The World Congress of Universal Documentation was held from 16 to 21 August 1937 in Paris, France. Delegates from 45 countries met to discuss means by which all of the world's information, in print, in manuscript, and in other forms, could be efficiently organized and made accessible. == The Congress in the history of information science == The Congress, held at the Trocadéro under "the auspices" of the Institut International de Bibliographie, was "the apotheosis" of a general movement in the 1930s towards the classification of the growing mass of information and the improvement of access to that information. For the first time in the history of information science, technological means were beginning to catch up with theoretical ends, and the discussions at the conference reflected that fact. Its participation in the Congress was one of the first projects of the American Documentation Institute (ADI). Participants in the conference discussed what has been more recently called "a continuously updated hypertext encyclopedia." Joseph Reagle sees many of the ideas considered at the conference as forerunners of some of the key goals and norms of Wikipedia. == Microfilm == The main resolution adopted by the congress proposed that microfilm be used to make information universally available. Watson Davis, chairman of the American delegation and president of the ADI, stated that the volume of information being produced created difficult problems of access and preservation, but that these could be solved by the use of microfilm. In his address to the Congress, Davis said: Most immediate and practical to put into operation is the microfilming of material in libraries upon demand. It will become fashionable and economical to send a potential book borrower a little strip of microfilm for his permanent possession instead of the book and then badgering him to return it before he has had a chance to use it effectively. I believe that reading machines for microfilm will become as common as typewriters in studies and laboratories. If the principal libraries and information centers of the world will cooperate in such "bibliofilm services," as they are called, if they exchange orders and have essentially uniform methods, forms for ordering, standard microfilm format and production methods and comparable if not uniform prices, the resources of any library will be placed at the disposal of any scholar or scientist anywhere in the world. All the libraries cooperating will merge into one world library without loss of identity or individuality. The world's documentation will become available to even the most isolated and individualistic scholar. The Congress included two separate exhibits on microfilm. One was of the equipment used at the Bibliothèque nationale de France and the other, coordinated by Herman H. Fussler of the University of Chicago, consisting of "an entire microfilm laboratory," complete with cameras, a darkroom, and various kinds of reading machines. Emanuel Goldberg presented a paper on an early copying camera he had invented. Other resolutions passed by the Congress concerned uniform standards for the preparation of articles, for classifying books and other documents, for indexing newspapers and periodicals, and for cooperation between libraries. == H. G. Wells == In his address to the Congress, H. G. Wells said that he thought that his idea of the "world brain" was a precursor to the ideas other delegates were proposing, and explicitly linked the projects being discussed to the work of the encyclopédistes: I am speaking of a process of mental organization throughout the world which I believe to be as inevitable as anything can be in human affairs. All the distresses and horrors of the present time are fundamentally intellectual. The world has to pull its mind together, and this [Congress] is the beginning of its efforts. Civilization is a Phoenix. It perishes in flames and even as it dies it is born again. This synthesis of knowledge upon which you are working is the necessary beginning of a new world. It is good to be meeting here in Paris where the first encyclopedia of power was made. Tea (app)
Tea, officially Tea Dating Advice, is a dating surveillance mobile phone application that allows women to post personal data about men they are interested in or are currently dating. Founded by Sean Cook, the app rose to prominence in July 2025 after it was the subject of three major data leaks in July and August 2025. It was removed from Apple's App Store in October 2025, but remains available on the Google Play Store. == History == The app enables its users to upload, view, and comment on photos of men, check men's public records, and perform image searches. It also provides the ability to rate and review men, as well as a group chat function. The app uses artificial intelligence to verify that the user is a woman through facial analysis and other personal information to preserve the app as a women-only space. Users are required to submit their photo and an ID to access the app. The company that created the app was founded by businessman and tech capitalist Sean Cook, who stated in July 2025 that he was inspired to create the app because of his mother's experiences from online dating. According to the company, users remain anonymous, and the requirement to upload an ID was removed in 2023. An August 2025 investigation by 404 Media suggested that much of the information given by Cook on the historical background of the company was inaccurate. In July 2025, private messages, other personally identifying information, and approximately 72,000 images were leaked via 4chan. A further 1.1 million private messages were subsequently leaked using a separate security vulnerability; these included intimate conversations about controversial topics such as adultery and other forms of infidelity to their partners, discussions of abortion, phone numbers, meeting locations, and other confidential communications. The app's publishers subsequently revoked the ability to private message users in the app. Shortly after, the app was hidden from search on Android and an interactive, unverified map was also created of those in the files. By 7 August 2025, ten class action lawsuits had been filed. A further leak was reported later that month. Proponents have praised the app as an aid for women's safety by helping them check men for adultery, catfishing, criminal convictions and other "red flag" behaviors. Critics have described the app as a doxing tool and a violation of privacy, an opportunity for defamation against innocent individuals, and a witch hunt. Cook has stated that the company's legal team receives about three legal threats per day. Another mobile app, called TeaOnHer, was created in response of the app’s popularity. It was described as the male version of the Tea app. The app also reported a data breach in August 2025. In October 2025, Apple removed the app from their app store, telling journalists that the removal was due to a failure to meet company terms regarding content moderation and user privacy. Apple also mentioned an excessive amount of complaints, including allegations that the personal information of minors was being shared. The app remains on the Google Play Store.
Douglas Parkhill
Douglas F. Parkhill is a Canadian technologist and former research minister, best known for his pioneering work on what is now called cloud computing, and his work on Canada's Telidon videotex project. He started working at the Canadian ministry of Communications (now part of the Department of Trade and Industry) in 1969, having previously worked at the Mitre Corporation. He was responsible for many activities in communications satellites, computer communications, command and control systems and telecommunications. He was winner of the Treasury Board of Canada Secretariat's Outstanding Achievement award in 1982, the Conestoga shield for services to government and industry in computer communications research and development, the Touche Ross award for Telidon development. He was an author of several publications including the 1966 book, The Challenge of the Computer Utility. In the book, Parkhill thoroughly explored many of the modern-day characteristics of cloud computing (elastic provisioning through a utility service) as well as the comparison to the electricity industry and the use of public, private, government and community forms. The book won the McKinsey Foundation award for distinguished contributions to management literature. He worked with Dave Godfrey, the Canadian writer and novelist on a later book Gutenberg two about the social and political meaning of computer technology. He was in charge of research at the Federal Department of Communications at the time when the department was funding development of the Telidon videotext system, was heavily involved in promoting the system, and had overall control of the program. In a radio broadcast in 1980, he outlined some of the potential of the system, from financial information, to theatre reservations, with the ability to pay and print out tickets from the system. Object model
In computing, object model has two related but distinct meanings: The properties of objects in general in a specific computer programming language, technology, notation or methodology that uses them. Examples are the object models of Java, the Component Object Model (COM), or Object-Modeling Technique (OMT). Such object models are usually defined using concepts such as class, generic function, message, inheritance, polymorphism, and encapsulation. There is an extensive literature on formalized object models as a subset of the formal semantics of programming languages. A collection of objects or classes through which a program can examine and manipulate some specific parts of its world. In other words, the object-oriented interface to some service or system. Such an interface is said to be the object model of the represented service or system. For example, the Document Object Model (DOM) is a collection of objects that represent a page in a web browser, used by script programs to examine and dynamically change the page. There is a Microsoft Excel object model [1] for controlling Microsoft Excel from another program, and the ASCOM Telescope Driver is an object model for controlling an astronomical telescope. == Features == An object model consists of the following important features: === Object reference === Objects can be accessed via object references. To invoke a method in an object, the object reference and method name are given, together with any arguments. === Interfaces === An interface provides a definition of the signature of a set of methods without specifying their implementation. An object will provide a particular interface if its class contains code that implement the method of that interface. An interface also defines types that can be used to declare the type of variables or parameters and return values of methods. === Actions === An action in object-oriented programming (OOP) is initiated by an object invoking a method in another object. An invocation can include additional information needed to carry out the method. The receiver executes the appropriate method and then returns control to the invoking object, sometimes supplying a result. === Exceptions === Programs can encounter various errors and unexpected conditions of varying seriousness. During the execution of the method many different problems may be discovered. Exceptions provide a clean way to deal with error conditions without complicating the code. A block of code may be defined to throw an exception whenever particular unexpected conditions or errors arise. This means that control passes to another block of code that catches the exception.
Tweak programming environment
Tweak is a graphical user interface (GUI) layer written by Andreas Raab for the Squeak development environment, which in turn is an integrated development environment based on the Smalltalk-80 computer programming language. Tweak is an alternative to an earlier graphic user interface layer called Morphic. Development began in 2001. Applications that use the Tweak software include Sophie (version 1), a multimedia and e-book authoring system, and a family of virtual world systems: Open Cobalt, Teleplace, OpenQwaq, 3d ICC's Immersive Terf and the Croquet Project. == Influences == An experimental version of Etoys, a programming environment for children, used Tweak instead of Morphic. Etoys was a major influence on a similar Squeak-based programming environment known as Scratch.
Non-separable wavelet
Non-separable wavelets are multi-dimensional wavelets that are not directly implemented as tensor products of wavelets on some lower-dimensional space. They have been studied since 1992. They offer a few important advantages. Notably, using non-separable filters leads to more parameters in design, and consequently better filters. The main difference, when compared to the one-dimensional wavelets, is that multi-dimensional sampling requires the use of lattices (e.g., the quincunx lattice). The wavelet filters themselves can be separable or non-separable regardless of the sampling lattice. Thus, in some cases, the non-separable wavelets can be implemented in a separable fashion. Tute Genomics
Tute Genomics was an American genomics startup that provided a cloud-based web application for rapid and accurate annotation of human genomic data. It was built on the expertise of ANNOVAR. Tute Genomics assisted researchers in identifying disease genes and biomarkers, and assisted clinicians/labs in performing genetic diagnosis. Based in Provo, Utah, Tute was co-founded by Dr. Kai Wang, an assistant professor at the University of Southern California (USC); and Dr. Reid J. Robison, a board-certified psychiatrist with fellowship training in both neurodevelopmental genetics and bioinformatics. Tute Genomics was acquired by PierianDX in 2016. == History == The word "tute" means "personal" in the Na’vi language created for the 2009 film Avatar by Paul Frommer, a linguist and communications professor at the USC Marshall School of Business. === Timeline === 2013 Tute Genomics launched in 2013 and entered the accelerator, BoomStartup. By "demo day" of BoomStartup, Tute had raised their seed round of funding and expanded the round to include angel investors from SLC Angels, Park City Angels, Life Science Angels. Tute was the tenth ever online syndicate for AngelList and in all raised a seed round of $1.5 million. 2014 In March 2014, the company announced that Affiliated Genetics, a Utah-based CLIA-certified laboratory, selected Tute Genomics for its next-generation sequencing (NGS) analytics pipeline. In May 2014, the company announced joining the Global Alliance for Genomics and Health. In June 2014, Advanced Biological Laboratories (ABL), S.A., announced a licensing and collaboration agreement with Tute Genomics and the commercial launch of OncoChek for managing and analysing genomics data in the field of oncology. In July 2014, the company announced an agreement with Lineagen, Inc., to provide next-generation sequencing analytics for Lineagen’s NextStepDx Plus assay. Also, Brigham Young University selected the Tute Genomics genome annotation and discovery platform for analysis and interpretation of 1,000 exomes and genomes. In November 2014, the company announced addition of the Tute platform to Illumina’s BaseSpace. The company announced a Series A1 funding round of $2.3 million in December 2014. The round was led by UK-based Eurovestech. Peak Ventures and a number of angel investors also participated in this round. 2015 Tute recruits David Mittelman, founder of Arpeggi, Inc. and former CSO at FamilyTreeDNA, to Tute Genomics as Chief Scientific Officer. Tute acquires Knome and integrates the KnoSys platform into its software product. 2016 Reid Robison, Tute CEO, launches a Kickstarter campaign to sell Tute interpreted whole genome and whole exome sequencing directly to consumers. The campaign was suspended within the same month after receiving a letter from the United States Food and Drug Administration. Tute is acquired by PierianDX.
