    The Generative AI Copyright Disclosure Act is a piece of legislation introduced by California Representative Adam Schiff in the United States Congress on April 9, 2024. It concerns the transparency of companies regarding their use of copyrighted work to train their generative artificial intelligence (AI) models. The legislation requires the submission of a notice regarding the identity and the uniform resource locator (URL) address of the copyrighted works used in the training data to the Register of Copyrights at least 30 days before the public release of the new or updated version of the AI model; it does not ban the use of copyrighted works for AI training. The bill's requirements would apply retroactively to prior AI models. Violation penalties would start at US$5,000. The legislation does not have a maximum penalty assessment that can be charged. The bill by Schiff was introduced a few days after The New York Times published an article regarding the business activities of major tech firms, including Google and Meta, in the training of their generative AI platforms on April 6, 2024.     Since January 2026, the United States Department of Defense has conflicted with the artificial intelligence company Anthropic over the use of its products for military purposes and mass domestic surveillance. == Background == === Artificial intelligence in the U.S. military === The United States Department of Defense began developing lethal autonomous weapons as early as the Reagan administration. The Department of Defense established a policy on the use of artificial intelligence in 2012, Directive 3000.09. Efforts to utilize artificial intelligence intensified under the term of secretary Ash Carter. The Department of Defense's use of artificial intelligence for Project Maven prompted concerns within Google in 2018, leading to protests and mass resignations. === Anthropic in the second Trump administration === In Donald Trump's second presidency, Anthropic publicly disagreed with the administration's policies and initiatives. In January 2025, Anthropic chief executive Dario Amodei criticized the artificial intelligence investment project Stargate as "chaotic" and opposed Trump's rescission of president Joe Biden's Executive Order on Artificial Intelligence, but noted that Anthropic had held discussions with Trump officials about artificial intelligence policy. Amid discussions over the One Big Beautiful Bill Act, Anthropic privately lobbied for Congress to vote against a bill preventing states from regulating artificial intelligence and expressed opposition to an artificial intelligence agreement signed among Gulf states in Trump's visit to the Middle East in May. According to Semafor, Trump officials chastised Anthropic's hiring of several officials involved in the Biden administration, including Elizabeth Kelly, the former director of the Artificial Intelligence Safety Institute; Tarun Chhabra, the coordinator for technology and national security in the National Security Council; and Ben Buchanan, Biden's advisor for artificial intelligence. The following month, Amodei wrote an op-ed in The New York Times describing the artificial intelligence regulation bill, then tied to the One Big Beautiful Bill Act, as "far too blunt an instrument". Prior to the dispute, the Trump administration had integrated Anthropic's services. By November 2024, Anthropic had already partnered with Palantir and Amazon Web Services, companies that offered services with FedRAMP authorization. In the Biden administration, Anthropic had reached an agreement with the AI Safety Institute and had participated in a nuclear information safety evaluation. The Department of Homeland Security authorized its workers to use commercial artificial intelligence systems, including Anthropic's Claude, until May 2025. Through its interoperability with Palantir, a company heavily involved in data analysis and analytics at the Department of Defense, Anthropic's technology achieved relatively widespread usage in the U.S. military. The following month, Anthropic announced that it would allow national security customers to use Claude Gov. Anthropic's orthogonal usage policy to the surveillance systems implemented at the Federal Bureau of Investigation, the Secret Service, and Immigration and Customs Enforcement led to a conflict between Anthropic and the Trump administration by September. That month, Amodei criticized Trump's approach to export restrictions on semiconductors. Anthropic's strategy has mirrored Amodei's views towards Trump; in a Facebook post ahead of the 2024 presidential election, Amodei urged his associates to vote for vice president Kamala Harris over Trump, describing him as a "feudal warlord". As the Trump administration targeted law firms, Amodei cut ties with the firms Skadden, Arps, Slate, Meagher & Flom and Latham & Watkins, which reached agreements with the Trump administration to avoid punishment. David Sacks, Trump's advisor for artificial intelligence and cryptocurrency, said on All-In (2020–present) that Anthropic was among several "AI doomers" that support regulation he saw as overly restrictive. According to The Wall Street Journal, officials close to Sacks examined whether Anthropic's Claude was a "woke AI"; in July, Trump signed an executive order "Preventing Woke AI in the Federal Government ". Sacks viewed Amodei's decision to attend the World Economic Forum over Trump's second inauguration; his hiring of Biden officials; and Anthropic's association with the philanthropic initiative Open Philanthropy as evidence that Anthropic would not support Trump's agenda. In October 2025, Sacks stated that Anthropic was "running a sophisticated regulatory capture strategy based on fear-mongering." That month, Amodei published a blog post rebuffing "inaccurate claims" from the Trump administration on Anthropic's policies, intensifying the dispute. Amodei's statement included views explicitly espoused by vice president JD Vance. In December, Amodei met with Trump officials and several senators in an effort to improve Anthropic's relationship with the Trump administration. == Dispute == In December 2025, secretary of defense Pete Hegseth announced GenAI.mil, an artificial intelligence platform for the Department of Defense. The department initially contracted Google Gemini for the platform, then OpenAI's ChatGPT. The following month, Hegseth announced that the Department of Defense would additionally contract xAI's Grok for use in the military, decrying "woke AI." In January 2026, Semafor reported that the Department of Defense had conflicted with Anthropic over its policies on lethal military force and that Hegseth's comment on woke AI was a reference to Anthropic. According to Reuters, Anthropic representatives opposed the use of the company's products for surveillance or to develop lethal autonomous weapons. The dispute between Anthropic and the Department of Defense resulted in the termination of a contract worth an estimated US$200 million. In February 2026, Emil Michael, the under secretary of defense for research and engineering, stated that the Department of Defense would expand access to commercial artificial intelligence systems, including Anthropic's Claude, to unclassified and classified domains. That month, Axios reported that the Department of Defense had used Claude in the United States intervention in Venezuela. Anthropic told Axios that it would reassess its partnership with the Department of Defense after the revelations. After Anthropic refused to agree to allow the Department of Defense to use Claude for "all lawful purposes," the department threatened to cancel its contracts with the company. Hegseth additionally moved to label Anthropic a "supply chain risk," which would have forced military contractors to cut ties with Anthropic. A federal judge blocked this designation, describing it as punitive. Michael told reporters that Anthropic should "cross the Rubicon" and allow the Department of Defense to dictate the terms of how its technology is used. The position of the Department of Defense, and its tactics during the dispute, were widely criticized on grounds including violating the principles of rule-of-law, market independence and national security. == Impact == The dispute caused 1789 Capital, a venture capital firm associated with Donald Trump Jr., to abandon an investment in Anthropic worth hundreds of millions of dollars. Following the government's actions against Anthropic, OpenAI "rushed", hours before the US started the 2026 Iran war, to get a deal without the constraints that Anthropic had sought. == Lawsuits == In March 2026, Judge Rita F. Lin granted a preliminary injunction against the government. Lin wrote: The Department of War’s records show that it designated Anthropic as a supply chain risk because of its “hostile manner through the press.” Punishing Anthropic for bringing public scrutiny to the government’s contracting position is classic illegal First Amendment retaliation. (...) At bottom, Anthropic has shown that these broad punitive measures were likely unlawful and that it is suffering irreparable harm from them. Numerous amici have also described wide-ranging harm to the public interest, including the chilling of open discussion about important topics in AI safety. In April 2026, the Court of Appeals for the D.C. Circuit in a per curiam order denied Anthropic's motion to lift the designation. The April order is not final. The court's order said lifting the designation "would force the United States military to prolong its dealings with an unwanted vendor of critical AI services in the middle of a significant ongoing military conflict". According to Wired, "Several experts in government contracting and corporate rights" said "Anthropic has a strong case against the government, but the courts sometimes refuse to overrule the White House on matters related to national security."

    3DCoat is a commercial digital sculpting program from Pilgway designed to create free-form organic and hard surfaced 3D models, with tools which enable users to sculpt, add polygonal topology (automatically or manually), create UV maps (automatically or manually), texture the resulting models with natural painting tools, and render static images or animated "turntable" movies. The program can also be used to modify imported 3D models from a number of commercial 3D software products by means of plugins called Applinks. Imported models can be converted into voxel objects for further refinement and for adding high resolution detail, complete UV unwrapping and mapping, as well as adding PBR textures for displacement, bump maps, specular and diffuse color maps. A live connection to a chosen external 3D application can be established through the Applink pipeline, allowing for the transfer of model and texture information. 3DCoat specializes in voxel sculpting and polygonal sculpting using dynamic patch tessellation technology and polygonal sculpting tools. It includes "auto-retopology", a proprietary skinning algorithm which generates a polygonal mesh skin over any voxel sculpture, composed primarily of quadrangles.

    IPO underpricing is the increase in stock value from the initial offering price to the first-day closing price. Many believe that underpriced IPOs leave money on the table for corporations, but some believe that underpricing is inevitable. Investors state that underpricing signals high interest to the market which increases the demand. On the other hand, overpriced stocks will drop long-term as the price stabilizes so underpricing may keep the issuers safe from investor litigation. == IPO underpricing algorithms == Underwriters and investors and corporations going for an initial public offering (IPO), issuers, are interested in their market value. There is always tension that results since the underwriters want to keep the price low while the companies want a high IPO price. Underpricing may also be caused by investor over-reaction causing spikes on the initial days of trading. The IPO pricing process is similar to pricing new and unique products where there is sparse data on market demand, product acceptance, or competitive response. Thus it is difficult to determine a clear price which is compounded by the different goals issuers and investors have. The problem with developing algorithms to determine underpricing is dealing with noisy, complex, and unordered data sets. Additionally, people, environment, and various environmental conditions introduce irregularities in the data. To resolve these issues, researchers have found various techniques from artificial intelligence that normalizes the data. == Evolutionary models == Evolutionary programming is often paired with other algorithms e.g. artificial neural networks to improve the robustness, reliability, and adaptability. Evolutionary models reduce error rates by allowing the numerical values to change within the fixed structure of the program. Designers provide their algorithms the variables, they then provide training data to help the program generate rules defined in the input space that make a prediction in the output variable space. In this approach, the solution is made an individual and the population is made of alternatives. However, the outliers cause the individuals to act unexpectedly as they try to create rules to explain the whole set. === Rule-based system === For example, Quintana first abstracts a model with 7 major variables. The rules evolved from the Evolutionary Computation system developed at Michigan and Pittsburgh: Underwriter prestige – Is the underwriter prestigious in role of lead manager? 1 for true, 0 otherwise. Price range width – The width of the non-binding reference price range offered to potential customers during the roadshow. This width can be interpreted as a sign of uncertainty regarding the real value of the company and a therefore, as a factor that could influence the initial return. Price adjustment – The difference between the final offer price and the price range width. It can be viewed as uncertainty if the adjustment is outside the previous price range. Offering price – The final offer price of the IPO Retained stock – Ratio of number of shares sold at the IPO divided by post-offering number of shares minus the number of shares sold at the IPO. Offering size – Logarithm of the offering size in millions of dollars excluding the over-allotment option Technology – Is this a technology company? 1 for true, 0 otherwise. Quintana uses these factors as signals that investors focus on. The algorithm his team explains shows how a prediction with a high-degree of confidence is possible with just a subset of the data. === Two-layered evolutionary forecasting === Luque approaches the problem with outliers by performing linear regressions over the set of data points (input, output). The algorithm deals with the data by allocating regions for noisy data. The scheme has the advantage of isolating noisy patterns which reduces the effect outliers have on the rule-generation system. The algorithm can come back later to understand if the isolated data sets influence the general data. Finally, the worst results from the algorithm outperformed all other algorithms' predictive abilities. == Agent-based modelling == Currently, many of the algorithms assume homogeneous and rational behavior among investors. However, there's an approach alternative to financial modeling, and it's called agent-based modelling (ABM). ABM uses different autonomous agents whose behavior evolves endogenously which lead to complicated system dynamics that are sometimes impossible to predict from the properties of individual agents. ABM is starting to be applied to computational finance. Though, for ABM to be more accurate, better models for rule-generation need to be developed.

    The Suggested Upper Merged Ontology (SUMO) is an upper ontology intended as a foundation ontology for a variety of computer information processing systems. SUMO defines a hierarchy of classes and related rules and relationships. These are expressed in a version of the language SUO-KIF, a higher-order logic that has a LISP-like syntax, as well as the TPTP family of languages. A mapping from WordNet synsets to SUMO has been defined. Initially, SUMO was focused on meta-level concepts (general entities that do not belong to a specific problem domain), and thereby would lead naturally to a categorization scheme for encyclopedias. It has now been considerably expanded to include a mid-level ontology and dozens of domain ontologies. SUMO is organized for interoperability of automated reasoning engines. To maximize compatibility, schema designers can try to assure that their naming conventions use the same meanings as SUMO for identical words (for example, "agent" or "process"). SUMO has an associated open source Sigma knowledge engineering environment. Initially, Sumo was developed by the Teknowledge Corporation and now is maintained by Articulate Software. SUMO is open source. The first release was in December 2000.
