The ITU-WHO Focus Group on Artificial Intelligence for Health (AI for Health) was an inter-agency collaboration from 2018 between the World Health Organization and the ITU, which in 2019 created a benchmarking framework to assess the accuracy of AI in health. The organization convened an international network of experts and stakeholders from fields like research, practice, regulation, ethics, public health, etc, that developed guideline documentation and code. The documents have addressed ethics, assessment/evaluation, handling, and regulation of AI for health solutions, covering specific use cases including AI in ophthalmology, histopathology, dentistry, malaria detection, radiology, symptom checker applications, etc. FG-AI4H has established an ad hoc group concerned with digital technologies for health emergencies, including COVID-19. All documentation is public. The idea for the Focus Group came out of the Health Track of the 2018 AI for Good Global Summit. Administratively, FG-AI4H was created by ITU-T Study Group 16. Under ITU-T's framework, participation in Focus Groups is open to anyone from an ITU Member State. The secretariat is provided by the Telecommunication Standardization Bureau (under Director Chaesub Lee). It was first created at the July 2018 meeting with a lifetime of two years, at the July 2020 meeting, this was extended for another two years, where the focus group also submitted its deliverables to its parent body. It was also presented at the NeurIPS 2020 health workshop. In July 2023 "the work was grandfathered in the Global Initiative on AI for Health (GI-AI4H)". == AI for Health Framework == The outline of the benchmarking framework was published in a 2019 commentary in The Lancet. The output of the Focus Group AI for Health were structured in the AI for Health Framework. Depending on their primary domain being health or ICT, the individual components of the AI for Health Framework were ratified by the corresponding United Nations Specialized Agency, as WHO Guidelines and ITU Recommendations respectively. Seam carving
Seam carving (or liquid rescaling) is an algorithm for content-aware image resizing, developed by Shai Avidan, of Mitsubishi Electric Research Laboratories (MERL), and Ariel Shamir, of the Interdisciplinary Center and MERL. It functions by establishing a number of seams (paths of least importance) in an image and automatically removes seams to reduce image size or inserts seams to extend it. Seam carving also allows manually defining areas in which pixels may not be modified, and features the ability to remove whole objects from photographs. The purpose of the algorithm is image retargeting, which is the problem of displaying images without distortion on media of various sizes (cell phones, projection screens) using document standards, like HTML, that already support dynamic changes in page layout and text but not images. Image Retargeting was invented by Vidya Setlur, Saeko Takage, Ramesh Raskar, Michael Gleicher and Bruce Gooch in 2005. The work by Setlur et al. won the 10-year impact award in 2015. == Seams == Seams can be either vertical or horizontal. A vertical seam is a path of pixels connected from top to bottom in an image with one pixel in each row. A horizontal seam is similar with the exception of the connection being from left to right. The importance/energy function values a pixel by measuring its contrast with its neighbor pixels. == Process == The below example describes the process of seam carving: The seams to remove depends only on the dimension (height or width) one wants to shrink. It is also possible to invert step 4 so the algorithm enlarges in one dimension by copying a low energy seam and averaging its pixels with its neighbors. === Computing seams === Computing a seam consists of finding a path of minimum energy cost from one end of the image to another. This can be done via Dijkstra's algorithm, dynamic programming, greedy algorithm or graph cuts among others. ==== Dynamic programming ==== Dynamic programming is a programming method that stores the results of sub-calculations in order to simplify calculating a more complex result. Dynamic programming can be used to compute seams. If attempting to compute a vertical seam (path) of lowest energy, for each pixel in a row we compute the energy of the current pixel plus the energy of one of the three possible pixels above it. The images below depict a DP process to compute one optimal seam. Each square represents a pixel, with the top-left value in red representing the energy value of that pixel. The value in black represents the cumulative sum of energies leading up to and including that pixel. The energy calculation is trivially parallelized for simple functions. The calculation of the DP array can also be parallelized with some interprocess communication. However, the problem of making multiple seams at the same time is harder for two reasons: the energy needs to be regenerated for each removal for correctness and simply tracing back multiple seams can form overlaps. Avidan 2007 computes all seams by removing each seam iteratively and storing an "index map" to record all the seams generated. The map holds a "nth seam" number for each pixel on the image, and can be used later for size adjustment. If one ignores both issues however, a greedy approximation for parallel seam carving is possible. To do so, one starts with the minimum-energy pixel at one end, and keep choosing the minimum energy path to the other end. The used pixels are marked so that they are not picked again. Local seams can also be computed for smaller parts of the image in parallel for a good approximation. == Issues == The algorithm may need user-provided information to reduce errors. This can consist of painting the regions which are to be preserved. With human faces it is possible to use face detection. Sometimes the algorithm, by removing a low energy seam, may end up inadvertently creating a seam of higher energy. The solution to this is to simulate a removal of a seam, and then check the energy delta to see if the energy increases (forward energy). If it does, prefer other seams instead. == Implementations == Adobe Systems acquired a non-exclusive license to seam carving technology from MERL, and implemented it as a feature in Photoshop CS4, where it is called Content Aware Scaling. As the license is non-exclusive, other popular computer graphics applications (e. g. GIMP, digiKam, and ImageMagick) as well as some stand-alone programs (e. g. iResizer) also have implementations of this technique, some of which are released as free and open source software. There also exists an implementation for webpages. == Improvements and extensions == Better energy function and application to video by introducing 2D (time+1D) seams. Faster implementation on GPU. Application of this forward energy function to static images. Multi-operator: Combine with cropping and scaling. Much faster removal of multiple seams. Removing seams through neural deformation fields to extend to continuous domains like 3D scenes. A 2010 review of eight image retargeting methods found that seam carving produced output that was ranked among the worst of the tested algorithms. It was, however, a part of one of the highest-ranking algorithms: the multi-operator extension mentioned above (combined with cropping and scaling).
Transliteracy
Transliteracy is "a fluidity of movement across a range of technologies, media and contexts". It is an ability to use diverse techniques to collaborate across different social groups. Transliteracy combines a range of capabilities required to move across a range of contexts, media, technologies and genres. Conceptually, transliteracy is situated across five capabilities: information capabilities (see information literacy), ICT (information and communication technologies), communication and collaboration, creativity and critical thinking. It is underpinned by literacy and numeracy. (See figure below) The concept of transliteracy is impacting the system of education and libraries. == History == While the term appears to come from the prefix trans- ('across') and the word literacy, the scholars who coined it say they developed it from the practice of transliteration, which means to use the letters of one language to write down a different language. The study of transliteracy was first developed in 2005 by the Transliteracies Research Project, directed by University of California at Santa Barbara Professor Alan Liu. The concept of 'transliteracies' was developed as part of research into online reading. It was shared and refined at the Transliteracies conference, held at UC Santa Barbara in 2005. The conference inspired the at the time De Montfort University Professor, Sue Thomas, to create the Production in Research and Transliteracy (PART) group, which evolved into the Transliteracy Research Group. The current meaning of transliteracy was defined in the group's seminal paper Transliteracy: crossing divides as "the ability to read, write, and interact across a range of platforms, tools, and media from signing and orality through handwriting, print, TV, radio, and film, to digital social networks." The concept was enthusiastically adopted by a number of professional groups, notably in the library and information field. Transliteracy Research Group Archive 2006–2013 curates numerous resources from this period. For a number of years, there was a gap between significant interest in transliteracy among professional groups and the scarcity of research. A group of academics from the University of Bordeaux considered transliteracy mainly in the school context. Freelance writer and consultant, Sue Thomas, studied transliteracy and creativity, while Suzana Sukovic, executive director of educational research and evidence-based practice at HETI, researched transliteracy in relation to digital storytelling. The first book on the topic, Transliteracy in complex information environment by Sukovic, is based on research and experience with practice-based projects. == Transliteracy in education == Transliteracy is making an impact on the classroom setting because of how technologically advanced younger generations are today. In 2012, Adam Marcus, a teacher and librarian at the New York City Department of Education (NYCDOE), decided to incorporate transliteracy into his school's public library summer reading program. He had a desire to enhance the experience of reading for his students by allowing them to connect to the text differently by using social media. He used a tool called VoiceThread in order to have his students "take part in conversations, formulate ideas, and share higher-order thinking through a variety of media channels: video, audio, text, images, and music". Students were also enabled to communicate with the book's author through blogs and websites, and were given multiple modes of media to comprehend and engage with the text on a deeper level. Some of these examples include an audio-video glossary and web links that aimed to bring the details of the text to life. The results of his experiment were deemed to have a positive effect on the program as students responded well to this interactive experience they were given. Marcus believes that it is important for educators and librarians to enhance storytelling for children by providing them with a modern and transliterate experience that one could not receive back then. The Agence nationale de la recherche funded a program at a French high school from 2013 to 2015, where the transliteracy skills of students were tested and observed. Students were placed in groups of three or four members and were required to use all sorts of media and tools in order to collect data for their projects. They were not allowed to only use digital sources, and were advised to use a diversity of sources. The focus of this experiment was to observe "the possible diversity of media and tools employed, on the ways of and reasons for switching from one to another, on how these different media and tools are distributed within contexts, according to the academic requirements and tasks individually and collectively performed by the students." The conclusions of the experiment dealt with physical space and organization being an issue for students and teachers to deal with. Spatially, it was challenging for students to navigate through different mediums when their space inside the classroom was limited. It was noticed that students were prone to use something that took up less space, rather than focusing on expanding their diversity of sources. Organizationally, it was challenging for students to organize all of the information they collected since everything was not being search and collected for digitally. In addition, students were not allotted a lot of time to complete their projects which also impacted their final product. == Transliteracy in libraries == In 2009, Dr. Susie Andretta, senior lecturer in Information Management at London Metropolitan University, conducted interviews with four different information professionals including an academic librarian, an outreach librarian, a content manager, and a scholar within the library science and information discipline. She was aiming to explore how transliteracy was colliding and combining with the print-world of libraries. Dr. Andretta defines transliteracy as "an umbrella term encompassing different literacies and multiple communication channels that require active participation with and across a range of platforms, and embracing both linear and non-linear messages (3)." The goals of these interviews ranged from the following: to test the information professional's awareness of transliteracy, to have them identify transliteracy and how it is integrated into their work, and to explain the impact transliteracy has had on they library they work at. Andretta found that out of all the information professionals interviewed, it was only the academic librarian who was vaguely familiar with the concept of transliteracy. Bernadette Daly Swanson, an Academic Librarian at UC Davis, expresses in her interview with Dr. Andretta how she would "like to think that the transliterate library is more of an environment where we do different things [...] I would take maybe about a third of the first floor of our library and transform it into a lab [...] where we can start to evolve [..] explore, and experiment in media development, content development, and do it not just with librarians; so open up the space for other people [...] so you don't get people working in isolation." Although the other three candidates that Dr. Andretta interviewed had not heard of the term transliteracy, they responded well to the concept once it was explained to them and agreed with its impact on the workplace. Dr. Michael Stephens, an assistant professor in the Graduate School of Library and Information Science at Dominican University, explains in his interview how the term transliteracy describes the courses he teaches on libraries and Web 2.0 technologies. Dr. Stephens states that students being educated in Web 2.0 technologies gives them "the opportunity to experience what the channel can be and the potential for that sharing learning, for asking questions, just for out loud thinking – I think it's incredibly valuable. [..] this is where this wonderful concept comes in, it was teaching them transliteracy and the fact that they can move across channels without getting worried about it." Dr. Andretta concluded from her interviews how although transliteracy may not be a very well-known term yet, it has nonetheless established itself into the intuition of libraries while also transforming the traditional library to a world of enhanced and expanded services. "Inherent in this transition are the challenges of having to adapt to a constantly changing technological landscape, the multiple literacies that this generates, and the need to establish a multifaceted library profession that can speak the multiple-media languages of its diverse users." Thomas Ipri, a librarian at the University of Nevada, advocates for libraries needing to make a change in their literary functions. The Lai–Robbins lower bound gives an asymptotic lower bound on the regret that any uniformly good algorithm must incur in the stochastic multi-armed bandit problem. The original result was proved by Tze Leung Lai and Herbert Robbins in 1985 for parametric exponential families. Later work extended the statement to more general classes of distributions. == Multi-armed bandit problem == The multi-armed bandit problem (MAB) is a sequential game in which the player must trade off exploration (to learn) and exploitation (to earn). In this case we can prove a smaller lower bound that use the knowledge of this set. === Best arm identification (BAI) === A similar result has been proved for best arm identification, which is the same game except that, instead of minimizing the regret, the goal is to identify the best arm with probability 1 − δ {\displaystyle 1-\delta } using as few rounds as possible. === Reinforcement Learning (RL) === Similar results have been proved for regret minimization in average-reward reinforcement learning. Metadirectory
A metadirectory system provides for the flow of data between one or more directory services and databases in order to maintain synchronization of that data. It is an important part of identity management systems. The data being synchronized typically are collections of entries that contain user profiles and possibly authentication or policy information. Most metadirectory deployments synchronize data into at least one LDAP-based directory server, to ensure that LDAP-based applications such as single sign-on and portal servers have access to recent data, even if the data is mastered in a non-LDAP data source. Metadirectory products support filtering and transformation of data in transit. Most identity management suites from commercial vendors include a metadirectory product, or a user provisioning product.
Intel Threat Detection Technology
Intel Threat Detection Technology (TDT) is a CPU-level technology created by Intel in 2018 to enable host endpoint protections to use a CPU's low-level access to detect threats to a system. TDT consists of multiple components including Accelerated Memory Scanning, which uses the CPU's integrated GPU to scan memory, and Advanced Platform Telemetry, which uses processor-level activity monitoring to detect unusual activity. It is supported on sixth-generation or newer Intel Core CPUs and additional capabilities were added to the 11th generation Core processors. Intel TDT is integrated into several third-party anti-malware solutions including Microsoft Defender, Check Point Harmony Endpoint, CrowdStrike Falcon, and others. == Accelerated Memory Scanning == Accelerated Memory Scanning (also referred to as "Advanced Memory Scanning") uses the CPU's integrated GPU to scan memory for malicious code, instead of using the CPU directly. This improves system responsiveness during anti-malware scanning. and lowers power consumption. Features include pattern matching, using random forest decision trees, string extraction, entropy calculation, and Euclidean clustering. == Advanced Platform Telemetry == Advanced Platform Telemetry collects CPU-level telemetry to detect uncommon activity patterns which might be indicative of malware. The telemetry data is collected from the CPU performance monitoring unit (PMU) and doesn't require a large signature database to detect malware. Instead, it uses machine-learning based correlations to identify indicators of attack For example, Microsoft Defender is able to use TDT's Advanced Platform Telemetry features to detect processor usage patterns indicative of ransomware and cryptojacking with TDT so it can detect them.
Encyclopaedistics
Encyclopaedistics or encyclopaedics as a discipline, is the academic scholarship of encyclopedias as sources of encyclopedic knowledge and cultural objects as well; in this sense, this discipline is also known as "encyclopaedia studies" and can be termed as "theoretical encyclopaediography" by analogy with theoretical lexicography. Encyclopaedistics as a practical activity (profession or business) also called "encyclopaedic practice" or "encyclopedism" is the process of assembling encyclopaedias available to the public for sale or for free (encyclopaedia publishing or practical encyclopediography). In this sense, it is the art or craft of writing, compiling, and editing the paper or online encyclopedias. As a practical activity, encyclopaedistics originated in the Middle Ages in connection with the development of compendiums based on alphabetical structuring (e.g. first edition of Polyanthea by Dominicus Nanus Mirabellius). Encyclopaedistics is often defined as "the art and science of selecting and disseminating the information most significant to mankind". == Field of study == Encyclopaedistics is a specialized aspect of information science and communication science. At the same time, encyclopaedistics is also considered as one of scholarly disciplines which are seen as auxiliary for historical research (auxiliary sciences of history) . Third, encyclopaedics is a domain of philosophy (Romanticism).
