Caffe (Convolutional Architecture for Fast Feature Embedding) is a deep learning framework, originally developed at University of California, Berkeley. It is open source, under a BSD license. It is written in C++, with a Python interface. == History == Yangqing Jia created the Caffe project during his PhD at UC Berkeley, while working the lab of Trevor Darrell. The first version, called "DeCAF", made its first appearance in Spring 2013 when it was used for the ILSVRC challenge (later called ImageNet). The library was named Caffe and released to the public in December 2013. It reached end-of-support in 2018. It is hosted on GitHub. == Features == Caffe supports many different types of deep learning architectures geared towards image classification and image segmentation. It supports CNN, RCNN, LSTM and fully-connected neural network designs. Caffe supports GPU- and CPU-based acceleration computational kernel libraries such as Nvidia cuDNN and Intel MKL. == Applications == Caffe is being used in academic research projects, startup prototypes, and even large-scale industrial applications in vision, speech, and multimedia. Yahoo! has also integrated Caffe with Apache Spark to create CaffeOnSpark, a distributed deep learning framework. == Caffe2 == In April 2017, Facebook announced Caffe2, which included new features such as recurrent neural network (RNN). At the end of March 2018, Caffe2 was merged into PyTorch.
NAPLPS
NAPLPS (North American Presentation Layer Protocol Syntax) is a graphics language for use originally with videotex and teletext services. NAPLPS was developed from the Telidon system developed in Canada, with a small number of additions from AT&T Corporation. The basics of NAPLPS were later used as the basis for several other microcomputer-based graphics systems. == History == The Canadian Communications Research Centre (CRC), based in Ottawa, had been working on various graphics systems since the late 1960s, much of it led by Herb Bown. Through the 1970s they turned their attention to building out a system of "picture description instructions", which encoded graphics commands as a text stream. Graphics were encoded as a series of instructions (graphics primitives) each represented by a single ASCII character. Graphic coordinates were encoded in multiple 6-bit strings of XY coordinate data, flagged to place them in the printable ASCII range so that they could be transmitted with conventional text transmission techniques. ASCII SI/SO characters were used to differentiate the text from graphic portions of a transmitted "page". These instructions were decoded by separate programs to produce graphics output, on a plotter for instance. Other work produced a fully interactive version. In 1975, the CRC gave a contract to Norpak to develop an interactive graphics terminal that could decode the instructions and display them on a color display. During this period, a number of companies were developing the first teletext systems, notably the BBC's Ceefax system. Ceefax encoded character data into the lines in the vertical blanking interval of normal television signals where they could not be seen on-screen, and then used a buffer and decoder in the user's television to convert these into "pages" of text on the display. The Independent Broadcasting Authority quickly introduced their own ORACLE system, and the two organizations subsequently agreed to use a single standard, the "Broadcast Teletext Specification". This later became World System Teletext. At about the same time, other organizations were developing videotex systems, similar to teletext except they used modems to transmit their data instead of television signals. This was potentially slower and used up a telephone line, but had the major advantage of allowing the user to transmit data back to the sender. The UK's General Post Office developed a system using the Ceefax/ORACLE standard, launching it as Prestel, while France prepared the first steps for its ultimately very successful Minitel system, using a rival display standard called Antiope. By 1977, the Norpak system was running, and from this work the CRC decided to create their own teletext/videotext system. Unlike the systems being rolled out in Europe, the CRC decided from the start that the system should be able to run on any combination of communications links. For instance, it could use the vertical blanking interval to send data to the user, and a modem to return selections to the servers. It could be used in a one-way or two-way system. In teletext mode, character codes were sent to users' televisions by encoding them as dot patterns in the vertical blanking interval of the video signal. Various technical "tweaks" and details of the NTSC signals used by North American televisions allowed the downstream videotex channel to increase to 600 bit/s, about twice that used in the European systems. In videotext mode, Bell 202 modems were typical, offering a 1,200 bit/s download rate. A set top box attached to the TV decoded these signals back into text and graphics pages, which the user could select among. The system was publicly launched as Telidon on August 15, 1978. Compared to the European standards, the CRC system was faster, bi-directional, and offered real graphics as opposed to simple character graphics. The downside of the system was that it required much more advanced decoders, typically featuring Zilog Z80 or Motorola 6809 processors with RGB and/or RF output. The Innovation, Science and Economic Development Canada (then Department of Communications) launched a four-year plan to fund public roll-outs of the technology in an effort to spur the development of a commercial Telidon system. AT&T Corporation was so impressed by Telidon that they decided to join the project. They added a number of useful extensions, notably the ability to define original graphics commands (macro) and character sets (DRCS). They also tabled algorithms for proportionally spaced text, which greatly improved the quality of the displayed pages. A joint CSA/ANSI working group (X3L2.1) revised the specifications, which were submitted for standardization. In 1983, they became CSA T500 and ANSI X3.110, or NAPLPS. The data encoding system was also standardized as the NABTS (North American Broadcast Teletext Specification) protocol. Business models for Telidon services were poorly developed. Unlike the UK, where teletext was supported by one of only two large companies whose whole revenue model was based on a read-only medium (television), in North America Telidon was being offered by companies who worked on a subscriber basis. == One-way systems == Telidon-based teletext was tested in a few North American trials in the early 1980s — CBC IRIS, TVOntario, MTS-sponsored Project IDA, to name a few. NAPLPS was also part of the NABTS teletext standard, for the encoding and display of teletext pages. In the late 1980s and early 1990s, affiliates of the regional sports network group SportsChannel ran a service called Sports Plus Network, which ran sports news and scores while SportsChannel was not otherwise on the air. The screens, which frequently featured team logos or likenesses of players in addition to text, were drawn entirely with NAPLPS graphics and resembled the loading of Prodigy pages over a modem, though slightly faster. == Two-way systems == Various two-way systems using NAPLPS appeared in North America in the early 1980s. The biggest North American examples were Knight Ridder's Viewtron (based in Miami) and the Los Angeles Times' Gateway service (based in Orange County). Both used the Sceptre NAPLPS terminal from AT&T. The Sceptre contained a slow modem that connected over the consumer's telephone line to host computers. The Sceptre was expensive whether purchased or rented. Despite huge investments by their parent companies, neither Viewtron nor Gateway lasted into the second half of the decade. Another system, Keyfax, was developed by Keycom Electronic Publishing, a joint venture of Honeywell, Centel (since acquired by Sprint) and Field Enterprises, then-owner of the Chicago Sun-Times newspaper. Keyfax had originally been a WST teletext service, broadcast overnights on Field's Chicago television station WFLD-32 and through the VBI of both WFLD and national superstation WTBS; the decision was made to convert Keyfax into a subscription service, using a proprietary NAPLPS terminal device in a last-ditch effort to save the service. It did not work and Keyfax had ceased operations by the end of 1986. Other early-1980s NAPLPS technology was deployed in Canada, both as a way for rural Canadians to get news and weather information and as the platform for touchscreen information kiosks. In Vancouver these were featured at Expo 86. The kiosks became ubiquitous in Toronto under the name Teleguide, and were deployed in many shopping centres and at major tourist attractions. The latter city was the North American nexus of NAPLPS and the home of Norpak, the most successful of NAPLPS-oriented developers. Norpak created and sold hardware and software for NAPLPS development and display. TVOntario also developed NAPLPS content creation software. London, Ontario - based Cableshare used NAPLPS as the basis of touch-screen information kiosks for shopping malls, the flagship of which was deployed at Toronto's Eaton Centre. The system relied on an 8085-based microcomputer which drove several NAPLPS terminals fitted with touch screens, all communicating via Datapac to a back end database. The system offered news, weather and sports information along with shopping mall guides and coupons. Cableshare also developed and sold a leading NAPLPS page creation utility called the "Picture Painter." In the late 1980s, Tribune Media Services (TMS) and the Associated Press operated a cable television channel called AP News Plus that provided NAPLPS-based news screens to cable television subscribers in many U.S. cities. The news pages were created and edited by TMS staffers working on an Atex editing system in Orlando, Florida, and sent by satellite to NAPLPS decoder devices located at the local cable television companies. Among the firms providing technology to TMS and the Associated Press for the AP News Plus channel was Minneapolis-based Electronic Publishers Inc. (1985–1988). The term information professional or information specialist refers to professionals responsible for the collection, documentation, organization, storage, preservation, retrieval, and dissemination of printed and digital information. The service delivered to the client is known as an information service. The term "information professional" is a versatile one, used to describe similar and sometimes overlapping professions, such as librarians, archivists, information managers, information systems specialists, information scientists, records managers, and information consultants. However, terminology differs among sources and organisations. Information professionals are employed in a variety of private, public, and academic institutions, as well as independently. == Skills == Since the term information professional is broad, the skills required for this profession are also varied. A Gartner report in 2011 pointed out that "Professional roles focused on information management will be different to that of established IT roles. An 'information professional' will not be one type of role or skill set, but will in fact have a number of specializations". Thus, an information professional can possess a variety of different skills, depending on the sector in which the person is employed. Some essential cross-sector skills are: IT skills, such as word-processing and spreadsheets, digitisation skills, and conducting Internet searches, together with skills loan systems, databases, content management systems, and specially designed programmes and packages. Customer service. An information professional should have the ability to address the information needs of customers. Language proficiency. This is essential in order to manage the information at hand and deal with customer needs. Soft skills. These include skills such as negotiating, conflict resolution, and time management. Management training. An information professional should be familiar with notions such as strategic planning and project management. Moreover, an information professional should be skilled in planning and using relevant systems, in capturing and securing information, and in accessing it to deliver service whenever the information is required. == Associations == Most countries have a professional association who oversee the professional and academic standards of librarians and other information professionals. There are also international associations related to LIS (library and information science), the most prominent of which is the International Federation of Library Associations and Institutions (IFLA). In many countries, LIS courses are accredited by the relevant professional association, as the American Library Association (ALA) in the USA, the Chartered Institute of Library and Information Professionals (CILIP) in the UK, and the Australian Library and Information Association (ALIA) in Australia. == Qualifications == Educational institutions around the world offer academic degrees, or degrees on related subjects such as Archival Studies, Information Systems, Information Management, and Records Management. Some of the institutions offering information science education refer to themselves as an iSchool, such as the CiSAP (Consortium of iSchools Asia Pacific, founded 2006) in Asia and the iSchool Caucus in the USA. There are also online e-learning resources, some of which offer certification for information professionals. === Africa === Information development in Africa started later than in other continents, mainly due to a lack of internet access, expertise and resources to manage digital infrastructure, and "opportunities for capacity development and knowledge-sharing". Nowadays, academic degrees in information studies are available at many universities of African countries, such as the University of Pretoria (South Africa), University of Nairobi (Kenya), Makerere University (Uganda), University of Botswana (Botswana), and University of Nigeria (Nigeria). === Asia === LIS-related studies are available in more than 30 Asian countries. Some examples listed by iSchools Inc. are the University of Hong Kong, University of Tsukuba, Japan, Yonsei University, South Korea, National Taiwan University and Wuhan University, China. Centre of Library and Information Management Science (CLIMS) at Tata Institute of Social Science in Mumbai, India. In Southeast Asia, the Congress of Southeast Asian Librarians (CONSAL) connects librarians and libraries in more than 10 countries with resources, networking opportunities, and support for growing library systems. === Australasia === The Australian Library and Information Association (ALIA) as of 2021 lists six schools offering undergraduate and postgraduate accredited university courses for "Librarian and Information Specialists" on their website. In New Zealand, the Open Polytechnic of New Zealand and the Victoria University of Wellington offer undergraduate and postgraduate degree courses for information professionals. === Europe === The majority of European countries have universities, colleges, or schools which offer bachelor's degrees in LIS studies. Over 40 universities offer master's degrees in LIS-related fields, and many institutions, such as the Swedish School of Library and Information Science at the University of Borås (Sweden), the University of Barcelona (Spain), Loughborough University (UK), and Aberystwyth University (Wales, UK) also offer PhD degrees. === North America === Information studies and degrees are available at numerous academic institutions throughout the U.S. and Canada. U.S. professional associations, together with their European counterparts, have undertaken many educational initiatives and pioneered many advances in the field of Information studies, such as increased interdisciplinarity and more effective delivery of distance learning. The Association for Intelligent Information Management, based in Silver Spring, Maryland, offers a qualification called Certified Information Professional (CIP), earned upon passing an examination, with certification remaining valid for three years. === South America === There are many schools and colleges in Latin America, which offer courses in Library Science, Archival Studies, and Information Studies, however these subjects are taught completely separately.
Investigative Data Warehouse
Investigative Data Warehouse (IDW) is a searchable database operated by the FBI. It was created in 2004. Much of the nature and scope of the database is classified. The database is a centralization of multiple federal and state databases, including criminal records from various law enforcement agencies, the U.S. Department of the Treasury's Financial Crimes Enforcement Network (FinCEN), and public records databases. According to Michael Morehart's testimony before the House Committee on Financial Services in 2006, the "IDW is a centralized, web-enabled, closed system repository for intelligence and investigative data. This system, maintained by the FBI, allows appropriately trained and authorized personnel throughout the country to query for information of relevance to investigative and intelligence matters." == Overview == In 2004, according to a government solicitation for bids to manage the project, it was approximately 10TB in size. In 2005, according to one FBI official, the IDW contained approximately 100 million documents. In 2006 it contained more than 560 million documents and was accessible by more than 12,000 individuals. According to the FBI's website, as of August 22, 2007, the database contained 700 million records from 53 databases and was accessible by 13,000 individuals around the world. As of 2007, the FBI was the subject of a lawsuit brought by the EFF (Electronic Frontier Foundation) because of a lack of public notice describing the database and the criteria for including personal information, as required by the Privacy Act of 1974. The lawsuits were a result of two Freedom of Information Act requests filed by the EFF in 2006. It was built in part by Chiliad corporation, the FBI Office of the Chief Technology Officer, and others. Companies listed on the FOIA files include Northrop Grumman . == Purpose == Investigative Data Warehouse–Secret (IDW-S) "provides data and data processing/analysis services to FBI agents and analysts as they perform counter-terrorism, counter-intelligence, and law enforcement missions". The core subsystem supports the Counter-Terrorism Division (CTD), the Special Event Unit, and via DOCLAB-S, the Joint Intelligence Committee Investigation (JICI) and IntelPlus. According to a 2005 email, "IDW will also be used for criminal and other authorized non-CT investigations as it evolves." (CT being counter terrorism) == Subsystems == Within the system, there were subsystems named IDW-S Core, SPT, and DOCLAB-S The special projects team (SPT): allows for the rapid import of new specialized data sources. These data sources are not made available to the general IDW users but instead are provided to a small group of users who have a demonstrated "need-to-know". The SPT System is similar in function to the IDW-S system, with the main difference is a different set of data sources. The SPT System allows its users to access not only the standard IDW Data Store but the specialized SPT Data Store. == Privacy == According to internal emails, the FBI performed several Privacy Impact Assessments (PIAs) of the IDW system. They worked with lawyers from their National Security Law Branch (NSLB) to attempt to make sure their system was complying with various laws regarding sharing of information and secrecy (for example, rule 6e of the Federal Rules of Criminal Procedure, regarding the secrecy of Grand Jury material ). The Information Sharing Policy Group (ISPG) formed a Discretionary Access Control Team (DACT), to work on "approval of data sets" and "access control requirements" for IDW and DataMart, and responding to other Intelligence Community agencies requesting access. The EFF FOIA IDW website states "Despite the vast amount of personal information contained in the IDW, the FBI has never published a Privacy Act notice describing the system or explaining the ways in which the records might be used." There was also a 2005 email from someone on the Office of General Council (OGC) about "preliminary staff musings that maybe we should limit FBI PIA requirements to non-NS systems" (NS being National Security). There was also an email from 2006 saying that 'national security systems are exempt from E-Gov', apparently referring to the E-Government Act of 2002, which has a section that deals with privacy. == Data sources == The IDW used many data sources. Informationist
An informationist (or information specialist in context) provides research and knowledge management services in the context of clinical care or biomedical research. Although there is no one educational pathway or formalized set of skills or knowledge for informationists, one way to think of the informationist is as one who possesses the knowledge and skill of a medical librarian with extensive research specialization and some formal clinical or public health education that goes beyond on-the-job osmosis. Medical librarians and other biomedical professional organizations have been exploring the possibilities for evaluating how informationists are being used and whether their activities supplement or replace medical library activity. More generally, an informationist is a professional who works with information within a particular business, analytic or scientific context to drive toward outcomes based on evidence, analysis, prediction and execution. For example, an extension of the term is increasingly emerging in financial services, life sciences and health care industries. Though still nascently in use, its adoption applies to individuals with extensive industry expertise, acute familiarity with organizational structures and processes, deep domain level information mastery and information systems technical savvy. Informationists in this context support transformational initiatives within and across functional areas of an enterprise as architects, governance experts, continuous improvement advocates and strategists. == Background == The term was proposed in 2000 by Davidoff & Florance. Their editorial suggested that physicians should be delegating their information needs to informationists, just as they currently order CT scans from radiologists or cardiac catheterizations from cardiologists. They conceived of an information professional who was embedded in (and indeed, supported by) the clinical departments. Supporters of the concept see it as a means for librarians to reinvigorate connections with the faculty/clinicians, as well as provide superior service by dint of informationists' biomedical training. Critics complained that the idea is nothing new; librarians already provide in-depth, high quality information services and clinical medical librarians have been working alongside physicians, nurses and other clinicians for years. Large informationist programs in the U.S. exist at the National Institutes of Health and at Vanderbilt University. Welch Medical Library at Johns Hopkins University (JHU) is developing an informationist service model in which its 10 clinical and public health librarians are moving from serving as liaison librarians for assigned departments toward becoming embedded informationists within their departments. To prepare for the embedded informationist role, librarians are undertaking education as needed to supplement their backgrounds. For example, librarians bring experience in clinical behavior counseling, public health, nursing, and more. Informationist training can then focus upon filling gaps in research methods knowledge more so than on gaining additional knowledge in the librarian's area of expertise. Courses, seminars and workshops being undertaken include those covering systematic reviews, evidence-based medicine, critical appraisal, medical language, anatomy and physiology, biostatistics, and clinical research. The term informationist is related to that of informatician—also informaticist—and many informationists do possess skills in clinical topics, bioinformatics, and biomedical informatics. Harvard University, the University of Pittsburgh, and Washington University in St. Louis are examples of institutional libraries which have hired PhD-level scientists (who may or may not have library degrees) to provide informatics support for biomedical research.
Micro stuttering
Micro stuttering is a visual artifact in real-time computer graphics in which the time intervals between consecutively displayed frames are uneven, even though the average frame rate reported by benchmarking software appears adequate. Tools such as 3DMark typically compute frame rates over intervals of one second or more, which can conceal momentary drops in the instantaneous frame rate that the viewer perceives as hitching or jerking of on-screen motion. At low frame rates the effect is visible as a stutter in moving images, degrading the experience in interactive applications such as video games. In severe cases a lower but more consistent frame rate can appear smoother than a higher but more erratic one. The term gained prominence in the late 2000s in discussions of multi-GPU rendering (see History), but micro stuttering also affects single-GPU systems. Common causes on modern hardware include real-time shader compilation, asset streaming from storage, VRAM exhaustion, and driver bugs. == Causes == === Shader compilation === A common cause of micro stuttering on modern PCs is real-time shader compilation. Shaders are small programs that instruct the GPU on how to render visual effects such as lighting, shadows, and reflections. On consoles, developers can pre-compile all shaders for the known, fixed hardware. On PCs, the variety of GPU architectures means shaders must often be compiled at run time, either when the game launches or during gameplay itself. When the rendering engine encounters a shader that has not yet been compiled, the CPU must finish the compilation before the GPU can draw the affected object. This causes a spike in frame time that the player perceives as a hitch. The problem has been particularly associated with games built on Unreal Engine 4 running under DirectX 12, because DX12 shifts more shader management responsibility to the application. Several techniques exist to reduce shader compilation stutter. Pipeline State Object (PSO) pre-caching records the shader permutations used at runtime so that they can be compiled in advance on subsequent launches. Asynchronous shader compilation moves the work to background CPU threads to avoid blocking the main rendering thread. Platform-level services such as Steam's shader pre-caching distribute previously compiled shaders to users with matching GPU hardware. The Steam Deck, which contains a single fixed GPU, benefits from pre-compiled shader caches because all units share the same hardware configuration. === Other causes === Micro stuttering on single-GPU systems can have several additional causes. CPU bottlenecks or scheduling interruptions from background tasks can prevent the processor from preparing frames at regular intervals. Asset streaming during gameplay (loading textures, geometry, or audio from storage) can produce hitches sometimes called traversal stutter; the use of solid-state drives and technologies such as DirectStorage has reduced but not eliminated this. VRAM exhaustion forces data to be swapped between video memory and system memory over the PCI Express bus, which is slower. Graphics driver bugs can also introduce stutter; Nvidia released hotfix driver 551.46 in February 2024 to correct intermittent micro stuttering when V-Sync was enabled. == Measurement == Micro stuttering drew attention to the limitations of average frame rate as a performance metric. In 2013, Scott Wasson at The Tech Report published a series of articles advocating frame time analysis, in which the delivery time of every individual frame is recorded and plotted rather than collapsed into a single frames-per-second figure. This approach was adopted by other hardware review publications in the following years. GPU reviews now routinely report 1% low and 0.1% low frame rates alongside the average. The 1% low is the average frame rate of the slowest 1% of frames in a sample; it serves as an indicator of worst-case smoothness. A large gap between the average and the 1% low suggests poor frame pacing. Tools for capturing per-frame timing data include FRAPS, PresentMon, OCAT, CapFrameX, and MSI Afterburner with RivaTuner Statistics Server. == Mitigation == === Frame pacing === Frame pacing is a software technique that regulates the timing of frame delivery to produce even intervals between displayed frames. Game engines, GPU drivers, and platform libraries all implement frame pacing strategies to varying degrees. On mobile platforms, Google provides the Android Frame Pacing library (Swappy) as part of the Android Game Development Kit. In December 2025, the Khronos Group published the VK_EXT_present_timing Vulkan extension, giving developers explicit control over presentation timing in a cross-platform graphics API for the first time. === Variable refresh rate === Variable refresh rate (VRR) display technologies allow a monitor's refresh rate to change to match the GPU's frame output. Implementations include Nvidia G-Sync (2013), AMD FreeSync (2015), and the VESA Adaptive-Sync standard built into DisplayPort 1.2a and later. VRR eliminates the screen tearing that results from a mismatch between frame rate and refresh rate, and avoids the frame-holding behaviour of V-Sync that can itself cause stutter. It is effective at smoothing moderate frame rate fluctuations but cannot compensate for large sudden spikes in frame time such as those caused by shader compilation or heavy asset streaming. VRR support has become standard in gaming monitors, televisions (via HDMI 2.1), and the Xbox Series X/S and PlayStation 5 consoles. === Frame generation === Beginning with DLSS 3 on the GeForce RTX 40 series in 2022, Nvidia introduced AI-based frame generation, which uses dedicated optical flow hardware and a neural network to create new frames between traditionally rendered ones. AMD followed with FSR 3 in 2023, using an algorithmic approach, and the AI-based FSR 4 for the Radeon RX 9000 series in 2025. DLSS 4, released in January 2025 for the GeForce RTX 50 series, can generate up to three frames per rendered frame using a technique called Multi Frame Generation. Frame generation increases the displayed frame rate but introduces its own frame pacing concerns. If the underlying rendered frames are unevenly timed, the interpolated frames can make the unevenness more apparent rather than less. DLSS 4 addresses this with hardware-level flip metering on the GPU's display engine, which controls the timing of frame presentation more precisely than the CPU-based pacing used in DLSS 3. Both vendors pair frame generation with latency-reduction features (Nvidia Reflex and AMD Anti-Lag+) to offset the additional input latency that results from inserting synthetic frames into the pipeline. === Frame rate limiters === Capping the frame rate below the display's maximum refresh rate, using tools such as RivaTuner Statistics Server, in-game limiters, or driver-level settings, is a common way to improve frame pacing. Preventing the GPU from running ahead of the display reduces variability in frame delivery times and can produce a smoother result than an uncapped but more irregular frame rate. == History == === Multi-GPU configurations === Micro stuttering was first widely documented in the late 2000s as a side effect of multi-GPU configurations using Alternate Frame Rendering (AFR), in which consecutive frames are assigned to alternating GPUs. Because each GPU may take a different amount of time to complete its assigned frame — due to varying scene complexity, driver scheduling, or inter-GPU communication overhead — the resulting frame delivery is irregular even when the average frame rate is high. Both Nvidia SLI and AMD CrossFireX were affected, with dual-GPU setups exhibiting the worst frame pacing irregularities. In 2012 benchmarks using Battlefield 3, dual Radeon HD 7970 cards in CrossFire showed 85% variation in frame delivery times compared with 7% for a single card, while dual GeForce GTX 680 cards in SLI showed only 7% variation compared with 5% for a single card. Multi-GPU micro stuttering became a significant factor in the eventual decline and discontinuation of consumer multi-GPU gaming. Nvidia restricted SLI to a handful of enthusiast-class cards from the GeForce 10 series onward, then replaced it with NVLink on the GeForce RTX 20 series, which saw limited gaming adoption. AMD ceased active CrossFire development around 2017. By the mid-2020s, neither vendor's current consumer GPUs support multi-GPU rendering for games. Other factors that contributed to the decline include DirectX 12 placing multi-GPU support in the hands of game developers rather than driver authors, the incompatibility of temporal anti-aliasing and other temporal rendering techniques with AFR, and the increasing size, power draw, and cost of individual GPUs. Knowledge spillover
Knowledge spillover is an exchange of ideas among individuals. Knowledge spillover is usually replaced by terminations of technology spillover, R&D spillover and/or spillover (economics) when the concept is specific to technology management and innovation economics. In knowledge management economics, knowledge spillovers are non-rival knowledge market costs incurred by a party not agreeing to assume the costs that has a spillover effect of stimulating technological improvements in a neighbor through one's own innovation. Such innovations often come from specialization within an industry. There are two kinds of knowledge spillovers: internal and external. Internal knowledge spillover occurs if there is a positive impact of knowledge between individuals within an organization that produces goods and/or services. An external knowledge spillover occurs when the positive impact of knowledge is between individuals outside of a production organization. Marshall–Arrow–Romer (MAR) spillovers, Porter spillovers and Jacobs spillovers are three types of spillovers. == Conceptualizations == === Marshall–Arrow–Romer === Marshall–Arrow–Romer (MAR) spillover has its origins in 1890, where the English economist Alfred Marshall developed a theory of knowledge spillovers. Knowledge spillovers later were extended by economists Kenneth Arrow (1962) and Paul Romer (1986). In 1992, Edward Glaeser, Hedi Kallal, José Scheinkman, and Andrei Shleifer pulled together the Marshall–Arrow–Romer views on knowledge spillovers and accordingly named the view MAR spillover in 1992. Under the Marshall–Arrow–Romer (MAR) spillover view, the proximity of firms within a common industry often affects how well knowledge travels among firms to facilitate innovation and growth. The closer the firms are to one another, the greater the MAR spillover. The exchange of ideas is largely from employee to employee, in that employees from different firms in an industry exchange ideas about new products and new ways to produce goods. The opportunity to exchange ideas that lead to innovations key to new products and improved production methods. Research on the Cambridge IT Cluster (UK) suggests that technological knowledge spillovers might only happen rarely and are less important than other cluster benefits such as labour market pooling. === Porter === Porter (1990), like MAR, argues that knowledge spillovers in specialized, geographically concentrated industries stimulate growth. He insists, however, that local competition, as opposed to local monopoly, fosters the pursuit and rapid adoption of innovation. He gives examples of Italian ceramics and gold jewellery industries, in which hundreds of firms are located together and fiercely compete to innovate since the alternative to innovation is demise. Porter's externalities are maximized in cities with geographically specialized, competitive industries. === Jacobs === Under the Jacobs spillover view, the proximity of firms from different industries affect how well knowledge travels among firms to facilitate innovation and growth. This is in contrast to MAR spillovers, which focus on firms in a common industry. The diverse proximity of a Jacobs spillover brings together ideas among individuals with different perspectives to encourage an exchange of ideas and foster innovation in an industrially diverse environment. Developed in 1969 by urbanist Jane Jacobs and John Jackson the concept that Detroit’s shipbuilding industry from the 1830s was the critical antecedent leading to the 1890s development of the auto industry in Detroit since the gasoline engine firms easily transitioned from building gasoline engines for ships to building them for automobiles. == Incoming and outgoing spillovers == Knowledge spillover has asymmetric directions. The focal entity and receives or outflows know-how to others, creating incoming and outgoing spillovers. Cassiman and Veugelers (2002) use survey data and estimate incoming and outgoing spillover and study the economic impacts. Incoming spillover increases growth opportunity and productivity improvements of receivers, while outgoing spillover leads to free rider problem in the technology competition. Chen et al. (2013) use econometric method to gauge incoming spillover, a way that applies for all companies without survey. They find that incoming spillover explains R&D profits of industrial firms. == Policy implications == As information is largely non-rival in nature, certain measures must be taken to ensure that, for the originator, the information remains a private asset. As the market cannot do this efficiently, public regulations have been implemented to facilitate a more appropriate equilibrium. As a result, the concept of intellectual property rights have developed and ensure the ability of entrepreneurs to temporarily hold on to the profitability of their ideas through patents, copyrights, trade secrets, and other governmental safeguards. Conversely, such barriers to entry prevent the exploitation of informational developments by rival firms within an industry. For example, Wang (2023) indicates that technology spillovers are reduced by 27% to 51% when trade secrets laws are implemented by the Uniform Trade Secrets Act in the US. On the other hand, when the research and development of a private firm results in a social benefit, unaccounted for within the market price, often greater than the private return of the firm's research, then a subsidy to offset the underproduction of that benefit might be offered to the firm in return for its continued output of that benefit. Government subsidies are often controversial, and while they might often result in a more appropriate social equilibrium, they could also lead to undesirable political repercussions as such a subsidy must come from taxpayers, some of whom may not directly benefit from the researching firm's subsidized knowledge spillover. The concept of knowledge spillover is also used to justify subsidies to foreign direct investment, as foreign investors help diffuse technology among local firms. == Examples == Business parks are a good specific example of concentrated businesses that may benefit from MAR spillover. Many semiconductor firms intentionally located their research and development facilities in Silicon Valley to take advantage of MAR spillover. In addition, the film industry in Los Angeles, California, and elsewhere relies on a geographic concentration of specialists (directors, producers, scriptwriters, and set designers) to bring together narrow aspects of movie-making into a final product. A general example of a knowledge spillover could be the collective growth associated with the research and development of online social networking tools like Facebook, YouTube, and Twitter. Such tools have not only created a positive feedback loop, and a host of originally unintended benefits for their users, but have also created an explosion of new software, programming platforms, and conceptual breakthroughs that have perpetuated the development of the industry as a whole. The advent of online marketplaces, the utilization of user profiles, the widespread democratization of information, and the interconnectivity between tools within the industry have all been products of each tool's individual developments. These developments have since spread outside the industry into the mainstream media as news and entertainment firms have developed their own market feedback applications within the tools themselves, and their own versions of online networking tools (e.g. CNN’s iReport).
