    Space-based data centers or orbital AI infrastructure are proposed concepts to build AI data centers in the sun-synchronous orbit or other orbits utilizing space-based solar power. Electric power has become the main bottleneck for terrestrial AI infrastructure. Space-based edge computing has historical roots in military architectures designed to bypass the latency of ground-based targeting networks. This ambitious "sensor-to-shooter" infrastructure is treated as a prerequisite for the modern Golden Dome program, which would rely on space-based data processing to continuously track targets. == History == Early thinking about space-based computing infrastructure grew out of mid-20th-century visions for large orbital industrial systems, most notably proposals for space-based solar power, which were popularized in both technical literature and science writing by figures such as Isaac Asimov in the 1940s. These ideas emphasized exploiting the vacuum, continuous solar energy, and thermal characteristics of space to support power-intensive activities that would be difficult or inefficient on Earth. In the 21st century, advances in small satellites, reusable launch vehicles, and high-performance computing revived interest in space-based data centers, with governments and private companies exploring orbital or near-space platforms for edge computing, secure data handling, and low-latency processing of Earth-observation data. In September 2024, Y Combinator-backed Starcloud released a white paper detailing plans to build multiple gigawatts of AI compute in orbit. It was the first widely cited proposal to actually start building large orbital data centers. In 2025, Starcloud deployed an NVIDIA H100-class system and became the first company to train an LLM in space and run a version of Google Gemini in space. In March 2025, Lonestar deployed a data backup machine on the surface of the moon. In early January 2026, a team from the University of Pennsylvania presented a tether-based architecture for orbital data centers at the AIAA SciTech conference. The design relied on gravity gradient tension and solar-pressure-based passive attitude stabilization to minimize the mass of MW-scale orbital data centers. In January 2026, SpaceX filed plans with the Federal Communications Commission (FCC) for millions of satellites, leveraging reusable launches and Starlink integration to extend cloud and AI computing into orbit. Around the same time, Blue Origin announced the TeraWave constellation of about 5,400 satellites, designed to provide high‑throughput networking for data centers, enterprise, and government customers. Meanwhile, China announced a 200,000‑satellite constellation, focusing on state coordination, data sovereignty, and in-orbit processing for secure, time-critical applications. In February 2026, Starcloud submitted a proposal to the FCC for a constellation of up to 88,000 satellites for orbital data centers. In March, it announced intentions to be the first to mine Bitcoin in space, flying bitcoin mining ASICs on its second satellite, Starcloud-2. In May 2026, Edge Aerospace was awarded a contract by the European Space Agency under its Space Cloud program to study use cases, architectures and implementation roadmap for orbital data centers. == Feasibility == In October 2025, Nature Electronics published a study led by a research group at Nanyang Technological University on the development of carbon-neutral data centres in space. In November 2025, Google published a feasibility study on space-based data centers. The authors argued that if launch costs to low earth orbit reached US$200/kg, the launch cost for data center satellites could be cost effective relative to current energy costs for ground-based data centers. They project this may occur around 2035 if SpaceX's Starship project scales to 180 launches/year by then. == Advantages == Some sun-synchronous orbit (SSO) planes have constant sunlight in the dawn/dusk which could provide continuous solar energy. SSO is a limited resource and proper management and sharing of it is required. A consequence of the increase of satellite in orbit is a higher risk of the runaway of space debris (see Kessler syndrome). This means some orbits could become unusable. Latency and bandwidth are constrained in space, and consumes limited electromagnetic resources. He has contributed to the field of computer vision, and his work has been referenced in Wired, BBC News, The New York Times, and The New Yorker. == Early life and education == Efros was born in St. Petersburg in the Soviet Union. His father is Alexei L. Efros, then a physics professor at the Ioffe Physico-Technical Institute. His family emigrated to the United States when he was 14 to accommodate his father's career and the family settled in Salt Lake City in 1991. He graduated from the University of Utah in 1997, and attended University of California, Berkeley for his PhD, where he was advised by Jitendra Malik and graduated in 2003. He then spent a year as a research fellow at the University of Oxford, where he worked with Andrew Zisserman. == Career == Efros joined the faculty at Carnegie Mellon University in Pittsburgh, where he remained until 2013 when he joined the faculty of the University of California, Berkeley.     Evaluation of machine translation

    Various methods for the evaluation for machine translation have been employed. This article focuses on the evaluation of the output of machine translation, rather than on performance or usability evaluation. == Round-trip translation == A typical way for lay people to assess machine translation quality is to translate from a source language to a target language and back to the source language with the same engine. Though intuitively this may seem like a good method of evaluation, it has been shown that round-trip translation is a "poor predictor of quality". The reason why it is such a poor predictor of quality is reasonably intuitive. A round-trip translation is not testing one system, but two systems: the language pair of the engine for translating into the target language, and the language pair translating back from the target language. Consider the following examples of round-trip translation performed from English to Italian and Portuguese from Somers (2005): In the first example, where the text is translated into Italian then back into English—the English text is significantly garbled, but the Italian is a serviceable translation. In the second example, the text translated back into English is perfect, but the Portuguese translation is meaningless; the program thought "tit" was a reference to a tit (bird), which was intended for a "tat", a word it did not understand. While round-trip translation may be useful to generate a "surplus of fun," the methodology is deficient for serious study of machine translation quality. == Human evaluation == This section covers two of the large scale evaluation studies that have had significant impact on the field—the ALPAC 1966 study and the ARPA study. === Automatic Language Processing Advisory Committee (ALPAC) === One of the constituent parts of the ALPAC report was a study comparing different levels of human translation with machine translation output, using human subjects as judges. The human judges were specially trained for the purpose. The evaluation study compared an MT system translating from Russian into English with human translators, on two variables. The variables studied were "intelligibility" and "fidelity". Intelligibility was a measure of how "understandable" the sentence was, and was measured on a scale of 1–9. Fidelity was a measure of how much information the translated sentence retained compared to the original, and was measured on a scale of 0–9. Each point on the scale was associated with a textual description. For example, 3 on the intelligibility scale was described as "Generally unintelligible; it tends to read like nonsense but, with a considerable amount of reflection and study, one can at least hypothesize the idea intended by the sentence". Intelligibility was measured without reference to the original, while fidelity was measured indirectly. The translated sentence was presented, and after reading it and absorbing the content, the original sentence was presented. The judges were asked to rate the original sentence on informativeness. So, the more informative the original sentence, the lower the quality of the translation. The study showed that the variables were highly correlated when the human judgment was averaged per sentence. The variation among raters was small, but the researchers recommended that at the very least, three or four raters should be used. The evaluation methodology managed to separate translations by humans from translations by machines with ease. The study concluded that, "highly reliable assessments can be made of the quality of human and machine translations". === Advanced Research Projects Agency (ARPA) === As part of the Human Language Technologies Program, the Advanced Research Projects Agency (ARPA) created a methodology to evaluate machine translation systems, and continues to perform evaluations based on this methodology. The evaluation programme was instigated in 1991, and continues to this day. Details of the programme can be found in White et al. (1994) and White (1995). The evaluation programme involved testing several systems based on different theoretical approaches; statistical, rule-based and human-assisted. A number of methods for the evaluation of the output from these systems were tested in 1992 and the most recent suitable methods were selected for inclusion in the programmes for subsequent years. The methods were; comprehension evaluation, quality panel evaluation, and evaluation based on adequacy and fluency. Comprehension evaluation aimed to directly compare systems based on the results from multiple choice comprehension tests, as in Church et al. (1993). The texts chosen were a set of articles in English on the subject of financial news. These articles were translated by professional translators into a series of language pairs, and then translated back into English using the machine translation systems. It was decided that this was not adequate for a standalone method of comparing systems and as such abandoned due to issues with the modification of meaning in the process of translating from English. The idea of quality panel evaluation was to submit translations to a panel of expert native English speakers who were professional translators and get them to evaluate them. The evaluations were done on the basis of a metric, modelled on a standard US government metric used to rate human translations. This was good from the point of view that the metric was "externally motivated", since it was not specifically developed for machine translation. However, the quality panel evaluation was very difficult to set up logistically, as it necessitated having a number of experts together in one place for a week or more, and furthermore for them to reach consensus. This method was also abandoned. Along with a modified form of the comprehension evaluation (re-styled as informativeness evaluation), the most popular method was to obtain ratings from monolingual judges for segments of a document. The judges were presented with a segment, and asked to rate it for two variables, adequacy and fluency. Adequacy is a rating of how much information is transferred between the original and the translation, and fluency is a rating of how good the English is. This technique was found to cover the relevant parts of the quality panel evaluation, while at the same time being easier to deploy, as it didn't require expert judgment. Measuring systems based on adequacy and fluency, along with informativeness is now the standard methodology for the ARPA evaluation program. == Automatic evaluation == In the context of this article, a metric is a measurement. A metric that evaluates machine translation output represents the quality of the output. The quality of a translation is inherently subjective, there is no objective or quantifiable "good." Therefore, any metric must assign quality scores so they correlate with the human judgment of quality. That is, a metric should score highly translations that humans score highly, and give low scores to those humans give low scores. Human judgment is the benchmark for assessing automatic metrics, as humans are the end-users of any translation output. The measure of evaluation for metrics is correlation with human judgment. This is generally done at two levels, at the sentence level, where scores are calculated by the metric for a set of translated sentences, and then correlated against human judgment for the same sentences. And at the corpus level, where scores over the sentences are aggregated for both human judgments and metric judgments, and these aggregate scores are then correlated. Figures for correlation at the sentence level are rarely reported, although Banerjee et al. (2005) do give correlation figures that show that, at least for their metric, sentence-level correlation is substantially worse than corpus level correlation. While not widely reported, it has been noted that the genre, or domain, of a text has an effect on the correlation obtained when using metrics. Coughlin (2003) reports that comparing the candidate text against a single reference translation does not adversely affect the correlation of metrics when working in a restricted domain text. Even if a metric correlates well with human judgment in one study on one corpus, this successful correlation may not carry over to another corpus. Good metric performance, across text types or domains, is important for the reusability of the metric. A metric that only works for text in a specific domain is useful, but less useful than one that works across many domains—because creating a new metric for every new evaluation or domain is undesirable. Another important factor in the usefulness of an evaluation metric is to have a good correlation, even when working with small amounts of data, that is candidate sentences and reference translations. In interface design, natural-language interfaces are sought after for their speed and ease of use, but most suffer the challenges to understanding wide varieties of ambiguous input. Natural-language interfaces are an active area of study in the field of natural-language processing and computational linguistics. An intuitive general natural-language interface is one of the active goals of the Semantic Web. Text interfaces are "natural" to varying degrees. Many formal (un-natural) programming languages incorporate idioms of natural human language. Likewise, a traditional keyword search engine could be described as a "shallow" natural-language user interface. == Overview == A natural-language search engine would in theory find targeted answers to user questions (as opposed to keyword search). For example, when confronted with a question of the form 'which U.S. state has the highest income tax?', conventional search engines ignore the question and instead search on the keywords 'state', 'income' and 'tax'. Natural-language search, on the other hand, attempts to use natural-language processing to understand the nature of the question and then to search and return a subset of the web that contains the answer to the question. If it works, results would have a higher relevance than results from a keyword search engine, due to the question being included. == History == Prototype Nl interfaces had already appeared in the late sixties and early seventies. SHRDLU, a natural-language interface that manipulates blocks in a virtual "blocks world" Lunar, a natural-language interface to a database containing chemical analyses of Apollo 11 Moon rocks by William A. Woods. Chat-80 transformed English questions into Prolog expressions, which were evaluated against the Prolog database. English Wizard from Linguistic Technology Corporation. == Challenges == Natural-language interfaces have in the past led users to anthropomorphize the computer, or at least to attribute more intelligence to machines than is warranted. On the part of the user, this has led to unrealistic expectations of the capabilities of the system. Such expectations will make it difficult to learn the restrictions of the system if users attribute too much capability to it, and will ultimately lead to disappointment when the system fails to perform as expected as was the case in the AI winter of the 1970s and 80s. A 1995 paper titled 'Natural Language Interfaces to Databases – An Introduction', describes some challenges: Modifier attachment The request "List all employees in the company with a driving licence" is ambiguous unless you know that companies can't have driving licences. Conjunction and disjunction "List all applicants who live in California and Arizona" is ambiguous unless you know that a person can't live in two places at once. Anaphora resolution resolve what a user means by 'he', 'she' or 'it', in a self-referential query. Other goals to consider more generally are the speed and efficiency of the interface, in all algorithms these two points are the main point that will determine if some methods are better than others and therefore have greater success in the market. In addition, localisation across multiple language sites requires extra consideration - this is based on differing sentence structure and language syntax variations between most languages. Finally, regarding the methods used, the main problem to be solved is creating a general algorithm that can recognize the entire spectrum of different voices, while disregarding nationality, gender or age. The significant differences between the extracted features - even from speakers who says the same word or phrase - must be successfully overcome. == Uses and applications == The natural-language interface gives rise to technology used for many different applications. Some of the main uses are: Dictation, is the most common use for automated speech recognition (ASR) systems today. This includes medical transcriptions, legal and business dictation, and general word processing. In some cases special vocabularies are used to increase the accuracy of the system. Command and control, ASR systems that are designed to perform functions and actions on the system are defined as command and control systems. Utterances like "Open Netscape" and "Start a new xterm" will do just that. Telephony, some PBX/Voice Mail systems allow callers to speak commands instead of pressing buttons to send specific tones. Wearables, because inputs are limited for wearable devices, speaking is a natural possibility. Medical, disabilities, many people have difficulty typing due to physical limitations such as repetitive strain injuries (RSI), muscular dystrophy, and many others. For example, people with difficulty hearing could use a system connected to their telephone to convert a caller's speech to text. Embedded applications, some new cellular phones include C&C speech recognition that allow utterances such as "call home". This may be a major factor in the future of automatic speech recognition and Linux. Below are named and defined some of the applications that use natural-language recognition, and so have integrated utilities listed above. === Ubiquity === Ubiquity, an add-on for Mozilla Firefox, is a collection of quick and easy natural-language-derived commands that act as mashups of web services, thus allowing users to get information and relate it to current and other webpages. === Wolfram Alpha === Wolfram Alpha is an online service that answers factual queries directly by computing the answer from structured data, rather than providing a list of documents or web pages that might contain the answer as a search engine would. It was announced in March 2009 by Stephen Wolfram, and was released to the public on May 15, 2009. === Siri === Siri is an intelligent personal assistant application integrated with operating system iOS. The application uses natural language processing to answer questions and make recommendations. Siri's marketing claims include that it adapts to a user's individual preferences over time and personalizes results, and performs tasks such as making dinner reservations while trying to catch a cab. === Others === Ask.com – The original idea behind Ask Jeeves (Ask.com) was traditional keyword searching with an ability to get answers to questions posed in everyday, natural language. The current Ask.com still supports this, with added support for math, dictionary, and conversion questions. Braina – Braina is a natural language interface for Windows OS that allows to type or speak English language sentences to perform a certain action or find information. GNOME Do – Allows for quick finding miscellaneous artifacts of GNOME environment (applications, Evolution and Pidgin contacts, Firefox bookmarks, Rhythmbox artists and albums, and so on) and execute the basic actions on them (launch, open, email, chat, play, etc.). hakia – hakia was an Internet search engine. The company invented an alternative new infrastructure to indexing that used SemanticRank algorithm, a solution mix from the disciplines of ontological semantics, fuzzy logic, computational linguistics, and mathematics. hakia closed in 2014. Lexxe – Lexxe was an Internet search engine that used natural-language processing for queries (semantic search). Searches could be made with keywords, phrases, and questions, such as "How old is Wikipedia?" Lexxe closed its search engine services in 2015. Rosie is the robot programmed to identify public funds expenses with discrepancies, starting with CEAP (Quota for Exercise of Parliamentary Activity); it analyzes each of the reimbursements requested by the deputies and senators, indicating the reasons that lead it to believe they are suspicious. From Rosie was born whistleblower, which tweets under the name of @RosieDaSerenata, distributing the results found on social media. Toolbox is a Python installable package that supports the development of Serenata de Amor and Rosie. == History == Operation Serenata de Amor is an Artificial intelligence project for analysis of public expenditures. It was conceived in March 2016 by data scientist Irio Musskopf, sociologist Eduardo Cuducos and entrepreneur Felipe Cabral. The project was financed collectively in the Catarse platform, where it reached 131% of the collection goal paying 3 months of project development. Ana Schwendler, also a data scientist, Pedro Vilanova "Tonny", data journalist, Bruno Pazzim, software engineer, Filipe Linhares, a frontend engineer, Leandro Devegili, an entrepreneur and André Pinho took the first steps towards constructing the platform, such as collecting and structuring the first datasets. Jessica Temporal, data scientist and Yasodara Córdova "Yaso", researcher, Tatiana Balachova "Russa", UX designer, joined the project after the financing took place. The members created a recurring financing campaign, expanding the analysis of public spending to the Federal Senate. Donors make monthly payments ranging from 5 BRL to 200 BRL to maintain group activities. The monthly amount collected is around 10,000 BRL. == Results == In January 2017, concluding the period financed by the initial campaign, the group carried out an investigation into the suspicious activities found by the data analysis system. 629 complaints were made to the Ombudsman's Office of the Chamber of Deputies, questioning expenses of 216 federal deputies. In addition, the Facebook project page has more than 25,000 followers, and users frequently cite the operation as a benchmark in transparency in the Brazilian government. One of the examples of results obtained by the operation is the case of the Deputy who had to return about 700 BRL to the House after his expenses were analyzed by the platform. The platform was able to analyze more than 3 million notes, raising about 8,000 suspected cases in public spending. The community that supports the work of the team benefits from open source repositories, with licenses open for the collaboration. So much so that the two main data scientists of the project presented it at the CivicTechFest in Taipei, obtaining several mentions even in the international press. The technical leader presented the project in Poland during DevConf2017 in Kraków. It was also presented in the Google News Lab in 2017. It was presented by Yaso, when she was the Director of the initiative, at the MIT Media Lab/Berkman Klein Center Initiative for Artificial Intelligence ethics, and at the Artificial Intelligence and Inclusion Symposium, an initiative of the Global Network of Internet & Society Centers (NoC). It was also presented both by Irio and Yaso at the Digital Harvard Kennedy School, over a lunch seminar, where the transparency of the platform and the main solutions found were discussed, so that the code and data are always available to verify its suitability. This infographic provides information about the first results of Operation Serenata de Amor, a project that analyzes open data on public spending to find discrepancies. The project was presented by Yaso to the House Audit and Control Committee of the Chamber of Deputies in August 2017, and raised the interest of House officials who work with open data. The operation has been a source of inspiration for other civic projects that aim to work with similar goals, demonstrating the broader impact of artificial intelligence also in industry in Brazil. Participation of several team members in events throughout Brazil and abroad can be found on the Internet, such as presentation at OpenDataDay, held at Calango Hackerspace in the Federal District, Campus Party Bahia, Campus Party Brasilia, Friends of Tomorrow, XIII National Meeting of Internal Control, in the event USP Talks Hackfest against corruption in João Pessoa, the latter being also highlighted in the National Press.
