Trustworthy AI

Trustworthy AI refers to artificial intelligence systems that are designed to have transparent reasoning, are explainable (XAI), accountable, robust, fair and honest, respectful of data privacy, and steerable or alignable with human goals. == Terminology == Recent work in AI ethics distinguishes trustworthiness and trustability as two different conditions relevant to trustworthy AI. Trustworthiness is concerned with whether an AI system or the institutions deploying it merit trust by being reliable, fair, and accountable. Trustability, on the other hand, is the prior question of whether a given entity is even the kind of thing to which interpersonal trust can coherently apply as opposed to mere instrumental reliance. Some philosophers argue that current AI systems are best understood as tools that are not genuine targets of interpersonal trust. They argue that trust should be directed toward the human and institutional arrangements that govern the systems' design, deployment, and oversight. This stance supports interpreting "trustworthy AI" as trustworthy governance and use of AI rather than trust in the artifacts themselves. Transparency in AI involves making the processes and decisions of such systems understandable to users and stakeholders. Accountability ensures that there are protocols for addressing adverse outcomes or biases that may arise, with designated responsibilities for oversight and remediation. Robustness and security aim to ensure that AI systems perform reliably under various conditions and are safeguarded against malicious attacks. Harmlessness can be achieved by refusal training: training the models to avoid problematic requests, and by adding filters to detect and prevent discussion on biased, unethical, or dangerous outputs. There is research on how to train AI so that it aligns with human goals. == Techniques and ITU standardization == Trustworthy AI creation is a goal of AI governance and policymaking. To achieve transparency and data privacy, several privacy-enhancing technologies (PETs) can be used. These include: Homomorphic encryption for computing with encrypted data without ever decrypting it. Federated learning and secure multi-party computation (MPC) for distributing the model training without sharing information between the learning centers and computing servers. Differential privacy for exposing statistical data while guaranteeing that no private information is exposed. Zero-knowledge proof - providing proven validity for statements without disclosing any extra information. A work programme for achieving Trustworthy AI was set up by the International Telecommunication Union, an agency of the United Nations, initiated under its AI for Good programme. Its origin lies with the ITU-WHO Focus Group on Artificial Intelligence for Health, where a strong need for both privacy and analytics created demand for a standard in these technologies. In 2020, AI for Good moved online, and the TrustworthyAI seminar series was established to initiate discussions on these topics. This eventually led to standardization activities. === Multi-party computation === Secure multi-party computation (MPC) is being standardized under "Question 5" (the incubator) of ITU-T Study Group 17. === Homomorphic encryption === Homomorphic encryption allows for computing on encrypted data, where the outcomes or result is still encrypted and unknown to those performing the computation, but can be deciphered by the original encryptor. It is often developed with the goal of enabling use in jurisdictions different from the data creation (under, for instance, GDPR). ITU has been collaborating since the early stage of the HomomorphicEncryption.org standardization meetings, which has developed a standard on homomorphic encryption. The fifth homomorphic encryption meeting was hosted at ITU HQ in Geneva. === Federated learning === Zero-sum masks as used by federated learning for privacy preservation are used extensively in the multimedia standards of ITU-T Study Group 16 (VCEG) such as JPEG, MP3, H.264, and H.265 (commonly known as MPEG). === Zero-knowledge proof === Previous pre-standardization work on the topic of zero-knowledge proof has been conducted in the ITU-T Focus Group on Digital Ledger Technologies. === Differential privacy === The application of differential privacy in the preservation of privacy was examined at several of the "Day 0" machine learning workshops at AI for Good Global Summits. == Mozilla "Rebel Alliance" == In January 2026, the Mozilla Foundation and its subsidiaries announced a strategic shift to deploy their entire $1.4 billion reserve into building what foundation president Mark Surman termed a "rebel alliance" for trustworthy AI. Framed by Surman as a mission-driven alternative to the market dominance of OpenAI and Anthropic, the initiative seeks to establish an open-source AI stack by 2028. The alliance includes several startups funded via Mozilla Ventures, specifically focusing on decentralized governance and transparency: Trail: A firm developing AI compliance frameworks for regulated industries. Transformer Lab: A developer of open-source tools for AI model management. Oumi: A platform for training and deploying open-source models. The "rebel alliance" terminology is a historical reference to Mozilla's efforts in 1998 to challenge Microsoft's browser monopoly. While the $1.4 billion in funding is significant, it has been contrasted with the tens of billions in capital raised by proprietary competitors like OpenAI.

Application enablement

Application enablement is an approach which brings telecommunications network providers and developers together to combine their network and web abilities in creating and delivering high demand advanced services and new intelligent applications. Network providers, in addition to bandwidth, provide abilities such as billing, location, presence, and security, which have allowed them to establish long-term relationships with end-users. By offering these select abilities as application programming interfaces (APIs), providers give developers access to a set of tools to create (mashup) new applications and services to run on provider networks. Unifying the strengths of providers and developers facilitates the creation of mash-up applications, and in turn, a better end user quality of experience (QoE) for improved profit margins. Apple's iOS with App Store, and Google's Android with Android Market exemplify this approach. Both have introduced mobile platforms that are supported by a comprehensive ecosystem in order to perpetuate innovation in product design, content and service offerings, and overall consumer behavior. By the end of April 2010, downloadable applications numbered over 200,000 for iPhone and over 50,000 for Android. == Background == Historically, telecommunication providers primarily based their business models on network performance, emphasizing connectivity, availability, and quality of service (QoS) as key sources of revenue and customer value. With the increasing demand for bandwidth-intensive data and video applications, maintaining service continuity has required substantial infrastructure investments. To address rising operational costs and declining average revenue per user (ARPU), providers have increasingly adopted customer-oriented strategies and diversified business models to expand their roles within the telecommunications value chain. Application enablement supports providers in making this transition by providing an environment, or ecosystem, where providers and developers can collaborate to build, test, manage, and distribute applications across networks including television, broadband, Internet, and mobile. This cooperative effort produces mutually beneficial results for all parties, opening up new revenue streams while enhancing value and rate of return (ROI). The following are some examples of key network abilities which function as application enablers in the telecommunications market: Billing systems Security for private transactions Network-based storage of digital content End-to-end bandwidth for high-quality transmissions Scoring abilities to identify end-user preferences and behaviors Subscriber data to customize the end-user experience Context information, such as location and presence, to localize services. == New business models == As network providers work toward effective collaboration with application and content developers, several new business models are emerging to help facilitate the business relationships: === Vendor-led === A type of business model driven by telecommunications vendors, who assist network providers in building relationships with application and content developers to lower the cost and complexity of managing third parties. Examples of this model include: Forum Nokia IBM Technology Partner Ecosystem Ng Connect Huawei Intouch program === Operator-led === Characterized by network providers who want to maintain a high degree of flexibility and control over applications created for their end-consumers, this model lets them create and manage their own developer program, development platform, and application store. Under this arrangement, independent developers provide their own branding, marketing communications, pricing and customer care. Network providers pursuing this model will often seek to partner with a large number of third parties using standardized on-boarding processes. This business-to-business approach reduces a large portion of the potential costs of third party application enablement (marketing, acquisition and support). In this model, the network provider establishes a platform for their large enterprise customers who want to blend custom software with enhanced abilities, and will provide standardized processes around mobilizing enterprise applications, and exposing core back-office abilities to allow for dynamic customer interaction. Examples of this model include: Vodafone Applications Service Verizon Private Network Sprint Solution Launchpad === Trusted partner === In this model, the network provider builds one-on-one relationships with trusted third-party developers by exposing customized network abilities, bringing a greater variety of brands to the network provider's portfolio. Under this scenario, network providers benefit from a pre-established customer base and the developer's marketing resources. Honeywell JetWave

Honeywell's JetWave is a piece of satellite communications hardware produced by Honeywell that enables global in-flight internet connectivity. Its connectivity is provided using Inmarsat’s GX Aviation network. The JetWave platform is used in business and general aviation, as well as defense and commercial airline users. == History == In 2012, Honeywell announced it would provide Inmarsat with the hardware for its GX Ka-band in-flight connectivity network. The Ka-band (pronounced either "kay-ay band" or "ka band") is a portion of the microwave part of the electromagnetic spectrum defined as frequencies in the range 27.5 to 31 gigahertz (GHz). In satellite communications, the Ka-band allows higher bandwidth communication. In 2017, after five years and more than 180 flight hours and testing, JetWave was launched as part of GX Aviation with Lufthansa Group. Honeywell’s JetWave was the exclusive terminal hardware option for the Inmarsat GX Aviation network; however, the exclusivity clause in that contract has expired. In July 2019, the United States Air Force selected Honeywell’s JetWave satcom system for 70 of its C-17 Globemaster III cargo planes. In December 2019, it was reported that six AirAsia aircraft had been fitted with Inmarsat’s GX Aviation Ka-band connectivity system and is slated to be implemented fleetwide across AirAsia’s Airbus A320 and A330 models in 2020, requiring installation of JetWave atop AirAsia’s fuselages. Today, Honeywell’s JetWave hardware is installed on over 1,000 aircraft worldwide. In August 2021, the Civil Aviation Administration of China approved a validation of Honeywell’s MCS-8420 JetWave satellite connectivity system for Airbus 320 aircraft. In December 2021, Honeywell, SES, and Hughes Network Systems demonstrated multi-orbit high-speed airborne connectivity for military customers using Honeywell’s JetWave MCX terminal with a Hughes HM-series modem, and SES satellites in both medium Earth orbit (MEO) and geostationary orbit (GEO). The tests achieved full duplex data rates of more than 40 megabits per second via a number of SES' (GEO) satellites including GovSat-1, and the high-throughput, low-latency O3b MEO satellite constellation, with connections moving between GEO/MEO links in under 30 sec. == Uses == === Commercial aviation === Honeywell’s JetWave enables air transport and regional aircraft to connect to Inmarsat’s GX Aviation network. The multichannel satellite (MSC) JetWave terminals share the same antenna controller, modem and router hardware with the business market, but have an MCS-8200 fuselage-mounted antenna. === Business aviation === Honeywell’s JetWave hardware allows users to connect to Inmarsat’s Jet ConneX, a business aviation broadband connectivity offering to provide Wi-Fi for connected devices. JetWave offers a tail-mount antenna for business jets. === Defense === Honeywell’s JetWave satellite communications system for defense allows users to connect to the Inmarsat GX network, offering global coverage for military airborne operators, including over water, over nontraditional flight paths and in remote areas. JetWave and the Inmarsat GX network enable mission-critical applications like real-time weather; videoconferencing; large file transfers; encryption capabilities; in-flight briefings; intelligence, surveillance, and reconnaissance video; and secure communications. JetWave is configurable for a variety of military platforms and offers antennas for large and small airframes.

Modulation error ratio

The modulation error ratio (MER) is a measure used to quantify the performance of a digital radio (or digital TV) transmitter or receiver in a communications system using digital modulation (such as QAM). A signal sent by an ideal transmitter or received by a receiver would have all constellation points precisely at the ideal locations, however various imperfections in the implementation (such as noise, low image rejection ratio, phase noise, carrier suppression, distortion, etc.) or signal path cause the actual constellation points to deviate from the ideal locations. Transmitter MER can be measured by specialized equipment, which demodulates the received signal in a similar way to how a real radio demodulator does it. Demodulated and detected signal can be used as a reasonably reliable estimate for the ideal transmitted signal in MER calculation. == Definition == An error vector is a vector in the I-Q plane between the ideal constellation point and the point received by the receiver. The Euclidean distance between the two points is its magnitude. The modulation error ratio is equal to the ratio of the root mean square (RMS) power (in Watts) of the reference vector to the power (in Watts) of the error. MER is closely related to error vector magnitude (EVM), but MER is calculated from the average power of the signal. MER is also closely related to signal-to-noise ratio. MER includes all imperfections including deterministic amplitude imbalance, quadrature error and distortion, while noise is random by nature.

Conversion path

A conversion path is a description of the steps taken by a user of a website towards a desired end from the standpoint of the website operator or marketer. The typical conversion path begins with a user arriving at a landing page or a product page and proceeding through a series of page transitions until reaching a final state, either positive (e.g. purchase) or negative (e.g. abandoned session). In practice, the study of the dynamics of this process by the interested party has evolved into a sophisticated field, where various statistical methods are being applied to the optimization of outcomes. This includes real-time adjustment of presented content, in which a website operator tries to provide deliberate incentives to increase the odds of conversion based on various sources of information, including demographic traits, search history, and browsing events. In practice, this reflects in different content presented to users arriving from online advertising versus search engines, and similarly, different content is presented depending on their demographic segments. The fundamental metric describing this process in the aggregate is known as conversion rate.

ClearForest

ClearForest was an Israeli software company that developed and marketed text analytics and text mining solutions. == History == Founded in 1998, ClearForest had its headquarters just outside Boston and a development center in Or Yehuda. The company was acquired by Reuters in April, 2007. It now markets its services under the names Calais, OpenCalais, and OneCalais. ClearForest was previously venture-backed; its last funding round was led by Greylock Ventures and closed in 2005. Other investors included DB Capital Partners, Pitango, Walden Israel, Booz Allen, JP Morgan Partners and HarbourVest Partners. On February 7, 2008 Reuters announced the launch of Open Calais, a named-entity recognition and semantic analysis service that uses ClearForest technology. On April 30, 2007, Reuters announced that it would acquire ClearForest. Sources estimate the acquisition to be for $25 Million. == Solutions and products == ClearForest offers several hosted solutions, including: OpenCalais, a free web service and open API (for commercial and non-commercial use) that performs named-entity recognition and enables automatic metadata generation using the ClearForest financial module. Semantic Web Services (SWS), an on-demand service that makes ClearForest's natural language processing tools available as a standard web service. A subset of ClearForest's capabilities is available via SWS at no cost. Gnosis, a free Firefox extension that uses SWS to analyze the content of a web page. Gnosis identifies named entities such as people, companies, organizations, geographies and products on the page being viewed. Gnosis also automatically processes pages from Wikipedia, providing additional links for people, geographies and other entities which were not explicitly linked within the subject article. Harvest, a real-time machine-readable news service that uses SWS to process a company's news and document feeds and return machine-readable information about people, companies, locations and over 200 other entities facts and events. Data communication

Data communication is the transfer of data over a point-to-point or point-to-multipoint communication channel. Data communication comprises data transmission and data reception and can be classified as analog transmission and digital communications. Analog data communication conveys voice, data, image, signal or video information using a continuous signal, which varies in amplitude, phase, or some other property. In baseband analog transmission, messages are represented by a sequence of pulses by means of a line code; in passband analog transmission, they are communicated by a limited set of continuously varying waveforms, using a digital modulation method. Passband modulation and demodulation are carried out by modem equipment. Digital transmission and digital reception are the transfer of either a digitized analog signal or a born-digital bitstream. Baseband digital transmission is regarded as comprising part of a digital signal, whereas passband transmission of digital data may also or alternatively be considered a form of digital-to-analog conversion. Data communication channels include copper wires, optical fibers, wireless communication using radio spectrum, storage media and computer buses. The data are represented as an electromagnetic signal, such as an electrical voltage, radiowave, microwave, or infrared signal. == Distinction between related subjects == Digital transmission or data transmission traditionally belongs to telecommunications and electrical engineering. Basic principles of data transmission may also be covered within the computer science or computer engineering topic of data communications, which also includes computer networking applications and communication protocols, for example, routing, switching and inter-process communication. Although the Transmission Control Protocol (TCP) involves transmission, TCP and other transport layer protocols are covered in computer networking but not discussed in a textbook or course about data transmission. In most textbooks, the term analog transmission only refers to the transmission of an analog message signal (without digitization) by means of an analog signal, either as a non-modulated baseband signal or as a passband signal using an analog modulation method such as AM or FM. Cryptography (may occur at any layer) It is also common to deal with the cross-layer design of those three layers. == Applications and history == Data (mainly but not exclusively informational) has been sent via non-electronic (e.g. optical, acoustic, mechanical) means since the advent of communication. Analog signal data has been sent electronically since the advent of the telephone. However, the first data electromagnetic transmission applications in modern time were electrical telegraphy (1809) and teletypewriters (1906), which are both digital signals. The fundamental theoretical work in data transmission and information theory by Harry Nyquist, Ralph Hartley, Claude Shannon and others during the early 20th century, was done with these applications in mind. In the early 1960s, Paul Baran invented distributed adaptive message block switching for digital communication of voice messages using switches that were low-cost electronics. Donald Davies invented and implemented modern data communication during 1965–7, including packet switching, high-speed routers, communication protocols, hierarchical computer networks and the essence of the end-to-end principle. Baran's work did not include routers with software switches and communication protocols, nor the idea that users, rather than the network itself, would provide the reliability. Both were seminal contributions that influenced the development of computer networks. Data transmission is utilized in computers in computer buses and for communication with peripheral equipment via parallel ports and serial ports such as RS-232 (1969), FireWire (1995) and USB (1996). The principles of data transmission are also utilized in storage media for error detection and correction since 1951. The first practical method to overcome the problem of receiving data accurately by the receiver using digital code was the Barker code invented by Ronald Hugh Barker in 1952 and published in 1953. Data transmission is utilized in computer networking equipment such as modems (1940), local area network (LAN) adapters (1964), repeaters, repeater hubs, microwave links, wireless network access points (1997), etc. In telephone networks, digital communication is utilized for transferring many phone calls over the same copper cable or fiber cable by means of pulse-code modulation (PCM) in combination with time-division multiplexing (TDM) (1962). Telephone exchanges have become digital and software controlled, facilitating many value-added services. For example, the first AXE telephone exchange was presented in 1976. Digital communication to the end user using Integrated Services Digital Network (ISDN) services became available in the late 1980s. Since the end of the 1990s, broadband access techniques such as ADSL, Cable modems, fiber-to-the-building (FTTB) and fiber-to-the-home (FTTH) have become widespread to small offices and homes. The current tendency is to replace traditional telecommunication services with packet mode communication such as IP telephony and IPTV. Transmitting analog signals digitally allows for greater signal processing capability. The ability to process a communications signal means that errors caused by random processes can be detected and corrected. Digital signals can also be sampled instead of continuously monitored. The multiplexing of multiple digital signals is much simpler compared to the multiplexing of analog signals. Because of all these advantages, because of the vast demand to transmit computer data and the ability of digital communications to do so and because recent advances in wideband communication channels and solid-state electronics have allowed engineers to realize these advantages fully, digital communications have grown quickly. The digital revolution has also resulted in many digital telecommunication applications where the principles of data transmission are applied. Examples include second-generation (1991) and later cellular telephony, video conferencing, digital TV (1998), digital radio (1999), and telemetry.
