told a gathering of young people in Abuja that social media had become a potent weapon for bullying those they thought were doing better than them in terms of social class and called for a critical regulation. == Key provisions of the bill == === Title === Protection from Internet Falsehoods, Manipulations and Other Related Matters Bill 2019. === Explanatory memorandum === This Act is to prevent Falsehoods and Manipulations in Internet transmission and correspondences in Nigeria. To suppress falsehoods and manipulations and counter the effects of such communications and transmissions and to sanction offenders with a view to encouraging and enhancing transparency by Social Media Platforms using the internet correspondences. === Objectives === One objective of the bill is to prevent the transmission of false statements or declaration of facts in Nigeria. Another objective of the bill is to end the financing of online mediums that transmit false statements. Measures will be taken to detect and control inauthentic behaviour and misuse of online accounts (parody accounts). When paid content is posted towards a political end, there will be measures to ensure the poster discloses such information. There will be sanction for offenders. === Transmission of false statement === According to the bill, a person must not: Transmit a statement that is false or, Transmit a statement that might: i. Affect the security or any part of Nigeria. ii. Affect public health, public safety or public finance. iii. Affect Nigeria's relationship with other countries. iv. influence the outcome of an election to any office in a general election. v. Cause enmity or hatred towards a person or group of persons. Anyone guilty of the above is liable to a fine of N300,000 or three years' imprisonment or both (for individual); and a fine not exceeding ten million naira (for corporate organisations). Same punishment applies for fake online accounts that transmit statements listed above. === Parody accounts === The bill says a person shall not open an account to transmit false statement. Anyone found guilty will be fined N200,000 or three years' imprisonment or both (for an individual) or five million naira (for corporate organisations). If such accounts transmit a statement that will affect security or influence the outcome of an election, such a person will be fined N300,000 or three years' imprisonment or both. If a person receives payment or reward to help another to transmit false statements knowingly, he/she is liable to a fine of N150,000 or three years' imprisonment or both. If a person receives payment or reward to help another to transmit a statement affects security or influence the outcome of an election, the fine is N300,000 or three years' imprisonment or both (for individual) and ten million naira for organisations. === Declaration === According to the bill, a law enforcement department can issue a "declaration" to offenders. And this declaration will be issued even if the "false statement" has been corrected or pulled down. The offender will be required to publish a "correction notice" in a specified newspaper, online location or other printed publication of Nigeria. Failure to comply, a person is liable to N200,000 or 12 months' imprisonment or both (for individual) and five million naira for organisations. === Access blocking order === The bill says the law enforcement department will also issue an access blocking order to offenders. The law enforcement department may direct the NCC to order the internet access service provider to disable access by users in Nigeria to the online location and the NCC must give the internet access service provider an access blocking order. An internet access service provider that does not comply with any access blocking order is liable on conviction to a fine not exceeding ten million naira for each day during any part of which that order is not fully complied with, up to a total of five million naira.

    Dr. Sbaitso ( SPAYT-soh) is an artificial intelligence speech synthesis program released late in 1991 by Creative Labs in Singapore for MS-DOS-based personal computers. The name is an acronym for "SoundBlaster Acting Intelligent Text-to-Speech Operator." == History == Dr. Sbaitso was distributed with various sound cards manufactured by Creative Technology in the early 1990s. The text-to-speech engine used is a version of Monologue, which was developed by First Byte Software. Monologue is a later release of First Byte's "SmoothTalker" software from 1984. The program "conversed" with the user as if it were a psychologist, though most of its responses were along the lines of "WHY DO YOU FEEL THAT WAY?" rather than any sort of complicated interaction. When confronted with a phrase it could not understand, it would often reply with something such as "THAT'S NOT MY PROBLEM." Dr. Sbaitso repeated text out loud that was typed after the word "SAY." Repeated swearing or abusive behavior on the part of the user caused Dr. Sbaitso to "break down" in a "PARITY ERROR" before resetting itself. The same would happen, if the user types "SAY PARITY." The program introduced itself with the following lines: HELLO [UserName], MY NAME IS DOCTOR SBAITSO. I AM HERE TO HELP YOU. SAY WHATEVER IS IN YOUR MIND FREELY, OUR CONVERSATION WILL BE KEPT IN STRICT CONFIDENCE. MEMORY CONTENTS WILL BE WIPED OFF AFTER YOU LEAVE, SO, TELL ME ABOUT YOUR PROBLEMS. The program was designed to showcase the digitized voices the cards were able to produce, though the quality was far from lifelike. Additionally, there was a version of this program for Microsoft Windows through the use of a program called Prody Parrot; this version of the software featured a more detailed graphical user interface. The text-to-speech was also used as the voice of 1st Prize from the Baldi's Basics series, albeit slowed down. == Commands == If the user submits "HELP", a list of commands will appear.     The International Teletraffic Congress (ITC) is the first international conference in networking science and practice. It was created in 1955 by Arne Jensen to initially cater to the emerging need to understand and model traffic in telephone networks using stochastic methodologies, and to bring together researchers with these considerations as a common theme. Up through World War II, teletraffic research was done mainly by engineers and mathematicians working in telephone companies. Most of their work was published in local or company journals. In 1955, however, the field acquired a formal, international, institutional structure, with the organization of the first International Teletraffic Congress (ITC). Over the years, it has broaden its scope to address a wide spectrum ranging from the mathematical theory of traffic processes, stochastic system modelling and analysis, traffic and performance measurements, network management, traffic engineering to network capacity planning and cost optimization, including network economics and reliability for various types of networks. ITC served as a forum for all theoretical fundamentals and engineering practices for large-scale deployment and operation of telecommunications networks. Since its inception, ITC witnessed the evolution of communications and networking: the influence of computer science on telecommunication, the advent of the Internet and the massive deployment of mobile communications and optics, the appearance of peer-to-peer networking and social networks, the ever increasing speed and flexibility of new communication technologies, networks, user devices, and applications, and the ever changing operation challenges arising from this development. ITC documented this evolution with contemporary measurement studies, performance analyses of new technologies, recommendations for provisioning and configuration, and greatly contributed to the methodological toolbox of network scientists. Today, with its conferences, specialist seminars, regional seminars, training courses and publications, the ITC aims at a worldwide forum for all questions related to network and service performance, management, and assessment, both present and futuristic. The notion of traffic is broadly used to encompass data traffic from the MAC layer all the way to application traffic in the application layer. The scope of ITC is thus ranging all issues embedding operations, design, planning, economics and performance analysis of current and emerging communication networks and services, to be addressed by applying a variety of tools from different fields, such as Stochastic Processes, Information theory, Control theory, Signal and Processing, Game theory and optimization techniques, Statistical methodologies and Artificial Intelligence techniques. The target audience of such issues is experts from research organizations, universities, equipment vendors and suppliers, network operators, service providers, system integrators and international technical organizations, guaranteeing a well-balanced contribution from theory, application, and practice. The general goal remains to bring researchers and practitioners together toward operational understanding of all types of current and future networks. The ITC is ruled by the International Advisory Council (IAC) which gathers a number of technical experts, from universities and the research arms of key corporations in the industry, from countries having a strong tradition in teletraffic development. The IAC responsibilities are to disseminate information on teletraffic which is of interest for the whole community and: to select the locations of Plenary Congresses and to ensure their high-level technical programme to support Specialist Seminars on specific topics of current interest to promote Regional Seminars for the dissemination of teletraffic concepts in developing countries to facilitate the liaison activity with the ITU through participation in the standardization process and in the Development Programme The technical program and the organization of each ITC event remains within the responsibilities of the hosting country, but with significant IAC support to guarantee that the event is consistent with the quality standards established during the previous congresses. The ITC Plenary Congresses were scheduled tri-annually from 1955 until 1995 when the interval became bi-annual to account for the ever-accelerating development of network technologies, products and services and the associated dramatic increases in network demands. Similarly, to better cover the impact of dramatic changes undergoing in the field of computer and communication systems, networks and usage, it has been decided to hold the Plenary Congress on an annual basis from 2009. == Content == Teletraffic science is the traditional term for all theoretical fundamentals and engineering practices to describe data flows in telecommunication networks, the performance of the usage of network resources, procedures for sizing of resources and engineering the networks for given traffic load and quality of service requirements. For more than 50 years of the 20th century, traffic or teletraffic has been identified primarily with telephone networks. With the huge development of computers, stored program control of network nodes and computer communication, the traditional teletraffic science field naturally extended to computer networks, mobile and wireless/optical networks, and for a wide spectrum of new applications. The convergence between the voice network, the Internet, the television and mobility raised new questions that request new models and tools to be developed. In addition, the development of community networks, home networking, multiple access networking technologies, and the advent of pervasive and ambient communications dictates new challenges to be addressed. Today, ITC addresses the emerging paradigms such as an increasing diversity of distributed applications and services over various media like mobile/optical networks, enabling new markets and economy. ITC has steered the evolutions in communications since its creation in 1955 and remains at the forefront of innovation regarding modeling and performance. The scientific roots of communications traffic are based on the theory of probability and stochastic processes, modelling and performance evaluation. Modelling is the key for the mathematical description and quantitative performance analysis. Traffic flows are described by stochastic processes with complex dependencies which have to be validated by traffic measurements. Modelling also includes operational properties of resource control reflected by service strategies such as queueing disciplines, admission control, and routing. The results of such performance analyses are used for resource dimensioning (sizing), resource management, and network optimization while providing targeted Quality of Service. Teletraffic science is closely related to methods of operation research (queueing theory, optimization, forecasting) and computational sciences (simulation technology distributed systems). In this context, ITC represents a wide community of researchers and practitioners and is regularly organizing events like Congresses, Specialist Seminars and Workshops in order to discuss the latest changes in the modelling, design and performance of communication systems, networks and services. === The evolution of technologies of the 20th century === ITC has been witnessing the change of communication and networking technologies which are reflected in the proceedings and programs of the congresses. The specialist seminars and the motto of the congresses thereby reflect the hot topics of that time and the evolution. This economic model is based on the ability of creators to build and maintain communities of users, monetizing their creative activity through multiple channels including advertising, sponsorships, product sales, crowdfunding, and subscription-based services. Creators include various professional categories such as social media influencers, YouTubers, bloggers, artists, online educators, podcasters, and independent professionals, who use platforms as infrastructure to reach their audience without necessarily relying on traditional intermediaries in the cultural and media industry. According to Goldman Sachs Research, the ongoing growth of the creator economy will likely benefit companies that possess a combination of factors, including a large global user base, access to substantial capital, robust AI-powered recommendation engines, versatile monetization tools, comprehensive data analytics, and integrated e-commerce options. Examples of creator economy software platforms include YouTube, TikTok, Instagram, Facebook, Twitch, Spotify, Substack, OnlyFans and Patreon. == History == The term "creator" was coined by YouTube in 2011 to be used instead of "YouTube star", an expression that at the time could only apply to famous individuals on the platform. The term has since become omnipresent and is used to describe anyone creating any form of online content. A number of platforms such as TikTok, Snapchat, YouTube, and Facebook have set up funds with which to pay creators. == Criticism == The large majority of content creators derive no monetary gain for their creations, with most of the benefits accruing to the platforms who can make significant revenues from their uploads. As few as 0.1% of creators are able to earn a living through their channels.
