Possibility theory is a mathematical theory for dealing with certain types of uncertainty and is an alternative to probability theory. It uses measures of possibility and necessity between 0 and 1, ranging from impossible to possible and unnecessary to necessary, respectively. Professor Lotfi Zadeh first introduced possibility theory in 1978 as an extension of his theory of fuzzy sets and fuzzy logic. Didier Dubois and Henri Prade further contributed to its development. Earlier, in the 1950s, economist G. L. S. Shackle proposed the min/max algebra to describe degrees of potential surprise. == Formalization of possibility == For simplicity, assume that the universe of discourse Ω is a finite set. Technically, it implies that there is at least one element in Ω with possibility 1. Axiom 3 corresponds to the additivity axiom in probabilities. However, there is an important practical difference. U {\displaystyle U} is certainly false. It implies that N ( U ) = 0 {\displaystyle N(U)=0} . Π ( U ) = 1 {\displaystyle \Pi (U)=1} means that U {\displaystyle U} is possible. I would not be surprised at all if U {\displaystyle U} occurs. It leaves N ( U ) {\displaystyle N(U)} unconstrained. N ( U ) = 0 {\displaystyle N(U)=0} means that U {\displaystyle U} is unnecessary. I would not be surprised at all if U {\displaystyle U} does not occur. It leaves Π ( U ) {\displaystyle \Pi (U)} unconstrained. The intersection of the last two cases is N ( U ) = 0 {\displaystyle N(U)=0} and Π ( U ) = 1 {\displaystyle \Pi (U)=1} meaning that I believe nothing at all about U {\displaystyle U} . Because it allows for indeterminacy like this, possibility theory relates to the graduation of a many-valued logic, such as intuitionistic logic, rather than the classical two-valued logic. Note that unlike possibility, fuzzy logic is compositional with respect to both the union and the intersection operator. The relationship with fuzzy theory can be explained with the following classic example. Fuzzy logic: When a bottle is half full, it can be said that the level of truth of the proposition "The bottle is full" is 0.5. The word "full" is seen as a fuzzy predicate describing the amount of liquid in the bottle. Possibility theory: There is one bottle, either completely full or totally empty. The proposition "the possibility level that the bottle is full is 0.5" describes a degree of belief. One way to interpret 0.5 in that proposition is to define its meaning as: I am ready to bet that it's empty as long as the odds are even (1:1) or better, and I would not bet at any rate that it's full. == Possibility theory as an imprecise probability theory == There is an extensive formal correspondence between probability and possibility theories, where the addition operator corresponds to the maximum operator. A possibility measure can be seen as a consonant plausibility measure in the Dempster–Shafer theory of evidence. The operators of possibility theory can be seen as a hyper-cautious version of the operators of the transferable belief model, a modern development of the theory of evidence. Possibility can be seen as an upper probability: any possibility distribution defines a unique credal set of admissible probability distributions by K = { P ∣ ∀ S P ( S ) ≤ Π ( S ) } . {\displaystyle K=\{\,P\mid \forall S\ P(S)\leq \Pi (S)\,\}.} This allows one to study possibility theory using the tools of imprecise probabilities. == Necessity logic == We call generalized possibility every function satisfying Axiom 1 and Axiom 3. We call generalized necessity the dual of a generalized possibility. The generalized necessities are related to a very simple and interesting fuzzy logic called necessity logic. In the deduction apparatus of necessity logic the logical axioms are the usual classical tautologies. Also, there is only a fuzzy inference rule extending the usual modus ponens. Such a rule says that if α and α → β are proved at degree λ and μ, respectively, then we can assert β at degree min{λ,μ}. It is easy to see that the theories of such a logic are the generalized necessities and that the completely consistent theories coincide with the necessities (see for example Gerla 2001).
AsoSoft text corpus
The AsoSoft text corpus is the first large-scale Kurdish text corpus, collected and processed by the AsoSoft research and development group. It contains 458,000 documents (188 million tokens) that are collected from sources such as websites, news agencies, books, and magazines. The corpus is partially tagged by topic, so it can be used for topic identification tasks. Also, it is applicable for extracting language model and computational lexicon information. Part of the corpus (75 million tokens) is available online for non-commercial use. The corpus uses the TEI format.
Browser sniffing
Browser sniffing (also known as User agent sniffing and browser detection) is a set of techniques used in websites and web applications in order to determine the web browser a visitor is using, and to serve browser-appropriate content to the visitor. It is also used to detect mobile browsers and send them mobile-optimized websites. This practice is sometimes used to circumvent incompatibilities between browsers due to misinterpretation of HTML, Cascading Style Sheets (CSS), or the Document Object Model (DOM). While the World Wide Web Consortium maintains up-to-date central versions of some of the most important Web standards in the form of recommendations, in practice no software developer has designed a browser which adheres exactly to these standards; implementation of other standards and protocols, such as SVG and XMLHttpRequest, varies as well. As a result, different browsers display the same page differently, and so browser sniffing was developed to detect the web browser in order to help ensure consistent display of content. == Sniffer methods == === Client-side sniffing === Web pages can use programming languages such as JavaScript which are interpreted by the user agent, with results sent to the web server. For example: This code is run by the client computer, and the results are used by other code to make necessary adjustments on client-side. In this example, the client computer is asked to determine whether the browser can use a feature called ActiveX. Since this feature was proprietary to Microsoft, a positive result will indicate that the client may be running Microsoft's Internet Explorer. This is no longer a reliable indicator since Microsoft's open-source release of the ActiveX code, however, meaning that it can be used by any browser. === Standard Browser detection method === The web server communicates with the client using a communication protocol known as HTTP, or Hypertext Transfer Protocol, which specifies that the client send the server information about the browser being used to view the website in a User-Agent header. === Server-side sniffing === Extensive browser techniques enable persistent user tracking even if users try to stay anonymous. See device fingerprint for more details on browser fingerprinting. == Issues and standards == Many websites use browser sniffing to determine whether a visitor's browser is unable to use certain features (such as JavaScript, DHTML, ActiveX, or cascading style sheets), and display an error page if a certain browser is not used. However, it is virtually impossible to account for the tremendous variety of browsers available to users. Generally, a web designer using browser sniffing to determine what kind of page to present will test for the three or four most popular browsers, and provide content tailored to each of these. If a user is employing a user agent not tested for, there is no guarantee that a usable page will be served; thus, the user may be forced either to change browsers or to avoid the page. The World Wide Web Consortium, which sets standards for the construction of web pages, recommends that web sites be designed in accordance with its standards, and be arranged to "fail gracefully" when presented to a browser which cannot deal with a particular standard. Browser sniffing increases maintenance needed. Websites treating some browsers differently should provide an alternative version for other browsers. Use of user agent strings are error-prone because the developer must check for the appropriate part, such as "Gecko" instead of "Firefox". They must also ensure that future versions are supported. Furthermore, some browsers allow changing the user agent string, making the technique useless.
VHS
VHS (Video Home System) is a discontinued standard for consumer-level analog video recording on tape cassettes, introduced in 1976 by JVC. It was the dominant home video format throughout the tape media period of the 1980s and 1990s. Magnetic tape video recording was adopted by the television industry in the 1950s in the form of the first commercialized video tape recorders (VTRs), but the devices were expensive and used only in professional environments. In the 1970s, videotape technology became affordable for home use, and widespread adoption of videocassette recorders (VCRs) began; the VHS became the most popular media format for VCRs as it would win the "format war" against Betamax (backed by Sony) and a number of other competing tape standards. The cassettes themselves use a 0.5-inch (12.7 mm) magnetic tape between two spools and typically offer a capacity of at least two hours. The popularity of VHS was intertwined with the rise of the video rental market, when films were released on pre-recorded videotapes for home viewing. Newer improved tape formats such as S-VHS were later developed, as well as the earliest optical disc format, LaserDisc; the lack of global adoption of these formats increased VHS's lifetime, which eventually peaked and started to decline in the late 1990s after the introduction of DVD, a digital optical disc format. VHS rentals were surpassed by DVD in the United States in 2003, which eventually became the preferred low-end method of movie distribution. For home recording purposes, VHS and VCRs were surpassed by (typically hard disk–based) digital video recorders (DVR) in the 2000s. Production of all VHS equipment ceased by 2016, although the format has since gained some popularity amongst collectors. A niche revival of VHS has taken place with This Is How The World Ends becoming the first straight-to-VHS release in 20 years. == History == === Before VHS === In 1956, after several attempts by other companies, the first commercially successful VTR, the Ampex VRX-1000, was introduced by Ampex Corporation. At a price of US$50,000 in 1956 (equivalent to $592,000 in 2025) and US$300 (equivalent to $3,600 in 2025) for a 90-minute reel of tape, it was intended only for the professional market. Kenjiro Takayanagi, a television broadcasting pioneer then working for JVC as its vice president, saw the need for his company to produce VTRs for the Japanese market at a more affordable price. In 1959, JVC developed a two-head video tape recorder and, by 1960, a color version for professional broadcasting. In 1964, JVC released the DV220, which would be the company's standard VTR until the mid-1970s. In 1969, JVC collaborated with Sony and Matsushita Electric (Matsushita was the majority stockholder of JVC until 2011) to build a video recording standard for the Japanese consumer. The effort produced the U-matic format in 1971, which was the first cassette format to become a unified standard for different companies. It was preceded by the reel-to-reel 1⁄2-inch EIAJ format. The U-matic format was successful in businesses and some broadcast television applications, such as electronic news-gathering, and was produced by all three companies until the late 1980s, but because of cost and limited recording time, very few of the machines were sold for home use. Therefore, soon after the U-Matic release, all three companies started working on new consumer-grade video recording formats of their own. Sony started working on Betamax, Matsushita started working on VX, and JVC released the CR-6060 in 1975, based on the U-matic format. === VHS development === In 1971, JVC engineers Yuma Shiraishi and Shizuo Takano put together a team to develop a VTR for consumers. By the end of 1971, they created an internal diagram, "VHS Development Matrix", which established twelve objectives for JVC's new VTR; among them: The system must be compatible with any ordinary television set. Picture quality must be similar to a normal air broadcast. The tape must have at least a two-hour recording capacity. Tapes must be interchangeable between machines. The overall system should be versatile, meaning it can be scaled and expanded, such as connecting a video camera, or dubbing between two recorders. Recorders should be affordable, easy to operate, and have low maintenance costs. Recorders must be capable of being produced in high volume, their parts must be interchangeable, and they must be easy to service. In early 1972, the commercial video recording industry in Japan took a financial hit. JVC cut its budgets and restructured its video division, shelving the VHS project. However, despite the lack of funding, Takano and Shiraishi continued to work on the project in secret. By 1973, the two engineers had produced a functional prototype. === Competition with Betamax === In 1974, the Japanese Ministry of International Trade and Industry (MITI), desiring to avoid consumer confusion, attempted to force the Japanese video industry to standardize on just one home video recording format. Later, Sony had a functional prototype of the Betamax format, and was very close to releasing a finished product. With this prototype, Sony persuaded the MITI to adopt Betamax as the standard, and allow it to license the technology to other companies. JVC believed that an open standard, with the format shared among competitors without licensing the technology, was better for the consumer. To prevent the MITI from adopting Betamax, JVC worked to convince other companies, in particular Matsushita (Japan's largest electronics manufacturer at the time, marketing its products under the National brand in most territories and the Panasonic brand in North America, and JVC's majority stockholder), to accept VHS, and thereby work against Sony and the MITI. Matsushita agreed, fearing Sony would dominate the market with a Betamax monopoly. Matsushita also regarded Betamax's one-hour recording time limit as a disadvantage. Matsushita's backing of JVC persuaded Hitachi, Mitsubishi, and Sharp to back the VHS standard as well. Sony's release of its Betamax unit to the Japanese market in 1975 placed further pressure on the MITI to side with the company. However, the collaboration of JVC and its partners was much stronger, which eventually led the MITI to drop its push for an industry standard. JVC released the first VHS machines in Japan in late 1976, and in the United States in mid-1977. Sony's Betamax competed with VHS throughout the late 1970s and into the 1980s (see Videotape format war). Betamax's major advantages were its smaller cassette size, theoretical higher video quality, and earlier availability, but its shorter recording time proved to be a major shortcoming. Originally, Beta I machines using the NTSC television standard were able to record one hour of programming at their standard tape speed of 1.5 inches per second (ips). The first VHS machines could record for two hours, due to both a slightly slower tape speed (1.31 ips) and significantly longer tape. Betamax's smaller cassette limited the size of the reel of tape, and could not compete with VHS's two-hour capability by extending the tape length. Instead, Sony had to slow the tape down to 0.787 ips (Beta II) in order to achieve two hours of recording in the same cassette size. Sony eventually created a Beta III speed of 0.524 ips, which allowed NTSC Betamax to break the two-hour limit, but by then VHS had already won the format battle. Additionally, VHS had a "far less complex tape transport mechanism" than Betamax, and VHS machines were faster at rewinding and fast-forwarding than their Sony counterparts. VHS eventually won the war, gaining 60% of the North American market by 1980. == Initial releases of VHS-based devices == The first VCR to use VHS was the Victor HR-3300, and was introduced by the president of JVC in Japan on September 9, 1976. JVC started selling the HR-3300 in Akihabara, Tokyo, Japan, on October 31, 1976. Region-specific versions of the JVC HR-3300 were also distributed later on, such as the HR-3300U in the United States, and the HR-3300EK in the United Kingdom. The United States received its first VHS-based VCR, the RCA VBT200, on August 23, 1977. The RCA unit was designed by Matsushita and was the first VHS-based VCR manufactured by a company other than JVC. It was also capable of recording four hours in LP (long play) mode. The UK received its first VHS-based VCR, the Victor HR-3300EK, in 1978. Quasar and General Electric followed-up with VHS-based VCRs – all designed by Matsushita. By 1999, Matsushita alone produced just over half of all Japanese VCRs. TV/VCR combos, combining a TV set with a VHS mechanism, were also once available for purchase. Combo units containing both a VHS mechanism and a DVD player were introduced in the late 1990s, and at least one combo unit, the Panasonic DMP-BD70V, included a Blu-ray player. == Technical details == VHS has been standardized in IEC 60774–1. === Cassette and
Social media use by the Islamic State
The Islamic State is widely known for its posting of disturbing content, such as beheading videos, on the internet. This propaganda is disseminated through websites and many social media platforms such as Twitter, Facebook, Telegram, and YouTube. By utilizing social media, the organization has garnered a strong following and successfully recruited tens of thousands of followers from around the world. In response to its successful use of social media, many websites and social media platforms have banned accounts and removed content promoting the Islamic State from their platforms. == Background == The Islamic State is a Jihadist militant group and a former unrecognised proto-state. The group sophisticatedly utilizes social media as a tool for spreading its message and for international recruitment. == Target audience == IS targets a variety of different groups both in the Middle East and Western Countries. There are a wide variety of motives for why fighters may be prompted to join IS. Researchers from Quantum cite nine attributes characteristic of a fighter looking to join IS: status seeking, identity seeking, revenge, redemption, thrill, ideology, justice, and death. The standard IS recruit, both from the Middle East and Western countries, is relatively young. The average age of IS fighters is around 26 years old, with 86% of recruits being male. Middle Eastern recruits come from economically disadvantaged backgrounds in Northern Iraq. Recent destruction in the Iraq War and Syrian Civil War has created hatred of Western Powers in the region. By 2025, researchers identified a significant shift toward targeting minors and adolescents, a phenomenon dubbed the "Alt-Jihad." This younger demographic is targeted not through theological arguments, but through a "victimhood-revenge" narrative that blends extremist ideology with pop-culture aesthetics in gaming environments like Roblox and Minecraft. In 2024 alone, 42 minors were arrested in Europe for involvement in IS-related plotting or propaganda. Western recruits are often second or third-generation immigrants. Computer scientists Zeeshan ul-hassan Usmani also found that the majority of the Western recruits do not feel "at home" in their home country. As a result, these fighters often have desires to go abroad and escape conditions in their home country. In addition to recruitment, IS's social media presence is also meant to intimidate and spread terror around the world. IS's posting of beheadings and other execution videos primarily target the Western world. == Content and messages == IS produces propaganda videos that range from video executions to full-length documentaries. The videos have a high production quality and incorporate montages, slow motion scenes, and are often accompanied by a short dialogue. IS has a dedicated team of over 100 media insurgents dedicated to recording these videos. While the group previously relied on glossy magazines like Dabiq, post-territorial strategies have shifted focus to the weekly newsletter Al-Naba. Unlike previous publications designed for recruitment, Al-Naba serves as a "central pillar" of the group's media strategy, focusing on bureaucratic reporting and military statistics to project a narrative of endurance and maintain internal cohesion among dispersed fighters. The IS executions typically consist of beheadings or mass shootings in retaliation to western intervention in IS territory. The particular videos that IS often post include executions of "enemies of the Caliphate," which often consist of westerners or Jordanian nationals. Most infamously, an executioner nicknamed Jihadi John was seen in many of these videos prior to his death in 2015. Jihadi John is notorious for executing many US, UK, and Japanese citizens such as Steven Sotloff, David Haines, and Alan Henning. In many of the videos and materials produced by IS, there is the theme of inclusion and brotherhood. Additionally, the videos also focus on three main messages: Convey narrative of global war and ultimate victory Radicalize populations globally Encourage international lone state actor and small cell attacks in support of IS These messages can be seen throughout all content produced by the Islamic State such as war documentaries, execution videos, and Rumiyah (magazine). == Social media usage == From 2013 to 2014, the organization primarily used mainstream platforms such as Twitter, Facebook, and YouTube. In 2014, these large social media platforms removed IS content. Since then, IS has chosen to utilize social media platforms that either protect their content or allow for content to quickly be reposted. These platforms of choice are Telegram, Justpaste.it, and Surespot, until the latter's shutdown in 2022. By 2025, the group had further diversified into decentralized platforms like Rocket.Chat and TamTam to evade moderation. IS also implements marketing initiatives like “Jihadist Follow Friday,” which encourages users to follow new IS-related accounts each Friday. This specific hashtag mirrors commonly used hashtags such as #motivation monday or #throwbackthursday. To augment their online presence and popularity, the organization encourages their followers to use a plethora of Arabic hashtags, which translate to #theFridayofSupportingISIS, and #CalamityWillBefalltheUS. This allows them to gain followers each week while promoting their community and message on a weekly basis. === Twitter === During 2014, there were an estimated 46,000 to 90,000 Twitter accounts that advocated for IS or were run by supporters of the group. In 2015, Twitter reported that it banned 125,000 IS sympathetic accounts. In 2016, it published an update of 325,000 deleted accounts. Though many accounts have been suspended, IS supporters often create new accounts. Twitter defines those who recreate accounts as “resurgents” and explains that these are often difficult accounts to remove completely, since they tend to pop back up in alternate forms. It is estimated that approximately 20% of all IS affiliated Twitter accounts can be traced back to fake accounts created by the same user. Many of these accounts are traced back to the “Baqiya family,” which is an online network of thousands of IS followers. Many of these accounts are active during important IS military victories. During the IS march on Mosul, there were about 42,000 tweets on Twitter supporting the invasion. === Telegram === During 2014, IS became very active on Telegram after many major social media platforms banned IS content and sympathetic accounts. Telegram is an encrypted messaging application. The platform by nature is created as an end-to-end user encryption platform. Further, it also has special features such as the self-destruct timer which erase all evidence and messages. The app has a user data protection policy because violating this policy could potentially damage the app’s brand of customer privacy. Government agencies have been unable to break Telegram's encryption technology. On Telegram, IS often uses the hashtag #KhilafahNews to attract their users. Telegram is used by IS to plan social media campaigns on alternate platforms. The organization also uses Telegram as an anchor platform to connect with their user base when their other accounts are banned on Twitter and Facebook. On 28 February 2016 a video was uploaded threatening to expose the najaasah and shoot the hesitates. Produced by Ibn-Altayb and distributed by Al-Hayat, the video shows footage of Bruxelles attacks and the victims. In July 2017, Telegram came under scrutiny from the media and news media outlets. It has been documented that IS gunmen have used this app to maintain contact with IS leaders in Raqqa days before terror attacks in Turkey, Berlin, and St. Petersburg. Despite concerns from Western media, there has been little to no action taken against IS accounts on Telegram. In April 2019 a video was uploaded in which they urged lone wolves to attempt to attack during the Holy Week in Sevilla and Málaga. In Sevilla, a jihadist who intended to perform a lone wolf attack was arrested. === TikTok === In October 2019, it was reported that IS recruitment content was discovered on TikTok. Approximately two dozen accounts were subsequently shut down in response. By 2025, TikTok had evolved into a "low-threshold" gateway for extremist recruitment, characterized by researchers as part of a "Virtual Caliphate Complex." KeyBase
KeyBase is a database and web application for managing and deploying interactive taxonomic keys for plants and animals developed by the Royal Botanic Gardens Victoria. KeyBase provides a medium where pathway keys which were traditionally developed for print and other classical types of media, can be used more effectively in the internet environment. The platform uses a concept called "keys" which can be easily linked together, joined with other keys, or merged into larger other seamless keys groups, with each still available to be browsed independently. Keys in the KeyBase database can be filtered and displayed in a variety of ways, filters, and formats.
Texas House Bill 20
An Act Relating to censorship of or certain other interference with digital expression, including expression on social media platforms or through electronic mail messages, also known as Texas House Bill 20 (HB20), is a Texas anti-deplatforming law enacted on September 9, 2021. It prohibits large social media platforms from removing, moderating, or labeling posts made by users in the state of Texas based on their "viewpoints", unless considered illegal under federal law or otherwise falling into exempted categories. It also requires them to make various public disclosures relating to their business practices (including the impact of algorithmic and moderation decisions on the content that is delivered to users). The bill is part of a wider array of Republican-backed legislation seeking to prohibit the censorship of political speech, based on allegations that the moderation policies of large social media platforms are not politically neutral. It has been challenged in NetChoice, LLC v. Paxton, and is currently the subject of a circuit split between the Fifth Circuit, and a decision by the Eleventh Circuit that struck down a similar bill in the state of Florida. In September 2023, the U.S. Supreme Court agreed to hear NetChoice v. Paxton jointly with NetChoice v. Moody on questions of whether the Florida and Texas state laws are in compliance with the 1st Amendment. == Content == The law applies to "social media platforms" that serve users in the state of Texas, and have more than 50 million monthly active users in the United States. They are defined as any public internet website or application that allows users to "communicate with other users for the primary purpose of posting information, comments, messages, or images", excluding internet service providers, electronic mail, and services where communication features are "incidental to, directly related to, or dependent on" content that is pre-selected by the operator. In the bill, to "censor" is defined as to "block, ban, remove, deplatform, demonetize, de-boost, restrict, deny equal access or visibility to, or otherwise discriminate against" expression. The law prohibits social media platforms from "censoring on the basis of user viewpoint, user expression, or the ability of a user to receive the expression of others", or on the basis of a user's geographic location in Texas. This includes removal or labeling posts with warnings and disclaimers. Social media platforms may only censor content if it is unlawful, they are "specifically authorized" to do so by federal law, based on requests from "an organization with the purpose of preventing the sexual exploitation of children or protecting survivors of sexual abuse from ongoing harassment", or "directly incites" criminal activity or contains threats of violence against persons based on protected categories. It is disputed over whether this provision is actually enforceable, as it may be preempted by Section 230 of the Communications Decency Act (which states that the operators of interactive computer services are not responsible for the actions of their users). Social media platforms must make public disclosures regarding the algorithmic techniques and moderation polices that are used to determine the content provided to users, must publish a compliant acceptable use policy (AUP), and must publish a biannual transparency report containing specific details on all actions made by the service regarding the moderation of users and content. The law also prohibits email providers from "intentionally imped[ing] the transmission of another person's electronic mail message based on the content." == Legislative history == Texas Governor Greg Abbott signed the bill into law on September 9, 2021. Democrat-proposed amendments excluding Holocaust denial, terrorism content, and vaccine misinformation from the bill were rejected. Following a suit by the industry groups Computer & Communications Industry Association (CCIA) and NetChoice, NetChoice, LLC v. Paxton, the bill was blocked by U.S. District Judge Robert Pitman in December 2021, on First Amendment grounds. Texas appealed to the United States Court of Appeals for the Fifth Circuit. Judges Edith Jones, Andrew Oldham, and Leslie H. Southwick, lifted the injunction on May 11, 2022, but the decision was appealed to the Supreme Court which suspended the bill pending a full review in the Fifth Circuit. On September 16, 2022, the Fifth Circuit reversed the injunction, allowing the bill to take effect; Judge Oldham stated that the bill "chills censorship" and "does not chill speech", and accused the plaintiffs of "attempt[ing] to extract a freewheeling censorship right from the Constitution's free speech guarantee. The Platforms are not newspapers. Their censorship is not speech." Southwick dissented, stating that "we are in a new arena, a very extensive one, for speakers and for those who would moderate their speech. None of the precedents fit seamlessly." The CCIA and NetChoice requested a stay on the ruling and that the case be taken to the Supreme Court, arguing that the reversal conflicts with an Eleventh Circuit decision in NetChoice v. Moody which struck down a similar anti-moderation bill imposed by the state of Florida. On October 12, 2022, the Fifth Circuit granted the stay.
