    Safe and Secure Innovation for Frontier Artificial Intelligence Models Act

    The Safe and Secure Innovation for Frontier Artificial Intelligence Models Act, or SB 1047, was a failed 2024 California bill intended to "mitigate the risk of catastrophic harms from AI models so advanced that they are not yet known to exist". Specifically, the bill would have applied to models which cost more than $100 million to train and were trained using a quantity of computing power greater than 1026 integer or floating-point operations. SB 1047 would have applied to all AI companies doing business in California—the location of the company would not matter. The bill would have created protections for whistleblowers and required developers to perform risk assessments of their models prior to release, with guidance from the Government Operations Agency. It would also have established CalCompute, a University of California public cloud computing cluster for startups, researchers and community groups. == Background == The rapid increase in capabilities of AI systems in the 2020s, including the release of ChatGPT in November 2022, caused some researchers and members of the public to become concerned about the existential risks associated with increasingly powerful AI systems. Hundreds of tech executives and AI researchers, including two of the so-called "Godfathers of AI", Geoffrey Hinton and Yoshua Bengio, signed a statement in May 2023 calling for the mitigation of the "risk of extinction from AI" to be a global priority alongside "pandemics and nuclear war". However, the plausibility of these risks is still widely debated. Strong regulation of AI has been criticized for purportedly causing regulatory capture by large AI companies like OpenAI, a phenomenon in which regulation advances the interest of larger companies at the expense of smaller competition and the public in general, although OpenAI ended up opposing the bill. Other advocates of AI regulation aim to prevent bias and privacy violations, rather than existential risks. For example, some experts who view existential concerns as overblown and unrealistic view them as a distraction from near-term harms of AI like discriminatory automated decision making. In the face of existential concerns, technology companies have made voluntary commitments to conduct safety testing, for example at the AI Safety Summit and AI Seoul Summit. In 2023, not long before the bill was proposed, Governor Newsom of California and President Biden issued executive orders on artificial intelligence. State Senator Wiener said SB 1047 draws heavily on the Biden executive order, and is motivated by the absence of unified federal legislation on AI safety. Historically, California has passed regulation on several tech issues itself, including consumer privacy and net neutrality, in the absence of action by Congress. == History == === Proposal and voting === The bill was authored by State Senator Scott Wiener. Wiener first proposed AI legislation for California through an intent bill called SB 294, the Safety in Artificial Intelligence Act, in September 2023. On February 7, 2024, Wiener introduced SB 1047. On May 21, SB 1047 passed the Senate 32–1. The bill was significantly amended by Wiener on August 15, 2024, in response to industry advice. Amendments included adding clarifications, and removing the creation of a "Frontier Model Division" and the penalty of perjury. On August 28, the bill passed the State Assembly 48–16. Then, due to the amendments, the bill was once again voted on by the Senate, passing 30–9. === Veto by governor === On September 29, Governor Gavin Newsom vetoed the bill. The deadline for California lawmakers to overrule Newsom's veto was November 30, 2024. Newsom cited concerns over the bill's regulatory framework targeting only large AI models based on their computational size, while not taking into account whether the models are deployed in high-risk environments. Newsom emphasized that this approach could create a false sense of security, overlooking smaller models that might present equally significant risks. He acknowledged the need for AI safety protocols but stressed the importance of adaptability in regulation as AI technology continues to evolve rapidly. Governor Newsom also committed to working with technology experts, federal partners, and research institutions, including the Carnegie Endowment for International Peace, led by former California Supreme Court Justice Mariano-Florentino Cuéllar; and Stanford University's Human-Centered AI (HAI) Institute, led by Dr. Fei-Fei Li. He announced plans to collaborate with these entities to advance responsible AI development, aiming to protect the public while fostering innovation. == Provisions == SB 1047 would have covered AI models with training compute over 1026 integer or floating-point operations and a cost of over $100 million. If a covered model is fine-tuned using more than $10 million, the resulting model would also have been covered. The bill would have defined critical harms with respect to four categories: Creation or use of a chemical, biological, radiological, or nuclear weapon Cyberattacks on critical infrastructure causing mass casualties or at least $500 million of damage Autonomous crimes causing mass casualties or at least $500 million of damage Other harms of comparable severity Developers would have needed to create a "safety and security protocol" before training covered models. Before deployment, they would have submitted a statement of compliance, confirming they took reasonable care to take measures to prevent covered models that pose an unreasonable risk of critical harms. The statement would have included risk assessments and descriptions of their compliance process. These rules would have applied to both covered models and their derivatives, including post-training modifications, with annual third-party audits required starting in 2026. Safeguards to reduce risk included the ability to shut down the model, which has been variously described as a "kill switch" and "circuit breaker". Whistleblowing provisions would have protected employees who report safety problems and incidents. Additionally, SB 1047 would have created a public cloud computing cluster called CalCompute, associated with the University of California, to support startups, researchers, and community groups that lack large-scale computing resources. === Compliance and supervision === SB 1047 would have required developers, beginning January 1, 2026, to annually retain a third-party auditor to perform an independent audit of compliance with the requirements of the bill, as provided. The Government Operations Agency would have reviewed the results of safety tests and incidents, and issue guidance, standards, and best practices.     In computer science, a tree is a widely used abstract data type that represents a hierarchical tree structure with a set of connected nodes. Each node in the tree can be connected to many children (depending on the type of tree), but must be connected to exactly one parent, except for the root node, which has no parent (i.e., the root node as the top-most node in the tree hierarchy). These constraints mean there are no cycles or "loops" (no node can be its own ancestor), and also that each child can be treated like the root node of its own subtree, making recursion a useful technique for tree traversal. In contrast to linear data structures, many trees cannot be represented by relationships between neighboring nodes (parent and children nodes of a node under consideration, if they exist) in a single straight line (called edge or link between two adjacent nodes). Binary trees are a commonly used type, which constrain the number of children for each parent to at most two. When the order of the children is specified, this data structure corresponds to an ordered tree in graph theory. A value or pointer to other data may be associated with every node in the tree, or sometimes only with the leaf nodes, which have no children nodes. The abstract data type (ADT) can be represented in a number of ways, including a list of parents with pointers to children, a list of children with pointers to parents, or a list of nodes and a separate list of parent-child relations (a specific type of adjacency list). Representations might also be more complicated, for example using indexes or ancestor lists for performance. Trees as used in computing are similar to but can be different from mathematical constructs of trees in graph theory, trees in set theory, and trees in descriptive set theory. == Terminology == A node is a structure which may contain data and connections to other nodes, sometimes called edges or links. Each node in a tree has zero or more child nodes, which are below it in the tree (by convention, trees are drawn with descendants going downwards). A node that has a child is called the child's parent node (or superior). All nodes have exactly one parent, except the topmost root node, which has none. A node might have many ancestor nodes, such as the parent's parent. Child nodes with the same parent are sibling nodes. Typically siblings have an order, with the first one conventionally drawn on the left. Some definitions allow a tree to have no nodes at all, in which case it is called empty. An internal node (also known as an inner node, inode for short, or branch node) is any node of a tree that has child nodes. Similarly, an external node (also known as an outer node, leaf node, or terminal node) is any node that does not have child nodes. The height of a node is the length of the longest downward path to a leaf from that node. The height of the root is the height of the tree. The depth of a node is the length of the path to its root (i.e., its root path). Thus the root node has depth zero, leaf nodes have height zero, and a tree with only a single node (hence both a root and leaf) has depth and height zero. Conventionally, an empty tree (tree with no nodes, if such are allowed) has height −1. Often, an operation might be performed when a pointer arrives at a particular node. A walk in which each parent node is traversed before its children is called a pre-order walk; a walk in which the children are traversed before their respective parents are traversed is called a post-order walk; a walk in which a node's left subtree, then the node itself, and finally its right subtree are traversed is called an in-order traversal. (This last scenario, referring to exactly two subtrees, a left subtree and a right subtree, assumes specifically a binary tree.) In working memory, nodes are typically dynamically allocated records with pointers to their children, their parents, or both, as well as any associated data. If of a fixed size, the nodes might be stored in a list. Nodes and relationships between nodes might be stored in a separate special type of adjacency list. In relational databases, nodes are typically represented as table rows, with indexed row IDs facilitating pointers between parents and children. Nodes can also be stored as items in an array, with relationships between them determined by their positions in the array (as in a binary heap). A binary tree can be implemented as a list of lists: the head of a list (the value of the first term) is the left child (subtree), while the tail (the list of second and subsequent terms) is the right child (subtree). Unveiled in 2023, they are used to fulfill the role of sports newscasters. == Background == Maia and Marco are artificial intelligence (AI) which take the form of three-dimensional human avatars. Maia makes use of a female avatar while Marco uses a male likeness. They have aesthetic features that are typical to Filipino showbusiness personalities. Among the technologies used in making and operating the AI include image generation, text-to-speech AI voice synthesis/generation, and deep learning face animation. They are also demonstrated to be bilingual, being able to speak in English and Tagalog (Filipino). == Use == The AI pair was unveiled by GMA Network on September 24, 2023, for their coverage of Season 99 of the National Collegiate Athletic Association (NCAA). Fulfilling the role of sports newscasters, Maia and Marco would join GMA's courtside human reporters. The AI pair are scheduled to appear four times a month on GMA's digital media platforms. They will not appear in traditional television broadcast. == Reception == The launch of the Maia and Marco was met with strong reactions. Various journalists and other personalities across the Philippine media industry expressed concern that their employment be at risk with the introduction of AI. The quality of the AI ability to emulate human behavior was characterized by critics as "soulless". GMA responding to concerns has stated that the AI would complement rather than replace its live human journalists including sportscasters.     Galaksija BASIC was the BASIC interpreter of the Galaksija build-it-yourself home computer from Yugoslavia. While being partially based on code taken from TRS-80 Level 1 BASIC, which the creator believed to have been a Microsoft BASIC, the extensive modifications of Galaksija BASIC—such as to include rudimentary array support, video generation code (as the CPU itself did it in absence of dedicated video circuitry) and generally improvements to the programming language—is said to have left not much more than flow-control and floating point code remaining from the original. The core implementation of the interpreter was fully contained in the 4 KiB ROM "A" or "1".     Rule-based system

    In computer science, a rule-based system is a computer system in which domain-specific knowledge is represented in the form of rules and general-purpose reasoning is used to solve problems in the domain. Two different kinds of rule-based systems emerged within the field of artificial intelligence in the 1970s: Production systems, which use if-then rules to derive actions from conditions. Logic programming systems, which use conclusion if conditions rules to derive conclusions from conditions. The differences and relationships between these two kinds of rule-based system has been a major source of misunderstanding and confusion. Both kinds of rule-based systems use either forward or backward chaining, in contrast with imperative programs, which execute commands listed sequentially. However, logic programming systems have a logical interpretation, whereas production systems do not. == Production system rules == A classic example of a production rule-based system is the domain-specific expert system that uses rules to make deductions or choices. For example, an expert system might help a doctor choose the correct diagnosis based on a cluster of symptoms, or select tactical moves to play a game. Rule-based systems can be used to perform lexical analysis to compile or interpret computer programs, or in natural language processing. Rule-based programming attempts to derive execution instructions from a starting set of data and rules. This is a more indirect method than that employed by an imperative programming language, which lists execution steps sequentially. === Construction === A typical rule-based system has four basic components: A list of rules or rule base, which is a specific type of knowledge base. An inference engine or semantic reasoner, which infers information or takes action based on the interaction of input and the rule base. The interpreter executes a production system program by performing the following match-resolve-act cycle: Match: In this first phase, the condition sides of all productions are matched against the contents of working memory. As a result a set (the conflict set) is obtained, which consists of instantiations of all satisfied productions. An instantiation of a production is an ordered list of working memory elements that satisfies the condition side of the production. Conflict-resolution: In this second phase, one of the production instantiations in the conflict set is chosen for execution. If no productions are satisfied, the interpreter halts. Act: In this third phase, the actions of the production selected in the conflict-resolution phase are executed. These actions may change the contents of working memory. At the end of this phase, execution returns to the first phase. Temporary working memory, which is a database of facts. A user interface or other connection to the outside world through which input and output signals are received and sent. Whereas the matching phase of the inference engine has a logical interpretation, the conflict resolution and action phases do not. Instead, "their semantics is usually described as a series of applications of various state-changing operators, which often gets quite involved (depending on the choices made in deciding which ECA rules fire, when, and so forth), and they can hardly be regarded as declarative". == Logic programming rules == The logic programming family of computer systems includes the programming language Prolog, the database language Datalog and the knowledge representation and problem-solving language Answer Set Programming (ASP). In all of these languages, rules are written in the form of clauses: A :- B1, ..., Bn. and are read as declarative sentences in logical form: A if B1 and ... and Bn. In the simplest case of Horn clauses (or "definite" clauses), which are a subset of first-order logic, all of the A, B1, ..., Bn are atomic formulae. Although Horn clause logic programs are Turing complete, for many practical applications, it is useful to extend Horn clause programs by allowing negative conditions, implemented by negation as failure. Such extended logic programs have the knowledge representation capabilities of a non-monotonic logic. == Differences and relationships between production rules and logic programming rules == The most obvious difference between the two kinds of systems is that production rules are typically written in the forward direction, if A then B, and logic programming rules are typically written in the backward direction, B if A. In the case of logic programming rules, this difference is superficial and purely syntactic. It does not affect the semantics of the rules. Nor does it affect whether the rules are used to reason backwards, Prolog style, to reduce the goal B to the subgoals A, or whether they are used, Datalog style, to derive B from A. In the case of production rules, the forward direction of the syntax reflects the stimulus-response character of most production rules, with the stimulus A coming before the response B. Moreover, even in cases when the response is simply to draw a conclusion B from an assumption A, as in modus ponens, the match-resolve-act cycle is restricted to reasoning forwards from A to B. Reasoning backwards in a production system would require the use of an entirely different kind of inference engine. In his Introduction to Cognitive Science, Paul Thagard includes logic and rules as alternative approaches to modelling human thinking. He does not consider logic programs in general, but he considers Prolog to be, not a rule-based system, but "a programming language that uses logic representations and deductive techniques" (page 40). He argues that rules, which have the form IF condition THEN action, are "very similar" to logical conditionals, but they are simpler and have greater psychological plausibility (page 51). Among other differences between logic and rules, he argues that logic uses deduction, but rules use search (page 45) and can be used to reason either forward or backward (page 47). Sentences in logic "have to be interpreted as universally true", but rules can be defaults, which admit exceptions (page 44). He does not observe that all of these features of rules apply to logic programming systems.

    rnn is an open-source machine learning framework that implements recurrent neural network architectures, such as LSTM and GRU, natively in the R programming language, that has been downloaded over 100,000 times (from the RStudio servers alone). The rnn package is distributed through the Comprehensive R Archive Network under the open-source GPL v3 license. == Workflow == The below example from the rnn documentation show how to train a recurrent neural network to solve the problem of bit-by-bit binary addition. == sigmoid == The sigmoid functions and derivatives used in the package were originally included in the package, from version 0.8.0 onwards, these were released in a separate R package sigmoid, with the intention to enable more general use. The sigmoid package is a dependency of the rnn package and therefore automatically installed with it. == Reception == With the release of version 0.3.0 in April 2016 the use in production and research environments became more widespread. The package was reviewed several months later on the R blog The Beginner Programmer as "R provides a simple and very user friendly package named rnn for working with recurrent neural networks.", which further increased usage. The book Neural Networks in R by Balaji Venkateswaran and Giuseppe Ciaburro uses rnn to demonstrate recurrent neural networks to R users. It is also used in the r-exercises.com course "Neural network exercises". The RStudio CRAN mirror download logs show that the package is downloaded on average about 2,000 per month from those servers , with a total of over 100,000 downloads since the first release, according to RDocumentation.org, this puts the package in the 15th percentile of most popular R packages .

    The ELVIS Act or Ensuring Likeness Voice and Image Security Act, signed into law by Tennessee Governor Bill Lee on March 21, 2024, marked a significant milestone in the area of regulation of artificial intelligence and public sector policies for artists in the era of artificial intelligence (AI) and AI alignment. It was noted as the first enacted legislation in the United States specifically designed to protect musicians from the unauthorized use of their voices through artificial intelligence technologies and against audio deepfakes and voice cloning. This legislation distinguishes itself by adding penalties for copying a performer's voice. == Origin and advocacy == The inception of the ELVIS Act has been attributed to Gebre Waddell, founder of Sound Credit, who initially conceptualized a framework in 2023 that later evolved into the legislation. Representative Justin J. Pearson acknowledged Waddell's pivotal role during the March 4 House Floor Session on the bill. Leading Tennessee musicians supported the ELVIS Act. Tennessee Governor Bill Lee endorsed it as a Governor's Bill, and it was introduced in the Tennessee Legislature as House Bill 2091 by William Lamberth (R-44) and Senate Bill 2096 by Jack Johnson (R-27). The ELVIS Act is an amendment to a 1984 law that was the result of the Elvis Presley estate litigation for controlling how his likeness could be used after death. == Lobbying from the recording industry == The legislative journey of the ELVIS Act included a broad coalition of music industry stakeholders, including: These organizations, led by the Recording Academy and the RIAA, played roles in drafting the legislation, advocating for passage, and rallying support among the industry and legislators. The act gained momentum through discussions that bridged industry concerns with legislative action. This collaborative process led to a proposal that specifically targets the use of AI to create unauthorized reproductions of artists' voices and images. == Opposition == The ELVIS Act saw industry opposition from the Motion Picture Association, including testimony in the House Banking & Consumer Affairs Subcommittee, including remarks that the law risks "interference with our members’ ability to portray real people and events." TechNet, representing companies such as OpenAI, Google and Amazon, expressed their opposition in the hearing to the bill as drafted, asserting that the language was too broadly written and could have unintended consequences. Other concerns included its potential application to cover bands, but lawmakers assured people that this was not the intention. The bill passed the Tennessee House and Senate with a unanimous, bi-partisan vote including 93 ayes and 0 Noes in the House, and 30 ayes and 0 noes in the Senate. == Passage == By explicitly addressing AI impersonation, the ELVIS Act originated a legal approach to safeguarding personal rights, in the context of digital and technological advancements. It extends protections to an artist's voice and likeness, areas vulnerable to exploitation with the proliferation of AI technologies that occurred in 2023. Artists including Chris Janson and Luke Bryan appeared at the signing ceremony hosted at Robert's Western World to support the new law and commemorate its passing. == Legal precedent == The ELVIS Act was reported as representing a development in the discourse surrounding AI, intellectual property, and personal rights.     Event store

    An event store is a type of database optimized for storage of events. Conceptually, an event store records only the events affecting an entity, dossier, or policy, and the state of the entity at any point in its history can be reconstructed by replaying its contributing events in sequential order. Events (and their corresponding data) are the only "real" facts that should be stored in the database. All other objects can be derived from these events, meaning they are instantiated in memory by runtime code as needed (e.g. for showing in a user interface). In theory, any object that aggregates over recorded event data is not stored in the database. Instead these objects are built 'on the fly', by traversing the event history. When the aggregated object instance is no longer needed, it can simply be discarded (released from memory). == Example with insurance policies == For example, the event store concept of a database can be applied to insurance policies or pension dossiers. In these policies or dossiers the instantiation of each object that make up the dossier or policy (the person, partner(s), employments, etc.) can be derived and can be instantiated in memory based on the real world events. == Double timeline == A crucial part of an event store database is that each event has a double timeline: This enables event stores to correct errors of events that have been entered into the event store database before. The two dates are: Valid date is the date at which the event has become valid. Transaction date is the date at which the event is entered into the database. == Error correction == Another crucial part of an event store database is that events that are stored are not allowed to be changed. Once stored, also erroneous events are not changed anymore. The only way to change (or better: correct) these events is to instantiate a new event with the new values and using the double timeline. A correcting event would have the new values of the original event, with an event data of that corrected event, but a different transaction date. This mechanism ensures reproducibility at each moment in the time, even in the time period before the correction has taken place. It also allows to reproduce situations based on erroneous events (if required). == Advantages and disadvantages == One advantage of the event store concept is that handling the effects of back dated events (events that take effect before previous events and that may even invalidate them) is much easier. An event store will simplify the code in that rolling back erroneous situations and rolling up the new, correct situations is not needed anymore. Disadvantage may be that the code needs to re-instantiate all objects in memory based on the events each time a service call is received for a specific dossier or policy. == Compared to regular databases == In regular databases, handling backdated events to correct previous, erroneous events can be painful as it often results in rolling back all previous, erroneous transactions and objects and rolling up the new, correct transactions and objects. In an event store, only the new event (and its corresponding facts) are stored. The code will then redetermine the transactions and objects based on the new facts in memory.

    Contemporary ontologies share many structural similarities, regardless of the ontology language in which they are expressed. Most ontologies describe individuals (instances), classes (concepts), attributes, and relations. == List == Common components of ontologies include: Individuals instances or objects (the basic or "ground level" objects; the tokens). Classes sets, collections, concepts, types of objects, or kinds of things. Attributes aspects, properties, features, characteristics, or parameters that individuals (and classes and relations) can have. Relations ways in which classes and individuals can be related to one another. Relations can carry attributes that specify the relation further. Function terms complex structures formed from certain relations that can be used in place of an individual term in a statement. Restrictions formally stated descriptions of what must be true in order for some assertion to be accepted as input. Rules statements in the form of an if-then (antecedent-consequent) sentence that describe the logical inferences that can be drawn from an assertion in a particular form. Axioms assertions (including rules) in a logical form that together comprise the overall theory that the ontology describes in its domain of application. This definition differs from that of "axioms" in generative grammar and formal logic. In these disciplines, axioms include only statements asserted as a priori knowledge. As used here, "axioms" also include the theory derived from axiomatic statements. Events the changing of attributes or relations. Actions types of events. Ontologies are commonly encoded using ontology languages. == Individuals == Individuals (instances) are the basic, "ground level" components of an ontology. The individuals in an ontology may include concrete objects such as people, animals, tables, automobiles, molecules, and planets, as well as abstract individuals such as numbers and words (although there are differences of opinion as to whether numbers and words are classes or individuals). Strictly speaking, an ontology need not include any individuals, but one of the general purposes of an ontology is to provide a means of classifying individuals, even if those individuals are not explicitly part of the ontology. In formal extensional ontologies, only the utterances of words and numbers are considered individuals – the numbers and names themselves are classes. In a 4D ontology, an individual is identified by its spatio-temporal extent. Examples of formal extensional ontologies are BORO, ISO 15926 and the model in development by the IDEAS Group. == Classes == == Attributes == Objects in an ontology can be described by relating them to other things, typically aspects or parts. These related things are often called attributes, although they may be independent things. Each attribute can be a class or an individual. The kind of object and the kind of attribute determine the kind of relation between them. A relation between an object and an attribute express a fact that is specific to the object to which it is related. For example, the Ford Explorer object has attributes such as: ⟨has as name⟩ Ford Explorer ⟨as by definition as part⟩ 6-speed transmission ⟨as by definition as part⟩ door (with as minimum and maximum cardinality: 4) ⟨as by definition as part one of⟩ {4.0L engine, 4.6L engine} The value of an attribute can be a complex data type; in this example, the related engine can only be one of a list of subtypes of engines, not just a single thing. Ontologies are only true ontologies if concepts are related to other concepts (the concepts do have attributes). If that is not the case, then you would have either a taxonomy (if hyponym relationships exist between concepts) or a controlled vocabulary. These are useful, but are not considered true ontologies. == Relations == Relations (also known as relationships) between objects in an ontology specify how objects are related to other objects. Typically a relation is of a particular type (or class) that specifies in what sense the object is related to the other object in the ontology. For example, in the ontology that contains the concept Ford Explorer and the concept Ford Bronco might be related by a relation of type ⟨is defined as a successor of⟩. The full expression of that fact then becomes: Ford Explorer is defined as a successor of : Ford Bronco This tells us that the Explorer is the model that replaced the Bronco. This example also illustrates that the relation has a direction of expression. The inverse expression expresses the same fact, but with a reverse phrase in natural language. Much of the power of ontologies comes from the ability to describe relations. Together, the set of relations describes the semantics of the domain: that is, its various semantic relations, such as synonymy, hyponymy and hypernymy, coordinate relation, and others. The set of used relation types (classes of relations) and their subsumption hierarchy describe the expression power of the language in which the ontology is expressed. An important type of relation is the subsumption relation (is-a-superclass-of, the converse of is-a, is-a-subtype-of or is-a-subclass-of). This defines which objects are classified by which class. For example, we have already seen that the class Ford Explorer is-a-subclass-of 4-Wheel Drive Car, which in turn is-a-subclass-of Car. The addition of the is-a-subclass-of relationships creates a taxonomy; a tree-like structure (or, more generally, a partially ordered set) that clearly depicts how objects relate to one another. In such a structure, each object is the 'child' of a 'parent class' (Some languages restrict the is-a-subclass-of relationship to one parent for all nodes, but many do not). Another common type of relations is the mereology relation, written as part-of, that represents how objects combine to form composite objects. For example, if we extended our example ontology to include concepts like Steering Wheel, we would say that a "Steering Wheel is-by-definition-a-part-of-a Ford Explorer" since a steering wheel is always one of the components of a Ford Explorer. If we introduce meronymy relationships to our ontology, the hierarchy that emerges is no longer able to be held in a simple tree-like structure since now members can appear under more than one parent or branch. Instead this new structure that emerges is known as a directed acyclic graph. As well as the standard is-a-subclass-of and is-by-definition-a-part-of-a relations, ontologies often include additional types of relations that further refine the semantics they model. Ontologies might distinguish between different categories of relation types. For example: relation types for relations between classes relation types for relations between individuals relation types for relations between an individual and a class relation types for relations between a single object and a collection relation types for relations between collections Relation types are sometimes domain-specific and are then used to store specific kinds of facts or to answer particular types of questions. If the definitions of the relation types are included in an ontology, then the ontology defines its own ontology definition language. An example of an ontology that defines its own relation types and distinguishes between various categories of relation types is the Gellish ontology. For example, in the domain of automobiles, we might need a made-in type relationship which tells us where each car is built. So the Ford Explorer is made-in Louisville. The ontology may also know that Louisville is-located-in Kentucky and Kentucky is-classified-as-a state and is-a-part-of the U.S. Software using this ontology could now answer a question like "which cars are made in the U.S.?"

A guideline execution engine needs to communicate with a host clinical information system. Virtual Medical Record (vMR) is one possible interface which can be used.     Sanchar Saathi

    Sanchar Saathi (lit. 'Communication Partner' or 'Communication Companion') is an Indian state-owned app and web portal, operated by the Department of Telecommunications, designed to assist Indian mobile users in tracking and blocking stolen or lost mobile devices. In late 2025, a government order requiring Sanchar Saathi to be pre-installed on all mobile devices sold nationwide, with explicit provisions on preventing users from deleting the app or disabling any of its broad functionalities, triggered widespread backlash. The order was subsequently withdrawn. == Background == The Telecommunications Act 2023 introduced an exceptionally broad definition of the term "telecommunications" and conferred wide-ranging powers on the government. Although the Department of Telecommunications (DoT) assured reporters that this definition would not be used to justify government overreach, a November 2024 amendment to the Telecom Cyber Security Rules expanded it further and introduced the concept of the Telecommunication Identifier User Entity (TIEU), enabling users to be personally identified through their phone numbers. Sanchar Saathi was launched amid a widespread rise in cybercrime and hacking, as part of the Indian government's effort to prevent stolen phones from being used for fraud and to promote a state-backed application. In an official statement, the DoT said, "India has big second-hand mobile device market. Cases have also been observed where stolen or blacklisted devices are being re-sold. It makes the purchaser abettor in crime and causes financial loss to them." == Launch == Sanchar Saathi was originally launched as a web portal in May 2023. It was later launched as a mobile app in January 2025. Describing itself as a "citizen-centric" safety tool, Sanchar Saathi allows users to check a device's IMEI, report and block lost or stolen phones, and flag suspected fraud communications. Under Sanchar Saathi's privacy policy, it can make and manage phone calls, view and send messages, read call logs, access photos and files, access the location and camera of the device in which the app is used, as well as read and write into the device's storage. According to official government data, by December 2025, the Sanchar Saathi app had helped recover more than 700,000 lost and stolen mobile devices across India. Users report around 2,000 fraud incidents through the app each day. == Pre-installation controversy == On 28 November 2025, the Bharatiya Janata Party government, led by prime minister Narendra Modi, privately ordered phone manufacturers, including Apple, Samsung, Xiaomi, Vivo, Oppo, among others, to pre-install the Sanchar Saathi app on new devices sold in the country, alongside mandating that old devices get issued a software update for the installation of the app. The order had a 90-day deadline and further included explicit provisions to ensure that the app is to be "readily visible and accessible to the end users at the time of first use or device setup" and that users should neither be able to delete the app nor disable or restrict any of its broad functionalities. The order caused widespread political backlash. K. C. Venugopal, a general secretary of the main opposition party, the Indian National Congress (or simply the Congress), called the order "beyond unconstitutional" and said, "A pre-loaded government app that cannot be uninstalled is a dystopian tool to monitor every Indian. It is a means to watch over every movement, interaction and decision of each citizen", adding, "Big Brother cannot watch us." Another Congress general secretary, Priyanka Gandhi, termed Sanchar Saathi a "snooping app", and attacked the government for "turning this country into a dictatorship". Uddhav Thackeray, former chief minister of Maharashtra, compared Sanchar Saathi to the Pegasus spyware. Sanjay Hegde, a senior advocate at the Supreme Court of India, said "Here in the garb of security, the intrusion is vast, unfettered, unguided and is totally disproportionate. The app ought to be struck down on that account". The Internet Freedom Foundation (IFF), an Indian digital rights advocacy organisation, said, "Forcing every smartphone to carry a permanent government app for a simple verification task is excessive and violates the Puttaswamy proportionality standard", referring to Puttaswamy v. Union of India, a 2017 landmark decision of the Supreme Court, which asserted that the right to privacy should be protected as a fundamental right. The IFF further said, "For this to work in practice, the app will almost certainly need system level or root level access, similar to carrier or OEM system apps, so that it cannot be disabled. That design choice erodes the protections that normally prevent one app from peering into the data of others, and turns Sanchar Saathi into a permanent, non-consensual point of access sitting inside the operating system of every Indian smartphone user." Moreover, the organisation said that while the app was being "framed as a benign IMEI checker", a server-side update could allow the app to engage in "client side scanning for 'banned' applications, flag VPN usage, correlate SIM activity, or trawl SMS logs in the name of fraud detection. Nothing in the order constrains these possibilities." In reaction to the controversy, Jyotiraditya Scindia, the union minister of communications, said, "There is no snooping or call monitoring", adding, "Obviously you can delete it. There is no problem. This is a matter of customer protection. It is not mandatory. If you don't want to register, and don't want to use the app, don't use it; don't register, and it will lay dormant." Scindia compared the app to other pre-installed mobile apps such as Google Maps, which he said could be deleted if users wished so. However, contrary to Scindia's statement, on many phone brands, such pre-installed apps cannot be deleted, although users can disable them. Furthermore, upon enquiry, Scindia did not clarify whether his remarks applied to the app after the order took effect, making no comment on the provision in the order that would prevent users from deleting the app. When Congress member Renuka Chowdhury submitted an adjournment motion notice in the Rajya Sabha seeking the suspension of all other matters to discuss the Sanchar Saathi issue, Kiren Rijiju, the union minister of parliamentary affairs, accused the opposition of "manufacturing issues" to stall session proceedings. By 2 December, it had been reported that Apple did not plan to comply with the order, citing privacy and security concerns for the iOS ecosystem and the fact that the order would violate its internal policy against the pre-installation of third-party software in iPhones. Although it was clarified that Apple did not intend to take the matter to court or publicly oppose the government, it was said that Apple "can't do this. Period." The order would have also required Google to create a custom version of Android solely for India which would include the Sanchar Saathi app, a requirement described to "not be acceptable to the company". Following the backlash, the order was revoked on 3 December 2025. In a press release, the government said, "Given Sanchar Saathi's increasing acceptance, Government has decided not to make the pre-installation mandatory for mobile manufacturers".

    The Production Rule Representation (PRR) is a proposed standard of the Object Management Group (OMG) that aims to define a vendor-neutral model for representing production rules within the Unified Modeling Language (UML), specifically for use in forward-chaining rule engines. == History == The OMG set up a Business Rules Working Group in 2002 as the first standards body to recognize the importance of the "Business Rules Approach". It issued 2 main RFPs in 2003 – a standard for modeling production rules (PRR), and a standard for modeling business rules as business documentation (BSBR, now SBVR). PRR was mostly defined by and for vendors of Business Rule Engines (BREs) (sometimes termed Business Rules Engine(s), like in Wikipedia). Contributors have included all the major BRE vendors, members of RuleML, and leading UML vendors. == Evolution == The PRR RFP originally suggested that PRR use a combination of UML OCL and Action Semantics for rule conditions and actions. However, expecting modellers to learn 2 relatively obscure UML languages in order to define a production rule proved unpalatable. Therefore, PRR OCL was defined that included OCL extensions for simple rule actions (as well as external functions). PRR OCL is currently considered "non-normative" i.e. is not part of the PRR standard per se. PRR beta applies just to a PRR Core that excludes an explicit expression language. The PRR RFP envisaged covering both forward and backward chaining rule engines. However, the lack of vendor support for / interest in backward chaining caused this to be revise to forward chaining and "sequential" semantics. The latter is simply the scripting mode provided by many BPM tools, where rules are listed and executed sequentially as if programmed. This provides PRR with better compatibility with typical BPM scripting engines (and acknowledges the fact that most BREs today support a "sequential" mode of operation, improving performance in some circumstances). == Status == PRR is currently at version 1.0.

    The Open Neural Network Exchange (ONNX) [ˈɒnɪks] is an open-source artificial intelligence ecosystem of technology companies and research organizations that establish open standards for representing machine learning algorithms and software tools to enable a standard format for representing machine learning models. ONNX is available on GitHub. == History == ONNX was originally named Toffee and was developed by the PyTorch team at Facebook. In September 2017 it was renamed to ONNX and announced by Facebook and Microsoft. Later, IBM, Huawei, Intel, AMD, Arm and Qualcomm announced support for the initiative. In October 2017, Microsoft announced that it would add its Cognitive Toolkit and Project Brainwave platform to the initiative. In November 2019 ONNX was accepted as graduate project in Linux Foundation AI. In October 2020 Zetane Systems became a member of the ONNX ecosystem. == Intent == The initiative targets: === Framework interoperability === Enable developers to move machine learning models between different frameworks, which may be used at different stages of the development process, such as training, architecture design, or deployment on mobile devices. === Shared optimization === Provide a common representation that can be used by hardware vendors and other developers to apply optimizations to artificial neural network models across multiple machine learning frameworks. == Contents == ONNX provides definitions of an extensible computation graph model, built-in operators and standard data types, focused on inferencing (evaluation).. The container format is Protocol Buffers. Each computation dataflow graph is a list of nodes that form an acyclic graph. Nodes have inputs and outputs. Each node is a call to an operator. Metadata documents the graph. Built-in operators are to be available on each ONNX-supporting framework. ONNX models can be trained in a single framework, such as PyTorch or TensorFlow, and then exported to ONNX. This format allows models to be transferred from the training framework to other environments for testing or deployment. Once a model is in ONNX format, it can be executed in different runtime systems or on various hardware platforms, such as GPUs or specialized AI accelerators. Using a common format enables the same model representation to be used across multiple systems and frameworks.
