    Autonomous things

    Autonomous things, abbreviated AuT, or the Internet of autonomous things, abbreviated as IoAT, is an emerging term for the technological developments that are expected to bring computers into the physical environment as autonomous entities without human direction, freely moving and interacting with humans and other objects. Self-navigating drones are the first AuT technology in (limited) deployment. It is expected that the first mass-deployment of AuT technologies will be the autonomous car, generally expected to be available around 2020. Other currently expected AuT technologies include home robotics (e.g., machines that provide care for the elderly, infirm or young), and military robots (air, land or sea autonomous machines with information-collection or target-attack capabilities). AuT technologies share many common traits, which justify the common notation. They are all based on recent breakthroughs in the domains of (deep) machine learning and artificial intelligence. They all require extensive and prompt regulatory developments to specify the requirements from them and to license and manage their deployment (see the further reading below). And they all require unprecedented levels of safety (e.g., automobile safety) and security, to overcome concerns about the potential negative impact of the new technology. As an example, the autonomous car both addresses the main existing safety issues and creates new issues. It is expected to be much safer than existing vehicles, by eliminating the single most dangerous element – the driver. The US's National Highway Traffic Safety Administration estimates 94 percent of US accidents were the result of human error and poor decision-making, including speeding and impaired driving, and the Center for Internet and Society at Stanford Law School claims that "Some ninety percent of motor vehicle crashes are caused at least in part by human error". So while safety standards like the ISO 26262 specify the required safety, there is still a burden on the industry to demonstrate acceptable safety. While car accidents claim every year 35,000 lives in the US, and 1.25 million worldwide, some believe that even "a car that's 10 times as safe, which means 3,500 people die on the roads each year [in the US alone]" would not be accepted by the public. The acceptable level may be closer to the current figures on aviation accidents and incidents, with under a thousand worldwide deaths in most years – three orders of magnitude lower than cars. This underscores the unprecedented nature of the safety requirements that will need to be met for cars, with similar levels of safety expected for other Autonomous Things.

    Affective computing

    Affective computing is the study and development of systems and devices that can recognize, interpret, process, and simulate human affects. It is an interdisciplinary field spanning computer science, psychology, and cognitive science. While some core ideas in the field may be traced as far back as to early philosophical inquiries into emotion, the modern idea originated with Rosalind Picard's 1995 paper entitled "Affective Computing" and her 1997 book of the same name published by MIT Press. One motivation for researching affective computing is the ability to give machines emotional intelligence, including simulating empathy. The goal is that a machine should interpret the emotional state of humans and adapt its behavior to those emotions, responding appropriately. Recent experimental research has shown that subtle affective haptic feedback can shape human reward learning and mobile interaction behavior, suggesting that affective computing systems may not only interpret emotional states but also actively modulate user actions through emotion-laden outputs. == Areas == === Detecting and recognizing emotional information === Detecting emotional information usually begins with passive sensors that capture data about the user's physical state or behavior without interpreting the input. The data gathered is analogous to the cues humans use to perceive emotions in others. For example, a video camera might capture facial expressions, body posture, and gestures, while a microphone might capture speech. Other sensors detect emotional cues by directly measuring physiological data, such as skin temperature and galvanic resistance. Recognizing emotional information requires the extraction of meaningful patterns from the gathered data. This is done using machine learning techniques that process different modalities, such as speech recognition, natural language processing, or facial expression detection. The goal of most of these techniques is to produce labels that would match the labels a human would give in the same situation. For example, if a person makes a facial expression furrowing their brow, then the computer vision system might be trained to label their face as appearing "confused" or as "concentrating" or "slightly negative" (as opposed to positive, which it might say if they were smiling in a happy-appearing way). This response is based on the data used to train the system. These labels may or may not correspond to what the person is actually feeling. === Emotion in machines === Another area within affective computing is the design of computational devices proposed to exhibit either innate emotional capabilities or that are capable of convincingly simulating emotions. A more practical approach, based on current technological capabilities, is the simulation of emotions in conversational agents in order to enrich and facilitate interactivity between human and machine. Marvin Minsky, one of the pioneering computer scientists in artificial intelligence, relates emotions to the broader issues of machine intelligence stating in The Emotion Machine that emotion is "not especially different from the processes that we call 'thinking.'" The innovative approach "digital humans" or virtual humans includes an attempt to give these programs, which simulate humans, an emotional dimension as well, including reactions, facial expressions, and gestures in accordance with the reaction that a real person would have in certain emotionally stimulating situations. Emotion in machines often refers to emotion in computational, often AI-based, systems. As a result, the terms 'emotional AI' is being used. Some modern large language models simulate emotions in their chats with humans. ChatGPT's simulated emotion leans more positive than that of most human responses. == Technologies == In psychology, cognitive science, and in neuroscience, there have been two main approaches for describing how humans perceive and classify emotion: continuous or categorical. The continuous approach tends to use dimensions such as negative vs. positive, calm vs. aroused. The categorical approach tends to use discrete classes such as happy, sad, angry, fearful, surprise, and disgust. Different kinds of machine learning regression and classification models are used for machines to produce continuous or discrete labels. Sometimes, models are also built that allow combinations across the categories (e.g. a happy-surprised face or a fearful-surprised face). The following sections consider many of the kinds of input data used for the task of emotion recognition. === Emotional speech === Various changes in the autonomic nervous system can indirectly alter a person's speech, and affective technologies can leverage this information to recognize emotion. For example, speech produced in a state of fear, anger, or joy becomes fast, loud, and precisely enunciated, with a higher and wider range in pitch, whereas emotions such as tiredness, boredom, or sadness tend to generate slow, low-pitched, and slurred speech. Some emotions have been found to be more easily computationally identified, such as anger or approval. Emotional speech processing technologies recognize the user's emotional state using computational analysis of speech features. Vocal parameters and prosodic features such as pitch variables and speech rate can be analyzed through pattern recognition techniques. Speech analysis is an effective method of identifying affective state, having an average reported accuracy of 70-80% in research from 2003 and 2006. These systems tend to outperform average human accuracy (approximately 60%) but are less accurate than systems which employ other modalities for emotion detection, such as physiological states or facial expressions. However, since many speech characteristics are independent of semantics or culture, this technique is considered to be a promising route for further research. ==== Algorithms ==== The process of speech/text affect detection requires the creation of a reliable database, knowledge base, or vector space model, broad enough to fit every need for its application, as well as the selection of a successful classifier which will allow for quick and accurate emotion identification. As of 2010, the most frequently used classifiers were linear discriminant classifiers (LDC), k-nearest neighbor (k-NN), Gaussian mixture model (GMM), support vector machines (SVM), artificial neural networks (ANN), decision tree algorithms, and hidden Markov models (HMMs). Various studies showed that choosing the appropriate classifier can significantly enhance the overall performance of the system. The list below gives a brief description of each algorithm: LDC – Classification happens based on the value obtained from the linear combination of the feature values, which are usually provided in the form of vector features. k-NN – Classification happens by locating the object in the feature space, and comparing it with the k nearest neighbors (training examples). The majority vote decides on the classification. GMM – A probabilistic model used for representing the existence of subpopulations within the overall population. Each sub-population is described using the mixture distribution, which allows for classification of observations into the sub-populations. SVM – A type of (usually binary) linear classifier which decides in which of the two (or more) possible classes, each input may fall into. ANN – is a mathematical model, inspired by biological neural networks, that can better grasp possible non-linearities of the feature space. Decision tree algorithms – work based on following a decision tree in which leaves represent the classification outcome, and branches represent the conjunction of subsequent features that lead to the classification. HMMs – a statistical Markov model in which the states and state transitions are not directly available to observation. Instead, the series of outputs dependent on the states are visible. In the case of affect recognition, the outputs represent the sequence of speech feature vectors, which allow the deduction of states' sequences through which the model progressed. The states can consist of various intermediate steps in the expression of an emotion, and each of them has a probability distribution over the possible output vectors. The states' sequences allow us to predict the affective state which we are trying to classify, and this is one of the most commonly used techniques within the area of speech affect detection. It has been proven that having enough acoustic evidence available the emotional state of a person can be classified by a set of majority voting classifiers. The proposed set of classifiers is based on three main classifiers: kNN, C4.5 and SVM-RBF Kernel. This set achieves better performance than each basic classifier taken separately.     The Open Compute Project (OCP) is an organization that facilitates the sharing of data center product designs and industry best practices among companies. Founded in 2011, OCP has significantly influenced the design and operation of large-scale computing facilities worldwide. As of February 2025, over 400 companies across the world are members of OCP, including Arm, Meta, IBM, Wiwynn, Intel, Nokia, Google, Microsoft, Seagate Technology, Dell, Rackspace, Hewlett Packard Enterprise, NVIDIA, Cisco, Goldman Sachs, Fidelity, Lenovo, Accton Technology Corporation and Alibaba Group. == Structure == The Open Compute Project Foundation is a 501(c)(6) non-profit incorporated in the state of Delaware, United States. OCP has multiple committees, including the board of directors, advisory board and steering committee to govern its operations. As of July 2020, there are seven members who serve on the board of directors which is made up of one individual member and six organizational members. Mark Roenigk (Facebook) is the Foundation's president and chairman. Andy Bechtolsheim is the individual member. In addition to Mark Roenigk who represents Facebook, other organizations on the Open Compute board of directors include Intel (Rebecca Weekly), Microsoft (Kushagra Vaid), Google (Partha Ranganathan), and Rackspace (Jim Hawkins). A list of members can be found on the OCP website. == History == The Open Compute Project began at Facebook (now Meta) in 2009 as an internal project called "Project Freedom". The hardware designs and engineering teams were led by Amir Michael (Manager, Hardware Design) and sponsored by Jonathan Heiliger (VP, Technical Operations) and Frank Frankovsky (Director, Hardware Design and Infrastructure). The three would later open source the designs of Project Freedom and co-found the Open Compute Project. The project was announced at a press event at Facebook's headquarters in Palo Alto on April 7, 2011. == OCP projects == The Open Compute Project Foundation maintains a number of OCP projects, such as: === Server designs === In 2013, two years after the Open Compute Project had started, it was noted that the goal of a more modular server design was "still a long way from live data centers". However, by then some aspects published had been used in Facebook's Prineville data center to improve energy efficiency, as measured by the power usage effectiveness index defined by The Green Grid. Efforts to advance server compute node designs included one for Intel processors and one for AMD processors. Also in 2013, Calxeda contributed a design with ARM architecture processors. Since then, several generations of OCP server designs have been deployed: Wildcat (Intel), Spitfire (AMD), Windmill (Intel E5-2600), Watermark (AMD), Winterfell (Intel E5-2600 v2) and Leopard (Intel E5-2600 v3). === OCP Accelerator Module === OCP Accelerator Module (OAM) is a design specification for hardware architectures that implement artificial intelligence systems that require high module-to-module bandwidth. OAM is used in some of AMD's Instinct accelerator modules. === Rack and power designs === Designs for a mechanical mounting system to replace standard 19-inch racks have been published, with a cabinet the same outside width (600 mm) and depth as existing racks, but with an interior space allowing for wider equipment chassis with a 537 mm width (21 inches). This allows more equipment to fit in the same volume and improves air flow. Compute chassis sizes are defined in multiples of an OpenU or OU, which is 48 mm, slightly taller than the 44 mm rack unit defined for 19-inch racks. As of March 2026, the most current base mechanical definition is the Open Rack V3.1 Specification. At the time the base specification was released, Meta also defined in greater depth the specifications for the rectifiers and power shelf. Specifications for the power monitoring interface (PMI), a communications interface enabling upstream communications between the rectifiers and battery backup unit(BBU) were published by Meta that same year, with Delta Electronics as the main technical contributor to the BBU spec. However, since 2022 the AI boom in the data center has created higher power requirements in order to satisfy the demands of AI accelerators that have been released. As of September 2024, Meta is in the process of updating its Open Rack v3 rectifier, power shelf, battery backup and power management interface specifications to accommodate this increased energy demand. In May 2024, at an Open Compute regional summit, Meta and Rittal outlined their plans for development of their High Power Rack (HPR) ecosystem in conjunction with rack, power and cable partners, increasing power capacity in the rack to 92 kilowatts or more. At the same meeting, Delta Electronics and Advanced Energy reported on their progress in developing new Open Compute standard specifications for power shelf and rectifier designs for HPR applications. Rittal also outlined their collaboration with Meta in designing airflow containment, busbar designs and grounding schemes for the new HPR requirements. === Data storage === Open Vault storage building blocks (also called "Knox") offer high disk densities, with 30 drives in a 2 OU Open Rack chassis designed for easy disk drive replacement. The 3.5 inch disks are stored in two drawers, five across and three deep in each drawer, with connections via serial attached SCSI. There is a "cold storage" variant where idle disks power down to reduce energy consumption. Another design concept was contributed by Hyve Solutions, a division of Synnex, in 2012. At the OCP Summit 2016 Facebook, together with Taiwanese ODM Wistron's spin-off Wiwynn, introduced "Lightning", a flexible NVMe JBOF (just a bunch of flash), based on the existing Open Vault (Knox) design. === Energy efficient data centers === The OCP has published data center designs for energy efficiency. These include power distribution at three-phase 277/480 VAC, which eliminates one transformer stage in typical North American data centers, a single voltage (12.5 VDC) power supply designed to work with 277/480 VAC input, and 48 VDC battery backup. For European (and other 230V countries) datacenters, there is a specification for 230/400 VAC power distribution and its conversion to 12.5 VDC. === Open networking switches === On May 8, 2013, an effort to define an open network switch was announced. The plan was to allow Facebook to load its own operating system software onto its top-of-rack switches. Press reports predicted that more expensive and higher-performance switches would continue to be popular, while less expensive products treated more like a commodity. The first attempt at an open networking switch by Facebook was designed together with Taiwanese ODM Accton using Broadcom Trident II chip and is called "Wedge"; the Linux OS that it runs is called "FBOSS". Later switch contributions include "6-pack" and Wedge-100, based on Broadcom Tomahawk chips. Similar switch hardware designs have been contributed by: Accton Technology Corporation (and its Edgecore Networks subsidiary), Mellanox Technologies, Interface Masters Technologies, Agema Systems. Capable of running Open Network Install Environment (ONIE)-compatible network operating systems such as Cumulus Linux, Switch Light OS by Big Switch Networks, or PICOS by Pica8. A similar project for a custom switch for the Google platform had been rumored, and evolved to use the OpenFlow protocol. === Servers === A sub-project for Mezzanine (NIC) OCP NIC 3.0 specification 1v00 was released in late 2019 establishing three form factors: SFF, TSFF, and LFF. == Litigation == In March, 2015, BladeRoom Group Limited and Bripco (UK) Limited sued Facebook, Emerson Electric Co. and others alleging that Facebook has disclosed BladeRoom and Bripco's trade secrets for prefabricated data centers in the Open Compute Project. Facebook petitioned for the lawsuit to be dismissed, but this was rejected in 2017. A confidential mid-trial settlement was agreed in April 2018.

    Information Logistics (IL) deals with the flow of information between human or machine actors within or between any number of organizations that in turn form a value creating network (see, e.g.). IL is closely related to information management, information operations and information technology. == Definition == The term Information Logistics (IL) may be used in either of two ways: Firstly, it can be defined as "managing and controlling information handling processes optimally with respect to time (flow time and capacity), storage, distribution and presentation in such a way that it contributes to company results in concurrence with the costs of capturing (creation, searching, maintenance etc)." (Petri,2017) Thus IL utilizes logistic principles to optimize information handling. Secondly, IL can be seen as a concept using information technology to optimize logistics. A term which is closely related to the first meaning of Information Logistics is Data Logistics, a concept used in Computer Networking. "The study of solutions to problems in Computer Systems that flexibly span resources and services relating to Data Movement, Data Storage and Data Processing." [ref?] Systems that support general Data Logistics solutions thus must span the traditionally separate fields of Networking, File/Database Systems and Process Management. Data Logistics is a more general form of the term Logistical Networking, used as the name of a particular network storage architecture and software stack. == Goal == The goal of Information Logistics is to deliver the right product, consisting of the right information element, in the right format, at the right place at the right time for the right people at the right price and all of this is customer demand driven. If this goal is to be achieved, knowledge workers are best equipped with information for the task at hand for improved interaction with its customers and machines are enabled to respond automatically to meaningful information. The purpose of this discipline is described as follows: Logistics is the teachings of the plans and the effective and efficient run of supply. The contemporary logistics focuses on the organization, planning, control and implementation of the flow of goods, money, information and people. Information Logistics focusses on information. Information (from Latin informare: "shape, shapes, instruct") means in a general sense everything that adds knowledge and thus reduce ignorance or lack of precision. In a stricter sense, raw data only becomes information to those who can interpret it. Interpreting relevant, related information produces insight that either leads to existing, or eventually builds new, knowledge. == Information element == An information element (IE) is an information component that is located in the organizational value chain. The combination of certain IEs leads to an information product (IP), which is any final product in the form of information that a person needs to have. When a higher number of different IEs are required, it often results in more planning problems in capacity and inherently leads to a non-delivery of the IP. To illustrate the concept of an IP, an example is shown of a bottleneck analysis in HR (by J. Willems 2008). Here, the illustration shows how the information elements (e.g. qualifications) build up the information product (e.g. HR file). == Data logistics == Data logistics is a concept that developed independently of information logistics in the 1990s, in response to the explosion of Internet content and traffic due to the invention of the World Wide Web (WWW). Some motivations for the emergence of interest in Data Logistics included: The incorporation of network hyperlinks into content encoded in HTML encouraged users to freely dereference those links without regard to, or in many cases without even having any knowledge of, the identity (much less the geographical or network topological location of) the target Web server. The growth in the volume of Web hits, combined with the steady increase in the size of Web-delivered objects such as images, audio and video clips resulted in the localized overloading of the bandwidth and processing resources of the local and/or wide area network and/or the Web server infrastructure. The resulting Internet bottleneck can cause Web clients to experience poor performance or complete denial of access to servers that host high volume sites (the so-called Slashdot effect). The growth in all Internet traffic, especially across international telecommunication links, resulted in stress to institutional infrastructure and high costs on networks that billed Internet traffic on a per-use basis. Much of this traffic was redundant, the results of repeated requests by many independent users to access the same stored files and content. Large files and content retrieved from distant Web servers was often delayed due to high delays experienced over long and complex Internet paths. These factors led to interest in the use of large scale storage (and to a lesser extent, processing) resources to cache the response to network requests, first at the Internet endpoint using a Web browser cache and later at intermediate network locations using shared network caches. This line of development also gave rise to Web server replication and other techniques for offloading and distributing the work of delivering large volume Web services to widely dispersed client communities, ultimately resulting in the creation of modern Content delivery networks. At the same time, research efforts in server replication and content delivery gave rise to a number of related projects and strategies, including Logistical Networking (LN). The name LN was intended as an analogy to physical supply chain logistics, in which goods are not only carried from source to destination on networks of roads, but are also stored at warehouses located throughout the transportation infrastructure. This led to a nomenclature in which LN network storage resources are termed "storage depots". The principles that underpin LN have been abstracted into the more general study of scheduling and optimization across the traditional infrastructure silos of Storage, Networking and Processing which was named Data Logistics. === Illustrative examples of data logistics === Data Caching and Replication are classic examples of Data Logistics solutions to problems in Computer Systems and Networking with high data access latencies or data transfer resource limitations. It works mainly across the areas of data transfer and data storage. Dynamic Compression in data transfer is another example which uses computational resources to minimize the bandwidth requirements of data transfer.

    Cepstral mean and variance normalization

    Cepstral mean and variance normalization (CMVN) is a computationally efficient normalization technique for robust speech recognition. The performance of CMVN is known to degrade for short utterances. This is due to insufficient data for parameter estimation and loss of discriminable information as all utterances are forced to have zero mean and unit variance. CMVN minimizes distortion by noise contamination for robust feature extraction by linearly transforming the cepstral coefficients to have the same segmental statistics. Cepstral Normalization has been effective in the CMU Sphinx for maintaining a high level of recognition accuracy over a wide variety of acoustical environments. == Cepstral Normalization Techniques == There are multiple algorithms that achieve Cepstral Normalization in different ways. === Fixed codeword-dependent cepstral normalization (FCDCN) === FCDCN was developed to provide a form of compensation that provides greater recognition accuracy than SDCN but in a more computationally-efficient manner than the CDCN algorithm. The FCDCN algorithm applies an additive correction that depends on the instantaneous SNR of the input (like SDCN), but that can also vary from codeword to codeword (like CDCN). === Multiple Fixed Codeword-dependent Cepstral Normalization (MFCDCN) === MFCDCN is a simple extension of FCDCN algorithm that does not need environment specific training. In MFCDCN, compensation vectors are pre-computed in parallel for a set of target environments, using the FCDCN algorithm. === Incremental Multiple Fixed Codeword-dependent Cepstral Normalization (IMFCDCN) === While environment selection for the compensation vectors of MFCDCN is generally performed on an utterance-by-utterance basis, IMFCFCN improves on it by allowing the classification process to make use of cepstral vectors from previous utterances in a given session. == Cepstral Noise Subtraction == Automatic speech recognition (ASR) describes the steps of transcribing speech utterances represented as acoustic wave forms to written words. As is, CMVN has been used in different applications as this technique has proven to provide better speech recognitions results in different environments. CMVN has the capabilities to reduce differences between test and training data produced by channel distortions and colorizations . CMVN has also been found to be able to reduce differences in feature representation between speakers can also partly reduce the influence of background noise.

    Exploratory search

    Exploratory search is a specialization of information exploration which represents the activities carried out by searchers who are: unfamiliar with the domain of their goal (i.e. need to learn about the topic in order to understand how to achieve their goal) or unsure about the ways to achieve their goals (either the technology or the process) or unsure about their goals in the first place. Exploratory search is distinguished from known-item search, for which the searcher has a particular target in mind. Consequently, exploratory search covers a broader class of activities than typical information retrieval, such as investigating, evaluating, comparing, and synthesizing, where new information is sought in a defined conceptual area; exploratory data analysis is another example of an information exploration activity. Typically, therefore, such users generally combine querying and browsing strategies to foster learning and investigation. == History == Exploratory search is a topic that has grown from the fields of information retrieval and information seeking but has become more concerned with alternatives to the kind of search that has received the majority of focus (returning the most relevant documents to a Google-like keyword search). The research is motivated by questions like "What if the user doesn't know which keywords to use?" or "What if the user isn't looking for a single answer?" Consequently, research has begun to focus on defining the broader set of information behaviors in order to learn about the situations when a user is, or feels, limited by only having the ability to perform a keyword search. In the last few years, a series of workshops has been held at various related and key events. In 2005, the Exploratory Search Interfaces workshop focused on beginning to define some of the key challenges in the field. Since then a series of other workshops has been held at related conferences: Evaluating Exploratory Search at SIGIR06 and Exploratory Search and HCI at CHI07 (in order to meet with the experts in human–computer interaction). In March 2008, an Information Processing and Management special issue focused particularly on the challenges of evaluating exploratory search, given the reduced assumptions that can be made about scenarios of use. In June 2008, the National Science Foundation sponsored an invitational workshop to identify a research agenda for exploratory search and similar fields for the coming years. == Research challenges == === Important scenarios === With the majority of research in the information retrieval community focusing on typical keyword search scenarios, one challenge for exploratory search is to further understand the scenarios of use for when keyword search is not sufficient. An example scenario, often used to motivate the research by mSpace, states: if a user does not know much about classical music, how should they even begin to find a piece that they might like. Similarly, for patients or their carers, if they don't know the right keywords for their health problems, how can they effectively find useful health information for themselves? === Designing new interfaces === With one of the motivations being to support users when keyword search is not enough, some research has focused on identifying alternative user interfaces and interaction models that support the user in different ways. An example is faceted search which presents diverse category-style options to the users, so that they can choose from a list instead of guess a possible keyword query. Many of the interactive forms of search, including faceted browsers, are being considered for their support of exploratory search conditions. Computational cognitive models of exploratory search have been developed to capture the cognitive complexities involved in exploratory search. Model-based dynamic presentation of information cues are proposed to facilitate exploratory search performance. === Evaluating interfaces === As the tasks and goals involved with exploratory search are largely undefined or unpredictable, it is very hard to evaluate systems with the measures often used in information retrieval. Accuracy was typically used to show that a user had found a correct answer, but when the user is trying to summarize a domain of information, the correct answer is near impossible to identify, if not entirely subjective (for example: possible hotels to stay in Paris). In exploration, it is also arguable that spending more time (where time efficiency is typically desirable) researching a topic shows that a system provides increased support for investigation. Finally, and perhaps most importantly, giving study participants a well specified task could immediately prevent them from exhibiting exploratory behavior. === Models of exploratory search behavior === There have been recent attempts to develop a process model of exploratory search behavior, especially in social information system (e.g., see models of collaborative tagging. The process model assumes that user-generated information cues, such as social tags, can act as navigational cues that facilitate exploration of information that others have found and shared with other users on a social information system (such as social bookmarking system). These models provided extension to existing process model of information search that characterizes information-seeking behavior in traditional fact-retrievals using search engines. Recent development in exploratory search is often concentrated in predicting users' search intents in interaction with the user.     Operational historian

    In manufacturing, an operational historian is a time-series database application that is developed for operational process data. Historian software is often embedded or used in conjunction with standard DCS and PLC control systems to provide enhanced data capture, validation, compression, and aggregation capabilities. Historians have been deployed in almost every industry and contribute to functions such as supervisory control, performance monitoring, quality assurance, and, more recently, machine learning applications which can learn from vast quantities of historical data. These systems were originally developed to capture instrumentation and control data, which led many to use the term "tag" for a stream of process data, referring to the physical "tags" which had been placed on instrumentation for manually capturing data. Raw data may be accessed via OPC HDA, SQL, or REST API interfaces. == Operational Support == Operational historians are typically used within the manufacturing facility by engineers and operators for supervisory functions and analysis. An operational historian will typically capture all instrumentation and control data, whereas an enterprise historian that is deployed to support business functions will capture only a subset of the plant data. Typically, these applications offer data access through dedicated APIs (Application Programming Interfaces) and SDKs (Software Development Kits) which offer high-performance read and write operations. These operate through vendor-specific or custom applications. Front-end tools for trending process data over time are the most common interfaces to these databases. Because these applications are typically deployed next to or near the source of their process data, they are often marketed and sold as 'real-time database systems.' This distinction varies among vendors, who often have to make tradeoffs in performance between data capture and presentation, and application and analysis functionality. The following is a list of typical challenges for operational historians: data collection from instrumentation and controls storage and archiving of very large volumes of data organization of data in the form of "tags" or "points" limiting of monitoring (alarms) and validation aggregation and interpolation manual data entry (MDE) == Data access == As opposed to enterprise historians, the data access layer in the operational historian is designed to offer sophisticated data fetching modes without complex information analysis facilities. The following settings are typically available for data access operations: Data scope (single point or tag, history based on time range, history based on sample count) Request modes (raw data, last-known value, aggregation, interpolation) Sampling (single point, all points without sampling, all points with interval sampling) Data omission (based on the sample quality, based on the sample value, based on the count) Even though the operational historians are rarely relational database management systems, they often offer SQL-based interfaces to query the database.     Information and media literacy

    Information and media literacy (IML) is a combination of information literacy and media literacy. It enables people to show and make informed judgments as users of information and media, as well as to become skillful creators and producers of information and media messages. The transformative nature of IML includes creative works and creating new knowledge; to publish and collaborate responsibly requires ethical, cultural and social understanding. IML is also known as media and information literacy (MIL). UNESCO first adopted the term MIL in 2008 as a "composite concept" combining the competencies of information literacy and media literacy. UNESCO emphasizes the importance of global education in media and information literacy, and in 2013 defined Media and Information Literacy (MIL) as the ability to access, evaluate, use, and create information and media content in critical and ethical ways. Prior to the 1990s, the primary focus of information literacy was research skills. Media literacy, a study that emerged around the 1970s, traditionally focuses on the analysis and the delivery of information through various forms of media. Information literacy, as a skill proposed as early as 1974, centers on an individual's ability to recognize information needs and effectively locate, evaluate, and use information. These days, the study of information literacy has been extended to include the study of media literacy in many countries like the UK, Australia and New Zealand. It is also referred to as information and communication technologies (ICT) in the United States. Educators such as Gregory Ulmer have also defined the field as electracy.Media literacy is the ability to actively inquire into and think critically about information. It includes the ability to understand, evaluate, and create media content, and is an essential skill in today's information society. Livingstone, Van Couvering, and Thumim (2008) described the distinction between media literacy and information literacy: "Media literacy views media as lenses or windows for observing the world and expressing the self, whereas information literacy sees information as a tool for taking action in the world." == Integration of media and information literacy == Historically, the fields of information and media literacy have been separate, but over the course of the 21st century there have been calls to integrate both fields. Most definitions of information and media literacy include not only the abilities to locate, access, and analyze information but also the ability to create information. Only by integrating media literacy with information literacy can students better understand the sources of information and how it is used. Media education has primarily taken place in educational institutions, while information education has primarily occurred in libraries. Discussions surrounding the overlap of information literacy and media literacy came to fruition in the mid-to-late 2000s and 2010s as noted by Marcus Leaning. == In the digital age == The definition of literacy is "the ability to read and write". In practice many more skills are needed to locate, critically assess and make effective use of information. By extension, literacy now also includes the ability to manage and interact with digital information and media, in personal, shared and public domains. Historically, "information literacy" has largely been seen from the relatively top-down, organisational viewpoint of library and information sciences. However the same term is also used to describe a generic "information literacy" skill. The modern digital age has led to the proliferation of information spread across the Internet. Individuals must be able to recognize whether information is true or false and better yet know how to locate, evaluate, use, and communicate information in various formats; this is called information literacy. Towards the end of the 20th century, literacy was redefined to include "new literacies" relating to the new skills needed in everyday experience. "Multiliteracies" recognised the multiplicity of literacies, which were often used in combination. "21st century skills" frameworks link new literacies to wider life skills such as creativity, critical thinking, accountability. What these approaches have in common is a focus on the multiple skills needed by individuals to navigate changing personal, professional and public "information landscapes". As the conventional definition of literacy itself continues to evolve among practitioners, so too has the definition of information literacies. Noteworthy definitions include: Zurkowski defined information literacy as "the ability to find known or knowable content on any subject." CILIP, the Chartered Institute of Library and Information Practitioners, defines information literacy as "the ability to think critically and make balanced judgements about any information we find and use". In the United States, the definition proposed by the Association of College and Research Libraries (ACRL) is the most widely recognized. It defines information literacy as "a set of abilities requiring individuals to recognize when information is needed and to locate, evaluate, and use the needed information effectively." JISC, the Joint Information Systems Committee, refers to information literacy as one of six "digital capabilities", seen as an interconnected group of elements centered on "ICT literacy". Mozilla groups digital and other literacies as "21st century skills", a "broad set of knowledge, skills, habits and traits that are important to succeed in today's world". UNESCO, the United Nations Educational, Scientific and Cultural Organization, recognizing the necessity of teaching and learning both traditional and new types of information, the global importance of education was emphasized in 2008 through the "Teacher Media and Information Literacy (MIL) Curriculum". It defines MIL as a set of competencies that enable citizens to access, retrieve, understand, evaluate, use, create, and share information and media content in all formats through various tools in a critical, ethical, and effective manner, so as to participate in and carry out personal, professional, and social activities. Besides this, UNESCO also asserts information literacy as a "universal human right". == 21st-century students == In modern society, although the overall level of education has improved, the channels for knowledge production and dissemination have become increasingly diverse and commercialized, and traditional authoritative institutions no longer hold a monopoly over knowledge validation. While digital platforms have broadened access to information, they have also weakened trust mechanisms and evaluation standards, making epistemological skepticism a norm. Moreover, with the rise and spread of social media, misinformation and disinformation can be just as easily accessed in both densely and sparsely populated areas. These factors further underscore the importance of information literacy education. The IML learning capacities prepare students to be 21st century literate. According to Jeff Wilhelm (2000), "technology has everything to do with literacy. And being able to use the latest electronic technologies has everything to do with being literate." He supports his argument with J. David Bolter's statement that "if our students are not reading and composing with various electronic technologies, then they are illiterate. They are not just unprepared for the future; they are illiterate right now, in our current time and context". In a broader sense, developing this advanced competency of media and information literacy is essential, as it is crucial for students to exercise their freedom of expression in the 21st century. Wilhelm's statement is supported by the 2005 Wired World Phase II (YCWW II) survey conducted by the Media Awareness Network of Canada on 5000 Grade 4 – 11 students. The key findings of the survey were: 62% of Grade 4 students prefer the Internet. 38% of Grade 4 students prefer the library. 91% of Grade 11 students prefer the Internet. 9% of Grade 11 students prefer the library. Marc Prensky (2001) uses the term "digital native" to describe people who have been brought up in a digital world. The Internet has been a pervasive element of young people's home lives. 94% of kids reported that they had Internet access at home, and a significant majority (61%) had a high-speed connection. By the time kids reach Grade 11, half of them (51 percent) have their own Internet-connected computer, separate and apart from the family computer. The survey also showed that young Canadians are now among the most wired in the world. Contrary to the earlier stereotype of the isolated and awkward computer nerd, today's wired kid is a social kid. In general, many students are better networked through the use of technology than most teachers and parents, who may not understand the abilities of technology.

    C-RAN

    C-RAN (Cloud-RAN), also referred to as Centralized-RAN, is an architecture for cellular networks. C-RAN is a centralized, cloud computing-based architecture for radio access networks that supports 2G, 3G, 4G, 5G and future wireless communication standards. Its name comes from the four 'C's in the main characteristics of C-RAN system, "Clean, Centralized processing, Collaborative radio, and a real-time Cloud Radio Access Network". == Background == Traditional cellular, or Radio Access Networks (RAN), consist of many stand-alone base stations (BTS). Each BTS covers a small area, whereas a group BTS provides coverage over a continuous area. Each BTS processes and transmits its own signal to and from the mobile terminal, and forwards the data payload to and from the mobile terminal and out to the core network via the backhaul. Each BTS has its own cooling, back haul transportation, backup battery, monitoring system, and so on. Because of limited spectral resources, network operators 'reuse' the frequency among different base stations, which can cause interference between neighboring cells. There are several limitations in the traditional cellular architecture. First, each BTS is costly to build and operate. Moore's law helps reduce the size and power of an electrical system, but the supporting facilities of the BTS are not improved quite as well. Second, when more BTS are added to a system to improve its capacity, interference among BTS is more severe as BTS are closer to each other and more of them are using the same frequency. Third, because users are mobile, the traffic of each BTS fluctuates (called 'tide effect'), and as a result, the average utilization rate of individual BTS is pretty low. However, these processing resources cannot be shared with other BTS. Therefore, all BTS are designed to handle the maximum traffic, not average traffic, resulting in a waste of processing resources and power at idle times. == Evolution of base station architecture == === All-in-one macro base station === In the 1G and 2G cellular networks, base stations had an all-in-one architecture. Analog, digital, and power functions were housed in a single cabinet as large as a refrigerator. Usually the base station cabinet was placed in a dedicated room along with all necessary supporting facilitates such as power, backup battery, air conditioning, environment surveillance, and backhaul transmission equipment. The RF signal is generated by the base station RF unit and propagates through pairs of RF cables up to the antennas on the top of a base station tower or other mounting points. This all-in-one architecture was mostly found in macro cell deployments. === Distributed base station === For 3G, a distributed base station architecture was introduced by Ericsson, Nokia, Huawei, and other leading telecom equipment vendors. In this architecture the radio function unit, also known as the remote radio head (RRH), is separated from the digital function unit, or baseband unit (BBU) by fiber. Digital baseband signals are carried over fiber, using the Open Base Station Architecture Initiative (OBSAI) or Common Public Radio Interface (CPRI) standard. The RRH can be installed on the top of tower close to the antenna, reducing the loss compared to the traditional base station where the RF signal has to travel through a long cable from the base station cabinet to the antenna at the top of the tower. The fiber link between RRH and BBU also allows more flexibility in network planning and deployment as they can be placed a few hundred meters or a few kilometers away. Most modern base stations now use this decoupled architecture. === C-RAN/Cloud-RAN === C-RAN may be viewed as an architectural evolution of the above distributed base station system. It takes advantage of many technological advances in wireless, optical and IT communications systems. For example, it uses the latest CPRI standard, low cost Coarse or Dense Wavelength Division Multiplexing (CWDM/ DWDM) technology, and mmWave to allow transmission of baseband signal over long distance thus achieving large scale centralised base station deployment. It applies recent Data Centre Network technology to allow a low cost, high reliability, low latency and high bandwidth interconnect network in the BBU pool. It utilizes open platforms and real-time virtualization technology rooted in cloud computing to achieve dynamic shared resource allocation and support multi-vendor, multi-technology environments. == Architecture overview == C-RAN architecture has the following characteristics that are distinct from other cellular architectures: Large scale centralized deployment: Allows many RRHs to connect to a centralized BBU pool. The maximum distance can be 20km in fiber link for 4G (LTE/LTE-A) systems, and even longer distances (40~80km) for 3G (WCDMA/TD-SCDMA) and 2G (GSM/CDMA) systems. Native support to Collaborative Radio technologies: Any BBU can talk with any other BBU within the BBU pool with very high bandwidth (10 Gbit/s and above) and low latency (10 μs level). This is enabled by the interconnection of BBUs in the pool. This is one major difference from BBU Hotelling, or base station Hotelling; in the latter case, the BBUs of different base stations are simply stacked together and have no direct link between them to allow physical layer co-ordination. Real-time virtualization capability based on open platform: This is different from traditional base stations built on proprietary hardware, where the software and hardware are close-sourced and provided by single vendors. In contrast, a C-RAN BBU pool is built on open hardware, like x86/ARM CPU based servers, and interface cards that handle fiber links to RRHs and inter-connections in the pool. Real-time virtualization ensures that resources in the pool can be allocated dynamically to base station software stacks, say 4G/3G/2G function modules from different vendors, according to network load. However, to satisfy the strict timing requirements of wireless communication systems, the real-time performance for C-RAN is at the level of tens of microseconds, which is two orders of magnitude better than the millisecond level 'real-time' performance usually seen in Cloud Computing environments. == Similar architecture and systems == KT, a telecom operator in the Republic of Korea, introduced a Cloud Computing Center (CCC) system in their 3G (WCDMA/HSPA) and 4G (LTE/LTE-A) network in 2011 and 2012. The concept of CCC is basically the same as C-RAN. SK Telecom has also deployed Smart Cloud Access Network (SCAN) and Advanced-SCAN in their 4G (LTE/LTE-A) network in Korea no later than 2012. In 2014, Airvana (now CommScope) introduced OneCell, a C-RAN-based small cell system designed for enterprises and public spaces. == Competing architectures in cellular network evolution == === All-in-one BTS === One major alternative solution that is addressing similar challenges of RAN, is the small size, all-in-one outdoor BTS. Thanks to the achievements in the semiconductor industry, all the functionality of a BTS, including RF, baseband processing, MAC processing and package level processing, can now be implemented in a volume of <50 liters. This makes the system small and weatherproof, reduces the difficulty of BTS site choice and construction, eliminates the air conditioning requirement, and thus reduces operational costs. However, because each BTS is still working on its own, it cannot readily make use of the collaboration algorithms to reduce the interference between neighboring BTSs. It is also relatively hard to upgrade or repair because the all-in-one BTS units are usually mounted near the antenna. More processing units in less-protected environments also implies a higher failure rate compared to C-RAN, which only has the RRU deployed outdoors. The advantage of Cloud RAN lies in its ability to implement LTE-Advanced features such as Coordinated MultiPoint (CoMP) with very low latency between multiple radio heads. However, the economic benefit of improvements such as CoMP can be negated by the higher backhaul costs for some operators. === Small cell === The main competition between small cell and C-RAN occurs in two deployment scenarios: outdoor hotspot coverage and indoor coverage. == Academic research and publications == As one of the promising evolution paths for future cellular network architecture, C-RAN has attracted high academic research interest. Meanwhile, because the native support of cooperative radio capability built into the C-RAN architecture, it also enables many advanced algorithms that were hard to implement in cellular networks, including Cooperative Multi-Point Transmission/Receiving, Network Coding, etc. In October 2011, Wireless World Research Forum 27 was hosted in Germany, when China Mobile was invited to give a C-RAN presentation. However, terminology differs among sources and organisations. Information professionals are employed in a variety of private, public, and academic institutions, as well as independently. == Skills == Since the term information professional is broad, the skills required for this profession are also varied. A Gartner report in 2011 pointed out that "Professional roles focused on information management will be different to that of established IT roles. An 'information professional' will not be one type of role or skill set, but will in fact have a number of specializations". Thus, an information professional can possess a variety of different skills, depending on the sector in which the person is employed. Some essential cross-sector skills are: IT skills, such as word-processing and spreadsheets, digitisation skills, and conducting Internet searches, together with skills loan systems, databases, content management systems, and specially designed programmes and packages. Customer service. An information professional should have the ability to address the information needs of customers. Language proficiency. This is essential in order to manage the information at hand and deal with customer needs. Soft skills. These include skills such as negotiating, conflict resolution, and time management. In many countries, LIS courses are accredited by the relevant professional association, as the American Library Association (ALA) in the USA, the Chartered Institute of Library and Information Professionals (CILIP) in the UK, and the Australian Library and Information Association (ALIA) in Australia. == Qualifications == Educational institutions around the world offer academic degrees, or degrees on related subjects such as Archival Studies, Information Systems, Information Management, and Records Management. Some of the institutions offering information science education refer to themselves as an iSchool, such as the CiSAP (Consortium of iSchools Asia Pacific, founded 2006) in Asia and the iSchool Caucus in the USA. There are also online e-learning resources, some of which offer certification for information professionals. === Africa === Information development in Africa started later than in other continents, mainly due to a lack of internet access, expertise and resources to manage digital infrastructure, and "opportunities for capacity development and knowledge-sharing". Nowadays, academic degrees in information studies are available at many universities of African countries, such as the University of Pretoria (South Africa), University of Nairobi (Kenya), Makerere University (Uganda), University of Botswana (Botswana), and University of Nigeria (Nigeria). === Asia === LIS-related studies are available in more than 30 Asian countries. Some examples listed by iSchools Inc. are the University of Hong Kong, University of Tsukuba, Japan, Yonsei University, South Korea, National Taiwan University and Wuhan University, China.     In arithmetic, long division is a standard division algorithm suitable for dividing multi-digit numbers that is simple enough to perform by hand. It breaks down a division problem into a series of easier steps. As in all division problems, one number, called the dividend, is divided by another, called the divisor, producing a result called the quotient. It enables computations involving arbitrarily large numbers to be performed by following a series of simple steps. The abbreviated form of long division is called short division, which is almost always used instead of long division when the divisor has only one digit. == History == Related algorithms have existed since the 12th century. Al-Samawal al-Maghribi (1125–1174) performed calculations with decimal numbers that essentially require long division, leading to infinite decimal results, but without formalizing the algorithm. Caldrini (1491) is the earliest printed example of long division, known as the Danda method in medieval Italy, and it became more practical with the introduction of decimal notation for fractions by Pitiscus (1608). The specific algorithm in modern use was introduced by Henry Briggs c. 1600. == Education == Inexpensive calculators and computers have become the most common tools for performing division in educational and professional contexts worldwide, reducing reliance on traditional paper-and-pencil techniques. Internally, these devices implement various division algorithms, many of which rely on iterative approximations and multiplication to improve computational efficiency. The divisor is separated from the dividend by a right parenthesis ⟨)⟩ or vertical bar ⟨|⟩; the dividend is separated from the quotient by a vinculum (i.e., an overbar). The combination of these two symbols is sometimes known as a long division symbol, division bracket, or even a bus stop. It developed in the 18th century from an earlier single-line notation separating the dividend from the quotient by a left parenthesis. The process is begun by dividing the left-most digit of the dividend by the divisor. The largest number that the divisor 4 can be multiplied by without exceeding 5 is 1, so the digit 1 is put above the 5 to start constructing the quotient. Next, the 1 is multiplied by the divisor 4, to obtain the largest whole number that is a multiple of the divisor 4 without exceeding the 5 (4 in this case). This 4 is then placed under and subtracted from the 5 to get the remainder, 1, which is placed under the 4 under the 5.     The Lai–Robbins lower bound gives an asymptotic lower bound on the regret that any uniformly good algorithm must incur in the stochastic multi-armed bandit problem. The original result was proved by Tze Leung Lai and Herbert Robbins in 1985 for parametric exponential families.     The stereo cameras approach is a method of distilling a noisy video signal into a coherent data set that a computer can begin to process into actionable symbolic objects, or abstractions. Stereo cameras is one of many approaches used in the broader fields of computer vision and machine vision. == Calculation == In this approach, two cameras with a known physical relationship (i.e. a common field of view the cameras can see, and how far apart their focal points sit in physical space) are correlated via software. By finding mappings of common pixel values, and calculating how far apart these common areas reside in pixel space, a rough depth map can be created. This is very similar to how the human brain uses stereoscopic information from the eyes to gain depth cue information, i.e. how far apart any given object in the scene is from the viewer. The camera attributes must be known, focal length and distance apart etc., and a calibration done. Once this is completed, the systems can be used to sense the distances of objects by triangulation. Finding the same singular physical point in the two left and right images is known as the correspondence problem. Correctly locating the point gives the computer the capability to calculate the distance that the robot or camera is from the object. On the BH2 Lunar Rover the cameras use five steps: a bayer array filter, photometric consistency dense matching algorithm, a Laplace of Gaussian (LoG) edge detection algorithm, a stereo matching algorithm and finally uniqueness constraint. == Uses == This type of stereoscopic image processing technique is used in applications such as 3D reconstruction, robotic control and sensing, crowd dynamics monitoring and off-planet terrestrial rovers; for example, in mobile robot navigation, tracking, gesture recognition, targeting, 3D surface visualization, immersive and interactive gaming. Although the Xbox Kinect sensor is also able to create a depth map of an image, it uses an infrared camera for this purpose, and does not use the dual-camera technique. Other approaches to stereoscopic sensing include time of flight sensors and ultrasound.

    Wiki survey

    Wiki surveys or wikisurveys are a software-based survey method that crowdsource discussions and help participants to find areas of agreement. Other names include bridging systems and collective response systems. The approach, inspired by Wikipedia, is to open up surveys where participants can shape the questions, instead of traditional 'closed' surveys where participants can only respond to the questions asked. Wiki surveys have been used for purposes including facilitating deliberative democracy, crowdsourcing opinions from experts and figuring out common beliefs on a given topic. A notable usage of wiki surveys is in Taiwan's government system, where citizens can participate in crowdsourced lawmaking through Pol.is wiki surveys. == Implementations == === All Our Ideas === All Our Ideas founders coined the term "wiki survey," explaining how they took inspiration from the organic evolution of Wikipedia and hoped to create something similar for surveys. They hosted 5000 surveys between 2010 and 2014. A 2020 survey using the tool found 3 of its top 10 findings were user-generated. === Decidim === Decidim has been used by governments throughout Spain and Europe to help with participatory budgeting and other public policy decisions. === Polis === Polis (also known as Pol.is) was developed in 2012. The focus of Polis is to project participants into an 'opinion space' where they can see how their voting behavior compares to other participants. The opinion space clusters participants into groups of similar opinion and is designed in a way to avoid tyranny of the majority by being able to include groups that have small numbers of participants. The questions participants are presented with are agree/disagree/pass on a single 'comment' submitted by a participant. The code for Polis is free and open-source software under the GNU AGPL. === Remesh === Remesh was founded in 2013 and has partnered with the United Nations and Alliance for Middle East Peace efforts to bring peaceful resolutions to conflicts. One example involves changing the ordering of questions based on the voting behavior of previous participants so as to maximize consensus. The heuristic determining the ordering of questions highly values showing the comments that have been voted on the least. === 'Greediness' === In the context of wiki surveys, 'greediness' simply means making full use of information that participants are willing to provide. Wiki surveys do not require participants to answer a fixed amount of questions, so participants can answer as little or as much as they want. This is intended to be more efficient in capturing participants' preferences by allowing more organic sharing of their perspectives. == Traditional survey methods vs. wiki surveys == Questions in traditional survey methods fall into two categories: Open and closed questions. Open questions ask the person taking the survey to write an open response while closed questions give a fixed set of responses to select from. Wiki surveys are like a hybrid of the two, enabling insightful consensus in certain situations where traditional survey methods may lack. Closed questions are easy to analyze quantitively, but the limited options to select from for a given question may cause bias. Open questions are not as subject to bias, but are difficult to analyze quantitatively at scale. Wiki surveys allow for open responses by the users' contribution of survey questions (also called 'items'), and uses machine learning techniques to (at least partially) automate the quantitative analysis of the responses to those questions.

    Regulation of algorithms

    Regulation of algorithms, or algorithmic regulation, is the creation of laws, rules and public sector policies for promotion and regulation of algorithms, particularly in artificial intelligence and machine learning. For the subset of AI algorithms, the term regulation of artificial intelligence is used. The regulatory and policy landscape for artificial intelligence (AI) is an emerging issue in jurisdictions globally, including in the European Union. Regulation of AI is considered necessary to both encourage AI and manage associated risks, but challenging. Another emerging topic is the regulation of blockchain algorithms (Use of the smart contracts must be regulated) and is mentioned along with regulation of AI algorithms. Many countries have enacted regulations of high frequency trades, which is shifting due to technological progress into the realm of AI algorithms. The motivation for regulation of algorithms is the apprehension of losing control over the algorithms, whose impact on human life increases. Multiple countries have already introduced regulations in case of automated credit score calculation—right to explanation is mandatory for those algorithms. For example, The IEEE has begun developing a new standard to explicitly address ethical issues and the values of potential future users. Bias, transparency, and ethics concerns have emerged with respect to the use of algorithms in diverse domains ranging from criminal justice to healthcare—many fear that artificial intelligence could replicate existing social inequalities along race, class, gender, and sexuality lines. == Regulation of artificial intelligence == === Public discussion === In 2016, Joy Buolamwini founded Algorithmic Justice League after a personal experience with biased facial detection software in order to raise awareness of the social implications of artificial intelligence through art and research. In 2017 Elon Musk advocated regulation of algorithms in the context of the existential risk from artificial general intelligence. According to NPR, the Tesla CEO was "clearly not thrilled" to be advocating for government scrutiny that could impact his own industry, but believed the risks of going completely without oversight are too high: "Normally the way regulations are set up is when a bunch of bad things happen, there's a public outcry, and after many years a regulatory agency is set up to regulate that industry. It takes forever. That, in the past, has been bad but not something which represented a fundamental risk to the existence of civilisation." In response, some politicians expressed skepticism about the wisdom of regulating a technology that is still in development. Responding both to Musk and to February 2017 proposals by European Union lawmakers to regulate AI and robotics, Intel CEO Brian Krzanich has argued that artificial intelligence is in its infancy and that it is too early to regulate the technology. Instead of trying to regulate the technology itself, some scholars suggest to rather develop common norms including requirements for the testing and transparency of algorithms, possibly in combination with some form of warranty. One suggestion has been for the development of a global governance board to regulate AI development. In 2020, the European Union published its draft strategy paper for promoting and regulating AI. Algorithmic tacit collusion is a legally dubious antitrust practise committed by means of algorithms, which the courts are not able to prosecute. This danger concerns scientists and regulators in EU, US and beyond. European Commissioner Margrethe Vestager mentioned an early example of algorithmic tacit collusion in her speech on "Algorithms and Collusion" on March 16, 2017, described as follows: "A few years ago, two companies were selling a textbook called The Making of a Fly. One of those sellers used an algorithm which essentially matched its rival’s price. That rival had an algorithm which always set a price 27% higher than the first. The result was that prices kept spiralling upwards, until finally someone noticed what was going on, and adjusted the price manually. By that time, the book was selling – or rather, not selling – for 23 million dollars a copy." In 2018, the Netherlands employed an algorithmic system SyRI (Systeem Risico Indicatie) to detect citizens perceived being high risk for committing welfare fraud, which quietly flagged thousands of people to investigators. This caused a public protest. The district court of Hague shut down SyRI referencing Article 8 of the European Convention on Human Rights (ECHR). In 2020, algorithms assigning exam grades to students in the UK sparked open protest under the banner "Fuck the algorithm." This protest was successful and the grades were taken back. In 2024, the Munich Convention on AI, Data and Human Rights was introduced as part of growing international efforts to regulate artificial intelligence through a human rights lens. Developed through a collaborative drafting process involving scholars from the Technical University of Munich, Stellenbosch University, Ulster University, and KNUST, the initiative calls for an international conversation on a binding treaty to safeguard human rights and the principles enshrined in the UN Charter in the age of AI. === Implementation === AI law and regulations can be divided into three main topics, namely governance of autonomous intelligence systems, responsibility and accountability for the systems, and privacy and safety issues. The development of public sector strategies for management and regulation of AI has been increasingly deemed necessary at the local, national, and international levels and in fields from public service management to law enforcement, the financial sector, robotics, the military, and international law. There are many concerns that there is not enough visibility and monitoring of AI in these sectors. In the United States financial sector, for example, there have been calls for the Consumer Financial Protection Bureau to more closely examine source code and algorithms when conducting audits of financial institutions' non-public data. In the United States, on January 7, 2019, following an Executive Order on 'Maintaining American Leadership in Artificial Intelligence', the White House's Office of Science and Technology Policy released a draft Guidance for Regulation of Artificial Intelligence Applications, which includes ten principles for United States agencies when deciding whether and how to regulate AI. In response, the National Institute of Standards and Technology has released a position paper, the National Security Commission on Artificial Intelligence has published an interim report, and the Defense Innovation Board has issued recommendations on the ethical use of AI. In April 2016, for the first time in more than two decades, the European Parliament adopted a set of comprehensive regulations for the collection, storage, and use of personal information, the General Data Protection Regulation (GDPR)1 (European Union, Parliament and Council 2016). The GDPR's policy on the right of citizens to receive an explanation for algorithmic decisions highlights the pressing importance of human interpretability in algorithm design. In 2016, China published a position paper questioning the adequacy of existing international law to address the eventuality of fully autonomous weapons, becoming the first permanent member of the U.N. Security Council to broach the issue, and leading to proposals for global regulation. In the United States, steering on regulating security-related AI is provided by the National Security Commission on Artificial Intelligence. In 2017, the U.K. Vehicle Technology and Aviation Bill imposes liability on the owner of an uninsured automated vehicle when driving itself and makes provisions for cases where the owner has made "unauthorized alterations" to the vehicle or failed to update its software. Further ethical issues arise when, e.g., a self-driving car swerves to avoid a pedestrian and causes a fatal accident. In 2021, the European Commission proposed the Artificial Intelligence Act. == Algorithm certification == There is a concept of algorithm certification emerging as a method of regulating algorithms.
