    In cybersecurity and risk assessment, a threat actor (or threat agents, attackers, or adversaries) is a person, group, organisation, state, or other entity with the ability to cause, carry, transmit, support, or exploit a threat. Threat actors are commonly analysed according to their motivations, resources, technical capability, access to systems, relationship to a target, and degree of connection to state authority. The categories are not always mutually exclusive: the same actor may combine criminal, ideological, commercial, or state-linked motivations, and different organisations may use different names for similar actors. == Risk assessment and security management == In risk assessment, threat actor analysis is used to identify who or what may create, carry, transmit, support, or exploit a threat, and how that actor relates to the system being assessed. Rausand and Haugen classify threat actors by their relationship to the system, distinguishing between internal and external actors, and by intent, distinguishing between intentional and unintentional actors. Threat actor classification may also support incident investigation. Rogers argued that actor categories could be inferred from observable case points, such as tools used, messages left, data targeted, forensic knowledge, and the degree of damage, allowing investigators to assess likely motivation and skill level. Later work similarly linked actor classification to operational analysis. Chng, Lu, Kumar and Yau proposed a framework connecting hacker types, motivations and typical strategies, arguing that observed behaviour before or during an attack can help analysts infer the likely type of actor involved. At the strategic level, actor analysis may consider an actor's resources, capabilities, degree of state involvement, motivations and objectives. == Landscape == The United Nations Institute for Disarmament Research has described the contemporary cyberthreat landscape as involving an increasingly diverse and interconnected set of actors, including state-led operations, cybercriminal syndicates, ideological hacktivists, commercial cyber mercenaries, private companies and civilian volunteers. Its 2026 report argued that these actors vary in resources, technical sophistication and relationships with states, making it traditional distinctions between state, civilian combatant roles, and legitimate and illegitimate conduct harder to apply. == Academic taxonomies == Early taxonomies classified hackers by activity, skill, motivation, or criminal profile. Landreth proposed six categories based on activity: novice, student, tourist, crasher, and thief. Hollinger classified computer misuse into pirates, browsers, and crackers, describing a progression from less-skilled activity to more technically serious offences. Chantler used attributes including activity, skill, knowledge, motivation, and duration of involvement to distinguish between an elite group, neophytes, and "losers and lamers". Parker proposed seven profiles of cybercriminals: pranksters, hacksters, malicious hackers, personal problem solvers, career criminals, extreme advocates, and malcontents, addicts, and irrational or incompetent people. In 2000, Marc Rogers proposed a taxonomy of hackers with seven, non-mutually-exclusive categories: newbie/tool kit users, cyber-punks, internals, coders, old guard hackers, professional criminals, and cyber-terrorists. Rausand and Haugen distinguish between internal and external threat actors, and between intentional and unintentional threat actors. Internal actors have some relationship with, access to, or position inside the system or organisation, while external actors operate from outside it. Intentional actors seek to create, exploit, or support a threat event, whereas unintentional actors may cause or enable a threat event through error, negligence, accident, or lack of awareness. Rogers later revised his hacker taxonomy into Novices, Cyber-punks, Internals, Petty Thieves, Virus Writers, Old Guard hackers, Professional Criminals, Information Warriors, and, more tentatively, Political Activists. In the model, motivation is grouped into four broad domains: curiosity, notoriety, revenge, and financial gain. A 2022 review by Chng, Lu, Kumar and Yau examined 11 hacker typologies published over three decades and proposed a unified framework linking hacker types, motivations, and strategies. The framework identified 13 hacker types and seven motivations, and argued that observed strategies during an attack can help analysts infer the likely type of actor involved. == Government taxonomies == Taxonomies of threat actors by governments are much more likely to include state-level threat actors. In the United States the National Institute of Standards and Technology (NIST) uses the term threat source in its risk-assessment guidance: organisations are directed to identify and characterise threat sources of concern, including capability, intent and targeting for adversarial threat sources, and the range of effects for non-adversarial threat sources. NIST treats threat-source identification as part of the risk-assessment process, alongside identifying threat events, vulnerabilities, likelihood and impact. In the EU, European Union Agency for Cybersecurity publishes the annual ENISA Threat Landscape, which analyses cyber incidents and adversary behaviour affecting the European Union. The 2025 report analysed selected incidents from the previous year and grouped activity around cybercrime, state-aligned activity, foreign information manipulation and interference, and hacktivism. In ENISA's 2025 analysis, hacktivist activity dominated reporting, representing almost 80% of recorded incidents and consisting mainly of low-level distributed denial-of-service operations. ENISA also reported increasing convergence between hacktivism, cybercrime and state-nexus activity, including state-aligned use of hacktivist personas, hacktivist adoption of ransomware, and false-flag or impersonation activity. At the UN level, A 2026 report by the United Nations Institute for Disarmament Research described the cyberthreat landscape as involving state-led operations, cybercriminal syndicates, ideological hacktivists, commercial cyber mercenaries, and civilian volunteers, with actors varying in resources, technical sophistication, and links to states. Canada defines threat actors as states, groups, or individuals who aim to cause harm by exploiting a vulnerability with malicious intent. A threat actor must be trying to gain access to information systems to access or alter data, devices, systems, or networks. The Japanese government's National Centre of Incident Readiness and Strategy (NISC) was established in 2015 to create a "free, fair and secure cyberspace" in Japan. The NICS created a cybersecurity strategy in 2018 that outlines nation-states and cybercrime to be some of the most key threats. It also indicates that terrorist usage of the cyberspace needs to be monitored and understood. The Security Council of the Russian Federation published the cyber security strategy doctrine in 2016. This strategy highlights the following threat actors as a risk to cyber security measures: nation-state actors, cyber criminals, and terrorists. == Techniques == Threat actors use techniques like Social engineering (security), and Phishing, alongside technical exploits like Cross-site scripting, SQL injection, and denial-of-service attacks. == Limitations == In practice, actor categories may overlap (Edward Snowden for example), and the same activity may combine features associated with hacktivism, cybercrime and state-linked operations. The lines between hacktivism, cybercrime and state-nexus activity had continued to blur, with shared toolsets, overlapping methods, fake personas, hacktivist adoption of ransomware, and cybercriminal or state-linked actors masquerading as other groups. Surveys have found that consumers trust user-generated content 8.7 times more than influencer content and 6.6 times more than branded content, prompting brands to favour creator-led video formats. === Attention spans and cognitive effects === A growing body of research has examined the cognitive consequences of heavy short-form video consumption, a set of effects sometimes referred to as "TikTok Brain." Dr. Yann Poncin, associate professor at the Child Study Center at Yale University, noted that "infinite scrolling and short-form video are designed to capture your attention in short bursts," contrasting this with earlier entertainment formats that guided audiences through longer narratives. Research suggests that children and teenagers may be particularly vulnerable, with early exposure to rapid frame changes potentially conditioning the brain's neural pathways to require constant stimulation, making it more challenging to engage with slower-paced activities. Unlike long-form YouTube content, short clips offer limited space for advertisers to insert advertisements. YouTube Shorts pays approximately four cents per 1,000 views, considerably less than its long-form counterpart.     Content management (CM) are a set of processes and technologies that support the collection, managing, and publishing of information in any form or medium. When stored and accessed via computers, this information may be more specifically referred to as digital content, or simply as content. Digital content may take the form of text (such as electronic documents), images, multimedia files (such as audio or video files), or any other file type that follows a content lifecycle requiring management. The process of content development and management is complex enough that various commercial software vendors (large and small), such as Interwoven and Microsoft, offer content management software to control and automate significant aspects of the content lifecycle. == Process == Content management practices and goals vary by mission and by organizational governance structure. News organizations, e-commerce websites, and educational institutions all use content management, but in different ways. This leads to differences in terminology and in the names and number of steps in the process. For example, some digital content is created by one or more authors. Over time that content may be edited. One or more individuals may provide some editorial oversight, approving the content for publication. Publishing may take many forms: it may be the act of "pushing" content out to others, or simply granting digital access rights to certain content to one or more individuals. Later that content may be superseded by another version of the content and thus retired or removed from use (as when this wiki page is modified). Content management is an inherently collaborative process. It often consists of the following basic roles and responsibilities: Creator – responsible for creating and editing content. In the case of larger enterprises, in particular, the failure to fully implement or realize a federated governance structure equates to a failure to realize the full return on investment and cost savings that content management systems enable. == Implementation == Content management implementations must be able to manage content distributions and digital rights in content life cycle. Content management systems are usually involved with digital rights management in order to control user access and digital rights. In this step, the read-only structures of digital rights management systems force some limitations on content management, as they do not allow authors to change protected content in their life cycle.     Men and women use social media in different ways and with different frequencies. In general, several researchers have found that women tend to use social network services (SNSs) more than men and primiarly to socialize. == Differences == === Predilection for usage === Many studies have found that women are more likely to use either specific SNSs such as Facebook or MySpace or SNSs in general. In 2015, 73% of online men and 80% of online women used social networking sites. The gap in gender differences has become less apparent in LinkedIn. In 2015 about 26 percent of online men and 25% of online women used the business-and employee-oriented networking site. Researchers who have examined the gender of users of multiple SNSs have found contradictory results. Hargittai's groundbreaking 2007 study examining race, gender, and other differences between undergraduate college student users of SNSs found that women were not only more likely to have used SNSes than men but that they were also more likely to have used many different services, including Facebook, MySpace, and Friendster; these differences persisted in several models and analyses. Although she only surveyed students at one institution – the University of Illinois at Chicago – Hargittai selected that institution intentionally as "an ideal location for studies of how different kinds of people use online sites and services." In contrast, data collected by the Pew Internet & American Life Project found that men were more likely to have multiple SNS profiles. Although the sample sizes of the two surveys are comparable – 1,650 Internet users in the Pew survey compared with 1,060 in Hargittai's survey – the data from the Pew survey are newer and arguably more representative of the entire adult United States population. Pinterest, Facebook, and Instagram attract more females. Picture sharing sites overall are very popular among women. Pinterest alone attracts three times as many female users than male. However, use of Pinterest by men has increased from 5% in 2012. Facebook attracts about 77% of women online. Instagram is also more likely to attract women. Men are more likely to participate in online forums like Reddit, Digg or Slashdot. One in five men claim to be a part of an online forum. === Uses === In general, women seem to use SNSs more to explicitly foster social connections. A study conducted by Pew research centers found that women were more avid users of social media. In November 2010, the gap between men and women was as high as 15%. Female participants in a multi-stage study conducted in 2007 to discover the motivations of Facebook users scored higher on scales for social connection and posting of photographs. Studies have also been conducted on the differences between females and males with regards to blogging. The Pew Research Center found that younger females are more likely to blog than males their own age, even males that are older than them. Similarly, in a study of blogs maintained in MySpace, women were found to be more likely to not only write blogs but also write about family, romantic relationships, friendships, and health in those blogs. A study of Swedish SNS users found that women were more likely to have expressions of friendship, specifically in the areas of (a) publishing photos of their friends, (b) specifically naming their best friends, and (c) writing poems to and about their friends. Women were also more likely to have expressions related to family relationships and romantic relationships. One of the key findings of this research is that those men who do have expressions of romantic relationships in their profile had expressions just as strong as the women. However, the researcher speculated that this may be in part due to a desire to publicly express heterosexual behaviors and mannerisms instead of merely expressing romantic feelings. A large-scale study of gender differences in MySpace found that both men and women tended to have a majority of female Friends, and both men and women tended to have a majority of female "Top" Friends in the site. A later study found women to author disproportionately many (public) comments in MySpace, but an investigation into the role of emotion in public MySpace comments found that women both give and receive stronger positive emotion. It was hypothesised that women are simply more effective at using social networking sites because they are better able to harness positive emotion. A study focused on the influence of gender and personality on individuals' use of online social networking websites such as Facebook, reported that men use social networking sites with the intention of forming new relationships, whereas, women use them more for relationship maintenance. In addition to this, women are more likely to use Facebook or MySpace to compare themselves to others and also to search for information. Men, however, are more likely to look at other people's profiles with in the intention to find friends. Women were less successful at actually finding new friends, but more successful at "maintaining existing relationships, making new relationships, using for academic purposes and following specific agenda". Similarly, men also self-reported this motivation "while women reported using them more for relationship maintenance". === Personality === OCEAN personality traits are known to systematically vary between human males and females. In one study, the same women were more extraverted and agreeable, such as less neurotic while on social media than offline. Other studies associated neuroticism with female use of social media. === Privacy === Privacy has been the primary topic of many studies of SNS users, and many of these studies have found differences between male and female SNS users, although some studies have found results contradictory to those found in other studies. Some researchers have found that women are more protective of their personal information and more likely to have private profiles. Other researchers have found that women are less likely to post some types of information. Acquisti and Gross found that women in their sample were less likely to reveal their sexual orientation, personal address, or cell phone number. This is similar to Pew Internet & American Life research of children users of SNSs that found that boys and girls presented different views of privacy and behaviors, with girls being more concerned about and restrictive of information such as city, town, last name, and cell phone number that could be used to locate them. At least one group of researchers has found that women are less likely to share information that "identifies them directly – last name, cell phone number, and address or home phone number," linking that resistance to women's greater concerns about "cyberstalking", "cyberbullying", and security problems. Despite these concerns about privacy, researchers have found that women are more likely to maintain up-to-date photos of themselves. Further, Kolek and Saunders found in their sample of college student Facebook users that women were more likely to not only post a photograph of themselves in their profile but that they were more likely to have a publicly viewable Facebook account (a contradictory finding compared to many other studies), post photos, and post photo albums. Women were more likely to have: (a) a publicly viewable Facebook account, (b) more photo albums, (c) more photos, (d) a photo of themselves as their profile picture, (e) positive references to alcohol, partying, or drugs, and (f) more positive references to or about the institution or institution-related activities. In general, women were more likely to disclose information about themselves in their Facebook profile, with the primary exception of sharing their telephone number. Similarly, female respondents to Strano's study were more likely to keep their profile photo recent and choose a photo that made them appear attractive, happy, and fun-loving. Citing several examples, Strano opined that there may also be a difference in how men and women Facebook users display and interpret profile photos depicting relationships. Privacy has also been a concern for the SnapChat app, which allows you to send messages either text or photo or video which then disappear. One study has shown that security is not a major concern for the majority of users and that most do not use Snapchat to send sensitive content (although up to 25% may do so experimentally).     Instant messaging (IM) technology is a type of synchronous computer-mediated communication involving the immediate (real-time) transmission of messages between two or more parties over the Internet or another computer network. Originally involving simple text message exchanges, modern instant messaging applications and services (also variously known as instant messenger, messaging app, chat app, chat client, or simply a messenger) tend to also feature the exchange of multimedia, emojis, file transfer, VoIP (voice calling), and video chat capabilities. Instant messaging systems facilitate connections between specified known users (often using a contact list also known as a "buddy list" or "friend list") or in chat rooms, and can be standalone apps or integrated into a wider social media platform, or in a website where it can, for instance, be used for conversational commerce. Originally the term "instant messaging" was distinguished from "text messaging" by being run on a computer network instead of a cellular/mobile network, being able to write longer messages, real-time communication, presence ("status"), and being free (only cost of access instead of per SMS message sent). Instant messaging was pioneered in the early Internet era; the IRC protocol was the earliest to achieve wide adoption. Later in the 1990s, ICQ was among the first closed and commercialized instant messengers, and several rival services appeared afterwards as it became a popular use of the Internet. Beginning with its first introduction in 2005, BlackBerry Messenger became the first popular example of mobile-based IM, combining features of traditional IM and mobile SMS. Instant messaging remains very popular today; IM apps are the most widely used smartphone apps: in 2018 for instance there were 980 million monthly active users of WeChat and 1.3 billion monthly users of WhatsApp, the largest IM network. == Overview == Instant messaging (IM), sometimes also called "messaging" or "texting", consists of computer-based human communication between two users (private messaging) or more (chat room or "group") in real-time, allowing immediate receipt of acknowledgment or reply. This is in direct contrast to email, where conversations are not in real-time, and the perceived quasi-synchrony of the communications by the users (although many systems allow users to send offline messages that the other user receives when logging in). Earlier IM networks were limited to text-based communication, not dissimilar to mobile text messaging. As technology has moved forward, IM has expanded to include voice calling using a microphone, videotelephony using webcams, file transfer, location sharing, image and video transfer, voice notes, and other features. IM is conducted over the Internet or other types of networks (see also LAN messenger). Depending on the IM protocol, the technical architecture can be peer-to-peer (direct point-to-point transmission) or client–server (when all clients have to first connect to the central server). Primary IM services are controlled by their corresponding companies and usually follow the client-server model. At one point, the term "Instant Messenger" was a service mark of AOL Time Warner and could not be used in software not affiliated with AOL in the United States. For this reason, in April 2007, the instant messaging client formerly named Gaim (or gaim) announced that they would be renamed "Pidgin". === Clients === Modern IM services generally provide their own client, either a separately installed application or a browser-based client. They are normally centralised networks run by the servers of the platform's operators, unlike peer-to-peer protocols like XMPP. These usually only work within the same IM network, although some allow limited function with other services (see #Interoperability). Third-party client software applications exist that will connect with most of the major IM services. There is the class of instant messengers that uses the serverless model, which doesn't require servers, and the IM network consists only of clients. There are several serverless messengers: RetroShare, Tox, Bitmessage, Ricochet. See also: LAN messenger. Some examples of popular IM services today include Signal, Telegram, WhatsApp Messenger, WeChat, QQ Messenger, Viber, Line, and Snapchat. The popularity of certain apps greatly differ between different countries. Certain apps have an emphasis on certain uses - for example, Skype focuses on video calling, Slack focuses on messaging and file sharing for work teams, and Snapchat focuses on image messages. Some social networking services offer messaging services as a component of their overall platform, such as Facebook's Facebook Messenger, who also own WhatsApp. Others have a direct IM function as an additional adjunct component of their social networking platforms, like Instagram, Reddit, Tumblr, TikTok, Clubhouse and Twitter; this also includes for example dating websites, such as OkCupid or Plenty of Fish, and online gaming chat platforms. === Features === ==== Private and group messaging ==== Private chat allows users to converse privately with another person or a group. Privacy can also be enhanced in several ways, such as end-to-end encryption by default. Public and group chat features allow users to communicate with multiple people simultaneously. ==== Calling ==== Many major IM services and applications offer a call feature for user-to-user voice calls, conference calls, and voice messages. The call functionality is useful for professionals who utilize the application for work purposes and as a hands-free method. Videotelephony using a webcam is also possible by some. ==== Games and entertainment ==== Some IM applications include in-app games for entertainment. Yahoo! Messenger, for example, introduced these where users could play a game and viewed by friends in real-time. MSN Messenger featured a number of playable games within the interface. Facebook's Messenger has had a built-in option to play games with people in a chat, including games like Tetris and Blackjack. Discord features multiple games built inside the "activities" tab in voice channels. ==== Payments ==== A relatively new feature to instant messaging, peer-to-peer payments are available for financial tasks on top of communication. The lack of a service fee also makes these advantageous to financial applications. IM services such as Facebook Messenger and the WeChat 'super-app' for example offer a payment feature. == History == === Early systems === Though the term dates from the 1990s, instant messaging predates the Internet, first appearing on multi-user operating systems like Compatible Time-Sharing System (CTSS) and Multiplexed Information and Computing Service (Multics) in the mid-1960s. Initially, some of these systems were used as notification systems for services like printing, but quickly were used to facilitate communication with other users logged into the same machine. CTSS facilitated communication via text message for up to 30 people. Parallel to instant messaging were early online chat facilities, the earliest of which was Talkomatic (1973) on the PLATO system, which allowed 5 people to chat simultaneously on a 512 x 512 plasma display (5 lines of text + 1 status line per person). During the bulletin board system (BBS) phenomenon that peaked during the 1980s, some systems incorporated chat features which were similar to instant messaging; Freelancin' Roundtable was one prime example. The first such general-availability commercial online chat service (as opposed to PLATO, which was educational) was the CompuServe CB Simulator in 1980, created by CompuServe executive Alexander "Sandy" Trevor in Columbus, Ohio. As networks developed, the protocols spread with the networks. Some of these used a peer-to-peer protocol (e.g. talk, ntalk and ytalk), while others required peers to connect to a server (see talker and IRC). The Zephyr Notification Service (still in use at some institutions) was invented at MIT's Project Athena in the 1980s to allow service providers to locate and send messages to users. Early instant messaging programs were primarily real-time text, where characters appeared as they were typed. This includes the Unix "talk" command line program, which was popular in the 1980s and early 1990s. Some BBS chat programs (i.e. Celerity BBS) also used a similar interface. Modern implementations of real-time text also exist in instant messengers, such as AOL's Real-Time IM as an optional feature. In the latter half of the 1980s and into the early 1990s, the Quantum Link online service for Commodore 64 computers offered user-to-user messages between concurrently connected customers, which they called "On-Line Messages" (or OLM for short), and later "FlashMail."     Hildon

    Hildon is an application framework originally developed for mobile devices (PDAs, mobile phones, etc.) running the Linux operating system as well as the Symbian operating system. The Symbian variant of Hildon was discontinued with the cancellation of Series 90. It was developed by Nokia for the Maemo operating system. It focuses on providing a finger-friendly interface. It is primarily a set of GTK extensions that provide mobile-device–oriented functionality, but also provides a desktop environment that includes a task navigator for opening and switching between programs, a control panel for user settings, and status bar, task bar and home applets. It is standard on the Maemo platform used by the Nokia Internet Tablets and the Nokia N900 smartphone. Hildon has also been selected as the framework for Ubuntu Mobile and Embedded Edition. Hildon was an early instance of a software platform for generic computing in a tablet device intended for internet consumption. But Nokia didn't commit to it as their only platform for their future mobile devices and the project competed against other in-house platforms. The strategic advantage of a modern platform was not exploited, being displaced by the Series 60, though its development is continued by the Maemo Leste project. == Components == The Hildon framework includes components that effectively provide a desktop environment. === Hildon Application Manager === Hildon Application Manager is the Hildon graphical package manager, it uses the Debian package management tools APT (Advanced Packaging Tool and dpkg) and provides a graphical interface for installing, updating and removing packages. It is a limited package manager, designed specifically for end-users, in that it doesn't directly offer the user access to system files and libraries. With the Diablo release of Maemo, Hildon Application Manager now supports "Seamless Software Update" (SSU), which implements a variety of features to allow system upgrades to be easily performed through it. === Hildon Control Panel === Hildon Control Panel is the user settings interface for Hildon. It provides simple access to control panels used to change system settings. === Hildon Desktop === Hildon Desktop is the primary UI component of Hildon, so makes up the bulk of what a user will see as "Hildon". It controls application launching and switching, general system control, and provides interfaces for task bar (application menu and task switcher), status bar (brightness and volume control), and home (internet radio and web search) applets. === Hildon Library === The Hildon library, originally developed by Nokia but since Maemo 5, developed by Igalia and Lanedo (who developed MaemoGTK+, the Maemo version of GTK+). It is a set of mobile specific GTK+ widgets for applications in Maemo. Up to Maemo 4, these widgets were designed for stylus usage.     Signals intelligence (SIGINT) is the act and field of intelligence-gathering by interception of signals, whether communications between people (communications intelligence—abbreviated to COMINT) or from electronic signals not directly used in communication (electronic intelligence—abbreviated to ELINT). As classified and sensitive information is usually encrypted, signals intelligence may necessarily involve cryptanalysis (to decipher the messages). Traffic analysis—the study of who is signaling to whom and in what quantity—is also used to integrate information, and it may complement cryptanalysis. == History == === Origins === Electronic interceptions appeared as early as 1900, during the Boer War of 1899–1902. The British Royal Navy had installed wireless sets produced by Marconi on board their ships in the late 1890s, and the British Army used some limited wireless signalling. The Boers captured some wireless sets and used them to make vital transmissions. Since the British were the only people transmitting at the time, the British did not need special interpretation of the signals that they were. The birth of signals intelligence in a modern sense dates from the Russo-Japanese War of 1904–1905. As the Russian fleet prepared for conflict with Japan in 1904, the British ship HMS Diana stationed in the Suez Canal intercepted Russian naval wireless signals being sent out for the mobilization of the fleet, for the first time in history. === Development in World War I === Over the course of the First World War, a new method of signals intelligence reached maturity. Russia's failure to properly protect its communications fatally compromised the Russian Army's advance early in World War I and led to their disastrous defeat by the Germans under Ludendorff and Hindenburg at the Battle of Tannenberg. In 1918, French intercept personnel captured a message written in the new ADFGVX cipher, which was cryptanalyzed by Georges Painvin. This gave the Allies advance warning of the German 1918 Spring Offensive. The British in particular, built up great expertise in the newly emerging field of signals intelligence and codebreaking (synonymous with cryptanalysis). On the declaration of war, Britain cut all German undersea cables. This forced the Germans to communicate exclusively via either (A) a telegraph line that connected through the British network and thus could be tapped; or (B) through radio which the British could then intercept. Rear Admiral Henry Oliver appointed Sir Alfred Ewing to establish an interception and decryption service at the Admiralty; Room 40. An interception service known as 'Y' service, together with the post office and Marconi stations, grew rapidly to the point where the British could intercept almost all official German messages. The German fleet was in the habit each day of wirelessing the exact position of each ship and giving regular position reports when at sea. It was possible to build up a precise picture of the normal operation of the High Seas Fleet, to infer from the routes they chose where defensive minefields had been placed and where it was safe for ships to operate. Whenever a change to the normal pattern was seen, it immediately signalled that some operation was about to take place, and a warning could be given. Detailed information about submarine movements was also available. The use of radio-receiving equipment to pinpoint the location of any single transmitter was also developed during the war. Captain H.J. Round, working for Marconi, began carrying out experiments with direction-finding radio equipment for the army in France in 1915. By May 1915, the Admiralty was able to track German submarines crossing the North Sea. Some of these stations also acted as 'Y' stations to collect German messages, but a new section was created within Room 40 to plot the positions of ships from the directional reports. Room 40 played an important role in several naval engagements during the war, notably in detecting major German sorties into the North Sea. The battle of Dogger Bank was won in no small part due to the intercepts that allowed the Navy to position its ships in the right place. It played a vital role in subsequent naval clashes, including at the Battle of Jutland as the British fleet was sent out to intercept them. The direction-finding capability allowed for the tracking and location of German ships, submarines, and Zeppelins. The system was so successful that by the end of the war, over 80 million words, comprising the totality of German wireless transmission over the course of the war, had been intercepted by the operators of the Y-stations and decrypted. However, its most astonishing success was in decrypting the Zimmermann Telegram, a telegram from the German Foreign Office sent via Washington to its ambassador Heinrich von Eckardt in Mexico. === Postwar consolidation === With the importance of interception and decryption firmly established by the wartime experience, countries established permanent agencies dedicated to this task in the interwar period. In 1919, the British Cabinet's Secret Service Committee, chaired by Lord Curzon, recommended that a peace-time codebreaking agency should be created. The Government Code and Cypher School (GC&CS) was the first peace-time codebreaking agency, with a public function "to advise as to the security of codes and cyphers used by all Government departments and to assist in their provision", but also with a secret directive to "study the methods of cypher communications used by foreign powers". GC&CS officially formed on 1 November 1919, and produced its first decrypt on 19 October. By 1940, GC&CS was working on the diplomatic codes and ciphers of 26 countries, tackling over 150 diplomatic cryptosystems. The US Cipher Bureau was established in 1919 and achieved some success at the Washington Naval Conference in 1921, through cryptanalysis by Herbert Yardley. Secretary of War Henry L. Stimson closed the US Cipher Bureau in 1929 with the words "Gentlemen do not read each other's mail." === World War II === The use of SIGINT had even greater implications during World War II. The combined effort of intercepts and cryptanalysis for the whole of the British forces in World War II came under the code name "Ultra", managed from Government Code and Cypher School at Bletchley Park. Properly used, the German Enigma and Lorenz ciphers should have been virtually unbreakable, but flaws in German cryptographic procedures, and poor discipline among the personnel carrying them out, created vulnerabilities which made Bletchley's attacks feasible. Bletchley's work was essential to defeating the U-boats in the Battle of the Atlantic, and to the British naval victories in the Battle of Cape Matapan and the Battle of North Cape. In 1941, Ultra exerted a powerful effect on the North African desert campaign against German forces under General Erwin Rommel. General Sir Claude Auchinleck wrote that were it not for Ultra, "Rommel would have certainly got through to Cairo". Ultra decrypts featured prominently in the story of Operation SALAM, László Almásy's mission across the desert behind Allied lines in 1942. Prior to the Normandy landings on D-Day in June 1944, the Allies knew the locations of all but two of Germany's fifty-eight Western Front divisions. Winston Churchill was reported to have told King George VI: "It is thanks to the secret weapon of General Menzies, put into use on all the fronts, that we won the war!" Supreme Allied Commander, Dwight D. Eisenhower, at the end of the war, described Ultra as having been "decisive" to Allied victory. Official historian of British Intelligence in World War II Sir Harry Hinsley argued that Ultra shortened the war "by not less than two years and probably by four years"; and that, in the absence of Ultra, it is uncertain how the war would have ended. At a lower level, German cryptanalysis, direction finding, and traffic analysis were vital to Rommel's early successes in the Western Desert Campaign until British forces tightened their communications discipline and Australian raiders destroyed his principal SIGINT Company. == Technical definitions == The United States Department of Defense has defined the term "signals intelligence" as: A category of intelligence comprising either individually or in combination all communications intelligence (COMINT), electronic intelligence (ELINT), and foreign instrumentation signals intelligence (FISINT), however transmitted.     A content inventory is the process and the result of cataloging the entire contents of a website. An allied practice—a content audit—is the process of evaluating that content. A content inventory and a content audit are closely related concepts, and they are often conducted in tandem. == Description == A content inventory typically includes all information assets on a website, such as web pages (HTML), meta elements (e.g., keywords, description, page title), images, audio and video files, and document files (e.g., .pdf, .doc, .ppt). A content inventory is a quantitative analysis of a website. It simply logs what is on a website. The content inventory will answer the question: “What is there?” and can be the start of a website review. A related (and sometimes confused term) is a content audit, a qualitative analysis of information assets on a website. It is the assessment of that content and its place in relationship to surrounding Web pages and information assets. The content audit will answer the question: “Is it any good?” Over the years, techniques for creating and managing a content inventory have been developed and refined in the field of website content management. A spreadsheet application (e.g., Microsoft Excel or LibreOffice Calc) is the preferred tool for keeping a content inventory; the data can be easily configured and manipulated.
