Knowledge organization (KO), organization of knowledge, organization of information, or information organization is an intellectual discipline concerned with activities such as document description, indexing, and classification that serve to provide systems of representation and order for knowledge and information objects. According to The Organization of Information by Joudrey and Taylor, information organization: examines the activities carried out and tools used by people who work in places that accumulate information resources (e.g., books, maps, documents, datasets, images) for the use of humankind, both immediately and for posterity. It discusses the processes that are in place to make resources findable, whether someone is searching for a single known item or is browsing through hundreds of resources just hoping to discover something useful. Information organization supports a myriad of information-seeking scenarios. Issues related to knowledge sharing can be said to have been an important part of knowledge management for a long time. Knowledge sharing has received a lot of attention in research and business practice both within and outside organizations and its different levels. Sharing knowledge is not only about giving it to others, but it also includes searching, locating, and absorbing knowledge. Unawareness of the employees' work and duties tends to provoke the repetition of mistakes, the waste of resources, and duplication of the same projects. Motivating co-workers to share their knowledge is called knowledge enabling. It leads to trust among individuals and encourages a more open and proactive relationship that grants the exchange of information easily. Knowledge sharing is part of the three-phase knowledge management process which is a continuous process model. The three parts are knowledge creation, knowledge implementation, and knowledge sharing. The process is continuous, which is why the parts cannot be fully separated. Knowledge creation is the consequence of individuals' minds, interactions, and activities. Developing new ideas and arrangements alludes to the process of knowledge creation. Using the knowledge which is present at the company in the most effective manner stands for the implementation of knowledge. Knowledge sharing, the most essential part of the process for our topic, takes place when two or more people benefit by learning from each other. Traditional human-based approaches performed by librarians, archivists, and subject specialists are increasingly challenged by computational (big data) algorithmic techniques. KO as a field of study is concerned with the nature and quality of such knowledge-organizing processes (KOP) (such as taxonomy and ontology) as well as the resulting knowledge organizing systems (KOS). == Theoretical approaches == === Traditional approaches === Among the major figures in the history of KO are Melvil Dewey (1851–1931) and Henry Bliss (1870–1955). Dewey's goal was an efficient way to manage library collections; not an optimal system to support users of libraries. His system was meant to be used in many libraries as a standardized way to manage collections. The first version of this system was created in 1876. An important characteristic in Henry Bliss' (and many contemporary thinkers of KO) was that the sciences tend to reflect the order of Nature and that library classification should reflect the order of knowledge as uncovered by science: The implication is that librarians, in order to classify books, should know about scientific developments. This should also be reflected in their education: Again from the standpoint of the higher education of librarians, the teaching of systems of classification ... would be perhaps better conducted by including courses in the systematic encyclopedia and methodology of all the sciences, that is to say, outlines which try to summarize the most recent results in the relation to one another in which they are now studied together. ... (Ernest Cushing Richardson, quoted from Bliss, 1935, p. 2) Among the other principles, which may be attributed to the traditional approach to KO are: Principle of controlled vocabulary Cutter's rule about specificity Hulme's principle of literary warrant (1911) Principle of organizing from the general to the specific Today, after more than 100 years of research and development in LIS, the "traditional" approach still has a strong position in KO and in many ways its principles still dominate. === Facet analytic approaches === The date of the foundation of this approach may be chosen as the publication of S. R. Ranganathan's colon classification in 1933. The approach has been further developed by, in particular, the British Classification Research Group. The best way to explain this approach is probably to explain its analytico-synthetic methodology. The meaning of the term "analysis" is: breaking down each subject into its basic concepts. The meaning of the term synthesis is: combining the relevant units and concepts to describe the subject matter of the information package in hand. Given subjects (as they appear in, for example, book titles) are first analyzed into a few common categories, which are termed "facets". Ranganathan proposed his PMEST formula: Personality, Matter, Energy, Space and Time: Personality is the distinguishing characteristic of a subject. Matter is the physical material of which a subject may be composed. Energy is any action that occurs with respect to the subject. Space is the geographic component of the location of a subject. Time is the period associated with a subject. === The information retrieval tradition (IR) === Important in the IR-tradition have been, among others, the Cranfield experiments, which were founded in the 1950s, and the TREC experiments (Text Retrieval Conferences) starting in 1992. It was the Cranfield experiments, which introduced the measures "recall" and "precision" as evaluation criteria for systems efficiency. The Cranfield experiments found that classification systems like UDC and facet-analytic systems were less efficient compared to free-text searches or low level indexing systems ("UNITERM"). The Cranfield I test found, according to Ellis (1996, 3–6) the following results: Although these results have been criticized and questioned, the IR-tradition became much more influential while library classification research lost influence. The dominant trend has been to regard only statistical averages. What has largely been neglected is to ask: Are there certain kinds of questions in relation to which other kinds of representation, for example, controlled vocabularies, may improve recall and precision? === User-oriented and cognitive views === The best way to define this approach is probably by method: Systems based upon user-oriented approaches must specify how the design of a system is made on the basis of empirical studies of users. User studies demonstrated very early that users prefer verbal search systems as opposed to systems based on classification notations. This is one example of a principle derived from empirical studies of users. Adherents of classification notations may, of course, still have an argument: That notations are well-defined and that users may miss important information by not considering them. Folksonomies is a recent kind of KO based on users' rather than on librarians' or subject specialists' indexing. === Bibliometric approaches === These approaches are primarily based on using bibliographical references to organize networks of papers, mainly by bibliographic coupling (introduced by Kessler 1963) or co-citation analysis ( independently suggested by Marshakova 1973 and Small 1973). In recent years it has become a popular activity to construe bibliometric maps as structures of research fields. Two considerations are important in considering bibliometric approaches to KO: The level of indexing depth is partly determined by the number of terms assigned to each document. In citation indexing this corresponds to the number of references in a given paper. On the average, scientific papers contain 10–15 references, which provide quite a high level of depth. The references, which function as access points, are provided by the highest subject-expertise: The experts writing in the leading journals. This expertise is much higher than that which library catalogs or bibliographical databases typically are able to draw on. === The domain analytic approach === Domain analysis is a sociological-epistemological standpoint that advocates that the indexing of a given document should reflect the needs of a given group of users or a given ideal purpose. In other words, any description or representation of a given document is more or less suited to the fulfillment of certain tasks. Google Mobile Services (GMS) is a collection of proprietary applications and application programming interfaces (APIs) services from Google that are typically pre-installed on the majority of Android devices, such as smartphones, tablets, and smart TVs. GMS is not a part of the Android Open Source Project (AOSP), which means an Android manufacturer needs to obtain a license from Google in order to legally pre-install GMS on an Android device. The firms were joined under the name FairSearch, and the main firms included were Microsoft, Expedia, TripAdvisor, Nokia and Oracle. FairSearch's major problem with Google's practices was that they believed Google were forcing phone manufacturers to use their Mobile Services. They claimed Google managed this by asking these manufacturers to sign a contract stating that they must preinstall specific Google Mobile Services, such as Maps, Search and YouTube, in order to get the latest version of Android. Google swiftly responded stating that they "continue to work co-operatively with the European Commission". === Aptoide === The third-party Android app store Aptoide also filed an EU competition complaint against Google once again stating that they are misusing their power within the market. Aptoide alleged that Google was blocking third-party app stores from being on Google Play, as well as blocking Google Chrome from downloading any third-party apps and app stores. As of June 2014, Google had not responded to these allegations. === Abuse of Android dominance === In May 2019, Umar Javeed, Sukarma Thapar, Aaqib Javeed vs. Google LLC & Ors. the Competition Commission of India ordered an antitrust probe against Google for abusing its dominant position with Android to block market rivals. In Prima Facie opinion the commission held that mandatory pre-installation of the entire Google Mobile Services (GMS) suite, under Mobile Application Distribution Agreements (MADA), amounts to the imposition of unfair conditions on the device manufacturers. === EU antitrust ruling === On July 18, 2018, the European Commission fined Google €4.34 billion for breaching EU antitrust rules which resulted in a change of licensing policy for the GMS in the EU. A new paid licensing agreement for smartphones and tablets shipped into the EEA was created. The change is that the GMS is now decoupled from the base Android and will be offered under a separate paid licensing agreement. === Privacy policy === At the same time, Google faced problems with various European data protection agencies, most notably In the United Kingdom and France. The problem they faced was that they had a set of 60 rules merged into one, which allowed Google to "track users more closely". Google once again came out and stated that their new policies still abide by European Union laws. === Android distributions without Google Mobile Services === After surveillance and privacy concerns, several custom android distributions have been implemented, such as GrapheneOS, LineageOS, CalyxOS, iodéOS or /e/OS, and they come either without any GMS installed by default or with microG, that adds a compatibility layer.
Information behavior
Information behavior is a field of information science research that seeks to understand the way people search for and use information in various contexts. It can include information seeking and information retrieval, but it also aims to understand why people seek information and how they use it. The term 'information behavior' was coined by Thomas D. Wilson in 1982 and sparked controversy upon its introduction. The term has now been adopted and Wilson's model of information behavior is widely cited in information behavior literature. In 2000, Wilson defined information behavior as "the totality of human behavior in relation to sources and channels of information". A variety of theories of information behavior seek to understand the processes that surround information seeking. An analysis of the most cited publications on information behavior during the early 21st century shows its theoretical nature. Information behavior research can employ various research methodologies grounded in broader research paradigms from psychology, sociology and education. In 2003, a framework for information-seeking studies was introduced that aims to guide the production of clear, structured descriptions of research objects and positions information-seeking as a concept within information behavior. == Concepts of information behavior == === Information need === Information need is a concept introduced by Wilson. Understanding the information need of an individual involved three elements: Why the individual decides to look for information, What purpose the information they find will serve, and How the information is used once it is retrieved === Information-seeking behavior === Information-seeking behavior is a more specific concept of information behavior. It specifically focuses on searching, finding, and retrieving information. Information-seeking behavior research can focus on improving information systems or, if it includes information need, can also focus on why the user behaves the way they do. A review study on information search behavior of users highlighted that behavioral factors, personal factors, product/service factors and situational factors affect information search behavior. Information-seeking behavior can be more or less explicit on the part of users: users might seek to solve some task or to establish some piece of knowledge which can be found in the data in question, or alternatively the search process itself is part of the objective of the user, in use cases for exploring visual content or for familiarising oneself with the content of an information service. In the general case, information-seeking needs to be understood and analysed as a session rather than as a one-off transaction with a search engine, and in a broader context which includes user high-level intentions in addition to the immediate information need. === Information use === An information need is the recognition that a gap exists in one’s knowledge, prompting a desire to seek information to fill that gap. It often arises when a person encounters a problem or question they cannot resolve with their current understanding. === Information poverty and barriers === Introduced by Elfreda Chatman in 1987, information poverty is informed by the understanding that information is not equally accessible to all people. Information poverty does not describe a lack of information, but rather a worldview in which one's own experiences inside their own small world may create a distrust in the information provided by those outside their own lived experiences. == Metatheories == In Library and Information Science (LIS), a metatheory is described "a set of assumptions that orient and direct theorizing about a given phenomenon". Library and information science researchers have adopted a number of different metatheories in their research. A common concern among LIS researchers, and a prominent discussion in the field, is the broad spectrum of theories that inform the study of information behavior, information users, or information use. This variation has been noted as a cause of concern because it makes individual studies difficult to compare or synthesize if they are not guided by the same theory. This sentiment has been expressed in studies of information behavior literature from the early 1980s and more recent literature reviews have declared it necessary to refine their reviews to specific contexts or situations due to the sheer breadth of information behavior research available. Below are descriptions of some, but not all, metatheories that have guided LIS research. === Cognitivist approach === A cognitive approach to understanding information behavior is grounded in psychology. It holds the assumption that a person's thinking influences how they seek, retrieve, and use information. Researchers that approach information behavior with the assumption that it is influenced by cognition, seek to understand what someone is thinking while they engage in information behavior and how those thoughts influence their behavior. Wilson's attempt to understand information-seeking behavior by defining information need includes a cognitive approach. Wilson theorizes that information behavior is influenced by the cognitive need of an individual. By understanding the cognitive information need of an individual, we may gain insight into their information behavior. Nigel Ford takes a cognitive approach to information-seeking, focusing on the intellectual processes of information-seeking. In 2004, Ford proposed an information-seeking model using a cognitive approach that focuses on how to improve information retrieval systems and serves to establish information-seeking and information behavior as concepts in and of themselves, rather than synonymous terms. === Constructionist approach === The constructionist approach to information behavior has roots in the humanities and social sciences. It relies on social constructionism, which assumes that a person's information behavior is influenced by their experiences in society. In order to understand information behavior, constructionist researchers must first understand the social discourse that surrounds the behavior. The most popular thinker referenced in constructionist information behavior research is Michel Foucault, who famously rejected the concept of a universal human nature. The constructionist approach to information behavior research creates space for contextualizing the behavior based on the social experiences of the individual. One study that approaches information behavior research through the social constructionist approach is a study of the information behavior of a public library knitting group. The authors use a collectivist theory to frame their research, which denies the universality of information behavior and focuses on "understanding the ways that discourse communities collectively construct information needs, seeking, sources, and uses". === Constructivist approach === The constructivist approach is born out of education and sociology in which, "individuals are seen as actively constructing an understanding of their worlds, heavily influenced by the social world(s) in which they are operating". Constructivist approaches to information behavior research generally treat the individual's reality as constructed within their own mind rather than built by the society in which they live. The constructivist metatheory makes space for the influence of society and culture with social constructivism, "which argues that, while the mind constructs reality in its relationship to the world, this mental process is significantly informed by influences received from societal conventions, history and interaction with significant others". == Theories == A common concern among LIS researchers, and a prominent discussion in the field, is the broad spectrum of theories that inform LIS research. CENDI
CENDI (Commerce, Energy, NASA, Defense Information Managers Group) is an interagency group of senior Scientific and Technical Information (STI) managers from 14 United States federal agencies. CENDI managers cooperate by exchanging information and ideas, collaborating to address common issues, and undertaking joint initiatives. CENDI's accomplishments range from impacting federal information policy to educating a broad spectrum of stakeholders on all aspects of federal STI systems, including its value to research and the taxpayer, and to operational improvements in agency and interagency STI operations. == History == CENDI traces its roots to the Committee on Scientific and Technical Information (COSATI) of the Federal Council on Science and Technology. COSATI was established in the early 1960s to coordinate the management of the results from the U.S. government's increasing commitment to scientific research and technology development. The scientific and technical information (STI) managers of the government's major research and development (R&D) agencies worked within COSATI to standardize guidelines for cataloging and indexing technical reports. COSATI ceased formal operations in the early 1970s. To continue the cooperation begun under COSATI, managers of agency STI programs from Commerce (National Technical Information Service), Energy (Office of Scientific and Technical Information), NASA (HQ/STI Division), and Defense (Defense Technical Information Center) began meeting periodically to discuss common topics and stimulate more effective cooperation. In 1985, a Memorandum of Understanding was signed by the four charter agencies and CENDI was established. From this small core of STI managers, CENDI has grown to its current membership, which represents the major science agencies, the national libraries, and agencies involved in the dissemination and long-term management of scientific and technical information. The vision of CENDI is to facilitate cooperative enterprise where capabilities are shared and challenges are faced together so that the sum of the accomplishments is greater than each individual agency can achieve on its own amongst federal STI agencies. This website, called Science.gov, is a one-stop source of STI, including both selected, authoritative government websites and deep Web databases of technical reports, journal articles, conference proceedings, and other published materials. Through the volunteer efforts of members and involving over 100 staff, content and architecture is developed for the site. The Science.gov website is hosted by the Department of Energy (DOE) Office of Scientific and Technical Information (OSTI). The site was formally launched in December 2002. As a result of the success of Science.gov, under DOE leadership and in cooperation with the International Council of Scientific and Technical Information, a worldwide coordination across national portals called WorldWideScience was launched in 2008. === Work with non-member organizations === CENDI works with several cooperating non-member organizations on a regular basis. Google Gadgets
Google Gadgets are dynamic web content that can be embedded on a web page. They can be added to and interact strongly with Google's iGoogle personalized home page (discontinued in November 2013, although iGoogle Gadgets still work on other websites) and the Google Desktop (discontinued in September 2011) application, as well as Google Wave (also no longer supported by Google) and Google Sites. Webmasters can add and customize a gadget to their own business or personal web site, a process called "syndication". Gadgets are developed by Google and third-party developers using the Google Gadgets API, using basic web technologies such as XML and JavaScript. == Multi-user persistent - Wave Gadgets == With the advent of Google Wave (now Apache Wave), gadgets became able to have persistent storage and multi-user capabilities and better state management. Gadgets using Google Wave in this way were simply known as 'Wave Gadgets'. For instance, a game written using a Google Gadget could use Google Wave technology to record a list of users and high scores without having to worry about how to permanently store the scores on a hosted server. The use of Google Wave would give the gadget multi-user and permanent storage capabilities. For example, scores could be stored in a Google Wave hosted permanently by Google at no cost to the user. As of early 2013, Google Gadgets were deprecated in Google Spreadsheets. Shortly after, they were removed from all spreadsheets. == Technology == Google Gadgets are written in XML and can have HTML and JavaScript components, and were able to use Google Wave. DIKW pyramid
The DIKW pyramid (also known as the knowledge pyramid or information hierarchy) is a model describing relationships between data, information, knowledge and wisdom sometimes also stylized as a chain, refer to models of possible structural and functional relationships between a set of components—often four, data, information, knowledge, and wisdom. The concept has roots predating the 1980s. In the latter years of that decade, interest in the models grew after explicit presentations and discussions, including from Milan Zeleny, Russell Ackoff, and Robert W. Lucky. Subsequent important discussions extended along theoretical and practical lines into the coming decades. While debate continues as to actual meaning of the component terms of DIKW-type models, and the actual nature of their relationships—including occasional doubt being cast over any simple, linear, unidirectional model—even so they have become very popular visual representations in use by business, the military, and others. Among the academic and popular, not all versions of the DIKW-type models include all four components (earlier ones excluding data, later ones excluding or downplaying wisdom, and several including additional components (for instance Ackoff inserting "understanding" before and Zeleny adding "enlightenment" after the wisdom component). In addition, DIKW-type models are no longer always presented as pyramids, instead also as a chart or framework (e.g., by Zeleny), as flow diagrams (e.g., by Liew, and by Chisholm et al.), and sometimes as a continuum (e.g., by Choo et al.). == Short description == As Rowley noted in 2007, the DIKW model "is often quoted, or used implicitly, in definitions of data, information and knowledge in the information management, information systems and knowledge management literatures, but [as of that date] there ha[d] been limited direct discussion of the hierarchy". Reviews of textbooks and a survey of scholars in relevant fields indicate that there was not a consensus as to definitions used in the model as of that date, and as reviewed by Liew in that year, even less "in the description of the processes that transform components lower in the hierarchy into those above them". Zins work, published in 2007—from studies in 2003-2005 that documented "130 definitions of data, information, and knowledge formulated by 45 scholars", published in 2007—to suggest that the data–information–knowledge components of DIKW refer to a class of no less than five models, as a function of whether data, information, and knowledge are each conceived of as subjective, objective (what Zins terms, "universal" or "collective") or both. In Zins' usage, subjective and objective "are not related to arbitrariness and truthfulness, which are usually attached to the concepts of subjective knowledge and objective knowledge". Information science, Zins argues, studies data and information, but not knowledge, as knowledge is an internal (subjective) rather than an external (universal–collective) phenomenon. == Representations == === Graphical representation === DIKW is a hierarchical model often depicted as a pyramid, sometimes as a chain, with data at its base and wisdom at its apex (or chain-beginning and -end). Both Zeleny and Ackoff have been credited with originating the pyramid representation, although neither used a pyramid to present their ideas. According to Wallace, Debons and colleagues may have been the first to "present the hierarchy graphically". Many variations of the DIKW-type pyramid have been produced. One, in use by knowledge managers in the United States Department of Defense, attempts to show the DIKW progression to enable effective decisions and consequent activities supporting shared understanding throughout defense organizations, as well as supporting management of risks associated with decisions. DIKW-type hierarchical information paradigms have also been represented as two-dimensional charts, and as flow diagrams, where relationships between the components may be presented less hierarchically, with defining aspects of the relationships, feedback loops, etc. === Computational representation === Intelligent decision support systems are trying to improve decision making by introducing new technologies and methods from the domain of modeling and simulation in general, and in particular from the domain of intelligent software agents in the contexts of agent-based modeling. The following example describes a military decision support system, but the architecture and underlying conceptual idea are transferable to other application domains: The value chain starts with data quality describing the information within the underlying command and control systems. Information quality tracks the completeness, correctness, currency, consistency and precision of the data items and information statements available. Knowledge quality deals with procedural knowledge and information embedded in the command and control system such as templates for adversary forces, assumptions about entities such as ranges and weapons, and doctrinal assumptions, often coded as rules. Awareness quality measures the degree of using the information and knowledge embedded within the command and control system. Awareness is explicitly placed in the cognitive domain. By the introduction of a common operational picture, data are put into context, which leads to information instead of data. The next step, which is enabled by service-oriented web-based infrastructures (but not yet operationally used), is the use of models and simulations for decision support. Simulation systems are the prototype for procedural knowledge, which is the basis for knowledge quality. Finally, using intelligent software agents to continually observe the battle sphere, apply models and simulations to analyze what is going on, to monitor the execution of a plan, and to do all the tasks necessary to make the decision maker aware of what is going on, command and control systems could even support situational awareness, the level in the value chain traditionally limited to pure cognitive methods. == History == Danny P. Wallace, a professor of library and information science, explained that the origin of the DIKW pyramid is uncertain: The presentation of the relationships among data, information, knowledge, and sometimes wisdom in a hierarchical arrangement has been part of the language of information science for many years. Although it is uncertain when and by whom those relationships were first presented, the ubiquity of the notion of a hierarchy is embedded in the use of the acronym DIKW as a shorthand representation for the data-to-information-to-knowledge-to-wisdom transformation.Many authors think that the idea of the DIKW relationship originated from two lines in the poem "Choruses", by T. Henry", in a 1974 journal article. === Data, information, knowledge, wisdom === Other early versions (prior to 1982) of the hierarchy that refer to a data tier include those of Chinese-American geographer Yi-Fu Tuan and sociologist-historian Daniel Bell.. In 1980, Irish-born engineer Mike Cooley invoked the same hierarchy in his critique of automation and computerization, in his book Architect or Bee?: The Human / Technology Relationship. Thereafter, in 1987, Czechoslovakia-born educator Milan Zeleny mapped the components of the hierarchy to knowledge forms: know-nothing, know-what, know-how, and know-why. Zeleny "has frequently been credited with proposing the [representation of DIKW as a pyramid ]... although he actually made no reference to any such graphical model." The hierarchy appears again in a 1988 address to the International Society for General Systems Research, by American organizational theorist Russell Ackoff, published in 1989. Subsequent authors and textbooks cite Ackoff's as the "original articulation" of the hierarchy or otherwise credit Ackoff with its proposal. Ackoff's version of the model includes an understanding tier (as Adler had, before him), interposed between knowledge and wisdom.
