    Regulation of artificial intelligence in the United States

    The United States federal government and state governments have developed some regulation of artificial intelligence, including executive orders, federal laws, and state laws. Federal agencies have also developed some sector-specific regulations related to AI. At the federal level, the Biden administration released an October 2023 executive order about AI safety and security, Executive Order 14110, with directives related to AI development and deployment. President Trump revoked that executive order in January 2025 and issued Executive Order 14179. In December 2025, President Trump signed Executive Order 14365, an executive order directing federal agencies to develop a unified national approach to AI policy, evaluate state AI laws for potential conflicts, challenge them through legal action, and condition certain federal funding on state compliance, while exempting state laws related to child safety, data center infrastructure, and state government procurement. In 2025, Congress passed legislation targeting AI-generated deepfakes, the TAKE IT DOWN Act. Several U.S. states have enacted laws related to artificial intelligence. Some are already in effect, including in California. Other states have AI-related legislation coming into effect in 2026 and 2027. In 2025 and 2026, the Trump administration mentioned the patchwork nature of state legislation as a motivation for its push for unified national legislation regulating AI. The administration has criticized state lawmakers, threatened to sue states, and issued letters to discourage them from regulating AI companies and products; some states have continued to propose and enact related laws. Discussions about regulating AI have included topics such as the timeliness of regulating AI, the nature of the federal regulatory framework to govern and promote AI, including what agency should lead, the regulatory and governing powers of that agency, and how to update regulations in the face of rapidly changing technology, as well as the roles of state governments and courts. == Federal government == === Obama administration (2009–2017) === As early as 2016, the Obama administration had begun to focus on the risks and regulations for artificial intelligence. In an October 2016 report titled Preparing For the Future of Artificial Intelligence, the National Science and Technology Council set a precedent to allow researchers to continue to develop new AI technologies with few restrictions. The report stated that "the approach to regulation of AI-enabled products to protect public safety should be informed by assessment of the aspects of risk". The first National Artificial Intelligence Research And Development Strategic Plan was published in October 2016. === First Trump administration (2017–2021) === On August 13, 2018, Section 1051 of the Fiscal Year 2019 John S. McCain National Defense Authorization Act (P.L. 115-232) established the National Security Commission on Artificial Intelligence "to consider the methods and means necessary to advance the development of artificial intelligence, machine learning, and associated technologies to comprehensively address the national security and defense needs of the United States." Steering on regulating security-related AI is provided by the National Security Commission on Artificial Intelligence. The Artificial Intelligence Initiative Act (S.1558) is a proposed bill that would establish a federal initiative designed to accelerate research and development on AI for, inter alia, the economic and national security of the United States. On January 7, 2019, following an Executive Order on Maintaining American Leadership in Artificial Intelligence, the White House's Office of Science and Technology Policy released a draft Guidance for Regulation of Artificial Intelligence Applications, which includes ten principles for United States agencies when deciding whether and how to regulate AI. In response, the National Institute of Standards and Technology released a position paper, and the Defense Innovation Board issued recommendations on the ethical use of AI. A year later, the administration called for comments on regulation in another draft of its Guidance for Regulation of Artificial Intelligence Applications. Other specific agencies working on the regulation of AI included the Food and Drug Administration, which created pathways to regulate the incorporation of AI in medical imaging. The National Science and Technology Council also published an updated National Artificial Intelligence Research and Development Strategic Plan in 2019, which received public scrutiny and recommendations to further improve it towards enabling Trustworthy AI. === Biden administration (2021–2025) === In March 2021, the National Security Commission on Artificial Intelligence released their final report. In the report, they stated, "Advances in AI, including the mastery of more general AI capabilities along one or more dimensions, will likely provide new capabilities and applications. Some of these advances could lead to inflection points or leaps in capabilities. Such advances may also introduce new concerns and risks and the need for new policies, recommendations, and technical advances to assure that systems are aligned with goals and values, including safety, robustness and trustworthiness." In June 2022, Senators Rob Portman and Gary Peters introduced the Global Catastrophic Risk Management Act. The bipartisan bill "would also help counter the risk of artificial intelligence... from being abused in ways that may pose a catastrophic risk". On October 4, 2022, President Joe Biden unveiled a new AI Bill of Rights, which outlines five protections Americans should have in the AI age: 1. Safe and Effective Systems, 2. Algorithmic Discrimination Protection, 3.Data Privacy, 4. Notice and Explanation, and 5. Human Alternatives, Consideration, and Fallback. The bill was formally published in October 2022 by the Office of Science and Technology Policy (OSTP), a U.S. government office that advises the President on science and technology policy matters. In July 2023, the Biden administration secured voluntary commitments from seven companies – Amazon, Anthropic, Google, Inflection, Meta, Microsoft, and OpenAI – to manage the risks associated with AI. The companies committed to ensure AI products undergo both internal and external security testing before public release; to share information on the management of AI risks with the industry, governments, civil society, and academia; to prioritize cybersecurity and protect proprietary AI system components; to develop mechanisms to inform users when content is AI-generated, such as watermarking; to publicly report on their AI systems' capabilities, limitations, and areas of use; to prioritize research on societal risks posed by AI, including bias, discrimination, and privacy concerns; and to develop AI systems to address societal challenges, ranging from cancer prevention to climate change mitigation. In September 2023, eight additional companies – Adobe, Cohere, IBM, Nvidia, Palantir, Salesforce, Scale AI, and Stability AI – subscribed to these voluntary commitments. In January 2023, the National Institute of Standards and Technology (NIST) released the Artificial Intelligence Risk Management Framework (AI RMF 1.0), providing voluntary guidance for organizations to identify, assess, and manage risks associated with AI systems. The Biden administration, in October 2023 signaled that they would release an executive order leveraging the federal government's purchasing power to shape AI regulations, hinting at a proactive governmental stance in regulating AI technologies. On October 30, 2023, President Biden released Executive Order 14110 on Safe, Secure, and Trustworthy Artificial Intelligence. The Executive Order includes directives on standards for critical infrastructure, AI-enhanced cybersecurity, and federally funded biological synthesis projects. The Executive Order provides the authority to various agencies and departments of the US government, including the Energy and Defense departments, to apply existing consumer protection laws to AI development. The Executive Order builds on the Administration's earlier agreements with AI companies to instate new initiatives to "red-team" or stress-test AI dual-use foundation models, especially those that have the potential to pose security risks, with data and results shared with the federal government. The Executive Order also recognizes AI's social challenges, and calls for companies building AI dual-use foundation models to be wary of these societal problems. For example, the Executive Order states that AI should not "worsen job quality", and should not "cause labor-force disruptions". Additionally, Biden's Executive Order mandates that AI must "advance equity and civil rights", and cannot disadvantage marginalized groups.     Prompt engineering

    Prompt engineering is the process of structuring natural language inputs (known as prompts) to produce specified outputs from a generative artificial intelligence (GenAI) model. Context engineering is the related area of software engineering that focuses on the management of non-prompt contexts supplied to the GenAI model, such as metadata, API tools, and tokens. It can also be defined as the practice of designing and refining input instructions given to a generative AI model to produce more accurate, relevant, or useful outputs. Effective prompt engineering involves understanding how a model interprets language, and may include techniques such as few-shot prompting, chain-of-thought prompting, and role assignment. It is increasingly considered a skill for working with large language models (LLMs) in both research and professional contexts. During the 2020s AI boom, prompt engineering became regarded as a business capability across corporations and industries. Employees with the title prompt engineer were hired to create prompts that would increase productivity and efficacy, although the individual title has since lost traction amid AI models that produce better prompts than humans and corporate training in prompting for general employees. Common prompting techniques include multi-shot, chain-of-thought, and tree-of-thought prompting, as well as the use of assigning roles to the model. Automated prompt generation methods, such as retrieval-augmented generation (RAG), provide for greater accuracy and a wider scope of functions for prompt engineers. Prompt injection is a type of cybersecurity attack that targets machine learning models through malicious prompts. == Terminology == The Oxford English Dictionary defines prompt engineering as "The action or process of formulating and refining prompts for an artificial intelligence program, algorithm, etc., in order to optimize its output or to achieve a desired outcome; the discipline or profession concerned with this." In 2023, prompt ("an instruction given to an artificial intelligence program, algorithm, etc., which determines or influences the content it generates") was the runner-up to Oxford's word of the year. === Prompt === A prompt is some natural language text that describes and prescribes the task that an artificial intelligence (AI) should perform. A prompt for a text-to-text language model can be a query, a command, or a longer statement referencing context, instructions, and conversation history. The process of prompt engineering may involve designing clear queries, refining wording, providing relevant context, specifying the style of output, and assigning a character for the AI to mimic in order to guide the model toward more accurate, useful, and consistent responses. When communicating with a text-to-image or a text-to-audio model, a typical prompt contains a description of a desired output such as "a high-quality photo of an astronaut riding a horse" or "Lo-fi slow BPM electro chill with organic samples". Prompt engineering may be applied to text-to-image models to achieve a desired subject, style, layout, lighting, and aesthetic. === Techniques === Common terms used to describe various specific prompt engineering techniques include chain-of-thought, tree-of-thought, and retrieval-augmented generation (RAG). A 2024 survey of the field identified over 50 distinct text-based prompting techniques, 40 multimodal variants, and a vocabulary of 33 terms used across prompting research, highlighting a present lack of standardised terminology for prompt engineering. Vibe coding is an AI-assisted software development method where a user prompts an LLM with a description of what they want and lets it generate or edit the code. In 2025, "vibe coding" was the Collins Dictionary word of the year. === Context engineering === Context engineering is a related process that focuses on the context elements that accompany user prompts, which include system instructions, retrieved knowledge, tool definitions, conversation summaries, and task metadata. Context engineering is performed to improve reliability, provenance and token efficiency in production LLM systems. The concept emphasises operational practices such as token budgeting, provenance tags, versioning of context artifacts, observability (logging which context was supplied), and context regression tests to ensure that changes to supplied context do not silently alter system behaviour. == Rationale == Research has found that the performance of large language models (LLMs) is highly sensitive to choices such as the ordering of examples, the quality of demonstration labels, and even small variations in phrasing. In some cases, reordering examples in a prompt produced accuracy shifts of more than 40 percent. === In-context learning === A model's ability to temporarily learn from prompts is known as in-context learning. In-context learning is an emergent ability of large language models. It is an emergent property of model scale, meaning that breaks in scaling laws occur, leading to its efficacy increasing at a different rate in larger models than in smaller models. Unlike training and fine-tuning, which produce lasting changes, in-context learning is temporary. Training models to perform in-context learning can be viewed as a form of meta-learning, or "learning to learn". === Prompting to estimate model sensitivity === Research consistently demonstrates that LLMs are highly sensitive to subtle variations in prompt formatting, structure, and linguistic properties. Some studies have shown up to 76 accuracy points across formatting changes in few-shot settings. Linguistic features significantly influence prompt effectiveness—such as morphology, syntax, and lexico-semantic changes—which meaningfully enhance task performance across a variety of tasks. Clausal syntax, for example, improves consistency and reduces uncertainty in knowledge retrieval. This sensitivity persists even with larger model sizes, additional few-shot examples, or instruction tuning. To address sensitivity of models and make them more robust, several evaluative methods have been proposed. FormatSpread facilitates systematic analysis by evaluating a range of plausible prompt formats, offering a more comprehensive performance interval. Similarly, PromptEval estimates performance distributions across diverse prompts, enabling robust metrics such as performance quantiles and accurate evaluations under constrained budgets. == Prompting techniques == === Multi-shot === A prompt may include a few examples for a model to learn from in context, an approach called few-shot learning. For example, the prompt may ask the model to complete "maison → house, chat → cat, chien →", with the expected response being dog. === Chain-of-thought === Chain-of-thought (CoT) prompting is a technique that allows large language models (LLMs) to solve a problem as a series of intermediate steps before giving a final answer. In 2022, Google Brain reported that chain-of-thought prompting improves reasoning ability by inducing the model to answer a multi-step problem with steps of reasoning that mimic a train of thought. Chain-of-thought techniques were developed to help LLMs handle multi-step reasoning tasks, such as arithmetic or commonsense reasoning questions. When applied to PaLM, a 540 billion parameter language model, according to Google, CoT prompting significantly aided the model, allowing it to perform comparably with task-specific fine-tuned models on several tasks, achieving state-of-the-art results at the time on the GSM8K mathematical reasoning benchmark. It is possible to fine-tune models on CoT reasoning datasets to enhance this capability further and stimulate better interpretability. As originally proposed by Google, each CoT prompt is accompanied by a set of input/output examples—called exemplars—to demonstrate the desired model output, making it a few-shot prompting technique. However, according to a later paper from researchers at Google and the University of Tokyo, simply appending the words "Let's think step-by-step" was also effective, which allowed for CoT to be employed as a zero-shot technique. ==== Self-consistency ==== Self-consistency performs several chain-of-thought rollouts, then selects the most commonly reached conclusion out of all the rollouts. === Tree-of-thought === Tree-of-thought prompting generalizes chain-of-thought by generating multiple lines of reasoning in parallel, with the ability to backtrack or explore other paths. It can use tree search algorithms like breadth-first, depth-first, or beam. === Text-to-image prompting === In 2022, text-to-image models like DALL-E 2, Stable Diffusion, and Midjourney were released to the public.     Artificial intelligence systems integration

    The core idea of artificial intelligence systems integration is making individual software components, such as speech synthesizers, interoperable with other components, such as common sense knowledgebases, in order to create larger, broader and more capable A.I. systems. The main methods that have been proposed for integration are message routing, or communication protocols that the software components use to communicate with each other, often through a middleware blackboard system. Most artificial intelligence systems involve some sort of integrated technologies, for example, the integration of speech synthesis technologies with that of speech recognition. However, in recent years, there has been an increasing discussion on the importance of systems integration as a field in its own right. Proponents of this approach are researchers such as Marvin Minsky, Aaron Sloman, Deb Roy, Kristinn R. Thórisson and Michael A. Arbib. A reason for the recent attention A.I. integration is attracting is that there have already been created a number of (relatively) simple A.I. systems for specific problem domains (such as computer vision, speech synthesis, etc.), and that integrating what's already available is a more logical approach to broader A.I. than building monolithic systems from scratch. == Integration focus == The focus on systems' integration, especially with regard to modular approaches, derive from the fact that most intelligences of significant scales are composed of a multitude of processes and/or utilize multi-modal input and output. For example, a humanoid-type of intelligence would preferably have to be able to talk using speech synthesis, hear using speech recognition, understand using a logical (or some other undefined) mechanism, and so forth. In order to produce artificially intelligent software of broader intelligence, integration of these modalities is necessary. == Challenges and solutions == Collaboration is an integral part of software development as evidenced by the size of software companies and the size of their software departments. Among the tools to ease software collaboration are various procedures and standards that developers can follow to ensure quality, reliability and that their software is compatible with software created by others (such as W3C standards for webpage development). However, collaboration in fields of A.I. has been lacking, for the most part not seen outside the respected schools, departments or research institutes (and sometimes not within them either). This presents practitioners of A.I. systems integration with a substantial problem and often causes A.I. researchers to have to 're-invent the wheel' each time they want a specific functionality to work with their software. Even more damaging is the "not invented here" syndrome, which manifests itself in a strong reluctance of A.I. researchers to build on the work of others. The outcome of this in A.I. is a large set of "solution islands": A.I. research has produced numerous isolated software components and mechanisms that deal with various parts of intelligence separately. To take some examples: Speech synthesis FreeTTS from CMU Speech recognition Sphinx from CMU Logical reasoning OpenCyc from Cycorp Open Mind Common Sense Net from MIT With the increased popularity of the free software movement, a lot of the software being created, including A.I. systems, is available for public exploit. The next natural step is to merge these individual software components into coherent, intelligent systems of a broader nature. As a multitude of components (that often serve the same purpose) have already been created by the community, the most accessible way of integration is giving each of these components an easy way to communicate with each other. By doing so, each component by itself becomes a module, which can then be tried in various settings and configurations of larger architectures. Some challenging and limitations of using A.I. software is the uncontrolled fatal errors. For example, serious and fatal errors have been discovered in very precise fields such as human oncology, as in an article published in the journal Oral Oncology Reports entitled "When AI goes wrong: Fatal errors in oncological research reviewing assistance". The article pointed out a grave error in artificial intelligence based on GBT in the field of biophysics. Many online communities for A.I. developers exist where tutorials, examples, and forums aim at helping both beginners and experts build intelligent systems. However, few communities have succeeded in making a certain standard, or a code of conduct popular to allow the large collection of miscellaneous systems to be integrated with ease. == Methodologies == === Constructionist design methodology === The constructionist design methodology (CDM, or 'Constructionist A.I.') is a formal methodology proposed in 2004, for use in the development of cognitive robotics, communicative humanoids and broad AI systems. The creation of such systems requires the integration of a large number of functionalities that must be carefully coordinated to achieve coherent system behavior. CDM is based on iterative design steps that lead to the creation of a network of named interacting modules, communicating via explicitly typed streams and discrete messages. The OpenAIR message protocol (see below) was inspired by the CDM and has frequently been used to aid in the development of intelligent systems using CDM. == Examples == ASIMO, Honda's humanoid robot, and QRIO, Sony's version of a humanoid robot.     Vilém Flusser

    Vilém Flusser (May 12, 1920 – November 27, 1991) was a Czech-born Brazilian philosopher, writer and journalist, best known for his contributions to media studies, communication theory, and the philosophy of language. He lived for a long period in São Paulo (where he became a Brazilian citizen) and later in France, and his works are written in many different languages. His early work was marked by discussion of the thought of Martin Heidegger, and by the influence of existentialism and phenomenology. Phenomenology would play a major role in the transition to the later phase of his work, in which he turned his attention to the philosophy of communication and of artistic production. He contributed to the dichotomy logic theory through history: the period of image worship, and period of text worship, with deviations consequently into idolatry and "textolatry". == Life == Flusser was born in 1920 in Prague, Czechoslovakia into a family of Jewish intellectuals. His father, Gustav Flusser, studied mathematics and physics (under Albert Einstein among others). Vilém attended German and Czech primary schools and later a German grammar school. In 1938, Flusser started to study philosophy at the Juridical Faculty of the Charles University in Prague. In 1939, shortly after the Nazi occupation, Flusser emigrated to London (with Edith Barth, his later wife, and her parents) to continue his studies for one term at the London School of Economics and Political Science. Vilém Flusser lost all of his family in the German concentration camps: his father died in Buchenwald in 1940; his grandparents, his mother and his sister were brought to Theresienstadt and later to Auschwitz where they were killed. The next year, he emigrated to Brazil, living both in São Paulo and Rio de Janeiro. He started working at a Czech import/export company and then at Stabivolt, a manufacturer of radios and transistors. In 1960 he started to collaborate with the Brazilian Institute of Philosophy (IBF) in São Paulo and published in the Revista Brasileira de Filosofia; by these means he seriously approached the Brazilian intellectual community. Flusser had as his friend and closest interlocutor the Brazilian philosopher Vicente Ferreira da Silva. Flusser and Vicente Ferreira da Silva met in São Paulo in the 1960s and began a close intellectual dialogue that continued until Ferreira da Silva's death in 1963. Flusser wrote several essays on Ferreira da Silva's work and that Ferreira da Silva's concept of "Fundamental ontology” had a significant impact on Flusser's understanding of the nature of reality. During the 60s Flusser published and taught at several schools in São Paulo, being Lecturer for Philosophy of Science at the Escola Politécnica of the University of São Paulo and Professor of Philosophy of Communication at the Escola Dramática and the Escola Superior de Cinema in São Paulo. He also participated actively in the arts, collaborating with the Bienal de São Paulo, among other cultural events. Beginning in the 1950s he taught philosophy and worked as a journalist, before publishing his first book Língua e realidade (Language and Reality) in 1963. In 1972 he decided to leave Brazil. Some say it was because it was becoming difficult to publish because of the military regime. Others dispute this reason, since his work on communication and language did not threaten the military. In 1970, when a reform took place at the University of São Paulo by the Brazilian military government, all Lecturers of Philosophy (members of the Department of Philosophy) were dismissed. Flusser, who taught at the Engineering School (Escola Politécnica), had to leave the university as well. In 1972 he and his wife Edith settled temporarily in Merano (Tyrol). Further short stays in various European countries followed until they moved to Robion in southern France in 1981, where they remained until Flusser's death in 1991. To the end of his life, he was quite active writing and giving lectures around media theory and working with new topics (Philosophy of Photography, Technical Images, etc.). He died in 1991 in a car accident near the Czech–German border, while trying to visit his native city, Prague, to give a lecture. Vilém Flusser is the cousin of David Flusser. == Philosophy == Flusser's essays are short, provocative and lucid, with a resemblance to the style of journalistic articles. Critics have noted he is less a 'systematic' thinker than a 'dialogic' one, purposefully eclectic and provocative (Cubitt 2004). However, his early books, written in the 1960s, primarily in Portuguese, and published in Brazil, have a slightly different style. Flusser's writings relate to each other, however, which means that he intensively works over certain topics and dissects them into a number of brief essays. His main topics of interest were: epistemology, ethics, aesthetics, ontology, language philosophy, semiotics, philosophy of science, the history of Western culture, the philosophy of religion, the history of symbolic language, technology, writing, the technical image, photography, migration, media and literature, and, especially in his later years, the philosophy of communication and of artistic production. His writings reflect his wandering life: although the majority of his work was written in German and Portuguese, he also wrote in English and French, with scarce translation to other languages. Because Flusser's writings in different languages are dispersed in the form of books, articles or sections of books, his work as a media philosopher and cultural theorist is only now becoming more widely known. The first book by Flusser to be published in English was Towards a Philosophy of Photography in 1984 by the then new journal European Photography, which was his own translation of the work. The Shape of Things, was published in London in 1999 and was followed by a new translation of Towards a Philosophy of Photography. Flusser's archives have been held by the Academy of Media Arts in Cologne and are currently housed at the Berlin University of the Arts. === Philosophy of photography === Writing about photography in the 1970s and 80s, in the face of the early worldwide impact of computer technologies, Flusser argued that the photograph was the first in a number of technical image forms to have fundamentally changed the way in which the world is seen. Historically, the importance of photography had been that it introduced nothing less than a new epoch: 'The invention of photography constitutes a break in history that can only be understood in comparison to that other historical break constituted by the invention of linear writing.' Whereas ideas might previously have been interpreted in terms of their written form, photography heralded new forms of perceptual experience and knowledge. As Flusser Archive Supervisor Claudia Becker describes, "For Flusser, photography is not only a reproductive imaging technology, it is a dominant cultural technique through which reality is constituted and understood". In this context, Flusser argued that photographs have to be understood in strict separation from 'pre-technical image forms'. For example, he contrasted them to paintings which he described as images that can be sensibly 'decoded', because the viewer is able to interpret what he or she sees as more or less direct signs of what the painter intended. By contrast, even though photography produces images that seem to be 'faithful reproductions' of objects and events they cannot be so directly 'decoded'. The crux of this difference stems, for Flusser, from the fact that photographs are produced through the operations of an apparatus. And the photographic apparatus operates in ways that are not immediately known or shaped by its operator. For example, he described the act of photographing as follows: The photographer's gesture as the search for a viewpoint onto a scene takes place within the possibilities offered by the apparatus. The photographer moves within specific categories of space and time regarding the scene: proximity and distance, bird- and worm's-eye views, frontal- and side-views, short or long exposures, etc. The Gestalt of space–time surrounding the scene is prefigured for the photographer by the categories of his camera. These categories are an a priori for him. He must 'decide' within them: he must press the trigger. Roughly put, the person using a camera might think that they are operating its controls to produce a picture that shows the world the way they want it to be seen, but it is the pre-programmed character of the camera that sets the parameters of this act and it is the apparatus that shapes the meaning of the resulting image. Given the central role of photography to almost all aspects of contemporary life, the programmed character of the photographic apparatus shapes the experience of looking at and interpreting photographs as well as most of the cultural contexts in which we do so.     ICAD (Corporate history: ICAD, Inc., Concentra (name change at IPO in 1995), KTI (name change in 1998), Dassault Systèmes (purchase in 2001) () is a knowledge-based engineering (KBE) system that enables users to encode design knowledge using a semantic representation that can be evaluated for Parasolid output. ICAD has an open architecture that can utilize all the power and flexibility of the underlying language. KBE, as implemented via ICAD, received a lot of attention due to the remarkable results that appeared to take little effort. ICAD allowed one example of end-user computing that in a sense is unparalleled. Most ICAD developers were degreed engineers. Systems developed by ICAD users were non-trivial and consisted of highly complicated code. In the sense of end-user computing, ICAD was the first to allow the power of a domain tool to be in the hands of the user, at the same time being open to allow extensions as identified and defined by the domain expert or subject-matter expert (SME). A COE article looked at the resulting explosion of expectations (see AI winter), which were not sustainable. However, such a bubble burst does not diminish the existence of ability that would exist were expectations and use reasonable or properly managed. == History == The original implementation of ICAD was on a Lisp machine (Symbolics). Some of the principals involved with the development were Larry Rosenfeld, Avrum Belzer, Patrick M. O'Keefe, Philip Greenspun, and David F. Place. The time frame was 1984–85. ICAD started on special-purpose Symbolics Lisp hardware and was then ported to Unix when Common Lisp became portable to general-purpose workstations. The original domain for ICAD was mechanical design with many application successes. However, ICAD has found use in other domains, such as electrical design, shape modeling, etc. An example project could be wind tunnel design or the development of a support tool for aircraft multidisciplinary design. Further examples can be found in the presentations at the annual IIUG (International ICAD Users Group) that have been published in the KTI Vault (1999 through 2002). Boeing and Airbus used ICAD extensively to develop various components in the 1990s and early 21st century. As of 2003, ICAD was featured strongly in several areas as evidenced by the Vision & Strategy Product Vision and Strategy presentation. After 2003, ICAD use diminished. At the end of 2001, the KTI Company faced financial difficulties and laid off most of its best staff. They were eventually bought out by Dassault who effectively scuppered the ICAD product. See IIUG at COE, 2003 (first meeting due to Dassault by KTI) The ICAD system was very expensive, relatively, and was in the price range of high-end systems. Market dynamics couldn't support this as there may not have been sufficient differentiating factors between ICAD and the lower-end systems (or the promises from Dassault). KTI was absorbed by Dassault Systèmes and ICAD is no longer considered the go-forward tool for knowledge-based engineering (KBE) applications by that company. Dassault Systèmes is promoting a suite of tools oriented around version 5 of their popular CATIA CAD application, with Knowledgeware the replacement for ICAD. As of 2005, things were still a bit unclear. ICAD 8.3 was delivered. The recent COE Aerospace Conference had a discussion about the futures of KBE. One issue involves the stacking of 'meta' issues within a computer model. How this is resolved, whether by more icons or the availability of an external language, remains to be seen. The Genworks GDL product (including kernel technology from the Gendl Project) is the nearest functional equivalent to ICAD currently available. == Particulars == ICAD provided a declarative language (IDL) using New Flavors (never converted to Common Lisp Object System (CLOS)) that supported a mechanism for relating parts (defpart) via a hierarchical set of relationships. Technically, the ICAD Defpart was a Lisp macro; the ICAD defpart list was a set of generic classes that can be instantiated with specific properties depending upon what was represented. This defpart list was extendible via composited parts that represented domain entities. Along with the part-subpart relations, ICAD supported generic relations via the object modeling abilities of Lisp. Example applications of ICAD range from a small collection of defparts that represents a part or component to a larger collection that represents an assembly. In terms of power, an ICAD system, when fully specified, can generate thousands of instances of parts on a major assembly design. One example of an application driving thousands of instances of parts is that of an aircraft wing – where fastener type and placement may number in the thousands, each instance requiring evaluation of several factors driving the design parameters. == Futures (KBE, etc.) == One role for ICAD may be serving as the defining prototype for KBE which would require that we know more about what occurred the past 15 years (much information is tied up behind corporate firewalls and under proprietary walls). With the rise of functional programming languages (an example is Haskell) in the markets, perhaps some of the power attributable to Lisp may be replicated.

    Multi-exposure HDR capture

    In photography and videography, multi-exposure HDR capture is a technique that creates high dynamic range (HDR) images (or extended dynamic range images) by taking and combining multiple exposures of the same subject matter at different exposures. Combining multiple images in this way results in an image with a greater dynamic range than what would be possible by taking one single image. The technique can also be used to capture video by taking and combining multiple exposures for each frame of the video. The term "HDR" is used frequently to refer to the process of creating HDR images from multiple exposures. Many smartphones have an automated HDR feature that relies on computational imaging techniques to capture and combine multiple exposures. A single image captured by a camera provides a finite range of luminosity inherent to the medium, whether it is a digital sensor or film. Outside this range, tonal information is lost and no features are visible; tones that exceed the range are "burned out" and appear pure white in the brighter areas, while tones that fall below the range are "crushed" and appear pure black in the darker areas. The ratio between the maximum and the minimum tonal values that can be captured in a single image is known as the dynamic range. In photography, dynamic range is measured in exposure value (EV) differences, also known as stops. The human eye's response to light is non-linear: halving the light level does not halve the perceived brightness of a space, it makes it look only slightly dimmer. For most illumination levels, the response is approximately logarithmic. Human eyes adapt fairly rapidly to changes in light levels. HDR can thus produce images that look more like what a human sees when looking at the subject. This technique can be applied to produce images that preserve local contrast for a natural rendering, or exaggerate local contrast for artistic effect. HDR is useful for recording many real-world scenes containing a wider range of brightness than can be captured directly, typically both bright, direct sunlight and deep shadows. Due to the limitations of printing and display contrast, the extended dynamic range of HDR images must be compressed to the range that can be displayed. The method of rendering a high dynamic range image to a standard monitor or printing device is called tone mapping; it reduces the overall contrast of an HDR image to permit display on devices or prints with lower dynamic range. == Benefits == One aim of HDR is to present a similar range of luminance to that experienced through the human visual system. The human eye, through non-linear response, adaptation of the iris, and other methods, adjusts constantly to a broad range of luminance present in the environment. The brain continuously interprets this information so that a viewer can see in a wide range of light conditions. Most cameras are limited to a much narrower range of exposure values within a single image, due to the dynamic range of the capturing medium. With a limited dynamic range, tonal differences can be captured only within a certain range of brightness. Outside of this range, no details can be distinguished: when the tone being captured exceeds the range in bright areas, these tones appear as pure white, and when the tone being captured does not meet the minimum threshold, these tones appear as pure black. Images captured with non-HDR cameras that have a limited exposure range (low dynamic range, LDR), may lose detail in highlights or shadows. Modern CMOS image sensors have improved dynamic range and can often capture a wider range of tones in a single exposure reducing the need to perform multi-exposure HDR. Color film negatives and slides consist of multiple film layers that respond to light differently. Original film (especially negatives versus transparencies or slides) feature a very high dynamic range (in the order of 8 for negatives and 4 to 4.5 for positive transparencies). Multi-exposure HDR is used in photography and also in extreme dynamic range applications such as welding or automotive work. In security cameras the term "wide dynamic range" is used instead of HDR. === Limitations === A fast-moving subject, or camera movement between the multiple exposures, will generate a "ghost" effect or a staggered-blur strobe effect due to the merged images not being identical. Unless the subject is static and the camera mounted on a tripod there may be a tradeoff between extended dynamic range and sharpness. Sudden changes in the lighting conditions (strobed LED light) can also interfere with the desired results, by producing one or more HDR layers that do have the luminosity expected by an automated HDR system, though one might still be able to produce a reasonable HDR image manually in software by rearranging the image layers to merge in order of their actual luminosity. Because of the nonlinearity of some sensors image artifacts can be common. Camera characteristics such as gamma curves, sensor resolution, noise, photometric calibration and color calibration affect resulting high-dynamic-range images. == Process == High-dynamic-range photographs are generally composites of multiple standard dynamic range images, often captured using exposure bracketing. Afterwards, photo manipulation software merges the input files into a single HDR image, which is then also tone mapped in accordance with the limitations of the planned output or display. === Capturing multiple images (exposure bracketing) === Any camera that allows manual exposure control can perform multi-exposure HDR image capture, although one equipped with automatic exposure bracketing (AEB) facilitates the process. Some cameras have an AEB feature that spans a far greater dynamic range than others, from ±0.6 in simpler cameras to ±18 EV in top professional cameras, as of 2020. The exposure value (EV) refers to the amount of light applied to the light-sensitive detector, whether film or digital sensor such as a CCD. An increase or decrease of one stop is defined as a doubling or halving of the amount of light captured. Revealing detail in the darkest of shadows requires an increased EV, while preserving detail in very bright situations requires very low EVs. EV is controlled using one of two photographic controls: varying either the size of the aperture or the exposure time. A set of images with multiple EVs intended for HDR processing should be captured only by altering the exposure time; altering the aperture size also would affect the depth of field and so the resultant multiple images would be quite different, preventing their final combination into a single HDR image. Multi-exposure HDR photography generally is limited to still scenes because any movement between successive images will impede or prevent success in combining them afterward. Also, because the photographer must capture three or more images to obtain the desired luminance range, taking such a full set of images takes extra time. Photographers have developed calculation methods and techniques to partially overcome these problems, but the use of a sturdy tripod is advised to minimize framing differences between exposures. === Merging the images into an HDR image === Tonal information and details from shadow areas can be recovered from images that are deliberately overexposed (i.e., with positive EV compared to the correct scene exposure), while similar tonal information from highlight areas can be recovered from images that are deliberately underexposed (negative EV). The process of selecting and extracting shadow and highlight information from these over/underexposed images and then combining them with image(s) that are exposed correctly for the overall scene is known as exposure fusion. Exposure fusion can be performed manually, relying on the HDR operator's judgment, experience, and training, but usually, fusion is performed automatically by software. === Storing === Information stored in high-dynamic-range images typically corresponds to the physical values of luminance or radiance that can be observed in the real world. This is different from traditional digital images, which represent colors as they should appear on a monitor or a paper print. Therefore, HDR image formats are often called scene-referred, in contrast to traditional digital images, which are device-referred or output-referred. Furthermore, traditional images are usually encoded for the human visual system (maximizing the visual information stored in the fixed number of bits), which is usually called gamma encoding or gamma correction. The values stored for HDR images are often gamma compressed using mathematical functions such as power laws logarithms, or floating point linear values, since fixed-point linear encodings are increasingly inefficient over higher dynamic ranges.     Cleverpath AION Business Rules Expert (formerly Platinum AIONDS, and before that Trinzic AIONDS, and originally Aion) is an expert system and Business rules engine owned by Computer Associates by 2000. == History == The product was created around 1986 as "Aion" by the Aion company. In its initial release Aion was multi-platform and continues to be deliverable to the PC, Unixs, and Mainframe computer's. In addition it ties in seamlessly with a variety of databases including Oracle, Microsoft SQL Server, and ODBC. Aion was founded by Harry Reinstein, Larry Cohn, Garry Hallee, Scott Grinis, and others. From Scott Grinis's bio: Scott founded Aion, a company that developed expert systems and whose advanced inference engine and object technology were used by financial services and insurance firms to develop risk-scoring and underwriting applications. Harry Reinstein was quoted as saying: “Our biggest competitor was not AICorp, it was COBOL” Trinzic owned AION by 1993. A reference in a 1993 announcement indicates that Trinzic's formation was the result of a merger (paraphased): Trinzic set three development initiatives shortly after its formation from the merger of Aion Corp. and AICorp. The other initiatives -- adding SQL extensions to Aion/DS and evaluating the unbundling of some of that product's object-oriented programming capabilities -- are still active. Writing in 1993 Judith Hodges and Deborah Melewski give the date for the merger: Two rival artificial intelligence software vendors -- AICorp, Inc. and Aion Corp. -- merged in September 1992 to form Trinzic Corp. As part of the merger, redundant jobs were eliminated (20% of the combined work force), leaving a total work force of 245 employees worldwide. The new firm also boasted a combined installed base of more than 1,200 sites representing more than 10,000 software licenses. Although in the merger, technically AICorp bought Aion, as AICorp was a public company and Aion was still private, the reality was that Aion's leadership and technology subsumed AICorp's. Jim Gagnard, the CEO of Aion, became CEO of Trinzic and AICorp's flagship product, KBMS, was discontinued, while the Aion Development System continued to be enhanced and KBMS customers were assisted in converting to AIONDS, under the continued technical leadership of Garry Hallee and Scott Grinis. On August 1, 1994 Trinzic released version 6.4 of AIONDS saying, in part: Trinzic Corp., Palo Alto, Calif., has unveiled The Aion Development System (AionDS) Version 6.4, an upgrade to the company's development environment for building business process automation applications. Version 6.4 provides a visual development environment for Microsoft Windows or OS/2 PM applications using business rules. Trinzic was acquired by PLATINUM Technologies in 1995 which retained at least some of Trinzic's acquisitions Platinum Technologies was acquired by Computer Associates in 1999. CA changed the system's name to CA Aion Business Rules Expert" on or before 2009. It is currently (June 2011) at Release 11 on a wide range of supported platforms. == Applications using Aion == Aion has been used in a variety of industries including Energy, Insurance, Military, Aviation, and Banking. At one point an Aion expert system application written by Covia, LLC existed to do airport gate assignment. Colossus, a computer program, developed by Computer Sciences Corporation is the insurance industry’s leading expert system for assisting adjusters in the evaluation of bodily injury claims (aka "pain and suffering"). Colossus helps adjusters reduce variance in payouts on similar bodily injury claims through objective use of industry standard rules.

    Freddy (1969–1971) and Freddy II (1973–1976) were experimental robots built in the Department of Machine Intelligence and Perception (later Department of Artificial Intelligence, now part of the School of Informatics at the University of Edinburgh). == Technology == Technical innovations involving Freddy were at the forefront of the 70s robotics field. Freddy was one of the earliest robots to integrate vision, manipulation and intelligent systems as well as having versatility in the system and ease in retraining and reprogramming for new tasks. The idea of moving the table instead of the arm simplified the construction. Freddy also used a method of recognising the parts visually by using graph matching on the detected features. The system used an innovative collection of high level procedures for programming the arm movements which could be reused for each new task. == Lighthill controversy == In the mid 1970s there was controversy about the utility of pursuing a general purpose robotics programme in both the USA and the UK. A BBC TV programme in 1973, referred to as the "Lighthill Debate", pitched James Lighthill, who had written a critical report for the science and engineering research funding agencies in the UK, against Donald Michie from the University of Edinburgh and John McCarthy from Stanford University. The Edinburgh Freddy II and Stanford/SRI Shakey robots were used to illustrate the state-of-the-art at the time in intelligent robotics systems. == Freddy I and II == Freddy Mark I (1969–1971) was an experimental prototype, with 3 degrees-of-freedom created by a rotating platform driven by a pair of independent wheels. The other main components were a video camera and bump sensors connected to a computer. The computer moved the platform so that the camera could see and then recognise the objects. Freddy II (1973–1976) was a 5 degrees of freedom manipulator with a large vertical 'hand' that could move up and down, rotate about the vertical axis and rotate objects held in its gripper around one horizontal axis. Two remaining translational degrees of freedom were generated by a work surface that moved beneath the gripper. The gripper was a two finger pinch gripper. A video camera was added as well as later a light stripe generator. The Freddy and Freddy II projects were initiated and overseen by Donald Michie. The mechanical hardware and analogue electronics were designed and built by Stephen Salter (who also pioneered renewable energy from waves (see Salter's Duck)), and the digital electronics and computer interfacing were designed by Harry Barrow and Gregan Crawford. The software was developed by a team led by Rod Burstall, Robin Popplestone and Harry Barrow which used the POP-2 programming language, one of the world's first functional programming languages. The computing hardware was an Elliot 4130 computer with 384KB (128K 24-bit words) RAM and a hard disk linked to a small Honeywell H316 computer with 16KB of RAM which directly performed sensing and control. Freddy was a versatile system which could be trained and reprogrammed to perform a new task in a day or two. The tasks included putting rings on pegs and assembling simple model toys consisting of wooden blocks of different shapes, a boat with a mast and a car with axles and wheels. Information about part locations was obtained using the video camera, and then matched to previously stored models of the parts. It was soon realised in the Freddy project that the 'move here, do this, move there' style of robot behavior programming (actuator or joint level programming) is tedious and also did not allow for the robot to cope with variations in part position, part shape and sensor noise. Consequently, the RAPT robot programming language was developed by Pat Ambler and Robin Popplestone, in which robot behavior was specified at the object level. This meant that robot goals were specified in terms of desired position relationships between the robot, objects and the scene, leaving the details of how to achieve the goals to the underlying software system. Although developed in the 1970s RAPT is still considerably more advanced than most commercial robot programming languages. The team of people who contributed to the project were leaders in the field at the time and included Pat Ambler, Harry Barrow, Ilona Bellos, Chris Brown, Rod Burstall, Gregan Crawford, Jim Howe, Donald Michie, Robin Popplestone, Stephen Salter, Austin Tate and Ken Turner. Also of interest in the project was the use of a structured-light 3D scanner to obtain the 3D shape and position of the parts being manipulated. The Freddy II robot is currently on display at the Royal Museum in Edinburgh, Scotland, with a segment of the assembly video shown in a continuous loop.

    Protégé is a free, open source ontology editor and a knowledge management system. The Protégé meta-tool was first built by Mark Musen in 1987 and has since been developed by a team at Stanford University. The software is the most popular and widely used ontology editor in the world. == Overview == Protégé provides a graphical user interface to define ontologies. It also includes deductive classifiers to validate that models are consistent and to infer new information based on the analysis of an ontology. Like Eclipse, Protégé is a framework for which various other projects suggest plugins. This application is written in Java and makes heavy use of Swing to create the user interface. According to their website, there are over 300,000 registered users. A 2009 book calls it "the leading ontological engineering tool". Protégé is developed at Stanford University and is made available under the BSD 2-clause license. Earlier versions of the tool were developed in collaboration with the University of Manchester.

The content is hosted by the service provider centrally in the cloud and offered to a number of consumers that need the content delivered into any applications or system, hence content can be demanded by the consumers as and when required. Content as a Service is a way to provide raw content (in other words, without the need for a specific human compatible representation, such as HTML) in a way that other systems can make use of it. This happens usually on the cloud, with a centralized platform which can be globally accessible and provides a standard format for your content.     TRAIGA

    TRAIGA, or the Texas Responsible Artificial Intelligence Governance Act, is a state law regulating the development and deployment of artificial intelligence (AI) systems in Texas. Sponsored by Representative Giovanni Capriglione, the Act establishes a framework governing certain uses of AI, outlines prohibited uses, and creates obligations on state government entities, among other provisions. TRAIGA was signed into law in 2025 and took effect on January 1, 2026. The law applies to AI developers and deployers that conduct business in Texas or whose systems are used by Texas residents. It prohibits the intentional development or deployment of AI systems to incite harm, violate constitutional rights, engage in unlawful discrimination, and produce child sexual abuse material or unlawful deepfakes. TRAIGA also establishes the Texas Artificial Intelligence Council and creates a regulatory sandbox program. The Texas Attorney General is charged with enforcement. It has received attention as one of the first comprehensive AI-related laws enacted by a U.S. state. Legal analysts have compared it to the European Union (EU) Artificial Intelligence Act and the Colorado AI Act, noting its intent-based discrimination standard and narrower scope relative to those frameworks. == Background == In June 2023, Texas Governor Greg Abbott signed House Bill 2060, which created an Artificial Intelligence Advisory Council within the Texas Department of Information Resources. The Council was tasked with monitoring the use of AI systems across state government. Its membership included representatives from law enforcement, academia, and the legal profession. After submitting a report to state policymakers, the Council was disbanded in December 2024. Separately, the Texas House Select Committee on Artificial Intelligence and Emerging Technologies was created in 2023 to examine the political and social implications of artificial intelligence. Among its recommendations was the creation of a regulatory sandbox to allow for controlled testing of AI systems. This recommendation informed the regulatory sandbox provision included in TRAIGA. == History == In December 2024, Representative Capriglione introduced House Bill 1709, the Texas Responsible Artificial Intelligence Governance Act. The bill sought to create a statewide framework for artificial intelligence, including transparency requirements for companies deploying AI systems, restrictions on certain uses of AI, and the creation of a regulatory sandbox. Modeled in part on the EU Artificial Intelligence Act and the Colorado AI Act, House Bill 1709 focused on "high-risk" AI systems and included provisions addressing private sector liability. House Bill 1709 did not advance during the legislative session. Industry stakeholders raised concerns that several provisions were overly burdensome. The bill informed the development of a revised proposal, House Bill 149, also titled the Texas Responsible Artificial Intelligence Governance Act. The revised version removed requirements for private companies to notify consumers when they interact with AI systems and to conduct impact assessments, among other provisions. In April 2025, an amended version of House Bill 149 passed the Texas House of Representatives and was referred to the Senate Committee on Business and Commerce. The bill later received approval from both chambers, where the House voted on amendments adopted by the Senate. On May 31, 2025, the state legislature passed House Bill 149, one of several AI-related bills considered during the legislative session. Governor Abbott signed TRAIGA into law on June 22, 2025. During the legislative process, a proposed federal moratorium on state-level AI regulation initially raised questions about the enforceability of state AI laws, including TRAIGA. At the time of signing, Governor Abbott stated that Texas would ensure compliance with applicable federal requirements. In July 2025, the United States Senate voted to remove the proposed moratorium from federal legislation. The Act took effect on January 1, 2026. == Provisions == === Definitions and scope === TRAIGA applies to AI developers and deployers that advertise or conduct business in Texas, develop products used by Texas residents, or develop or deploy AI systems within the state. The Act also applies to Texas state and local government entities. The Act defines a developer as a person who develops an AI system and a deployer as one who deploys an AI system in Texas. Consumers are defined as Texas residents. The Act defines an artificial intelligence system as a machine-based system that "infers from the inputs the system receives how to generate outputs, including content, decisions, predictions, or recommendations, that can influence physical or virtual environments." === Government use === The Act requires government agencies to provide consumers with plain language notices before interacting with AI systems. It also prohibits government agencies from using artificial intelligence systems to assign social scores to consumers. It also restricts the use of AI systems to identify individuals using biometric data without the individual’s consent. === Prohibitions === The Act prohibits the development or deployment of artificial intelligence systems intended to cause harm, self-harm, or criminal activity. It also prohibits the development or deployment of AI systems designed to violate constitutional rights or unlawfully discriminate based on protected classes. In addition, the Act prohibits the development or deployment of AI systems that are intended to produce or distribute child sexual abuse material or unlawful deepfakes. === Enforcement === Enforcement authority under the Act rests with the Texas Attorney General. The Act does not create a private right of action. The Act requires the Texas Attorney General to create an online complaint system where consumers may submit allegations of potential violations. The Attorney General can investigate complaints received through this system and may request information relevant to the operation of an AI system, including information about training data. Before initiating an enforcement action, the Attorney General must provide a written notice to the alleged violator, who is then provided with a 60-day period to cure the alleged violation. === Penalties === If a violation is not cured, the Act authorizes civil penalties. Penalties range from $10,000 to $12,000 per curable violation and from $80,000 to $200,000 per non-curable violation. The Act also authorizes additional penalties of $2,000 to $40,000 for each day the violation continues. If the Attorney General determines that a person certified or licensed by a state agency has violated the Act and recommends enforcement, the relevant agency may impose additional administrative sanctions, including license suspension or further monetary penalties. === Safe harbor === The Act provides an affirmative defense for AI developers and deployers who identify potential violations through internal testing or auditing or who demonstrate compliance with National Institute of Standards and Technology (NIST)'s Artificial Intelligence Risk Management Framework or a comparable risk management framework. The Act also affords protection to developers and deployers when a third party uses their AI systems in a way that violates the Act. === Texas Artificial Intelligence Council === The Act creates the Texas Artificial Intelligence Council to assist the state legislatures in evaluating artificial intelligence policy and oversight. The Council is charged with developing recommendations for state agencies regarding the use of AI systems and with overseeing the regulatory sandbox. TRAIGA gives the Council the ability to organize AI-related training for state entities and issue reports concerning artificial intelligence. The Council does not have binding rulemaking authority. The Council consists of seven members appointed by the governor, the lieutenant governor, and the speaker of the Texas House of Representatives. === Regulatory sandbox === The Act directs the Texas Department of Information Resources to create a regulatory sandbox program that allows participants to test AI systems under state supervision in a modified regulatory setting. To join the program, companies must submit applications that describe their AI systems and intended use. Approved participants may operate within the sandbox for up to 36 months. During that period, the Attorney General is restricted from initiating enforcement actions for certain categories of violations. == Reception == === Support === During legislative testimony, the Texas Public Policy Foundation stated that TRAIGA would benefit Texas businesses by reducing legal ambiguity and creating clearer compliance standards.
