It unified the provision of network infrastructure across the United Kingdom public sector into an interconnected "network of networks" to increase efficiency and reduce overall public expenditure. It is now a legacy network and public sector organisations are being migrated to using services on the public internet. == Origins == The Public Services Network (PSN) was launched officially as part of the Transformational Government Strategy commencing in 2005, under the original name of the Public Sector Network. Prior to this, some parts of local government had already successfully implemented the concept. The Hampshire Public Services Network (HPSN) was the first PSN, launched in 1999, followed closely by Kent County Councils partnerships with the KPSN. The HPSN, encompassing all of the borough, district and unitary councils, with the County Council, as well as the Fire Services, the Isle of Wight Council and 540 schools. National PSN technical and architecture compliance criteria were established from 2007, by GDS working with local government leaders from Socitm (the Society of Information Technology Management) on the National CIO Council and the Local CIO Council. The PSN's aim was to bring public services organisations with a common interest onto a single, coherent and standards-based ‘network of networks’. This would create influence, economies of scale and a commonality of standards for secure and easy inter-connection between public service organisations. The original concept of a network of networks strategy was based upon the work already undertaken in local government and recognition of Communities of Interest (COI) within the Criminal Justice Sector during work by the Office for Criminal Justice Reform (OCJR) between 2005 and 2007 to enable data sharing across business units. In this context a COI was defined as groups of Government departments and external partners who in combination provided services within a specific area of operation and used the same data, with a similar risk profile, shared risk appetite and common governance framework. Historically each group member had implemented their own networks and standards of operation in isolation with little or no consideration as to how services and data may be shared and resulting in increased costs of operation. The Network of Networks strategy proposed within OCJR recommended the creation of specific networks based upon these Communities of Interest which were joined together through data interchange gateways supporting common standards. Under this approach networks would be arranged by data type and business functions such as Criminal Justice, Health and Social Care, Defence and Intelligence or Public Finance rather than solely on established departmental boundaries. Within a COI, trust relationships and data interchange are readily supported, enabling data sharing without a need to cross network boundaries and providing benefits of scale without the challenges and compromises intrinsic to homogeneous cross sector networks. Data is made available without a need to transport it between organisations and control is retained by the data originator. In early 2007 a group of UK Government department CTOs in conjunction with the Office for Government Commerce Buying Solutions (OGC BS) established the vision for a single commonly provided, procured and managed public sector voice and data network infrastructure to replace the multitude of separately procured and managed networks serving various segments of the UK public sector; Education, Health, Central Government, Local Government etc. In 2008 an Industry Working Group was established to document the objectives and requirements more clearly. Their report set out the architectural and commercial principles as well as anticipated security, service management, governance and transition arrangements. == Architecture == The PSN comprises a core network, the Government Conveyancing Network or GCN provided by GCN Service Providers or GCNSPs. The GCN interconnects multiple operator networks, termed Direct Network Service Providers or DNSPs. Subscriber organisations contract to a connection from a local participating DNSP, connect via that to GCN and hence onwards to other interconnected networks and services. The GCN network is entirely based on IPv4 and MPLS and the GCNSPs are not currently mandated to provide IPv6, though they should have a roadmap to implementing it if and when required. == Commercial framework == In 2010 Virgin Media Business, BT, Cable & Wireless and Global Crossing signed Deeds of Undertaking (DoU) and subsequently achieved accreditation for providing GCN and IP VPN services. In March 2012, BT, Cable & Wireless, Capita Business Services, Eircom, Fujitsu, Kcom, Level 3, Logicalis, MDNX, Thales, Updata and Virgin Media Business were successful bidders for the initial two-year PSN Connectivity framework. Project Pathway was established as a pilot linking these two county-wide networks, with Virgin Media Business and Global Crossing the subscriber and GCN network elements. Staffordshire County Council was the first council in England to establish a PSN that included the county's NHS Health partners. Other county councils have since followed the leads of these councils. == Transition == Centrally procured public sector networks are expected to migrate across to the PSN framework as they reach the end of their contract terms, either through an interim framework or directly. The Government Secure Intranet (GSi) contracts expired in September 2011, running on to 12 February 2012 and were replaced by the transitional Government Secure Intranet Convergence Framework (GCF). The Managed Telephony Service (MTS) contract expired on 31 December 2011 and was replaced by the Managed Telephony Convergence Framework (MTCF). == Future plan == In a blog post published on 20 January 2017, Government Digital Service announced that the Technology Leaders Network (TLN) had agreed that government was starting a journey away from the PSN. This was because using the Internet was considered suitable for the vast majority of the work that the public sector does. The blog post confirmed that the 'move was not going to happen immediately' and stated that 'there's quite a bit of work to do across the public sector to prepare for the changes'. It also stated that it was too early for a full timeline to be provided, although all PSN-connected organisations would be updated as the process evolved. The blog post confirmed that organisations that need to access services that are only available on the PSN would still need to connect to it for the time being and continue to meet its assurance requirements. In a blog post published on 16 March 2017, Government Digital Service (GDS) set out its plans for PSN assurance. The blog post confirmed that the PSN compliance process wasn't 'going anywhere, certainly for a while yet'. It explained that the TLN agreed that – as one of the only recognised, externally accredited, cross-government common assurance standards – it 'needs to live on far beyond the end of the physical PSN network'. Users complained about the inability to sign up for a new account and said that certain functions were not available for use at launch. This issue caused Gapo to temporarily suspend their services in order to perform upgrades and bug fixes. Gapo relaunched the next day, though many users reported that the access speed decreased. Dixie, and it had zero no votes in the Senate. == Bill summary == Every social media company must verify the age of new users after the law takes effect, and if the user had created an account before the law took effect, they must verify the age of the person attempting to access the account within 14 days. If the new user or the user who originally owned an account is under 18 years of age, they must get parental consent and the third party or social media company must not retain the data from the age verification process or obtaining parental consent. Parents who are account holders of those under 18 can view the privacy settings, set daily time restrictions, and implement breaks during which the minor cannot access the account. The law is enforced by the Attorney General of Tennessee and went into effect on January 1, 2025. == Lawsuit == On October 3, 2024, the trade association NetChoice filed a lawsuit against Tennessee Attorney General Jonathan Skrmetti in the Middle District Court of Tennessee, claiming that the law violates the First Amendment. The Judge for the case is William L. The development of Pandas introduced into Python many comparable features of working with DataFrames that were established in the R programming language. The library is built upon another library, NumPy. == History == Developer Wes McKinney started working on Pandas in 2008 while at AQR Capital Management out of the need for a high performance, flexible tool to perform quantitative analysis on financial data. Before leaving AQR, he was able to convince management to allow him to open source the library in 2009. Another AQR employee, Chang She, joined the effort in 2012 as the second major contributor to the library. In 2015, Pandas signed on as a fiscally sponsored project of NumFOCUS, a 501(c)(3) nonprofit charity in the United States. == Data model == Pandas is built around data structures called Series and DataFrames. Data for these collections can be imported from various file formats such as comma-separated values, JSON, Parquet, SQL database tables or queries, and Microsoft Excel. === Series === A Series is a one-dimensional array-like object that stores a sequence of values together with an associated set of labels, called an index. It is built on top of NumPy's array and affords many similar functionalities, but instead of using implicit integer positions, a Series allows explicit index labels of many data types. A Series can be created from Python lists, dictionaries, or NumPy arrays. If no index is provided, pandas automatically assigns a default integer index ranging from 0 to n-1, where n is the number of items in the Series. A simple example with customized labels is: To access a value or list of values from a Series, use its index or list of indices: Series can be used arithmetically, as in the statement series_3 = series_1 + series_2. This will align data points with corresponding index values in series_1 and series_2 (similar to a join in relational algebra), then add them together to produce new values in series_3. A Series has various attributes, such as name (Series name), dtype (data type of values), shape (number of rows), values, and index. They can be used in many of the same operations as NumPy arrays, with additional methods for reindexing, label-based selection, and handling missing data. === DataFrame === A DataFrame is a two-dimensional, tabular data structure with labeled rows and columns. Each column is stored internally as a Series and may hold a different data type (numeric, string, boolean, etc.). DataFrames can be created by a variety of means, including dictionaries of lists, NumPy arrays, and external files such as CSV or Excel spreadsheets: To retrieve a DataFrame column as a Series, use either 1) the index (dict-like notation) or 2) the name of column if the name is a valid Python identifier (attribute-like access). DataFrames support operations such as column assignment, row and column deletion, label-based indexing with loc, position-based indexing with iloc, reshaping, grouping, and joining. Merge operations implement a subset of relational algebra and allow one-to-one, many-to-one, and many-to-many joins. Some common attributes of a DataFrame include dtypes (data type of each column), shape (dimensions of the DataFrame returned as a tuple with form (number of rows, number of columns)), index/columns (labels of the DataFrame's rows/columns, respectively, returned as an Index object), values (data in the DataFrame returned as a 2D array), and empty (returns True if the DataFrame is empty). === Index === Index objects hold metadata for Series and Dataframe objects, such as axis labels and names, and are automatically created from input data. By default, a pandas index is a series of integers ascending from 0, similar to the indices of Python arrays. However, indices can also use any NumPy data type, including floating point, timestamps, or strings. Indices are also immutable, which allows them to be safely shared across multiple objects. pandas' syntax for mapping index values to relevant data is the same syntax Python uses to map dictionary keys to values. For example, if s is a Series, s['a'] will return the data point at index a. Unlike dictionary keys, index values are not guaranteed to be unique. If a Series uses the index value a for multiple data points, then s['a'] will instead return a new Series containing all matching values. A DataFrame's column names are stored and implemented identically to an index. As such, a DataFrame can be thought of as having two indices: one column-based and one row-based. Because column names are stored as an index, these are not required to be unique. If data is a Series, then data['a'] returns all values with the index value of a. However, if data is a DataFrame, then data['a'] returns all values in the column(s) named a. To avoid this ambiguity, Pandas supports the syntax data.loc['a'] as an alternative way to filter using the index. Pandas also supports the syntax data.iloc[n], which always takes an integer n and returns the nth value, counting from 0. This allows a user to act as though the index is an array-like sequence of integers, regardless of how it is actually defined. pandas also supports hierarchical indices with multiple values per data point through the "MultiIndex" class. MultiIndex objects allow a single DataFrame to represent multiple dimensions, similar to a pivot table in Microsoft Excel, where each level can optionally carry its own unique name. In practice, data with more than 2 dimensions is often represented using DataFrames with hierarchical indices, instead of the higher-dimension Panel and Panel4D data structures. == Functionality == pandas supports a variety of indexing and subsetting techniques, allowing data to be selected by label, index, or Boolean conditions. For example, df[df['col1'] > 5] will return all rows in the DataFrame df for which the value of the column col1 exceeds 5. The library also implements grouping operations based on the split-apply-combine approach, enabling users to aggregate, transform, or restructure data according to column values or functions applied to index labels. For example, df['col1'].groupby(df['col2']) groups the data in 'col1' by their values in 'col2', while df.groupby(lambda i: i % 2) groups all data in the whole DataFrame by whether their index is even. The library also provides extensive tools for transforming, filtering and summarizing data. Users may apply arbitrary functions to Series and DataFrames, and because the library is built on top of Numpy, most NumPy functions can be applied directly to pandas objects as well. The library also includes built-in operations for arithmetic operations, string processing, and descriptive statistics such as mean, median, and standard deviation. These built-in functions are designed to handle missing data, usually represented by the floating-point value NaN. In addition, pandas includes tools for reorganizing data into different structural formats, with methods that can reshape tabular data between "wide" and "long" formats and pivot values based on column labels. pandas also implements a flexible set of relational operations for combining datasets. For instance, merge() links row in DataFrames based on one or more shared keys or indices, supporting one-to-one, one-to-many, and many-to-many relationships in a manner analogous to join operations in relational databases like SQL. DataFrames can also be concatenated or stacked together along an axis through the concat() method, and overlapping data can be further spliced together using combine_first() to fill in missing values. Furthermore, the library includes specialized support for working with time-series data. Features include the ability to interpolate values and filter using a range of timestamps, such as data['1/1/2023':'2/2/2023'] , which will return all dates between January 1 and February 2. Missing values in time-series data are represented by a dedicated NaT (Not a Timestamp) object, instead of the NaN value it uses elsewhere. == Criticisms == Pandas has been criticized for its inefficiency. The entire dataset must be loaded in RAM, and the library does not optimize query plans or support parallel computing across multiple cores.     The knapsack problem is the following problem in combinatorial optimization: Given a set of items, each with a weight and a value, determine which items to include in the collection so that the total weight is less than or equal to a given limit and the total value is as large as possible. It derives its name from the problem faced by someone who is constrained by a fixed-size knapsack and must fill it with the most valuable items. The problem often arises in resource allocation where the decision-makers have to choose from a set of non-divisible projects or tasks under a fixed budget or time constraint, respectively. The knapsack problem has been studied for more than a century, with early works dating back to 1897. The subset sum problem is a special case of the decision and 0-1 problems where for each kind of item, the weight equals the value: w i = v i {\displaystyle w_{i}=v_{i}} . In the field of cryptography, the term knapsack problem is often used to refer specifically to the subset sum problem. The subset sum problem is one of Karp's 21 NP-complete problems. == Applications == Knapsack problems appear in real-world decision-making processes in a wide variety of fields, such as finding the least wasteful way to cut raw materials, selection of investments and portfolios, selection of assets for asset-backed securitization, and generating keys for the Merkle–Hellman and other knapsack cryptosystems. One early application of knapsack algorithms was in the construction and scoring of tests in which the test-takers have a choice as to which questions they answer. For small examples, it is a fairly simple process to provide the test-takers with such a choice. For example, if an exam contains 12 questions each worth 10 points, the test-taker need only answer 10 questions to achieve a maximum possible score of 100 points. However, on tests with a heterogeneous distribution of point values, it is more difficult to provide choices. Feuerman and Weiss proposed a system in which students are given a heterogeneous test with a total of 125 possible points. The students are asked to answer all of the questions to the best of their abilities. Of the possible subsets of problems whose total point values add up to 100, a knapsack algorithm would determine which subset gives each student the highest possible score. A 1999 study of the Stony Brook University Algorithm Repository showed that, out of 75 algorithmic problems related to the field of combinatorial algorithms and algorithm engineering, the knapsack problem was the 19th most popular and the third most needed after suffix trees and the bin packing problem. == Definition == The most common problem being solved is the 0-1 knapsack problem, which restricts the number x i {\displaystyle x_{i}} of copies of each kind of item to zero or one. There is no known polynomial algorithm which can tell, given a solution, whether it is optimal (which would mean that there is no solution with a larger V). This problem is co-NP-complete. There is a pseudo-polynomial time algorithm using dynamic programming. There is a fully polynomial-time approximation scheme, which uses the pseudo-polynomial time algorithm as a subroutine, described below. Many cases that arise in practice, and "random instances" from some distributions, can nonetheless be solved exactly. There is a link between the "decision" and "optimization" problems in that if there exists a polynomial algorithm that solves the "decision" problem, then one can find the maximum value for the optimization problem in polynomial time by applying this algorithm iteratively while increasing the value of k. On the other hand, if an algorithm finds the optimal value of the optimization problem in polynomial time, then the decision problem can be solved in polynomial time by comparing the value of the solution output by this algorithm with the value of k. Thus, both versions of the problem are of similar difficulty. One theme in research literature is to identify what the "hard" instances of the knapsack problem look like, or viewed another way, to identify what properties of instances in practice might make them more amenable than their worst-case NP-complete behaviour suggests. The goal in finding these "hard" instances is for their use in public-key cryptography systems, such as the Merkle–Hellman knapsack cryptosystem. More generally, better understanding of the structure of the space of instances of an optimization problem helps to advance the study of the particular problem and can improve algorithm selection. Furthermore, notable is the fact that the hardness of the knapsack problem depends on the form of the input. If the weights and profits are given as integers, it is weakly NP-complete, while it is strongly NP-complete if the weights and profits are given as rational numbers. However, in the case of rational weights and profits it still admits a fully polynomial-time approximation scheme. === Unit-cost models === The NP-hardness of the Knapsack problem relates to computational models in which the size of integers matters (such as the Turing machine). In contrast, decision trees count each decision as a single step. Dobkin and Lipton show an 1 2 n 2 {\displaystyle {1 \over 2}n^{2}} lower bound on linear decision trees for the knapsack problem, that is, trees where decision nodes test the sign of affine functions. This was generalized to algebraic decision trees by Steele and Yao. If the elements in the problem are real numbers or rationals, the decision-tree lower bound extends to the real random-access machine model with an instruction set that includes addition, subtraction and multiplication of real numbers, as well as comparison and either division or remaindering ("floor"). This model covers more algorithms than the algebraic decision-tree model, as it encompasses algorithms that use indexing into tables. However, in this model all program steps are counted, not just decisions. An upper bound for a decision-tree model was given by Meyer auf der Heide who showed that for every n there exists an O(n4)-deep linear decision tree that solves the subset-sum problem with n items.     A clustered file system (CFS) is a file system which is shared by being simultaneously mounted on multiple servers. There are several approaches to clustering, most of which do not employ a clustered file system (only direct attached storage for each node). Clustered file systems can provide features like location-independent addressing and redundancy which improve reliability or reduce the complexity of the other parts of the cluster. Parallel file systems are a type of clustered file system that spread data across multiple storage nodes, usually for redundancy or performance. == Shared-disk file system == A shared-disk file system uses a storage area network (SAN) to allow multiple computers to gain direct disk access at the block level. Access control and translation from file-level operations that applications use to block-level operations used by the SAN must take place on the client node. The most common type of clustered file system, the shared-disk file system – by adding mechanisms for concurrency control – provides a consistent and serializable view of the file system, avoiding corruption and unintended data loss even when multiple clients try to access the same files at the same time. Shared-disk file-systems commonly employ some sort of fencing mechanism to prevent data corruption in case of node failures, because an unfenced device can cause data corruption if it loses communication with its sister nodes and tries to access the same information other nodes are accessing. The underlying storage area network may use any of a number of block-level protocols, including SCSI, iSCSI, HyperSCSI, ATA over Ethernet (AoE), Fibre Channel, network block device, and InfiniBand. There are different architectural approaches to a shared-disk filesystem. Some distribute file information across all the servers in a cluster (fully distributed). === Examples === == Distributed file systems == Distributed file systems do not share block level access to the same storage but use a network protocol. These are commonly known as network file systems, even though they are not the only file systems that use the network to send data. Distributed file systems can restrict access to the file system depending on access lists or capabilities on both the servers and the clients, depending on how the protocol is designed. The difference between a distributed file system and a distributed data store is that a distributed file system allows files to be accessed using the same interfaces and semantics as local files – for example, mounting/unmounting, listing directories, read/write at byte boundaries, system's native permission model. Distributed data stores, by contrast, require using a different API or library and have different semantics (most often those of a database). === Design goals === Distributed file systems may aim for "transparency" in a number of aspects. That is, they aim to be "invisible" to client programs, which "see" a system which is similar to a local file system. Behind the scenes, the distributed file system handles locating files, transporting data, and potentially providing other features listed below. Access transparency: clients are unaware that files are distributed and can access them in the same way as local files are accessed. Location transparency: a consistent namespace exists encompassing local as well as remote files. The name of a file does not give its location. Concurrency transparency: all clients have the same view of the state of the file system. This means that if one process is modifying a file, any other processes on the same system or remote systems that are accessing the files will see the modifications in a coherent manner. Failure transparency: the client and client programs should operate correctly after a server failure. Heterogeneity: file service should be provided across different hardware and operating system platforms. Scalability: the file system should work well in small environments (1 machine, a dozen machines) and also scale gracefully to bigger ones (hundreds through tens of thousands of systems). Replication transparency: Clients should not have to be aware of the file replication performed across multiple servers to support scalability. Migration transparency: files should be able to move between different servers without the client's knowledge. === History === The Incompatible Timesharing System used virtual devices for transparent inter-machine file system access in the 1960s. More file servers were developed in the 1970s. In 1976, Digital Equipment Corporation created the File Access Listener (FAL), an implementation of the Data Access Protocol as part of DECnet Phase II which became the first widely used network file system. In 1984, Sun Microsystems created the file system called "Network File System" (NFS) which became the first widely used Internet Protocol based network file system. Other notable network file systems are Andrew File System (AFS), Apple Filing Protocol (AFP), NetWare Core Protocol (NCP), and Server Message Block (SMB) which is also known as Common Internet File System (CIFS). In 1986, IBM announced client and server support for Distributed Data Management Architecture (DDM) for the System/36, System/38, and IBM mainframe computers running CICS. This was followed by the support for IBM Personal Computer, AS/400, IBM mainframe computers under the MVS and VSE operating systems, and FlexOS. DDM also became the foundation for Distributed Relational Database Architecture, also known as DRDA. There are many peer-to-peer network protocols for open-source distributed file systems for cloud or closed-source clustered file systems, e. g.: 9P, AFS, Coda, CIFS/SMB, DCE/DFS, WekaFS, Lustre, PanFS, Google File System, Mnet, Chord Project. === Examples === == Network-attached storage == Network-attached storage (NAS) provides both storage and a file system, like a shared disk file system on top of a storage area network (SAN). NAS typically uses file-based protocols (as opposed to block-based protocols a SAN would use) such as NFS (popular on UNIX systems), SMB/CIFS (Server Message Block/Common Internet File System) (used with MS Windows systems), AFP (used with Apple Macintosh computers), or NCP (used with OES and Novell NetWare). == Design considerations == === Avoiding single point of failure === The failure of disk hardware or a given storage node in a cluster can create a single point of failure that can result in data loss or unavailability. Fault tolerance and high availability can be provided through data replication of one sort or another, so that data remains intact and available despite the failure of any single piece of equipment. For examples, see the lists of distributed fault-tolerant file systems and distributed parallel fault-tolerant file systems. === Performance === A common performance measurement of a clustered file system is the amount of time needed to satisfy service requests. In conventional systems, this time consists of a disk-access time and a small amount of CPU-processing time. But in a clustered file system, a remote access has additional overhead due to the distributed structure. This includes the time to deliver the request to a server, the time to deliver the response to the client, and for each direction, a CPU overhead of running the communication protocol software. === Concurrency === Concurrency control becomes an issue when more than one person or client is accessing the same file or block and want to update it. Hence updates to the file from one client should not interfere with access and updates from other clients. This problem is more complex with file systems due to concurrent overlapping writes, where different writers write to overlapping regions of the file concurrently. This problem is usually handled by concurrency control or locking which may either be built into the file system or provided by an add-on protocol. == History == IBM mainframes in the 1970s could share physical disks and file systems if each machine had its own channel connection to the drives' control units. The flaw was discovered when two system programmers were editing at the same time and the temporary files for the message of the day and the password file became swapped, causing the contents of the system CTSS password file to display to any user logging into the system. === 1967 === The first known incidence of network penetration hacking took place when members of a computer club at a suburban Chicago high school were provided access to IBM's APL network. In the fall of 1967, IBM (through Science Research Associates) approached Evanston Township High School with the offer of four 2741 Selectric teletypewriter-based terminals with dial-up modem connectivity to an experimental computer system which implemented an early version of the APL programming language. The APL network system was structured into workspaces which were assigned to various clients using the system. Working independently, the students quickly learned the language and the system. They were free to explore the system, often using existing code available in public workspaces as models for their own creations. Eventually, curiosity drove the students to explore the system's wider context. This first informal network penetration effort was later acknowledged as helping harden the security of one of the first publicly accessible networks:Science Research Associates undertook to write a full APL system for the IBM 1500. They modeled their system after APL/360, which had by that time been developed and seen substantial use inside of IBM, using code borrowed from MAT/1500 where possible. In their documentation, they acknowledge their gratitude to "a number of high school students for their compulsion to bomb the system". This was an early example of a kind of sportive, but very effective, debugging that was often repeated in the evolution of APL systems. == 1970s == === 1971 === John T. Draper (later nicknamed Captain Crunch), his friend Joe Engressia (also known as Joybubbles), and blue box phone phreaking hit the news with an Esquire magazine feature story. === 1979 === Kevin Mitnick breaks into his first major computer system, the Ark, which was the computer system Digital Equipment Corporation (DEC) used for developing their RSTS/E operating system software. == 1980s == === 1980 === The FBI investigates a breach of security at National CSS (NCSS). The New York Times, reporting on the incident in 1981, describes hackers as: Technical experts, skilled, often young, computer programmers who almost whimsically probe the defenses of a computer system, searching out the limits and the possibilities of the machine. Despite their seemingly subversive role, hackers are a recognized asset in the computer industry, often highly prized. The newspaper describes white hat activities as part of a "mischievous but perversely positive 'hacker' tradition". When a National CSS employee revealed the existence of his password cracker, which he had used on customer accounts, the company chastised him not for writing the software but for not disclosing it sooner. The letter of reprimand stated that "The Company realizes the benefit to NCSS and in fact encourages the efforts of employees to identify security weaknesses to the VP, the directory, and other sensitive software in files". === 1981 === Chaos Computer Club forms in Germany. Ian Murphy, aka Captain Zap, was the first cracker to be tried and convicted as a felon. Murphy broke into AT&T's computers in 1981 and changed the internal clocks that metered billing rates. People were getting late-night discount rates when they called at midday. Of course, the bargain-seekers who waited until midnight to call long distance were hit with high bills. === 1983 === The 414s break into 60 computer systems at institutions ranging from the Los Alamos National Laboratory to Manhattan's Memorial Sloan-Kettering Cancer Center. The incident appeared as the cover story of Newsweek with the title "Beware: Hackers at play". As a result, the U.S. House of Representatives held hearings on computer security and passed several laws. The group KILOBAUD is formed in February, kicking off a series of other hacker groups that formed soon after. The movie WarGames introduces the wider public to the phenomenon of hacking and creates a degree of mass paranoia about hackers and their supposed abilities to bring the world to a screeching halt by launching nuclear ICBMs. The U.S. House of Representatives begins hearings on computer security hacking. In his Turing Award lecture, Ken Thompson mentions "hacking" and describes a security exploit that he calls a "Trojan horse". === 1984 === Someone calling himself Lex Luthor founds the Legion of Doom. Named after a Saturday morning cartoon, the LOD had the reputation of attracting "the best of the best"—until one of the most talented members called Phiber Optik feuded with Legion of Doomer Erik Bloodaxe and got 'tossed out of the clubhouse'. Phiber's friends formed a rival group, the Masters of Deception. The Comprehensive Crime Control Act gives the Secret Service jurisdiction over computer fraud. The Cult of the Dead Cow forms in Lubbock, Texas, and begins publishing its underground ezine. The hacker magazine 2600 begins regular publication, right when TAP was putting out its final issue. The editor of 2600, "Emmanuel Goldstein" (whose real name is Eric Corley), takes his handle from the leader of the resistance in George Orwell's Nineteen Eighty-Four. The publication provides tips for would-be hackers and phone phreaks, as well as commentary on the hacker issues of the day. Today, copies of 2600 are sold at most large retail bookstores. The Chaos Communication Congress, the annual European hacker conference organized by the Chaos Computer Club, is held in Hamburg, Germany. William Gibson's groundbreaking science fiction novel Neuromancer, about "Case", a futuristic computer hacker, is published. Considered the first major cyberpunk novel, it brought into hacker jargon such terms as "cyberspace", "the matrix", "simstim", and "ICE". === 1985 === KILOBAUD is re-organized into P.H.I.R.M. and begins sysopping hundreds of bulletin board systems (BBSs) throughout the United States, Canada, and Europe. The online 'zine Phrack is established. The Hacker's Handbook is published in the UK.     In cryptography, the term ciphertext expansion refers to the length increase of a message when it is encrypted. Many modern cryptosystems cause some degree of expansion during the encryption process, for instance when the resulting ciphertext must include a message-unique Initialization Vector (IV). Probabilistic encryption schemes cause ciphertext expansion, as the set of possible ciphertexts is necessarily greater than the set of input plaintexts. Certain schemes, such as Cocks Identity Based Encryption, or the Goldwasser-Micali cryptosystem result in ciphertexts hundreds or thousands of times longer than the plaintext. Ciphertext expansion may be offset or increased by other processes which compress or expand the message, e.g., data compression or error correction coding. == Reasons why Ciphertext expansion can occur == === Probabilistic Encryption === Probabilistic encryption schemes, such as the Goldwasser-Micali cryptosystem, necessarily produce ciphertexts that are longer than the original plaintexts. This is because the set of possible ciphertexts must be larger than the set of plaintexts to achieve semantic security. === Initialization Vectors (IVs) === Many block cipher modes of operation, like Cipher Block Chaining (CBC), require the use of an Initialization Vector (IV) that is unique for each message. The IV is typically appended to the ciphertext, resulting in expansion. === Redundancy and Error Correction === Some cryptographic schemes intentionally introduce redundancy or error correction codes into the ciphertext to protect against tampering or transmission errors. This added data increases the ciphertext size. === Specific Cryptosystems === Certain cryptographic schemes, such as Cocks Identity-Based Encryption, can produce ciphertexts that are hundreds or thousands of times longer than the original plaintext. This extreme expansion is a design choice to achieve the desired security properties.     The knapsack problem is the following problem in combinatorial optimization: Given a set of items, each with a weight and a value, determine which items to include in the collection so that the total weight is less than or equal to a given limit and the total value is as large as possible. It derives its name from the problem faced by someone who is constrained by a fixed-size knapsack and must fill it with the most valuable items. The problem often arises in resource allocation where the decision-makers have to choose from a set of non-divisible projects or tasks under a fixed budget or time constraint, respectively. The knapsack problem has been studied for more than a century, with early works dating back to 1897. The subset sum problem is a special case of the decision and 0-1 problems where for each kind of item, the weight equals the value: w i = v i {\displaystyle w_{i}=v_{i}} . In the field of cryptography, the term knapsack problem is often used to refer specifically to the subset sum problem. The subset sum problem is one of Karp's 21 NP-complete problems. == Applications == Knapsack problems appear in real-world decision-making processes in a wide variety of fields, such as finding the least wasteful way to cut raw materials, selection of investments and portfolios, selection of assets for asset-backed securitization, and generating keys for the Merkle–Hellman and other knapsack cryptosystems. One early application of knapsack algorithms was in the construction and scoring of tests in which the test-takers have a choice as to which questions they answer. For small examples, it is a fairly simple process to provide the test-takers with such a choice. For example, if an exam contains 12 questions each worth 10 points, the test-taker need only answer 10 questions to achieve a maximum possible score of 100 points. However, on tests with a heterogeneous distribution of point values, it is more difficult to provide choices. Feuerman and Weiss proposed a system in which students are given a heterogeneous test with a total of 125 possible points. The students are asked to answer all of the questions to the best of their abilities. Of the possible subsets of problems whose total point values add up to 100, a knapsack algorithm would determine which subset gives each student the highest possible score. A 1999 study of the Stony Brook University Algorithm Repository showed that, out of 75 algorithmic problems related to the field of combinatorial algorithms and algorithm engineering, the knapsack problem was the 19th most popular and the third most needed after suffix trees and the bin packing problem. == Definition == The most common problem being solved is the 0-1 knapsack problem, which restricts the number x i {\displaystyle x_{i}} of copies of each kind of item to zero or one. There is no known polynomial algorithm which can tell, given a solution, whether it is optimal (which would mean that there is no solution with a larger V). This problem is co-NP-complete. There is a pseudo-polynomial time algorithm using dynamic programming. There is a fully polynomial-time approximation scheme, which uses the pseudo-polynomial time algorithm as a subroutine, described below. Many cases that arise in practice, and "random instances" from some distributions, can nonetheless be solved exactly. There is a link between the "decision" and "optimization" problems in that if there exists a polynomial algorithm that solves the "decision" problem, then one can find the maximum value for the optimization problem in polynomial time by applying this algorithm iteratively while increasing the value of k. On the other hand, if an algorithm finds the optimal value of the optimization problem in polynomial time, then the decision problem can be solved in polynomial time by comparing the value of the solution output by this algorithm with the value of k. Thus, both versions of the problem are of similar difficulty. One theme in research literature is to identify what the "hard" instances of the knapsack problem look like, or viewed another way, to identify what properties of instances in practice might make them more amenable than their worst-case NP-complete behaviour suggests. The goal in finding these "hard" instances is for their use in public-key cryptography systems, such as the Merkle–Hellman knapsack cryptosystem. More generally, better understanding of the structure of the space of instances of an optimization problem helps to advance the study of the particular problem and can improve algorithm selection. Furthermore, notable is the fact that the hardness of the knapsack problem depends on the form of the input. If the weights and profits are given as integers, it is weakly NP-complete, while it is strongly NP-complete if the weights and profits are given as rational numbers. However, in the case of rational weights and profits it still admits a fully polynomial-time approximation scheme. === Unit-cost models === The NP-hardness of the Knapsack problem relates to computational models in which the size of integers matters (such as the Turing machine). In contrast, decision trees count each decision as a single step. Dobkin and Lipton show an 1 2 n 2 {\displaystyle {1 \over 2}n^{2}} lower bound on linear decision trees for the knapsack problem, that is, trees where decision nodes test the sign of affine functions. This was generalized to algebraic decision trees by Steele and Yao. If the elements in the problem are real numbers or rationals, the decision-tree lower bound extends to the real random-access machine model with an instruction set that includes addition, subtraction and multiplication of real numbers, as well as comparison and either division or remaindering ("floor"). This model covers more algorithms than the algebraic decision-tree model, as it encompasses algorithms that use indexing into tables. However, in this model all program steps are counted, not just decisions. An upper bound for a decision-tree model was given by Meyer auf der Heide who showed that for every n there exists an O(n4)-deep linear decision tree that solves the subset-sum problem with n items.
