AI Safety Summit 2023

The AI Safety Summit 2023 was an international conference on the safety and regulation of artificial intelligence. Organized by the British government, it was held in November 2023 at Bletchley Park, Milton Keynes, England. The event was the first ever global summit on artificial intelligence. The event led to the release of the Bletchley Declaration, which focused on "identifying AI safety risks of shared concern" and "building respective risk-based policies" to "ensure that the benefits of the technology can be harnessed responsibly for good and for all." == Background == The prime minister of the United Kingdom at the time, Rishi Sunak, made AI one of the priorities of his government, announcing that the UK would host a global AI Safety conference in autumn 2023. == Venue == Bletchley Park was a World War II codebreaking facility established by the British government on the site of a Victorian manor and is in the British city of Milton Keynes. It has played an important role in the history of computing, with some of the first modern computers being built at the facility. == Outcomes == 28 countries at the summit, including the United States, China, Australia, and the European Union, have issued an agreement known as the Bletchley Declaration, calling for international co-operation to manage the challenges and risks of artificial intelligence. The Bletchley Declaration affirms that AI should be designed, developed, deployed, and used in a manner that is safe, human-centric, trustworthy and responsible. Emphasis has been placed on regulating "Frontier AI", a term for the latest and most powerful AI systems. Concerns that have been raised at the summit include the potential use of AI for terrorism, criminal activity, and warfare, as well as existential risk posed to humanity as a whole.The president of the United States, Joe Biden, signed an executive order requiring AI developers to share safety results with the US government. The US government also announced the creation of an American AI Safety Institute, as part of the National Institute of Standards and Technology. InstallCore

InstallCore (stylized as installCore) was an installation and content distribution platform created by ironSource, considered potentially unwanted programs (PUP) by a number of anti-malware vendors. It included a software development kit (SDK) for Windows and Mac OS X. The program allowed those using it for distribution to include monetization by advertisements or charging for installation, and made its installations invisible to the user and its anti-virus software. The platform and its programs have been rated potentially unwanted programs (PUP) or potentially unwanted applications (PUA) by anti-malware product vendors since 2014, and by Windows Defender Antivirus since 2015. The platform was primarily designed for efficient web-based deployment of various types of application software. As of August 2012, InstallCore was managing 100 million installations every month, offering services for paid, unpaid, and free software by using the SDK version. == History == The InstallCore team introduced the first version of the SDK at the beginning of 2011. The SDK was a fork of the FoxTab installer and had only basic Installation features. InstallCore was discontinued as part of a company flotation in late 2020. == Criticism and malware classification == InstallCore and its software packages have been classified as potentially unwanted programs (PUP) or potentially unwanted applications (PUA), by anti-malware product vendors and Windows Defender Antivirus from 2014–2015 onwards, with many stating that it installs adware and other additional PUPs. Malwarebytes identified the program as "a family of bundlers that installs more than one application on the user's computer". It has been described as "crossing the line into full-blown malware" and a "nasty Trojan".

Bootstrap (front-end framework)

Bootstrap (formerly Twitter Bootstrap) is a free and open-source CSS framework directed at responsive, mobile-first front-end web development. It contains HTML, CSS and (optionally) JavaScript-based design templates for typography, forms, buttons, navigation, and other interface components. As of May 2023, Bootstrap is the 17th most starred project (4th most starred library) on GitHub, with over 164,000 stars. According to W3Techs, Bootstrap is used by 19.2% of all websites. == Features == Bootstrap is an HTML, CSS and JS library that focuses on simplifying the development of informative web pages (as opposed to web applications). The primary purpose of adding it to a web project is to apply Bootstrap's choices of color, size, font and layout to that project. As such, the primary factor is whether the developers in charge find those choices to their liking. Once added to a project, Bootstrap provides basic style definitions for all HTML elements. The result is a uniform appearance for prose, tables and form elements across web browsers. In addition, developers can take advantage of CSS classes defined in Bootstrap to further customize the appearance of their contents. For example, Bootstrap has provisioned for light- and dark-colored tables, page headings, more prominent pull quotes, and text with a highlight. Bootstrap also comes with several JavaScript components which do not require other libraries like jQuery. They provide additional user interface elements such as dialog boxes, tooltips, progress bars, navigation drop-downs, and carousels. Each Bootstrap component consists of an HTML structure, CSS declarations, and in some cases accompanying JavaScript code. They also extend the functionality of some existing interface elements, including for example an auto-complete function for input fields. The most prominent components of Bootstrap are its layout components, as they affect an entire web page. The basic layout component is called "Container", as every other element in the page is placed in it. Developers can choose between a fixed-width container and a fluid-width container. While the latter always fills the width with the web page, the former uses one of the five predefined fixed widths, depending on the size of the screen showing the page: Smaller than 576 pixels 576–768 pixels 768–992 pixels 992–1200 pixels 1200–1400 pixels Larger than 1400 pixels Once a container is in place, other Bootstrap layout components implement a CSS Flexbox layout through defining rows and columns. A precompiled version of Bootstrap is available in the form of one CSS file and three JavaScript files that can be readily added to any project. The raw form of Bootstrap, however, enables developers to implement further customization and size optimizations. This raw form is modular, meaning that the developer can remove unneeded components, apply a theme and modify the uncompiled Sass files. == History == === Early beginnings === Bootstrap, originally named Twitter Blueprint, was developed by Mark Otto and Jacob Thornton at Twitter in 2010 as a framework to encourage consistency across internal tools. Before Bootstrap, various libraries were used for interface development, which led to inconsistencies and a high maintenance burden. According to Otto: A super small group of developers and I got together to design and build a new internal tool and saw an opportunity to do something more. Through that process, we saw ourselves build something much more substantial than another internal tool. Months later, we ended up with an early version of Bootstrap as a way to document and share common design patterns and assets within the company. After a few months of development by a small group, many developers at Twitter began to contribute to the project as a part of Hack Week, a hackathon-style week for the Twitter development team. It was renamed from Twitter Blueprint to Twitter Bootstrap and released as an open-source project on August 19, 2011. It has continued to be maintained by Otto, Thornton, a small group of core developers, and a large community of contributors. === Bootstrap 2 === On January 31, 2012, Bootstrap 2 was released, which added built-in support for Glyphicons, several new components, as well as changes to many of the existing components. This version supports responsive web design, meaning the layout of web pages adjusts dynamically, taking into account the characteristics of the device used (whether desktop, tablet, mobile phone). Shortly before the release of Bootstrap 2.1.2, Otto and Thornton left Twitter, but committed to continue to work on Bootstrap as an independent project. === Bootstrap 3 === On August 19, 2013, Bootstrap 3 was released. It redesigned components to use flat design and a mobile first approach. Bootstrap 3 features new plugin system with namespaced events. Bootstrap 3 dropped Internet Explorer 7 and Firefox 3.6 support, but there is an optional polyfill for these browsers. Bootstrap 3 was also the first version released under the twbs organization on GitHub instead of the Twitter one. === Bootstrap 4 === Otto announced Bootstrap 4 on October 29, 2014. The first alpha version of Bootstrap 4 was released on August 19, 2015. The first beta version was released on August 10, 2017. Otto suspended work on Bootstrap 3 on September 6, 2016, to free up time to work on Bootstrap 4. Bootstrap 4 was finalized on January 18, 2018. Significant changes include: Major rewrite of the code Replacing Less with Sass Addition of Reboot, a collection of element-specific CSS changes in a single file, based on Normalize Dropping support for IE8, IE9, and iOS 6 CSS Flexible Box support Adding navigation customization options Adding responsive spacing and sizing utilities Switching from the pixels unit in CSS to root ems Increasing global font size from 14px to 16px for enhanced readability Dropping the panel, thumbnail, pager, and well components Dropping the Glyphicons icon font Huge number of utility classes Improved form styling, buttons, drop-down menus, media objects and image classes Bootstrap 4 supports the latest versions of Google Chrome, Firefox, Internet Explorer, Opera, and Safari (except on Windows). Personal media

Personal media are media of communication which are used by an individual rather than by a corporation or institution. They are generally contrasted with mass media which are produced by teams of people and broadcast to a general population. In other words, personal media allow individuals, as opposed to corporate entities, to contribute knowledge and opinion to the public. The term dates from the 1980s. New technologies such as social media and self-publishing are creating a variety of modes for modern media. Marika Lüders suggests a two-dimensional model for classifying such media with one dimension being the degree of interaction between the senders and receivers; and the other dimension being the level of institutionalisation and professionalism. Katherine Nashleanas links the concept of personal media to the notion of 'control' by an individual as opposed to a centralised authority. She argues that although personal media including the fax have been available to the general public since the 1960s, more recent technologies such as the smartphone confer greater control over content production and distribution to their users.

Virtual DOM

A virtual DOM is a lightweight JavaScript representation of the Document Object Model (DOM) used in declarative web frameworks such as React, Vue.js, and Elm. Since generating a virtual DOM is relatively fast, any given framework is free to rerender the virtual DOM as many times as needed relatively cheaply. The framework can then find the differences between the previous virtual DOM and the current one (diffing), and only makes the necessary changes to the actual DOM (reconciliation). While technically slower than using just vanilla JavaScript, the pattern makes it much easier to write websites with a lot of dynamic content, since markup is directly coupled with state. Similar techniques include Ember.js' Glimmer and Angular's incremental DOM. == History == The JavaScript DOM API has historically been inconsistent across browsers, clunky to use, and difficult to scale for large projects. While libraries like jQuery aimed to improve the overall consistency and ergonomics of interacting with HTML, it too was prone to repetitive code that didn't describe the nature of the changes being made well and decoupled logic from markup. The release of AngularJS in 2010 provided a major paradigm shift in the interaction between JavaScript and HTML with the idea of dirty checking. Instead of imperatively declaring and destroying event listeners and modifying individual DOM nodes, changes in variables were tracked and sections of the DOM were invalidated and rerendered when a variable in their scope changed. This digest cycle provided a framework to write more declarative code that coupled logic and markup in a more logical way. While AngularJS aimed to provide a more declarative experience, it still required data to be explicitly bound to and watched by the DOM, and performance concerns were cited over the expensive process of dirty checking hundreds of variables. To alleviate these issues, React was the first major library to adopt a virtual DOM in 2013, which removed both the performance bottlenecks (since diffing and reconciling the DOM was relatively cheap) and the difficulty of binding data (since components were effectively just objects). Other benefits of a virtual DOM included improved security since XSS was effectively impossible and better extensibility since a component's state was entirely encapsulated. Its release also came with the advent of JSX, which further coupled HTML and JavaScript with an XML-like syntax extension. Following React's success, many other web frameworks copied the general idea of an ideal DOM representation in memory, such as Vue.js in 2014, which used a template compiler instead of JSX and had fine-grained reactivity built as part of the framework. In recent times, the virtual DOM has been criticized for being slow due to the additional time required for diffing and reconciling DOM nodes. This has led to the development of frameworks without a virtual DOM, such as Svelte, and frameworks that edit the DOM in-place such as Angular 2. == Implementations == === React === React pioneered the use of a virtual DOM to make components declaratively. Virtual DOM nodes are constructed using the createElement() function, but are often transpiled from JSX to make writing components more ergonomic. In class-based React, virtual DOM nodes are returned from the render() function, while in functional hook-based components, the return value of the function itself serves as the page markup. === Vue.js === Vue.js uses a virtual DOM to handle state changes, but is usually not directly interacted with; instead, a compiler is used to transform HTML templates into virtual DOM nodes as an implementation detail. While Vue supports writing JSX and custom render functions, it's more typical to use the template compiler since a build step isn't required that way. === Svelte === Svelte does not have a virtual DOM, with its creator Rich Harris calling the virtual DOM "pure overhead". Instead of diffing and reconciling DOM nodes at runtime, Svelte uses compile-time reactivity to analyze markup and generate JavaScript code that directly manipulates the DOM, drastically increasing performance.

Situational application

In computing, a situational application is "good enough" software created for a narrow group of users with a unique set of needs. The application typically (but not always) has a short life span, and is often created within the group where it is used, sometimes by the users themselves. As the requirements of a small team using the application change, the situational application often also continues to evolve to accommodate these changes. Although situational applications are specifically designed to embrace change, significant changes in requirements may lead to an abandonment of the situational application altogether – in some cases it is just easier to develop a new one than to evolve the one in use. == Characteristics == Situational applications are developed fast, easy to use, uncomplicated, and serve a unique set of requirements. They have a narrow focus on a specific business problem, and they are written in a way where if the business problem changes rapidly, so can the situational application. This contrasts with more common enterprise applications, which are designed to address a large set of business problems, require meticulous planning, and impose a sometimes-slow and often-meticulous change process. == Origination == Clay Shirky in his essay entitled "Situated Software" described a type of software that "...is designed for use by a specific social group, rather than for a generic set of "users"." IBM later morphed the term into "situational applications". == Evolution == The successful large-scale implementation of a situational application environment in an organization requires a strategy, mindset, methodology and support structure quite different from traditional application development. This is now evolving as more companies learn how to best leverage the ideas behind situational applications. In addition, the advent of cloud-based application development and deployment platforms makes the implementation of a comprehensive situational application environment much more feasible. == Examples == A structured wiki that can host wiki applications lends itself to creation of situational applications. Some mashups can also be considered situational applications. A forms application such as a Microsoft Access Database (MDB file) can be considered a situational application. The latest implementations of situational application environments include Longjump, Force.com and WorkXpress.

Digital history

Digital history is the use of digital media to further historical analysis, presentation, and research. It is a branch of the digital humanities and an extension of quantitative history, cliometrics, and computing. Digital history is commonly known as digital public history, concerned primarily with engaging online audiences with historical content, or digital research methods, that further academic research. Digital history outputs include: digital archives, online presentations, data and information visualizations, interactive maps, timelines, audio files, and virtual worlds. These outputs are designed to enhance accessibility to users, facilitating engagement with historical content. Recent digital history projects focus on creativity, collaboration, and technical innovation, text mining, corpus linguistics, network analysis, 3D modeling, and big data analysis. By utilizing these resources, the user can rapidly develop new analyses that can link to, extend, and bring to life existing histories. == History == Rooted in earlier social science history work, particularly around the history of enslavement in the United States, early digital history in the 1960s and 70s focused on using computers to conduct quantitative analyses, primarily of demographic and social history data - censuses, election returns, city directories, and other tabular or countable data. - with the aim of producing defensible research findings These early computers could be programmed to conduct statistical analyses of these records, creating tallies, or seeking trends across records. This research into historical demography was rooted in the rise of social history as a field of historical interest. The historians involved in this work sought to quantify past societies, to come to new conclusions about communities and population. Computers proved capable tools for that type of work. By the late 1970s younger historians turned to cultural studies, most of these studies involved online databases that were checked by Professionals in Great Britain about once a year. The outpouring of quantitative studies by established scholars continued. Since then, quantitative history and cliometrics have been used primarily by historically minded economists and political scientists. In the late 1980s quantifiers founded the Association for History and Computing. This movement provided some of the impetus for the rise of digital history in the 1990s. The more recent roots of digital history were in software rather than online networks. In 1982, the Library of Congress embarked on its Optical Disk Pilot Project, which placed text and images from its collection on to laserdiscs and CD-ROMs. The library started offering online exhibits in 1992 when it launched Selected Civil War Photographs. In 1993, Roy Rosenzweig, along with Steve Brier and Josh Brown, produced their award-winning CD-ROM Who Built America? From the Centennial Exposition of 1876 to the Great War of 1914, designed for Apple, Inc. that integrated images, text, film and sound clips, displayed in a visual interface that supported a text narrative. Among the earliest online digital history projects were The Heritage Project of the University of Kansas, and medieval historian Dr. Lynn Nelson's World History Index and History Central Catalogue. Another was The Valley of the Shadow, conceived in 1991 by current University of Richmond professor of humanities and president emeritus, Edward L. Ayers, who was then at the University of Virginia. The Institute for Advanced Technology in the Humanities (IATH) at the University of Virginia adopted the Valley Project and partnered with IBM to collect and transcribe historical sources into digital files. The project collected data related to Augusta County in Virginia and Franklin County in Pennsylvania during the American Civil War. In 1996, William G. Thomas III joined Ayers on the Valley Project. Together, they produced an online article entitled "The Differences Slavery Made: A Close Analysis of Two American Communities," which also appeared in The American Historical Review in 2003. A CD-ROM also accompanied the Valley Project, published by W. W. Norton and Company in 2000. Rosenzweig, who died October 11, 2007, founded the Center for History and New Media (CHNM) at George Mason University in 1994. Today, CHNM boasts several digital tools available to historians, such as Zotero, Omeka or Tropy. In 1997, Ayers and Thomas used the term "digital history" when they proposed and founded the Virginia Center for Digital History (VCDH) at the University of Virginia, the earliest center devoted exclusively to history. Several other institutions promoting digital history include the Center for Humane Arts, Letters, and Social Sciences Online (MATRIX) at Michigan State University, Maryland's Institute for Technology in the Humanities, and the Center for Digital Research in the Humanities at the University of Nebraska. In 2004, Emory University launched Southern Spaces, a "peer-reviewed Internet journal and scholarly forum" examining the history of the South. == Applications == There are many potential benefits to the use of digital history when combined with traditional historical methods. Some of these applications include: Combining traditional historical methods and new research methods in order to come to new conclusions. Using different tools to extract and analyse larger amounts of data that would not be manageable otherwise. Create models and maps of data extracted to create a visualisation of the data. Data extracted and analysed can be placed alongside existing historiography to increase combined historical knowledge. By adding new research methods to existing historical method, historians can benefit greatly from the ability to work with larger amounts of data and develop new interpretations from this. == Notable Projects == The collaborative nature of most digital history endeavors has meant that the discipline has developed primarily at institutions with the resources to sponsor content research and technical innovation. Two of the first centers, George Mason University's Center for History and New Media and the Virginia Center for Digital History at the University of Virginia have been among the leaders in the development of digital history projects and the education of digital historians. Some of the noteworthy projects emerging from these pioneering centers are The Geography of Slavery, The Texas Slavery Project, and The Countryside Transformed at VCDH and Liberty, Equality, Fraternity: Exploring the French Revolution and The Lost Museum at the CHNM. In each of these projects, mediated archives holding multiple types of sources are combined with digital tools to analyze and illuminate an historical question to a varying degree; this integration of content and tools with analysis is one of the hallmarks of digital history—projects move beyond archives or collections and into scholarly analysis and the use of digital tools to develop that analysis. The differences between the ways projects incorporate these integrations are a measure of the development of the field and point to the ongoing debates over what digital history can and should be. While many of the projects at VCDH, CHNM, and other university's centers have been geared towards academics and post-secondary education, the University of Victoria (British Columbia), in conjunction with the Université de Sherbrooke and the Ontario Institute for Studies in Education at the University of Toronto, has created as series of projects for all ages, "Great Unsolved Mysteries in Canadian History." Laden with instructional aids, this site asks teachers to introduce students to historical research methods to help them develop analytical skills and a sense of the complexities of their national history. Issues of race, religion, and gender are addressed in carefully constructed modules that cover incidents in Canadian history from Viking exploration through the 1920s. One of the original co-creators of the project, John Lutz has also developed Victoria's Victoria with the University of Victoria and Malaspina University-College. In addition to Ayers, Thomas, Lutz, and Rosenzweig, numerous other individual scholars work with digital history techniques and have made and/or continue to make important contributions to the field. Robert Darnton's 2000 article, "An Early Information Society: News and the Media in Eighteenth-Century Paris" was supplemented with electronic resources and is an early model of the discussions around digital history and its future in the humanities. One of the first major digital projects to be reviewed by the American Historical Review (AHR) was Philip Ethington's "Los Angeles and the Problem of Urban Historical Knowledge"—a multimedia exploration of changes to Los Angeles' physical profile over the course of several decades.
