    The social influence bias is an asymmetric herding effect on online social media platforms which makes users overcompensate for negative ratings but amplify positive ones. Driven by the desire to be accepted within a specific group, it surrounds the idea that people alter certain behaviors to be like those of the people within a group. Therefore, it is a subgroup term for various types of cognitive biases. Some social influence bias types include the bandwagon effect, authority bias, groupthinking effect, social comparison bias, social media bias and more. Understanding these biases helps us understand the term overall. However, the composition of the term "social influence bias" requires critical examination to understand the way that it affects individuals' and groups' lives. The term "influence" has 2 different types of stigma. For one, it surrounds the idea that people show their true inner selves when "under the influence". On the other end, it also proposes the idea that people are not their own selves when "under the influence". These tend to be constructions made by people, which also tend to fit the situation based on their own perspectives. So, even in social terms, it requires both sides to be examined to understand whether we truly are affected by context, or we remain to be and behave in terms of our own selves. The term "influence" doesn't necessarily say that there lies greater strength in our inner self's desires and decisions, nor does it say that external factors have the greater power. In a similar manner, both social and non-social judgments are to be associated with anxiety, but the same can't necessarily be said in the case of social conformity. Positive social influence can accumulate and result in a rating bubble, while negative social influence is neutralized by crowd correction. This phenomenon was first described in a paper written by Lev Muchnik, Sinan Aral and Sean J. Taylor in 2014, then the question was revisited by Cicognani et al., whose experiment reinforced Munchnik's and his co-authors' results. == Relevance == Online customer reviews are trusted sources of information in various contexts such as online marketplaces, dining, accommodation, movies, or digital products. However, these online ratings are not immune to herd behavior, which means that subsequent reviews are not independent from each other. As on many such sites, preceding opinions are visible to a new reviewer, he or she can be heavily influenced by the antecedent evaluations in his or her decision about the certain product, service or online content. This form of herding behavior inspired Muchnik, Aral and Taylor to conduct their experiment on influence in social contexts. == Experimental design == Muchnik, Aral, and Taylor designed a large-scale randomized experiment to measure social influence on user reviews. The experiment was conducted on social news aggregation website like Reddit. The study lasted for 5 months, the authors randomly assigned 101 281 comments to one of the following treatment groups: up-treated (4049), down-treated (1942), or control (the proportions reflect the observed ratio of up-and down-votes. Comments which fell to the first group were given an up-vote upon the creation of the comment, the second group got a down-vote upon creation, the comments in the control group remained untouched. A vote is equivalent to a single rating (+1 or -1). As other users are unable to trace a user’s votes, they were unaware of the experiment. Due to randomization, comments in the control and the treatment group were not different in terms of expected rating. The treated comments were viewed more than 10 million times and rated 308 515 times by successive users. == Results == The up-vote treatment increased the probability of up-voting by the first viewer by 32% over the control group, while the probability of down-voting did not change compared to the control group, which means that users did not correct the random positive rating. The upward bias remained inplace for the observed 5-month period. The accumulating herding effect increased the comment’s mean rating by 25% compared to the control group comments. Positively manipulated comments did receive higher ratings at all parts of the distribution, which means that they were also more likely to collect extremely high scores. The negative manipulation created an asymmetric herd effect: although the probability of subsequent down-votes was increased by the negative treatment, the probability of up-voting also grew for these comments. The community performed a correction which neutralized the negative treatment and resulted non-different final mean ratings from the control group. The authors also compared the final mean scores of comments across the most active topic categories on the website. The observed positive herding effect was present in the "politics," "culture and society," and "business" subreddits, but was not applicable for "economics," "IT," "fun," and "general news".- == Implications == The skewed nature of online ratings makes review outcomes different to what it would be without the social influence bias. In a 2009 experiment by Hu, Zhang and Pavlou showed that the distribution of reviews of a certain product made by unconnected individuals is approximately normal, however, the rating of the same product on Amazon followed a J-Shaped distribution with twice as much five-star ratings than others. Cicognani, Figini and Magnani came to similar conclusions after their experiment conducted on a tourism services website: positive preceding ratings influenced raters' behavior more than mediocre ones. Positive crowd correction makes community-based opinions upward-biased.

The AFNet replaces the Indian Air Force's (IAF) old communication network set-up using the tropo-scatter technology of the 1950s making it a true net-centric combat force. The IAF project is part of the overall mission to network all three services; The Indian Army, The Indian Navy and The Indian Air Force. The former Defence Minister AK Antony inaugurated the IAF's the AFNET on 14 September 2010 dedicating it to the people of India, for their direct or indirect participation in the communication revolution. == Background == Armed Forces in India has been using troposcatters as primary means of military communications since the 1950s, thereby occupying huge and expensive 2G and 3G spectrums which otherwise could have been used for expanding and de-clogging the civilian wireless communication network. The rapid expansion of civilian mobile telephony leading to need for larger bandwidth for wireless communication and commercial need to operate the 3G network necessitated the Government of India to have the Indian Armed Forces vacate the spectrum occupied by them. Thus the government of India through Department of Telecommunication (DoT) started a project called "Network for Spectrum" to set up a fiber optics network for the exclusive use of Indian Armed Forces in exchange for spectrum being released by the Defence Forces. The aim of 'Network for Spectrum' being twofold - to facilitate the growth of national tele-density on the one hand, and ensuring modernization of defence communications with the state-of-the-art communication infrastructure, and to support net-centric military operations. The Department of Telecom and the Ministry of Defence signed the memorandum of understanding for vacating the spectrum and setting up dedicated network for the use of defence forces. In this MoU, DoT agreed to laying of 40,000 route kilometres of optical fibre cable connecting 219 Army stations, 33 Navy stations and 162 points for the Air Force. It further agreed to setting up an exclusive defence band and Defence Interest Zone along 100 km of the international border, where spectrum will be reserved only for use by the Armed Forces. The total cost of implementing "Network for Spectrum" project is estimated to be ₹ 10,000 crores. AFNet is Indian Air Force component of Digital Information Grid under "Network for Spectrum" project and the AFNet has been extended and connected to the Digital Information Grid Project under implementation for the Indian Navy and the Indian Army on 2015. == Project Origin == The Air Force Network (AFNet) had been developed by the Indian Air Force at a cost of ₹1,077 crore (US$235.53 million) in collaboration with HCL Technologies and Bharat Sanchar Nigam Limited. It will replace the Air Force's more than half-a-century-old telecom network. This project is part of the defence ministry's initiative to digitize the communication systems of the three armed forces under "Network for Spectrum" initiative to improve coordination among themselves and other Military and Strategic Institution. IAF was the first to complete this gigabyte digital information grid implemented under the AFNet project. AFNet will be connected and extended to a Unified Digital Grid encompassing all the legs of Indian Armed Forces. The then defence minister, A. K. Antony, inaugurated the AFNet, IAF's gigabyte digital information grid. The grid is aimed at improving the network-centric warfare capability of the Air Force. The event also saw the presence of other personalities including the then Minister of Communication & IT, A. Raja; the Marshal of the Air Force, Arjan Singh; the Chief of the Air Staff, the Chief of the Army Staff and other officials from the three services and members of the Industry. The event also featured a practice interception of a simulated aerial target by a MiG-29 which took off from an airbase in the Punjab sector using the AFNet capabilities. Further capabilities in line with network centric warfare were also demonstrated. This included sharing information, videos and pictures by operational assets and platforms like UAVs and AWACS to decision-makers who are several hundred kilometres apart. == Technology, Design & Structure == AFNet incorporates the latest traffic transportation technology in form of Internet Protocol (IP) packets over the network using Multiprotocol Label Switching (MPLS). A large Voice over Internet Protocol (VoIP) layer with stringent quality of service enforcement will facilitate robust, high quality voice, video and conferencing solutions. AFNet will prove to be an effective force multiplier for intelligence analysis, mission planning and control, post-mission feedback and related activities like maintenance, logistics and administration. A comprehensive design with multi-layer security precautions for “Defence in Depth” have been planned by incorporating encryption technologies, Intrusion Prevention Systems to ensure the resistance of the IT system against information manipulation and eavesdropping. The network is secured with a host of advanced state-of-the-art encryption technologies. It is designed for high reliability with redundancy built into the network design itself. The AFNet is also capable of transmitting video from unmanned surveillance aircraft (UAV), pictures from airborne warning and control systems (AWACS) to decision makers on the ground and providing intelligence inputs from remote areas. The AFNet is also expected to facilitate accelerated economic growth by providing radio frequency spectrum for telecommunication purposes. AFNET will be the largest Multi-protocol Label Switching (MPLS) network in the defence segment. == Demonstration == At the AFNet launch, the IAF showcased a practice interception of simulated enemy targets by a pair of Mig-29 fighter aircraft airborne from an advanced airbase in the Punjab sector using the gigabyte digital information grid. During the AFNet-assisted operations, the Indian fighter jets neutralised intruding targets in the western sector, which was played out live on the giant screens at the Air Force auditorium offering a glimpse of the harnessed potential of the system. The final orders for engaging the enemy targets were issued live by Antony, whose queries about how the operation went were responded to by the pilot as "excellent". Various other functionalities contributing towards Network Centric Warfare were also showcased. These consisted of facilitating video from Unmanned Aerial Vehicle (UAV), pictures from an AWACS aircraft to the decision-makers on ground sitting hundreds of kilometres away, providing intelligence inputs from far-flung areas at central locations seamlessly. This was possible mainly because of the robust networking platform provided by AFNet. == Integrated Air Command and Control System == Integrated Air Command and Control System (IACCS) is an automated command and control system for air defence operated by the Indian Air Force. IACCS operations rides the AFNET backbone integrating all ground-based and airborne sensors, air defense weapon systems and command and control (C2) nodes. Subsequent integration with other services networks and civil radars will provide an integrated Air Situation Picture to operators to carry out AD role. The project was envisaged in 1995 following the Purulia arms drop case and was a part of IAF’s first Air Power Doctrinal manual issued in the 2000s, later revised in 2022. The first node in the western sectors had been operationalised by September 2010. The first five nodes located in the western and south western sectors were commissioned in 2011. The Air Force was preparing to seek clearance for five further nodes which would cover the rest of the nation including the island territories. Through the IACCS, IAF will connect all of its space, air and ground assets quickly, for total awareness of a region. This will offer connectivity for all the ground platforms and airborne platforms (including AEW&C), as a part of the network centricity of IAF. The IACCS also facilitates real-time transport of images, data and voice, amongst satellites, aircraft and ground stations. By 2018, five IACCS nodes had been established including Barnala (Punjab), Wadsar (Gujarat), Aya Nagar (Delhi), Jodhpur (Rajasthan) and Ambala (Haryana). Following this, under Phase-II, 4 additional nodes and 10 sub-nodes are to be set up. The major nodes will be established in the Eastern, Central, Southern and Andaman and Nicobar sectors. The second phase will cost ₹8,000 crore (equivalent to ₹110 billion or US$1.1 billion in 2023). IACCS successfully integrated all operating radars, including its own, the Army's, and civilian ones, in 2023. The NASA Origins Program was created in the 1990s to ultimately search for the origin of the universe. The theory that the Origins Program is based on is: since light travels at a constant speed until it is absorbed by something; there is still light that was part of the first light ever created traveling about the universe and ultimately some of that light is coming in the general direction of Earth. So a satellite system capable of collecting light from the beginning of the universe would be able to tell us more about where we came from. There is also the constant search for life in other worlds. A satellite system using the interferometric technologies mentioned above would be able to have a much higher resolution than any of the current deep space imaging systems. == Future == NASA is currently focused on the Vision for Space Exploration and has reduced current funding for scientific unmanned space exploration in favor of human exploration. These budget cuts have slowed the multiple satellite imaging development and relevant scientific missions as Project Prometheus and Terrestrial Planet Finder have ended as well but research continues.

Created in 1966, Merit operates the longest running regional computer network in the United States. == Organization == Created in 1966 as the Michigan Educational Research Information Triad by Michigan State University (MSU), the University of Michigan (U-M), and Wayne State University (WSU), Merit was created to investigate resource sharing by connecting the mainframe computers at these three Michigan public research universities. Merit's initial three node packet-switched computer network was operational in October 1972 using custom hardware based on DEC PDP-11 minicomputers and software developed by the Merit staff and the staffs at the three universities. Over the next dozen years the initial network grew as new services such as dial-in terminal support, remote job submission, remote printing, and file transfer were added; as gateways to the national and international Tymnet, Telenet, and Datapac networks were established, as support for the X.25 and TCP/IP protocols was added; as additional computers such as WSU's MVS system and the UM's electrical engineering's VAX running UNIX were attached; and as new universities became Merit members. Merit's involvement in national networking activities started in the mid-1980s with connections to the national supercomputing centers and work on the 56 kbit/s National Science Foundation Network (NSFNET), the forerunner of today's Internet. From 1987 until April 1995, Merit re-engineered and managed the NSFNET backbone service. MichNet, Merit's regional network in Michigan was attached to NSFNET and in the early 1990s Merit began extending "the Internet" throughout Michigan, offering both direct connect and dial-in services, and upgrading the statewide network from 56 kbit/s to 1.5 Mbit/s, and on to 45, 155, 622 Mbit/s, and eventually 1 and 10 Gbit/s. In 2003 Merit began its transition to a facilities based network, using fiber optic facilities that it shares with its members, that it purchases or leases under long-term agreements, or that it builds. In addition to network connectivity services, Merit offers a number of related services within Michigan and beyond, including: Internet2 connectivity, VPN, Network monitoring, Voice over IP (VOIP), Cloud storage, E-mail, Domain Name, Network Time, VMware and Zimbra software licensing, Colocation, and professional development seminars, workshops, classes, conferences, and meetings. == History == === Creating the network: 1966 to 1973 === The Michigan Educational Research Information Triad (MERIT) was formed in the fall of 1966 by Michigan State University (MSU), University of Michigan (U-M), and Wayne State University (WSU). More often known as the Merit Computer Network or simply Merit, it was created to design and implement a computer network connecting the mainframe computers at the universities. In the fall of 1969, after funding for the initial development of the network had been secured, Bertram Herzog was named director for MERIT. Eric Aupperle was hired as senior engineer, and was charged with finding hardware to make the network operational. The National Science Foundation (NSF) and the State of Michigan provided the initial funding for the network. In June 1970, the Applied Dynamics Division of Reliance Electric in Saline, Michigan was contracted to build three Communication Computers or CCs. Each would consist of a Digital Equipment Corporation (DEC) PDP-11 computer, dataphone interfaces, and interfaces that would attach them directly to the mainframe computers. The cost was to be slightly less than the $300,000 ($2,487,100, adjusted for inflation) originally budgeted. Merit staff wrote the software that ran on the CCs, while staff at each of the universities wrote the mainframe software to interface to the CCs. The first completed connection linked the IBM S/360-67 mainframe computers running the Michigan Terminal System at WSU and U-M, and was publicly demonstrated on December 14, 1971. The MSU node was completed in October 1972, adding a CDC 6500 mainframe running Scope/Hustler. The network was officially dedicated on May 15, 1973. === Expanding the network: 1974 to 1985 === In 1974, Herzog returned to teaching in the University of Michigan's Industrial Engineering Department, and Aupperle was appointed as director. Use of the all uppercase name "MERIT" was abandoned in favor of the mixed case "Merit". The first network connections were host to host interactive connections which allowed person to remote computer or local computer to remote computer interactions. To this, terminal to host connections, batch connections (remote job submission, remote printing, batch file transfer), and interactive file copy were added. And, in addition to connecting to host computers over custom hardware interfaces, the ability to connect to hosts or other networks over groups of asynchronous ports and via X.25 were added. Merit interconnected with Telenet (later SprintNet) in 1976 to give Merit users dial-in access from locations around the United States. Dial-in access within the U.S. and internationally was further expanded via Merit's interconnections to Tymnet, ADP's Autonet, and later still the IBM Global Network as well as Merit's own expanding network of dial-in sites in Michigan, New York City, and Washington, D.C. In 1978, Western Michigan University (WMU) became the fourth member of Merit (prompting a name change, as the acronym Merit no longer made sense as the group was no longer a triad). To expand the network, the Merit staff developed new hardware interfaces for the Digital PDP-11 based on printed circuit technology. The new system became known as the Primary Communications Processor (PCP), with the earliest PCPs connecting a PDP-10 located at WMU and a DEC VAX running UNIX at U-M's Electrical Engineering department. A second hardware technology initiative in 1983 produced the smaller Secondary Communication Processors (SCP) based on DEC LSI-11 processors. The first SCP was installed at the Michigan Union in Ann Arbor, creating UMnet, which extended Merit's network connectivity deeply into the U-M campus. In 1983 Merit's PCP and SCP software was enhanced to support TCP/IP and Merit interconnected with the ARPANET. === National networking, NSFNET, and the Internet: 1986 to 1995 === In 1986 Merit engineered and operated leased lines and satellite links that allowed the University of Michigan to access the supercomputing facilities at Pittsburgh, San Diego, and NCAR. In 1987, Merit, IBM and MCI submitted a winning proposal to NSF to implement a new NSFNET backbone network. The new NSFNET backbone network service began July 1, 1988. It interconnected supercomputing centers around the country at 1.5 megabits per second (T1), 24 times faster than the 56 kilobits-per-second speed of the previous network. The NSFNET backbone grew to link scientists and educators on university campuses nationwide and connect them to their counterparts around the world. The NSFNET project caused substantial growth at Merit, nearly tripling the staff and leading to the establishment of a new 24-hour Network Operations Center at the U-M Computer Center. In September 1990 in anticipation of the NSFNET T3 upgrade and the approaching end of the 5-year NSFNET cooperative agreement, Merit, IBM, and MCI formed Advanced Network and Services (ANS), a new non-profit corporation with a more broadly based Board of Directors than the Michigan-based Merit Network. Under its cooperative agreement with NSF, Merit remained ultimately responsible for the operation of NSFNET, but subcontracted much of the engineering and operations work to ANS. In 1991 the NSFNET backbone service was expanded to additional sites and upgraded to a more robust 45 Mbit/s (T3) based network. The new T3 backbone was named ANSNet and provided the physical infrastructure used by Merit to deliver the NSFNET Backbone Service. On April 30, 1995, the NSFNET project came to an end, when the NSFNET backbone service was decommissioned and replaced by a new Internet architecture with commercial Internet service providers (ISPs) interconnected at Network Access Points provided by multiple providers across the country. === Bringing the Internet to Michigan: 1985 to 2001 === During the 1980s, Merit Network grew to serve eight member universities, with Oakland University joining in 1985 and Central Michigan University, Eastern Michigan University, and Michigan Technological University joining in 1987. A data lake can be established on premises (within an organization's data centers) or in the cloud (using cloud services). == Background == James Dixon, then chief technology officer at Pentaho, coined the term by 2011 to contrast it with data mart, which is a smaller repository of interesting attributes derived from raw data. In promoting data lakes, he argued that data marts have several inherent problems, such as information siloing. PricewaterhouseCoopers (PwC) said that data lakes could "put an end to data silos". In their study on data lakes, they noted that enterprises were "starting to extract and place data for analytics into a single, Hadoop-based repository." == Examples == Many companies use cloud storage services such as Google Cloud Storage and Amazon S3 or a distributed file system such as Apache Hadoop distributed file system (HDFS). For example, Personal DataLake at Cardiff University is a new type of data lake which aims at managing big data of individual users by providing a single point of collecting, organizing, and sharing personal data. Interacting with it required expertise in Java, map reduce and higher-level tools like Apache Pig, Apache Spark and Apache Hive (which were also originally batch-oriented). == Criticism == Poorly managed data lakes have been facetiously called data swamps. In June 2015, David Needle characterized "so-called data lakes" as "one of the more controversial ways to manage big data". PwC was also careful to note in their research that not all data lake initiatives are successful. They quote Sean Martin, CTO of Cambridge Semantics: We see customers creating big data graveyards, dumping everything into Hadoop distributed file system (HDFS) and hoping to do something with it down the road. But then they just lose track of what’s there. The main challenge is not creating a data lake, but taking advantage of the opportunities it presents. They describe companies that build successful data lakes as gradually maturing their lake as they figure out which data and metadata are important to the organization. Another criticism is that the term data lake is used with many different meanings. It may be used to refer to, for example: any tools or data management practices that are not data warehouses; a particular technology for implementation; a raw data reservoir; a hub for ETL offload; or a central hub for self-service analytics. While critiques of data lakes are warranted, in many cases they apply to other data projects as well. As a result, its purpose is to assess a new point of presence and appropriately handle any violations. Web presence discovery differs from content listening. The former involves looking for new properties on the web, whereas the latter refers to analyzing content that already exists to hear how a person or business is seen often in near real time. Examples of content listening systems include Sysomos and Radian6, which is now a subsidiary of Salesforce.com. === Brand protection === A person or business may choose to watch for a new web presence that might appear to misrepresent or mislead an audience, such as counterfeiters, spoofers, or malicious hackers. To counter this, companies are able to use web presence monitoring tools to detect new points of presence on the web and thereby defend against socially engineered attacks. === Distributed inventory management === A web presence monitoring system can be used by a business to associate a new web property with its corporate inventory. It is designed to address autonomous, distributed behaviors. This usually applies to larger businesses whose geographically diverse employees are more prone to creating new points of presence on the web. For example, a retail chain may allow each local store to create and manage their web presence to market to and communicate with their local customer base. Similarly, a global business may have teams in each country or region who create and manage a web presence to adapt to local languages or cultures. == Monitoring == Web presence monitoring is the process of monitoring a known inventory of web presence to detect any changes that are made. Web presence monitoring is often included in a web presence management system and can serve multiple purposes for both larger corporations and certain individuals, such as celebrities. It is important to note that presence monitoring differs from content listening.     Upworthy is a media brand that focuses on positive storytelling. It was started in March 2012 by Eli Pariser, the former executive director of MoveOn, and Peter Koechley, the former managing editor of The Onion. One of Facebook's co-founders, Chris Hughes, was an early investor. At its peak between 2012 and 2014, it reached up to 100 million people a month. In 2017, the company was acquired by Good Worldwide. == History == Upworthy was launched in 2012 with a focus on aggregating positive content, which aligned with Facebook's algorithm. Originally, Upworthy curators searched the internet for existing content to feature on the site. Once selected as an option, curators brainstormed different headlines and shareable images for the content, and tested it with a small sample of Upworthy's visitors before sharing it on the site. The site popularized a clickbait style of two-phrase headlines. The company simplifies issues that are controversial by nature, which are presented from a politically liberal point of view and are heavily fact-checked for accuracy. In June 2013, an article in Fast Company called Upworthy "the fastest growing media site of all time". It had 8.7 million unique monthly visitors in the first six months, and in November 2013, had a high of 87 million unique visitors in a single month. In 2013, Facebook changed its algorithm, leading to a significant decline in readers from that platform. Upworthy fired one round of writers in 2015, and another in 2016, after an unionization effort by some of the staff. The union involved, the Writers Guild of America, East, has organized several online "viral" news publishers. In January 2017, Upworthy was acquired by media company GOOD Worldwide. The newsrooms of the two organizations would merge as part of the acquisition. About 20 staffers were laid off as part of the merger. In March 2020, Upworthy saw a 65% increase in Instagram followers and a 47% increased interest in positive content on-site page views as a result of increased interest in positive content during the COVID-19 pandemic. In January 2023, National Geographic Books bought Good People: Stories From the Best of Humanity from Upworthy, with a publication date of September 3, 2024. The book is described as "a heartwarming collection of first-person tales that will provide comfort and inspiration to anyone who could use a little dose of joy right now". It was created by two senior Upworthy team members, Gabriel Reilich and Lucia Knell, and features 101 stories from Upworthy's audience.     Since the Egyptian Revolution in 2011 and the Tunisian Revolution, social media, especially Facebook, Twitter, and YouTube, began to gain traction as a political tool in Africa. Various political actors have used social media to pursue a wide range of political objectives. State actors can use social media to encourage political discourse, campaign, or implement censorship and surveillance. Non-state actors, such as civil society organizations and opposition movements, can use social media to address political concerns and to organize widespread uprisings, such as the 2014 Burkinabé uprising. Meanwhile, extremist organizations can use social media to further their propaganda and recruitment. However, social media has been criticized for its limited accessibility and for facilitating the spread of misinformation, causing some skepticism about its effectiveness. Due to low entry barriers and user-generated content, social media provides a platform where people from different social classes can engage and interact with one another. Under traditional media, the public had limited opportunities to voice their political opinions. Social media enables people to both create and consume content. The public has become increasingly comfortable and confident in expressing political opinions online, often away from government scrutiny. Scholars argue that social media use has democratizing effects in African countries. == State actors == === Promoting political discourse === Through social media, the government and its citizens can discuss policy ideas, policy implementation, and political actions. Regardless of geographical location and distance, people are able to voice their opinions to the government. Social media includes citizens who were previously not able to express their discontent or share their ideas to the government. As state actors keep the public informed, social media can increase civic engagement. With more civic engagement, policies can be discussed without politicization. Before the commonplace use of social media, African countries faced weak feedback mechanisms that effectively excluded the average African citizen from policy discourse. In South Africa, the government uses social media to connect with constituencies. When President Goodluck Jonathan announced his bid for the presidency on social media in 2010, it reached about 217,000 people. As his campaign progressed, President Goodluck Jonathan was able to increase his followers to half a million by early 2011. === Censorship & Surveillance === While state actors can use social media to encourage their party or discourse, social media can be used to censor and surveil citizens. For example, the ANC and DA use Facebook to monitor South Africans. The government is able to track down people who have spoken against the government and translate this information into physical action to stop any possibility of a revolution. Social media platforms can be shut down to manipulate the flow of information. In Chad, citizens cannot access information through online platforms. This censorship blocked "Facebook, Twitter, WhatsApp and Viber". In the Democratic Republic of Congo, the government shut down the internet before contested elections. In Zimbabwe, the government shut down the internet to hide civilian protests against fuel price increases. == Non-state actors == === Civil society organizations (CSOs) === Civil society organizations have also used social media networks in an effort to recruit supporters and communicate with the public. CSOs can use social media to mobilize people to support their cause, such as the Ghanaian Committee for Joint Action (CJA). In 2005 and 2006, the CJA gathered support to protest against the 50% fuel price increase. CSOs can play the role of a counterforce against state actors and state propaganda during times of crises, such as protests and military clashes. In some cases, CSOs release their own videos and photos on social media which challenges traditional forms of media. CSOs have also served to monitor elections to reduce corruption and violence during election day. For instance, the Zambian Bantu Watch started the #bantuwatch social media campaign to monitor the 2011 presidential election. Zambians used Facebook and Twitter to report polling station results to mitigate election fraud and election violence. In South Africa, CSOs created 'amandla.mobi' to campaign for public policies by creating petitions. Through 'amandla.mobi', CSOs are able to circulate petitions on social media to collect signatures. South African CSOs reported how social media helped their organizations to gain support and share ideas. However, CSOs struggle to attract media attention and often have to pay for media coverage. === Opposition forces against the government === Social media is also used by the public or opposition forces against the government. Through horizontal social media, organizing can lead to street protests and revolutions, some of which are successful. For instance, during the Egyptian revolution of 2011, "The Day of the Revolution Against Torture, Poverty, Corruption, and Unemployment" and "We Are All Khaled Said" gathered support against President Hosni Mubarak. In particular, "We Are All Khaled Said" had Egyptian citizens gather around the death of Khaled Said who was brutally tortured and killed by the Egyptian government because Said wanted to uncover government corruption. As unrest erupted into public demonstrations, President Hosni Mubarak was forced to resign. Witnessing the success of social media during the Egyptian revolution, the Tunisian Revolution, or the Jasmine Revolution, mobilized through Facebook and Twitter. Likewise, in South Africa, Malawi, and Mozambique, these countries have used social media as "new protest drums." Due to social media's low entry barrier, opposition forces against the government can facilitate political discourse that can lead to accountability. Whistleblowers and opposition forces are able to expose corruption through social media, where they face less repression while reaching a larger audience. For example, the youth of Zimbabwe and South Africa use Facebook to discuss politics without judgment. Specifically, in Zimbabwe, political youth used Facebook to avoid state surveillance. Social media is used as a supplemental tool for activism. In 2015, South African student activists started the hashtag #RhodesMustFall to push the issue of colonialism and racism at the forefront of the public. === Extremist organizations === Social media is easily accessible and created by user-based content. Therefore, marginalized groups are able to use social media to spread extremist ideas. For instance, Boko Haram created the Media Office of West Africa Province and perpetuated propaganda through Twitter and YouTube. Boko Haram's online propaganda campaign targets and persuades young dissuaded Nigerians to join their cause. It is important to note that social media has also been used against Boko Haram. In April 2014, Boko Haram kidnapped 276 schoolgirls and an international campaign fought for their return through #BringBackOurGirls. Another extremist group, Al-Shabaab, has created an online presence through Twitter and YouTube. Through these social media networks, Al-Shabaab recruits new members to their extremist group through their propaganda which emphasizes the group's successes. Albeit their efforts, Al-Shabaab has not been very successful in coordinating their members but they are successful in financing their group. Furthermore, the Islamic State of Iraq and the Levant (ISIL) use social media to target and recruit individuals to their cause. ISIL's social media usage is more diverse compared to Boko Haram and Al-Shabaab; ISIL uses "Facebook, Twitter, YouTube, WhatsApp, Telegram, JustPaste.it, Kik and Ask.fm." Since ISIL's Twitter accounts kept getting shut down, ISIL uses Telegram and WhatsApp chat rooms to privately conduct meetings. Due to the spread of extremist ideology, Zhuravskaya et al. acknowledge social media's potential to be misused. == Challenges == Although social media can be used as a political tool, it faces challenges in Africa.
