Ilya Sutskever (Hebrew: איליה סוצקבר; born 1986) is a computer scientist who specializes in machine learning. He has made several major contributions to the field of deep learning, including sequence-to-sequence learning, reasoning models, GPT models, and contributions to CLIP, DALL-E, and AlphaGo. With Alex Krizhevsky and Geoffrey Hinton, he co-created AlexNet, a convolutional neural network. One of the most highly cited computer scientists in history, he has won the NeurIPS Test of Time Award for his lasting impact on AI research three times in a row (2022–2024) and received the National Academy of Sciences Award for the Industrial Application of Science in 2026. Sutskever co-founded and was chief scientist at OpenAI, where he oversaw the research breakthroughs that led to large language models and to the launch of ChatGPT. He also led the research that led to reasoning models such as o1. In 2023, he was one of the members of OpenAI's board that ousted Sam Altman as its CEO; Altman was reinstated a week later, and Sutskever stepped down from the board. In June 2024, Sutskever co-founded the company Safe Superintelligence Inc., alongside Daniel Gross and Daniel Levy. Within a year, the company was valued at more than $30 billion. == Early life and education == Sutskever was born in 1986 into a Jewish family in Nizhny Novgorod, Russia (then Gorky, Russian SFSR, Soviet Union). At the age of 5, he immigrated to Israel with his family and grew up in Jerusalem. Sutskever proved to be a good student in school, and in eighth grade started taking classes at the Open University of Israel. At 16, he moved with his family to Canada, where he attended high school for a month before being admitted to the University of Toronto in Ontario as a third-year undergraduate student. At the University of Toronto, Sutskever received a bachelor's degree in mathematics in 2005, a master's degree in computer science in 2007, and a PhD in computer science in 2013. His doctoral advisor was Geoffrey Hinton. In 2012, Sutskever built AlexNet in collaboration with Geoffrey Hinton and Alex Krizhevsky. == Career and research == In 2012, Sutskever spent about two months as a postdoc with Andrew Ng at Stanford University. He then returned to the University of Toronto and joined Hinton's new research company DNNResearch, a spinoff of Hinton's research group. In 2013, Google acquired DNNResearch and hired Sutskever as a research scientist at Google Brain. At Google Brain, Sutskever worked with Oriol Vinyals and Quoc Viet Le to create the sequence-to-sequence learning algorithm, and worked on TensorFlow. He is also one of the AlphaGo paper's many co-authors. At the end of 2015, Sutskever left Google to become cofounder and chief scientist of the newly founded organization OpenAI. In 2022, Sutskever tweeted, "it may be that today's large neural networks are slightly conscious", which triggered debates about AI consciousness. He is considered to have played a key role in the development of ChatGPT, and later in leading the research that led to reasoning models. He is credited with establishing OpenAI’s scaling ethos. In 2023, he announced that he would co-lead OpenAI's new "Superalignment" project, which was trying to solve the alignment of superintelligences within four years. He wrote that even if superintelligence seems far off, it could happen this decade. Sutskever was formerly one of the six board members of the nonprofit entity that controlled OpenAI. In November 2023, the board fired Sam Altman, saying that "he was not consistently candid in his communications with the board". He authored a 52-page memo that relied heavily on information from Mira Murati, accusing Altman of lying, manipulating executives, and fostering internal division. Sutskever submitted the memo to the board after months of tension and dissatisfaction with Altman's leadership style, and ultimately joined the board in voting for Altman's termination. After that, Sutskever stepped down from the OpenAI board and was absent from OpenAI's office. Some sources suggested he was leading the team remotely, while others said he no longer had access to the team's work. In May 2024, Sutskever announced his departure from OpenAI to focus on a new project that was "very personally meaningful" to him. Internet Security Awareness Training
Internet Security Awareness Training (ISAT) is the training given to members of an organization regarding the protection of various information assets of that organization. ISAT is a subset of general security awareness training (SAT). Even small and medium enterprises are generally recommended to provide such training, but organizations that need to comply with government regulations (e.g., the Gramm–Leach–Bliley Act, the Payment Card Industry Data Security Standard, Health Insurance Portability and Accountability Act, Sarbanes–Oxley Act) normally require formal ISAT for annually for all employees. Often such training is provided in the form of online courses. ISAT, also referred to as Security Education, Training, and Awareness (SETA), organizations train and create awareness of information security management within their environment. It is beneficial to organizations when employees are well trained and feel empowered to take important actions to protect themselves and organizational data. The SETA program target must be based on user roles within organizations and for positions that expose the organizations to increased risk levels, specialized courses must be required. == Coverage == There are general topics to cover for the training, but it is necessary for each organization to have a coverage strategy based on its needs, as this will ensure the training is practical and captures critical topics relevant to the organization. As the threat landscape changes very frequently, organizations should continuously review their training programs to ensure relevance with current trends. Topics covered in ISAT include: Appropriate methods for protecting sensitive information on personal computer systems, including password policy Various computer security concerns, including spam, malware, phishing, social engineering, etc. Consequences of failure to properly protect information, including potential job loss, economic consequences to the firm, damage to individuals whose private records are divulged, and possible civil and criminal law penalties. Being Internet Security Aware means you understand that there are people actively trying to steal data that is stored within your organization's computers. (This often focuses on user names and passwords, so that criminal elements can ultimately get access to bank accounts and other high-value IT assets.) That is why it is important to protect the assets of the organization and stop that from happening. The general scope should include topics such as password security, Email phishing, Social engineering, Mobile device security, Sensitive data security, and Business communications. In contrast, those requiring specialized knowledge are usually required to take technical and in-depth training courses. Suppose an organization determines that it is best to use one of the available training tools on the market, it must ensure it sets objectives that the training can meet, including confirming the training will provide employees with the knowledge to understand risks and the behaviors needed in managing them, actions to take to prevent or detect security incidents, using language easily understandable by the trainees, and ensuring the pricing is reasonable. Coverage strategy for SAT should be driven by an organization's policy. It can help truly determine the level of depth of the training and where it should be conducted at a global level or business unit level, or a combination of both. A policy also empowers a responsible party within the organization to run the training. == Importance == Studies show that well-structured security awareness training can significantly reduce the likelihood of cyber incidents caused by human error. According to the Ponemon Institute, organizations that implement regular security training experience up to 70% fewer successful phishing attacks. Additionally, a 2023 Verizon Data Breach Investigations Report found that 74% of breaches involve the human element, highlighting the need for continuous education. Employees are key in whether organizations are breached or not; there must be a policy on creating awareness and training them on emerging threats and actions to take in safeguarding sensitive information and reporting any observed unusual activity within the corporate environment. Research has shown that SAT has helped reduce cyber-attacks within organizations, especially when it comes to phishing, as trainees learned to identify these attack modes and give them the self-assurance to take action appropriately. There is an increase in phishing attacks, and it has become increasingly important for people to understand how to these attacks work, and the actions required to prevent these and SAT has shown a significant impact on the number of successful phishing attacks against organizations. == Compliance Requirements == Various regulations and laws mandate SAT for organizations in specific industries, including the Gramm–Leach–Bliley Act (GLBA) for the financial services, the Federal Information Security Modernization Act of 2014 for federal agencies, and the European Union's General Data Protection Regulation (GDPR). === Federal Information Security Modernization Act === Employees and contractors in federal agencies are required to receive Security Awareness Training annually, and the program needs to address job-related information security risks linked that provide them with the knowledge to lessen security risks. === Health Insurance Portability and Accountability Act === The Health Insurance Portability and Accountability Act has the Security Rule, and Privacy Rule requiring the creation of a security awareness training program and ensuring employees are trained accordingly. === Payment Card Industry Data Security Standard === The Payment Card Industry Security Standards Council, the governing council for stakeholders in the payment industry, formed by American Express, Discover, JCB International, MasterCard, and Visa that developed the DSS as a requirement for the payment industry. Andrew Yan-Tak Ng (Chinese: 吳恩達; born April 18, 1976) is a British-American computer scientist and technology entrepreneur focusing on machine learning and artificial intelligence (AI). Ng was a cofounder and head of Google Brain and was the former Chief Scientist at Baidu. Ng is an adjunct professor at Stanford University (formerly associate professor and Director of its Stanford AI Lab or SAIL). Ng has also worked in online education, cofounding Coursera and DeepLearning.AI. He has spearheaded many efforts to "democratize deep learning" teaching over 8 million students through his online courses. Ng is renowned globally in computer science, recognized in Time magazine's 100 Most Influential People in 2012 and Fast Company's Most Creative People in 2014. His influence extends to being named in the Time100 AI Most Influential People in 2023. In 2018, he launched and currently heads the AI Fund, initially a $175-million investment fund for backing artificial intelligence startups. He has founded Landing AI, which provides AI-powered SaaS products. On April 11, 2024, Amazon announced Ng's appointment to its board of directors. == Early life and education == Andrew Yan-Tak Ng was born in London, in 1976 to Ronald Paul Ng, a hematologist and lecturer at UCL Medical School, and Tisa Ho, an arts administrator working at the London Film Festival. His parents were both immigrants from Hong Kong. His family moved back to Hong Kong and he spent his early childhood there. In 1984 he and his family moved to Singapore. Ng attended and graduated from Raffles Institution. In 1997, he earned his undergraduate degree with a triple major in computer science, statistics, and economics from Carnegie Mellon University in Pittsburgh, Pennsylvania. Between 1996 and 1998 he also conducted research on reinforcement learning, model selection, and feature selection at the AT&T Bell Labs. In 1998, Ng earned his master's degree in Electrical Engineering and Computer Science from the Massachusetts Institute of Technology (MIT) in Cambridge, Massachusetts. At MIT, he built the first publicly available, automatically indexed web-search engine for research papers on the web. It was a precursor to CiteSeerX/ResearchIndex, but specialized in machine learning. His thesis is titled "Shaping and policy search in reinforcement learning" and is well-cited to this day. == Career == === Academia and teaching === Ng started working as an assistant professor at Stanford University in 2002 and as an associate professor in 2009. Ng is a professor at Stanford University departments of Computer Science and electrical engineering. He served as the director of the Stanford Artificial Intelligence Laboratory (SAIL), where he taught students and undertook research related to data mining, big data, and machine learning. His machine learning course CS229 at Stanford is the most popular course offered on campus with over 1,000 students enrolling some years. Blei and Michael I. Jordan, Ng co-authored the influential paper that introduced latent Dirichlet allocation (LDA) for his thesis on reinforcement learning for drones. The company was founded in February 2025, and by July had completed an early-stage funding round led by Andreessen Horowitz, raising $2 billion at a valuation of $12 billion overall from investors such as Nvidia, AMD, Cisco, and Jane Street. The company is based in San Francisco and structured as a public benefit corporation. == History == By its launch in February 2025, Thinking Machines Lab was reported to have hired about 30 researchers and engineers from competitors including OpenAI, Meta AI, and Mistral AI. Its founding team members include Barret Zoph, former OpenAI VP of Research (Post-Training), Lilian Weng, former OpenAI VP, and OpenAI cofounder John Schulman, who joined after a brief stint at the lab's competitor Anthropic. ByLock was a smartphone application that allowed users to communicate via a private, encrypted connection. It was launched in March 2014 on Google Play, Apple App Store The app was downloaded over 600,000 times from its launch in April 2014 until March 2016, when it was permanently shut down. The Turkish National Intelligence Organization (Turkish: Millî İstihbarat Teşkilatı, MİT) stated that the app was downloaded mainly in Turkey and the users were “Fetullahist Terror Organisation (FETÖ) which was formerly known as “Gülen movement” members. == Gülen Movement controversy == In Turkey, possession of the app is deemed evidence of membership in the Gülen Movement, which was allegedly connected to the failed Turkish coup d'état attempt in July 2016. Users of ByLock were deemed terrorists in Turkish courts. According to Deutsche Welle, of the 215,000 former ByLock users, an estimated 23,000 have been detained by Turkish authorities. Some believe that the MİT and other Turkish authorities manipulated the ByLock database in order to arrest suspected members of the Gülen Movement. Tuncay Beşikçi, a computer forensic expert in Turkey, emphasized that "the demands to investigate and analyze ByLock data from independent institutions are refused by the Turkish courts. But it is not normal". Tuncay Beşikçi believes that this application is precisely one of the channels for Gülen molecules to communicate and can also monitor the activities of other members of the organization. He also stated that the developers behind the Mor Beyin app, deliberately set a plan in motion that would put thousands of innocent people in prison as a cover for the Gülen movement. In December 2017, Turkish authorities revealed that almost half the people who had been prosecuted for having ByLock on their smartphones would have their legal cases reviewed, as they could have been redirected to the app without their knowledge. Following the failed coup attempt on 15 July 2016, the use of the ByLock messaging application by members of the Gülen Movement was the sole evidence in investigations and prosecutions to justify arrests and convictions for "membership in an armed terrorist organization." However, these decisions have been considered human rights violations by the European Court of Human Rights (ECHR), the United Nations Human Rights Committee, and the UN Working Group on Arbitrary Detention. Turkey, the European Court of Human Rights (ECHR) ruled that the use of the ByLock messaging application, unless supported by other evidence, does not create a reasonable suspicion of a crime. Based on this reasoning, the court found that the detention order violated Article 5 of the European Convention on Human Rights, which protects the right to liberty and security. In the Yüksel Yalçınkaya v. Turkey decision on 26 September 2023, the European Court of Human Rights (ECHR) examined an appeal against a conviction based on the use of ByLock. The Court ruled that the failure to provide an opportunity to challenge the authenticity of the ByLock data violated the right to a fair trial (Article 6 of the ECHR). The Court also stated that the mere use of ByLock could not be considered sufficient evidence for membership in an armed terrorist organization. It further noted that local courts had established an automatic presumption of guilt based solely on ByLock use, creating a broad and unpredictable interpretation of the law, making it nearly impossible for the accused to exonerate themselves. Therefore, the Court concluded that the conviction based on the use of ByLock violated the principle of no punishment without law (Article 7 of the ECHR). On 22 July 2025, in the Demirhan and 238 Others case, the European Court of Human Rights (ECHR) consolidated the applications of 239 individuals who had been convicted of "membership in an armed terrorist organization" based on their use of ByLock, as determined by 239 separate courts in Turkey. The Court ruled that the convictions violated the right to a fair trial under Article 6 and the principle of no punishment without law under Article 7 of the European Convention on Human Rights (ECHR). The ruling stated that the Turkish courts' "categorical approach" to the use of ByLock lacked legal foundation. In this context, it was emphasized that anyone who had used ByLock could not be convicted of membership in an armed terrorist organization based solely on this reasoning. The ruling also stated that, due to the large number of similar applications, the issue was "systemic in nature" and it called for a national solution to be developed by Turkey. While the Court did not order compensation for the 239 applicants, it emphasized that reopening the trial to ensure the enforcement of the violation ruling was the most appropriate remedy. This ruling, which confirms the violation finding in the Yüksel Yalçınkaya case of 26 September 2023, is considered a continuation of the ECHR's case law concerning trials based on ByLock evidence. === Decisions of the United Nations Human Rights Committee and Working Group === In the İsmet Özçelik and Turgay Karaman v. Turkey decision, dated 28 May 2019 (Application No. 2980/2017), the UN Human Rights Committee ruled that the use of ByLock and allegations of depositing money into Bank Asya could not justify the applicants' arrests. In the Mestan Yayman v. Turkey decision (Opinion No. 42/2018 – 21 August 2018) by the UN Human Rights Council Working Group on Arbitrary Detention, it was stated that using a public messaging application like ByLock cannot be considered criminal evidence, and that the use of such an application falls under the scope of freedom of thought and expression. The dozens of decisions later issued by the UN Human Rights Council Working Group are of the same nature.
Lobsang Monlam
Geshe Lobsang Monlam (Tibetan: དགེ་བཤེས་བློ་བཟང་སྨོན་ལམ, Wylie: dge bshes blo bzang smon lam), born in 1976 in Ngawa eastern Tibet, is a Tibetan Buddhist scholar and programmer who uses digital technologies to preserve the Tibetan language and culture. He is best known for developing Tibetan typefaces and for the multi-volume Great Monlam Tibetan Dictionary. In 2025, he received the Snow Lion Award for Human Rights from the International Campaign for Tibet. He is also working on developing a "Dalai Lama AI," a specialized language model. == Biography == Lobsang Monlam was born in 1976 in Ngawa, eastern Tibet, anciently Tibetan Amdo, where he became a monk at the age of 12.. At the age of 17, in 1993, Lobsang Monlam fled Tibet by crossing the Himalayas to reach southern India and discovered computer science in a monastery. In 1993, he was ordained monk in the Sera Mey College in Bylakuppe, Karnataka, India, where he obtained a Geshe title in 2013.. By the early 2000s, Lobsang Monlam had already learned to paint thangkas and to compose plans and drawings. He used this knowledge to design a new assembly hall for Sera Mey, which the monks needed. Thanks to his work, Lobsang Monlam received donations from patrons of the monastery, which he was able to use to buy his first computer. He bought his first laptop in 2002 and largely taught himself how to use the hardware and software with the help of manuals. As a Buddhist scholar, he combines meditation practice with his digital work. In 2012, he founded and directs the Monlam Tibetan Information Technology Research Center in Dharamsala, which specializes in Tibetan language and software projects. Since then, he is its director, researching Tibetan language-related software. In 2019, advised by the 14th Dalai Lama, he founded Monlam IT and Research (OPC) Private Limited. Since the 2000s, Monlam has been developing Tibetan typefaces; the first Monlam Tibetan font was created in 2005. Under his direction, the Monlam Great Tibetan Dictionary was created, comprising 223 printed volumes and over 300,000 entries; approximately 150 people worked on this project for over nine years. On May 27, 2022, the Dalai Lama inaugurated the Monlam Tibetan Dictionary, produced by the Monlam Tibetan Information Technology Research Center, at Namgyal Monastery in McLeod Ganj. According to Penpa Tsering, this is the world's largest dictionary, created with guidance from the Dalai Lama, based on proposals from Lobsang Monlam and his team under the direction of Samdhong Rinpoche, and other lamas from all schools of Tibetan Buddhism and Yungdrung Bön. On December 5, 2024, Lobsang Monlam testified at a hearing of the US Congressional-Executive Commission on China in Washington, chaired by Christopher Smith, on the difficulties of preserving the Tibetan language and culture in Tibet and the Tibetan diaspora, and on the interest of the Monlam Tibetan Informatics Research Center in developing technologies for the preservation of the Tibetan language. On December 12, 2024, the work was presented to the Library of Congress in Washington, D.C., and launched at an event. The free Monlam Great Tibetan Dictionary app is available in several languages; the German version was created in collaboration with the Tibet Institute Rikon and has been downloaded millions of times. In total, Monlam has created over 37 apps related to the Tibetan language and translation; In 2023, its center launched the Monlam artificial intelligence platform, equipped with modules for machine translation, optical character recognition, speech transcription and speech synthesis.. Lobsang Monlam is developing "Dalai Lama AI" to digitally preserve the teachings of the 14th Dalai Lama, now 90 years old, for future generations.
